Commons ChamberI associate myself with the comments that my hon. Friend the Member for Liverpool Wavertree (Paula Barker) has just made about Hillsborough. I am pleased to see this incredibly important legislation being brought forward by this Government, after a long journey for justice.
I congratulate everyone who made their maiden speech today—those speeches have been absolutely fantastic, and show the calibre of the people who have been elected to this place. I also welcome back my fellow returning MPs, some with a larger break than others; it is great to see those people back in this place, with all their depth of experience.
We stand at a pivotal moment. I could talk in great depth about all the wonderful Bills that are in this King’s Speech, from the new deal for working people to the English devolution Bill, the education Bill, the children’s wellbeing Bill, rights for renters and the updating of the Mental Health Act 1983, which is desperately needed. But the climate and nature crisis is already impacting our lives, so I will focus my remarks mainly on that, and slightly on transport.
Particularly in the global south, but increasingly in the UK, we are living through the consequences of climate catastrophe, and it is the poorest in society who are often suffering the worst of its effects. The new agenda for this Government is a key opportunity to get back on track and prove, as we did once previously with the Climate Change Act 2008, that the UK can be a true climate leader. The measures outlined in the King’s Speech underscore the Government’s commitment to tackling the climate emergency. They are not only words, but the green shoots of change, ending 14 years of Conservative-led indifference and even hostility to environmental policy—14 years that saw an effective ban on onshore wind, a standstill on solar and little to nothing on tidal or green hydrogen.
While other countries around the world have been racing ahead to capitalise on the jobs and wealth that the clean energy transition offers, Britain has been missing out, but today marks a new chapter. The Government’s plan to make Britain a green energy superpower, achieving clean power by 2030, is ambitious and represents a clear commitment to reducing carbon emissions and embracing renewable energy sources. It presents a significant opportunity to stimulate economic growth, address the cost of living crisis and make Britain energy independent, with Great British Energy, owned by the British people, ensuring that families and businesses benefit from permanently lower bills through a zero-carbon energy system. It is right that that will be funded by closing loopholes in the windfall tax on oil and gas companies. They have reaped enormous profits not because of their innovation or investments, but because of the energy shock that has burdened families across the country with higher prices. The Great British Energy Bill will end the Conservative dash for oil and gas, deliver real energy security and put the UK on a path to being a clean energy superpower, with a just transition for workers.
However, we also need to look beyond our energy system. After 30 years of privatisation, Britain’s railways are in crisis, with passengers facing late, overcrowded and cancelled services, pushing many commuters on to our roads instead. For many communities, the buses are no better. In Sheffield Hallam, this was one of the issues raised with me in almost all the canvassing sessions I did. There are often reductions in bus services. They are cancelled because the bus fleet is not fit for purpose, or the routes are closed and there are no alternatives. It could not get any worse, really, and that is why the Government’s passenger railway services Bill and better buses Bill are vital. I will be pleased to champion them from the Back Benches.
The plan to take train operating companies back into public ownership will end a decade of Conservative chaos, develop the infrastructure we need to green our society and make the transition to net zero, and give people a real alternative to getting into their cars. New powers to allow communities to take back control of their buses will put decision making back into their hands, where it belongs—not with the private companies, but with the people the transport system should be serving.
Greening our transport and energy infrastructure is central to meeting our climate ambitions, but we cannot effectively combat the climate crisis without simultaneously protecting our vital ecosystems, restoring habitats and safeguarding our species. The climate crisis has accelerated the nature crisis, with the UK now one of the most nature-depleted countries in the world. We must and can do better. Protecting nature must take equal priority to cutting emissions. For too long, Britain’s coasts, rivers and lakes have been polluted by illegal sewage dumping, and it is therefore right that this Government are committed to placing failing water companies under special measures, withholding bonuses from executives who pollute our waterways and bringing criminal charges against persistent lawbreakers. I am very pleased to see that there will be strengthened regulation, which is very welcome to many in my constituency who have campaigned on this issue.
I also look forward to seeing plans to empower local government and communities through the English devolution Bill, especially on how they can play their part in tackling both the climate and nature emergencies, and what local government needs to fully tap into the potential of the green economy and green jobs for our region. Tackling the climate and nature emergencies is not an issue for the future; we are already facing the effects in the here and now. Our role is to act immediately to prevent the most damaging effects, and I welcome the measures set out in this King’s Speech. They must be the springboard for a wider debate on greening our communities, revitalising our ecology and building a greener, cleaner and nature-positive economy that works for everyone.
I have one final plea to my Front Benchers on an unrelated topic, which is care for people who have undergone miscarriage. I campaigned very hard on that in the last Parliament, and I will continue to raise it in this place to make sure that there is proper provision for women’s health and that everyone gets the support they need.

Commons ChamberThe Minister for Disabled People, Health and Work is looking at the matter as we speak, to see how things can be streamlined. I will be more than happy to update my right hon. and learned Friend with further details.
It is this Government who have recognised that maternal disparities do exist for black, Asian and minority ethnic women and those from economically disadvantaged backgrounds. That is why in February last year we set up the maternity disparities taskforce to tackle those disparities.
Does the Minister agree that we owe huge thanks to my hon. Friend the Member for Streatham (Bell Ribeiro-Addy) for her work as chair of the all-party parliamentary group on Black maternal health? Secondly, black women are four times more likely to die during pregnancy and childbirth and 43% more likely to miscarry. The Women and Equalities Committee’s report highlights that the Government are failing to act. Ironically, the maternity disparities taskforce meets every nine months instead of every two months. Will the Minister commit today to setting a binding target and providing properly resourced solutions to end this scandal and these disparities?
I am happy to place on record my thanks to the hon. Member for Streatham (Bell Ribeiro-Addy), who does fantastic work in this place. I should point out that the figure is lower than that—it is now 3.5—but it is still too high, and we are doing record amounts of work to try to reduce it. Only last month the NHS published its “Three year delivery plan for maternity and neonatal services” with the aim of ending disparities in pregnancy and childbirth, and the maternity disparities taskforce is currently looking into pre-conception care, because many of those disparities are embedded years before a woman becomes pregnant.

Commons ChamberWe have been clear that the current service is simply not acceptable. Rail North Partnership is working with the company on a service improvement plan, and my hon. Friend the Minister of State, Department for Transport, (Huw Merriman) is having weekly meetings with them. As my hon. Friend points out, the TransPennine Express contract expires in May, and while there are currently discussions about that new contract, if Ministers conclude that the operator cannot be turned around, other decisions may be made.
Order. I understand that the case referred to by the right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) is currently before the courts. It is therefore covered by the House’s sub judice resolution and should not be referred to in this House. It is, of course, open to any Member to ask that I waive the resolution in a particular case, but that has not happened in this case and therefore it should not be discussed at all. I will leave it at that.

Commons ChamberBelfast City airport is, I believe, the George Best international airport, and as a committed Manchester United fan, it would be an honour to fly into it. I am happy to write to the hon. Member with those answers when that is possible.
To be honest, I am disappointed with some of the comments that have been made across the House. It is on us all to work together to find a solution to this situation. Investors have cited Government inaction as a core reason why they might not be confident in investing. What do the Government think about that? Do they agree that Government action or inaction will have consequences for whether the airport will stay open?
Government action, the action of local authorities and the action of local leaders are important. I would be happy to hear of any specific actions that the hon. Lady would like us to take to help two commercial businesses in a negotiation. If she wants to pass that to me, I will make sure that the aviation Minister is aware of it.

Commons ChamberAn illegal net zero strategy, no national resilience strategy, 15 areas declaring major incidents, 11,500 firefighters cut since 2010 and a 2% pay offer on the table. Does the frontline of the climate emergency not deserve better?
As I said earlier, the hon. Lady needs to pose that question to her colleagues in local government. As she knows perfectly well, and as the Under-Secretary of State for the Home Department, my hon. Friend the Member for Derbyshire Dales (Miss Dines)—she is here on the Front Bench—knows perfectly well, pay awards for firefighters are not within the Government’s control and are settled by a body that includes both employers and employees.

Colleagues at the Department for Environment, Food and Rural Affairs have been in extensive discussions with those who handle animals in all settings, including in some particularly acute areas. For example, the Royal Welsh show is on this week, which will involve 200,000 people and quite a lot of animals being out and about in the open, and we have been in close liaison with the Welsh Government about the issues that are being faced there. Extensive work is ongoing and there are extensive guidelines about animal husbandry during this period. The hon. Gentleman is quite right to raise the plight of animals as well as that of our fellow humans.
It has been 1,174 days since this Chamber passed a climate emergency motion. Does the Minister feel that the Government have given this adequate attention and been able to respond? I have to say that I have been a bit confused by some of his statements today, because they have been in direct contradiction to the current medical advice that this type of weather will affect healthy people and that it is not just about the vulnerable. That is how critical this is, and I hope he can clarify that point so that people do not end up in 30° hospitals.
I hope that the hon. Lady is not attempting to create confusion. We have been very clear about the simple message that everyone should take sensible measures to guard their own health. They should stay in the shade, drink lots of water, wear a hat and not exercise unduly, but we are focused on the groups we know are particularly vulnerable, following what happened in France back in 2003. We think there needs to be a very sharp focus on them, and our message is clear. There are steps we can take individually and collectively to protect ourselves, and that is what we are promoting.

Commons ChamberClearly the idea of the Prime Minister continuing as a caretaker will be worrying many people, but it is interesting to hear from the BBC that MPs are privately briefing that they are worried, perhaps half-jokingly, that the PM might take us to war to avoid leaving office. What will be done to ensure that the Opposition can hold to account a caretaker Prime Minister who has lost the faith of the country and his Government?
I recommend to the hon. Lady that she does not listen to gossip and rumour. The fact of the matter is that responsible government in this country will continue.

Commons ChamberTaxation is obviously an issue for the Chancellor, but the Government are providing £37 billion-worth of support right now to help people with the cost of living, including energy bills. On green levies, I think they represent 8% of a dual fuel bill, a significant amount of which is going to vulnerable households through the warm home discount and other mechanisms. The reason energy prices are high right now and wholesale prices have risen by 300% to 400% is in large part due to what is happening with the illegal war in Ukraine.
We need a sprint on renewables, yet Ministers are barely breaking into a limp. In the latest round of contracts for difference, the Government implemented a cap of 12 GW on renewables, despite the industry reporting that 17.4 GW had been cleared for planning permission. That is 5.4 GW of shovel-ready, cheap, clean energy blocked. We are in an energy crisis. Why are the Government not firing on all cylinders to address it?
The Government are firing on all cylinders. If we had not been firing on all cylinders and got the second-biggest offshore wind sector in the world, we would now be reliant on Russian hydrocarbons, which we are not, unlike some other countries. The hon. Lady should welcome the progress that has been made and of course we want to do more.

Commons ChamberI note the point that the hon. Gentleman has made. He will appreciate that it is not part of my responsibilities, but I am sure that you, Mr Speaker, and other relevant colleagues will have heard his call for action.
In its report this week, the Intergovernmental Panel on Climate Change put forward its bleakest warning yet, stating that
“progress on adaptation is uneven and there are increasing gaps between action taken and what is needed to deal with the increasing risks”.
It emphasised the urgency of immediate action, concluding:
“Half measures are no longer an option.”
Given that, will the COP President outline what concrete steps have been taken since COP26 to scale up finance for adaptation, whether he will increase ambition in the light of the report, and whether he will commit to bringing a plan to this House on how we will meet the 2025 target?
The hon. Lady raises a very important point. Of course, the report was a stark warning—yet again; another code red—that we need to take action. I set out in answer to earlier questions what we are doing to push forward, particularly on finance—we are doubling adaptation finance. We will ensure that, by the time we get to COP27, the trajectory has moved forward.

Commons ChamberWe are taking the most powerful measures against Russia and the Russian economy that have ever been taken—probably the most powerful ever taken by any country—and Russia will no longer be able to raise any sovereign debt on UK markets.
What support will we be providing to Ukrainian citizens who are settled in the UK and wish to reunite with family members who still reside in Ukraine? Many have watched their cities rapidly get caught up in this conflict and are keen to know what more we can do to support them to reunite with their families.
We will make sure that we support Ukrainian nationals who need to come to this country to meet their relatives—of course we will do that.
