Commons ChamberI congratulate my constituency neighbour, the hon. Member for Great Grimsby and Cleethorpes (Melanie Onn), on securing this debate. It is an important one and, as she knows, an issue that I have been campaigning on. Indeed, when she was previously in this House we held numerous meetings with Ministers and the like about it.
The new Brigg and Immingham constituency has 11 railways stations, the largest port in the country and an international airport, yet we are still struggling to get the A180 resurfaced and a direct train service to London. This afternoon I was looking at when I first raised this matter in the House—it was in 2011, on a debate about High Speed 2, ironically. My understanding is that the previous Secretary of State had approved the start of the direct service from Grimsby and had instructed LNER to incorporate it in its negotiations with Network Rail about the forthcoming winter timetable. As the hon. Lady said, it would be nice if the Minister could confirm that that is the case.
The A180 is an issue that has been rumbling on—no pun intended—for at least the 14 years that I have been a Member of the House. In 2018, I held a public meeting in Stallingborough village hall, and Highways England—as it was called at that time—said that resurfacing would commence and be completed during the 2020-21 financial year, which was subsequently confirmed in a letter from the Minister. The situation at the moment as I understand it is that a programme exists to spend £9 million in the current financial year to deal with particularly dangerous stretches, but I am told now that complete resurfacing from Barnetby Top to Grimsby, which is essential, is now in the £300 million-plus category, and will need authorising as a major capital project.
Very briefly, there are a couple of other points worth mentioning. The train service that runs through Brigg, the Sheffield-Gainsborough-Brigg-Cleethorpes train service, was until fairly recently a one day a week service, with three services on a Saturday. That has now changed to a five day a week service, but it gives only 90 minutes in either Grimsby—if people want, as they should, to stop there to do their shopping in Freshney Place—or Cleethorpes. It gives them a mere 90 minutes to explore the beach and all that Cleethorpes can offer. Let us get something sorted. A regular service on that stretch of line would be greatly appreciated.
My final comment is on the Cleethorpes to Barton service, which is a bit of a Cinderella service. There are so many cancellations and the timings are not good for commuters who want to use it. It needs to be fully restructured, so I urge the Minister to look at that.
I cannot allow another speech, but interventions on the Minister, if the Minister chooses to accept them, are permitted.

Commons ChamberDuring the exchanges that followed my urgent question about steel manufacturing earlier today, it was evident that the Minister was unable to give a detailed response in respect of, in particular, maintaining the capacity to produce virgin steel in the UK. In view of the many unanswered questions, will the Leader of the House arrange a debate, in Government time, on the future of the UK steel industry?

I meet representatives of the unions regularly, and I co-chair a steel council. The steel procurement policy note on increasing procurement in the UK was a personal ambition of mine. Previously, we did not calculate enough of the data on what was being procured and how we could continue to secure more contracts. Procurement has increased, with the value of contracts up by £97 million on the previous year. I want to go further; that is only the starting point. Earlier today, I was with the Minister for Defence Procurement, the hon. Member for South Suffolk (James Cartlidge), and I will continue to work to ensure that there is more UK steel in all our construction, whether rail, road, automotive, aviation or anything else. The reality is that last year it increased by £97 million-worth of work.
I fully endorse all the comments of my neighbour, my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft). Many hundreds of my constituents work at British Steel, and I have a British Streel terminal on Immingham docks in my constituency. What assessment have the Department and the Treasury made of the impact on the local economy if the changes go ahead? The Minister talked about support for workers who may be made redundant. I have witnessed the decline of the fishing industry in the Grimsby-Cleethorpes area, which has ripped the core out of the community, who need generations of support. What plans will the Government put in place to ensure that that happens?
First of all, negotiations are ongoing, but I fully appreciate that the statements from British Steel will be incredibly unsettling for my hon. Friend’s constituents. Let me explain the way that we worked on Port Talbot. We were keen to ensure that any support we provided continued to guarantee jobs, in consultation with local stakeholders and the unions. We set aside a fund of around £100 million to ensure that people were reskilled and redeployed. That work will continue if circumstances require it. We are anxious about jobs. These are highly skilled workers, recognised internationally, and these are well-paid jobs. That is why negotiations are sensitive and continue at pace. If we provide support, we want to get the best deal for UK steelworkers.

I had hoped that the Opposition Front Bench spokesperson would support our ongoing desire for negotiations, and that she would ask why the redundancy conversations are taking place while negotiations are ongoing.
On Liberty Steel, on 20 July 2021 the then Business Secretary set out in his evidence to the BEIS Committee that we did not have adequate assurances to be confident that money offered to Liberty Steel would remain solely available to UK operations. It is important to note that that approach was commended in the Committee’s November 2021 report. Of course, I was on the Committee then, but it is important to note that the Committee is made up of Members from both sides of the House, so that was obviously an agreed position of colleagues across the House.
The hon. Member talked about the level of support that we are providing to the sector to ensure that it can reduce its emissions and take on board new technology to go as green as it can. We have more than £1.5 billion of long-term, strategic and focused support in place to help it to go green, cut emissions and become more energy-efficient. There is more than £1 billion for the carbon capture and storage infrastructure fund, more than £240 million for the net zero hydrogen fund, more than £55 million for the industrial fuel switching fund, more than £20 million for industrial decarbonisation research, £289 million for the industrial energy transformation fund and up to £66 million as part of the industrial strategy challenge fund. That is substantial funding to help the sector to be strategic and have structures in place to help it to reduce emissions, invest in new technology and decarbonise.
The hon. Member spoke about Labour’s plan, or the budget it has in place to help steel become green. I am not sure how that has been costed or tested. As I said in my statement, what is important is that we are putting forward a generous package of support. I hope that she agrees that, because it is taxpayers’ money, we should also have certain assurances, whether on job security, or that new technology to decarbonise is adopted. That is a sensible, strategic way to go forward.
The company has clearly acted in a most inappropriate and high-handed manner, and that affects not just the 800 workers directly employed at British Steel: my neighbouring constituency has many thousands of jobs dependent on the supply chain. Could the Minister assure us that the Government will give maximum support and recognise the importance of steel to the region as a whole?
My hon. Friend has always been a great advocate for all the jobs in his constituency, including those linked to the steel supply chain. That is why the sector is so important: the number of jobs that trickle through it is huge, and it is a foundation industry that supports every other manufacturing sector. We are negotiating as hard as we can to ensure that we get over the present hurdle and that we can go on and talk about other things, such as further procurement, which would be great news for the supply chain as well. Of course, if any decision is taken by the firm, it will be a commercial decision, and if any support is required for workers, across Whitehall, we will do everything we can to ensure that that support is available.

The Secretary of State will have heard my exchange with the Prime Minister yesterday when he agreed with me on submitting proposals for free port status for the Humber ports, an upgrade to the A15, and improved east-west rail freight capacity. Will the Secretary of State indicate his support, and will he agree to meet me and a delegation to discuss the matter?
It is good to see my hon. Friend back on his feet promoting everything in his constituency, including free ports. I will of course be more than happy to sit down and meet a delegation, although I am a bit concerned about how large it will be. I am pleased to be working with the Department for International Trade and the Treasury to ensure that the ports that want it get the free port status that they require.

Commons ChamberI am just as eager as the hon. Gentleman to legislate in this area, considering the amount of work done by the task and finish group. Our commitment is to make sure that standards are raised, security is dealt with and that national enforcement officers ensure that regardless of where people are in the country they are getting into a cab with a driver who has had a standardised background check and has met the threshold for safety and security. I cannot give any more detail right now, but I am pleased that so many Members are as eager as I am to legislate on this issue.
Earlier this week, the all-party group on bioethanol issued its interim report on the availability of E10. This issue has been dragging on for very many years. May I urge the Minister to come to an early decision, after studying this report?

Commons ChamberThe Minister spoke in her opening remarks about the economic benefits to the midlands and the north, and it is because of those benefits that I have up until now supported HS2, but she will realise that benefits in 15-plus years’ time are a hard sell to passengers whose daily commute is being blighted. Would she consider rescheduling a project that is almost certainly going to overrun anyway and releasing some additional funding in the immediate future to improve local services and boost the economy of the north by, for example, providing additional freight capacity between the Humber ports and the west coast ports?
We are committed to funding railways in the north. My hon. Friend mentions investment around the ports, and he will see the work I have undertaken with Maritime 2050 to encourage investment in infrastructure and research and evaluation around maritime that will benefit his community. He makes a valid point. The project has taken a long time to get to this point—never mind the first scheduled trains—and as a long-term project it requires solid commitment from Ministers and Members of Parliament. If we are ever to undertake programmes of work that are truly transformative and long-term, we will have to show commitment over a long period. If £94 billion is returned to the economy and 100,000 jobs are created, it will play some part in regeneration in his community as well.

Commons ChamberWe are in constant communication with port operators, including Associated British Ports, which I believe has invested heavily in the port to prepare for Brexit and all the extra opportunities that will arise. We must not forget that our ports and maritime sector was great before we joined the EU and it will continue to be great after Brexit. Most of our ports are well used to dealing with traffic from both inside and outside the European Union and we will do everything we can to ensure that that continues.
The port of Immingham is open for business and looking to increase that business as a result of Brexit. Can the Minister confirm that she has had discussions with ABP about the further use of Immingham?

Commons ChamberThe hon. Gentleman will be aware that community transport operators, even within his own community, opened a new service as recently as a few months ago, with extra support from the Department and the bus service operators grant fund. I looked on his local council website to check what was happening with community transport, and there was a reference to the funding that the Department for Transport had provided. The council said that the excellent public community transport in the borough was being provided by funding provided by the Department for Transport.
Until recently, the No. 5 bus service that passes through South Killingholme in my constituency was supported by a Government grant. The local authority is making provision for community transport to provide an alternative, but it will not replace the existing service. Will the Minister agree to meet me to discuss whether other funding streams can be found to support the service?
