Unless I misheard him, the hon. Gentleman chuntered from a sedentary position that Twitter was against his hair—[Interruption.] And that that constitutes some sort of hate crime. I make that point for those who are interested and listening to our proceedings. Anyway, we are always interested in all matters appertaining to the hon. Member for Lichfield (Michael Fabricant).

I am not quite sure how to follow that. Will my right hon. and learned Friend join me in recognising the great work that is done by Tell MAMA and Hope not Hate, who build the confidence in those who suffer hate crime to report it?

I am grateful to my hon. Friend. Tell MAMA and other organisations play an important part by working closely with the CPS and police to inform the process and help people to report crime. Often people will go to a third party before coming to the police, but that is an acceptable way to report crime because it means that more crimes can be prosecuted.

Again, my hon. Friend is absolutely right. It is not sustainable to have a situation where a terrorist atrocity plotted by telephone can be understood and intercepted but one plotted over WhatsApp cannot. The measures in the draft Investigatory Powers Bill are entirely necessary, therefore, to avoid the kinds of atrocities he describes.

5. What steps the Crown Prosecution Service has taken to enable its prosecutors effectively to prosecute stalking and harassment cases.

The CPS launched a joint stalking protocol with the police in September 2014, and has revised its legal guidance to prosecutors and delivered training on the new stalking offences, which led to a 15.1% rise in the level of prosecutions last year. The CPS continues to work closely with the police and voluntary sector to increase and improve prosecutions.

The national stalking helpline responded to 2,800 calls last year and frequently speaks to victims of stalking and harassment where restraining orders are not given or where ineffective restraining orders are given following a trial. It already takes the average victim 100 incidents of harassment before they go to the police. Does my hon. and learned Friend agree that stalking and harassment are serious offences that can lead to serious sexual assault and violent offences, including murder? What more can be done to address this serious and often hidden problem?

My hon. Friend is right to emphasise the seriousness of stalking—it is no joke—and I join her in commending the work of the organisation she mentioned. The CPS legal guidance on this crime urges prosecutors to apply for restraining orders on conviction and, where appropriate, on acquittal too. It is vital that we deal with this serious crime in a way that protects victims and deters perpetrators.

We welcome the work of the Institute of Directors and others to increase female membership. I congratulate Lady Barbara Judge, who has recently been appointed as the institute’s first female chair. It is vital that women are able to take their place in organisations that have traditionally been male dominated.

26. My constituency has many small businesses run by successful women, such as Louise Beard, who runs the Josefina gift shop, the winner of an Uckfield chamber of commerce business award, but we need to do more to encourage female entrepreneurs. It has been calculated that boosting female entrepreneurship could add some £60 billion to our economy. Will the Minister therefore confirm that she is working with the Secretary of State for Education to ensure that girls at school who aspire to set up their own business later in life know that they will be supported in doing so?

Yes, I am sure my hon. Friend’s local business will be very pleased with that fine plug. The Secretary of State for Education is nodding furiously at me, so I can reassure my hon. Friend that encouraging schoolgirls to become tomorrow’s entrepreneurs is central to the work of the Department for Education. Last year, my right hon. Friend the Secretary of State for Education announced a new careers and enterprise company which, among other things, will develop an enterprise passport to help young people to develop their business skills.
