The UK may well have one of the strongest consumer protection regimes in the world, but does the Minister agree that things need to be under constant review? Can she assure me that the OPSS has sufficient resources, powers and skills to do what we expect of it?
I can reassure my hon. Friend that the OPSS has the powers and funds necessary to carry out its work. The beauty of the OPSS is that it is absolutely focused on product safety and standards. Part of its £12 million per annum funding is for building scientific and technical expertise. It works with trading standards locally and nationally and provides the national leadership required on national issues such as this one.

Commons ChamberI have referred to the hugely important contribution that young people have made in advocating the action we are taking, and they are joined by many other campaigners in this country and around the world. The substantial report of the Committee on Climate Change, which I hope the hon. Gentleman will have a chance to study in detail, makes a proposal that is not plucked out of the air but is evidenced and referenced. In adopting and legislating for this target, we are doing so on the best possible advice. That is the best way to proceed.
I enthusiastically welcome today’s net zero announcement, because this issue has an impact on us all, and especially on young people. I therefore particularly welcome the announcement of a youth steering group to advise the Government on this issue, and perhaps we could employ this model in other policy areas. When will we find out a little more about the role and purpose of this group?
Everything my hon. Friend does is with enthusiasm. We will publish the details of the terms of reference and composition of the group in the next few days, and I hope it will meet with his approval.

I will certainly look at the last point. It may be that we just do not cut the data by metropolitan area. ECO is an important fund that we are using to focus on fuel poverty and create more innovation. I do not think there is confusion. The feed-in tariff scheme, which the right hon. Gentleman will know given his time in the Treasury, was an extremely expensive scheme. We have spent almost £6 billion so far and it will cost us £30 billion over the future of the scheme. Essentially, as I mentioned to my right hon. Friend the Member for Gainsborough (Sir Edward Leigh), we have seen the price of the renewable technologies we are supporting tumble. We do not have to subsidise to drive take-up. The smart export guarantee, which I will introduce soon, will pay people for that generation and ensure there is a demand-side aggregation created in the homes investing in it.
On transport, we have been very clear. We have one of the most ambitious programmes of moving to zero-carbon new vehicle sales. [Interruption.] It is true. Opposition Members should look at what other countries are doing. The right hon. Gentleman will know from his constituency that one in five of the electric vehicles sold in Europe is made in the UK. We do not just want to be leaders in how many are driving on our roads; we want to be leaders in investing in the technology that the world is moving towards.
Does the Minister agree that caring about climate change and the environment is not a monopoly of the left—far from it, as evidenced by the many actions of this Government—but that there is a political debate to be had? Does she agree that it is possible to reduce emissions and grow the economy and that this is particularly important not only for the UK but for many of the world’s developing economies?
My hon. Friend hits the nail on the head. There is too much fear and not enough hope. If we look at the UK, the low-carbon economic sector is growing four times faster than the mainstream economy and we have 400,000 people—bigger than the aerospace sector—employed in green jobs. We can continue to see the global opportunities from investment. This is a massive opportunity. Not only are we saving the world’s ecosystems; we are creating jobs for the future. We know that 65% of those under 24 want what they call a green-collar job. They just do not know how many are out there.

Commons ChamberI share the hon. Gentleman’s concerns. In the last few weeks, I have been discussing with the trade unions how any loopholes that might be being exploited should be closed. It is the intention of everyone across the House that the law should be obeyed and that workers should be paid a fair rate for their work.
Does the Secretary of State agree that it is often the UK, not the EU, that has led the way on workers’ rights, and does he expect this to continue?
I do indeed expect this to continue. Many of the rights that we have introduced—including, for example, the right to request a stable contract—were pioneered in this country, and are only now being taken up by other European countries.

Commons ChamberThere is a lot to praise in this Budget. I and my constituents particularly welcome the confirmation of the additional funding for the NHS and the additional money for social care, infrastructure, broadband, schools and defence, as well as of course the changes to business rates. I appreciate the fact that the Chancellor acknowledged my own representations on VAT, and given that I have 107 pubs in my constituency—about 35 more than the average—I particularly welcome the freeze on beer and spirits duty, as do my constituents.
The fact that the Chancellor was able to do all these things, announcing about £100 billion of additional spending over a five-year period, without increasing taxes—in fact, reducing them—is a remarkable achievement, and he deserves considerable praise. Although my constituents have been telling me for months—in fact, for years—that if it was necessary to increase tax, they would be willing for that to happen, I am glad that it has not happened.
This is not just about the total amount of money being spent; it is about where and how it is spent. I believe we have considerable further work to do on this, because if the money is not spent in a balanced way, areas of the country suffer. My area of the country is not getting its fair share of public expenditure. We are now seeing this in the fact that my constituency was ranked 522nd out of 533 in the latest social mobility index by constituency.
One key is education and education funding. There are few more important things in politics than enabling our children to reach their full potential, and education is the key route to doing so. It is my personal ambition to focus on that in Parliament. I am from a relatively modest background. My dad—my Labour-voting, trade unionist dad, by the way—worked in a factory and my Mum was on the tills at Asda, and I went to a comprehensive school. I was the first person from my school to go to Oxford, and the first person in my family to go to university. Social mobility is therefore key for me, and it is very important.
We know that education is not all about money, but it plays such an important role. It is no accident that the top-funded places in the country—they are mainly in London—also have the highest social mobility and, conversely, that the lowest funded areas are the lowest for social mobility. There is clearly a strong link. In my constituency, average funding for secondary schools is £4,875. It is one of the lowest figures in the country, and it is £500 below the average school. It is also £3,000 per pupil per year less than in Hackney and £2,000 per pupil per year less than in Islington. Yet average incomes in my constituency, at £404, are £39 below the national average. That is also £150 less than in the shadow Home Secretary’s constituency of Hackney North and Stoke Newington, so this is not just related to income.
This is unfair, and I am glad that the Government are taking action and, with the fairer funding formula, ensuring that we will make changes. I applaud the fact that we will do so as fast and in as easy a way as we can, and like my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon), who is no longer in his place, I support significant increases in education funding. If that means increases in tax, I will support that and my constituents will support it. It is that important.
My area of Worcestershire is also suffering in other ways, such as in clinical commissioning group spending.
Before my hon. Friend moves away from education, does he agree that one of the key pressures on mainstream schools is that local authorities are seeking to take from mainstream schools to fund high needs, because of the burgeoning complexities in such areas? That is a very important pressure on our schools.
I agree completely. In fact, one of the main reasons why social mobility is such a challenge in my constituency is that there are a disproportionately high special needs. There is also a disproportionately high number of children with English as a second language. All these things require more attention, and they are causing genuine pressure on budgets.
I was mentioning NHS spending. The average CCG spending is £1,254, but the figure in Worcestershire is £1,138. There are areas of the country where average spending per person is up to £1,670. Again, my constituents are losing out to the tune of £500 per person per year vis-à-vis other areas. I do not resent the fact that other areas of the country are getting considerably more public expenditure than my constituents; I am just very jealous, and I want to make sure that my constituents get their fair share.
On infrastructure, whether broadband or road building, the midlands in particular—the area I represent—is underfunded compared with London and the south-east, which get so much funding. I am glad to see that that will change. There are announcements in the Budget for considerable increases in transport infrastructure spend. For example, I hope that the A46 will benefit.
I do not want to give the impression that it is all doom and gloom in my constituency, because it is frequently mentioned, after all, as one of the most desirable places in the country in which to live. It is obviously not because we are overfunded through public expenditure, but because the people in my constituency work hard. They are self-reliant, and if there is a problem, they look first in the mirror and try to resolve it themselves. It is unfair if my constituents have to delve into their own pockets to pay for things that are provided in other parts of the country through public expenditure. We need a balance, and a rebalancing, in where public money goes. In conclusion, I am arguing today not for special treatment for my constituents, but for fair and equal treatment, which I will do everything I can to deliver.

The hon. Gentleman is right—retail is very much a female employment sector, often because women are working part time—but he and I should celebrate the fact that there are more women in work than at any time since records began and that the gender pay gap is at its lowest-ever level.
The hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) made some very valid points, but let us be clear about one thing: M&S is changing its business model in response to changing customer needs, behaviour and desires, and it has survived since 1884 precisely because it continues to do that. Revenues are up—let us not paint a picture of gloom and doom—but profits are challenged, so what is happening is perfectly fair and reasonable. Does the Minister agree that we must ensure that there is a level playing field between online and offline on the high street?

Commons ChamberMy hon. Friend rightly draws my attention to amendment 17, and the fact that I have not referred to it directly is perhaps a drawback of dealing with the amendments in groups in the way that I have done. The amendment says:
“Employers must accept notice given in writing, face to face, by telephone or through a third party on behalf of the bereaved parent.”
Therefore, it makes clear that a low level of notification is required. I think that is along the right lines, and I ask the Minister to consider it and respond.
Similarly, in providing evidence, people should not be required to find and supply to an employer a death certificate or a coroner’s report, because that is the very last thing they would want to deal with at such a time. I appreciate that some people might use legislation to accrue a benefit to which they were not entitled, but my mind boggles somewhat at that happening in such circumstances, and legislation already exists to deal with anyone who takes such an extreme course of action. My overriding concern is to ensure that bereaved parents and carers are looked after and helped. That must be what we are seeking to do here, rather than setting up bureaucratic hurdles for them at a time when they really do not require them.
I am grateful to the House for listening to me. Suffice it to say that I support the Bill, which, although overdue, is very welcome. I wish it a speedy passage, and I congratulate once again those who have taken the standard forward and taken the Bill through the House. I commend all those who have spoken with such total bravery today. It is not easy for them to stand up in public and explain things that are so personal, but the Bill shows the enormous impact that they can have when they do so. I salute all hon. Members who have done that today and on other occasions.
It is a pleasure, as always, to follow my always eloquent hon. Friend the Member for Witney (Robert Courts). I rise to speak briefly to amendments 2, 3, 5, 6, and 22 to 24. I should like to thank the hon. Member for North Ayrshire and Arran (Patricia Gibson) and my hon. Friend the Member for Torbay (Kevin Foster) for being so diligent in tabling so many amendments that are clearly intended to improve the Bill. As others have said, however, we need to be careful not to let the perfect be the enemy of the good, and it is the clear consensus of the whole House, and indeed the country, that we have to get the Bill passed.
I thank my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) for bringing forward the Bill in such a considered manner, and for working so closely across the House and with the Government to ensure that we really make this happen. Like others, I also want to pay a sincere tribute to my hon. Friends the Members for Eddisbury (Antoinette Sandbach) and for Colchester (Will Quince), who have championed this cause, and related causes, for so long and with such eloquence and passion. Their truly heartfelt speeches have shown this House at its best, today and on many occasions over the past few years.
I have a few constituents—I am glad to say that the number is relatively small—who have had direct experience of child bereavement. However, a large number of my constituents have contacted me to say that they support the Bill. Although a relatively small number of people have experienced the pain of losing their child, everyone can sympathise with the pain and anguish that such an occurrence brings. The loss of a child is an unbearable experience—perhaps the worst form of bereavement that a person can suffer—and we must ensure that parents are supported throughout what must be one of the hardest periods in their lives.
I want to talk about the numbers, because they are important not only for the amendments but for the overall Bill. Sadly, thousands of parents each year suffer the devastation of losing a child. The Office for National Statistics data shows that 4,300 children under the age of 18 died in Great Britain in 2016, affecting 8,000 employed parents. However, using that data and taking into consideration the assumption that some separated parents may have new partners with direct parental responsibility, the Bill’s impact assessment estimates that as many as 11,500 people will have been directly affected in 2016. So we are talking about more than 100,000 parents or carers being impacted over the course of a decade. That is not an insignificant number, and we need to consider that carefully.
There are three groups or areas that I wish to speak to today. The first, covered in particular by amendment 2, deals with extending the Bill to cover not only parents but grandparents and others with caring responsibilities. This is an important aspect, as my hon. Friends the Members for Croydon South (Chris Philp) and for Chippenham (Michelle Donelan) have mentioned. We need to think carefully not only about parents but about all those who have parenting responsibilities in the modern age. The situation is not the same as it was 30 or 40 years ago. We need to think particularly about grandparents, as my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson) has said. Grandparents are a group of people whom I champion, as I believe that they are underserved by legislation in this country today. It is important that we show them proper recognition in law.
The second grouping of amendments relates to the period in which the leave can be taken. This is addressed in amendments 3, 5, 22 and 23. The Bill allows for a minimum of two weeks’ bereavement leave for eligible employees, but how those two weeks may be taken—all in one go, for example, or perhaps in various non-consecutive blocks—has been left undecided. I have great sympathy for the sentiment behind amendment 22, which calls for flexibility on when entitled leave can be taken. Grief affects each of us differently, and while it may suit some bereaved parents to take two weeks off in one go, that will not be true for everyone. After all, the Bill intends to provide additional support to parents mourning a loss, and to be truly beneficial there should be some flexibility in the entitlement so that parents can use it to best suit their individual needs.
From evidence given to us by CLIC Sargent, we know that the NHS provides cancer treatment for young people up to the age of 25, so there is a bit of inconsistency in Government policy, and hon. Members should be mindful of that.
The hon. Gentleman makes a valid point. We need to factor in other considerations, which is why I said “if” we need to include a cut-off point. One argument in favour of restricting the age in the definition of a child is that the financial burden on the Exchequer may be considerably greater if we extended the definition beyond the age of 18. My hon. Friend the Member for Croydon South asked about siblings, and there is some logic to being careful about how far we extend the provisions. However, the Government will spend over £800 billion this year, and the estimated cost to the Exchequer of this legislation is around £3 million. We must be careful about saying, “That’s a drop in the ocean compared with total Government expenditure,” but it is true in this particular case.
If we do extend the definition to beyond 18, how much more would it cost? Five times more has been mentioned but, again, that means £15 million. Spending £15 million out of some £800 billion of Government expenditure to do something compassionate that is so widely supported is worthy of further consideration, so I ask the Minister to examine that carefully. I understand that the matter is subject to further consultation, so I encourage people to contribute to that debate.
As I said at the beginning, this is one of those topics that shows the House at its best. I will not delay proceedings further by repeating the comments made by others, but I will encourage those who have tabled amendments not to push them to a vote, as I think they have indicated, if that might jeopardise the overall vote.
I completely support the Bill. I have never had to go through, and hope never to have to go through, the anguish and pain of losing a child, as far too many of my colleagues and constituents have. It is right that we pass this law today to show that we stand with them, and with anybody who suffers this huge pain in the future, and to show that the Government are on their side.
It is a pleasure to follow my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston), who made an excellent speech. I join him and others in congratulating my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) on introducing the Bill.
While this has been a cross-party effort—I congratulate everyone who has contributed—I am particularly proud to be part of a cohort of heart-on-sleeve-wearing compassionate Conservatives who have done their constituents and their country proud by delivering change in an area that really matters to people. The cost of the Bill is tiny, as we have heard, but the cost to people who experience bereavement is immeasurable. I hope that I never experience such bereavement. Indeed, I regard myself as incredibly fortunate to have had four healthy children.
I rise to speak to amendments 22 and 8, and briefly to amendments 21, 24 and 25 on the cut-off point. On amendment 22, the hon. Member for North Ayrshire and Arran (Patricia Gibson) and my hon. Friend the Member for Torbay (Kevin Foster) spoke extremely well about the way in which the period of leave will be taken and the need for flexibility.
I have four children, and I was a self-employed company owner. When I had the first two, the company was basically just me, so I did not really take leave. When I had Nos. 3 and 4, I was fortunate that the company had a few more staff, so I was able to take proper leave— Nos. 3 and 4 came at the same time, meaning there was somewhat more need for my support. That period soon ran into the selection process for my constituency and a lot of time pressure, so I was pleased to be in that position, but of course many people are not.
The consultation, entirely reasonably and rationally, says that in considering the structure of the time block for this leave, we will consider the existing arrangements for maternity and paternity leave. Whenever we legislate, it is entirely rational that we look at existing measures so that we do not reinvent the wheel. Page 13 of the consultation says:
“The Bill has mirrored existing provisions for family related leave and pay rights where possible and, in particular, Paternity Leave and Pay. But where the detail is left to be set in regulations, the regulations could be different to those for existing rights.”
This is the key point:
“Paternity Leave and Pay cannot be taken in separate blocks of a week: a father or partner is merely able to choose whether to take just one or both of the weeks available.”
I have been particularly moved by the arguments made today that underline why bereavement leave is very different from paternity leave, and why the circumstances could require extra flexibility.
The hon. Member for North Ayrshire and Arran gave good examples of why we might want flexibility. She talked about court hearings—I think there is a different phrase for inquiries in Scotland—and the fact that more flexibility might be needed in such circumstances. It is important that what we do in this place mirrors what happens in the real world.
In contrast, when I think back to being a new dad, it seems rational that paternity leave is taken in a single block, ideally when the child is born, when help is most needed. With my first child—my daughter—I well remember the intensity of those early days, when I prayed every hour that the baby would at some point sleep through the night. There is an early period of intensity that a parent sincerely hopes will reduce, which is why there is sense in taking the block together. That is a rational position. We have heard powerful examples from hon. Members about the need for flexibility on bereavement leave, however, so I hope that the Minister will respond to them.

Commons ChamberI can reassure the hon. Lady that there have been full negotiations between us, the Americans and the European Union from the day that this started, and I have briefed her regularly. I have a call on Thursday morning with the chief executive officers of all the steel companies, which she is very welcome to join. I assure her and everyone else in this House that every effort is being made to help the steel industry.
The sector deal will help, and has had an enthusiastic reception from the industry. This country is leading the way in the development of artificial intelligence. The Alan Turing Institute is attracting scholars from across the world. One part of the deal is to ensure that we have an extra 8,000 specialist computer science teachers in schools to ensure that the next generation can reap the rewards.

Commons ChamberYes, I do believe that. What the hon. Lady says is funny; I have put a name on it—I have called it an unpaid trial shift. Most folk would say, “What on earth is that?” but when I explain it, they realise that their own kids have done it, their neighbours’ kids have done it or their nieces and nephews have done it. Everybody knows somebody who has done it.
On hospitality, I will say this. I had a very constructive meeting with the British Hospitality Association, which supports measures such as this because it wants the industry to be seen as an attractive place to work and build a career in. Anything this Parliament can do to help hospitality or other sectors can only be a good thing.
I know that the hon. Gentleman has an interest in hospitality, so I will give way.
Not any more, I am afraid. I thank the hon. Gentleman for giving way. He is making some really important points. I am glad he recognises that the hospitality and leisure industry, which employs about 3 million people in the UK, has good and bad practices, but they are generally good. That is important to recognise.
First, I think we are hearing a clear message from this House to the Minister that, depending on how the Bill progresses today, we need to make sure existing legislation works properly, because that is one of the gaps. Secondly, on the great Tory philosophy of “make work pay”, anybody who makes anybody work must make sure they pay them.
I never thought I would bring forward a Bill that encompasses Tory philosophy, but this is a Bill that makes work pay. I hope the hon. Gentleman will do everything in the short time left to make sure the Bill proceeds.
I want to bring my remarks to a close, to allow others to say what they wish. The hon. Gentleman’s first point was about whether the law works or not. I do not believe it does, but the Government do. I know that because they have made public statements and because I have had conversations with the Minister. I do not believe the law works, and the legal advice I have suggests that it does not. The trade unions do not believe it does. I shared all that advice with the Government after they asked for it and had no issue in doing so, but it does not seem to have changed their mind. If the law did work, there would have been one tribunal in 20 years of the law that the Minister says covers this, but there has not been. That, in itself, tells me that the law does not work.
I know the Minister believes that the law covers trial shifts and unpaid internships. He said to me, “Stewart, we have no wish to derail your Bill, but we think the law covers it already.” Let us split that proposition, because those two things cannot sit comfortably together. If the law as it stands covers this—if the Minister listens, I can educate him—there is a problem for the Minister, because I have found on the w4mp website an unpaid internship from 2012 in his office for three to six months.

Commons ChamberI thank my hon. Friend for her comments. The Government’s proposals on unlocking access to finance for business lack ambition and fail to recognise the impediments many businesses face when attempting to access finance. Indeed, Craig Berry, a member of the Industrial Strategy Commission, has said:
“the plan for unlocking private investment is under-cooked and, frankly, pitiful.”
Furthermore, the proposed sector deals appear very narrow and the strategy as a whole will do nothing to help the millions who work in retail, hospitality, care and other large low-wage, low-productivity sectors. A large proportion of those people are women, but, as we know, the Government do not have the best record when it comes to supporting women in the economy. [Interruption.] If I were a Conservative Member, I would listen to this, because these are the stark statistics: men are expected to receive 46% more of the funding from this Budget than women; and the Budget made no impact on the shocking fact that 86% of tax and benefit changes since 2010 have come at the expense of women, according to Labour and House of Commons Library research. That is scandalous.
I will make some progress. Key to improving productivity and living standards is not just supporting those sectors we know we have strengths in and the ability to generate high returns, but using our endeavours to transform what have been traditionally viewed as low productivity sectors and make sure that they become the leading sectors of the future.
Briefly, while we are on employment, let me say that I am shocked to see the Government lauding the fact that some workers do not have adequate employment or trade union rights as some kind of competitive advantage. Celebrating the flexibility of our labour force when their recent Taylor review clearly highlighted the imbalance of flexibility between employer and employee in many workplaces seemed a little bizarre when I came across it in the White Paper. True two-way flexibility, where employees can indeed choose it to improve their lifestyle, rather than have flexibility imposed upon them because there is no choice, should be celebrated, but we cannot celebrate these rare examples at the expense of providing workplace security and enabling workers to make a valuable contribution to the running of a firm, which in turn helps improve productivity. This is why strengthening trade union rights and the ability of people to join trade unions is an important way to boost productivity, and it should be central to any industrial strategy. The White Paper does not even mention trade unions—why is that?
I turn now to the final foundation: places. The Government will agree local strategies, create a transforming cities fund and pilot a teacher development premium
“for teachers working in areas that have fallen behind”.
I am afraid we have heard all this before. The northern powerhouse, one of the Chancellor’s flagship policies to transform northern cities, is not delivering, as I outlined earlier. Without a substantial increase to level up regional investment, as Labour called on the Chancellor to do in the Budget, the local industrial strategies will simply fail. I am afraid the policies that the Government have identified as key to the industrial strategy are simply not going to deliver the scale of change needed to turn the economy around.
I am coming to the end of my remarks, but I wish briefly to say something about the Government’s grand challenges. I am pleased that they have chosen to talk about grand challenges, as that mirrors the Labour party policy of advocating missions to deal with the big issues of our time. One of the Government’s four grand challenges is to
“maximise the advantages for UK industry of the global shift to clean growth”.
That is simply laughable in the context of their track record on supporting green energy, and especially so given that last week’s Budget essentially closed down support for much low-carbon development in the UK. There will be no new low-carbon electricity levies until 2025, with no alternative funding outlined. Nor was there any support for, or indeed any mention of, specific renewable projects such as the Swansea tidal lagoon. There is a huge contradiction between the Government’s rhetoric on clean growth and the reality of their policies.
There are some moments in history that can have a lasting impact for years and decades to come. What we do at such moments will determine not only our future but the future of our children. The 2008 recession and its aftermath was one of those moments, but the Government’s austerity policies and the reduction of investment have done lasting damage to the UK economy. Today, we are again at one of those critical moments. We are about to leave the European Union—a critical point in this country’s history that will shape our economy long into the future. Although this week’s industrial strategy might have contained the right rhetoric, without the investment and detail to match, prospects for productivity growth are considerably bleak.
A few weeks ago, I opened a food bank in my constituency. I usually love going to ribbon-cutting opportunities, as they are a chance to celebrate the great things that happen in my city, but on that day I felt nothing but shame—shame that in one of the world’s richest economies in the world, one of the world’s leading industrial nations, with the greatest minds and businesses of our time, we have built an economy that has simply squandered that greatness and that forces even those in work to rely on charity just to get by. This is not the Britain of the future and it is not the Britain that I want to create, so it is time the Government woke up and halted the greatest act of recklessness in a generation.
