The hon. Lady is right to raise this case. Things may have moved on a little bit today in terms of the testing with Nazanin Zaghari-Ratcliffe. The hon. Lady will appreciate that we are unable to comment on any medical assessments without the permission of Mrs Zaghari-Ratcliffe. We are in touch, and have been in touch today, with her husband. I can assure the hon. Lady that we are in close contact with the Iranian authorities to urge them to secure a temporary release for Nazanin Zaghari-Ratcliffe on medical grounds. We clearly do not think she should be in prison in Iran in the first place.

The hon. Lady referred to the debt. We do not share the view that the IMS—International Military Services—debt, or any other bilateral issue, is the reason for Mrs Zaghari-Ratcliffe’s detention. We expect Iran to live up to its responsibilities under international human rights law and the Vienna convention on consular relations, and to release Mrs Zaghari-Ratcliffe and all other dual nationals that are in Iran.

I know that the whole House will be thinking about the British diplomatic staff in Tehran. What they are doing now is a reminder that it is not just the military, but our diplomats, who put themselves in harm’s way in the national interest, and we are all very grateful to them for that.

Does not what is happening now highlight the moral bankruptcy of Iran’s position? It has taken a British citizen hostage and put her in jail completely wrongly, where she is then subject to catching, potentially, a very dangerous disease. My simple question is, has the Prime Minister called the President of Iran to make representations that Nazanin should be tested alongside the other dual nationals in Evin prison, or has the Foreign Secretary called his counterpart in Iran to insist on that happening? If they have not, it is absolutely essential that they do.

My right hon. Friend makes a fair point, which I agree with. On the point about our consular staff, we reduced the number of staff at the embassy in Tehran on 1 March. Some staff were temporarily withdrawn due to the ongoing outbreak, but essential staff needed to continue this critical work will remain. I assure him that we have been engaging—today, in fact—with the deputy Foreign Minister and that our ambassador is working on behalf of all our dual nationals in that country.

Nicole, the daughter of a constituent of mine, is currently suffering from mental health issues. She has been held in a transparent police cell overnight after self-harming, with drunks on either side, as there are no other facilities available near York. Clearly, police stations are not appropriate places for secure care. What is the Minister doing to ensure that adequate places are available locally, and that police, should they need to become involved, know how to provide a less traumatic experience for mental health patients?

We are keeping in regular contact with our counterparts in the devolved Assemblies and Parliaments. As this is a devolved matter, it is obviously up to them to decide what they do, but I hope they will be encouraged by the progress that I think we are beginning to make in the argument for seven-day services.

There are no winners on either side whenever there is a strike, so I wish the Secretary of State well with the negotiations. What answer does he have for the doctors I have met who believe that this contract change forces junior doctors to work even longer for less?

I would like to reassure categorically those doctors that that is not the intention of the changes we are making. We have made it clear that we will protect the pay of anyone working within the legal contracted hours, and in fact three quarters of junior doctors will see their pay rise as a result of these changes. We want to deliver safer care. If we are able to go ahead with the negotiations with the BMA that I hope we can in the coming weeks, I hope we will be able to put in place very strong safeguards that all sides agree will reassure my hon. Friend’s constituents.

I am certain that the right hon. Gentleman’s constituent would not want surgery to proceed anywhere in the NHS if there are question marks over its safety. Of course, when such decisions are made in a very short period of time, it is greatly discomfiting and worrying for the many families involved, who have enough to worry about anyway—I completely understand that. He should remember, however, how we in the NHS let down the families in Bristol and Mid Staffs by not acting when data suggested that there might be a problem. It is better to act quickly and decisively and then, if possible, to resume surgery, as happened on this occasion, than not to act at all and to find out later that we have been responsible for much, much worse outcomes.

I can confirm that the Government take this issue incredibly seriously—the Bailey review on the sexualisation of youth is one indication of that. We are also having a meeting with the trade body United Kingdom Internet Sites to take the issue further. We believe strongly that internet service providers need to behave in a socially responsible way and to do what they can to protect children, so we fully support what my hon. Friend said.

What assessment has the Secretary of State made of how the roll-out of superfast broadband could support the introduction of universal video relay service in the UK, which would ensure that deaf sign language users have equal access to telecommunications?

The kinds of services that my hon. Friend mentions demonstrate exactly why it is important that we have an ambitious programme for the roll-out of superfast broadband. In the summer, Ofcom will be reviewing precisely the matter he raised. I would urge him to join me in encouraging the Labour party to get behind the agenda for superfast broadband. It is committed to 2 megabits; we are committed to superfast broadband. We want to be in the fast lane, not the slow lane.

It is a fundamental priority for this Government to reform the regulatory structure to allow the emergence of a new generation of local media companies, including high-quality local TV companies, which we have never properly had in this country, and I have already taken steps to make that happen.

My right hon. Friend is absolutely right to focus on local media. We have a great tradition of local newspapers in this country, including in my constituency the magnificent Selby Times, and not forgetting The Press and Wetherby News. Does he see such local papers playing a role in the development of local television stations?

[Mr Hunt]

I welcome my hon. Friend to his position, particularly given his background in the telecoms industry. I hope he can contribute to a discussion of that policy area, given his understanding of convergence between telecoms and broadcast technologies. He is absolutely right that this is not simply about the future of local television, but about the future of our struggling local newspaper sector. He mentioned in glowing terms his local newspapers, but the truth is that for everyone in this country local newspapers are incredibly important as a focus for community activities and in holding locally elected politicians to account. I hope that by relaxing the cross-media ownership rules at a local level, local newspapers such as the ones in his constituency can develop into multi-media operations across different technology platforms.
