Commons ChamberI gently say to the Minister that Chorley matters to me; its ticket office is open all day, but the proposal is to have somebody available from nine to four, which is half the time. Please do take this up for people with disabilities, rightly, but don’t forget that what you are being told is not the case.
Roadworks are essential to ensure the safety and integrity of England’s highway network, and it is also essential that utility companies can install and repair the equipment on which we all rely. Some disruption is inevitable, but the Government have introduced several initiatives, such as Street Manager, to reduce that. Another tool, lane rental schemes, allows local highway authorities to charge works promoters for the time that street works and roadworks occupy the highway. Charges are focused on the very busiest streets at the busiest times, with the aim of reducing congestion.
The west midlands has great transport connectivity, but we are particularly vulnerable to congestion caused by roadworks. The works to replace the central barrier on a 7.5-mile stretch of the M42 are causing delays to my constituents and many others across the region. That work is clearly important, but it is vital that we minimise disruption. Please can the Minister outline what steps have been taken to ensure that these works are completed as soon as possible?
I thank my hon. Friend for her question. I was in the west midlands just a couple of weeks ago visiting the RAC just off the M42. The scheme between junctions 3 and 4 to replace the barrier will provide increased safety to drivers, which remains our top priority. Once completed, the new barrier will require significantly less maintenance and repair after incidents, which will further reduce disruption for her constituents. To minimise disruption, National Highways has endeavoured to keep all lanes open to traffic and is utilising the longer daytime hours and good weather to complete the works as quickly as possible for her constituents.

Commons ChamberI am pleased that, in his question, the hon. Gentleman sort of welcomed the £500 million that we made available for buses in our announcement last month, which was welcome and provides money to every local authority and to bus companies. There is a formula by which that money is awarded—it is not awarded on a whim; it is based on mileage and usage, and is done in a sensible way—and the money was awarded fairly under that process. As I said in answer to the previous question, it is all very well criticising us, but we set out clear plans to support bus services in our announcement last month. Labour Members have made no pledges on buses; it is all on rail. Is that because ASLEF pays their wages and they are not interested in buses, which twice as many people use compared with rail services?
The Government are committed to accelerating the transition to zero-emission vehicles. To support this transition, we will introduce a world-leading zero-emission vehicle mandate. That will support the future supply of zero emission vehicles by setting a minimum percentage of manufacturers’ new car and van sales to be zero emission each year from 2024.
It is great news that Jaguar Land Rover will manufacture its first UK-made electric car in the west midlands, continuing our long history of attracting manufacturing investment from across the world. Will the Minister join me in welcoming JLR’s £15 billion investment, and does he agree that it shows that we are emerging, thanks to this Government, as a world leader in clean technology, which is good for jobs, good for the economy and good for the environment?
Of course, I was delighted to see JLR’s commitment to investing in UK manufacturing and confirming its plans to bring electric vehicle production to the west midlands. Through our policies and investments, the Government are accelerating electrification and unlocking industry investment to meet our net zero ambitions. The automotive industry is a vital part of that process. This is a vote of confidence from the UK’s largest carmaker.

Commons ChamberThe Government have provided over £2 billion since March 2020 to protect vital bus services, with that support set to continue until June 2023. As a result, bus service provision in England outside London remained at over 85% of pre-covid levels in 2021-22, despite patronage and commercial fare revenue remaining significantly lower. We are actively working on long-term plans to support the sector from the start of July and will set out further details in due course.
I am grateful for the support of my hon. Friend the Minister and Andy Street in my campaign to save the No. 45 bus route in my constituency. It is vital for residents in Yew Tree and Tame Bridge, and I thank Yew Tree Primary School for joining my campaign to save the route. The service is only safe for a further six months. Does my hon. Friend agree that communities like mine in Yew Tree and Tame Bridge cannot be left without a long-term secure bus route?
I thank my hon. Friend for her work on this matter. She has mentioned it to me in meetings already and I know she is really campaigning in this area. The Government have provided significant help to support our bus sector, with over £1.8 billion in 2021-22 alone. That includes over £7.3 million since March 2020 to West Midlands Combined Authority to protect bus services. We are also considering further support for the sector from July onwards. I look forward to working with her to convince other parts of Government to ensure we can deliver that.

Given the impact that coronavirus has had on communities such as mine in West Bromwich East, will my right hon. Friend throw his support behind West Midlands Mayor Andy Street’s unprecedented investment plans in our transport infrastructure, like the midland metro, helping to bring it to places such as Great Barr in my constituency, so that all communities can feel the benefits of levelling up?
Yes, indeed. I pay tribute to my hon. Friend for her campaigning on this issue and, of course, to the West Midlands Mayor’s relentless campaigning. I have been to see the proposed extensions. They are very impressive, and the Government will absolutely back any processes that will help to level up communities.
