Commons ChamberThe Secretary of State took a decision on road safety yesterday, so clearly we are addressing all these matters on an ongoing basis. I addressed the issue in a Westminster Hall debate recently, but I will write to the hon. Member with more detail.
The Labour Mayor of South Yorkshire has been given colossal sums of money by this Government. Sadly, it appears that he chooses to spend it on Sheffield supertrams and Sheffield’s transport infrastructure, not Doncaster’s. Will the Minister send a clear message to him that he should spend this money not only wisely, but across the combined authority, not just in Sheffield?
It is obviously up to mayors to decide how to spend the money, but I would expect them to spend it fairly across the entire region that they represent. Given that fantastic Members of Parliament such as my hon. Friend will hold them to account, voters in his constituency and across the combined authority area will hopefully make the right decision, when they get the chance.

Commons ChamberAs my hon. Friend knows, the Government are passionately committed to improving the A12. Only recently it was the subject of litigation brought by one individual. I will happily sit down with my hon. Friend, who for many a year has been a doughty campaigner for Romford. I entirely agree with him that this needs to be addressed.
Sadly, Marks & Spencer announced yesterday that it would be closing its store in Doncaster, but would be expanding its operation to a retail outlet where there is free parking. Will the Secretary of State come to Doncaster to see how poor planning in connection with pedestrianisation, cycle lanes and expensive parking is driving customers out of Doncaster and turning my city into a ghost town? Hopefully, with his help we can reverse this trend.
I was delighted to visit my hon. Friend recently, engage with him and deal with the individual points that he raised, but I would be happy to sit down and talk to him again. It seems to me that there is a way forward with buses and other forms of transport to help local residents to travel to the shopping centre that he has mentioned: surely the integrated, multimodal approach is the way ahead.

Commons ChamberFirst, if the right hon. Gentleman assumes that climate change is a problem, then we need to deal with it. Transport is the biggest single emitter of carbon. That is why we have published these ambitious proposals, which by the way are supported by the automotive industry. Several of those in the industry are planning on going faster than we are legislating for. On the specific point for Northern Ireland, the plans that we have set out are agreed by the Scottish, Welsh and UK Governments. When, as I hope, we get a Northern Ireland Government and Assembly back up and running, they will have to decide whether they wish to join in with those proposals. I very much hope that they do.
I thank my right hon. Friend for his statement and the additional £900 million for South Yorkshire, which will make a huge difference to the region. However, with the recent closure of Doncaster Sheffield airport, does he agree that the best thing that our combined authority Mayor can do is use all his devolved powers to work with all stakeholders to secure the opening of our airport, and will the Secretary of State use all his influence to press the South Yorkshire Mayor to do the right thing with the additional money and use it to help secure our airport’s future?
I know that my hon. Friend and others in that area of the country have campaigned in favour of the airport. Of course, the thing about devolution is that Mayors are able to decide to use their resources, which they now have more of, on what they think are their local priorities, representing the people they are elected to serve. It is a decision for the Mayor, and of course my hon. Friend and others will campaign for that decision to be taken.

Before I call the hon. Member for Don Valley (Nick Fletcher) to open the debate, I wish to make a short statement about the sub judice resolution. I have been advised that a petition being debated today indirectly relates to a case about the expansion of the ultra low emission zone; the case is ongoing, and therefore sub judice. Mr Speaker has agreed to exercise the discretion given to the Chair in respect of the resolution on matters sub judice to allow reference to the case, given the issues of national importance that it raises.

It is a pleasure to serve under your chairmanship today, Mr Stringer. We are here today to discuss two petitions. The first seeks the revocation of local government powers to charge for clean air zones, low emission zones and ultra low emission zones, and the second seeks amendments to the Greater London Authority Act 1999 to remove the Mayor of London’s power to impose road-user charges.
I often lead these petition debates, and I always look at the argument from both sides. For every petition, there is an opposing view; it is important to consider all aspects and that everyone’s voice is heard. Cancel culture has no part to play in a healthy democracy. I have therefore taken the time to speak to not just the petitioners but, among others, Asthma + Lung UK and the Ella Roberta Foundation.
Let me start with the facts: who put the legislation forward, and who was in charge of putting the schemes in place? The then Labour Government gave local authorities the ability to charge road users in part 3 of the Transport Act 2000, and the Mayor of London was given powers by the GLA Act 1999 under the same Labour Government.
The Transport Act gave those powers to local authorities to reduce congestion and to help with air quality. Schemes have now been put in place in London, which has both a ULEZ and a congestion zone, and clean air zones are currently in place in Bath, Birmingham, Bradford, Bristol, Portsmouth, Sheffield and Tyneside—all Labour or Opposition-controlled authorities. I am pleased to announce that I have had reassurances from the Labour Mayor of Doncaster that my city will not be subject to one of these schemes. Pedestrianisation is already doing untold damage to the local economy, and one of these schemes in my city would surely be the final straw.
I will speak first on behalf of those who oppose the petitions—those who think that these schemes are not just necessary but vital for our country. I met Tim Dexter and Andrea Carey. Tim works at Asthma + Lung UK and understands that these schemes can cause controversy, but believes that they are not a big issue with the wider electorate. He believes that pollution is too high and says that young people are growing up with decreased lung capacity. Tim also stated that having clean air in the city and avoiding losses to businesses does not need to be an either/or situation, as he believes that pedestrianisation, alongside ULEZ and clean air zones, can be shown to increase footfall. For the record, I have not seen any evidence that supports that to date.
Andrea is the chair of the Ella Roberta Foundation, which supports the Clean Air (Human Rights) Bill, also known as Ella’s law. Ella is a young girl who died when she was nine. She lived close to the south circular and had been diagnosed with asthma. Her long walk to school meant that she was exposed to car fumes, and air pollution was stated on her death certificate to be a secondary cause. Andrea says that, each year, 38,000 deaths are attributable to illnesses related to air quality. She says that a lot of money is spent on treating people with lung conditions, and businesses would benefit from cleaner air as that would mean that employees took less time off due to ill health. Those are fair points.
I will now speak on behalf of the petitioners. I met Edward Green, who had much to say on this subject. Edward, who lives in London, said that these schemes are bad for business and families, and that they increase isolation. He described them as a tax on the poor, a cost to freedom, undemocratic and an abuse of power. He also stated that the scrappage schemes are ineffective.
In addition to my evidence-gathering sessions, I recently visited Sheffield and Doncaster and asked businesses there what they thought of the schemes. They all agreed with Edward. One contractor in Sheffield said that he had 20 vans on a construction site, so the scheme introduced in the city earlier this year is going to cost him close to £50,000 this year in extra fees. Every construction site in every city with such a scheme will now face similar costs, and as we all know, those costs will eventually be passed on to the public—to us, to me and you, Mr Stringer. Carers, tradespeople, health workers and others will be prevented from working by the punitive charges.
That will be catastrophic for the economy in London’s suburbs, as workers from Essex, Kent, Surrey, Sussex, Buckinghamshire and Berkshire will simply not be able to work in the suburbs. Every county surrounding London will be significantly affected, and for the worse. I have spoken to shop workers who have said that if the charges are introduced where they work, they may have no choice but to find alternative employment. Not only will businesses suffer because of decreased footfall, but they will suffer when trying to find staff to help run their businesses.
These issues have been debated in the House before. My hon. Friend the Member for Carshalton and Wallington (Elliot Colburn) stated:
“If we price people out of their vehicles, without potential alternatives available, we will not just be hitting people’s pockets by charging them more to use private vehicles; we could be costing them their livelihoods.”—[Official Report, 9 March 2022; Vol. 710, c. 137-138WH.]
He is correct. In the main Chamber, I have mentioned the concept of 15-minute cities. When I see all the cameras being installed, I ask whether that is the end goal for Labour-run authorities. The question needs to be asked.
As Members can see, there is much opposition to road user charging schemes. Nobody disputes that we all want cleaner air; the question is whether clean air zones and ultra low emission zones are the way to achieve that. Personally, I think not. In tourist hotspots, where visitors come from all over the world to spend money, an American or Chinese tourist will not be put off central London because of the ULEZ, but even then, it still hurts everyone who works in the city who needs a vehicle. I know some people will still argue that the ULEZ is needed in the very centre of London, but what about Sheffield, Doncaster and thousands of other towns and villages? Is such a scheme needed there, where the economy is built on servicing the needs of local people? I think not.
My hon. Friend is making an excellent speech. He has talked about road charging, and the problem right now in the outer boroughs of London, where the ULEZ charge is apparently to be applied, is that it is coming in under the idea that it will clean up the air, yet Transport for London made it very clear in a report that it would have a negligible effect. Does he agree that we should be honest and say that this is actually about raising revenue, and let the electorate decide on that?
My right hon. Friend makes an important point, and a lot of Members in the room obviously agree.
Sadly, in South Yorkshire, we have lost an airport due to the lack of political support against an overzealous green agenda. We are losing our city’s businesses due to pedestrianisation, we are losing footfall from terminating buses in one place, instead of allowing people to use stops across the city, and we are losing our market for the same reason—yet we have wonderful new council offices. The staff could bring much business to the town but, sadly, most of them seem to be working from home. Why? Because the elected leaders do so. That is the reason why: they set a poor example. That too is killing footfall.
At one point, Doncaster was a tourist attraction; hundreds of thousands of people used to come to our market. The market is still there, but under a new management company, and with a lack of footfall, tenants are struggling. My home city of Doncaster has so many assets that are not being used to create the business and footfall that they should. There are only three Mansion Houses in the country: in London, York and Doncaster. Why is our Mansion House in Doncaster not open all year round? Why has the Grand Theatre been left to rot? Why do we not have free parking to encourage people to come to town? Why do we not put weekly events on and advertise them to get people into our towns, or open business hubs and careers fairs, to give people a reason to come to our towns? That would get the markets thriving again and in turn get the shops reopening.
We could do all these things, and while we rejuvenate our towns and cities the capitalists—the wealth creators out there—will continue to develop the green technologies that will eventually increase the efficiency of our petrol cars and reduce the cost of electric vehicles. That is the way to do this. The way forward to clean air can be—indeed, should be—win-win and not lose-lose. I emphasise win-win, but no, the Labour party will always go for the tax lever. Price everyone out of their towns and cities, and sit by and watch the demise from home, while they are on Zoom calls in their echo chambers and blame the internet and central Government for their business closures.
I have no doubt that these schemes will have respiratory health benefits for individuals, but not because the air is cleaner in the cities. No, it will simply be because people will be staying out of the cities and staying at home, often in isolation, while their mental health suffers and the economy struggles to survive.
There are many other ways to tackle this problem, but as usual the Labour party will go for the tax lever rather than the innovation lever, and as always, the working person will suffer. I want cleaner air; I agree with net zero.
Thirteen years.
It is 55 years in Doncaster—55 years of a Labour council in Doncaster. Fifty-five long, long years.
I agree with net zero; I just think that it can be done in a better way than this. People want more power locally, but too often it is given to the wrong people. The cities that I mentioned are testimony to this statement. These schemes show how out of touch and disconnected politicians at local level are from the people and from businesses. The people and businesses do not want these schemes, but the politicians wilfully ignore their wishes, on purpose and with no care about the terrible impact the schemes have. This situation cannot be acceptable in a democracy.
I will close by simply asking the Minister to consider seriously the petitioners’ requests. They make an awful lot of sense.
I ask hon. Members who wish to be called in the debate to stand. This is a three-hour debate, so I do not think there is any necessity for a time limit.
This extremely good debate has brought north and south together, which is always good to see. Unfortunately, the Opposition did not want to join us today, and we have heard in the speeches the reasons why. Wherever there is a socialist authority, there are always additional taxes. We have heard that Scotland is speaking about tourist taxes, which are already in place in Manchester. Socialist authorities seem to want only to tax businesses and the people of this country, who pay enough as it is. We do not need any more of those policies.
Has the hon. Gentleman thought about the impact of the actions in September and October of the former Prime Minister, the right hon. Member for South West Norfolk (Elizabeth Truss), which have led to the highest taxation for almost everyone?
Order. The shadow Minister’s comments are a little out of scope for this debate.
Thank you for stepping in, Mrs Murray. I remind this place that we were left with a note saying that there was no money left and that the last Labour Chancellor sold off all the gold as well, but there we go—shirking responsibility as always.
I thank the Minister for his comments. I also thank the petitioners and the Petitions Committee. I thank Edward Green, who started one of the petitions and has come here today. It is super important that the voices of the petitioners are heard in this way. Although no decisions are taken in these debates, the Minister will ponder the speeches that have been made today. I hope that the Mayor of London will too, and stop the ULEZ expansion. It will obviously cause untold misery for everybody up and down the country, as low emission zones in Sheffield and Manchester are. I thank the petitioners once more. Commons ChamberCovid-19 resulted in significant reductions to bus service levels and passenger numbers. To mitigate that, the Government have provided more than £2 billion in emergency and recovery funding to keep vital bus services running. On 17 February, we announced a further extension to that support until 30 June. As a result, bus service provision in England outside London remained at more than 85% of pre-covid levels in 2021-22, despite patronage and commercial fare revenue remaining significantly lower.
Stagecoach bus services from Doncaster to Worksop—numbers 21, 22 and 25—have daily cancellations due to driver shortages that have been going on for a long time. Posts are put on the Tickhill Community Forum on Facebook by Clare Cutts every day. At a time when we need to shop more locally and support our economy, what more can we do to put pressure on bus companies to deliver the services that we need?
My hon. Friend, who is a champion for his Don Valley constituency, raises an important issue. I know how important local bus services are to him and to people across the country, and how constituents can be frustrated by service cancellations. Bus operators are facing a number of challenges, which the Government continue to work with the sector to address. I look forward to meeting him in Don Valley in the coming weeks to discuss the issue further with him and other operators.

The NPR statement from the Prime Minister was very welcome, and it was welcomed on both sides of the House. The winning community will be very much the headquarters of the UK’s railways, and I very much look forward to announcing—subject to some of the things that have been alluded to—the successful town or city in the near future.
In the spring and early summer this year I spent many days campaigning and collecting signatures for a petition for Doncaster—the greatest railway town in the country—to become the home of the Great British Railways headquarters. Will the Minister confirm that my boot leather was not wasted and that Doncaster is still very much in the running?
I am glad to hear of the effort my hon. Friend put in. I can see a couple of colleagues in the Chamber who will agree with his views about Doncaster, and others who might suggest other communities instead. As I have said, there will be a winner and there will be a headquarters for Great British Railways, and I genuinely hope to be the person to announce that fairly soon.

We continue to work with all manufacturers, including the Society of Motor Manufacturers and Traders, and I have been delighted with the enthusiasm and the determination to transition from a fossil-fuelled car manufacturing economy to zero-emission vehicles. I will continue to work with all manufacturers, and in particular Aston Martin.
I thank my hon. Friend the Member for Rother Valley (Alexander Stafford) for his support for Doncaster’s bid to become the home of the Great British Railways headquarters. Does the Minister agree with my hon. Friend and the wider community of Doncaster that Doncaster is the rightful home of the new Great British Railways headquarters?

It is a pleasure to serve under your chairmanship, Sir George. This petition was created by Gareth James, whom I had the pleasure of meeting last week. It is a response to proposed new offences that would cover any individual who tampers with a vehicle that is to be used on the road where the principal effect is
“to bypass, defeat, reduce the effectiveness of or render inoperative a system, part or component”.
I am grateful to be on the Petitions Committee; not always, but very often, it allows me to be made aware of aspects of our society that I might not always see. It allows me to meet the great British public, and to seek the right thing from the Government. This is one of those times. Doing the right thing for the right reasons is a principle I seek to live by, as an individual and as a Member of Parliament. This petition has force behind it, and it needs to be listened to.
I have spoken with many stakeholders during my time on the Petitions Committee, and one concern is that these new offences may affect cars that are used solely on the racetrack. That is a legitimate concern, as that would adversely affect motorsports throughout the country. I believe that is not the case, but I ask the Minister to clarify and confirm that point in her response.
That leads me to the issue of vehicles that will be affected—road-going vehicles that are altered just to be more individual, as well as those that are driven to a track in order to race and/or be shown. Earlier this month, I had the pleasure of going to Santa Pod Raceway and meeting stakeholders in the industry, including Dan Melrose, who spent his time showing me around the event, and Santa Pod’s chief executive officer, Keith Bartlett, plus members of the national street rod and street eliminator associations, to name just a few. They told me about not just the economic value of this industry to the country, but the education and joy that it brings to so many people, including many young people—I do remember being young.
The day I attended Santa Pod was apparently a quiet day, as the industry, like many, is still recovering from the covid pandemic—or so I was told. It did not seem very quiet to me. Thousands upon thousands of people were enjoying their day off, getting together and having fun at nobody else’s expense. Many were there closely examining the vehicles on show and comparing myriad improvements to their own vehicles. Every car was unique in its own way, the result of many pounds and many hours spent perfecting it and making it exactly how its owner wanted it to be. It was literally a labour of love.
Like most things in life, we only ever see the end product; we do not see the hours spent in the freezing cold garage in a dimly lit area, taking a car to pieces and successfully putting it back together again. The engineers in this industry probably all started their journey in their garage at home, keeping busy and out of trouble, gaining skills for the future, not hurting anybody and doing what they love. More than anything else, that is what I want to protect; indeed, all of us in this House must protect the freedom to do what we enjoy that hurts nobody. The freedom to do something that causes no harm to others should never be proscribed. I agree that the Government have a duty to keep us safe, but they should do so only in a way that is carefully thought through. If the Government are not careful in this instance, they may just fail to do that.
Gareth, who started this petition, started working on cars in his late teens; a friend’s dad worked for Vauxhall, and they worked on cars together. Many of our engineers started with similar hobbies, which are of paramount importance if the UK is to continue to be the innovative country that it is. This is not a hobby like football or Formula 1 that appears to be pumped full of money at every opportunity; in fact, it is usually the lack of money that gets people started in the first place, fixing cars for themselves rather than taking them to a garage. We must be able to let this industry continue, as to let it fail would be a crying shame and cost us dearly over the coming years. It can never have been the Government’s intention, when drafting these proposals, to cause the demise of the motorsport and classic car industries.
I spoke recently to Motorsport UK, which informed me that the industry is worth £9 billion, with 4,500 companies actively involved and 87% exporting their products and services. It also informed me that the classic car industry supports 113,000 jobs. Those are huge numbers, but the industry understands that we cannot have cars on the road that have been altered to a poor standard and are not fit for purpose. However, it points out that many of the alterations improve the car’s safety, especially in the classic car market. It has asked the Government to look at excluding vehicles involved in motorsport and all classic vehicles. It would like a passport system, under which modifications could be done only by members of accredited organisations, and which would allow vehicles to drive to and from events on a limited number of days each year. That seems fairly sensible to me. Transporting a vehicle on the back of a heavy goods vehicle is expensive and hardly good for the environment.
There are still many people who enjoy improving their vehicles but do not want to race or show them, so joining an association would be a further cost, with what they might think has no benefit at all. I spoke to the Society of Motor Manufacturers and Traders, which generally agrees with what the Government are trying to do, but it also understands the aftermarket industry’s value, so it believes that a blanket ban might not be the best way forward. We have to ask ourselves what can be done.
We need clarification of what is classed as tampering. Good tampering should not be made an offence. I am a believer in climate change and that we must act to mitigate its worst effects. I therefore start from the premise that tampering with any part of the system that can increase the original vehicle’s emissions is wrong and should be discouraged. That may include the mapping of cars, which can dump fuel to create popping from the exhaust. If a system creates just a little more noise than first intended but does not break current noise regulations, that is fine, but we must have regard to climate change and look after our planet.
Then there are areas that are mainly cosmetic: wheels, spoilers, decals and so on. I see no harm in those, so I hope that that form of tampering continues to be allowed. It hurts nobody and there seems to be no reason why it should be proscribed. Then there are modifications that make the car safer for the track but do not affect any of the main mechanicals that keep the car on the road—items such as roll cages, seating, electrical cut-outs and fire extinguishers. Again, those should be allowed. They hurt nobody and there is no reason why they should be proscribed.
I understand that works on suspension, brakes and the main engine and gearbox ought to be carried out by a trained professional using good aftermarket parts. I know many will disagree with me, but the Government have a duty to keep all road users safe, and a braking system that is not installed correctly, for example, could cause serious harm. A way forward is to make sure that all vehicle manufacturers support the aftermarket industry with specifications for all parts that could be replaced or uprated at a later date so that there are no monopolies on servicing. If the Government insist on stopping tampering, perhaps a compromise could be that any altered vehicle is tested again after each major improvement. The SMMT thought that an extension of the individual vehicle approval scheme might also be a way forward, so I ask the Minister whether that could be explored further.
One final point is the fact that the concerns of the 30,000-plus independent workshops that support UK consumers’ competitive choice and affordable mobility are not explicitly included in the proposals. The UK Alliance for the Freedom of Car Repair stated:
“Great care is needed to avoid discriminating against the aftermarket.”
This is an extremely complex subject. I reiterate that I understand what the Government are trying to achieve, but I also understand the industry’s concerns. A consultation has taken place, and I hope that the Government can now offer the clarification that the industry needs as the legislation moves forward.
I hope that the Government, the industry and the petitioners can see that I have tried to take a pragmatic approach to the subject, and I hope that I have understood the issues in the time I have had to learn what this industry means to so many. It has been wonderful to meet so many enthusiastic people and learn so much, and I thank them all for three things that they have allowed me to see—their obvious joy in what they do, their professionalism, and their understanding when speaking to a layman like me.
Thank you for chairing this debate, Sir George. I thank the Minister for her response, as well as everybody who has actively contributed today. It has been an extremely good debate. I thank the petitioner, Gareth, for starting the petition, as well as the 112,000 people who signed it and the 7,891 people who responded to the consultation.
From the Minister’s response, it seems that the Government have actually listened to the petitioners. It is a win for the Petitions Committee and the petitioner, but also for the entire industry and all the people at home who love tampering with cars, as we have called it. It has been a great debate and I thank everyone who has been involved.

Commons ChamberWe take safety, particularly of women and girls, very seriously and I realise the difficulties that have been faced in Plymouth. The hon. Gentleman will know that we recently commissioned our safety champions to work with stakeholders and they have now provided 13 recommendations which will specifically look at how we can protect women and girls on the transport network. I would welcome further consideration on the importance of bus shelters in use and also the illumination of those shelters as an important factor in protecting women and girls.
Bus safety is important, but so is train safety. Has the Department had any more thoughts about placing a simple sticker on the back of each train seat advertising the British Transport police text number so that passengers can summon help if required and also asking people to refrain from using bad language? I think the Minister will agree that this also fits nicely with the criteria for the Great British Railways headquarters competition in that Doncaster’s champion MP not only did his apprenticeship on the railway but also helped to secure a more pleasant trip for all future rail passengers.
I am most impressed by my hon. Friend’s doughty campaigning in wanting to headquarter Great British Railways in Doncaster. Of course I agree that antisocial behaviour on public transport is a blight; however, I suspect that there might be unintended consequences from some on-train requests, such as encouraging more swearing and passenger confrontations, but I agree that we should look at doing more in this area and a solution using positive messaging to promote considerate behaviour could be an option.

It is a pleasure to serve under you, Ms Nokes. I thank my hon. Friend the Member for Kensington (Felicity Buchan) for bringing the debate forward at this moment. I am pleased that over the years most of us have come to accept that humans are having an impact on our environment. That said, I can understand why some people may be sceptical about the extent to which the UK can lead the global fight against climate change. After all, we contribute a mere 1% of the greenhouse gases produced globally, and naturally some may ask, “Why should we take such a lead?” That is a question that I have asked myself, but I believe that, with our standing in the world being as great as it is, we must lead rather than follow. We can set an example to our international partners on the merits and necessity of reducing emissions. However, it is local pollution—the pollution on our streets—that I want to speak about today.
The fumes that we breathe as we walk down the street are mainly from cars, yet in Doncaster, where the bus fleet is old, vast clouds of black smoke from the buses also fill the air. In recent months, I have said much about electric cars with regard to the need to introduce a zero emission vehicle mandate and increase the number of charging points. Such moves would help the speed at which we make the transition to electric vehicles and reduce emissions. However, many more individuals in urban centres mainly use buses rather than cars to get about.
As part of the Sheffield city region—now the South Yorkshire Mayoral Combined Authority—Doncaster has had to cope with second-hand buses for many years. Meanwhile, the newer buses are predominantly located in Sheffield. Apparently that is due to the topography of South Yorkshire. In speaking to stakeholders, I have been informed that it is better to give the new buses to Sheffield, where it is very hilly, and use the older buses in relatively flat Doncaster. My constituents rightly believe that this state of affairs is unfair, and I long for the day when Doncaster residents can also benefit from the clean air that results from having electric buses on the roads. For too long, Doncaster’s children, on their way to school, have had to breathe in particulates, which can cause lifelong illnesses. If we are to embark on a green industrial revolution, I urge my hon. Friend the Minister to work with the South Yorkshire Mayoral Combined Authority, Doncaster Council and private enterprise to get polluting buses off my constituency’s roads.
We often hear how China is the main contributor to global carbon emissions. That is true and something that I am sure is raised by our representatives abroad with its Government. However, China is also a leader in electric transportation and buses as a whole. It is also one of the largest investors in grid renewables. Shenzhen, a city of more than 12.5 million people, has electrified its entire bus system.
I see no reason why that could not be replicated right here in the UK. After all, the UK is one of the greatest innovators in and utilisers of grid renewables. I therefore hope that, with the Government’s plan to build back better, we can move quickly to complete electrification of our public transport. Electric buses reap the same benefits as electric cars: reduced servicing, increased ease of driving, reduced noise pollution and smoother journeys.
However, if we are to roll out more electric buses, infrastructure is needed. I am talking about huge charging depots, which will inevitably require a lot of power. However, if we are truly going through with building back better, the Department for Transport must prepare for that. Furthermore, we must press forward quickly in rolling out electric buses in places such as Doncaster, as that would work well and be a great example of levelling up.
To conclude, if we are ever to end the love affair we have with our cars, we must create frequent, reliable, safe, clean and easily accessible electric buses.
