Commons ChamberThe trade and co-operation agreement establishes tariff-free trade on fisheries exports to the EU and also establishes a five-and-a-half-year multiannual agreement on access and sharing arrangements for quota. Under the agreement, there are year-on-year transfers of fishing opportunities from EU fleets to the UK fleet. Overall, the EU relinquished 25% of the quota it had previously been allowed to catch in UK waters. There are gains, both in the North sea and in the west of Scotland.
As I explained earlier, we have announced a £23 million fund to help exporters who struggled with the paperwork in the initial weeks. We have also been working daily with the fishing sector to tackle and iron out any particular issues it has encountered. Twice a week we hold long stakeholder calls with all businesses concerned. I have had personal conversations with organisations such as DFDS, which leads on distribution. We have given them all the support we can to help them iron out the teething issues they have been having.
This Government have followed up their sell-out of Scotland’s fishing communities with this £23 million insult. The industry is losing more than four times that every day. It is losing customers with it. And this was the one industry, we were told, that would benefit from Brexit. Why will the Government not act now, act quickly, eat some humble pie and re-establish barrier-free rapid access to the European market for this industry, so it can finally supply its customers again?

Commons ChamberMy hon. Friend is absolutely right. We are determined that our new joint unit to tackle this issue will ensure that those who are responsible for waste crime of all sorts, including fly-tipping, pay the price for what they are doing and are held to account.
Fly-tipping is a major issue in my area, not least because of changes in policy from North Lanarkshire Council. One way of stopping such crimes is by increasing the recycling rate and targeting particular sectors, such as the construction sector, which has a particularly bad problem with waste pollution. Will the Secretary of State outline potential areas such as training staff in those sectors to ensure that they are aware of how to recycle properly?
Of course, training in this area is very important. The hon. Gentleman will be aware that, as far as England is concerned, our new Environment Bill contains an extensive list of measures to improve rates of recycling, and yes, we hope that that will be part of a wider strategy to cut down on waste crime and ensure that more of our waste is recycled, and that all of it is treated appropriately.

Commons ChamberAs I mentioned, many of the public goods we are to deliver will result in better soil quality. We also need to have a debate on the role of livestock on mixed farms because many of the farms I have visited recently on which soil quality is improving are farms that use manures and slurry to improve the soil—we no longer have that in many of the big intensive agricultural areas.
Tackling climate change is a cross-Government priority and it is one of a range of issues that I discuss with all Cabinet colleagues. My Department works closely with the Department for Business, Energy and Industrial Strategy to reduce emissions in the natural resources sector, as set out in the clean growth strategy.
I thank the Secretary of State for that answer. Of course Scotland leads the way not only on renewable energy production but on the commercialisation of new renewable energy technology. Can he explain how this area is a priority for his Government when they are cutting the subsidies to renewable energy generators? When will he review that process so that Scotland can continue to generate new renewable electricity and export it to the rest of the UK?
I am happy to congratulate the many entrepreneurs, innovators and others who have been responsible for powering ahead with the growth of the renewables sector not just in Scotland but across the United Kingdom. One of the reasons why subsidies for solar, for example, have been cut is because the price has come down—the subsidies were necessary to kick-start investment. It is a fact that 99% of solar power generated in this country has been generated since 2010—since the Conservatives have been in Downing Street.

No. I wanted to stress that in underlining all these challenges and by emphasising that we are doing everything that we can to mitigate them, it is not the case—I made this point earlier, and I want to underline it for the benefit of all—that we are taking no deal off the table. The only way that that can be done is either to revoke article 50 and decide to stay in the European Union, or to conclude an agreement. That is an inescapable fact, and that is why we face a series of unattractive choices. Many of the alternatives that have been put forward would undoubtedly be worse.

It is important that all of us in this House recognise that, as a result of the vote last night, there are no easy options, no attractive choices, left. I hope in the debate today and, inevitably, in the debate that follows tomorrow, we all take the responsibilities of representing our constituents as seriously as possible. We all need to recognise that leaving on 29 March without a deal would impose economic, political and constitutional challenges and risks for this country that I do not believe that we should undertake. I therefore think that it is important that we all work across this House, and across old divisions, to try to seek a consensus—a consensus that could unite all four nations of the United Kingdom and could unite all our citizens in making sure that we honour the referendum mandate and we leave the European Union in a way that is economically sensible and democratically legitimate. That is why I commend this motion to the House.
Perhaps I can help the hon. Gentleman. I appreciate that he was listening attentively. There is no contradiction or tension whatever. He correctly surmises that tomorrow the House, as on every sitting Thursday, will meet at 9.30. However—I say this as much for the benefit of people listening to our proceedings as for the benefit of Members—Question Time is at 9.30, and at 10.30 we would ordinarily either have urgent questions or move straight to the business statement from the Leader of the House. I appreciate the hon. Gentleman’s concern not just for colleagues but for me, but I am perfectly sanguine about a deadline of 10.30 for the submission of manuscript amendments, and I am comfortable that I will be able to make judgments in time for the start of the debate, and for the debate to take place on an informed basis. There is no problem there.
On a point of order, Mr Speaker—and thank you for your forbearance. The House has spoken, and it has spoken very clearly. It has asked to rule out no deal at any time. You said in response to the hon. Members for North East Somerset (Mr Rees-Mogg) and for Wallasey (Ms Eagle) that opportunities would be open for Opposition Members to ensure that the will of the House was followed through. However, given that the Government are in charge of the Order Paper, would you not expect them to be coming forward with the necessary legislation to ensure that no deal is ruled out at any time?
I am not sure that it is really for me to say that I expect one particular course of action or another. I feel, now that I have been around a little while, sometimes predictable things have happened and sometimes some very unpredictable and even, in some cases, rather curious things have happened, so I have got used to a range of possibilities and I do not think I would say that I expect this or expect that. What I do expect, not specifically of the Government, is that if Members feel strongly dissatisfied with what is on offer to them, they will communicate with each other and they will come forward, seek professional advice, seek my own and attempt to ensure that what they wish to be debated as elected Members of the legislature is indeed debated and, of course, by definition not just debated but voted upon by the House.

It is a pleasure to sum up for the Scottish National party with you in the Chair, Sir Henry. I congratulate the right hon. Member for East Devon (Sir Hugo Swire) on securing this debate and on his speech, which I will come to. Given the subject of the debate, it would be remiss of me not to put on record my congratulations to Mairi Gougeon MSP on her nomination to the Scottish Government as the Minister for Rural Affairs and the Natural Environment. It is a nomination because it is the practice in Scotland that Government nominations to ministerial office must be passed by Parliament. One of her early introductions might be to read the Hansard of this debate to get a sense of some of the challenges that she will face in her job, not least from the likes of ash dieback.
The right hon. Gentleman made a typically forthright and challenging speech to the Minister. He spoke of the rate of planting trees elsewhere in these isles, but he did not mention that Scotland created 73% of all new woodland in the UK in 2016-17. Its target is now 15,000 hectares of new woodland by 2024-25, which is ambitious but achievable.
The right hon. Gentleman obviously spoke about ash dieback, which is a considerable problem in Scotland. Some 20% of all 10 km grid squares in Scotland have confirmed ash dieback. It appears that some ash trees may have some tolerance or resistance to infection, so it would be interesting for scientists to get to the bottom of how that came about. I take the point that mistakes were made in how we targeted prevention, but we need to ensure that a new strain of ash trees can be bred for the future.
The right hon. Gentleman also spoke about xylella, which I understand is the subject of EU emergency measures to control the movement of affected species such as plane, elm and oak. He also posed some questions to the Minister about strategy should it arrive in this country. He made a forthright and knowledgeable speech, to which I am sure the Minister will seek to respond.
The speech by the right hon. Member for North Shropshire (Mr Paterson) was obviously partly influenced by his time in ministerial office and the knowledge he gained there. He also posed several questions to the Minister, and we look forward to hearing the answers.
The hon. Member for Strangford (Jim Shannon) spoke of his contribution to the flora of Northern Ireland. He rightly spoke about the pervasive problem of Japanese knotweed, which is a horrendous issue. From personal experience of constituency cases in Airdrie and Shotts, I know that it is expensive and challenging to deal with. The right hon. Member for Newbury (Richard Benyon) described a military-style campaign, and that is exactly what is often required to deal with Japanese knotweed. It is a horrendous issue. He also spoke of the major challenges of ash dieback, and not just for larger organisations. He rightly emphasised the challenges faced by smaller landowners in ensuring that they can respond if an outbreak sadly arrives in their area.
I should mention briefly some of the areas that we are working on in Scotland. Plant health is at the heart of Scotland’s thriving natural environment, our rural economy and our wellbeing. The aim of the Scottish plant health strategy is to safeguard agriculture, horticulture, forestry and the wider environment from plant pests, from 2016 to 2021 and beyond.
One of the greatest threats to biodiversity worldwide is invasive non-native species. That threat is particularly pronounced for fragile island ecosystems—I am not just talking about the British Isles, but the islands within the British Isles. Disease has already been spoken about by the right hon. Member for East Devon and the hon. Member for Strangford, and I think particularly of Japanese knotweed.
Scotland has led the way in the UK in creating a statutory framework to prevent the introduction and spread of non-invasive species, but we have concerns about the UK Government’s Brexit strategy and the power grab, including over environmental protections. We are not opposed to UK-wide frameworks when they are in Scotland’s interests. However, they must be agreed rather than imposed, and they must happen in a manner that respects and recognises devolution. The Scottish First Minister has been clear that any threat to Scotland’s distinctive and ambitious approach to environmental standards and climate change would be completely unacceptable. Imposing a UK framework could result in substantial damage to the work that has already been done by the Scottish Government.
For example, we used EU rules to ban genetically modified crops in Scotland to protect our environment and support Scottish agriculture, and there is no such ban in England. A UK-wide framework in that area could see the ban lifted, thereby threatening Scotland’s clean, green brand and the future of Scotland’s £14 billion food and drink sector. Scotland has gained international recognition for our work on climate change and the circular economy, so we clearly do not want to put that at risk.

It was the promise the SNP made to keep us in the CFP and the EU that was comprehensively rejected at the ballot box by the votes of people in north-east Scotland and in fishing communities. I am afraid that Scotland faces a simple choice: does it remain within the EU and CFP under the SNP, or will it be liberated, as will be the case if this Government have their way? On that choice so much hangs, including the future of the SNP.
Again, it just goes to show that at any negotiating table we want someone who will stand up for the issues that matter. Be it Brexit or the CFP, Scotland and Scotland’s fishing community are expendable once again in the eyes of the UK Government. At what stage did the Secretary of State know that fisheries would be a bargaining chip, and what did the Government secure in return?
Both sides—both the UK and the EU—made it clear that fisheries would have to be handled separately from many of the other issues that would be addressed during the implementation period, and it was always clear that we would have to have specific arrangements. One of the things that are different about fisheries is that even before the implementation period ends, we will be operating independently outside the constraints of the European Union. It is also the case that, having secured the capacity to operate independently in December 2020, we will be in a position to secure the larger prize of life outside the common fisheries policy, a prize that the SNP rejects.

Commons Chamber10. What steps the National Audit Office plans to take to monitor and scrutinise spending on the Palace of Westminster restoration and renewal project.
The current arrangements for the audit of the House of Commons by the Comptroller and Auditor General differ from those for the public bodies which allow him the right to examine the economy, efficiency and effectiveness of public expenditures under the National Audit Act 1983. As a consequence, any examination of the restoration and renewal programme would require the House to request him formally—he must be requested; he has no right—to review and report on these expenditures. Those arrangements secure the absolute independence of the House.
Of course we must have value for money on this project. The National Audit Office is already involved: it is working with the project managers and will be looking at the finances on a continual basis. The House must report its finances. If the hon. Gentleman can restrain his impatience, the independent options appraisal will be published this afternoon, and for my part, I hope we can be allowed to stay here.
