The fact of the matter is that this referendum would not be useful exercise if we were not a sovereign nation, because we would be unable to implement the outcome. That proves that we are sovereign—the questions are what we do with our sovereignty; what we do to influence our neighbours; and what we do to advance our national interest. Because we are a vibrant, ambitious and decent society, we have to do that within the European Union, as I will explain. It is about the future; it is not some blast to the past. It means this country thinking about what we do for our people beyond today.

Let us take trade; we have heard a lot about it today. We export twice as much to the Netherlands as we do to China. That is a fact. Why does it matter and what does the European Union provide for us? It provides a huge pool of wealth. It is the world’s largest single market, not just in its activity but in its value. It is nearly twice the size of China, yet some are thinking of leaving it. That would be madness, because the people we trade with most are the people who are most like us and who will benefit most from us as well. That is the trade argument.

Then we come to investment. In my constituency—and I bet in most other Members’ constituencies—there are examples of powerful intervention from the European Union through investors. That matters, and 48% of our foreign direct investment comes from the European Union. What does that equal? It equals jobs and it equals rising wages and opportunities for our young people.

That brings me on to the issue of our universities and young people’s opportunities to develop careers after they have been to university, not to mention the importance of opportunities for young people who do not want to go to university. The fact remains that the opportunities open to them by moving around Europe are immense, and it is vibrant for them and great for our economy. Do we want our young people to be stuck here when others are thriving somewhere else?

That brings me on to migration. It is a two-way street. We must remember that. There are just as many people coming here to help us with our skills as there are people going from here to there to make money for this economy. There are nearly 2 million Britons working or living in the European Union, benefiting from the opportunities with which being in the single market provides them.

Absolutely. Some factories in my constituency could not do as much as they do without the sort of skills that they can get from the European Union. My hon. Friend is absolutely right about that.

The hon. Gentleman is making a fantastic speech. Does he agree that in some quarters, this referendum has been allowed to descend into a pseudo-referendum about immigration and that for the remain side to win, we need to show leadership over the next week and bring forward a positive case for remaining in Europe; and that we should shoot the right-wing Brexit fox that is scaremongering about immigration?

The key point here is of course that we have a free trade agreement with the European Union, as we have with other nation states. There is a question that has to be answered: why are so many of the states that have said we should stay in the EU the ones that the other side seem to think we can have some sort of agreement with?

I agree with the right hon. Gentleman that there are many ways in which we benefit, in taking action against crime, through this kind of European co-operation. What I hear from the police service is that almost all serious crime these days has an international dimension of some kind, and countries need to work together to tackle that. The current system, where we can choose whether to opt in to individual justice and home affairs measures, really does give us the best of both worlds.

The Koran actually forbids suicide, and if we look at the profile of suicide bombers from Sousse to Bali, we will see that martyrdom is sold by extremists as a fast track to paradise to people who have scant knowledge of the Koran. They are promised a ticket to heaven with little, if any, service to God. If we are genuinely to defeat extremism and stem the tide of vulnerable recruits, greater emphasis needs to be placed on duty to God in this life as well as the next.

What Daesh is doing is beheading everybody who does not believe in it. But Daesh is not a state, so the influence that we can have in defeating it and its ideology is well documented—indeed, it was debated and voted upon in this House. Our approach to Saudi Arabia has again been discussed here today. We are committed to removing the death penalty, and not just in Saudi Arabia; we are working with other countries to see it removed across the world.

The dreadful events last week have made a complicated situation even more challenging and tested fragile relationships in a region where we need to see peace. What reassurance can the Minister give the House now that he is in proper contact with our allies—notably our European allies and the United States—to bring more influence on making sure that human rights are a priority and that, above all, peace is introduced?

The two issues are absolutely related. We need to encourage Saudi Arabia and other allies that need to make progress in this area and work out the best strategy for providing that support. That is exactly what we are doing. We are also in discussion with other Gulf Co-operation Council countries, the Arab League, the United Nations and the European Union to work together on how best to support the introduction and improvement of human rights, governance, the rule of law and women’s rights as well as the important issue of the freedom of the press.

Clearly, when the negotiations are over the Government will make their assessment and their recommendation clear, setting out in detail their reasons for coming to that view, including their assessment of what alternative options there might be and the Government’s view on those. I do not think therefore that the hon. Gentleman has anything to fear. Our focus remains on a successful outcome to these negotiations, which we believe will deliver a reformed Europe—that is what the British people want to see.

The clarity and ambition of the reforms that the Minister have outlined demonstrate that there is a big job of work to do. They also remind us just how important British leadership of the European Union has been. I am referring here to the introduction of the single market in the 1980s under Margaret Thatcher and the extension of that market, hopefully soon, because of the conclusion of those reforms. Does the Minister agree that our real ambition is to restate Britain’s leadership of the European Union in conjunction with other nation states so that we can bring about an innovative, modern and responsive economy that will benefit us all?

I agree with my hon. Friend. If we look back at the European Union’s history, we can take pride in the fact that two of its greatest achievements—building a single market across Europe and enlarging the European Union to embrace the new democracies of eastern and central Europe—were very much brought about by British leadership and, in particular, by the personal drive of Margaret Thatcher. What he says is important and the Government very much share the spirit in which he posed his question.

The hon. Gentleman makes a good point. We are increasingly working together on a number of global goals, such as climate change, development, peacekeeping and global health. It is important to say that, as China takes its place on the world stage as a major player, we see ourselves working ever more closely with the Chinese on issues that confront us all—peacekeeping, climate change, antimicrobial resistance—including on the UN Security Council. That will deepen the relationship and will again allow us to raise difficult issues that should not be off the table.

By placing human rights at the core of the Helsinki accords back in 1975, significant progress was made in moving the Soviet Union towards a new place. Can something similar be done through the European Union and our partners to drive home the message that we are really serious about human rights in China?

To answer the earlier question from the hon. Member for Hornsey and Wood Green (Catherine West), we are serious about human rights wherever there are such issues, but particularly in China. As I say, we believe that we have an advantage in being able to have an annual human rights dialogue with the Chinese. The next one will be in the United Kingdom next year, which will give us a good opportunity to drill down into specific cases. Those cases are ever changing, but the underlying trends are very often not changing. Those occasions allow us to raise our concerns and to oxygenise them.

I do not need to detain the House for long, because the right hon. Member for Manchester, Gorton (Sir Gerald Kaufman) gave such an excellent speech and because the hon. Member for Hayes and Harlington (John McDonnell) and my right hon. Friend the Member for Haltemprice and Howden (Mr Davis) set out the case with both clarity and conviction.

I wish to make it clear that I yield to no one in my admiration for the work that the British security services and others have done in addressing a very real terrorist threat, the issues of which will take a generation or more to deal with. The point at issue today is a far more fundamental one. I very much hope that the Foreign Office and the diligent Minister who is here today to respond to the debate will note that, although the House may not be particularly packed, it is nevertheless true that here on these Benches are representatives of almost every conceivable opinion that the House of Commons could hold. We are all, I believe, utterly united behind the motion that was moved by the hon. Member for Hayes and Harlington. The hon. Gentleman will know very well that he and I agree on almost nothing in British politics, but on this issue we are shoulder to shoulder; we are as one.

I wish to make a point that was set out by my right hon. Friend, which is that in Britain, we respect the law; we believe in certain universal values. Sometimes, they are said to be British values, but I do not like that term. They are universal values, and the debate on Shaker Aamer gets absolutely to the heart of those values. I had the pleasure, just a fortnight ago, of going to join in Friday prayers at the largest mosque in Europe, the Central Mosque in Birmingham. It is accepted by all of us that there is considerable alarm in the British Muslim community about Islamophobia. Muslims look at this particular case and think that certain rules apply to some people, but not others. The point that this House of Commons should stand up for today is that justice is colour blind and creed blind. It should apply to everyone, but it is not applying to Shaker Aamer, and it is up to us to give voice to this view. The House of Commons must stand up today for justice for all citizens wherever they are from, and never more so than in this particular debate.

It is a pleasure to participate in this debate, and I thank my right hon. Friend for allowing me to intervene. Is not the essence of this debate the rule of law and the application of fair rule of law? The absence of proper application of the rule of law is at the heart of this issue.

Let me add a few words to what the hon. Member for Hayes and Harlington said at the start of the debate. Shaker Aamer has been detained for 13 years. He has twice been cleared for release: once in 2007 by the former US President, George Bush, and, more recently, in 2009, by President Obama. Our own Prime Minister has made vigorous representations, if one is to believe the press, in respect of Shaker Aamer, and the United States has made it clear that there is no evidence against him, and yet he is still incarcerated in the conditions that were described by the right hon. Member for Manchester, Gorton.

I am not aware of that particular organisation. I am aware that the Israeli Government have queried the figures compiled by a number of respected international organisations. I assume that that is what my hon. Friend is referring to.

Operation Protective Edge and the war last year was an appalling thing, but the real tragedy of Gaza is what goes on. It means that farmers can be shot and are shot just because they approach a border fence. Let us think about what the response would be if Hamas said it was entirely legitimate to shoot people in Sderot because they were getting too close to the border with Gaza. If it works one way, it should work the other. Let us imagine what it is like. My hon. Friend who secured the debate referred to the sea. There is a blockade by sea. Actually, what we have had recently in the waters outside Gaza is the interception of fishing boats. That happens regularly. In one case recently, three children on a fishing boat were required by Israeli gunboats to leap into the sea without their clothes on while the fishing boat that they had been occupying was sunk.

No, there is no time to take any more interventions.

That to me means that we need something a bit more than saying that Hamas must demilitarise if we do not want to allow these things to carry on. If my hon. Friend is right to say that Hamas uses the population of Gaza as pawns, as playthings, what on earth would be the incentive to demilitarise in that situation? What would cause it to do that if, as he is saying, it plays and thrives on the current situation?

To resolve the problem, we need to lift the blockade. Of course, there can be security around that. In fact, there was. There was a major border crossing at Karni, with sophisticated equipment to ensure that the wrong things did not come in. That does not operate now. Why? Because Israel has demolished the Karni crossing. Why is it, when we talk about restrictions in and out of Gaza, that Israel has even put restrictions on the export of strawberries between Gaza and the west bank? How can that be justified on any kind of security grounds? The idea that somehow we can get a solution in Gaza without addressing the issue of the west bank and settlements in the west bank is, frankly, fanciful.

If my hon. Friend thinks that there should be sanctions against Hamas—I think that there are; there is international co-operation on stopping arms getting to Hamas—perhaps he could also consider sanctions against other breaches of international law. How about sanctions against people who aid and abet the illegal construction of settlements in the west bank? How about saying to Israel, “If you expect to receive the privileges under the EU-Israel association agreement, you also have to accept the responsibilities under that”?

How about my hon. Friend joining me and other hon. Members here in telling the Israeli Government and the Israeli embassy to let parliamentarians into Gaza? That could contribute to solving some of these problems, as we could speak with some knowledge about what is going on there. I and other hon. Friends here were the last ones allowed into Gaza to see what was happening, and that was after Operation Cast Lead in 2009.

On several occasions, I have asked the Israeli embassy, “Why do you not let us in?” Each time, it has said, “We are surprised you are not let in.” However, every time we try to get in, the co-operation disappears and the walls go up. As far as I know, my hon. Friend has not been to Gaza, and I imagine he would have the same problems as me in getting in.

Let us, therefore, speak with some knowledge. MPs from this country should be given access to Gaza so that we can see for ourselves whether the international organisations that operate there are right or whether my hon. Friend is right that this is all some kind of Hamas plot.

That is the very point. I assume other Members will refer to the living conditions in Gaza, so I will leave that to them, but we know the situation that people face. Schools, hospitals, water treatment plants and homes are not being bombed at present by the Israelis, but can we really call the conditions in Gaza peaceful?

The international community would allow no other country to treat anybody the way Israel treats the Palestinians. Such a country would be ostracised and treated as a pariah state; at the very least—as in the case of Myanmar, Russia and South Africa—we would impose sanctions. I have an online petition with more than 80,000 names calling on the Government to be an agent of change and to consider sanctions as part of bringing about a peaceful resolution to the conflict.

The truth is that, until we engage in an honest debate about why Israel is given special protected status, we will never resolve the conflict.

Does the hon. Gentleman agree that one useful step would be to send a signal that we would recognise a Palestinian state? Does he agree that that would mean safety for Israel and improved governance in Gaza?

The Department for International Development is contributing an awful lot of funds, and we participated in—indeed, I attended—the donors’ conference in Cairo. However, the hon. Gentleman is right to point out that Hamas is having a disruptive effect on the process. I have visited Shujaiyya in Gaza, and I have seen the destruction that has resulted not just from the conflict in the summer, but from previous conflicts as well. The cement is starting to move in following the conference, and we do not want it to be used to build more tunnels.

My right hon. Friend the Prime Minister discussed TTIP this month with both Chancellor Merkel and President Obama. My right hon. Friend the Foreign Secretary and I regularly raise the subject of TTIP, and the benefits that it would bring to businesses and consumers, in our conversations with both European and United States colleagues.

Given that misinformation verging on conspiracy theory is emerging from various quarters about the impact of TTIP, what more can the Minister and his colleagues do to promote and highlight the economic and trade advantages that a successful agreement would bring to this country?

Ministers continue to speak up for the benefits of TTIP, with my noble Friend Lord Livingston in the vanguard on this matter. A successful TTIP deal would benefit the average British family by about £400 a year by delivering a greater choice of products at lower prices, and would give our small businesses much better access to the 300 million consumers in the United States.
