Commons ChamberAs my hon. Friend may know, I spent 10 years working in the soft fruit industry; indeed, I will know many of the strawberry farmers she represents. I am also aware that the Secretary of State has taken up a kind offer from my hon. Friend to visit and meet some of the farmers there to discuss their concerns. As somebody who ran a soft fruit enterprise employing several hundred people, I can tell my hon. Friend that I do understand the challenges the industry faces.
But there is an immediate problem in that many of the fruit farmers in my constituency have already entered into contracts for migrant labour for this coming fruit-picking season. They have been concerned about some reports last week that the Government are considering restricting free movement or introducing work permits when article 50 is triggered. Can the Minister confirm whether that is happening, or give them an assurance that it will not happen and they can fulfil the contracts they have already entered into?
The point that we have been making to the industry when we have met it is that while we remain members of the EU—that is, until we leave, not until we trigger article 50—free movement remains. The feedback I am getting is that most farmers are able to source the labour they need from countries such as Bulgaria and Romania. We will give the industry plenty of notice of what arrangements we intend to put in place after we leave the EU.

Commons ChamberThe right hon. Gentleman, who is highly respected, usually makes excellent contributions, but I am afraid that that was a poor one. There are many ways in which we would be delighted to improve agricultural policy, so long as his Government do not make a power grab as powers are returned from Brussels.
Does my hon. Friend also agree that something like 70% of farmers’ incomes comes through the common agricultural policy, which is not subject to the Barnett formula, but it may be if it all comes back to the UK, which would lead to a significant reduction in funds available to rural Scotland?
I thank my hon. Friend for that excellent contribution, which brings me on to one of the first areas that I want to look at. Nowhere is the policy vacuum more apparent than on the issue of farm payments. Whatever its flaws—
My hon. Friend’s point is well made.
Agriculture is already a devolved area. As powers are repatriated from Brussels, it is essential that they go directly to the Scottish Government. Any power grab from a Westminster Government would be totally unacceptable. We absolutely understand the need for levels of commonality, but that is not a justification for a power grab by Westminster.
We need a commitment from this Government that the existing allocation of funds will not be tampered with. The starting point for funds to be delivered to Scotland is once the convergence uplift is added to the 16.5%. Throughout last year’s referendum campaign, the Secretary of State and her farming Minister, the hon. Member for Camborne and Redruth (George Eustice), who is, I understand, in Scotland, argued for Brexit and it is now incumbent on them to take responsibility for the commitments made during that campaign. Last March, the farming Minister said:
“The UK government will continue to give farmers and the environment as much support—or perhaps even more—as they get now”.
Yet this commitment appears already to have been abandoned.
Earlier this month, the Secretary of State, the farming Minister and I were all at the Oxford conference, and both the Secretary of State and the farming Minister refused to confirm that funding would at least match current levels beyond 2020. Will the Secretary of State take the opportunity today to make a clear commitment that, as the farming Minister promised, Brexit will not result in a reduction in the level of funding available for farmers? Or is this another Brexit broken promise?
We acknowledge that the CAP is far from perfect and we recognise that we now have an opportunity to design a new and better system, but we also recognise that there must be a route to sustainable farming without direct income support because there must be an evolution that takes great care over the fragility of the rural economy. It is also important to note that the CAP is about much more than farming. In Scotland, EU funding has helped to support the roll-out of superfast broadband, business development, housing investment and measures to address rural fuel poverty, in addition to improvements in infrastructure and transport through pillar two regional development funds. We need the Government to explain whether they will match the funding for such programmes and, if they will, the more detail we can have from the Secretary of State, the better.
Another area in which the rural economy has benefited massively from EU membership is freedom of movement. For significant portions of the Scottish rural economy, access to a seasonal workforce is a vital factor in keeping their operations sustainable. At any one time, between 5,000 and 15,000 non-UK EU workers are employed in Scottish agriculture alone. We support continued freedom of movement because it is a system that works not just for farming and food production but for a range of sectors in rural Scotland, especially in fragile and often ageing populations.
I represent Angus, which, along with the constituencies of my hon. Friends who represent Perthshire, has the highest number of economic migrants into Scotland, because they work in the horticultural industry. Many industries could not survive without that labour. Members talk about the unemployed taking the jobs, but there are more migrant workers working in that industry than there are unemployed people in our areas, even if all those unemployed people could take up the jobs. We need these people and the Government must take that into account. At the recent Oxford conference, the Secretary of State hinted that there might be some relaxation in that regard and I would be grateful if she gave more detail when she speaks.

It is nice to appear under your chairmanship, Mr Bone. I congratulate the hon. Member for Brecon and Radnorshire (Chris Davies) on securing this important debate and on his excellent opening speech. Unusually, most of us probably agree with most of what he said—especially his congratulations to the Scottish National party Government in Scotland for their record on tree planting.
Much of the hon. Gentleman’s speech was about the economics of forestry, and I will talk a little about that, but I also note the importance of tree planting for all of us—it is not just about economics. Woods and forests are magical places that give joy to millions and have deep roots in our culture and folklore, yet the UK’s woodland resources have declined since the middle ages, and by the early years of the last century had reached an all-time low of just 5% of land area. There was a real crisis during the first world war, when so much timber was needed for the war effort that trees were chopped down almost indiscriminately, with potentially disastrous effects.
Members who have read Lewis Grassic Gibbon’s classic “Sunset Song” may recall the reaction of the small farmer Chae to his wife when he returned from the trenches and found that the woods around Kinraddie had been cut down.
He said:
“Hadn’t she got eyes in her head, the fool, not telling him before that wood was cut? It would lay the whole Knapp open to the North East now and the fair end of a living here.”
That is the important thing about trees, as others have said: they are good not only for the soil but for shelter belts for farming. Anyone who has been on the north-east coast of Scotland on a windy day will appreciate the need for trees around that area.
Trees have played a vital part in small farming for generations, and now they also play an important part in flood prevention along many of our rivers. The creation of the Forestry Commission in 1999 was a reaction to falling wooded areas and a real attempt to reverse that.
As the hon. Gentleman noted, Scotland has the highest percentage of woodland cover in the UK at 18% of our land area. That is predominantly—74%—softwood, which as he rightly said is productive, with the remainder being principally native woods. There have been attempts, notably by the Cairngorms national park, to plant trees to regenerate and extend the remnants of the ancient Caledonian forest that at one point covered the whole of Scotland. Those trees provide a haven for much of our native wildlife. Those who drive around my constituency can see red squirrels—our trees are one of the last redoubts of that magnificent creature. In other areas, forests provide habitat for the endangered native Scottish wildcat. Tree planting helps the environment and the conservation of species, and that should not be overlooked.
Does the hon. Gentleman therefore agree that while one must always look at economic issues, our environmental and cultural heritage and what we can do to preserve the diversity of our wildlife must also be core priorities in the debate?
That is exactly the point I was making. Trees are important for many reasons. They provide a huge commercial opportunity, which I accept, and that exists in Scotland at the moment, but we must also preserve our ancient woodlands. People like to walk in woods, and they like them for leisure activities. Frankly, there is a huge market for leisure activities in woods that are not being chopped down.
There is a lot we can do and, as the hon. Member for Eddisbury (Antoinette Sandbach) pointed out, there is a huge benefit to be had in fighting climate change, because growing wood takes up more carbon. However, much of the forest planted since the first world war has been planted for economic reasons, and that is not always understood. By its very nature, forestry is a long-term investment as trees take many years to grow to full maturity, and there can be a lack of understanding when woods that have stood for many years are cut down. That happened in my constituency: when wood came to its maturity, the trees were chopped down and there was a bit of a public outcry because well loved woods were going. However, trees are a crop, much as any other, which will be harvested. They will be replaced or replanted, but it will take many years for the new trees to come to maturity. Perhaps a bit of public education is needed in some areas as to the nature of forestry, with people understanding that it is a crop.
Today, forestry is estimated to contribute almost £1 billion a year to the Scottish economy, and it supports more than 25,000 full time equivalent jobs. Much of the activity in forestry comes from the Scottish rural development programme, which is funded via the EU, providing real support for rural communities. As we do in many debates, I ask the Minister, in this apparently new era of the Government telling us exactly what they intend to do before article 50 is triggered, what they will do to ensure that such funds will still be available should we exit the European Union. Forestry is a long-term business that requires stability and confidence for investment decisions to be made both in planting and in timber processing. At present, the forestry industry enjoys zero or low tariffs on trade within the European Union, so it is vital that a level playing field remains with other parts of the Union should the UK end up exiting. Support industries such as forest industries are sensitive to sudden dips in demand. Even a short-term fall in planting due to uncertainty could put many Scottish businesses such as tree nurseries at risk, so long-term certainty is important for the industry.
The Scottish Government recognise the extreme importance of the industry and are taking the steps they can to reassure investors that Scotland is open for business in both planting and investment in the processing sector. They have recently held two summits with the forestry sector to listen to its concerns and ambitions on the future of forestry. The Rural Economy Minister, Fergus Ewing, has met leading representatives of forest management investment companies to try to reassure them as much as possible. The Scottish Government currently have a consultation on the future of the forestry industry. They are making a real attempt to grow the industry of, as the hon. Member for Brecon and Radnorshire put it, the missing “F” in the debate, to provide jobs in many rural areas such as mine and those of my hon. Friends who are here today.
I congratulate the hon. Gentleman again on what he said about forestry. It is an important industry, but I would like the Minister to address where we are going on funding for future forestry enterprises if we are leaving the EU.

Commons ChamberI agree with the hon. Gentleman. We must make clear our ability to take our fishing rights out to the 200-mile limit, as well as where exactly we will have those rights and how we will deal with others’ historical rights. If we can get the whip hand—if we can secure 200-mile rights—we can get a very good trade deal, as well as a very good deal for Scottish fishermen. It will be interesting to see how we unravel what has been in place for 40 years. I know that the Minister is confident of getting these rights back to 200 miles. It will take some doing, but if we can achieve it, we will be in a very good position.
The hon. Gentleman talked earlier about the prospect of the fisheries Minister facing long nights in Brussels, but it strikes me that we have to negotiate with the EU and other nations. We already have talks with Norway about fishing quotas. The process will be extremely complicated, so how confident is he that post-exit trade talks will produce a better deal than that which we get from the CFP?
I think that the hon. Gentleman was asking that question of the Minister rather than me. We look forward to hearing from the Minister how he believes this will work. It can work, however, and if we secure these rights, it can work extremely well.
As we move forward with fisheries policy, we will have to put in place conservation measures. It must not be open season to fish everywhere all the time. Norway can close a zone within 24 hours if it is being overfished. It can react much more quickly than other nations because it is one country reacting for one area, so there are some positive aspects even with conservation.
If I may, I will throw a few ripples into the pond, as I am not averse to doing. In the future, might we move from a system of quotas to one of fishing effort and days at sea? How will we control fishing in the future? We do not want discards—a lot of work has already been done about that, but there is still more to do. We want to land all the fish that we catch and to promote different species of fish in the country so that we eat much more of what we catch. One problem now is that 70% to 80% of what is landed on Newlyn harbour in Cornwall goes straight to France or Spain because we do not eat those types of fish.
There is a lot of positive work that can be done. I want the Minister to carry on fighting in Brussels to secure a good deal for our fishermen that will see us through the next few years. Then, yes, let us get these rights back, but as we get them back, let us manage our own fishing sensibly. If we let others into our waters, let us get something back under reciprocal arrangements. That is the way we can build this key industry back up. In Ireland, where there are open borders between Northern Ireland and the Republic, these things will have to be dealt with even for fishing. I will die in a ditch over the need to keep open the border between Northern Ireland and southern Ireland, not only on land but on sea, because there is no doubt that that is the future for Ireland. I am grateful to have had the opportunity to speak and thank Members for their interventions.

I am very happy to appear under your chairmanship this afternoon, Mr Bone, and to learn so much about what is happening in “The Archers”.
I should perhaps start by declaring an interest, because, like the hon. Member for Taunton Deane (Rebecca Pow), I am a keen gardener. I am an organic gardener and from that I understand the necessity for healthy soil; it is only with a healthy soil that it is possible to have healthy plants, particularly fruit and vegetables. However, healthy soil is not only the growing medium, as she rightly said, but extends the biodiversity and the species in a garden. I have many species of birds in my garden. In fact, at times I think that the entire species of Spuggies and Brechin lives in my garden, because there are so many of them there; for the non-Scots, that is house sparrows.
It is important that we get this right, because if we do not have healthy soil there will be an impact on food production and on species. Later, I will say something about the carbon in the soil.
In introducing the very good report by the Select Committee, the hon. Member for Wakefield (Mary Creagh) made the valuable point that the report is not just about soil as such, as a growing medium, but about soil that has been contaminated as a result of things that have happened in the past, which was a point made very powerfully by the hon. Member for Rochdale (Simon Danczuk) in referring to the Turner Brothers factory. However, it is not just in post-industrial landscapes that such contamination is a problem. Even in my area, there are old buildings that have had industrial or farming uses and that are full of asbestos and various other contaminants.
There are also problems with former Ministry of Defence facilities, because in many periods, specifically in the immediate post-war period, old aircraft were dismantled and waste was put into pits and similar things. For example, Dalgety Bay in Fife has had an ongoing and serious problem with radioactivity from some of the machinery that was dumped just off the coast. Also, much machinery was buried on old military bases throughout the country.
One of the problems is a lack of record-keeping. It is sometimes very difficult to know what contaminants are actually on these sites, which makes it extremely difficult to clean them up for agricultural or development purposes. There is no easy answer to that problem, and I appreciate that it is not the current Government’s fault that in the 1940s and early 1950s records were not necessarily kept, or that records from that time have since been lost. Also, sometimes the difficulties in this regard were not fully appreciated. Nevertheless, we have to deal with that situation now, because soil is so important; indeed, it is increasingly important to us.
The hon. Member for Taunton Deane made a very powerful speech about the necessity for good soil. I specifically liked one point she made, namely, that soil is not an innate substance. I do not know if she has read the excellent book, “The Running Hare: The secret life of farmland”, which I understand recently topped the bestselling list. It is a fascinating book about someone who is trying to regenerate a piece of farmland—a couple of acres—with natural resources, in order to bring back hares, which have disappeared from many parts of modern farmland.
One of the things that the author does first is to dig a square metre in a field to discover how many earthworms are within it and to compare the number with that of neighbouring farmland. Of course, because the land has been chemically farmed, there are very few earthworms. One of the things that happens in the book is that earthworms come back. In turn, that leads to hares coming back; without giving away too much of the plot, they do come back. However, other animals are also brought in, including smaller animals and birds, and birds of prey, and the farmland is regenerated as a result. Throughout the book, the author compares his farmland to the neighbouring farmland, which he refers to, perhaps unkindly, as the land of “the Chemical Brothers”, who are not doing what he does. The book is interesting in showing how relatively simple changes can bring about a substantial difference to farmland.
I am so pleased that the hon. Gentleman is highlighting this point. I have not read that book, but I know about it and will now read it. It makes the case for the call for the monitoring scheme to include much more than just chemicals; we should even count the earthworms in a quadrat of soil. He is making a very powerful point.
I wanted to ask the hon. Gentleman about hares, which are one of our most iconic native species. I have just seen that there is a close season on hunting hares in Scotland, but I am not aware that we have a close season for hares in England and Wales. That is problematic, because we had a target to restore the hare population to 1990 levels, and that target has consistently been missed. So will he join me in calling on the Minister to consider the need for a close season on hares in England and Wales?
The hon. Lady has made her point. I think the Minister might object to a Scottish MP calling for a close season on hares in England when we have one in Scotland already. Nevertheless, I am sure the Minister has heard her point.
Much of this issue in Scotland is a devolved matter, but, as has been mentioned, the UK Government have signed up to a scheme, COP 21, to increase soil carbon levels by 0.4% per year. Obviously, there will have to be work with the devolved Administrations to achieve that, since all of them have their own separate schemes.
In Scotland, we recognise that soil is a valuable but vulnerable national asset that requires sustainable and effective management. Although we have talked a lot today about farming, this issues goes much further. In Scotland, as well as farming and food production we have forestry and tourism, which are important and rely on a good natural environment, including a good soil structure. So, throughout the economy, soil is important and we should not just look at it as a purely farming matter; we must expand the areas that we are considering.
I think that it was the hon. Member for Bristol East (Kerry McCarthy) who mentioned flooding, saying how soil management also plays an important role in sustainable flood management. Within the common agricultural policy schemes that are currently operating, at least in Scotland, there is an attempt to persuade farmers to take flooding into account in their farming methods, particularly by leaving flood plains in the areas immediately next to rivers and by not building on those flood plains. Often, when flood plains are built on, there is a problem as floodwater is pushed further down the river. In my area, we have probably expended millions of pounds on flood defences to deal with that problem, because when there are changes in farming practices, sometimes the floodwater is pushed further down the river, causing problems that then have to be dealt with by other methods.
Mention was also made of peatlands. Peatlands constitute a third of Scotland’s soil and they provide many economic, environmental and cultural ecosystems, as well as being important habitats for our wildlife. As far as carbon is concerned, it has been estimated that in Scotland’s peatlands the soil contains 3,000 megatonnes of carbon, which is equivalent to nearly 200 times the net annual greenhouse gas emissions. That shows the importance of soil for climate change and, in particular, the importance of peatlands.
The Scottish Government are seeking to maintain soil carbon in place, but we have to bear it in mind that there is always a conflict about some of these things. For example, renewable energy infrastructure—wind farms, for instance—is often built in areas that are less accessible, and often that is peatland or similar land. There is an offset if we have these renewable energies and clearly we are saving carbon, but at the same time there is a cost to them and we should not lose sight of that cost. The Committee’s report says:
“Current policy aims to minimise losses while facilitating development which delivers economic growth that does not entail disproportionate carbon costs.”
I reiterate that there is a cost and we must find ways of offsetting it.
Also, earlier I made the point about species. One of the things that is being done to support peatland restoration is to provide funding through the rural priorities scheme of the Scottish Rural Development Programme. Some landowners, such as the Royal Society for the Protection of Birds, have carried out restoration on their land, which, in the case of the RSPB, is mostly to do with wildlife but none the less has an important effect on greenhouse gas emissions and on ensuring that carbon is maintained in the soil. Restoration also has side effects. For example, it leads to other species growing. In many cases there is a regrowth of sphagnum moss and the resumption of carbon sequestration.
To sum up, this issue is not just about farming; there is an economic impact on all our rural areas. One thing that worries me—I am sure the Minister will not say too much about it—is farming payments. In Scotland at least, we have been trying to push much of the farming subsidy towards more environmental means to try to ensure the future. If it should come to pass that we leave the European Union, there will have to be a major realignment of farming payments. I urge the Minister and the devolved Administrations to look at the environmental benefits and how they will be maintained in a post-EU world, should that unfortunate calamity come to pass.

Commons ChamberI am glad to be able to say a few words in this debate. I congratulate the hon. Member for North Cornwall (Scott Mann) on his entertaining and energetic opening speech. He is clearly an enthusiastic angler. I have to say that although my late father was an angler, I have never cast a rod in anger myself. However, I am sure that the hon. Gentleman’s advertising for The Art of Fishing in Wadebridge—he was egged on by the hon. Member for Broxbourne (Mr Walker)—will stand him in good stead with his local communities.
As many Members have said, it is unfortunate that we have got to a stage where there is a dispute between recreational and commercial fishing, because that is in nobody’s interest. We must remember that this has happened because of the scientific evidence on depletion of the stocks. The situation is not new. It goes back to 2013, when ICES advised a 36% cut and was ignored, and then, in June 2014, recommended an 80% cut in bass mortality for that year. As a result, the stock has been in decline, and now these draconian measures are being brought in.
Sea bass is an important stock for recreational and commercial interests in Scotland. As the hon. Member for Eddisbury (Antoinette Sandbach) rightly said, the reformed common fisheries policy now has a regionalisation element, and the Scottish Government do have some powers in this regard. In fact, they are now putting in place conservation areas, and they have introduced the Wild Fisheries (Scotland) Bill, which is currently going through the Scottish Parliament. We have a great many interests in angling and deeper-sea fishing. On the estuary at Montrose in my constituency, there is salmon fishing, which is also relevant. There are disputes between the commercial salmon fishers at the estuary mouth and those who angle further up the river for these important fish. We have fishing in many of our rivers—the Tay, the Spey and many others. That brings in a great deal of tourism, and thus a great deal of money to the Scottish economy. It is calculated that while fishing brings about £500 million to our economy, aquaculture overall brings in about £1.86 billion, so it is a very important aspect.
If the hon. Lady does not mind, I really want to get on.
It is important that we do not get into a dispute between the two sides. I appreciate that anglers are very angry about some things, but we must also think of the needs of the commercial fishermen—the hon. Member for South East Cornwall (Mrs Murray) made an excellent point about that. It is about balancing these needs to get to a stage where both sets of interests are represented. I am sure that we can do that, but it needs a bit less megaphone diplomacy between the two sides and a bit more getting together and seeing how we can co-operate to ensure that we are not destroying our inshore fishing fleets.
The issue of pulling out of the EU is perhaps a red herring—no pun intended. The Minister will still have to make these difficult decisions, whether within the confines of reform of the common fisheries policy or in the context of UK-only policy. It is no easier either way when he has to look at the scientific evidence. The EU argument should not be relied on in this.
I grew up in the town of Arbroath, which had a very good fishing industry when I was young, but it has basically gone now. There is some crustacean—lobster and crab—fishing, and there are trip boats that take anglers out to fish in the North sea, but the large-scale fishing industry has gone. It is fair to say that in the past the Scots have had their difficulties with the common fisheries policy, but we are making progress with a new regime. It has meant that Scottish fishermen have made great sacrifices, but the fishing stocks are now beginning to improve, and we do not want to throw that away. There are difficult decisions to be taken all round, but let us not fall out about it—let us get the two sides together and see what we can do so that both can enjoy their fishing.

Commons ChamberI congratulate the hon. Member for Aberdeen North (Mr Doran) on setting the scene for this important debate. One thinks of the film “Groundhog Day”, as the debate happens every year and we always seem to come back to it. However, it does not make the debate any less important, as we can see from the Members who are here to make a contribution.
As I have said many times before in this Chamber, fishing is the lifeblood of the village of Portavogie in my constituency, which has both primary and secondary fishing jobs. It has been said in this debate that Northern Ireland has 700 fishing jobs, but the offshore jobs—those involved in further processing—double that figure. It is clear, therefore, how important fishing is to my constituency and to the constituency of the hon. Member for South Down (Ms Ritchie).
Just last week, I, along with Diane Dodds MEP and Alan McCulla of the Anglo-North Irish Fish Producers Organisation, had the opportunity to meet the Minister and to put forward a case for Northern Ireland to set the scene early on. I pay tribute to the former Minister, the hon. Member for Newbury (Richard Benyon), who is not in his place, because he took the time to come to the Chamber for the start of the debate. We all recognise his interest and importance in this regard. Things have changed. The responsibility now falls on the shoulders of a new Minister, and I look forward to supporting him as he does his job. Let us make no mistake; there will be a big fight in Europe over this issue.
Members have referred to the number of deaths at sea. Every time I watch the film “Deadliest Catch”, I think of the fishermen from Portavogie who have such experiences every week. The other night, “Perfect Storm” was on TV. We all know that film, but for some of the families in Portavogie, they live that life. We have a memorial in the harbour to those who died doing their job.
I want to focus my remarks on Northern Ireland and the issues of nephrops and prawns. The scientific advice for nephrops was published on 31 October, but we have no indication of what is happening in relation to it. The nephrops industry is critical to the fishing sector in Northern Ireland. If area 7 is cancelled, nephrops will again be our No. 1 priority. I urge the Minister, as we did last week, to underline that important issue. The fishing stock in Northern Ireland could have 100 vessels specifically targeting that species.
In recent years, the UK and Ireland have successfully made the case that the total allowable catches must be uplifted above the “sum of the science” to account for consistent undershoots in the TAC caused by some member states not taking up their allocation of nephrops. I find those undershoots both worrying and annoying; they cause great concern to me and to the industry. Combined with the less favourable scientific advice, they will make achieving a roll-over in the TAC very challenging this year. It must be stressed that the catch landed is important for the fishermen of Northern Ireland and for the shore-based industry. Again, let us make no mistake: the issue is critical for the Northern Ireland fishing sector. Nephrops is Northern Ireland’s No.1 priority, and giving that stock such priority can be easily explained. It is practically the only major stock we have left. The fact remains that fisheries in the Irish sea have been managed into practically depending on this single species.
Europe, through its legislation, bureaucracy and strategies, has pushed the fishing industry towards the one sector of prawns. At a recent North-Western Waters Regional Advisory Council meeting in Paris, the International Council for the Exploration of the Seas agreed that stock was being managed within the maximum sustainable yield targets, which is good news.
The hon. Member for Banff and Buchan (Dr Whiteford) outlined the issue of North sea cod. The situation is similar for us in Northern Ireland. Our one remaining full-time whitefish trawler in the fleet mainly targets haddock, but a recovery plan is in place. The Northern Ireland fisheries division, through the Department for Agriculture and Rural Development, permitted a limited sentinel fishery for cod from 2 to 24 September. It observed the quantity of cod in the sea, and it showed that cod numbers and the size of cod are increasing, which is good news.
I am concerned that the European Commission has proposed a cut in the TAC of 20%, in line with the cod recovery plan. It is clear that we must argue for a simple roll-over in the TAC, but the Fisheries Minister is aware that that is a difficult argument to win, and a potential compromise would be to suggest a by-catch only fishery in 2014 if the Commission would agree to the TAC remaining unchanged. A reduced TAC combined with improved gear selectivity and the forthcoming discard ban will make it all the harder to determine what is happening with Irish sea cod. It should also be noted that any reduction in the TAC will stop the sentinel fishery, which is important and has been running for the past two years.
There are some good points to make about fisheries, which is good because the news is so bleak at this time of the year. The size of haddock and plaice has increased over the past year. The EC has also proposed a 5% increase in herring, which is good news. The industry is on track to secure the Marine Stewardship Council certification, which has been running over the past few years, and that will be a first for an Irish sea fish species.
I am really concerned that the number of days at sea will be reduced if cod stocks fail to recover. Our fishermen will have fewer days at sea, which is incredible and hard to understand.
Does the hon. Gentleman agree that if there is such a reduction, it would make it very difficult for many boats to have a sustainable future?
That is a valuable intervention, which outlines my case very clearly. If there is a reduction, the viability of many boats will come into question. Again, it will be yet another nudge in the direction of not fishing any more.
Other Members have mentioned mackerel, but I am concerned that Iceland and the Faroe Islands might have 12% of the total allowable catch, which is what the EU is moving towards. Thankfully, that has been blocked so far by Norway. It reminds me of a saying that we have in my country—that is, “No surrender.” Norway said “No surrender” to the Faroes and to Iceland. When quota is allocated, it is ridiculous to allocate a percentage when the stock reduces in size. We want to protect the UK allocation, as other hon. Members have said.
I am conscious of regionalisation. Others have mentioned it, but I want to see regionalisation that means that Northern Ireland has some control over the fisheries in the Irish sea. Other regions would like to see that, too. Northern Ireland secured an acceptable amount of money from the European fisheries fund budget and I believe that it can do likewise through the European maritime and fisheries fund.
I urge the Minister, when he goes to Brussels, to ensure that the one thing he keeps in his mind is the fishermen. They want the fish, they want to sustain their jobs and they want to sustain their families. I am aware that I have gone into some detail, but at the same time I tell the Minister that I have every confidence that he goes into battle well armed with knowledge and firm about what he wants to achieve. I ask the House to give him the support he needs to do the job we know he can do well. We wish him well in the next week or two as he fights those battles for Northern Ireland, Scotland, Wales and England.

Does not the evidence show that, even with the cull, the targets cannot be achieved? More importantly, would it not be better to use the Scottish system?
On a point of order, Mr Weir. The British Veterinary Association has just been referred to as a group of “pseudo-scientists”. I wonder whether the hon. Gentleman may like to withdraw that statement.
That is not a point of order. Interventions as points of order are not going to help matters. Many people want to speak in this debate, so I urge hon. Members to control themselves.
I actually said that some might say that they are—[Interruption.] I urge hon. Members to check Hansard, where they will find that I said that some might refer to it as pseudo-scientific evidence. Irrespective of the fact that some veterinary surgeons argue that the badger cull is justified, many other vets actually take a different and contrary view.

We are working on a DIVA test, but, as hon. Members pointed out, it will probably take eight to 10 years to get a licensed vaccine for cattle.
We are constantly refining cattle movement controls, which a number of Members have mentioned. In 2012, we introduced tough new controls on cattle movements and TB testing. In January this year, we significantly expanded the area of the country that is subject to annual testing and further tightened cattle movement controls, including the conditions that need to be met before TB breakdown herds can restock. Last month, we launched the risk-based trading scheme to encourage farmers to share details of the bovine-TB disease history of the cattle they sell, and to encourage buyers to act on that information. Less than two weeks ago, we went further.

I thank the hon. Member for Banff and Buchan (Dr Whiteford) for securing the debate, which is important to all parts of the UK, but particularly her constituents in Scotland, because as she says, she has a very rural constituency.
As hon. Members are aware, the Government have recently announced the allocation of €27.6 billion in funding from the common agricultural policy between England, Wales, Scotland and Northern Ireland for the period 2014 to 2020. The vast majority of those funds will come to the UK as direct payments under pillar one of the CAP. In total, between 2014 and 2020, the UK will receive €25.1 billion in the form of direct payments and €2.6 billion in funding for our rural development programmes under pillar two. Although these are significant sums, the UK will receive less CAP funding in the next seven-year EU budget than it did from the current EU budget. The fact that the UK will receive less funding from the CAP in the future is in line with the reduction in the EU budget that the Prime Minister secured at the February European Council. That position was overwhelmingly supported earlier this year by the House of Commons and will be to the benefit of all UK taxpayers.
The Minister says that there is a reduction in overall funding, but he does not address the fact that the convergence uplift was specifically due to the difference between Scotland and other parts of the EU. The money was given in the budget for a specific purpose. Should it not be used for that purpose?
I thank the hon. Gentleman for that intervention, but I am one minute and 50 seconds into my speech and I have another 12 or so minutes in which I might get to those issues.
Across the EU, most member states will see reductions in their CAP budget and receipts, and it is only appropriate that the UK shoulders its share of the cut. It is worth noting that we have done better than many other member states. With a shrinking pot of money, how we allocate the funds between Wales, England, Scotland and Northern Ireland was always going to be a difficult decision for the Government. In reaching that decision however, the Government consulted extensively with the devolved Administrations. We have had to be fair to all parts of the UK; I shall explain why I think we have been. Through a collaborative process, the Government decided on the most appropriate way to allocate the funds. There was an equal and proportionate reduction in funding to each Administration. That is fair.
I was going to move on to the uplift, which is the main topic of the debate. I have heard the views of hon. Members who say that the additional funds should have been made available to Scotland, but quite simply the UK’s direct payments will fall over the next seven years and there are no additional funds to allocate. Compared with 2013, the UK will receive around €500 million less in direct payments over 2014 to 2020. It is important to note that the convergence uplift does not mean that there is an additional pot of money to allocate. It simply slows the rate at which we have to make reductions for everyone across the UK. To give more funding to Scotland—or any one region, for that matter—would have required deeper cuts to the other parts of the UK.
I want to make progress; I will get to the point that I think the hon. Gentleman will address in a moment.
The point has also been made that Scotland has the lowest per-hectare payment in the UK and that, by virtue of that, Scotland should have received additional funding. There are a number of points to make about that argument. First, the so-called convergence uplift was calculated based on a UK average payment. Secondly, the lower per-hectare payment in Scotland is due to Scotland’s extensive moorland, which has yielded lower levels of production and, therefore, has historically attracted lower subsidy payments than other parts of the UK. Thirdly, it is important to note that Scotland still makes payments based on historic subsidies received by farm holdings in 2001, which means that those areas of land that had been most actively farmed, and generally still are most actively farmed, receive more money than the unfarmed moorlands.
Scotland’s low per-hectare payment also needs to be viewed alongside the fact that Scotland has the highest average per-farm payment in the UK, at about £26,000, compared with just £17,000 in England, £16,000 in Wales and £7,000 in Northern Ireland. I know that the hon. Member for Banff and Buchan said that she has no respect for that argument, but it is legitimate. Scotland has bigger farms, and the land there has historically been less intensively farmed. I think that the public will realise that if Scottish farmers are getting payments of almost £26,000 a year, they are getting far higher payments than the UK average, which is currently only about £16,000.
A number of other things must happen at about the same time as the review, not least, particularly in Scotland’s case, moving from the current approach, which is based on historical payments in reference to 2001, to an area-based approach. Scotland will have to think about that carefully in order to get it right. One would not necessarily want a single, flat rate for all land areas; there will be a difference between lowland rates and moorland or upland rates.
It will be a big exercise for Scotland to get the rates right for different types of landscape. Only after we have seen how the transition from historical payments to land area-based payments will work can we make decisions about it. There may also be legal issues about whether things can be changed before the next financial perspective, post 2020.
I know that Nigel Miller, the president of the NFUS, has made a strong case and wants us to consider the issue. The Secretary of State has already discussed it with him, and I am keen to discuss it with the NFUS when I go to Scotland, to ensure that we engage fully with the Scottish farming industry on this important issue. The review, concluding in 2017, will be an opportunity for us to consider domestic CAP allocations and reflect on wider developments across the EU and UK as a result of CAP implementation. We might also be able to see how the different approaches taken by various devolved Assemblies are working in practice.
Throughout the CAP negotiations, which have only just concluded, the UK fought hard to ensure that Scotland and the other home nations could deliver the CAP in a manner that suited their needs and those of their farming industries. The UK has used its size and influence to deliver a series of wins for Scotland and Scottish farmers, including securing greater regionalisation of the CAP, ensuring that the national reserve is flexible enough to provide continuing support to new farmers, clarifying that farmed heather is a form of permanent grassland and extending to 2016 the designation of areas of natural constraint, which are particularly numerous in Scotland. Finally, although the hon. Member for Banff and Buchan was sceptical about the value of this, we have also secured for Scotland the ability to increase the use of coupled payments—I know that there is a strong view in the Scottish industry that that is particularly important for beef production.
Now that we have negotiated all those outcomes for Scotland, it is up to the Scottish Government to decide how they want to proceed in implementing the CAP. The UK Government have ensured that Scotland and other devolved Administrations have the ability to implement the CAP as they see fit. I know that consultations are under way in all the constituent parts of the UK. The agreement that we secured includes significant flexibility for Scotland to direct funding to those parts of the rural economy and environment that it deems appropriate. With the budget settlement recently announced by the Government on the CAP across the UK, all the devolved Administrations now have the certainty they need to start making those important decisions.
The Minister has not addressed the point I raised earlier. He said that there was less money in the budget from Europe, which may be true, but the UK Government argued for a lower budget. The budget coming to the UK has been increased by the convergence uplift specifically because of the Scottish situation. That money was given because Scotland had a particular problem, and it is not coming to Scotland. Surely that is not right.
I think I did address that point. I made it clear that the calculation for the convergence uplift was UK-wide, not Scottish, that there are historical reasons why Scotland has had less and that Scottish farmers receive more on average per farm unit than farmers anywhere else in the UK. I do not accept that I did not address that point. We are taking a consistent approach by sticking with the historical approach, as we did on structural funds. We have achieved a lot for Scotland and other devolved parts of the UK, in terms of giving them flexibility to implement the CAP as they see fit.

Commons ChamberThere is a commitment at EU level that we must protect small-scale fishermen. I entirely agree with that, because there is a social dimension to the policy that must never be forgotten. Part of the trio of awfulness of the common fisheries policy is that we not only have fewer fish and fewer fishermen, but damaged coastal communities, right through to the land-based jobs of those who support those industries, so I absolutely agree. However, national and devolved Governments have a responsibility to manage fishing opportunities to ensure that we recognise the social dimension and do what we seek to do, which is to transfer unused quota in particular from certain sectors to the inshore fisheries sector. We accept that the inshore fisheries sector is engaged in sustainable management of our fisheries, so we want to see more of that, as well as enhanced social conditions in coastal communities.
Obviously the deal reached in Brussels is very encouraging indeed and is a major step forward in obtaining true reform of the CFP, but our fishing industry is contending with steep overheads for quota and fuel, and the market conditions in recent months have been challenging. Does the Minister believe that the agreement reached and how it will be implemented in the UK will make enough of a difference to ensure that fishermen are kept in business?
There are two sides to this. First, we are busy getting round the fleet in all parts of the United Kingdom and having discussions on the quayside about what this means for each vessel owner on each trip they make. An enormous amount of work has been done, but more needs to be done to satisfy that. Let me also take this opportunity to say that one of the most important things for fishermen in Scotland is to remain part of one of 29 voting members of the European Union. Those fishermen are best represented by a country the size of the United Kingdom, because we were able to have negotiations with other large fishing countries, which we would not be able to do if they were independent.
