The hon. Gentleman raises an important point about governance and independence. He should know that the proposed terms of reference for IGCs include requirements that providers go through open and transparent recruitment processes, and that members be appointed for fixed terms, with limited numbers of reappointments. The requirements are designed to avoid any possibility that IGC members have incentives not to challenge providers in order to remain in post.

We have record numbers of people in work, and the numbers are rising. Youth unemployment has fallen for six consecutive months. There are record rates of women in work and increasing numbers of people setting up in business. We are most definitely seeing a new enterprise generation.

I would indeed invite as many people as possible to go along to my hon. Friend’s job fair—her third one. She does so much to help her young people to get into work, and she works to support women into work, which must be acknowledged, particularly as we are now seeing record rates of women in work.

The last figures that covered people who were in work and in poverty were misrepresented by those who talked about them. In truth, those figures reflect what happened under the previous Government, when we saw an increase of 500,000 families who were in work and in poverty. That has been flat since the election. We are working on that to ensure that we get as many people out of poverty as possible. The reforms that we are changing and making to get people back to work, which the Minister of State, my right hon. Friend the Member for Wirral West (Esther McVey) has talked about, will have a huge impact on those who are in poverty now.

People are better off in work. Despite what Labour did, people have more chance now to change their circumstances and more likelihood of coming out of poverty. Let me remind the hon. Lady of one little fact. Labour spent £175 billion of taxpayers’ money on one benefit—chasing a child poverty target that it simply did not achieve. That was wasted money.

At the end of last week, there were 927 active vacancies and 1,493 active jobs in the Brentford and Isleworth constituency. The vacancies were largely in retail, travel, transportation and tourism. The jobcentre has also worked with Asda and Premier Inn to deliver work experience and sector-based work academy opportunities.

I do not believe that the hon. Gentleman was listening to what I said. Actually, the majority of overturns are the result of new information being supplied on appeal. To ensure that we get this right first time, there will be mandatory reconsiderations, just like under universal credit and the personal independence payment. That will also be the case for employment and support allowance from the end of October. That will provide a proper administrative route, rather than a judicial one involving extra costs, extra pain and extra stress. We are getting this right, which is something the previous Government never did.

In my hon. Friend’s area, 1,700 young people have had more than six months’ work as a consequence of the Work programme, and two of the three Work programme providers in her area have significantly exceeded their targets.

One of the best ways to create and nurture aspiration in our young people is to have better careers advice and guidance in schools and further education colleges. What discussions is my hon. Friend having with other Ministers on this, and is there more that we can do to encourage young people to set up their own businesses?

My hon. Friend raises an important point. I have regular discussions with ministerial colleagues, particularly the Under-Secretary of State for Skills, on careers guidance and advice. A further education college in my constituency is setting a good example by having an employment adviser in the college who talks to young people about the opportunities that can flow from the courses they are taking. That kind of innovation is really important if we are to ensure that young people make the best of their qualifications.

It is absolutely our intention to include for the first time people going through oral chemotherapy in the support group. The actual detail will be resolved in the review that is being carried out at the moment. We shall publish the outcome later in the summer. I stress again that this Government have broadened the range of cancer patients in the support group who receive long-term unconditional support until they are potentially able to make a return to work.

I have regular meetings with the Minister for Further Education, Skills and Lifelong Learning, my hon. Friend the Member for South Holland and The Deepings (Mr Hayes), at the Department for Business, Innovation and Skills to discuss provision for the unemployed. We believe that we have forged a closer partnership between the two Departments than has existed in the past. We want to ensure that all unemployed people who have a skills gap receive the support that they need in order to fill that gap and return to work.

Starting new businesses could generate real growth for the UK economy and create more jobs. I recently held a seminar in Hounslow on entrepreneurship for women to encourage them to accept the start-up challenge. What is my right hon. Friend doing to encourage jobseekers to become entrepreneurs, and to help them acquire the skills that will enable them to succeed?

I pay tribute to my hon. Friend for the work that she has done, not only in holding the seminar but in organising an extremely successful jobs fair to help her unemployed constituents to find work. I believe that, through the launch of the new enterprise allowance, we have created a mechanism that will allow unemployed women in particular, and also unemployed older workers, to move into self-employment. They have a wealth of experience to bring to it, and I hope that the allowance will create a bridge, supported by mentoring, to enable them to do so.

I congratulate the right hon. Gentleman on securing the debate. Its importance for me stems from the fact that the very first refuge in this country was created in my constituency. Does he agree that housing is an issue and that pressure needs to be put on councils to put women who are in a refuge, especially those with children, higher up the priority list for permanent housing? Temporary housing is not good enough. Bed and breakfast accommodation is not appropriate for children because they need some stability in their lives.

Housing is at the heart of everything that we are discussing and I welcome what the hon. Lady said. Perhaps this is an opportune moment to assess what is likely to happen, including in housing, post April 2013. Essentially, the key change is that housing benefit will be paid directly to the claimant through universal credit, which will adversely affect Women’s Aid.

I recognise the imposition of a system in which people are always better off in work than they are on benefits. However, the so-called simplification of merging income-related jobseeker’s allowance, housing benefit, child tax credit, working tax credit, income support and income-related employment support allowance into a single universal payment is not without problems. Although it may be desirable on paper, it will undoubtedly bring with it chaos for individuals and other charitable organisations.

Please be assured that the proposed changes would have a serious detrimental effect on Women’s Aid centres throughout the United Kingdom, and certainly in my constituency.

I congratulate the right hon. Member for Coatbridge, Chryston and Bellshill (Mr Clarke) on securing this debate on an incredibly important part of so many women’s lives. The right hon. Gentleman has already identified statistics that show us how important the subject is. He mentioned that one in four women will experience domestic abuse in their lifetime and that two women are murdered each week. That has been consistent over the past decade and not enough has been done about it. It is important, if I may say so, that a man—a gentleman—has raised this issue today. The more that men speak about the issue, the more that it is seen as important.

The physical, mental and financial abuse suffered has already been mentioned. I stress the importance of those three aspects. There is still a lack of understanding that domestic abuse can incorporate all three aspects. Physical abuse is easy to see, but mental abuse is not. People are less likely to understand it and therefore women are less willing to come forward and report it. The financial side that was mentioned earlier is about control. It often starts with financial control, which leads to other things.

I absolutely agree with the hon. Lady’s analysis. Does she agree, therefore, that we ought to be alarmed that one of the features of the universal credit is that it will be paid to one member of a couple? That may increasingly mean that women in abusive relationships will not have independent income, which will increase the possibility of financial abuse.

I think universal credit will help women in domestic abuse situations, and I am sure the Minister will address that issue in her reply. It is important to give women who are in such situations the support that they need and also emergency funds at the time they need them.

Does my hon. Friend agree that one of the benefits of universal credit, which I am sure we will hear more about, is that child benefit—as we know, it will be paid only to lower earners—will still be paid directly to women? That is important for protecting women’s financial situation. It is not going to be rolled up in universal credit.

I agree. That will make a difference to women in such situations.

In my constituency, domestic abuse and violence is at the top of the police agenda in west London. The police take it very seriously. The matter was brought home to me when I was out campaigning on the streets one day, as many of us do as Members of Parliament, and a 16-year-old boy asked me what I was doing. I explained and asked him, “What is the most important issue around here?” He looked me straight in the eye and said, “Domestic violence.” I was really moved by that. Perhaps some of the work that has been done on prevention and in schools is beginning to make an impact now and young people are beginning to understand that it is an important issue. I have visited refuges in my constituency. They are a haven for women who need them at their lowest point in life and at their time of need.

I raised the issue of housing earlier, because it is one of the important factors for allowing a woman to rebuild her life following an abusive situation. Hestia, an organisation in London, put together a report that I launched on international women’s day last week. The report made some good recommendations on housing, such as having someone at the council who is trained in and understands domestic abuse issues, so that they can make the right decisions. An important aspect is the link to temporary housing, which came home to me when a woman visited my weekly surgery one day. She has a seven-year-old child and for 18 months has been in one of the refuges in my constituency. She is currently on band C on the housing register, which in London probably means a wait of six or seven years to get proper housing.

I started a campaign to persuade Hounslow council—my council—to try to move victims of domestic abuse up the priority list. Avoiding temporary housing or bed and breakfast accommodation would really make a massive difference to the lives of women and their children, because temporary housing, unlike permanent housing, means more instability.

I totally agree with the hon. Lady. She will know that it is often necessary for women to move a long way from the family home and potentially to another local authority. Does she agree that local authorities receiving women who are fleeing abuse from a different part of the country should treat them with the same priority on the housing list? That is often not the case at the moment. I have a case in my constituency. A constituent wanted to be moved to the other side of Manchester—to a different local authority—but it simply was not willing to give her the same priority.

I completely agree; the hon. Lady is absolutely right. Women usually have to go far away from where they initially lived to ensure their safety, so they need councils to recognise that and give them priority. Even if councils initially gave priority to women with children, it would be a start. Then I would like to widen it to all women—all people—who are in refuges. It would make a tremendous difference and enable them to rebuild their lives. They have been through horrific circumstances and we have a duty of care and humanity to them. We should be able to say, “We will help you to create a fresh new start that is positive and could make a real difference to you and your children.”

I am pleased to see some of the work that has been done on rape crisis centres. We have opened additional centres in London. That will help to make a difference. I want to ask the Minister about work on preventive measures and early intervention, Some great work has been done on early intervention, including teaching young people about the importance of healthy relationships and respecting the right to say no. Preventive work is also being done with women at high risk. We have a sort of payment by results approach. Is there more that we can do to support the organisations that are doing great preventive work in that area and in schools?

I congratulate the Government on the call to end violence against women. The paper came out last year. I congratulate the right hon. Member for Coatbridge, Chryston and Bellshill on the positiveness of this debate. On such issues it makes me feel that we can work together to find solutions that will make a real difference. We can work across the House to find a solution that will make a long-term difference to many women who, unfortunately, go through horrific circumstances.

The structural deficit was 0.4%. Throughout the past decade, we were spending money, but I must say, as a Minister in that Government, we were greeted with calls from the then Opposition not to spend less but to spend more on just about every occasion. They cannot have it both ways.

What worries me is that as we look forward, we face a number of pressures that are a threat to sustained recovery in this country. We, along with most other European countries, are following a deflationary policy and we are doing it together. This is not like Canada or Sweden 10 years ago, who reduced their deficit on the back of rapidly expanding neighbouring economies. That will have an effect. America, sooner or later, will have to deal with its very large debt problem that has been overhanging that country since the Bush years. That is not a recent phenomenon but it will have to be dealt with and it will have a knock-on effect on the rest of the world’s economies.

On inflation, for 10 years we in the west have lived off cheap goods coming from the far east. Now what is happening, as one would expect, is that those economies are growing and there are inflationary pressures. Commodity prices are increasing and wages are starting to go up, so those days are finished for us. It worries me that we are likely to face deflation as a result of Government policy with inflation as well. All that will result in lower growth, which is exactly what the Office for Budget Responsibility has said.

Does the right hon. Gentleman agree that many measures in the Budget will stimulate growth in future?

I think there are many measures in the Budget, such as the reduction in corporation tax, the reform of planning law—if the Government can see that through their Back Benchers and councillors—and some others that will be helpful, but the thing that drives whether companies set up, take on more people or put in more investment is whether they can sell their goods and services. For as long as companies doubt that that is the case, we are going to have this problem with lack of confidence and we simply will not get the levels of growth that we expect.

That is why the story of this Budget was in many ways what the OBR—now independent of Government, which is a good thing—had to say. For the third time in 10 months it has downrated the growth that it expects in this country over the next couple of years and that should worry us. Yes, it picks up after that, but I suspect that is a function of the model that the OBR adopts: if growth is depressed in the short term, it is automatically assumed that growth comes back. However, I cannot see any evidence of where that growth is going to come from, either in the world economy or in Europe, especially if the eurozone insists on following what I regard as punitive policies towards those peripheral countries that are getting into trouble—visiting on Greece and Ireland conditions that I do not think they will be able to meet. Sooner or later, they will have to renegotiate or default, and the eurozone countries—principally Germany, which is the main driver of what is happening in the eurozone—will have to rethink the policies they are currently adopting. Otherwise, there will be a risk not only that Europe will fail to grow but that parts of it will go back into recession. That would be an absolute tragedy for the people living there and would also be extremely bad for us.

I have mentioned the uncertainties in the United States, but here at home we still have problems with the banks and their inability to lend. I recognise all the difficulties in that regard. I endured much criticism from the parties now in government when I was in charge of these things, but interestingly they have come up against exactly the same problems that I did, which is why their attempts to make the banks lend have had exactly the same reception as mine did. Next month, we will have the Vickers report into the future of banking but there is a risk that if we spend a long time discussing these matters and there is a lot of uncertainty about what should happen with the banks, that uncertainty will lead to lending being depressed. I hope there will be a full debate on the Vickers inquiry after the Easter recess, but I hope also that the Government will move to a conclusion one way or another in reasonable time. There is still uncertainty about banking regulation, particularly in Europe, and I regard the stress tests now being put in place as wholly inadequate and repeating the same mistakes that were made last summer. It is high time that we got to grips with this problem, which has not yet been resolved.

On the financial services sector, there is a lot of talk about rebalancing our economy and I am in favour of that, but we need to make sure that we build up other sectors of the economy and that we do not end up inadvertently running down one sector, which happens to employ more than 1 million people in this country.

Finally, it is important to recognise that in 2008 and 2009 international co-operation managed to prevent our collapsing into the abyss. There is a limit to what can be done through international agreements but they do matter when we are dealing with currency imbalances, trade talks, energy and so on. I hope that the Government will re-engage in that regard and will recognise that the policy they are currently pursuing within the United Kingdom runs the risk of derailing the recovery, meaning a long, slow recovery that will not bring the growth and jobs we need.

Thank you, Madam Deputy Speaker, for allowing me the opportunity to speak in this Budget debate, which affects each and every household in the country. The Budget presented last week was unique in post-war British history because the country has never found itself in more difficult times and the level of borrowing is at an all-time high in modern memory. We needed to face that challenge. Real politicians do not come into politics to be popular—they come to do what they believe is right. Politicians need do what is right for the country and that is why the Government have taken some very difficult spending decisions. We need only look at Portugal, which has singularly failed to implement a credible plan to deal with its budget deficit, to see why we need to continue with our plan to get our country back on track. We need to continue to deal with the deficit while also ensuring that the conditions for economic growth are in place and I commend the Chancellor on a job well done in achieving the balancing act referred to by the Institute for Fiscal Studies.

The Budget is first about promoting business growth, as we have heard already, secondly about helping households and families and thirdly about dealing with the tough issues that need to be addressed. First, on business growth, one aspect that stood out in the Budget was the measures to encourage business growth. The Prime Minister recently spoke of his desire to implement the

“most pro-business, pro-growth, pro-jobs agenda ever unleashed by a government”

and I believe that the Government will achieve that.

How will we rebuild our economy? The new, low rates of corporation tax will help our home-grown businesses and will encourage new investment from overseas companies. Other measures include the entrepreneur’s tax relief and new finance available for small and medium sized firms, the simplification of the tax system, the removal of red tape and unnecessary bureaucracy, the extension of the small business rate relief holiday and the increased funding for work placements and apprenticeships, which will encourage investment and trade, as my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe) has said. There is also the support for science and technology that my hon. Friend the Member for Warrington South (David Mowat) mentioned. Those measures and others will help to stimulate business growth.

The reaction to the Budget from business has been favourable. The CBI’s director general John Cridland has said:

“This budget will help businesses grow and create jobs. The chancellor has made clear the UK is open for business.”

I have been speaking to businesses in my constituency to get their views on the Budget and how it will impact on them. Frank Wingate, the chief executive of West London Business said that his company

“welcomes the measures aimed at stimulating business growth—particularly lower corporation tax, enterprise zones, fuel price caps, reduced red tape and simplified planning processes. They will all help.”

Mike Freely, the managing director of design firm Octink, who recently met the Prime Minister to discuss how the Government could help small and medium-sized enterprises, said:

“There is a lot in the Budget for Small and Medium Enterprises like ours and a feel good factor that should inspire more confidence throughout our sector”.

The Budget has a lot to offer businesses both large and small. My constituency is full of successful and aspiring entrepreneurs and I hope that some of the measures in the Budget will encourage new business start-ups and continued expansion and investment. I am particularly interested in encouraging women who would like to start their own business, because a recent Federation of Small Businesses report has suggested that women could contribute far more to the UK economy if they started up more businesses. If we had the same level of entrepreneurship among our women as there is in the US, there would be 600,000 extra female-owned businesses contributing an additional £42 billion to the economy. We also need to get more women on boards. I refer hon. Members to the recommendations in Lord Davies’ report that FTSE 100 companies should have 25%-female boards and that companies should publish and disclose the number of women at all levels in their organisation. I believe that that would help to create growth, improve performance and make use of the great skills that are available to us in this country.

Secondly, the Budget will help households and families. The oil price, the scrapping of the fuel duty escalator and the cutting of duty have already been mentioned. I am also delighted that the Chancellor has announced the next step in increasing the personal tax allowance, as was mentioned earlier. Also, the announcement of £250 million to help first-time buyers will directly benefit many young people and will help on to the property ladder people who would not otherwise have been able to get on it.

Thirdly, the Budget is about dealing with tough issues. The Government have proved that they are not afraid to deal with difficult issues and the Chancellor has shown that he is willing to be resolute in fighting the deficit.

In conclusion, the Budget is one for business growth, helping households and families and continuing to face up to and deal with tough issues. We have a job to do and we are getting on with it. This country of ours has a genius for invention, industry and trade. There are great and powerful forces awaiting liberation in our economy—the forces of commercial creativity and innovation. Entrepreneurs just need to have their hands untied so that they can create wealth for this country. The Budget supports aspiration, will help many people to achieve great things for themselves and will create a stronger, sustainable and stable economy—a better future for us all. I commend the Budget to the House.

I thank the hon. Member for Aberdeen South (Miss Begg) for starting our debate today. She has talked about retiring, and my hon. Friend the Member for North East Hertfordshire (Mr Heald) has mentioned the contribution that she has made on the Select Committee—a contribution that I heartily admire. I hope that she does not mind my saying that I hope that she does not need to retire, because across the country she is a role model for and an inspiration to disabled people. If, however, she does feel the need, I am sure that I could find an excellent Conservative candidate in Aberdeen to fill her spot. The Conservatives do, of course, need more Members of Parliament from Scotland.

I welcome the proposals in the comprehensive spending review for the Department for Work and Pensions and, in particular, I welcome the Secretary of State’s radical and strategic look at the support that is given to 20 million customers, including those who receive benefits and state pensions, those who need help to get work, and disabled and older people. The CSR is courageous in what it has presented, and it is transformational because it is about giving people who can work a way to transform their lives, build their confidence, feel worth while and contribute to their family and to society as a whole. It is about giving them hope for the future, because the reality is stark. After I deal with this point, I shall move on to a more positive note. Britain today has 5 million people claiming out-of-work benefits, one in five households entirely dependent on benefits, with no one working, and nearly 1 million people who have never worked. We cannot leave people to languish on benefits with no opportunities to change their lives for the better, and I believe that all of us in this House, no matter which side we are on, are trying to change lives for the better.

The hon. Member for Aberdeen South talked about the gap between rich and poor, and I sometimes feel frustrated by how we approach that. We have to help the people at the lower end of the spectrum to get back into work, and to support the people who cannot work. However, it is not about penalising people who have achieved something in life. There is something about the British culture that means that when we talk about people who have achieved something we have to try to find fault. To anyone who has gone out there, worked hard, tried to find work and achieved something for themselves and their family, I say, “Well done,” and I hope that everyone else does too.

I would particularly like to focus on the issue of getting people back to work and on how the Work programme can support that. There is no doubt that we need to improve the way in which we help people get back into work. According to International Labour Organisation figures, we have nearly 2.5 million people unemployed, which is 7.7% of the economically active population. That is below the G7 unemployment rate of 8.3%, but some of those 2.5 million people are not contributing economically to our society and are being held back from reaching their full potential. In a YouGov poll in July this year, 43% of people who had visited a jobcentre in the previous 12 months said that they were treated as a statistic, with no focus on their individual needs. That figure rises to 59% for those in the 55-plus category, and that is something that we must change.

In my constituency of Brentford and Isleworth in west London, the latest figures from September showed that 2,315 people were claiming jobseeker’s allowance. That figure was down 10% on the previous year’s, but the number of people who have been claiming jobseeker’s allowance for more than a year had increased by 47%. Being out of work long term is damaging for all concerned. It is damaging for the taxpayer, because we lose out on the potential economic contribution of that individual and, more importantly, it is damaging for that individual themselves because of what it does to them and to their families.

Some 60% of people claiming jobseeker’s allowance in my constituency are aged between 25 and 49, and it is that age group that particularly needs help to get back into work. Currently, there is a confusing array of programmes out there. People who have been claiming jobseeker’s allowance for 12 months must take part in the flexible new deal, which is delivered through Jobcentre Plus by private providers. Some people who do not receive a job through the FND will possibly move back on to jobseeker’s allowance. Recent figures provided by the Department for Work and Pensions show that since the scheme was implemented in 2001, more than 500,000 of the 2.7 million people leaving the scheme have returned to jobseeker’s allowance. We need to simplify things, to improve the accountability and to focus on results, and I really believe that the Work programme can do that.

The Work programme is one of the biggest employment and back-to-work programmes in the world, and will offer targeted, personalised help for people who need it most, sooner rather than later. The programme will be delivered by experienced organisations in the private and voluntary sectors, which will be given the freedom to design the right programmes for claimants. However, those organisations will be paid by results, and the Government will pay them only when they get welfare claimants back into work, and keep them there. Are there people out there who can deliver that? I believe that the answer is yes, and I want to give a couple of examples of how things are currently working, and can work in the future.

The first example is Reed in Partnership, which I recently visited in Hounslow. The organisation states that it seeks to

“break down barriers to work by giving people the confidence, skills, and experience they need to find lasting employment; using the most creative and innovative methods in our sector.”

Since 1998, Reed in Partnership has helped 100,000 people move from welfare into employment, and has focused not only on building the skills and confidence of individuals to get back into work, but also on building partnerships with local businesses that offer the work opportunities. The organisation has many strong partnerships across the business sector. The view of the chief executive, Chris Melvin, is that the

“development of a single, integrated Work Programme represents a dramatic shift in policy and an opportunity for everyone working in the employment and skills sector.”

I met the Hounslow branch manager, Shirley Allen, who talked to me about the organisation’s work with people on health-related benefits, and about some of the opportunities it sees for the future. I also talked to some of the individuals who were going though its programme and who really did want to find work. They felt that organisations such as Reed were helping them to build their confidence so that they could go out there and change their lives for the better.

The second example is in the voluntary sector. I recently met an organisation called Helxx5, which is committed to building a mechanism that brings together business and the community for the benefit of all. The Bridge UK is the charitable arm of Helxx5, and that is the part of the organisation that I visited. The Bridge UK has so far focused on using a cross-section of unemployed people to renovate disused buildings and transform them into a multi-media hub that will bring business to the area. It has employed locally, in Brentford, some 100 unemployed people, who have cleared yards and decorated buildings, learning a whole host of skills along the way. Some of those people come from second and third-generation benefit households. It was pretty hard initially to persuade some of them that there was a good reason to get out of bed in the morning, but The Bridge UK has done that successfully, and real results are being achieved.

The ultimate goal for The Bridge UK is to continue to work with unemployed people from Jobcentre Plus, taking them through training modules with a view to them finding a way to stabilise their life, and providing the skills base that will allow them to secure future work. In effect, it is helping people to cross the bridge from welfare dependency to future employability. What makes this work are the leaders of the organisations—in this case Cain Gerrod. He brings knowledge of coaching, business experience and local contacts, and his former tough-guy ex-Chicago life probably enables him to communicate with the individuals in the programme. When I visited it last week, I found a group with energy and creativity in abundance. Its approach works and, in my view, totally fits with what we are looking for as a successful part of the Work programme. I also visited National Grid’s programme with offenders in prisons. It works with more than 100 organisations and businesses to create opportunities for offenders and support them to find work. It gets them into work, then supports and mentors them for two years.

The common theme running through the coalition Government’s proposals is that they cannot do all this on their own. Getting people back to work is an example of that; we need businesses, charities, the Government, neighbourhoods, families and individuals all to play a part in helping people to get back to work.

There are two areas that I would like to mention: work experience and mentoring. Gaining employment in this country is dependent on having experience, which many people who have been unemployed for some time do not necessarily have. Without experience, they cannot get a job and, without a job, they cannot get experience. We need to break that cycle by persuading more companies to give people work experience.

The hon. Lady is right about the importance of workplace experience. Employers look for it, and it is important in giving confidence to individuals in applying for jobs. Therefore, is it not regrettable that the future jobs fund, which gave people a sensible amount of work experience—a minimum of six months—and, crucially, paid them a wage, which is one of the most important features of feeling that it is a genuine work experience, has been abandoned by the coalition Government?

We need to find people sustainable, long-term employment that they can do in future and will support them. We can work with businesses in our local areas. I will be encouraging all the businesses in my constituency to give more people the work experience that will help them to gain future employment. All Members can do that in their constituencies.

Does the hon. Lady accept that the future jobs fund has been successful in placing young people in permanent work? Only last week, I spoke to several employers and young people in my constituency, and due to being on placements through the future jobs fund, those young people now have permanent work.

There will be examples of people gaining experience and managing to find work, but the problem is that there have been so many different schemes, not one coherent strategic approach to getting those people into long-term and sustainable work. People have not had the individual support to make that happen, which the Work programme will allow.

Work experience is a win-win situation for all concerned; the company gets support from individuals for their business and the individuals gain vital work skills. One barrier that has stood in the way of that in the past is that people feared losing their jobseeker’s allowance if they undertook any volunteering work. I received a letter from a constituent on that. I am pleased that that issue has been addressed and that unemployed people are now encouraged to take on work experience voluntarily, without fear of losing their jobseeker’s allowance—as long as they are still actively available for and seeking employment at the same time. Therefore, a part-time work experience assignment will not prevent them from continuing to claim benefits in the short term, but may, I hope, help them not claim them in the longer term by finding suitable long-term work.

As MPs, we can all persuade businesses and individuals in our communities to create and develop mentoring schemes to support those people who have been long-term unemployed to get back into work. I hope that we can create something good and sustainable with a mentoring scheme in my constituency.

In summary, I believe that the Government have taken bold and radical steps in addressing welfare reforms that were long overdue. We will replace a confusing array of support programmes with the Work programme, which will provide personalised support to get people back to work. The priority will be to ensure that the Work programme is delivered in a way that encourages the active involvement of strategic companies and third sector organisations, without introducing red tape and bureaucracy. Beyond the Work programme, we can encourage the building of vital skills by providing more opportunities for people to volunteer in workplaces to gain vital experience to get back into work. I look forward to working with businesses in my constituency to do just that, and to get more people from welfare into work, so that we change their lives for the better and they can go on to create a strong and sustainable future for themselves and their families.

I, too, welcome you to your new role, Mr Deputy Speaker, and thank you for coming to speak to me prior to your election.

I am grateful for the opportunity to make my maiden speech today in this historic Chamber in a debate on poverty, a subject about which I feel strongly. I listened with interest to the comments of my hon. Friend the Member for Calder Valley (Craig Whittaker) as he spoke with real passion about his constituency and about poverty.

Most importantly, I thank the people of Brentford and Isleworth constituency for giving me the privilege of representing them. I follow in the footsteps of distinguished politicians including Sir Harold Paton Mitchell, Lord Hayhoe and Nirj Deva. I should today like to acknowledge the work of my recent predecessor Ann Keen, who served Brentford and Isleworth for the past 13 years. She was a well-known MP, had the support of many constituents and was well regarded for her experience in health care. I am also very grateful to the many people who helped me along the way since I first stood for Parliament in 1997. Many who have helped me over the years are in the Chamber today, and I thank them for their support and guidance during my long journey to make it here.

I was delighted to be selected for the constituency of Brentford and Isleworth, because London is not only my birthplace—just across the river at St Thomas’s hospital—but has been my home for the past 20 years. It is a creative, successful, diverse and stimulating place. It is, and will remain, a city of opportunity and dreams.

My constituency is just up-river from Westminster, in a beautiful part of west London. It starts at Chiswick and continues north of the river to Hounslow, winding through the historic towns of Brentford, Isleworth, Osterley and Syon. The constituency is an important crossroads for London, as it is where the River Brent meets the River Thames and where the Great West road meets the North and South circular roads. In ancient history, it was the meeting place for ancient British tribes, and it was where Caesar forded the river on his approach to London. We have more green parks than anywhere else in London, and we are also fortunate enough to have five heritage houses in the constituency.

The area is famous for its football and its nylons, its broadcasters and businesses, its brewers and the Brompton folding bicycle, its impresarios and inventors. Lubricated by some decades of Fuller’s brewing, we are the silicon valley of west London with some of the most prestigious high-tech, media and pharmaceutical companies, such as GlaxoSmithKline, which is now prospering on Brentford’s golden mile. I hope that the area, which was the motor of the new prosperity in the 1930s with Hoover and Gillette, will power the new economic era that this Government are eager to create.

The constituency has been home to many notable residents over the years, including the famous artists William Hogarth, Turner, Pope, Yeats and Vincent van Gogh. It is also home to Brentford football club, which is rightly proud of its ninth place in its first season in league one, although it is naturally aiming for the premier league. I am ever the optimist. The club has recently been awarded the prestigious community mark by Business in the Community—the first English football league club to be recognised with that award for its outstanding work in the community.

Multicultural and cosmopolitan, the Brentford and Isleworth constituency is a harmonious cohesion of communities and an example to the rest of the country. I am proud to represent such a diverse and historic constituency. It is a place that demonstrates what London is all about and has a history almost as exciting as its future. It is a unique and vibrant place that people travel to and through, and preserving the balance of those two groups is vital. I am delighted that both the Prime Minister and the Mayor of London have supported the campaign against the third runway, and have already delivered on that election promise. Quality of life is something that should be above politics. I hope that all my election promises will be as easy and quick to implement.

At the election, my constituents voted for change, and this Parliament represents the biggest change in Members for many years. It is a new Parliament in more ways than one. It must adapt to changing times and adopt different methods. If it is new politics, it must also be genuine change. Let us be the change that we want to see in the world.

I am sure that most hon. Members would agree that we need to rebuild trust in politicians. To do this, this place needs to be representative of the communities it serves. In one important respect, this House has further to go. Women remain a minority in this place, but are a majority in the country. That cannot and should not be the case. For many years I have been, and will continue to be, an advocate of encouraging more women into politics, irrespective of their views. Imagine how different the world would have been if another woman, in another London seat and in another time, had decided that the odds were insurmountable. Small in number we may still be in this House, but there is an old saying in business—“If you want a job done well, give it to a busy woman.”

Our task in this House is not only to rebuild people’s trust in politics but to rebuild the economy. We face many and significant challenges as we attempt to tackle the national debt and set our country firmly on the journey to recovery and prosperity that we all want. We must do that if we want to address poverty. We now have a coalition Government to lead us through these difficult times. I hope that all hon. Members will do everything in their power to put country before party and work together to find the right solutions. These are the things that not only unite us as politicians, but as people. I wholly endorse the coalition and the work that needs to be done together for the sake of the nation, but I will also never forget that I was elected as a Conservative. I will stay true to the principles and values that I hold dear and that I know will help this House in bringing about the changes that are needed in the years ahead. We cannot be less than what we are.

As a coalition, we may have to make decisions that are unpopular, but the measure of a politician is not popularity, but the great and good causes they fight for. At the heart of why hon. Members are here in this Chamber today is a vision of a different world—a world in which children can aspire and succeed whatever their background may be; where those who are ill or infirm are supported, helped and cared for; and a world in which people have aspirations to be the best and can achieve their goals and dreams. It is a world with compassion for those in real need. That is what I want to bring to this great country of ours, and I will spend every moment on these Benches seeking to deliver it, locally and nationally.

Our debate on poverty today addresses these issues. First, I wish to say a quick word about international poverty. As a former ambassador for ActionAid, I believe that whatever economic difficulties we face nationally, we must not neglect our responsibilities as a civilised nation to act to reduce world poverty. Hunger kills 3.5 million children every year—one every 10 seconds—and we must do all we can to end it.

Even closer to home, we have issues of poverty to tackle, and that is even more important now than ever before. I see that in areas across my constituency. Currently, 2.9 million children are living in poverty in this country, which prevents them from having the fair start in life that all children deserve. We will work to change this. I agree with the Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) that our first task is to ensure that we give children the best education possible and give them the skills that will make a real difference to their lives. After that, it is about cutting the deficit and creating jobs for the future, so that we can create a strong and stable future for us all.

Finally, we will face many challenges in the lifetime of this Parliament, and we must do so with the courage and energy of the new intake, allied to the wisdom and experience of experienced Members. As the new MP for Brentford and Isleworth, I will take on those challenges with enthusiasm, commitment and determination, and I will stand up for what I believe in and work hard to make a real difference to those in most need. Working together, we can achieve so much more and deliver real change for our country.
