Commons ChamberAs I say, we accept the finding of maladministration. On the difference earlier communications would have made, particularly to those who knew the least about the increase in their state pension age, all the survey evidence in the round suggests that a majority of women knew the state pension age was increasing. The hon. Lady minimises the up to £10 billion that it would cost for a compensation scheme. I do not want to be excessively partisan today, but it is the easiest thing to come here every day to call for billions for this and billions for that and then oppose all the revenue-raising measures that have to be put through in any Budget. This is not a situation where we should do that and simply add to that pattern. It is a substantial amount of money. If we were to go down that road, we would end up compensating a significant number of women who knew that their state pension age was increasing and to whom no injustice has been done.
The Secretary of State said that the evidence shows that the vast majority of 1950s-born women already knew that the state pension age was increasing. I, like my hon. Friend the Member for Blaydon and Consett (Liz Twist), am also a 1950s-born woman. Does the Secretary of State honestly think there would have been such a massive campaign over all these years by WASPI women and their supporters if they believed that that was true and that they knew about their pensions? With particular reference to the 1954 women who were treated so unjustly by the coalition Government, surely the Secretary of State believes that they deserve compensation for the terrible shock they received back in 2011.
A decision document relating to the evidence that I have considered has been placed in the Library of the House, which sets all that out together with various surveys, all of which are in the public domain and which were considered in the course of my reaching the decision. I think the campaign is understandable because of the steep acceleration that was legislated for by the coalition Government. We opposed that at the time. The lesson for the future is to give good notice and predictability about rises in the state pension age. That is at the heart of the action plan that we are working on with the ombudsman.

Commons ChamberThis is my first but I suspect not my last exchange with the hon. Member. I have not seen a specific breakdown of this figure for Northern Ireland, but I can tell him that we take relations with Northern Ireland extremely seriously. That is why the Prime Minister went to Northern Ireland, as well as Scotland and Wales, on the weekend after the general election.
Yesterday, I met the civil service unions together with the new Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Queen’s Park and Maida Vale (Georgia Gould). We had a very positive discussion covering a whole range of issues. I made it clear that the days of Government Ministers waging culture wars against civil servants are over. Instead, we want a civil service that is motivated, valued and helps the Government to deliver their priorities. On the specific issue of pay, the Government will have more to say on civil service pay before the summer recess.
In 14 years, the Tory Government did nothing to tackle the ludicrous situation whereby there are over 200 pay bargaining units for civil servants across all Government Departments and agencies, a highly time-consuming and inefficient process that generates unfair pay disparities between people doing near-identical jobs in different Government offices. Will the Minister take this opportunity to look again at whether pay bargaining can be consolidated across the civil service, and will he agree to meet the Public and Commercial Services Union to discuss the advantages of such reforms?
We do value civil servants, and of course we want all public servants to be properly and fairly rewarded. As with any public expenditure, what is spent on pay has to be balanced against other priorities and fair to taxpayers as a whole. On meeting the PCS, yesterday, I met the general secretary of the PCS, as well as other civil service unions. I hope for a fruitful dialogue with them. Departments do have flexibility on pay. They can direct pay towards the needs of their own workforces. As I have said, we will have more to say about civil service pay before the summer recess.
