It may be fair or unfair, but for the last 50 years—probably more—fishing communities around the UK have lacked confidence that successive Governments would be robust enough in defending their interests. While I understand that my right hon. Friend does not want to escalate the present situation, will he give an assurance that we will be extremely robust in defending the interests of fishing communities around the UK?
My hon. Friend raises an important point. However, it is also important to point out that, over the last 50 years, no UK Government have had the legal right to defend their interests in fisheries properly, since the common fisheries policy meant that the policy area was ceded to the European Union. The UK Government believe passionately in our fishing industry, which is one of the great opportunities that we have from leaving the European Union, and that is why we will support our fishermen during this difficult time.

Commons ChamberThe Church of England is strongly encouraging churches to support both in-person and online communal worship, and training has been given to thousands of clergy to enable this. It is up to local churches to decide how best to do this.
I thank my hon. Friend for his reply. It is welcome that the Church is encouraging this both online and in-person. For those housebound, who perhaps in the past have only received home communion, to be able to participate more is very welcome, but nothing can actually replace the fellowship of being a part of a real-life congregation. Can he give an absolute assurance that no barriers will be put in the way of achieving that?
I could not agree with my hon. Friend more, and I can give him a complete assurance that the Church of England fully recognises the importance that so many people attach to worshipping communally together in church. At the same time, we are very keen not to lose those who join us online, and we hope we will be able to get to know many of our new online attendees as soon as possible in due course.

Commons ChamberThe Church believes that it is possible to end conversion therapy without outlawing prayer and private conversations with clergy and Church members that an individual has requested. The Church has not requested an opt-out from the proposed law and will look carefully at the detail when the legislation is published.
The Church has been using all sorts of virtual and digital ways to worship in a highly effective manner, and that will need to continue as we open up again. The Church has reached many more people as a result.
While I acknowledge the challenges that churches have faced in organising services of public worship, I am somewhat disappointed with the many weeks that some parishes have gone without services. What concerns me is that, if the Church quite reasonably uses more online resources in coming years, it should not use that to reduce the number of clergy, who have a much wider role in our communities than providing services. Can my hon. Friend assure me that this will not be used an excuse for reducing clergy numbers?
Increasing numbers of churches are now open again across the country, and while online services will no doubt continue, they are not seen as a substitute for meeting in person. Clergy have played an essential role during the pandemic, and I thank them warmly for everything they have done. My hon. Friend will be reassured to know that the Archbishop of York told the General Synod in February that the Church needs more priests, not less, and a parish system “revitalised” for its future mission to the nation, building on the work that the Church has done so well to tell the good news of Jesus and to meet need during the pandemic.

Commons ChamberA common feature of annual fisheries negotiations, which will continue, is what are called the annual exchanges, where a swapping arrangement takes place Government to Government. We are very aware of the swaps that took place from producer organisation to producer organisation in the past. We have all that data. We are working with the industry to ensure that we get it access to the quotas that it actually fishes.
Other Members, including my hon. Friend the Member for Great Grimsby (Lia Nici), have raised the issue of the £100 million fund. When we are talking about infrastructure projects, £100 million is very limited. Can my right hon. Friend give an assurance that he will press the Treasury hard for further funding, and that there can be some cross-working with the other funds that are available for coastal communities and regional funding?
Obviously we all know that, on every front, people would always like more money, but we also recognise that the Treasury has to balance the finances as best it can in these difficult situations. It is £100 million of new money, and it is in addition to the money that we have already made available to every part of the UK to replace the legacy European maritime and fisheries fund.

Commons ChamberI thank the hon. Member for Luton North (Sarah Owen) for her comments. She is very passionate, and it is fantastic to know that landlocked Luton is as passionate about fishing as we are in Great Grimsby.
I am very happy to be contributing to today’s debate because, as most hon. Members will know, Grimsby has a long and important historic and current link to fishing. It is a real pleasure to be able to speak here on behalf of the people of Grimsby. I believe that it is because of fishing that over 70% of people in Grimsby voted to leave the EU and, importantly, that historic numbers felt able to support this Government at the last election, to make sure that we leave the EU and get back our fishing waters. When I am out and about in Grimsby, the most commonly asked question I get is: “When are we going to get our fishing waters back, and are we going to get them back?” I say to my constituents: “Yes, absolutely.”
Grimsby’s association with the fishing industry goes back centuries, but the modern industry started in the 1800s. By 1900, 10% of all the fish eaten in the UK was landed in Grimsby. In the 1950s, Great Grimsby was the UK’s and the world’s premier port. What fishing brought to Grimsby was wealth, investment into the docks and a direct train link to London. That was the power of the fishing industry to us. Unfortunately, that industry has been taken away from us, first because of the cod wars with Iceland, which rendered us unable to fish in Icelandic waters, because Iceland wanted to be a sovereign fishing state, and secondly because of the impact of the common fisheries policy, which gave foreign trawlers more and more power to plunder our fishing waters.
My hon. Friend and I have met our local fishing representatives on a number of occasions. The point that comes over time and time again is the lack of fairness in the present arrangements. The other point that I think needs emphasising is that the EU’s attempts during the current negotiations to link trade to fishing quotas is totally unacceptable. Would she acknowledge that?
I agree entirely with my hon. Friend. What the industry has been telling us for the last few years, and for the last few months that I have been working with him to ensure that we are listening to it, is that although we hear the EU talk about reciprocal arrangements, there is nothing reciprocal about the current arrangements. The fish that the EU catches in our waters is eight times the value of what we can catch in EU waters. We talk about the common fisheries policy following sustainability, but it does not. It does not do what we need it to do it all. To take a particular cod species, under the common fisheries policy we can currently catch 20% of the North sea saithe. If we had zonal attachment where the fish are actually in our waters, we could catch 75%, but at the moment our fishers have to steam away from our own fish. It is therefore absolutely vital that we are able to build on that.
The common fisheries policy, as we all know, is not fit for purpose. We need to make sure that we change it so that we are in control of what we want. The common fisheries policy is what really tore the heart out of Great Grimsby. For 40 years we have struggled to recover from that. The decline in the fishing industry in Grimsby is because we are not able to catch in the way that we want to or do what we want to ensure future sustainability. The reason for a decimated fishing industry in my town is not that we were not efficient in catching or because our customers did not want to buy fish from us.

Commons ChamberI hold regular meetings with the shellfish industry. As the hon. Gentleman will know, my constituency is in Cornwall, where we have a large crab and scallop industry. The political declaration on our future relationship with the EU envisages zero-zero tariffs on all goods.
Last week, the Secretary of State followed in the Minister’s footsteps, visiting Cleethorpes and the neighbouring constituency of Grimsby, where she saw some of the fine seafood processors there. Can I urge her and the Minister to continue the support for that industry and to give it an absolute assurance that fish supplies will continue without any hitch?
That is a very good question. Clearly, the NAO, which is not concerned with policy matters but with economy and efficiency, will have its focus laser-like on how we can ensure, both in Northern Ireland and in the rest of the United Kingdom, a good exit from the European Union, good outcomes and, above all, value for money. There is no doubt that a very large sum of money could be wasted—for instance, in the recruitment of extra civil servants. We will have to ensure that we look laser-like at getting value for money.
The NAO is a leading, supreme audit institution in the international community and works closely with other offices. It believes that it can grow and learn as an audit office by sharing and exchanging ideas with others. It periodically benchmarks itself against other similar audit bodies in other countries.
May I join my hon. Friend the Member for Kettering (Mr Hollobone) in paying tribute to my right hon. Friend, whose career in the Public Accounts Commission I have followed closely both from the Government Benches and from previously serving as his constituency agent. Does he agree that there is widespread concern about spending on international aid? Will he outline what the NAO is doing to ensure we achieve value for money?
Clearly, there are enormous risks in our overseas aid budget. I will not comment on policy aspects, but if we are linking expenditure with a proportion of gross national product, which can rise every year, there are enormous possibilities in the Department for International Development for waste, incompetence and employing too many staff. I know that the NAO is particularly concerned with ensuring that in our international aid work, which is so important, we concentrate on work on the ground and try to root out waste and incompetence.

Commons ChamberOrder. Colleagues, I would like to accommodate all remaining Questions on the Order Paper, but we must also consider those waiting for subsequent business. I do not intend or wish to be guilty of any discourtesy to colleagues in that regard, so I appeal to colleagues who are being accommodated late to be pithy. In so far as we have taken up time because people have been extraordinarily nice about me, while that is enjoyable for me, from this point on it is unnecessary.
Brexit is, of course, a major task for Departments. Since 2016, the NAO has published 26 reports on aspects of Brexit. Most recently it has published reports on the UK’s border preparedness for Brexit and on Brexit’s implications for the supply of medicines to the health and social care sectors.
My right hon. Friend and I represent neighbouring and largely Brexit-supporting constituencies, and of course we want to get Brexit done as quickly as possible, but can I ask how the NAO will approach post-Brexit financial audit?
The NAO wants to get the Brexit work done as quickly and efficiently as possible and has been working with all Departments to assess the potential impact on their financial performance of the decision to exit the EU. The exact impact in the current year may depend on the outcome of negotiations.

Commons ChamberGeographical indications are important not only for producers but so that consumers know they are getting the real thing. It is important that we get that protection in our negotiations with the EU through the implementation period while, at the same time, talking to other trading partners around the world who may have different systems. We need to ensure that those systems dovetail closely with ours.
On a recent visit to seafood companies in the Grimsby and Cleethorpes area, the American ambassador encouraged Young’s Seafood to export even more to the United States. What assistance can the Department give?
We are keen to export seafood around the world. Brown crab from my constituency is exported to China, whelks are exported to South Korea, and I hope that the Americans will enjoy even more of our seafood and other products when we leave the EU and can negotiate trade agreements around the world.

South Korea, as we know, is not in the European Union, and therefore Brexit will not have an impact on that industry. However, the hon. Lady may rest assured that we are planning for all scenarios, as any responsible Government would, including leaving without a deal.
Today, the Government have published information about essential policies that would need to be in place if the UK were to leave the EU without a deal on 29 March. In that scenario, the Government would implement a temporary tariff regime that would apply for 12 months. Under that regime, the majority of imports would be tariff free, including the majority of fish imports. There would be exceptions for some fish products, primarily tuna and warm-water shrimps and prawns. For those products, preferential access to the UK market is important for developing countries.
In a no-deal scenario, the Government are committed to entering into urgent discussions with the EU, including Ireland, to jointly agree long-term measures to avoid a hard border on the island of Ireland. On a temporary basis, the Government would not introduce any new checks or controls on goods crossing from Ireland to Northern Ireland. However, fish from outside the EU would need to enter Northern Ireland through a designated entry point.
In recent weeks, I have been corresponding with Iceland’s ambassador to the UK, who is particularly concerned about whether the tariff advantages that Iceland receives under EEA arrangements will continue. Can the Minister confirm that that will be the case?
I think I will be spending quite a lot of time in Oslo, Reykjavik and the Faroe Islands, which will be our new allies in this area, particularly at the annual Fisheries Council. We will attend those negotiations as an independent coastal state like Norway, making those important decisions.
The hon. Member for Plymouth, Sutton and Devonport (Luke Pollard), the Opposition spokesman, talked about effort-based regimes. The points I made came at the height of the discard crisis, when there was a particularly emotive story on local BBC television about perfectly good fish being thrown into the sea because the fishers had found some larger-quota fish. We are moving into a new era, and the landing obligation solves many of the problems that the quotas created, but our White Paper noted that effort-based regimes attract mixed views. We may consider a pilot, but we need to ensure that fishing is sustainable and that we do not encourage a race to fish.
The right hon. Member for Tynemouth (Sir Alan Campbell) made a point about investment in ports; as a former ports Minister, I refute his allegations. Ports up and down the country, including in the north-east—private ports, trust ports such as the one in Newcastle, and local authority ports—are making massive investments. In Whitby, £7.6 million is being invested in pier repairs. Sirius Minerals is investing massive amounts of money as part of a £4 billion project to deliver polyhalite fertiliser through the port of Tees, using many of the facilities that British Steel used. On 26 February this year, Hartlepool council announced a big investment development order through which many opportunities will come to Hartlepool, including offshore wind.
My hon. Friend the Member for Banff and Buchan (David Duguid) repeated his invitation to visit Peterhead, which I hope to do very soon.

Commons ChamberI will look at the issue. It is important that we make sure that high-quality fresh produce of the kind that the hon. Gentleman’s constituents are responsible for landing on our shores reaches appropriate markets. The one thing I would say is that the significant opportunities available to fishers in Scotland would be undermined by the Scottish Government’s policy of staying in the European Union and not leaving the common fisheries policy.
The Secretary of State has repeatedly given an assurance that there will be no further concessions in the EU negotiations on fishing, but he will be aware that the industry still has some reservations. May I invite him yet again to reassure it that there will be no further concessions and that the Government will hold firm to their present position?
Absolutely. We are going to become an independent coastal state, and as such we will decide who fishes in our waters. The threat to that position comes from Opposition Members who want to thwart our departure from the European Union, and who want us to stay in the common fisheries policy.
I am not sure that I detect a question there. However, I am pleased that the hon. Gentleman has finally acted on the advice I have given him and his colleagues on a number of occasions by raising the matter with the Procedure Committee, which I am sure will look at this with due consideration and, I hope, will come to the right conclusion.
May I suggest to SNP Members that, if they occasionally voted with the Government, they could use the time usefully in the Division Lobby by lobbying Ministers?
