The Defence Secretary has led internationally on exactly such an initiative, working with our friends in the Cypriot Ministry of Defence. There are ideas to do exactly that, but they obviously need to be agreed with all parties before they can happen.

I have urgently pressed the Minister and the Department to secure Red sea vessels, as well as facilitating aid into Gaza. People in Bolton are demanding assurances on both maritime safety and humanitarian support for Gaza. What assurances can he provide to people in Bolton?

Clearly, the delivery of aid into Gaza is principally a maritime and aviation effort in the eastern Mediterranean, but my hon. Friend is correct to say that the security of shipping in the Red sea also has an impact. That is why Royal Navy warships are part of the Red sea taskforce that is seeking to protect those sea lanes.

The hon. Lady asks an excellent question on training. It was one of my most insightful visits as a Defence Minister early on to go to Salisbury plain and see the Irish Guards, together with our New Zealand and Australian colleagues, training Ukrainians who, let us be frank, would have some weeks of training then go out to experience pretty severe trench warfare. I am proud of the role we played in that, but she is right to say that a crucial part of it is the medical element. I believe that we have trained around 65 medical personnel, but I will check that detail and write to her, because this is important.

Recently the United States has been wobbling over funding. What assessments do our Government make of that and of how we engage in Ukraine? This is the second Christmas that many Ukrainians will be experiencing in a time not in peace. Could the Minister send the Government’s gratitude to organisations such as the Ukrainian Social and Cultural Centre in Bolton, headed by Yaroslaw Tymchyshyn, during what should be a joyous time for families around the world but is a difficult time for the Ukrainian community?

My hon. Friend is absolutely right to champion the community groups supporting Ukraine. On his other point about the US, I can only speak from my own experience. I referred to the contact group meeting we had on Teams recently. Secretary Austin led that from the beginning to the end, emphasising all the way through that as far as he was concerned, the US was in it for the long haul. I believe that that is the case. This is about freedom. Freedom is at stake here. We have fought this far to protect it, and we have to keep doing that job if we are to defend freedom across our continent.

Local mosques in Bolton are collecting donations, yet there seem to be major problems in getting those donations and aid into Gaza. What discussions is the Department having with the Foreign, Commonwealth and Development Office and the Israeli Government about ensuring that those donations get to those most in need? Not doing so will only escalate the conflict.

As I have described, it is a complex position on the ground to get the aid all the way through, but I am happy to either meet or take details from my hon. Friend to ensure that those donations get where they are intended.

Thank you, Mr Speaker, for hosting the G7 in Chorley at the weekend, and for the warm welcome you gave to many of my colleagues from across the House in that excellent showcase of both Lancashire and the United Kingdom.

The UK plays a leadership role in the global coalition, which is working to secure the enduring defeat of Daesh in Iraq and Syria. We also remain committed to supporting counter-Daesh efforts beyond Iraq and Syria. The UK continues to work to counter Islamic State in the Khorasan province through means other than military presence in Afghanistan, working with partners in the region to diminish the threat it poses. We will continue to do what is necessary to protect the British people, our allies and partners.

May I give the Secretary of State a big warm welcome back to his place as Secretary of State at the Ministry of Defence? Does he agree that it is in the interests of both Pakistan and China to ensure security and to combat radicalisation in the wider region around Khorasan and neighbouring provinces? To that effect, what discussions has he had with counterparts from both those Governments?

I thank my hon. Friend for his kind comments. I am also delighted that my whole team has remained together on the Front Bench. I cannot remember that happening in any other Department in my time in politics, but it is a good thing to have continuity. It does, however, limit our excuse to say, “We are just getting on top of our brief.”

This is why Afghanistan matters. It is often the keystone or lynchpin in that part of the world. What happens in Afghanistan can ripple throughout the region and further along, as we saw with al-Qaeda in 2001—it is really important. The Minister for the Armed Forces and I will be setting off to the region this week to discuss that with a number of neighbouring countries. Pakistan and China are significant countries in the international community that we have to engage with to make sure that Afghanistan does not go from bad to worse, and that we reverse radicalisation where it appears.

The UK enjoys a strong bilateral relationship with Ukraine, highlighted by the recent trilateral agreement signed on board HMS Defender, but maintaining the highest levels of information security is critical to retaining confidence and credibility with our allies. I am reassured that the Minister’s Department is launching an investigation, but have the Minister and the Secretary of State spoken with our counterparts in the Ukrainian Government, along with our ambassador to Ukraine, to ensure that confidence and credibility with our allies has not been undermined and that Ukraine and the wider region remains uncompromised by this leak?

I would not, as a matter of course, comment on the discussions we hold with our friends and allies overseas, but my hon. Friend is absolutely right to refer to the agreement struck last week. It was an important agreement for British shipbuilding and for Babcock, and I look forward to that enhancing the Ukrainian navy in due course.

Perhaps we could bring all Lancashire MPs together.

Our Prime Minister and Secretary of State are backing the north by developing the National Cyber Force here. Some say that it should be in Manchester, but others say Lancashire. Surely Bolton is the place for it, with a foot in Greater Manchester, but our heart firmly in Lancashire.

It is tempting to ask for Bolton as well as Warrington to be returned to Lancashire following the reforms of the early 1970s. I must declare that I was once a secretary for the Friends of Real Lancashire. I think, Mr Speaker, you were probably a co-secretary with me at one stage. I hear my hon. Friend loud and clear. The strengths of these mill towns is clear. Whether it be Bolton, Wigan, Warrington, Preston, in my constituency, or Chorley, their contribution to Britain’s industrial base and the next generation, which is obviously cyber, should not be undervalued. I will certainly listen to all the arguments put forward. The National Cyber Force is a mix of GCHQ and the Ministry of Defence. We have a proud record of supporting the MOD and defence in the north, and I look forward to that continuing.

The hon. Gentleman makes a point, which is that first, we, as the United Kingdom armed forces, are here to help, and will do whatever is needed to help any one of the four nations of the United Kingdom. The amazing thing about the United Kingdom—the most successful political union in history—is that we are here to help each other seamlessly. An 80-year-old in need of a vaccine in London has the same need as an 80-year-old in Caithness. Our armed forces are all of our armed forces, and we will not be playing petty nationalist politics when it comes to defeating this evil virus.

On behalf of everyone in Bolton, I would also like to wish Sir Tom a speedy recovery. I was heartened to hear that many soldiers have been deployed to set up 80 new covid-19 vaccine centres for NHS Scotland. Can my hon. Friend confirm how many have now opened as a result of this military support?

We are very proud of the fact that military planners and advisers are embedded in so many Departments of the Scottish Government, just as they are down here in Whitehall with the UK Government, helping to make sure that the response of the Scottish Government is properly resourced with military expertise and planning horsepower. At present, 70 vaccination centres have been identified in Scotland as a result of the support from the United Kingdom’s armed forces, with 11 of those now open.

The Ministry of Defence is one of the largest providers of apprenticeships in the United Kingdom, with around 20,000 on a programme at any one time. We are investing in cutting-edge capabilities and research and development with the future combat air system technology initiative, resulting in more than 1,800 highly skilled engineers in 300 companies throughout the UK. The MOD spent £19.2 billion with UK industry and commerce in 2018-19, safeguarding and supporting thousands of jobs throughout the UK.

The Government are using the opportunity offered by leaving the EU to develop defence and security procurement regulations tailored to better meet the UK’s needs. We have embarked on a comprehensive review of the Defence and Security Public Contracts Regulations 2011 with a view to improving the pace and agility of acquisition.

Two years ago, MBDA’s high-tech manufacturing facility was officially launched in Bolton. As the Secretary of State for Defence said at the time, we cannot have prosperity without security. What good news can my right hon. Friend share with Boltonians in the run-up to Christmas and beyond?

I think the best news for Boltonians and fellow Lancashire constituents such as mine is that the Government’s record defence spending commitments for the integrated review mean that there will be money for the future combat air system, one of the mainstays of north-west aerospace. That is good news for MBDA in Bolton, good news for BAE, good news for the supply chain and good news for the thousands of people in the north-west who work in aerospace, and that is because the Government have invested in the future capabilities of sovereign aerospace.
