I agree with the right hon. Gentleman. In my constituency we have not only the fishing industry but the oil and gas industry, and the search and rescue helicopters were a key part of the safety programme. People are very concerned about what will replace them.

I return to the point made earlier by my hon. Friend the Member for Dumfries and Galloway (Mr Brown) about migrant workers. I raised the issue of migrant workers in the industry in the 2008 fisheries debate—I have probably been doing these debates for too long. [Interruption.] Was that a cheer or a boo? I am not sure. At the time, it seemed that the problem was limited to Northern Ireland and Scotland, and there were some shocking examples of how migrant labourers, mainly from south-east Asia, were being treated, particularly what they were being paid, the hours that they were working and the failure to provide adequate accommodation.

Matters came to a head when three south-east Asian fishermen died in a fire on a fishing boat in Fraserburgh. I received information from the International Transport Workers’ Federation that included the terms and conditions under which those individuals were employed, and I passed it on to the relevant authorities. Having raised that issue in the 2008 debate, I am pleased that action was taken by the then Minister at DEFRA, as well as by Her Majesty’s Revenue and Customs in relation to the application of the minimum wage and the Home Office in relation to visa requirements. It took a co-ordinated approach, and at that time, it looked as though the problems had been resolved.

However, I noticed that on 28 November this year, the hon. Member for Plymouth, Sutton and Devonport (Oliver Colvile)—I do not think he is here today—and the hon. Member for Strangford (Jim Shannon), who is present, raised similar problems in their constituencies with the Minister for Immigration during a debate in this Chamber. Just yesterday, as my hon. Friend the Member for Dumfries and Galloway said, Dumfries and Galloway police led what they described as a multi-agency operation as part of an ongoing investigation into allegations of labour exploitation in the fishing industry. Over 150 personnel from the police and other agencies were involved in raids on businesses and residential premises, as well as fishing vessels in Annan, Silloth and Peterhead. Welfare and support arrangements have been provided for 17 foreign nationals who came to the UK from the Philippines, Sri Lanka and Indonesia to work in the fishing industry.

From those incidents, it seems that we are seeing the reintroduction of some very unpleasant practices in the industry, and I am concerned about that given my previous experiences. Obviously, there will be ongoing investigations into what will be a complex issue in Scotland, so I will say no more about those specific events. However, the fishing industry has suffered massive reputational damage recently, because of court cases involving illegal fishing in Scotland, and those latest events will not improve its image.

Cheap immigrant labour is hired to save money. The most important thing, in my view, is the need to examine the economics of the industry at every level. Fishing boats and gear are expensive, as are operating costs, wages, fuel, insurance and labour, and the acquisition of quota by purchase or lease is extremely expensive. The very nature of the industry means that there is uncertainty about catches, the quality of the catch and the price received for it. Add in the restrictions and a different kind of uncertainty caused by the common fisheries policy, limits on catches, days at sea, type of gear and so on, and a difficult situation is made much worse.

I am grateful to my hon. Friend for giving way. Although the fishing industry in my constituency has almost entirely disappeared, a lot of people’s jobs are still dependent on fishing in various ways, and many constituents are concerned about the issue for all sorts of reasons. As well as being concerned about the need for sustainable fisheries management within the European Union—it is good to see that we are perhaps moving in the right direction there—does my hon. Friend agree that the international dimension, beyond the EU, is also important in ensuring sustainable fisheries? The EU should ensure that its own fleets and policies, when directed further afield, even beyond Europe, act in a responsible and sustainable fashion.

I could not agree more with my hon. Friend, who makes a point that I want to make myself. Some co-ordination in Government on safety, and on other matters, would be appropriate.

Some vessel owners do very well out of the fishing industry, but others struggle. For most it is feast or famine, and in recent years, famine has become much more prevalent. UK-based labour is more expensive, but it is also in short supply in many areas. In the north-east of Scotland, many men who would have gone in to the fishing industry have steadier, better-paid and safer jobs in the oil and gas industry. I urge the Minister to consider the issues that we are discussing and to work together with other relevant Departments and the devolved Administrations to look into these problems, and ensure that whatever has gone wrong is dealt with.

I can indeed confirm that. Ministers or officials from all three Administrations have been involved in every one of our consultation meetings on the subject. We want to ensure that they have access to all the information we have, and that we have all the information they have. I ought to mention that we have been working closely with the Government of the Republic of Ireland, because we obviously need to co-ordinate our efforts to ensure that we understand how to treat cases, and particularly those in the wider environment, and how to preserve as far as possible the whole of the British Isles as a disease-resistant or disease-free area.

One infected area is just a few miles north of my constituency. What work has been done to get an idea of the possible spread of the disease within urban areas, as well as in more rural and forested areas?

We divided the country, including urban and rural areas, into 10 km grid squares. Every square where there is known to be ash trees has been examined, although there are only very few in some urban areas. Nevertheless, we have examined ash trees in all those areas, so the results of the findings cover the whole country, including urban areas. I am most grateful for the active interest of Scottish Government Ministers, who have been involved in our discussions from an early stage.

Natural England is responsible for the SSSI. The land in question, on which it is proposed that the wind turbines should be built, is not managed by the Forestry Commission; it manages land adjacent to it. It has studied the proposal and the environmental assessment and assessed that the application will not impact on land it manages or owns.

To be able to offer advice, the Forestry Commission must be properly staffed and resourced. Given the announcement yesterday from the independent panel, will the Secretary of State confirm that there will be no further cuts in the Forestry Commission’s staff or resources?

Yes. We gave the Forestry Commission additional funds to assist with its restructuring, but, as the hon. Gentleman will understand, we inherited a situation in which the previous Government left us with a very substantial deficit and we have to set about clearing up the mess. That involves all DEFRA agencies playing their part, but we have provided assistance to the Forestry Commission on restructuring.

My right hon. Friend will be aware that the problem of inaccuracy in the register and, indeed, the lack of registration more generally is particularly serious in inner-city areas. Is it not right that the Electoral Commission should make particular efforts over the coming period to improve registration rates and accuracy in the inner-city areas of our country?

As a Member representing a city area, I share my hon. Friend’s concern about this matter. There are always going to be errors and shortcomings in the register, partly because in areas such as the ones he and I represent people often move house without necessarily informing the electoral registration officer that they have done so. The Electoral Commission stands ready to advise registration officers whenever they seek that advice.

As chair of the all-party lighting group, my hon. Friend has extensive knowledge of that subject and the issues that should be raised. Although long-term research is always helpful, we must also focus on the impact on individuals. As the Health Minister indicated, the figures she gave could equate to 30,000 or 40,000 people in the UK being affected by this problem. Those, however, are people who are known to have a pre-existing condition, and the Spectrum Alliance estimates that the true number of people affected in the UK—with, as has been said, varying levels of impact—could be as many as 2 million, many of whom are already suffering from conditions such as migraines or autism.

The science behind this issue may not yet be entirely resolved, and although the light bulbs in question have a clear impact on people, we must do some research into the matter. Low-energy lighting operates differently from incandescent bulbs in terms of levels of ultraviolet radiation, electric fields, flicker and peaks in light wavelength, especially with blue light. As yet, research has not been sufficiently in-depth to enable us to say which features of fluorescent bulbs have an effect on health, because they differ from incandescent bulbs in multiple ways. We do know, however, that people’s health is not affected in the same way when they use incandescent bulbs.

Let me be clear: I do not seek to discourage the use of low-energy light bulbs and lighting where that is useful and helpful. I acknowledge that climate change is one of the most significant challenges that we face as a country and I welcome the positive contribution that lighting can make in reducing our energy consumption. However, I do not believe that it would be right to implement the ban on incandescent light bulbs so dogmatically that people suffered. That is the crux of what I am saying.

I am grateful to my hon. Friend for securing the debate. I am sure that many hon. Members agree with the point that she is making. This is not about being against low-energy light bulbs as a generality, but about recognising that some individuals have a particular problem with that lighting. There is a danger in just dismissing their concerns, which need to be taken seriously. That is all we are asking for, and I hope that the Minister will respond positively at the end of the debate.

I thank my hon. Friend for his intervention; that is indeed the outcome for which I am hoping.

The key legislation in this area started with the ecodesign of energy-using products directive in 2005. That was updated and recast four years later by the ecodesign directive of 2009. Those directives set down rules on the environmental performance of products that used energy, such as light bulbs, and those that related to energy use, such as windows. They set the framework for further implementing measures, and the relevant Commission regulation of 2009 set out a timetable for the phasing out of the manufacture and import of incandescent bulbs. The position is that 100 W bulbs were banned in 2009, 75 W bulbs in 2010 and 60 W bulbs in 2011. The remaining 40 W and 25 W bulbs will be banned as of 1 September 2012. That regulation was not voted on by the European Parliament—it went through without debate—and it is directly applicable. That is why there is no transposing legislation at our level.

Concerns about health impacts have been acknowledged at EU level, although that has not yet been reflected in better policy. In 2008, the European Commission scientific committee on emerging and newly identified health risks—commonly referred to as SCENIHR—produced a report that concluded that although single-envelope CFLs could induce skin problems among some people, that might be alleviated by the use of double-envelope CFLs. However, Spectrum Alliance is clear that its members have tried those double-envelope bulbs and that, although they are an improvement for some people, they still induce similar symptoms in most of those affected.

The concerns were acknowledged when the European Commission asked SCENIHR to produce an updated report in March 2012. That was published in draft form in July 2011 and in full in March this year. It, too, referred to the possible health impacts of low-energy lighting, but SCENIHR itself does not carry out first-hand research; it simply reports on research that has been carried out. It concluded that because of the considerable variability of the components for lighting technologies, no general advice could be given to individuals about how they could avoid those health impacts.

It is possible that some people will be able to find means of lighting other than incandescent bulbs. It has been suggested that they could try light-emitting diodes—LEDs—or the double-envelope CFLs, but again the Spectrum Alliance campaigners are clear that neither of those technologies has yet succeeded in overcoming the problems that people are suffering.

My hon. Friend the Member for Stoke-on-Trent North (Joan Walley) chaired a meeting of the all-party lighting group last October. Present were representatives from Spectrum Alliance, the lighting industry and the relevant Departments: BIS, DEFRA and the Department of Health. We discussed a number of options. It was made clear that the Government would not wish to defy the regulation, that they did not simply not implement things that they did not agree with and that they could be fined under the infraction proceedings if they sought to do so.

We then discussed the possibility of an exemption for people with medical needs. There is a precedent: rough-service lamps are already exempt under the regulation. Rough-service lamps are incandescent bulbs that are used for industrial purposes where a low-energy alternative would not work properly. There is, therefore, a precedent for having an exemption for industry. We argue that an exemption should also be made for people with specific health needs.

Earlier this year, my hon. Friend and I met Lord Taylor of Holbeach, the Minister with responsibility for this area. On hearing the arguments, he expressed some concern that people might seek to take advantage of any exemption, but I would have thought that it was possible to configure a system to prevent, or at least to minimise, that risk. For example, incandescent bulbs could be dispensed by prescription at pharmacies.

The Minister also expressed the strong hope that emerging technologies would resolve the problem for us. That may be the case in the future. There may be—I sincerely hope that there is—a lighting technology around the corner that will resolve the problem. It would meet the low-energy requirements but without the health effects that I have described, but at the moment it does not exist. That is a serious practical problem.

Lord Taylor also indicated that he would be keen for further research to be carried out, and I certainly would not in any way say that there should not be further research. However, although I support further research, I want to suggest that both the Government and the European Commission are coming at this issue from the wrong direction. It makes sense to resolve any uncertainty about the safety of products before we force people to use them—rather than afterwards, when the alternatives have been withdrawn. In this case, consumers are being expected to prove that certain products are unsafe, rather than the Commission and the Government having ensured that they were safe in the first place.

I ask the Minister this central question: if nothing is done, what are my constituent and many more like her to do? Are the Government comfortable with forcing people to live in the dark for the foreseeable future? I am sure that the Minister finds that situation no more acceptable than I do. I understand that limited options are available, but I ask him to do whatever he can to allow people who suffer negative health impacts from low-energy bulbs to continue to purchase incandescent bulbs when the ban comes into full effect in September.

My right hon. Friend makes an extremely good point. One reason we are keen that the Chancellor maintains the VAT exemption for church alterations is the certainty it brings. However much money is put into the listed places of worship scheme, it has its own inherent volatility and uncertainty, and no one is sure until after the event how much the refund will be. In the last quarter, for example, only just over half of the money for the listed places of worship scheme was refunded.

I appreciate that the hon. Gentleman’s remit applies to the Church of England, but he will be aware that churches throughout the UK, including many in my constituency, will be affected by the VAT changes. Does he agree that if any arrangements are made to assist the churches to meet their extra costs, they should apply to churches throughout the UK? Will he make that point in his discussions with the Chancellor?

Of course. I should make it clear to the hon. Gentleman that the listed places of worship scheme extends to every church, synagogue and meeting house—to every listed place of worship. We are trying to make such buildings as adaptable as possible for wider community use. This is often about humble but important things, such as putting in kitchens and toilets to make such buildings as available as possible to the whole community.

I share in the compliments that many Members on both sides of the House have paid to the Committee Chair, my hon. Friend the Member for Stoke-on-Trent North (Joan Walley), who has done an excellent job in that role over the past year. I also apologise to her and to the Front Benchers for missing the opening speeches. I am afraid I was delayed elsewhere, so I welcome the opportunity, nevertheless, to make a few points in the debate.

The hon. Member for Camborne and Redruth (George Eustice) said that prior to his contribution the debate had been pessimistic in terms of the seriousness of the situation that people had portrayed, but I feel that people were being a little optimistic, because there is a danger of striking the wrong balance—between on the one hand not being so pessimistic that people are discouraged from taking action, and on the other not recognising the seriousness of the position that we all face. I know that the hon. Gentleman recognises that seriousness, but, although we must always try to be positive and see a way forward, we should also look at the underlying realities, particularly when discussing what has happened since the conference 20 years ago, when an agenda was set out on how the world might address its many environmental challenges.

Members have already said that although there has been progress things have, in many ways, gone backwards very badly over the past 20 years. The examples of climate change, deforestation, water shortages, melting ice caps and biodiversity have been mentioned, and in most respects things have become a lot worse, rather than better, over the past 20 years, so it is worth understanding where we are if we are going to think about how we move forward.

That point needs to be made before, dangerously, we forget the pessimism because we want to be positive. I understand that that is important politically, but we must consider the underlying reality, because we have to work out how we get the world community back on the path to making the fundamental changes and securing the fundamental international agreements that are essential if we are to address the challenges faced by our environment.

We know that Rio is not going to end with any massive, great, super plans, or with any great international agreements. Since the failure to secure comprehensive and legally binding agreements in Copenhagen, the world community has undoubtedly gone backwards, and Rio is not going to reverse that movement, but what Rio can do—and not just Rio, but the other meetings that take place over the next few months, of which Rio is just a part—is to go for relatively modest objectives and to set out future pathways that, at the same time, put back on the agenda our attempts to secure the wider international agreements that we need.

Rio can, for example, address the food and agriculture issues to which Members have referred, and encourage the exchange of technologies and ideas on the green economy worldwide, an issue on which we in the UK have an opportunity to set an agenda from which other countries can benefit. We can try to ensure that the climate finance funds that were promised at Copenhagen, at Cancun and then at Durban are delivered, and we can look for progress on deforestation. Some progress has been made, but in many areas matters are going backwards not forwards, and we certainly need to push action on deforestation much higher up the international agenda.

We should not, however, delude ourselves into thinking that such changes and progress are going to be enough. Pathways, road maps and signposts are all important, but at the end of the day we need to secure the type of internationally binding agreements that were sought at Copenhagen on climate change, on tackling deforestation, on food, on agriculture and on land use.

These kinds of changes are essential. It is not going to happen this year—it may not happen for some years to come—but we must try to get the world to move in the right direction if we want to save the planet from irreversible degradation. Rio can point us in that direction. If we can start to move forward after a few years of delay and backward movement internationally—not because of this Government, who have played a fairly good role in these issues following the work of the previous Government—then at least Rio will have done something. I hope that we can approach the negotiations at Rio and the other international events over the next few months in that spirit.

The museums have been a crucial part of the consultation up to this point. The negotiations with the trustees are at a final stage. They are going well, and I hope to be able to make an announcement shortly. I believe that the new charity will have a huge impact on the use of canals and on facilities such as the museums.

The Secretary of State held a number of round-tables in October with civil society organisations and business about the run-up to the Rio+20 conference next year. Can she tell us what specific measures she is taking to encourage those organisations to get involved in preparing the UK position at that conference—and may I ask her, with respect, to give us some specific measures, not a reference to “ongoing engagement” or something of that nature?

I think this is the third month in a row in which the hon. Gentleman has had to answer questions relating to persecution or discrimination against Christians. Does he agree that the issue of persecution of Christians—or, indeed, of those of any faith—must now be taken much more seriously by international agencies, by this Government and by other bodies that can play a role?

That is one of the commitments that we gave in the natural environment White Paper. We have asked Ian Cheshire, the chairman of Kingfisher Group, to chair the ecosystems taskforce, together with a number of business leaders and scientists. This is an opportunity to help business in this country to take the chance, with the new green technologies and green growth, to grow our economy into a low-carbon economy, and beyond that, towards all the opportunities that realising the true value of natural capital can provide.

Will the Secretary of State give an update on the progress being made by her Government to tackle international speculation in food commodities? That is a major factor in driving up food prices, which is affecting our constituents and others internationally, and it needs to be tackled as a matter of urgency.

The evidence regarding the role of speculation in the rise of food prices is perhaps not as clear as the hon. Gentleman sets out. The main reason for volatility in prices is that supply and demand are tight, and the best way to address that is to improve the supply of food to the market. Transparency is the key to helping to reduce volatility. We, as a Government, support greater transparency so that people around the world know who is producing what, where, and how much they have in stock. That will help to buffer prices.

I agree with the hon. Gentleman. One of the key needs of the fishing industry is to remove the top-down system of management and to involve the whole industry, right down to the level of the fisherman on the fishing boat. I will address that issue in a minute.

We are now promised a radical review. The Fisheries Council seems to recognise some of the issues on management. For example—picking up on the hon. Gentleman’s point—the possibility of devolved decision making is explored in the consideration of the transfer of responsibility away from the centre to the regional seas level and of the inclusion of the fishing industry. There is a strong view in the industry that decentralisation is essential for the future of the UK fishing industry, but it must be decentralisation that is meaningful and that works.

Industry leaders are worried about the lack of detail in the proposals and also about the model put forward by the Commission, as it will require member states with an interest in the various regional seas to co-operate. This has led to fears that regionalisation will simply result in a further layer of bureaucracy and cost. There is concern that the European Parliament, having recently been given new powers, might be reluctant to give them up. There is a history of that happening.

The industry would like to see member states with an interest in regional seas co-operating with regional advisory councils at regional sea basin level to prepare comprehensive management multi-annual plans. The regional advisory councils have been incredibly successful, particularly here in the UK and in other European countries. They must play a vital part in any proposals.

I, too, congratulate my hon. Friend and his colleagues on tabling this motion. It has broad support across the House, not just across the parties but among those who sometimes have differing points of view on EU-related issues. Does knowing that the House is united not give the Government strength going into the negotiations to take the opportunity of what appears to be some movement with the Fisheries Commissioner to get the solution that has been demanded by our constituents and communities for so long?

My hon. Friend is absolutely right. We have a habit in fisheries debates in sending the Minister off to Brussels with all our support and help. This is not a party political issue; there might be many issues we disagree on, but this is certainly not one of them. The hopefully full support of the House expressed in this motion today is important.

The consultation also proposes a complete ban on discards. Commissioner Damanaki suggests a gradual approach, starting with a limited number of fish species in the ban. The starting point will be in the pelagic fisheries, moving on later to the demersal fisheries. Of course we all want to see a ban on discards, but any proposal to ban them must take account of the reality of fishing. The proposal suggests that the Commission will not budge from its current policy of a species-by-species approach, which ignores the reality of mixed fisheries. Our current science is inadequate and is unable to deal under the current rules with mixed fisheries. A large amount of discards come from those fisheries; what is needed is an ecosystem approach that recognises that many different species of fish—

My hon. Friend’s point about consumer education is very important, because this issue is relevant to others as well as to fishing communities. I think that the number of fishermen left in my constituency can be counted on the fingers of one hand, but this issue concerns the wider community, and that is precisely what is behind this idea—the motivation of communities as a whole to stop the scandal of fish discards.

Yes; the Fish Fight campaign has demonstrated that nationally.

Consumer education would, one hopes, help with marketing the catch that is currently discarded. Ultimately, however, our local fishermen believe that the prospect of a complete end to discards has not yet been set out in sufficient detail to be a viable prospect, and that further debate with the industry is needed.

Livelihoods have been diminished in our fisheries, with resulting economic and social downturns across communities. As the Government are committed to localism, that should be extended to DEFRA’s approach to the common fisheries policy on behalf of our fishing communities. I firmly believe that our prosperity does not depend simply on creating new industries and businesses but on sustaining those that already exist, which are trying hard to survive. It is in the hands of the Government to negotiate a fair deal for the reform of the common fisheries policy, to ensure the future of our fishing communities in a way that meets the vision of IFCA.

I am sure that the same complaint has been made to other hon. Members. On Open Farm Sunday, I visited a farm in Worcestershire where exactly the same point was made to me. It is important to stress, for the record, that although manual work on the farm is hard work, it can be very well paid—up to £10 an hour on average—so that seems not to be the impediment. By working with the Department for Work and Pensions, we are very keen to make sure that work does pay for our young people.

Will not a lot of young people be discouraged from going into agriculture by the Government’s plans to scrap the Agricultural Wages Board, as that will drive down wages and conditions, particularly for young people and casual workers? Should the Secretary of State not listen to her coalition friend the hon. Member for St Ives (Andrew George), who, speaking on behalf of the Liberal Democrats, I believe, has said that he is against the abolition of the Agricultural Wages Board? Listening to him is something that she could do to help workers and young workers in particular.

This is becoming something of an obsession for the Labour party, but Labour Members refuse to accept or acknowledge that, when in government, they were certainly considering scrapping the Agricultural Wages Board, and only the Warwick agreement and pressure from the unions—their paymasters—caused them to change their minds. Employment legislation has moved on tremendously since 1948, when the Agricultural Wages Board was set up. They are supporting an analogue solution in a digital age.

I am grateful to my hon. Friend, who is being very perceptive, because there has been widespread public appreciation of how the UK referendum was run earlier in the year. The commission will be publishing a report next Wednesday that will make a number of recommendations for improving the delivery of all future UK-wide elections and will, in particular, emphasise the benefits of central co-ordination.

What consideration has the Speaker’s Committee on the Electoral Commission given to ensuring the integrity of the UK-wide franchise? We are hearing of proposals from the Scottish Government to extend the franchise to 16 and 17-year-olds for their proposed referendum on Scotland separating from the UK.

The commission takes all such issues very seriously, and although I do not have a lot of knowledge of that particular issue, no doubt the commission is considering it. If I can respond to the hon. Gentleman in writing, I shall certainly do so.
