What the hon. Gentleman has described is a huge concern. Last December, there was uncertainty about the ability to travel; we thought we had moved beyond that. As that uncertainty related to health, one could say that it was beyond control, but this action is within control: it is still possible for the unions to take the strike action down so that people can get to see their loved ones across the country, and so that businesses can reopen and recover after the terrible time they have had. For many companies, December is make-or-break time: if they do not get a December in, they may not see January. We all have to think about this in an altruistic manner and see what more we can do. We will certainly do so on our side of the fence; we need the trade unions—they, ultimately, can call off the strikes or action them—to take those strikes down.
The number of daily services from Carlisle and Penrith to Euston that my constituents use is significantly reduced from previous levels, and the services that are running are timetabled at a much longer length than they used to be. Despite that, the percentage of services that are running on time hardly hits double figures. It is not the fault of my fare-paying constituents that Avanti has chosen short-term cost savings over driver training. Why are we delaying the inevitable, and when will we strip Avanti of the contract?
Again, I am sorry for the experiences that my hon. Friend and his constituents have had to endure. It takes about 18 months to fully train a driver. A lot of hon. Members will find that extraordinary, but I sat in a cab on Monday and I saw that it is a technical and difficult job. However, there may be more improvements that we can make. During covid, there was a hold-up in what would have been the usual 18-month period, because it was not possible for the unions to have workforce next to workforce for health and safety reasons. However, I again make the point that we should not rely on rest-day working arrangements. We should have driver resilience in place so that we can fully run a seven-day train operation. That requires not only us to implement change, but the workforce, through the unions, to accept that change. I very much hope that they will and that all hon. Members will do everything they can to persuade them and make that case.

The union’s second demand is to get some form of inflation proofing of members’ incomes, and who can blame it when inflation is rising by anything between 7% and 11%? That is what ordinary working people want.
Let me press on.
Let us also be clear about wages in the industry, which are linked. The median wage is £31,000. Drivers are largely represented by ASLEF, so the vast bulk of people who we are talking about are station staff, cleaners and others whose wages range between £20,000 and £30,000. We are not talking about people on very high wages, so inflation proofing is important to them at the moment
The third demand is where we have some problems—I understand that. It is that when there are changes in jobs and conditions of work, they should be subject to negotiation and—this is the difficult bit—agreement. We know that this dispute will be settled at some stage, so the issue is how bloody it will get. What we all have to do, as I say on the RMT parliamentary group as well, is to facilitate an exchange that enables a resolution.
That is why today’s letter is important. The hon. Member for Bexhill and Battle is right to say, “Well, it was unconditional”, but it is unconditional from the Government as well. At the moment, it is important to just get everyone through the door. The Government have not put conditions on and neither has the union. The union has not asked for conditions from the Government, and nor should the Government ask for conditions from it. Often, in organising a ballot about industrial action, time limits are in place. At this time, when we are faced with the disruption that is there, an act of good faith such as sitting in the same room is important—it might not work.
I agree with my hon. Friend. Why did we not see the same urgency in calling out British Gas for using fire and rehire? Where was the anger and the motion calling out P&O for its disgraceful sacking of its entire loyal workforce by Zoom? There has been a total absence of leadership, a total absence of standing up to those rogue companies and a complete absence of any legislation in the Queen’s Speech to protect workers.
Trade unions are a force for good, unlike the Conservative party, which is responsible for the worst living standards in living memory and continues to let millions of people shiver and starve in their own homes because of the political choices it makes.
I am a former trade unionist and I have probably been out on strike more than most people on either side of this House. I recognise the fundamental right to withdraw labour, but does he not also recognise, as I did, the moral duty not to interrupt others going about their daily business and earning fair day’s pay?
I have listened to the hon. Gentleman and I am glad that he was not a trade union rep who I worked with.
I know what side I stand on. I know and I believe that the trade unions will act in the best interest of people in this country, unlike the people we have heard for the past two hours denigrate trade union members and trade unions.

Commons ChamberI rise to dedicate my wholehearted support to the Bill. It will help increase accountability, raise safety standards in the industry and ensure that licensing authorities have access to the same pool of data, which will be valuable in my constituency of Workington and for my borough council, Allerdale. Let me take the opportunity to thank the licensing officers and the councillors on the licensing panel in Allerdale for their continued hard work in this area.
I applaud the work of my hon. Friend the Member for Darlington (Peter Gibson) in bringing these measures to the House, and I have no hesitation in endorsing them; they will foster better working practices based on reliable and accessible information. As colleagues have explained, the Bill will help to prevent unsuitable individuals from working the current system to their advantage. By closing the gaps in the information available, local authorities will be in a much better position to make sound decisions. I accept that most local authorities already adhere to good practice when considering whether to grant or revoke licences, but they do not have access to all the data and in many cases they do not share the data on refusals and revocations with other local authorities. This important legislation will change all of that by helping to ensure that local councils are in full possession of the facts that they need.
Currently, licensing authorities are unable to take action against the licence of a taxi or private hire vehicle driver issued by a different licensing authority, even if the driver implicated is working in its own area. Since there is no obligation on licensing authorities to report concerns about drivers to the licensing authority that issued the licence, concerns over safety are often not acted on due to a lack of knowledge on the part of the home licensing authority. This cannot be allowed to continue. This Bill is a huge step in the right direction when it comes to addressing these issues and providing additional assurances when it comes to the safety of the travelling public.
The statutory standards issued in 2020 are absolutely unequivocal about the public safety benefits of information sharing, and in particular of the use of the national register of taxi and private hire vehicle driver licence refusals and revocations. I thank my hon. Friend for his incredibly important work on this issue, and I offer him my unwavering support as this Bill progresses.

Commons ChamberIt is difficult for me to comment on the steps that other countries may have taken or may take in future, because they all have differing systems. We continue to talk to all our international partners, both in multilateral and bilateral forums, to understand how best we can enable travel between us, for all the reasons that we have discussed in the House today.
I welcome my hon. Friend’s work on the reopening of international travel while Opposition Members support a complete shutdown. It has been possible thanks only to the success of our historic vaccine roll-out, but while we see the country opening up further today, travel companies in my constituency still have some very rough months ahead, even were travel to be completely unencumbered. They have found themselves low down the grant priority list after 16 months of just refunding customers. Where the Government confiscate, the Government must compensate. Will he therefore add his weight to calls on the Chancellor for ongoing sector-specific support?
I am grateful to my hon. Friend for raising that question. Again, he is right to draw attention to the travel agencies in his constituency, which are, of course, having a very challenging time. I entirely recognise the difficulties that they have. As I have said to other hon. Members, the best way we can help all these sectors is by having the vaccine, rolling out the vaccination programme as we have been doing, and then ensuring that we can restart international travel in a way that protects public health.

Commons ChamberWe are investing record amounts in better battery technology, including the Faraday Centre research, for example, and money to build a gigafactory in this country—£1 billion, including cash to go towards that. I have met recently with all the manufacturers as well, and they are very much signed up to the Government’s new 10-point plan.
This Department is always happy to support development in Cumbria and was pleased last month to announce £12 million of funding for the A595 Grizebeck scheme. This is in addition to the £146 million announced at the spending review to accelerate vital dualling work on the A66, slashing construction time from 10 to five years, and I understand that a further business case is in development for the A595. I know that my ministerial colleagues in road and rail would be glad to meet Members to discuss a broader Cumbrian strategy.

Yes, indeed. I pay tribute to my hon. Friend for her campaigning on this issue and, of course, to the West Midlands Mayor’s relentless campaigning. I have been to see the proposed extensions. They are very impressive, and the Government will absolutely back any processes that will help to level up communities.
The Heathfield bridge on the A596 at Aspatria in my constituency crosses the Cumbrian coast railway line. It will shortly see the second anniversary of a car strike, which still sees the main arterial road reduced to one lane. Will my right hon. Friend work with me and stakeholders to ensure that action to repair the bridge becomes a priority and that this is not allowed to happen again?

Commons ChamberI would be delighted to meet the hon. Gentleman. He may recall that I came up to his neck of the words during the election campaign and pledged that, through the local funding approach to transport, we will help to empower local communities in such decisions.
The Government have invested £17.6 billion in England’s strategic road network since 2015, and we intend to invest a further £25.3 billion over the next five years.
I thank my right hon. Friend for his promises on road investment across England. In my constituency of Workington, we are waiting for a start date for the planned roundabout on the notoriously dangerous staggered junction on the A66 at Brigham and Broughton. Does he have an update on the proposed start date for those improvements?
I will never forget my recent visit to the site of that roundabout with my hon. Friend, and I look forward to it being taken forward as part of road investment strategy 2, which is to be announced shortly.
