I had better be a little careful because though I have these added responsibilities, I do not have Treasury responsibilities. However, the right hon. Gentleman is right that it would be useful if we were able to match that sum in the way that we have on other occasions; perhaps he could write to me with specific details of that and I will take it up with the Treasury and other Departments.

Vulnerable ethnic and religious minorities in Sri Lanka must be protected, and the Sri Lankan Government have given an undertaking to protect those who wish to worship their God. What has been done to assist those Ahmadis who have fled Pakistan in fear but are now afraid in Sri Lanka and seek somewhere else to relocate to to achieve that?

The hon. Gentleman always speaks for the dispossessed across the world and stands up for the freedom of religious belief. As I have said, we are working closely on the ground to do all we can with international partners, particularly the UN, to make life better for those impacted. I hope to report back either in FCO questions next week, or in due course, about progress in what is happening in Sri Lanka.

As I mentioned earlier, this is a live debate at the moment because of a particular case, which is very much at a preliminary stage. The lobbying that our own consul general has received from business connections makes it very clear that there is a reduction in broader confidence. On the rights of British national overseas passport holders, my hon. Friend will be aware that the right of abode in the UK is defined under the Immigration Act 1971 and only British citizens and certain British subjects have that right. However, we have ongoing responsibilities to Hong Kong citizens, and even to those who do not enjoy that right of abode, and we will continue to make the strongest of cases to ensure that, up to 2047 and potentially beyond, such rights are properly upheld.

I thank the Minister for his responses. China is guilty of some of the worst human rights abuses and religious persecution in the world. Minister, in discussions with the Chinese and Hong Kong Governments regarding the recent guilty verdict, what was done to secure the trio’s release, and what will be done to secure the release of the other six who face impending imprisonment? Their only crime was to promote democracy as part of the 50 years of autonomy and freedom that were promised by the Chinese Government when Hong Kong was handed over in 1997. China often says no, but acts in a different way.

We very much hope and understand that, given the nature of the alleged offences and the protracted legal process, any individuals will not be held in custody but have a right to a reasonable bail within short order. As the hon. Gentleman rightly points out, three people have already been released, and I very much hope the other six will be. We will be keeping an eagle eye on this matter. Above all, we trust that the Government of the Hong Kong Special Administrative Region will continue to make every effort to ensure that the environment in which the media and individuals operate is conducive to freedom, including freedom from self-censorship or the like. Our officials in Hong Kong, London and Beijing—we have a number of consulates general in China that are nearer to Hong Kong—will continue to monitor these issues very closely.

I understand that. It is worth pointing out that the proscription of organisations is always quite fluid and constantly under review—I see that in my day-to-day brief as Minister for Asia and the Pacific, as well as in the middle east and north Africa.

That tragic conflict has resulted in an estimated 40,000 deaths and the displacement of millions of people in south-east Turkey. An end to that conflict is possible. Between 2013 and 2015, the Turkish Government and the PKK engaged in fruitful negotiations to end it, and a ceasefire was in place for much of that time. Sadly, that ceasefire broke down in July 2015. Since then, according to the International Crisis Group, more than 4,000 people have been killed. That includes more than 400 civilians and more than 1,000 members of the Turkish security forces. I say to hon. Members who have a strong interest in this matter, not least because of the diaspora in their constituencies, that the UK very much hopes that those negotiations can reopen to bring an end to the conflict and prevent further deaths. For that to happen, the PKK must end its campaign of terror, and we urge it to do so.

I note that there are Members from across the House in the Chamber today. There are two Members from Plaid Cymru: the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) and the hon. Member for Ceredigion (Ben Lake)—I am sure I have mispronounced both constituencies.

In fact, there are no other English Members here at all. We have the hon. Member for Strangford (Jim Shannon) from Northern Ireland and the hon. Member for Glasgow South West (Chris Stephens) for the Scottish National party. All have raised the serious situation of the imprisoned PKK leader, Abdullah Öcalan. Naturally, we condemn the PKK’s acts of violence, just as we condemn all forms of terrorism, but we also naturally expect Turkey to respect properly its international obligations regarding the treatments of all prisoners. We are aware that the Council of Europe’s Committee for the Prevention of Torture reported on Mr Öcalan’s prison conditions as recently as March 2018. In January, British embassy officials discussed his case, as well as that of hunger-striking prisoners, with Turkish officials.

Hon. Members have raised the issue of hunger strikes by prisoners, including by members of the HDP. Although it is of course distressing to witness any hunger strike—we see evidence of them closer to home, in Newport and elsewhere—the decision to embark on one is a matter for the individual concerned. As I said, we expect Turkey to respect its international obligations with regard to prison conditions, including by ensuring access to appropriate medical treatment.

A number of HDP MPs have been arrested on the basis of their alleged links to the PKK. If those links are proven to be accurate, we urge the HDP to distance itself entirely from the PKK and any terrorist activity. However, we have registered our concern with the Turkish authorities about the very large number of relatively recent detentions, including that of the HDP leader, Selahattin Demirtaş. Our embassy in Ankara, alongside other diplomatic missions, has attempted to observe Mr Demirtaş’s trial hearings. Unfortunately, we have sometimes been prevented from doing so. We urge the Turkish authorities to allow diplomatic missions to observe such trials so that we can understand the evidence on which the charges are based.

Hon. Members raised concerns about the replacement of large numbers of HDP mayors in the south-east of Turkey with state-appointed trustees. President Erdoğan has suggested that the same measures may be taken following last month’s local elections. That decision was taken on the basis that those mayors and their municipalities were allegedly channelling funding and political support to the PKK. Again, if that is the case, we should condemn it unreservedly, but we also expect the Turkish state to undertake any legal processes against locally elected representatives fairly, transparently and with full respect for international law and the rule of law. That is vital not just for the long-term health of Turkish democracy, but increasingly for Turkey’s international reputation.

As hon. Members will know, in 2016 there was an attempt to overthrow the Turkish Government by force. Obviously, we are thankful that the attempt failed, but many innocent civilians were killed. I am proud that the UK Government stood alongside our Turkish allies on that night. The Minister for Europe and the Americas travelled to Turkey as soon as he could to show solidarity. I also accept that aspects of the trauma have allowed more space for other activity. However, the trauma of the attempted coup is still fresh in the Turkish consciousness.

I thank my hon. Friend for that important question. Our embassy in Tripoli has remained closed since 2014, but we do have a permanent diplomatic presence, and a lot of work involving Libyan issues is undertaken from Tunis, in neighbouring Tunisia.

We do try to update the travel advice on a factual basis, and the message that we have broadly for British nationals in Libya—clearly, there are relatively few still there—states at the moment that consular assistance is not available, for obvious reasons, and that we are therefore unable to provide any form of assisted departure. That is a fairly strong signal for UK nationals that, unless it is absolutely necessary for them to be in Libya, we would advise them not to be there.

Libya is on the edge of a precipice. It is the biggest arms supplier to ISIS, Daesh, the Fulani herdsmen and criminal gangs. North Africa and middle Africa are in danger of being sucked into terrorism at levels never seen before. Can the Minister outline how he intends to use any available diplomatic and financial pressure to ensure that there is a crackdown on the international black market in the sale of arms?

The hon. Gentleman is right. One of the depressing things is that Libya has been at the edge of a precipice for more years than any of us cares to remember. As the penholder for Libya at the UN Security Council, the UK has made it and will continue to make it a priority to ensure that there is meaningful action against the illegal flow of weapons into and out of Libya. We led on Security Council resolution 2292, which authorises all member states and regional organisations to take specific and measured steps to interdict suspected embargo-breaking vessels off Libya’s coast

I thank my hon. Friend for his question, as I know he takes these matters extremely seriously. We have invested more than £60 million in Lebanese security since 2012. By 2020, we shall have trained over 11,000 soldiers in specialist and essential infantry skills and techniques for urban and rural security operations across the board. This assistance includes significant support for the land border regiments, and has helped to secure Lebanon’s border with Syria for the first time in its history.

Some 1.25 million Christians have fled Syria to go to Lebanon. Will the Minister confirm what help he has been able to give to those Christian refugees?

I know that the hon. Gentleman takes these matters extremely seriously, and the House greatly respects him for that. Many of those refugees, and some Palestinian Christians, have been in Lebanon in waves going back 20 or 30 years. Obviously, a huge amount of Department for International Development work goes on in the area. We recognise that many people have been there for quite some time and will be there for quite some time to come, and we therefore try to enhance their economic opportunities. The UK has played a leading part in trying to ensure tariff-free access to EU markets for many of those individuals.

I will come to the hon. Lady’s points later in my speech—there is a specific passage about that. We recognise that there are international comparators, as referred to by my hon. Friend the Member for Congleton, which I would like to explore. I do not want to commit further than that, as I suspect it may be a Home Office or public health matter. My hon. Friend and the hon. Lady have made very serious points about ethics, and I will come to them.

It would appear that, in the past, a significant proportion of organs were routinely taken from executed prisoners without prior consent. China committed to stopping this practice from January 2015. While this was an important and positive step, there are still fundamental ethical questions about the ability of condemned prisoners in China to give free and valid consent. Indeed, China’s use of the death penalty is itself a subject of great concern, not least because there is no transparency about the number of executions it carries out. Many NGOs assess that China executes more people than the rest of the world combined, but no accurate figures are available. We advocate against the use of the death penalty worldwide in all circumstances, including in China and a number of other countries, including close allies. We do not just condemn the practice, but advocate against it.

Members today have outlined concerns that organs are not only being taken from executed death row prisoners, but also from prisoners of conscience, primarily Falun Gong practitioners, as well as other religious and ethnic minorities. Concerns have been raised that sometimes organs are removed while the victim is still alive, and without anaesthetic.

There is a growing body of research, much of which is very worrying. As the hon. Member for Strangford mentioned in his speech, one key source is the written analysis by David Kilgour, David Matas and Ethan Gutmann. My officials have studied their latest report carefully and consider it to be an important source of new information about China’s organ transplant system. It points out that it is extremely difficult to verify the number of organ transplants conducted in China each year, and to verify the sources of those organs. The report rightly questions the lack of transparency in China’s organ transplant system, but acknowledges the lack of incontrovertible evidence of wrongdoing. The authors make it clear that they have no smoking gun, or smoking scalpel, to prove their allegations, so they are forced to rely on assumptions and less-than-rigorous research techniques. Some of those assumptions, particularly the statistical assumptions, came up in hon. Members’ contributions, but they are still assumptions. We have to work on the basis of rigorous evidence—obviously, we are trying to develop as big a body of that as we can. Those research techniques include having to infer the scale of the organ transplant system from hospital promotional material and media reports, rather than properly corroborated data sources.

I thank the Minister for his comprehensive reply. Along with that evidence, which many hon. Members referred to in their contributions, is he aware of the report of the United States Congressional-Executive Commission on China, which referred to a clear evidential base? That might help the Minister when it comes to gauging and bringing together all the information. It recognises the outcome of the China tribunal in the investigations it has carried out. That wealth of evidence across the world—at home, as the Minister has referred to, and in the United States—cannot be ignored.

I am now aware of that report and I will try to learn more in our future discussions.

The Kilgour, Matas and Gutmann report was used at the recent tribunal organised by the International Coalition to End Transplant Abuse in China, which was chaired by the eminent lawyer Sir Geoffrey Nice, as has been said, and which my officials attended. Additional evidence considered by the tribunal was due to be published online earlier in the year. We are still waiting for it to be uploaded, but we are aware of the provisional findings, parts of which have been quoted extensively by hon. Members. We await with great interest the full publication.

From all the available credible evidence, it appears that China has not fully implemented its organ transplant commitments of January 2015. However, the World Health Organisation takes the view that, from its observations, China is putting in place a system of donation and transplantation that it regards as ethical and voluntary, and that allocates organs in a fair, transparent and traceable way in keeping with international norms and principles. The World Health Organisation shares that view with several of the world’s leading experts on organ donation and transplantation.

Several hon. Members raised the issue of the WHO, the UN and international pressure. The WHO does not have a mandate or role to act as an inspector of whether new policies are being adhered to in China or any other country, but we will make it aware of the debate, of the new evidence and of the sources to which I have referred, as well as providing a copy of Hansard to illustrate the concerns that have been expressed. We also note with interest the work done by the tribunal, and the information generated so far. We do not want to duplicate that work, so we are keen to utilise the evidence when it is finally published.

The hon. Member for Congleton asked whether we could call on the UN to undertake an inquiry or push for a rapporteur on the specific issue. We are working closely with international partners in the UN Human Rights Council, and will continue to do so, on a range of human rights issues in China. That work has previously included calling on China to implement the recommendations regarding Xinjiang from the UN’s Committee on the Elimination of Racial Discrimination, and to allow the UN unrestricted access to monitor that implementation. Xinjiang is obviously a priority, but I appreciate that this is a separate issue, for which an increasingly important body of evidence is being amassed. I hope that, by working closely with the international community within the UN again, we can make genuine progress.

I shall be delighted. I suspect my colleague, Lord Ahmad, will do that, but it makes a lot of sense, not least given our relationship in the United Nations.

We shall continue to scrutinise the situation carefully, and we welcome all new evidence. At present, however, our assessment is that there is not a strong enough evidential base to substantiate the claim, which has come up today, that systematic state-sponsored or sanctioned organ harvesting is taking place in China.

The hon. Member for Bishop Auckland (Helen Goodman), who was unfortunately unable to be present at the start of the debate, referred to the previous debate about the Uyghurs. I understand that there is an evidential base: some 15 million Uyghurs have had DNA blood tests for the compatibility of their tissue for organ transplant; nine crematoriums have been constructed in Xinjiang province, the first of which hired 50 security guards; and there is a dedicated organ transplant lane at a Uyghur airport. They are just some of the stories, but if they are not evidence of what is taking place, what would be?

There is evidence for deep concern, as has been demonstrated in the debate, but we believe that we are some way away from the notion of it being evidence that it is state sanctioned. However, I am well aware that the issue is now being looked at by a number of interested parties, to which I and the hon. Gentleman have referred. As I have said, we will work within the international community on the issue, which I think will raise the attention of many countries that have deep concerns about such matters.

The hon. Members for Glasgow North West (Carol Monaghan) and for North Ayrshire and Arran raised the separate but related issue of British citizens travelling to China for medical treatment—so-called organ tourism. We do not collect data on that and are not really able to do so, but we believe that relatively few people in the UK choose to travel to China for that purpose. As it stands, the British Government cannot prevent those individuals from travelling—I am sure hon. Members recognise that it would be difficult to police that and understand whether people had gone for that purpose—but it is important that we make them aware that other countries may have poorer medical and ethical safeguards than the UK, and that travelling abroad for treatments, including organ transplants, carries fundamental risks.

There is a broader issue about the sheer ethics of what we might call a free market in transplanted organs. This debate is an important staging post, although we have had debates in Parliament before. Health is one of the few attributes that some of the poorest people in the world have, and we find the notion that the rich world can take advantage of that an even bigger ethical concern. Travelling abroad, whether to China or elsewhere, is something that we want to work on with other countries. Where manageable legislation is in place that seems to be operating effectively, we should take it seriously.

I will come back to hon. Members with some thoughts about whether we feel legislation is practicable and can be introduced. I recognise hon. Members’ deep concerns, which reflect deeper ethical concerns about the notion of there being a free market for organs, and about the large-scale travel of British citizens to take advantage of that terrible harvest, although I do not think there is any evidence.

I think that one of the most important things the Commonwealth can do—I am sure its Secretary General will have it very much in her mind—is bring people together and keep lines of communication open. The hon. Gentleman will be well aware that leading figures in the Commonwealth, in both India and Pakistan, have a political or an NGO-related background. We want to have as much dialogue as is possible in these very trying circumstances.

I thank the Minister for his deep interest in this matter. As chair of the all-party group for the Pakistani minorities, I visited Pakistan in September last year as part of a cross-party delegation to inquire into human rights and the persecution of Christians and religious minorities. We met the regional president of the Pakistan-Kashmir province, who made us aware of attacks on and killings of Pakistan Kashmiris, including the sexual abuse and rape of women. The president told us that the United Nations had a key role to play. What discussions has the Minister had with the UN to bring about a peace process?

In specific terms, I cannot give direct assurances, but that is clearly something we will work on. The hon. Gentleman is absolutely right that the illegal wildlife trade is very much a security issue. One of the real achievements of the conference—something for which I have pushed for some time—was that it made that clear. IWT is often the soft underbelly of the very worst sorts of criminality, not least money laundering, the narcotics trade and people trafficking.

In the media today, there are indications that China intends to lift its ban on the sale of rhino and tiger remedies. What discussions has the Minister had with the Chinese Government to ensure that the ban is retained, not removed?

We are aware of the announcement by the Chinese State Council in the last couple of days concerning the domestic trade in tiger bone and rhino horn. We are concerned, and we will make representations that any changes should not have a negative impact on the tackling of the illegal wildlife trade. Of course, we will raise this issue at the earliest opportunity with our Chinese counterparts.

I am grateful to the hon. Member for Mitcham and Morden (Siobhain McDonagh) for securing this important debate. I pay a heartfelt tribute to her work as chair of the all-party group for the Ahmadiyya Muslim community, and for all she has done to support the community in the UK and overseas. That gratitude extends to the contributions of other hon. Members, and I shall try to respond to the points raised. I notice that there is a bit of a south-London mafia in the House this afternoon, but I appreciate the good reason why that is the case. I have the misfortune of living just the other side of the river in my constituency, but in a previous life as shadow Minister for London before the 2005 election, I went out and saw the mosque, and was able to meet many leading members of the London Ahmadiyya community.

As the hon. Member for Strangford (Jim Shannon) pointed out, only two days ago I addressed the House in another debate about the persecution of Christians. On that occasion, Members from across the House gave horrifying accounts of the suffering of Christians in the middle east and in north and west Africa. Today, we have heard similarly appalling descriptions of the discrimination suffered by Ahmadi Muslims.

This has been a very heartfelt but calm debate. I hope that the world outside, in particular the countries mentioned today that clearly discriminate against Ahmadi populations, do not think that that calm does not underpin a certain amount of anger and our real sense of mission. The plight of the most peaceable of communities should be in all of our hearts. I hope we continue to work consistently and persistently on it.

Hon. Members have focused their concerns on events in Pakistan and Algeria in particular, but lest there is any complacency we must accept, as has been pointed out, that the UK is not immune from the scourge of religious intolerance. I take this opportunity on behalf of the Government to extend my personal condolences to the family of Asad Shah from Glasgow and to members of the Ahmadi Muslim community. When the Prime Minister was Home Secretary, I know that she wrote to representatives of that community to express the Government’s condolences and solidarity. We took the opportunity to meet representatives of the community to hear at first hand about the issues they face in their day-to-day lives.

I understand what the right hon. Member for Kingston and Surbiton (Sir Edward Davey) says. There is a great worry that in the world at large minorities are becoming increasingly undermined. We need to recognise that and stand up to it. The Government will continue to challenge extremism in our own community. We all know that our country is built on the values of democracy, respect and tolerance, but we were rightly reminded by the right hon. Member for Carshalton and Wallington (Tom Brake) that we had our own blasphemy laws on the statute book. They were perhaps never going to be pursued, but none the less the fact that they were on the statute book until barely a decade ago reflects the significant change in our own society in the decades and centuries gone by.

I know I speak for everyone in the House when I say that we do not believe it is acceptable for any organisation or individual in this country to promote hatred or to condone violence, particularly on social media. I will come on to that in a moment or two. Where messages are posted in this country that incite hatred and murder, they should be reported to the police. Such activity is criminal and will not be tolerated.

The right hon. Member for Kingston and Surbiton made a point about legislation. This is under active review. He will know and appreciate, as we all do, that the balance between freedom of speech and ensuring safety is very delicate. We need to recognise that many global internet service providers are precisely that: global organisations. The internet itself, in a very positive way, is a global resource. We therefore need to ensure that we are able to work with other countries to try to secure global protocols. That will be a major challenge in the decades to come.

As I said on Tuesday, all religious persecution, in whatever form it manifests itself, is abhorrent and deplorable. Governments, religious groups and right-minded people must condemn such incidents wherever they occur and do everything they can to bring them to an end. That is why we will continue to work tirelessly to promote and defend the rights of people of all faiths and none all around the world, so they can practise their faith or belief without fear or discrimination. I tried to explain our approach to defending freedom of religion or belief internationally in some detail on Tuesday, so I will not rehearse the same points today.

I would like to address specific issues raised in the motion, which, if I may say, was extremely comprehensive, about the prosecution of Ahmadi Muslims overseas and on UK policy on counter-extremism. I will be travelling to Indonesia in August and I am very happy to ensure that the very specific points raised by the hon. Member for Mitcham and Morden are brought up in the context of that visit. I have visited, and will visit in the future, Sri Lanka, Malaysia and Thailand. Specific concerns raised here will be brought up. The hon. Lady raised an issue about the Department for International Development and textbooks. I do not believe it is correct to say that we fund biased textbooks, but I will look into that and, if she will forgive me, will write to her in due course.

The hon. Lady also talked about entry clearance and the processes that we focus on, and I know that a number of Members had concerns about that. Ministers of religion and religious workers can come to the UK through one of two routes: either tier 2 as a minister of religion, for longer-term postings, or tier 5 as a religious worker, for temporary positions of up to two years. Those routes cover coming to preach, to carry out pastoral duties, to work as a missionary or to be part of a religious order, and other religious duties. Both visa routes sit under the points-based system and require a certificate of sponsorship from a licensed sponsor.

It is important that we look at context in this debate. In October 2013, in a relatively recent change—as recent as four and a half years ago, although we have to keep the situation under constant review, given the matters raised in this debate—the Government introduced a genuineness test to better identify those who may be trying to abuse either of those routes. The test applies to applications under the points-based system and is part of a wider policy of assessing the credibility of visa applicants.

That is ultimately a Home Office—rather than a Foreign Office—matter, but we will try as far as possible to have as joined-up an approach as we can. However, I am concerned that the system is being played to a certain extent, and that there are people who may be on dark lists in their home countries—as people who would incite religious hatred—but who are able to come to this country through the rules that we have in place and utilise being based in the UK to preach against Ahmadis in particular. We will do all that we can, and the fact that we have had this debate is useful. This is perhaps something that my Home Office colleagues need to work on more closely, but I give my pledge to the hon. Lady, and indeed, to all Members here, that between us and the Home Office, we will try to ensure that these abuses do not continue.

My right hon. Friend the Member for Putney (Justine Greening) spoke about a number of issues that I will come on to in my speech. She mentioned having a special envoy on freedom of religion or belief. I think this matter is almost literally sitting on the desk at No. 10 Downing Street at the moment. This is something on which we have work in progress, and I think we would want to emulate the US model to which the hon. Member for Glasgow North (Patrick Grady) referred.

My hon. Friend the Member for Wimbledon (Stephen Hammond) is a very close and long-standing friend, and I fear that it is in fact 19 years, rather than 18, since his selection as a candidate—I only know that because we are such good friends that we had a celebratory dinner with our wives, within a few days of that event. I will speak to the Home Office about issues related to domestic persecution—he is not here at the moment because he had another pressing meeting to go to, but I am sure that he will read Hansard avidly.

My hon. Friend touched on the issue of hate preachers, a subject that a number of others mentioned. The official line is that the Government take a robust stance against individuals whose presence in this country might not be conducive to the public good, but I recognise that there is now a much more deep-seated concern among the public that that test—rather a vague test as it is—is not necessarily capturing some people who really should not be in this country. I fear that part of the difficulty with such a test is that if there is a big hue and cry in the media, or on social media, we highlight particular individuals, and I suspect it is probably the case that the Ahmadi community, by its nature, is not organised on social media so is not able to start a big campaign to stop individuals coming into this country. We will need to look at cases on an individual basis—particularly those that are brought to our attention—but like many hon. Members, I am not convinced that we have got this absolutely right. We will need to tighten up and to try to have a more robust test to ensure that those who would do harm, who would wish to incite religious and other division, are not allowed into this country. Again, this is ultimately a Home Office-related matter and it would be wrong of me to be overly prescriptive at this stage.

The right hon. Member for Kingston and Surbiton referred to GSP+. He will know that the EU issues reports on this matter. The most recent report was produced in January this year, and made a number of recommendations to Pakistan, among other countries. Along with our European Union partners, we will continue to press Pakistan in this regard.

The right hon. Gentleman made some thoughtful comments. I think he recognised that this was not necessarily the place for immediate action. One of the difficulties of putting countries on to a blacklist, or taking them off a blacklist, is that it becomes difficult to move away from inertia and to have a list of priorities. There can be dangers in going down that route. I think it is important for us to work with international partners, whether in the EU or, in the time to come, in the broader international community. However, the right hon. Gentleman has made a fair point, and I will take this opportunity to revisit precisely where we were with GSP+.

When he was a Minister, the right hon. Gentleman rightly spoke up at a time when the Sri Lankan Government were making international commitments, too many of which had not been fully and properly adhered to. He will recognise that there is also a need and desire at all times to bring countries within the international community so that we can try to work together. Trade and commerce constitute one aspect of that. It must not be an overriding aspect, but it has a part to play in bringing countries back into the international community. These are complex issues, and I shall be happy to take them up with the right hon. Gentleman directly. I should be interested to learn more about his own experience in this regard, especially given that—as he is well aware—Sri Lanka is another country for which I have responsibility in the Foreign Office.

We are aware of a number of reports of Ahmadi Muslims being arrested in Algeria. The Government in Algiers have said that the arrests relate to breaches of law applicable to all religions. However, it is also the case that, while the Algerian constitution provides for freedom of religion, it is not always compatible with domestic law. We will continue to raise our concerns with the Government of Algeria, and urge them to rectify the anomaly and to respect the right of freedom of religion or belief. Last October my colleague the human rights Minister, Lord Ahmad—himself an Ahmadi Muslim, and a man of deep faith —discussed the plight of the Ahmadiyya with the Algerian Minister for Religious Affairs, and our ambassador also raised the issue with him at the beginning of this year.

I should point out that we also have grave concerns about the treatment of the Christian Protestant community in Algeria. We know that, for example, a number of churches have been closed. We have raised that at various levels with the Algerian Government, and our embassy keeps in close contact with the Protestant Church there. Our ambassador met representatives of the Church as recently as last month.

Many Members rightly raised the issue of Pakistan. The debate is particularly timely, in that—as has already been pointed out—it has taken place the day after a brutal mob attack on an historic 100-year-old mosque in the Punjab. We strongly condemn the continuing attacks on a peaceful community. The mob attack serves as an unwelcome reminder of the seriousness of the issue, and I tweeted my condemnation of it earlier today.

Let me say a little about our relationship with Pakistan. We have a tremendous high commissioner there, Tom Drew. He and his team do a great deal of challenging work in relation to counter-terrorism and a huge number of consular issues. The Department for International Development has its biggest single programme there, and efforts are being made to work with British Pakistanis to develop trade connections for the future. It all involves a huge amount of work, but that is not in any way to downgrade the work that we do in standing up for the Ahmadi community. I will take the opportunity to ensure that we raise that issue more extensively. I have been to Pakistan once in my present post, and I shall be going again later in the year.

I feel, to an extent, that we are not doing enough, but I hope the House will recognise that we are not ignoring the plight of people who are deprived of freedom of religious belief. There is a huge agenda, not least given the importance of Pakistan as a neighbour of Afghanistan, its relationship with China, and the sense in which the United Kingdom is a trusted partner at a time of uncertainty in that part of the globe. I accept that we may need to do a little more, and that we may do more publicly. That was raised by a number of Members today. I did not wish to suggest that because we tend to deal with these issues privately and quietly—and we do, very persistently, with all of our counterparts—there is no opportunity to go a little more public on them, and I will do my level best to achieve that.

Sometimes in Pakistan and across the world we speak to people at high levels of Government responsibility, but the problem is getting that down to the lower levels from where it branches out. How do we do that, because if we get that done, we can address many of the issues?

The hon. Gentleman is right. We do get the highest levels of access to political leaders, and Pakistan is now in a pre-election period which is a time of particular vulnerability for many minorities, and we have touched on that. It is entirely unacceptable that the Ahmadi, for example, are electorally disenfranchised. However we also work at state level, and in my visits going out to Mardan, for instance—I will be heading out to Karachi and Lahore in due course—I try to speak to senior state officials. Pakistan is a large country with over 210 million citizens and many of the states are as populous as parts of the United Kingdom.

We have raised, and will continue to raise, with the Pakistan Ministry of Human Rights the issue of the protection of minority religious communities. I have also done so in writing to the Foreign Minister Khawaja Asif, and my ministerial colleague Lord Ahmad raised this issue as recently as February with the Pakistan Minister of Interior.

The Ahmadi community are prevented by the terms of the Pakistan constitution and penal code not just from practising their religion freely, but from being electorally franchised and indeed, dare I say it, from really being full members of the Pakistani community. That is unacceptable; we state that here and now and will continue to state it in our conversations with our Pakistani counterparts.

Followers of other religions, including Christians and Shi’a Muslims, also suffer persecution, and at the UN last November the UK pressed Pakistan to strengthen the protection of minorities. We also urged it to explain the steps being taken to tackle the abuse of blasphemy and anti-terror laws, which leads to attacks against members of religious minorities. Algeria and Pakistan are not the only countries where this persecution takes place. In Bangladesh, regrettably, the authorities have often failed to protect minority religious groups. [Interruption.]

I am being told by the Whips that my time is almost upon me. I have tried to address many of the issues raised in the debate and, if I may, I will say a few brief words about some of the issues raised on our counter-extremism work. Ultimately, that is a Home Office responsibility, but it is also an important aspect that we deal with. The Government remain committed to tackling extremism in all its forms, violent and non-violent, Islamist and extreme far-right and extreme far-left. The threat from extremist influences continues to grow, and we are responding with a joined-up, cross-Government approach.

We have also established a new Commission for Countering Extremism, with Sara Khan as the first lead commissioner. She will provide support and advice to UK civil society, to help it identify and challenge all forms of extremism. While this currently has a domestic focus, it also recognises that extremism needs to be tackled at source, which on many occasions can be traced to what happens overseas. Incidents of religious persecution in Pakistan have a tangible impact on community relations in the UK, and we are working hard to reduce the risk of extremist influences being projected into our own communities.

There is so much more that I would like to say, but I recognise that we need to move on to other business. I have touched on social media and on what needs to happen and on entry clearance, but let me conclude by saying the following. The Foreign Office will continue to promote freedom of religion or belief right across the globe. We also intend to protect our communities here in the UK from the scourge of extremism by working with partners at home and abroad to counter extremist propaganda, by working with global internet service providers and other social media to close down the space from which some of this terrible divisive material can be disseminated, and by using every other means at our disposal to exclude from this country those who would do us harm.

I am grateful to my right hon. Friend the Member for East Devon (Sir Hugo Swire) for securing this debate. During his time as one of my predecessors in the office I currently hold, he was tireless in his efforts to improve the political and human rights situation for all the people of the Maldives. I pay great tribute to him for his continued commitment to this cause and share his disappointment and alarm at the recent deterioration in the political outlook in the Maldives. While I cannot promise that I will deliver on every last bit of the shopping list in his speech, he can rest assured that it provides not just food for thought, but an important pointer for the future, and we will look at all his proposals. I am also very grateful for the interest and shorter contributions of other Members, and I shall try to respond to a range of the points made during this debate.

Let me start by setting out the current situation in the Maldives, which is deeply concerning, and this Government’s response, before touching on the implications for visitors and the wider international context. For several years, particularly since 2015, President Yameen has been cracking down on the rights of political opponents, judicial institutions and the independent media, all in a bid to strengthen his own grip on power, despite growing popular discontent at his rule. Over the past year, the leaders of all Maldivian opposition parties have spent time either in jail or in exile. In July, President Yameen used the military to enforce a shutdown of Parliament to prevent the opposition from voting to impeach the Speaker, a close confidante of his. Parliament has in essence been ineffective in the Maldives since that time.

As my right hon. Friend the Member for East Devon pointed out, on 1 February this year the Supreme Court of the Maldives ruled that Parliament should release nine prominent opposition leaders from prison and reinstate the 12 MPs who had been stripped of their seats when they sought to leave the President’s party for the opposition. They included former President Nasheed, who is well known to several UK political figures, not least my hon. Friend the Member for Richmond Park (Zac Goldsmith). He currently resides here in the UK in exile. His time in office was, to be honest, turbulent, but he did represent an era of significant steps forward towards a more open and democratic Maldives—a secular Maldives, which would have taken religious freedom seriously in the way the hon. Member for Strangford (Jim Shannon) would wish all to experience.

However, just four days later, on 5 February, President Yameen declared a state of emergency in response to the Supreme Court decision. The effect of this is to suspend, among other things, the rights to privacy, freedom of assembly and silence following arrest, as well as protections from unlawful arrest. These measures were extended on 20 February for a further 30 days. In the weeks since the emergency was declared, the Maldivian Parliament has been closed down, two of five Supreme Court judges, including the chief justice, have been arrested, more opposition leaders and their families have been jailed and journalists and protestors have been pepper-sprayed and arrested.

Wider human rights concerns persist, including the Government’s highly regrettable and stated intention to resume executions under the death penalty. Freedom of speech is being persistently curtailed, and human rights defenders and independent journalists are being intimidated. A new anti-defamation Act is being used to attack independent media outlets, some of which have had temporarily to close out of fear for the safety of their employees.

This situation is entirely unacceptable. As for the state of emergency, let us make no bones about it: President Yameen has suspended the basic rights of his citizens because the Supreme Court ruled against him. It is an affront to any sense of democratic principles and the rule of law and a blatant power grab. It is entirely right that these actions have been condemned internationally. The United Nations High Commissioner for Refugees has described the situation as an “all-out assault” on democracy, and the International Commission of Jurists has said that the Maldivian authorities

“have not even come close to meeting the high threshold set by international law for the derogation of rights in times of genuine emergency”.

Those of us who follow media reporting will have seen speculation about how various regional powers might respond, particularly given that the Maldives is located close to the important shipping lanes that run from Malacca to Hormuz. The UK’s position on this is clear: the current situation in the Maldives is a political crisis that requires a political and diplomatic solution.

To address one of the points raised by my right hon. Friend, the Government are aware of reports about a Maldives-flagged vessel apparently engaging in ship-to-ship transfers with a DPRK vessel, in defiance of the UN Security Council sanction. We are also aware of the Maldives Government’s response that the ship does not belong to the Maldives. I think that it is only fair and right that we conduct further inquiries about this potentially serious case before coming to any judgment. Broadly speaking, I have to say that our response to the deteriorating situation over the past three years has been robust, as it will continue to be.

My right hon. Friend the Foreign Secretary made a statement on 5 February, calling for President Yameen to end the state of emergency peacefully, restore suspended rights and permit the full, free and proper functioning of Parliament. I will meet the Maldivian ambassador later this week to seek his explanation of what his Government are doing in these areas. Our ambassador, James Dauris, who is based at our embassy in Colombo in Sri Lanka, flew to Malé on 8 February to raise our concerns directly with the Maldives Government and to meet opposition politicians and journalists.

When he meets the Maldivian ambassador, will he express the concerns that I and many other Members have, as was shown in last Thursday’s debate in Westminster Hall, about the persecution of Christians, who do not have an opportunity to worship their God in the way they want?

I thank the hon. Gentleman for his question; I am well aware that this issue is close to his heart. He will be aware that Lord Ahmad and I regularly liaise on the issue with our embassies and high commissions. I wrote a joint letter to those on my patch, in Asia and the Pacific, and I have received replies from Bangladesh, Burma, China, India, Indonesia, Malaysia, Nepal, Pakistan and Sri Lanka. I am encouraged that the network takes the issue as seriously as the hon. Gentleman does.

I appreciate that. It has been set up for quite some time, actually. Climate change has been a major global issue for 30 years, and I guess that Taiwan has had some involvement in international organisations of that ilk. It plays a useful and active role in, for example, the World Trade Organisation and the OECD, and I would like it to have the role that hon. Members referred to in Interpol and the International Civil Aviation Organisation. We meet Taiwanese delegations at the margins of such international meetings, and we will continue to do so. I accept the view of my hon. Friend the Member for Harrow East, and I will do my best to raise that issue. Many of the issues to which hon. Members referred, including aviation safety, international terrorism and climate change, are global and clearly apply as much to the 24 million people of Taiwan as to the other 7 billion inhabitants of the world.

The subject of this debate is the UK’s relations with Taiwan. Taiwan is a thriving economy, which enjoys the same democratic norms and values as the UK, including a free media and a vocal and active civil society. The UK and Taiwan enjoy strong, albeit unofficial, relations, which deliver significant benefits to us all. Taiwan continues to behave as a de facto state, but the UK does not recognise it as an independent state. Therefore, with great respect to all of my hon. Friends who referred to the ambassador, the truth is that the gentleman concerned, who is in the Public Gallery, is the unofficial representative to this country, not an ambassador in any official way. That is obviously a position we maintain, with our policy on China. That is an issue not just for this Government but for successive Governments over many decades. The relationship between us is strong and delivers significant benefits. That collaboration is built upon dynamic commercial, educational and cultural ties, facilitated by the Taipei Representative Office in London and the British Office in Taipei.

Taiwan and the UK are both open to foreign investment. We share a belief—much diminished, I fear, in international affairs today—that free trade and open markets are the very best ways to grow our economies and enhance our prosperity. That means that trade is the cornerstone of the relationship between Taiwan and the UK. Taiwan is the UK’s sixth-largest trading partner in the Asia-Pacific region and our 33rd-largest globally. I suspect we will move up in those rankings rapidly in the years to come. Bilateral trade reached £5.3 billion in 2015. Although business and financial services were our largest export sector, two thirds of the UK’s exports to Taiwan were goods—notably vehicles and state-of-the-art pharmaceuticals. Taiwan is also our fourth-largest export market, as was pointed out, for Scotch whisky, taking in £175 million-worth of it in 2016—they obviously enjoy it. Of course, our trade flows both ways. The UK is Taiwan’s third-largest investment destination in Europe, ahead of France and Germany, and Taiwanese investment in this country totalled some $115 million in 2016.

A number of Members discussed Brexit. As we prepare to leave the EU, the British Government are working closely with all our major partners and investors in the Asia-Pacific region, including Taiwan, to grow those economic links.

The Minister will be well aware of the importance of the agri-food sector to Northern Ireland. We have been trying to increase our exports of pork products to Taiwan and China, and we have been somewhat successful. Will the Minister indicate what more can be done to help the agri-food sector in Northern Ireland develop those exports even more?

As the hon. Gentleman will appreciate, I will have to get back to him on some of the specifics. More broadly, the UK and Taiwan are committed to continuing to take practical steps to enhance trade and investment between us and within the region. As has been mentioned, we have identified that live poultry and Scotch whisky are potential growth areas. We have also made great progress with our application to export pork products, paving the way for a Taiwanese delegation to conclude an inspection of UK facilities just last week. We hope that will lead to markets opening to UK exports very soon.

We want significantly to increase trade between the UK and Taiwan by improving reciprocal market access and helping our companies to do business on a level playing field. There are genuinely great opportunities for UK industries in sectors such as renewable energy, railways and transport infrastructure. As my hon. Friend the Member for Milton Keynes South (Iain Stewart) rightly pointed out, nuclear decommissioning is very important, not just in Taiwan but in the region as a whole.

The digital economy continues to offer opportunities for British companies. Taiwan is already looking to adapt UK standards to regulate its own digital economy, its fintech industry and driverless vehicles. We are keen to engage with the Taiwanese authorities on broad economic reforms to improve the business environment, which I hope will lead to greater returns on investment and increased trade in both directions.

As I said, it is a humanitarian catastrophe out there. Sadly, this increasingly appears to be an accurate description of the situation. It is now essential for the Burmese authorities to enact the positive measures that were announced by the State Counsellor, Aung San Suu Kyi, on Thursday evening. They include the establishment of a new civilian-led body to oversee refugee returns and the development of Rakhine into a state in which all communities can live together sustainably.

Terrible acts of brutality and violence have been carried out against the Rohingya people. Is it the Minister’s intention to ensure that the Burmese army will be charged with war crimes for what they have done?

That is a matter for the UN. The issue of genocide is a legal one and it will be determined at UN level. I understand that there is some frustration and a perception that diplomatic advancement has been slow. We have taken a lead in this. There have been two closed meetings and an open meeting of the UN Security Council. The truth is that a headlong rush to get a Security Council resolution along these sorts of lines would most likely end up being vetoed by the Chinese or the Russians. We need to move together as an international community, recognising that these serious crimes must be properly dealt with.

This is a live debate, and we will continue to make representations such as that which the right hon. Gentleman has made. He is well aware of the difficulties that face us in our relationship with Burma, which will regard this as largely an internal matter. It is not for us to dictate that on an international agenda, but his voice has been heard loud and clear, and this is not the only time that such an issue has been raised. We will do our level best to make sure that, apart from anything else, Bangladeshi citizens who live on the border are properly represented.

Some 90,000 Rohingya are estimated to have fled to Bangladesh. What help can the Minister give to the displaced who now live in the open and in forests, without tents or food? Bangladesh cannot afford to keep them and wishes them to leave.

The hon. Gentleman will be well aware that DFID is already the biggest single donor of bilateral aid to Bangladesh. We will continue to do as much work as we can, without in any way prejudicing important existing projects, particularly infrastructure projects, which have been under way for some time. He can rest assured that we have significant equities and significant expertise on the ground, particularly around the Cox’s Bazar area, which is the district adjacent to the Burmese border. I very much hope that those will come into play, and I suspect that that work is already going on as we speak.

That is absolutely right. In fairness, the Government have made some movement towards doing that. The Minister might be able to respond on that point. I think there are steps afoot to ensure that some of the monuments can be restored and some money sent that way to make it happen.

I would like to put on the record thanks to many organisations—I hope I do not leave any of them out. They are the churches from my area that support the middle east physically, practically and prayerfully, Release International, which does great work with Christians, Open Doors, which works in Christian solidarity worldwide, the Barnabas Fund, and the Elim charities that work on behalf of Christians across the whole middle east.

I mentioned other ethnic minority groups. The Baha’is in Iraq and Iran are subjected to unbelievable discrimination and hatred by those in positions of power. Let us look across the cauldron of the middle east and think of all the countries that are there. Indeed, eight of the 12 worst countries for persecution of Christians listed in a report by Open Doors are in the middle east. That is a list that no one wants to be in, because those are the places where persecution is more rife, rampant and deliberate. The right to freedom of religion or belief is a fundamental human right that nearly all the countries across the middle east have ratified and have made a commitment to uphold, but the reality is very different, with lots of lip service being paid.

When one group of individuals is discriminated against or persecuted on the basis of its religion or belief, that often signals conditions in which all but the deemed orthodox are oppressed and persecuted for their beliefs by the Government and/or non-state actors. Clearly, we must focus on those countries in the middle east that have ratified the fundamental human rights—referred to by the hon. Member for Stretford and Urmston (Kate Green)—but where we do not see much evidence of that ratification. Let us have evidence from those countries that have committed themselves to human rights freedoms—unfortunately, they do not always follow through.

Plurality of religion and belief is a crucial ingredient for a stable society, and the Foreign Office recognises that in its pledges for UN Human Rights Council membership from 2017 and in its current human rights structure, where the freedom of religion or belief team is housed under the human rights for a stable world stream. Last year the all-party group on international freedom of religion or belief participated in a conference in New York, which almost 100 delegates from some 65 countries across the world attended. That was an opportunity for all those people to come together. In this House we come together as groups, and we encouraged similar groups from other countries across the world to come together, including from Canada, the United States, south America, Africa, the middle east, the far east and some of the eastern countries of Europe.

In countries where freedom of religion or belief is systematically violated, societal tension and violence frequently follow, leading to a more polarised society, with individuals retreating into their dogmas. Let us focus, again, on the group of which I am chair. The group had the chance to carry out an inquiry and produce a booklet on Pakistan and on how freedom of religious belief is looked upon there. The more we look at Pakistan, the more we feel for our Christian brothers and sisters and for other ethnic and religious minorities there. I know that the Minister has read the report, and I appreciate the time he has taken to do so in preparation for the debate. From a job and an education point of view, those who adhere to a religion outside the norm are the lowest of all the castes there are in Pakistan. The booklet, which we produced just last year, is another indication of why we need to look more deeply at Pakistan, Iran and Iraq.

The hon. Gentleman is obviously right to focus on the middle east—indeed, he is talking about Pakistan and Iran. Is it also worth remembering, however, that a significant number of religious minorities who come to Europe—to this country—continue some of those battles here on home soil, and that we also need to keep an eye on that? I was struck by something that happened when I was in a school classroom in Marylebone five or six years ago. I was already being told that Shi’a and Sunni Muslim schoolchildren were ganging up against each other in the playground. We have to recognise that a lot of the problems may be transported closer to home.

The right hon. Gentleman brings a salient point into the debate. Yes, we need to be aware of that. We need to be aware of integration into society and of how we can do it well. We also need to be aware of the problems that come off the back of that.

When working with partners in the middle east, it is crucial that we discuss means for individuals to be free within their own nation’s context to manifest their religion or belief and that we build and implement action plans for each context. Although traditionally less of a focus in political and diplomatic discussion, long-term strategies that integrate lessons from the past must be encouraged and supported in Iraq and Syria and across the whole region. I look forward to the Minister’s response on that. To truly secure human rights and restore long-term peace, not just emergency responses but a long game and a considered perspective are necessary.

As chair of the all-party group on international freedom of religion or belief, I encourage DFID—the hon. Member for South Down (Ms Ritchie) referred to this as well—to be sensitive to the complexities that religion brings, particularly to political action, which in many cases is contradictory to international law, that people use religion to justify. Even in the recent Turkish coup, we saw turmoil used as an opportunity to target and attack churches in Trabzon and Malatya. Using that and countless other incidents across the middle east to dismiss religion as too tricky and to determine that it is the main cause of violence and wrongdoing is simplistic. The underlying political motives must be recognised and tackled.

Let us just look at the coup in Turkey. The coup is over, but many, looking from the outside in, will say, “Is this a chance to suppress human rights in Turkey?” Many of us feel that it could well be a chance to clamp down on all opposition. Is that what we want? Is it what should be happening? No, it is not. Is Turkey a safe place for religious groups at this moment in time? The evidence says that it is not.

If things have changed, that is good, but the evidence so far indicates that perhaps they have not. I am being respectful. We have asked for a meeting about this issue, and I hope we will have it with the appropriate Minister. I think that is the Minister who is here today, now he is in place. We look forward to having the opportunity to develop the 10 points we raised with our inquiry. They indicate that some things need to be put right.

We all have a great passion for the idea that there is terrible religious persecution across the world, but it is legitimate for any immigration authority, which is the Home Office here, to recognise that a minority of people—a small minority, but none the less a minority—will try to use persecution as a means of getting in when that is not justified. To have a process in place is entirely legitimate from a Home Office point of view.

The right hon. Gentleman is right that there needs to be a process. We are not saying that there should not be a process; we are saying that it needs to be effective and to take into account the trauma of those who have been persecuted. It needs to reflect an understanding of the circumstances and why they are here. It is about how we do that in a compassionate way that gets the answers to the necessary questions and enables that person, whoever they may be, to apply for asylum and be granted it.

I congratulate the hon. Member for Birmingham, Ladywood (Shabana Mahmood) on securing this important debate.

As the nights draw in and the winter chill becomes more apparent, the thoughts of many Londoners—I am sure the hon. Lady will agree that this is the first city of the United Kingdom—turn to the homeless people who, each night, lay down their blankets and boxes in dark corners of this great city of ours. Their presence makes all of us ask questions about where we as a society are falling short. I am afraid that to many of us who live in and represent central London, it seems that the number of homeless people and rough sleepers is increasing very quickly.

I live, with my wife and two children, a stone’s throw from Westminster cathedral, and from The Passage, a charity sponsored predominantly by the Roman Catholic Church that has provided succour for the less fortunate for a century and a half. One need only look around the streets literally a few hundred yards from this Chamber and witness the many people, young men in particular, sleeping rough in Westminster station to understand that the situation has become markedly worse in recent months. Constituents from all over my constituency worry about the people they find each morning in their doorways.

All of us know that local authorities have a statutory obligation to undertake regular counts of people sleeping on their streets. Figures from Westminster city council indicate that the number of rough sleepers has increased sharply: a total of some 2,440 people were recorded bedding down as rough sleepers in 2012-13. Although that was a slight reduction on the figure for the previous year, the number in 2009-10 was only 1,693, so there has been an increase of over 40% in the past three years. Meanwhile, in the other part of my constituency, the City of London, the most recent figures available, for the period from 1 September to 31 October, indicate a marked increase of 39% in the number of rough sleepers when compared with the same period last year.

To understand how to respond, we must first grasp why people sleep rough. To be honest, for as long as big cities—particularly ones such as London—have existed, people have slept on the streets. There are myriad reasons why, but over the past few years, and certainly in the time that I have represented my central London seat, we have tended to see two quite distinct categories of rough sleepers, with very different stories to tell.

The number of so-called traditional rough sleepers in Westminster has remained relatively static. They tend to be people with an addiction problem—some 52% of the homeless take drugs, and 20% drink alcohol at harmful levels—people who have been affected by family breakdown, or, of course, people with mental health difficulties: nearly half of the people on our streets have long-term mental health needs. Colleagues will recall the “Street Stories” exhibition that I sponsored in this House only a few years ago, for the homeless charity St Mungo’s, which aimed to educate parliamentarians about why that very diverse group turned to the streets.

That group of rough sleepers is well known to outreach groups. Local authorities and established charities patiently conduct long-term and meaningful work to rehabilitate such people into mainstream society. Homelessness services provide support to over 40,000 homeless people a year, delivering cost savings to public service budgets, and better outcomes for the most vulnerable. It has been estimated that a single rough sleeper on the streets of London costs some £35,000 a year in crime, emergency health and social services alone.

Obviously, the Churches and charities that the hon. Gentleman referred to are major contributors to helping homeless people, but the Salvation Army and the Simon Community also do tremendous work with homeless people. I want to underline the importance of that work.

A huge amount of charitable work is done by voluntary groups, many of which have grown out of nothing in recent years. We should welcome that.

As the Minister knows, the Mayor of London has a programme that aims to ensure that no person spends more than one night sleeping rough on the streets of London. That is now the case for eight out of 10 rough sleepers, but of course, logically, that means that for one in five rough sleepers, the promise of only one night on the streets is not being kept. I support the broad thrust of the changes that have been made to housing benefit entitlement, and have done so repeatedly, both in TV studios and in this House, but both the Mayor and I continue to make the case to the Government that those changes will continue to have a disproportionate impact on central London, where rents, to which the hon. Member for Birmingham, Ladywood, has referred, are at their highest. I have expressed those concerns to the ministerial team in Parliament. It is also deeply concerning that although rough sleeping continues to rise, there is a reduction in the amount of available support. Hostel bed spaces are being reduced at a concerning rate, and are at their lowest number since 2008.

There is a second group of homeless people, namely foreign nationals, many of whom have no recourse to public funds and therefore require an alternative policy response. In the midst of the changes that will go through Parliament over the next 24 hours and that will impact on Romanians and Bulgarians—all of us agree with those changes—we should remember that those who do come here could be an even bigger strain on public services in the first few months of 2014.

People from central European countries now make up 32% of all rough sleepers in Westminster. That is no surprise: following the enlargements of the European Union in 2004 and 2008, Westminster experienced a sudden influx of new arrivals from eastern Europe, often via Victoria coach station. In advance of the enlargements, both Westminster city council and I warned repeatedly of the increased dangers of jobless and unqualified nationals from the new EU accession countries ending up sleeping rough, but the previous Government failed to put into place proper plans to deal with the sudden influx. I am afraid that the situation has not improved in the three and a half years since the coalition came into office.

Those nationals were particularly at risk of homelessness, as the law prevented them from accessing benefits provided by local authorities to residents, as well as state benefits such as income support, shelter and drug treatment services. Many new arrivals had a firm idea of where they would live and work, and I emphasise that many are making a fantastic contribution to our economy, but for others, the likelihood of them descending rapidly into street life was exacerbated because they had no other means of support. Westminster city council has done a lot of work to help those individuals, sometimes by trying to reconnect them with their families back home, assisting with repatriation, providing language services, and so on.

The issue of rough sleepers from central and eastern Europe has taken on a new dimension in recent months. I have repeatedly warned that my constituency may prove to be the canary in the mine on many of these issues. Many of us have seen at first hand the Roma Gypsy encampments that sprung up around Marble Arch during last year’s Olympics. Some of the people living in those encampments were part of an organised begging operation deliberately targeting the lucrative west end tourist market.

I receive weekly reports from exasperated constituents who find spontaneous bedrooms in their doorways and litter and excrement in garden squares, and who are harassed daily by aggressive beggars. One St James’s resident reports rubbish bags being ripped open almost nightly, covering the pavement with litter. The problem is real and must be dealt with. It must be put into the public domain as thoughtfully as possible, not least at this time of year, and it must be recognised that the significant number of people who come to this country make a positive contribution, but the minority is getting ever bigger and may end up causing major social issues.

I have so much more to say, but I respect the fact that other hon. Members want to contribute to the debate. I would like to make one more point before finishing. I appreciate that the Government are doing a lot of work behind the scenes. They have launched a £1.7 million gold standard support and training scheme to help local authorities to tackle homelessness. The concern of all of us is not that the will is lacking, but the lack of resources. We have no idea of the numbers, and the extent to which the problem is likely to be exacerbated in the months ahead. I am interested to hear what the Minister says today, but more importantly, he should keep a watching brief on the issue in the early weeks and months of 2014, because urgent remedial action may be required, not just here in central London, but in many parts of the country.

I beg to move,

That this House is concerned that the persecution of Christians is increasing in the 21st Century; notes that there are reports that one Christian is killed every 11 minutes somewhere on earth for their faith; further notes that Christianity is the most persecuted religion globally; bears in mind that the right to freedom of thought, conscience and religion is a human right stated in the Universal Declaration of Human Rights; and calls on the Government to do more both in its foreign policy and through its aid work to defend and support people of Christian faith.

It is a pleasure to bring this matter forward for consideration. The number of Members in the Chamber is an indication of the level of interest, and I look forward to outlining some of the issues.

I believe that the persecution of Christians is the biggest story in the world that has never been told, and its importance cannot be underlined enough. The subject burdens me, and many other Members, judging by the number here. Each day we pray for Christians who are suffering persecution. It is important that we use the powerful tool of prayer to help them.

I am reminded of the story told about Charles Wesley addressing his congregation in church. He was calling out a hymn and said to the congregation, “I want you to sing lustily. I want you to sing moderately. Most of all, I want you to sing in tune.” I believe that this House will be in tune today, because we are all united on the importance of this issue. Today’s debate will make that clear.

It is greatly to the credit of the Democratic Unionist party that it has secured this debate. Let us be honest: if this were happening to almost any other religious group it would be something of a national scandal. That makes it all the more important to put the ongoing persecution of Christians in many parts of the world on the political map. This debate will do that in the next two and three quarter hours.

I thank the hon. Gentleman for that intervention. I think the rest of the debate will reflect that tone.

One hundred thousand Christians will be massacred this year because of their beliefs. Two hundred million Christians will be persecuted due to their faith. One and a half billion Christians live in what can be termed as dangerous neighbourhoods. That shows the magnitude of the problem of persecuted Christians.

There are Christians in the world today who cannot attend church as we do on Sunday and they cannot pray to God as we do—indeed, as we did before we started our business in this House today. There is an example of the importance of the Bible and our prayer time. These Christians cannot tell their friends that the Lord Jesus gave his life for them, and they cannot read their Bible as we read our Bible. They cannot carry out their own businesses; they cannot be involved in civic life; they face discrimination in education.

Let us go right across the world from North Korea, where it is estimated that some 100,000 Christians suffer in horrific prison camps, to Eritrea where 2,000 Christians are in jail for their beliefs and 31 died in custody last year. Then there are countries in which Christians are in a minority—Sudan and Somalia, for example, where they are pursued relentlessly. Christians are also persecuted in countries where they are of equal numbers, while in countries where Christians are in larger numbers or in a majority, they are subject to radical Muslim teaching and abuse, as exemplified in Kenya, Uganda and Tanzania. In Algeria, it is impossible to register church buildings or to legalise meetings.

In Africa, due to Islamic extremism, the persecution of Christians has increased significantly in 2012 and 2013, most notably in Mali, Tanzania, Ethiopia and Niger. Sharia family courts have been introduced, which ignore Christians and their beliefs. The north of Mali is similar to Saudi Arabia in that Christians are simply no longer allowed to be there or to practise their beliefs. In the Maldives, one cannot read one’s Bible; indeed, people are not allowed to have one. If people are caught reading their Bibles on holiday in that beautiful country, they will be arrested, jailed and deported. I hope you will think about that, Madam Deputy Speaker, the next time you decide to book a holiday to the Maldives.

In Sri Lanka, Christians are subject to persecution. In Burma, Christians and ethnic minorities are bombed by Government aircraft and attacked. It would be helpful to hear in the Minister’s response some indication of how those issues were presented at the Commonwealth summit and what response the Prime Minister got. I understand that he brought the issues to the attention of the people attending.

I thank the hon. Gentleman for his comments and that is clearly an issue and China needs to understand that as well. As many Members wish to speak, if I may I will not take any more interventions.

Foreign Office Minister Baroness Warsi has an important role to play. She recently drew attention to the persecution of Christians. I commend her for speaking out so boldly and clearly. In her speech she noted that,

“the parts of the world where Christianity first spread, is now seeing large sections of the Christian community leaving, and those that are remaining feeling persecuted.”

She has set the focus and attention where it should be: on the mass exodus of Christians from the middle east, which is very evident in Egypt and in Syria. In Iraq, Christians fled the cities of Baghdad and Mosul in 2005 after persecution intensified. These are the facts, but the increasing use of violence against Christians in the previously safe north has largely gone unnoticed in the outside world. On 22 September, a suicide bomb went off in the Kirkuk province, injuring 19 people, including the Christian politician Emad Youhanna. Al-Qaeda claimed responsibility. How are the UK Government working with Iraq to address this worrying development in northern Iraq?

In Syria, Christians are caught between opposing sides in the conflict. There are an increasing number of missile and mortar attacks in Christian neighbourhoods in cities such as Damascus and Aleppo. Jihadists are now widely understood to have infiltrated the rebel movement in Syria. They specifically targeted Christian villages such as Maaloula, in September, and more recently Sadad, where 45 people were killed. Such incidents demonstrate what is happening.

Now that the United Nations has set the date for Geneva II—22 January 2014—what are the British Government doing to ensure that the Christian community in Syria has a voice at the negotiations? Will the Government do everything possible through Geneva II to protect all the people of Syria, to safeguard the Christian community, to guarantee access for humanitarian assistance, and to establish a new Syria that respects the right to freedom of religion for all?

I am sorry but I cannot; I want to give Members a chance to speak.

I turn to Pakistan and the killing of 85 people and the wounding of 150 others in a suicide bombing attack. The Tehrik-i-Taliban Pakistan—the TTP terrorist organisation—is specifically targeting Christians in Pakistan. What will the British Government be able to do about that in their discussions with Pakistan? In Libya, Christians have been murdered for failing to agree to convert to Islam. The fall in the number of Christians across the region is very evident in Iraq.

In Iraq, the violence is increasing. It is the Sunnis against the Shi’ites; the Kurds against the Turks, against the Arabs; the federalists against the separatists; the nationalists against the international jihadists; anti-Government versus pro-Government. Underneath all those levels of disagreement, the region’s indigenous, long-suffering, besieged remnant Christians will be the victims of every contact targeted by all forces. They are the target of every one of those groups. That is happening in Yemen, as well, and Christians are being attacked and murdered across the whole of Mexico, Lebanon, Colombia, Guatemala and Sudan.

I turn to Nigeria, a country very close to my heart. We have had debates on it in this House, and we have raised the important questions and issues that we must try to address. The persecution of Christians in Nigeria takes multiple forms. We are all familiar with the horrifying fatalities resulting from the Boko Haram attacks. First, I would like to highlight the all-pervading pressure placed on Christians in the 12 northern sharia states, where they are effectively second-class citizens and converting to Christianity is a dangerous act not only for the convert, but for anyone who tries to help them. In the northern states, great pressure is exerted on the Christian community. They cannot bury their dead in public cemeteries. In public primary schools, Christian children are forced to attend Islamic studies and are beaten and/or expelled if they refuse. Teenage Christians struggle to gain access to secondary schools or higher education institutions. Christian girls were under serious threat of abduction, forced conversion and marriage. Access for Christians to development projects in these states is also severely restricted. What are the British Government doing to address this all-pervading social pressure on Christians in the 12 northern sharia states in Nigeria?

Boko Haram is the militant group that targets Government and Church activities. Church leaders are often specifically targeted by this group. Many have been killed in Nigeria, and attacks against Christians in Nigeria have also reportedly been perpetrated by militants crossing the border from Chad and Niger. There are further examples of attacks upon Christians. A Catholic minister and his two sons were murdered in the northern state of Yobe. Their home and church were then set ablaze. The town of Gamboru was attacked twice. Six people were killed in the first attack, and a further 21 in the second. Militant cross-border terrorist groups are also fomenting religious strife in other African countries. Christians in Somalia and Kenya are being targeted by the group al-Shabaab. In the Central African Republic, the Seleka forces—involving members from the CAR, Chad and Niger—have been involved in the killing of at least eight Church leaders. It has also been noted by observers that the conflict in the CAR is developing a worrying sectarian element.

Have the Government identified the increase in the activity of, and the persecution of Christians by, cross-border militants in Nigeria as a problem? If so, what are they doing to help the Governments in that region to address the issue effectively? I urge the Minister to respond to those and the many other questions that will emerge from the debate today. I thank hon. Members for their patience; I hope that I have been able to set the scene and to explain what this issue means to me personally and what it should mean to the House and everyone in this country. The persecution of Christians is an important matter. Let us pray for them and let us do our best for them as elected representatives in this House.

My hon. Friend makes an extremely good point, which bears witness to what I said earlier about this not simply being a policing matter but one with a focus on justice and social services, housing and the work of local authorities. The most important thing to learn is that solving the problem needs a multidisciplinary approach.

A pernicious trend emerged in my constituency of vans depositing women and children by Knightsbridge tube station in the morning to be picked up in the evening after a lucrative day’s begging. A couple of years ago, police raided properties in the constituency of the hon. Member for Slough (Fiona Mactaggart) to crack down on Romanian and Bulgarian gangs who had trafficked children to pick the pockets of Londoners in my constituency and beyond.

Tackling adult trafficking is co-ordinated, as the Minister knows, by the UK Human Trafficking Centre, which was set up five years ago to bring together a range of stakeholders—police forces, the UK Border Agency, non-governmental organisations and so on. It acts alongside UKBA as one of the competent authorities for the national referral mechanism.

The Government have signed up to the directive on human trafficking, which is good news, but they have refused to appoint an independent rapporteur who would have overseen it and ensured that they fulfilled their obligations. Does the hon. Gentleman feel that that should be done as a matter of urgency?

I confess that I do. It is important, and I hope that the Minister will specifically pick up that point, because in this shadowy world beyond what one might regard as the normal scrutiny of the political process, it is all the more important that the voiceless are given a distinct voice of the kind that the hon. Gentleman has described.

The national referral mechanism is a framework for identifying victims of human trafficking and ensuring that they receive appropriate care. It essentially means that if the police, social services or NGOs believe that they have encountered a trafficking victim, a referral is made for a decision on whether they qualify for a place in a Ministry of Justice safe house for 45 days. The 45-day period is designed to allow the referred person to recover and reflect on whether they wish to co-operate with police inquiries, return to their country of origin or take other action to get their life back on track.

The situation with child trafficking victims is slightly different in having its focal point with the trafficking unit of the Child Exploitation and Online Protection Centre. Its work is assisted in the London area by Paladin, a dedicated team of Metropolitan police officers and UKBA staff based at Heathrow, who are tasked with stopping child trafficking through the entry points into London. Profiled compellingly by Bridget Freer in April in The Sunday Times magazine, Paladin is an absolutely tiny team with an enormous remit.

There are many deep concerns about the effectiveness of the approach being taken. UKHTC has been absorbed into the Serious Organised Crime Agency, a move criticised on the basis that the sheer size of SOCA dilutes the sense of purpose in dealing with human trafficking. With SOCA due to be replaced by a national crime agency, where do we anticipate UKHTC being placed?
