I beg to move, That the Bill be now read the Third time.

I am delighted to be able to express thanks to colleagues from across the House for their support for this important Bill. I am grateful to the Minister and his officials for their highly constructive engagement at every stage. It has been enormously helpful to draw on the Department’s formidable professionalism and expertise. I thank the Whips Office, and particularly the Comptroller of His Majesty’s Household, my hon. Friend the Member for Castle Point (Rebecca Harris), for all her support. I thank the House staff in the Public Bill Office for their support. I also thank the many organisations and individuals who have helped to inform this Bill through conversations I have had with them and reports I have read over many years. I have managed to bring them together thanks to the private Member’s Bill ballot.

I am a passionate believer in local government. My experience at Stoke-on-Trent City Council as a cabinet member for regeneration, transport and heritage informs much of my keen interest in high streets and how to deliver the mechanisms that will co-ordinate preserving and enhancing them. From my most recent engagements, I particularly thank the Royal Institution of Chartered Surveyors, the British Property Federation, Power to Change, the British Retail Consortium and the Local Government Association for adding greatly to my thinking and my determination to secure a Bill with cross-party support. Many conversations with local bodies, individuals and businesses over the years have informed the Bill and I place on record my thanks to them all. Most recently, I met representatives of the Stoke-on-Trent business improvement district, and I am delighted that they support my Bill.

No Bill is without critics, but where I have encountered them, they have been good natured and constructive. For the most part, we have resolved our differences through clarification and amendment in Committee. It is a necessary debate and it has been conducted well. I seem to have struck a chord with Members across the House in arguing that local authorities should be guided towards better co-ordination in ensuring that they understand the dynamics of local high streets in our constituencies, and should work in concert with local communities, property owners and high street businesses to preserve and enhance those treasured places in a way that serves and grows our local economies.

Our high streets are the beating heart of our communities, which was again evident at the vibrant Longton carnival and pig walk parade in my constituency last weekend. It was incredible to see thousands of people flock to the town centre. Huge thanks go to all the volunteers, particularly those in Urban Wilderness and Longton Exchange shopping centre who helped organise the event. It is also fantastic to see the expansion of the number of retailers that are setting up and the businesses that are opening in Longton. We have seen a reduced number of empty spaces, particularly in the Longton Exchange shopping centre, with new independent retailers setting up. They include Keep It Local and So Very Dog and also, across the road from my office, the oatcake shop Linny’s Kitchen, which I occasionally like to pop into for my lunch.

I also detect a strong belief that we as Members should be active participants in agreeing local designations, contributing to reviews, and compiling or commenting on improvement plans for our areas. The hon. Member for Birmingham, Erdington (Mrs Hamilton) made an excellent and passionate speech in Committee in support of the principles of the Bill and how determined she is to see improvements in Erdington that she has been pushing for as a result of it. I know our high streets are close to her heart and I thank her for that powerful contribution.

Under the Bill, it will be for the Secretary of State to draw up the guidance. As he is an assiduous constituency MP, I am confident that he will have read the mood of the House that Members should be included as consultees. That is important, because it is also implicit in the Bill that local authorities will occasionally designate high streets that include property that belongs to bodies that are formally accountable to this House, rather than to local government. Network Rail is an obvious example. Indeed, in Committee, the Minister revealed that his own local high street area in Redcar includes Station Road, which I believe ends in Redcar Central station—but I will leave the local knowledge to him. It is important to leave as much of the process as we can as local as possible.

I stress that in Committee, following the passing of the money resolution on 5 March, the Minister explicitly promised money on the table for drawing up reviews of up to three high street areas per local authority This money, for up to three designated high street improvement plans, will be on top of that from the various grant-makers with pots of national money—bodies that are scrutinised by this House—to which any designated high street might appeal to realise improvements and, in particular, to preserve the important heritage and iconic character of many of our high streets. It is right that Members should be closely involved in helping to deliver on improvement plans, developing place partnerships that enjoy local support, leveraging both local and/or national funding and optimising the co-ordination of existing funding towards a compelling sense of direction for our high streets.

On Second Reading, I told the House about the aims I had for the Bill; the House kindly indulged my half-hour speech covering the issues, and Members across the House offered various constructive comments that have led to further improvements and clarifications through amendments that I was able to secure in Committee. I was not intending to speak for quite as long today, but I think the Whips are encouraging me to do so, so I will indulge the House a little longer.

We enjoyed a comprehensive and informed debate on Second Reading. Thanks to suggestions from that debate, specifically from my hon. Friend the Member for Bury North (James Daly) and the hon. Member for Reading East (Matt Rodda), the Bill was amended in Committee and now explicitly states that a high street can be designated to cover not just one road, but a collection of adjoining streets that are considered locally to be a high street area by virtue of the cluster of high street purposes served by those streets.

It is an important improvement to the Bill that it now specifically confirms that flexibility, which had only weakly been implicit in the right to vary designations and not explicit in making them in the first place. My aim has always been that the Bill should be demanding, but not onerous; it seeks to co-ordinate existing workstreams better, rather than add to net burden, and its provisions are deliberately as flexible as possible. It is vital for local communities to celebrate and preserve their local points of difference—all those things that make their particular high street a special place to be for residents and visitors alike.

My hon. Friend is making an excellent speech on an excellent Bill. Does he agree that the history and heritage of our town centres can be what really marks them out as different? Basingstoke is often seen as a new town, which could not be further from the truth. It has a 1,000-year-old market and was the birthplace of Jane Austen, the world’s greatest novelist. Does he agree that we should be making more of that history in our town centres?

I thank my right hon. Friend for that excellent point and I entirely agree: that heritage, that historical character of our high streets in particular, in many of our towns and cities right across the country, is so important and we need to make more of that heritage, particularly when thinking about attracting new uses to our high streets. Many of those heritage properties can be converted into excellent spaces for a whole range of new uses, attracting footfall and new businesses to the high street.

As I was saying, the Bill is also about ensuring that local authorities conform to a national requirement and that they undertake the process of designation, review and improvement in accordance with their local circumstances, with assistance from national datasets and best practice analyses that already exist and can be signposted through the Secretary of State’s guidance. Getting the balance right between local differences and national requirements is a concern. It was clear from colleagues that the original Bill, which specified that the local authorities should designate no more than three high streets, was not getting the balance right, and that the maximum number of high streets designated in each area should be a decision for each local authority. That change was secured in Committee; if local authorities wish to fund designations and reviews in addition to the three that will be funded by Government, they now can do so.

Of course, there will be numerous disagreements around which areas to designate as high streets and when. My own area is a city made up of six towns, and there are many other high streets right across north Staffordshire. There may well be spirited debate locally about how to improve them. There will even be disagreement, I am sure, about what the Secretary of State’s guidance should include and what central funding, if any, should be available. This Bill sets out a supportive and predictable framework in which such debates can and must take place, bringing the focus and direction that our high streets desperately need.

The Bill directly addresses a problem highlighted in December 2021 by the Levelling Up, Housing and Communities Committee in its excellent report, “Supporting our high streets after Covid-19”, namely the absence of a plan for ensuring that local authorities have a capacity to develop effective place partnerships and place leadership. The Bill introduces the mechanism of designation and review, under guidance, and this is supported with national funding for up to three improvement plans that will be developed in partnership locally, led by local authorities.

I completely understand the reaction that local government often has when it feels as though it is being told it needs to do more. My background is at the coalface of local government policymaking. That is why I stress that the Bill seeks to get local government not so much to do more as to co-ordinate what it does better, with wider input and agreement, and a wider contribution of effort, in implementation and delivery from a range of interested partners in our high streets, ranging from community groups to our high street businesses. I am enthused by those authorities that can already see the benefits of having an improvement plan, and I am pleased that the money resolution means that the authorities that have been held back by the cost of formulating a plan will have that barrier removed.

The Bill provides the policymaking structure for motivating action in the use of the many powers that already exist and are at the disposal of local authorities, and in giving better accountability as to their use. The Bill ensures that our communities and high street businesses are empowered to call for the improvements that should be outlined in each plan.

I very much welcome this Bill and I congratulate my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) on getting it this far and on advocating so passionately for our high streets. This Bill, which requires local authorities to designate streets in their area as high streets and develop an improvement plan, especially without that upper limit of three streets that can be designated as high streets, will provide a framework for our many local authorities to do more to support this important part of what my hon. Friend called the beating heart of our communities. He is absolutely right to term it in that way.

It is a great pleasure to follow my hon. Friend the Member for Cities of London and Westminster (Nickie Aiken). I was particularly struck by her drawing out of the concept of neighbourhood high streets. Although she obviously represents a far more urbanised area than I do, in my constituency we have both a town centre and other neighbourhood high streets, which need the support and help of our local authority just as the town centre does. That is an important thing to think about as this plan goes forward, and I am sure the Minister will reflect on that in his comments.

A picture has been painted already of the importance of high streets, so I will simply add that a recent poll found that 80% of respondents thought it very important that their high street was kept alive and healthy. That said, our town centres are incredibly fragile at the moment and they do need more protection. I think this Bill will incentivise local authorities to do the right thing and to have plans in place.

The economic benefits of town centres to our local economies are huge and considerable. Certainly in Basingstoke my town centre and high street service and support one of the largest centres of employment in the south-east. Not only residents but workers who come to Basingstoke, day in, day out use it. Town centres and high streets in our town centres promote civic pride and social cohesion and, as the hon. Member for North Tyneside (Mary Glindon) said, they are places where we gather. That is an important part of their role as well.

However, high streets and town centres face considerable challenges, which is why I am speaking in support of this Bill today. My hon. Friend the Member for Cities of London and Westminster referred to shoplifting, and I think every hon. Member taking part in this debate will recognise the incredible way in which shoplifting has been turned into, frankly, organised crime. Individuals are organising themselves to go into shops regularly to steal large quantities of often high-value items.

I am pleased to say that the police and crime commissioner in my county of Hampshire, Donna Jones, has gone above and beyond in addressing the issue of shoplifting, particularly by supporting facial recognition technology, which will help our local retailers on our high streets immensely to do something about that appalling crime. She has reinstated the important beat bobbies in every single one of my communities—not just in Basingstoke, but throughout Hampshire—and made sure that they will be there to collect the evidence and intelligence on the gangs and individuals organising shoplifting. The police forces in our various parts of the country have an important role to play in the future health of our high streets. I know my hon. Friend the Member for Stoke-on-Trent South will be looking for ways to ensure that they are absolutely at the heart of his Bill, so that our high streets are healthy for the future.

As has been said, the reality for many retailers and service providers is that what they traditionally offered face to face can now—perhaps more conveniently for some—be purchased or procured online. Shopping habits and consumer behaviour were already changing before the pandemic, but the change has accelerated enormously, forcing our high streets to think carefully about their role in the future. It is not just retail parks that are a threat to the future of our high streets; it is more fundamental than that, so it will be important that local authorities take consumers’ and shoppers’ behaviour into account when they look at the Bill as it is rolled out.

My “high street” in Basingstoke—the town centre is a network of streets and one very large shopping centre—has been considering this issue for a number of years. Back in 2021, thanks to the leadership of then council leader Simon Minas-Bound, we put in place a blueprint for our town centre that is very similar to what my hon. Friend is calling for in his Bill. It was approved in December 2022 under the then Conservative administration. It is called the “Town Centre Strategy”, and it is designed to attract more footfall to the town centre, based on changing consumer needs. It looks at how the environment can bring greater vibrancy, and therefore greater prosperity, to the town centre. The strategy was developed with extensive public engagement: there were more than 3,000 responses to the consultation. The masterplan that has been developed uses the historical layout of Basingstoke to reimagine the current town centre, not for the next five or 10 years, but for the next 30 years, so that our town is fit for the future.

That town centre plan must look at the heritage of our community. I felt it was important, at the heart of the future of Basingstoke, to recognise our incredible history. Jane Austen, the novelist, used to go shopping in Basingstoke, and I was very pleased to work with a number of local people, including the sculptor Adam Roud, to put a lasting memorial in my town centre to that incredible Hampshire citizen. The hon. Member for North Tyneside talked about remembering one of the sons of her community, and I made sure we were remembering one of our daughters. Jane Austen is a fantastic person to have as part of our history.

There is also the Willis Museum and Sainsbury Gallery and the marketplace. All that history and richness has to be central to the way we press forward with Basingstoke. Consumers’ changing needs and demands mean that they may not go to their local high street only to shop, even though we continue to value the independent retailers and the pubs and clubs that populate our town centre. They are also looking for experiences and entertainment, and our history will enable us to make a unique entertainment offer in our town centre.

I absolutely agree that this Bill promotes a way for our local authorities to ensure that they do the utmost to support our high streets and make the most of them as a way of creating successful communities for the future. It will put the beating heart into our communities, and I very much commend my hon. Friend the Member for Stoke-on-Trent South for all the work he has done to bring forward the Bill.

I am relatively clear that the Labour party has been in charge of York for a substantial proportion of the last 14 years. If the hon. Lady wants an answer to her question about why there is no local plan, she should look to her own party.

To help local authorities finalise their local plans, my hon. Friend and his ministerial colleagues have made significant changes to the planning rules. As a result, Wiltshire has cut its house building by 9,000, North Somerset has reduced its house building plans by 29%, and Three Rivers and others are doing likewise, to ensure that local plans better reflect their communities. Does my hon. Friend expect all local authorities to consider whether the new rules apply in their communities?

It is vital for local councils to follow what is in the national planning policy framework. We know that where local plans are in place councils build more houses, but, most important, they build more houses in the right places, so that communities can be confident that they are being built where they are needed.

I am grateful for having secured this debate, and even more grateful that the Minister for Housing, Planning and Building Safety is here to respond. In December, the Government announced significant changes to their house building planning policy, giving new powers and freedoms to local planning authorities, such as mine in Basingstoke and Deane, through changes to the national planning policy framework to vary their planned house building numbers away from the standard method, among other things. The Secretary of State rightfully attached to these new powers and freedoms a single, clear and unambiguous condition:

“With these changes secure, there is now an added responsibility on local government to deliver.”

That responsibility on local planning authorities to deliver at their own plans is what I will focus on today. For too many years, some planning authorities have relied on Government for their house building figures, choosing the path of least resistance and doing what the standard formula told them, in the absence of having asked council officials to collect evidence, or perhaps for fear of being challenged if they actually challenged the standard method and had to allocate more people to their planning departments. However, those days are over. Just a month after these significant changes, many local authorities will still be digesting what they mean for them. I hope that this debate and the Minister’s response will help to explain the breadth of these new freedoms to challenge and the new responsibilities that local authorities have.

My local authority, Basingstoke and Deane, published papers to approve its updated local plan, with new planned levels of house building, for public consultation on exactly the same day as the Government’s new policy changes. I am sure that behind the scenes officials and elected councillors will be agreeing how their proposals need to change in the light of the Government’s new policies, which so readily could deal with the concerns about high levels of house building expressed by thousands of my constituents. At this point, let me pay particular tribute to the residents’ groups in my constituency, particularly Clean Air Green Environment, or CAGE; and Save Our Lodden Valley Environment, or SOLVE. They have worked so hard to make the case to cut house building in our borough over many years. These new Government policies are a powerful tool to help achieve that aim.

The Secretary of State’s statement makes it clear that the extensive changes that have been made to the NPPF must be taken into account by the planning inspectors. Of course, all the changes apply to all of the country, but certain changes are more important to certain local authorities. For Basingstoke, which, as the Minister knows, has built homes for more than 150,000 people since 1960, the most relevant change is the one to the standard assessment model—the formula used to determine house building rates. It is now an advisory starting point, not a mandatory end point.

In places such as Basingstoke, where we have a unique set of factors, the standard method has generated house building numbers in the past that are both inappropriate and unachievable. As a result of the changes that the Minister introduced, the local authority is now able to consider varying more widely from that standard assessment, having looked at “exceptional circumstances”, to ensure that house building in our community better reflects the nuance of our individual situation.

I have been campaigning since I was first elected—I think you can remember that, Mr Deputy Speaker—for house building that reflects local need, not a formula. I did so when I called for “No more tower blocks and gridlock” in the 2005 election; in my first Westminster Hall debate; and when working with local environmental groups and residents’ groups. It is what we advocated for at the last planning inspector’s review of our current local plan. It has also been the subject of a recent petition presented to the local authority, which is supported by thousands of residents. We want to see house building levels cut to reflect our local need, not a standard method formulated in Whitehall.

Local authorities are best placed to ensure that the right homes are built in the right places, so does the right hon. Lady agree that we need to protect the voice of local communities in the planning process?

It is as if the hon. Lady has read what I am about to say—she is completely right. Cutting house building in Basingstoke will better reflect the situation we have in our community, and that is what my residents want to see, not those numbers continuing to be set from Whitehall.

The right hon. Lady has outlined the way house building impacts her constituency, but does she agree that while planning policy must protect and enhance our environment, it must also focus on the needs of an area? Planners must give material consideration and weighted concern to economic development and job creation.

The hon. Gentleman is absolutely right. Each of those considerations is different in our individual constituencies, so rather than taking a sledgehammer and telling each of our local authorities how many houses to build, they should reflect the nuance that the hon. Gentleman mentions.

As the Secretary of State set out when he announced the changes to the national planning policy framework, it is for local authorities and their councillors to use the new powers. In Basingstoke’s case, that means Basingstoke and Deane Borough Council and our councillors. They have to take responsibility for using the new NPPF. They have the new powers to use and they understand the pressures that have been put on services, especially the NHS, by exceptionally high volumes of house building in Basingstoke. Councillors must use the new powers to cut house building, at least until the NHS has caught up and, I would argue, until they find a way to further increase the capacity of our roads, which is technically very difficult.

The right hon. Lady is talking about services that support communities in the Basingstoke area. On her point about building resilient communities, the NPPF was somewhat lacking when it defined such services in rather old-fashioned terms, such as community halls, schools and churches. They are important, but does she agree that we need to bring that up to date to reflect such things as good broadband and fibre to the premises?

I am sure the hon. Gentleman’s point has been heard loud and clear by the Minister. He is right that those are essential services on which all our residents now rely.

The updated NPPF deliberately does not provide an exhaustive list of the applicable exceptional circumstances. The NPPF now shows that exceptional circumstances are not to be drawn narrowly, which was too often asserted in the past by local authorities who readily chose to interpret them from case law alone. It is now clear that local authorities, including mine in Basingstoke, are able to set out their case for exceptional circumstances for a large number of reasons.

In Basingstoke, that could be the age demographics of our town. We are the most rapidly ageing population in Hampshire, with the number of over-65s growing by 77% in the last decade. The primary and most compelling factor that makes Basingstoke and Deane an outlier is our extraordinary levels of historic house building. At the start of the second world war, our population was just 13,000. By 1961, it had grown to 25,000. Today, our population is 186,000, so we have grown from 13,000 to 186,000 in less than a lifetime. Put another way, our population is now almost 1,500 times greater than it was in the second world war. Those are exceptional circumstances that have a clear bearing on the capacity of my community to absorb future high levels of house building.

Not only is such accelerated house building affecting our natural environment, especially our unique and irreplaceable north-flowing salmonoid chalk stream; it is also putting an unsustainable strain on public services, particularly our local roads and the NHS. The Government have invested record sums in my community, but we are fast feeling maxed out. There is to be a brand-new hospital, but not until 2032, and £60 million is expected on road improvements, but there is now no additional capacity technically possible.

Residents are clear about this. Thousands want to cut house building levels. They are living in a constant building site with more than 1,000 new homes being built every year, green space disappearing every day, and road works trying to squeeze the last ounce of capacity out of every road and junction. Enough is enough. Basingstoke and Deane Borough Council published its local plan, which clings to the now outdated policy of standard method as its end point, as if it continued to be set in stone. As a result, the draft plan fails to slow down house building, ratchets up building rates over time to dizzying levels and completely fails to reflect our exceptional circumstances, which I have just outlined.

I thank the right hon. Lady for giving way. People also have to live in those communities and be entertained. Does she agree that music venues are enormously important for the cultural talent pipeline? The agent of change principle sought to protect those venues from neighbouring development. That is why it was incorporated into the planning policy guidance. Does she therefore agree that this now needs to be enshrined in law to strengthen the protection for music venues and for our musicians of the future?

The right hon. Gentleman may not know this, but I am the mother of two musicians and I would have to agree with him—for fear of the consequences if I did not. I hope that the Minister has listened to him as well, as he makes a valid point.

I know from conversations that I have had on the doorsteps in Basingstoke for many years that excessive house building is the No. 1 issue for many residents. It is so disappointing that the borough council has not yet exercised its new powers, especially given all the hard work that the Minister has put into changing the NPPF to better accommodate places with exceptional circumstances, such as Basingstoke.

Some of my councillors have supported a short-term approach, bagging the reduction in the five-year land supply to four years, but surely they should also share my concern that they could easily see further manipulation of developments being carried forward to make that apparent gain evaporate quite quickly. What we need is the long-term solution, not a quick fix.

None the less, I am an optimist. Basingstoke and Deane Borough Council started its public consultation on 22 January and it will run until 4 March, so that residents who are interested in the local plan and in house building levels can take part, and also perhaps support my petition at the same time, calling on the council to use its new powers to make the case for cutting house building levels to the planning inspector. Nothing is guaranteed; that is obvious. Evidence must be presented, and the case—the case that is right for the community—also has to be made. And what is right for the community is certainly not continuing house building at the current level.

I hope to embolden Basingstoke and Deane Borough Council to make changes. I hope the Minister can answer a couple of questions to help them on their way. First, will the planning inspector be expecting new interpretations of “exceptional circumstance” following the recent changes to the NPPF? Too often in the past I have been told that it applies only to the greenbelt. My reading is that that is no longer the case. Does he expect every local authority to at least acknowledge the new NPPF policies in their local plan? And would he share the surprise of local residents if any local authority were to completely ignore the new NPPF policies and act as if no changes had been made at all?

Nothing is more important to me than ensuring that everyone in my constituency has a place to live in—an affordable home. It is the Conservatives who have made sure that, in my constituency, affordable homes make up 40% of all new homes. However, Basingstoke has for decades being making up for the lack of house building elsewhere—in London, throughout the south-east and beyond. The Government changes to the NPPF mean that now our local planning authority, Basingstoke and Deane Borough Council, can take responsibility for ensuring that its house building plans reflect the exceptional circumstances that I have outlined in Basingstoke, and indeed in neighbouring Oakley and other surrounding villages, where the vast majority of house building has taken place. The council must look again at its plans, which were drawn up before these important new Government policies were launched, and do what is right. I believe what is right is to cut house building to a level that is appropriate for our community, taking into account the sort of nuanced circumstances that the Secretary of State talked about when he launched those new policies.

I am grateful to the hon. Lady for her comments. Many colleagues in the House will have experienced solar farms, both on a constituency basis and from a national policy consideration. There is obviously a trade-off to be made here. The Liberal Democrats are extremely keen on renewable energy, as we all are, and there are implications to that. She is right to highlight that this has to be considered within the appropriate boundaries of the individual areas. That is exactly why the Government amended the national planning policy framework and exactly why the Conservatives are seeking to establish that balance. We will continue to try to ensure that that balance works for communities, while also getting us the energy we need, so that when we switch on the lights in the morning, they work.

As I said, we consulted on a series of proposals last year and received more than 26,000 responses. That demonstrates the importance of planning for local communities. I understand the concerns of my right hon. Friend the Member for Basingstoke that Basingstoke and Deane district council has seen a high level of housing delivery, including in recent years, in excess of that set out in the adopted local plan in 2016. Indeed, the housing delivery test results for 2022, published in December, show that the district has delivered more homes than is required through the test. As my right hon. Friend outlined in her excellent speech, a number of measures were announced in the national planning policy framework update, and I hope to highlight a number of those that may assist the district council and other local councils bringing forward their local plans.

First, as my right hon. Friend indicated, we have been consistently clear that the standard method is a starting point for local authorities in assessing what to plan for and that it does not set a mandatory target. The framework now sets that out in national policy. Local authorities should be in no doubt that the outcome of the standard method is an advisory starting point for establishing housing requirements through plan-making. Again, for the avoidance of doubt, that means that local authorities can put forward their own approach to assessing needs where certain exceptional circumstances exist.

I am absolutely certain that there will be more cases for exceptional circumstances put forward in the future, and I encourage councils to consider them if they believe that they apply. Logically, I would then expect more cases for exceptional circumstances to be accepted by the Planning Inspectorate, although that will also be for the inspectorate to determine on a case-by-case basis. It is the Government’s intention to indicate that cases for exceptional circumstances can be made, that local authorities should weigh up making them and that, if they feel that they have a strong case through the Planning Inspectorate process, they do so for the good of the communities they seek to serve.

Secondly, the revised NPPF now sets out that there may be situations where higher urban densities would be wholly out of character with the existing area, and that that could be a strong reason why significantly uplifting densities would be inappropriate. Thirdly, our changes to the five-year housing land supply policy mean that up-to-date local plans should no longer have to demonstrate a five-year housing land supply. My right hon. Friend has articulated some of that already, and the considerations going on within her Hampshire constituency, but there is additional flexibility where local authorities are doing the right thing in getting their plans in place and making sure they are retained.

As someone representing a constituency that has suffered from planning issues over many decades, I recognise there is always difficulty around planning in individual local areas. I understand that, and it is one of the reasons why I am so keen to send a message that, while we are clear that we need more houses in this country—we absolutely do—they have to go in the right places. It would be incorrect, wrong and irresponsible of us to say “no more housing” when we need people to get on the housing ladder. We value the benefits to our society that a property-owning democracy brings and we celebrate every first-time buyer who gets on the ladder, because that opens up to them the opportunities that gaining and accreting capital provide.

At the same time, however, we have to accept that not every area, every place or every landscape is appropriate for building on. It is the responsibility of local councils to make sure that they are weighing that up properly, getting ahead of what will always be challenging decisions and having the conversations they need to have with local communities at the earliest possible stage.

Once again, I thank my right hon. Friend for securing this debate. She ended with three questions, and I want to touch on those before I conclude.

I will certainly take that point away, but I hope the right hon. Gentleman will accept that there always a balance about what to put in primary legislation. The law cannot mandate virtue, and we have to find ways to ensure that our statute book does not get too big and unwieldy—there is an argument that we are already heading in that direction after 30, 40 or 50 years of incessant legislating. However, I recognise the important point he makes and I will certainly give it further consideration, although I hope he hears my reticence to state automatically that legislation is always required in all cases.

My right hon. Friend the Member for Basingstoke asked three questions at the end of her speech. I hope that I have covered the question of exceptional circumstances to some extent. It is absolutely the case that local authorities should put such cases forward where reasonable and proportionate, and where they have a clear case. I would expect more exceptional circumstance cases to be made, and it is for the Planning Inspectorate to determine their outcome based on the merits or otherwise of their individual circumstances.

On that point about exceptional circumstances, many local authorities appear to be concerned that pleading exceptional circumstances will land them with a big legal bill and that they will be challenged in the courts. Can the Minister give some comfort to those authorities that such cases will be looked upon by planning inspectors as something that they expect?

My right hon. Friend highlights a continuing challenge with the local plan-making process where other actors have issues and considerations. The planning system will never be perfect and give everybody the outcome that they want, but it is important that local planning authorities representing their local areas have the ability to fully consider the importance of planning for their local area and to put forward their arguments in good faith, whether about exceptional circumstances or just through the conventional process, and have them discussed in interactions with the Planning Inspectorate on behalf of the Secretary of State. I encourage them to do so. Although the issue my right hon. Friend raises is not a new one, that should not retard the ability of people, organisations, councils and planning authorities to have the debates and discussions that they need to with local communities and the planning inspector.

On the second question, we absolutely expect local authorities to take into account the NPPF. It has been clear that the NPPF is extant from the moment that it was put in place. There are transitional arrangements for some elements of it at the end, but it is for local authorities to take that into account. I would be surprised if local authorities were not doing that, because the whole purpose of how they approach plans is to recognise transitional arrangements and the fact that different local authorities will be in different places and will have to work out precisely how to consider them. It is vital that local authorities take note of the national planning policy framework and the update that has been made.

I know that planning is hugely important for local communities. My right hon. Friend has articulated in great detail the particular issues in Basingstoke. Indeed, as constituency MPs, we all have such individual circumstances. She is absolutely right to raise those points and highlight the changes that have come and the opportunities that they provide. She is right to stand up for her constituents. It is important that we get planning right. Things will never be perfect, but by having these conversations and making changes, I hope that we can make progress as a Government and a country to build more homes, but in the right places.

I thank the hon. Gentleman for his comments. I expected something exactly like that from someone like him during this debate. I will continue with my speech, and will address his comment any time he wants, out and about.

Jesus was visited by those deemed the lowest in society—the shepherds—and by the highest, the wise men. He was raised as all boys were at that time. Jesus would have gone through many of the challenges we all face but always in the knowledge of His heavenly father. He had siblings. He learnt a trade from His father, Joseph, a carpenter, but then, in His 30s, He started to spread the word about His reason for being here. He carried out miracles and preached as no one had before or ever will again. He told the world that the only way to be right with the Lord and have eternal life was to believe in Him. He knew His time was limited on this earth and that He would have to make the ultimate sacrifice for all of us. He knew he would be crucified, and He was—crucified so that all those who believe in Him will be forgiven. He made the final sacrifice so that we can be right with our maker, not through words or deeds but simply by grace alone, through faith alone, in Christ alone.

What does that mean to us, 2,000 years later? It means simply this: if we repent and ask Christ to come into our lives, He will. That is it: the greatest gift we can ever be given is simply an ask away. It does not matter what you have done in the past. No matter what your thoughts or deeds have been, what addiction you have, whether you are in prison or not, or whether you are wealthy or broke or healthy or sick, just ask Him to come into your life, and He will. You can ask Him alone or with others, in church or not, on your knees or not, eyes closed or not. You just need to ask, and there is never a better time than now.

Do not think that you are not good enough to ask—that is what I thought. I lived for decades without the Lord because I thought I was not good enough to be a Christian. Trust me, you will never not be good enough and nor will I. Forget all your reservations and just ask, and when you do, you will start watching the negatives in your life fall away. Why? Because you will fill all those voids in your life—the ones you have filled with poor choices—with the truth that our Lord, Jesus Christ, loves you. From that moment forward, you will never be alone and will never be without help or hope, because our Lord is always with us.

I have spent much time this year talking about suicide. Two of the many issues related to that are loneliness and the feeling of having no value. With Christ in your life, you are never alone and you can be happy in the knowledge that the Lord values you. What a wonderful gift that is. We really need to spread this message.

The next thing you need to do is to let people know and to seek out your local church. The Church was always at the heart of the community. Sadly, some churches are closing. I often speak about building a strong local economy. If we all buy online, there will be no shops. Likewise, if we do not go to our local churches, they will inevitably close. At Easter, I spoke about the importance of our Christian heritage and about the wonderful chapels and churches that make our towns and villages the places that they are. They are also home to a Christian community that is leaned on by many in society when a tragedy happens. Unless we go to those chapels and churches, they will no doubt close their doors, just like our shops have. So when you have decided to let Christ into your life, if you were not already in church when that happened, go down to your local church and tell them of your decision—they will be delighted to see you. There is a church community out there that is just waiting to welcome you: a community that is full of forgiveness and care, love and hope—a community that needs you.

This Christmas, make that decision to follow Christ and then become part of that community, which can change our society as a whole. We were never meant to be alone. We were meant to be in families and in a community, with faith at the centre of our lives. I hope that all Members agree with that, and I hope that the Minister will do all that he can to promote our communities and our churches.

This wonderful gift of forgiveness and eternal life was given to us at Christmas, and it is a gift that we must share. But we must also engage in the forgiveness part. If there is one thing that we can and should do as Christians, more than anything else, it is to forgive those who have wronged us. This place is meant to reflect society and, although that is often a good thing, sadly it also reflects the bad in society: anger at each other, gossip and lies, selfishness and attempts to get ahead. We can all be guilty of some, if not all of those. If God can send His only son for Him to eventually die on a cross for our sins, we surely must be able to forgive an act or deed against us. If you are upset with mum this Christmas, give her a call; if you are not speaking with a sibling, send them a card; if a neighbour is not currently on your Christmas card list, go and knock on their door; and if an argument with a friend has turned into six months of silence, send them a text.

Let me be the first to practise what I preach. Let me start by apologising to all those I have let down over this past year—families, friends, colleagues, the good people of this country and the Christians who think I should do better or differently. Trust me, this place can make you look like a villain even when you are not, but if I apologise here and now, hopefully you can all forgive me.

I say now that I have already forgiven those who have wronged me, especially those on social media. They call me the most awful things, Dame Maria, but trust me, I forgive them all. Why? Because God has forgiven me. What would Christmas be without forgiveness, friends, family and Christ in the centre of our communities? Happy Christmas, everyone.

It is good to follow the hon. Member for—sorry, I wrote it down but I cannot read my writing—Westmorland and Lonsdale (Tim Farron). I credit my hon. Friend the Member for Don Valley (Nick Fletcher), which is easier to pronounce, for securing the debate and being so true to his personal conviction and faith. We have a role in sharing truths this morning.

On Christmas morning, families will gather to open gifts and enjoy traditions that have become special over the years, and we have mentioned some already. I wish them all a great day, and the very best for the year ahead. I also thank everyone who will be working on Christmas day and across the festivities. They may not be at the forefront of our minds as we wake up on the 25th, but firefighters, policemen and women, possibly road gritters, doctors and nurses will be among those giving up their family time to ensure that services are available, if we are so unfortunate as to need them. I thank all those who will be serving up meals on Christmas day. I know a project in west Cornwall that will be serving up breakfast to people who are homeless, and lunch to those who are alone, and to many others; it is offering friendship and company to those who need it. We also remember that around the world British servicemen and women will be working for peace and to protect our interests and security abroad. I pay special tribute to everyone who is working, and thank their families for their personal sacrifice at a time when the rest of us are united.

As we have just heard, we want to remember all those for whom Christmas will be a deeply sad and troubling time, because many have lost loved ones in the past year and in many previous years. Christmas, as we have heard, is a time when that is acutely painful for so many.

“Glory to God in the highest, and on earth peace, good will towards men on whom his favour rests.”

That is a well-known part of the biblical account of the Christmas story. They are familiar words to those of us who have attended children’s nativity plays. The hon. Member for Westmorland and Lonsdale seemed to take pleasure and joy in attending so many Christmas events and nativities. This is not for anyone outside this room, but I confess—I may be the only one here being honest—that children’s nativity plays, even when my seven-year-old daughter is in them, are just not my favourite pastime. Even so, I am hopeful that they are not entirely irrelevant. I have watched lots of nativities, some better than others, and they are important. I do not particularly enjoy them, but I hope that we have not lost their relevance. I am also hopeful that the Christmas story has not just been mixed up with many fairy tales and other romantic accounts. I suspect that for many, it has; it has been mixed together with Father Christmas, elves and all sorts of other things that we love to think of.

We parliamentarians have the opportunity today to speak of the role of Christianity and Christmas in our communities. Christianity is an important part of our history, and gave birth to many of the precious institutions that we hold dear. Early Christians, for example, pioneered care of orphans and the elderly—something in which we take great interest, and take time to do today around the world. Many hospitals and schools in the UK were established by Christian organisations. In my constituency, I have old hospital buildings dedicated to the service of God, and there are ragged schools that still bear that name, set up by Christians who recognised the need for education for the poorest families and their children.

Churches and chapels were central to every community. Unfortunately, many of those are now converted into dwellings and used for other purposes. It may not be the case today that our churches and chapels are central to everything we do, but it is appropriate to recognise that although things change so quickly in modern life, the principles of the Christian faith are still the same. During my time as a Christian, I have had constituents who have questioned whether it is appropriate for a Bible-believing man who attends one of those happy clappy churches to represent them in Parliament. It makes me smile, because my motivation for serving in this place is driven by a commitment to public service that is commonplace among those all sides of the House, including among those in this room today.

Those comments cause me to pause and ask: what kind of Christianity are we presenting to those around us? Time does not permit us to go into the great depth, history and truth of the Christian faith as we see it. Indeed, my hon. Friend the Member for Don Valley did a great job of making that clear, and we have heard from others on the subject since. My faith reassures me that we human beings are not the top of the tree. In other words, if we think we have all the answers, it is for us to know how to fix the things that are not right. If we are ultimately responsible for all that occurs, whether just or unjust, that is a burden too great to bear, and certainly not one that I want to hold. Christians believe that humankind is not the top of the tree. Humankind does not have the authority, ability or understanding to claim such a role. Christians believe in a God who is far from our understanding, and who holds the world in His hands. The burden of responsibility sits with Him, and I am grateful for that.

There is, however, a challenge for us Christians; our job is much simpler, but it is important. It is our job to display love, joy and peace, to be long-suffering and to show kindness, goodness, faithfulness, gentleness and self-control. I suspect that few would take issue with any of those attributes, and in a nutshell, that is what Christianity is for me. I confess, once again, that it is a journey that is not over for me yet. I have a lot to do, and my long-suffering family would keenly testify that I have not achieved those nine attributes in full.

Returning to Christmas, I quoted the words:

“Glory to God in the highest, and on earth peace, good will towards men on whom his favour rests.”

The Christian principles our fathers treasured are many, and are still relevant today. Among them is a longing for peace on Earth—we have heard about the situation in Gaza and across Israel—and good will towards one another. We seem to live in a world in which it is easier to tear others down than build them up. It may not be social media that made it so, but it has certainly created a platform for sharing comments and opinions about third parties—possibly a public servant or a celebrity—with a much wider audience. Previously, those comments would have been limited to friends talking over a drink, or a discussion in a crib hut on a building site.

My hope for Christmas and 2024 is for something better. I had a discussion with a constituent in St Ives library, and he left me with a lot to think about, including his personal commitment to leaving the people he engaged with more cheerful than they were before the encounter. I have tried to apply that ever since—it has not been successful every time, but I have tried. There is so much to be thankful for, and the Christmas season often highlights that for us. As we move into a new year that has the potential to be even more toxic than the previous one, I hope for peace and for more good will to one another than we have become accustomed to.

I know—shock horror. She said, “But Jesus is real” so I said, “I’ll take that instead.”

Several Members referenced the films and TV shows that have become commonplace in our lives. We have seen these figures adapted on our screens. New films capture the spirit of Christmas and have rapidly become traditional. Christmas today represents a combination of all these traditions in all our different communities.

I am proud to represent Vauxhall, and it has been great to see all our communities and constituents come together over the past few weeks to attend different carol services. I am proud that people across the world can come to celebrate their own Christmas traditions with their community as well as discover new ones. I am proud that the staff at St Thomas’ Hospital and all our emergency and public services will continue to work throughout Christmas to keep us safe. Come Christmas day, they will be saying, “Merry Christmas”, “Feliz Navidad”, “Buon Natale” or “kú dún” as my late mother would have said in Yoruba. It is important that we recognise all the traditions that come together for many people.

I am proud that our churches and communities will throw open their doors for the less fortunate and the lonely this Christmas. The hon. Member for Don Valley highlighted loneliness and suicide, and the sad reality is that many people will be lonely this Christmas. The Campaign to End Loneliness found that around 3.8 million people in Great Britain experience chronic loneliness. Sadly, that can be exacerbated at Christmastime, when society expects people to be with family or friends or at every Christmas social.

I think about the students and young people in Vauxhall who may have moved from around the world to be here. From the evidence of the “Tackling Loneliness” report, we know that loneliness is high at this time among 16 to 24-year-olds, even among those who do not normally feel lonely. Some of those young people may not be able to afford the flight home, to take time off work or to socialise with a wider group of friends or those who are going back home. It could be their first Christmas apart from their family, and chronic loneliness can be quite depressing. It is important to recognise that this Christmas will not be a joyful one for some people.

I also thank the hon. Member for Don Valley for highlighting the work done in our churches when they open their doors. I echo his sentiments about the churches tackling the issue of loneliness. This Christmas, it is important that we remember not only our family and friends, but the people who do not have families and friends. It could be the biggest gift to someone to invite them round for dinner or simply to pop over and make sure that they are not alone. When churches started opening up after covid, regular churchgoers recognised that some faces had not returned. After one mass, our parish priest said that if we recognised that people had not been to church, and if we were passing their door on the way home or to the shops, we should knock on it, check whether they were still okay and find out why they had not come back to church. It is important that we recognise that loneliness still exists for some people.

Finally, Dame Maria, the other reality is that this Christmas will be a hard time for some people. More families will not be able to put food on the table. Nearly 140,000 children will wake up with nowhere to call home. The one wish on my list for the Minister this Christmas is that he thinks about those children in temporary accommodation. I hope that, in 2024, the Government will address that issue.

I am glad to see that the talking points have already started from the Opposition Back Benches. Despite choosing not to acknowledge it, the hon. Lady will know that interest rates have risen across the world, followed by a normalisation of interest rates for a number of months as a recognition of changed economic circumstances. If the hon. Lady and her party want to continue to make mischief and nuisance about that, it is their right to do so, but that does not accurately reflect what has happened. This Government will always try to work through those difficult situations and improve things for the people of this country.

Will my hon. Friend confirm that over the past 12 months, in writing and at the Dispatch Box, Ministers have consistently said that when making a local plan, planning authorities will be able to take into account historically high house building levels by lowering the amount of housing they need to plan for? Basingstoke and Deane Borough Council has delivered exceptional levels of house building, with new homes for 150,000 people over the last five decades. How will the Government now make good on their year-long commitment to recognise Basingstoke’s almost unique position by doing whatever is needed to support the planning authority to successfully agree a revised local plan, with significantly lower overall house building figures because of the very high amount of house building over the last five decades?

My right hon. Friend is right that we consulted on that subject. In recognition of that consultation, we have chosen not to take forward the over-supply point at this time, but we are open to looking at it and reviewing it in the future. I accept Basingstoke’s particular circumstances, and have spoken to her separately about the recognition that there has been substantial building in Basingstoke over many decades. I am happy to talk to her about the exceptional circumstances provision and look at exactly how that may apply to Basingstoke.

I know that my hon. Friend is a champion for her area, which has seen significant building. I cannot comment on any particular local plans, but an area must consider all the things that it needs to thrive, and that includes houses as well as employment facilities.

I thank the Minister for her words, which are incredibly helpful. Not many constituencies are like Basingstoke, which has built 150,000 houses in the last five decades. Can the Minister give me some comfort that that high level of delivery will be taken into account when future house building needs are decided? At the moment, we have to build 1,400 houses a year, which is just not sustainable, not least for the NHS.

I want to build further on that intervention with regard to building out. In my constituency, many of those who have built out and built houses have not done so to the required quality, leaving many residents having to seek significant remedial works. However, my local authority is not allowed to take that into account when giving future permissions. Could the Minister look at consulting on that? Surely we should be encouraging quality over quantity.

I am happy to discuss that issue further with my right hon. Friend. As I mentioned, we are very concerned about build-out to increase the number of homes, and I know that the Secretary of State feels strongly about quality.

The second set of measures that we are introducing by way of amendments relates to infrastructure, because put simply, we cannot have houses without services to support them. Through the Bill, we will replace the existing system with an infrastructure levy—a non-negotiable liability for the developer based on the value of the development. Our plan is to implement the levy in stages so that we can adapt it according to the latest data and the latest evidence.

Thirdly, we are protecting the environment. On top of our environmental assessment reforms, new clauses 77 to 79 will support the Government’s efforts to protect and enhance our natural environment. We are creating an obligation on water companies to go further to address nutrient pollution and clean up our rivers. That will unlock thousands of new homes, complemented by new wetland and woodland areas, improving people’s access to green space and delivering new habitats for nature. I am grateful to the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), for her support and to the Secretary of State for Environment, Food and Rural Affairs for working with us so closely to achieve these ends.

Fourthly, we recognise that some areas—Devon and Cornwall, for example—have particular problems with short-term lets, which, while attractive as a tourist industry, mean that large parts of an area have limited long-term residents, creating a real problem for local services. I am grateful to a number of colleagues for highlighting and campaigning on that. I thank my hon. Friends the Members for North Devon, for Cities of London and Westminster (Nickie Aiken), for Totnes (Anthony Mangnall), for Truro and Falmouth (Cherilyn Mackrory), for North Cornwall (Scott Mann) and for St Austell and Newquay (Steve Double) as well as others for the work that they have done. As a result of the points that they have raised, we intend to deliver a new registration scheme for short-term lets, starting with a further consultation on the exact design of the scheme, which will launch before the summer recess.

We will go even further by also consulting on a change to the Town and Country Planning (Use Classes) Order 1987 to enable local areas to better control changes of use to short-term lets, if they wish. Furthermore, the consultation on changes to use classes and the introduction of national permitted development rights to enable change of use where there is no local issue will be launched early next year.

When I became the Member of Parliament for Meriden, three years ago to this day, I did so on the promise to do my utmost to protect our precious green belt. That is a promise I take seriously, and it is ever more important with the integrity of the green belt constantly coming under threat from development. In my constituency I have the Meriden Gap, the green lung of the west midlands, sandwiched between Birmingham and Coventry. It is a vital migratory throughway for wildlife in the United Kingdom—so much so that losing it would be catastrophic for wildlife across the country.

I stand by my constituents, who understand that, while we need more housing, we must do what we can to alleviate pressure on the green belt. Too often, I hear from constituents their dismay at the planning process. I am in no doubt that if we do not reform our planning system, we will disenfranchise whole communities and chip away at the very trust that people place in our democracy.

I am pleased that we are where we are today. Colleagues such as my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) and my hon. Friend the Member for Isle of Wight (Bob Seely) have campaigned for common-sense reforms, and the Government have listened, with the result that we can now see light at the end of the tunnel. I am pleased that the Government are focused on brownfield first, a policy that I have championed for many years. In the west midlands, we have enough brownfield to meet our housing needs. The reforms around land banking are similarly important: too often, my constituents are flabbergasted that more green belt is being eaten up by development, when we know that developers have land banked for future developments.

I particularly want to address the Planning Inspectorate. I welcome the NPPF consultation announced today. My borough council has put forward a local plan: it has been a really difficult process and my constituents have been asked to make significant sacrifices to meet the duty to co-operate. The local plan was reviewed by the inspectorate. One site in it would have had 2,000 homes, but the inspector said, “You can’t do it—you need to do something with about 500 houses.” One site would have had an existing school moved to a new building and rebuilt, but the inspectorate effectively said, “You can have the housing, but you don’t need the new school.” That is clearly not okay. If we are building homes, communities deserve the infrastructure to go with it. The interim findings were against the mood and desires of the community that I serve. The planning inspectorate is clearly not in touch with the people it is meant to serve.

I have a few questions for the Minister. Can she confirm whether removing the duty to co-operate will enable Solihull Council to review the local plan again? If it says it can build 2,000 homes on one site, will it be allowed to do so? When it says it needs a new school, will it be allowed one?

This is about more than planning. It is about the faith that our communities place in democracy. It is about their voice. It is about their knowing that when they express their will, it will be so.

I rise to support the Bill. I thank the Minister and her colleagues for engaging with Back-Bench colleagues on our concerns, particularly with regard to the way in which housing numbers are calculated.

New homes in my constituency really matter. We have built 150,000 in the past 50 years, at double the rate of the rest of the country, but because we have done the right thing, the formulaic approach ratcheting house building numbers up year on year and the complication of the five-year land supply have left Basingstoke—my constituency and my borough—building 1,400 houses a year, which is probably three times more than the need in our community. That is not sustainable. Councils must be allowed to vary the figure that comes out of the formula to take into account the local needs of the community. I have been making that case ever since I was elected; I am thankful that my council now has a leadership who are on the same page.

I am pleased to support the amendments tabled by my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) and my near neighbour, my hon. Friend the Member for Isle of Wight (Bob Seely). They have led the Government to agree that over-building can be just as much of a restriction on future house building as anything else. I am grateful for that recognition, as are my constituents.

New clause 123, which stands in the name of the hon. Member for Sheffield South East (Mr Betts), has echoes of the past. What got us into this situation in the first place was centrally led house building numbers. We cannot go back to that. I hope that he will decline to press his new clause, for fear that we will regress in that way.

The Government have agreed to make changes, but I urge the Minister to clarify one further thing, which my hon. Friend the Member for Meriden (Saqib Bhatti) has just mentioned: the role of the planning inspector. Planning inspectors are too often overriding local decision making and undermining local democracy. I hope that the Minister will take the time to reassure us that that will change. What guidance will be given to planning inspectors on the changes that have been announced to the calculations with regard to new homes?

My right hon. Friend mentions planning inspectors and how annoying they can be. Is she minded to suggest that perhaps we could do without planning inspectors? After all, we have local councils, local democracy and a call-in process through the Secretary of State. Why do we actually need an intermediate process?

My hon. Friend makes a very good point, but there needs to be a way of having arbitration when there are points of concern. I can understand that, but it has to be done with the starting point that local people know what is best for their community. I am shocked to hear what my hon. Friend the Member for Meriden has been experiencing with regard to schools.

I rise to speak in support of new clause 12, in the name of my hon. Friend the Member for Northampton South (Andrew Lewer), on small-site affordable housing.

The need for affordable housing, and indeed housing, across the country is very great. There is nothing like a cold snap and the crispness of fresh snow to bring front of mind people who are homeless on our streets, who have inadequate, cold housing or who need a home of their own. We also need to talk about the delivery of responsible and sustainable housing that is right for local areas, rather than simply stopping it. There is a group of people who do not have the voice of a property to object to a plan, and who do not have the voice of a community to call their home. We need to make sure they also have the homes they need.

On the delivery of affordable and other housing, I completely agree with the sentiment of moving away from nationally imposed housing targets and towards restoring stronger local accountability. Indeed, that is something for which I have long called, as set out in the 2015 Elphicke-House report. The standard method, otherwise known as the mutant algorithm introduced in 2018, has created an unhelpful backlash against house builders and developers without improving affordability in a meaningful statistical sense.

However, we must not throw the baby out with the bathwater, and I will look carefully at the consultation on the NPPF. I ask my right hon. and learned Friend the Housing Minister to consider what further steps may be taken to make sure our councils have greater responsibility for being housing enablers by bringing forward the housing needed in their areas.

As well as the financial, social and wellbeing costs for those who need homes, insufficient building has a very high economic cost to GDP. It is estimated that the house building industry generates over £40 billion of economic activity, including the delivery of £6.6 billion in affordable housing, while 100,000 fewer homes—that is not impossible in a sharp contraction or loss of confidence in the house building sector—could be a loss of £17 billion of economic activity and put 800,000 jobs at risk. So I ask my right hon. and learned Friend the Minister to consider accepting the sentiment behind new clause 12, and to ensure, as the Bill progresses and as the new NPPF is put forward for consultation, that the proper delivery of housing is at the forefront of her mind.

I want to build on my hon. Friend’s point about affordable housing. In my local authority area, more than 1,700 affordable homes have been built in the last four years, which is significantly higher than almost any other council in my county. It seems to me that the Government need to learn from those local authorities that are successfully delivering affordable housing, so that they can share that understanding more widely.

I thank my right hon. Friend for her comments, and she is absolutely right. Some local councils are over-delivering and overperforming, and some are underperforming. If we look at, for example, some areas of London, the Mayor’s plan for London is not delivering the homes that London needs, is not providing the densification and is not providing homes for people who live in London. Instead, that is getting exported to the home counties, to places such as Kent and Basingstoke. I completely agree that we need to look at making sure that the local plans and local delivery are appropriate, and that it is locally-led planning, but we also need to ensure that councils are responsible about meeting their housing needs. That balance must be there in the new NPPF because house building is not just a very important industry in terms of GDP. It is also the means by which we live better financial, better social and better connected lives in our community. It has a really important part to play.

We do provide sustainable funding. The hon. Gentleman will know that the provisional local government finance settlement made available an additional £3.5 billion to councils. Norwich City Council had an increase in cash terms of up to 4.8% compared with last year, giving it a total core spending power of up to £18.6 million. Norfolk County Council got an increase of up to £55.5 million and the core spending power of South Norfolk District Council was at £15.7 million. If there are further conversations that he would like to have, I am very happy for him to write to me.

Compared with communities across the country, Basingstoke has built 50% more new homes over the past two decades. Local residents want to make sure that we have homes for our children and grandchildren, but we believe that Basingstoke has been doing far more than that. What advice can my right hon. Friend give my local council on how we can make sure that future projected house-building levels reflect the very special circumstances in my constituency?

I commend my right hon. Friend and her council for all the sterling work they have done to build the homes in Basingstoke that people need. The important thing is for people to make sure that their local plan is up to date and that they agree a sound plan with the Planning Inspectorate, based on the constraints that there are, to get the number of houses they need. I am very happy to work with her to make sure that that is so.

I welcome my right hon. Friend’s statement and his sheer determination not only to hold people responsible for the wrongdoings they did but to stand up for leaseholders. However, building owners are still dragging their feet, delaying essential remedial works, even though they might be eligible for Government funding. What incentive can he give today to those building owners to complete the works as soon as possible and not put concerns about their own financial liabilities, however theoretical, above the concerns and safety of residents in those blocks?

My right hon. Friend is absolutely right. It is certainly the case that many already enlightened owners have done just that. But one thing we are saying today is that ultimately we will ensure in law that it is the ultimate owner of the building that is responsible for that work, so the incentive is to move now for fear of consequences later.

I welcome the Bill, which requires a fundamental overhaul of our building industry’s attitude towards the quality of new homes. For too long, the biggest five builders have squeezed out smaller local home builders, whose reputation for quality is central to their business. The Bill makes build quality central to everyone’s business. First and foremost in the debate today, however, we need to speak up for those who have been impacted by the building industry’s current fire safety regulatory failure. Those directly affected by the tragedy at Grenfell are always in our minds, but so are the people who own homes in high-rise flats. They continue to shoulder the worry resulting from construction work that has failed fire safety tests.

The Government have acted rapidly, and many residents have already benefited from the Government’s £5 billion fund for remedial works, particularly the waking watch relief fund. Building operators have also been able to get in-principle agreements for significant fire safety remedial works, but the worry for residents remains because some building owners might be cautious about starting remedial works without clear sight of what happens if additional problems are discovered. I do not think that the Government can write a blank cheque, so what additional assurances can the Minister give, because this legislation is not explicit in stopping freeholders passing on the cost of remedial works to leaseholders?

Back in 2017, residents raised concerns with me about domestic fire alarm systems in high-rise buildings and the lack of understanding among residents about how they worked, so I am really pleased to see reflected in the Bill today my ten-minute rule Bill of March 2018—the Fire Safety Information Bill—which required residents of high-rise buildings to be provided with far more fire safety information.

My constituents have raised other issues such as how complex building ownership structures can be dealt with, particularly when they allow owners to be disconnected from fire safety in the buildings they own. Could that be referred to the building safety regulator? Disabled and vulnerable people need to be able to visit a building and to leave it if a fire occurs. Is the Minister looking further at personal evacuation plans and whether they are up to scratch?

I very much welcome the new homes ombudsman, which was called for in 2015 by the all-party parliamentary group for excellence in the built environment in a report that I co-chaired following my constituents experiencing problems with build quality. I really support the Bill, but residents need us to recognise the worries that they still have. By putting in place a £5 billion fund to cover remedial works, the Government are clear that they do not want the costs to fall on the shoulders of leaseholders. What more can be said to make that clearer?
