I will come on to some examples of why I think the committee will be important, and how the Government and the Secretary of State respond to it will be useful in formulating policy.

I am glad that the committee will be embedded in DEFRA, but I very much hope that it will be listened to. I draw a contrast with the Trade and Agriculture Commission, which I and many hon. Members on both sides of the House called for, as did the National Farmers Union. We were really pleased to have it scrutinising trade negotiations. It produced a report, but the Government were very slow in responding and were a little partial in their response. I very much hope that the response to the committee from DEFRA, a Department in which I have a lot of faith, will be unlike some of the responses from the Department for International Trade to the Trade and Agriculture Commission.

I welcome the fact that the Secretary of State will respond within three months. There has been a lot of fear that the Bill and the committee might be open to judicial review, but the fact that the Secretary of State needs to respond within three months may go some way towards mitigating that risk. I recognise that there have been concerns, however.

Does the hon. Member agree that a duty to create and maintain a cross-Whitehall animal sentience strategy would ensure strengthened ministerial responsibility, with greater oversight of the legislation’s impact and scientific opinions or advances?

It is always a pleasure to serve under your chairmanship, Mr Mundell. I thank the hon. Member for Neath (Christina Rees) for having opened today’s debate on e-petition 587654, and the over 100,000 signatories who have brought this important issue before the House. As an animal lover, I fully support any measures that will strengthen animal welfare laws, and I commend Richard Ackers on his dedication in pursuing Reggie’s law. I am saddened by the circumstances that led him here in the first place—circumstances that were traumatic for Richard and his family, of course, but were also devastatingly cruel for Reggie, the adorable 12-week-old puppy whose death sits at the very heart of this campaign.

Many people across the UK have found themselves with a surplus of free time over the past 20 months or so. We are a nation of animal lovers, and millions found themselves in a position to take on a pet they might not have otherwise had time for. Adoption rates soared; there was also a huge increase in puppy sales, and naturally, it became a sellers’ market. It has not just been puppies such as Reggie, though: there has been an increase in ownership of other pets, such as cats and rabbits. Unfortunately, people will always look to take advantage of such an increase in demand. Unscrupulous sellers putting profit before the wellbeing of animals has always been an issue: I would like to think that those sellers are in the minority, but that does not detract from the need to do everything we can to stop them.

Existing licensing laws go some way towards providing regulatory oversight, but it has become clear that those laws are no longer enough. Sales made through online platforms by unlicensed private sellers are prevalent. The issue is not isolated to pets—I have spoken before about the need for better regulation of online marketplaces for children’s toys—but the sale of live and sentient beings, often suffering, cannot continue to fly under the radar unaddressed. The Pet Advertising Advisory Group has done some excellent work on this issue, developing 27 minimum standards that should be adhered to by online adverts for young animals, and its collaborative approach has brought some of the UK’s biggest online platforms on board. Those standards remain voluntary, though, meaning that not all websites have opted to implement them. I know that DEFRA supports and encourages take-up of those standards, but will the Minister commit to legislating for them?

I also want to highlight the issue of cat breeding, which is sometimes overshadowed by the focus on puppy farms and smuggling. This year’s Cats Protection “Cats and Their Stats” report found that there had been a huge increase in online sales of cats, with 68% of new owners purchasing their cat online. As I touched on, this has led to skyrocketing cat prices, with the average price almost £150 higher than in 2020. I am very pleased to be able to say that cat breeding is regulated in Scotland, but am disappointed in equal measure that Scotland is the only part of the UK that does so. As of September this year, anyone breeding three or more litters in a year must be licensed. The PAAG agrees that cat breeding should be regulated, although most of its members believe that the threshold should be two or more litters annually. It also generally supports registration of breeders of one litter, although Cats Protection has concerns that this could have unintended consequences, such as an increase in abandoned kittens as a result of people finding themselves with an unexpected litter. Kittens do not fetch as high a price as puppies, so I understand that concern.

Scotland is also the only nation in the UK that regulates rabbit breeding. That threshold is a little higher—six or more litters of kits per year—presumably recognising that there is a reason behind the phrase, “breeding like rabbits”. Could the Minister tell us about her Department’s plans to regulate sales of cats, rabbits, and other common pets? Has the Department engaged with its Scottish counterparts to inform those plans?

To conclude, the Government’s initial response to the petition indicates positive forward movement. However, the position that advertising and trading standards sit within the remit of the relevant non-ministerial bodies is disappointing. These bodies must first have the legislative framework to work within, and that responsibility sits with Ministers.

There is no doubt that the rules of origin are complicated. We regularly meet our colleagues in the EU to discuss issues raised by our exporters, and we work collaboratively to resolve them where we can. We have also set up a new export support service to help businesses navigate the EU’s requirements. I would be delighted to meet any hon. Member who has a constituent with a specific problem.

Free trade agreements like the one with New Zealand are the biggest contributor to British farmers needing to improve productivity. What recent discussions has the Minister had with colleagues across Government on protecting farmers’ interests in future agreements? As I said, we work very closely with colleagues, particularly in the Department for International Trade, and I am confident they understand the issues raised by our farmers.

I beg to move,

That this House has considered allocations to UK-EU fisheries following the UK’s departure from the EU.

Thank you, Ms McVey, for allowing me to speak. I especially thank the Backbench Business Committee for allowing this debate. We all tend to think that somebody else is going to request a debate on this topic, but when I spoke to the Committee Chairman, the hon. Member for Gateshead (Ian Mearns), I realised that that had not happened. Therefore, we arranged it very quickly on Thursday evening and Friday morning, and were kindly given this spot.

It is so important to have this debate, and it is a pleasure to see so many right hon. and hon. Members in their places. I am especially pleased to see the Minister in her place. She has a wonderful appreciation of fishing and a good working relationship with the fishing organisations in Northern Ireland. They speak highly of her. I know them well, so I know that when they speak highly of somebody, they have earned it—well done for that.

Last Friday was a grey, breezy and cold day at Portavogie, Kilkeel and Ardglass harbours in County Down. Part of the fleet was in port, part of the fleet is scattered around the British Isles, and some of them are fishing in the North sea. Others have diversified into offshore, energy-related projects and are deployed away from home. Some of the trawlers opted to stay at home and were tied up at the beginning of October, and they have no plans to put to sea until the new year. The prawn fishery is the mainstay of the County Down fleet and, by and large, catches drop off during the autumn. I hold an advice surgery in Portavogie on the second Saturday of every month, and my workload comes from the fishing issues in the village. Seasonal gales impact on fishing operations, too, as does the increased cost of fuel, which, other than crew wages, is the single biggest overhead for a trawler and has impacted substantially on the profitability of fishing operations, adding to the challenges.

Those are the factors that fishermen have to deal with year to year. However, in autumn 2021 they have been further complicated by the political closure of fishing grounds that fall within the maritime zone of Ireland, or the EU, in the Irish sea. As I often do, I will provide a Northern Ireland perspective—I am sure that hon. Members would be disappointed if I did not. The particular reason that I want to provide that perspective is that I represent the second biggest fishing port in Northern Ireland.

The sea border with Ireland is only a few minutes’ steaming time from Kilkeel. At this time of the year, access to those waters is vital for the local fleet. However, 11 months into the new relationship with the EU, issues such as mutual access by fishermen from both parts of the island to the waters are yet to be fully resolved.

A key concern of industry is that the Government have not been clear about the benefits gained and losses made by leaving the EU. Does the hon. Member agree that the Government must prioritise transparency and engagement with the industry?

I do agree with that. That is one of the thrusts of my comments this morning: the Minister and the Government must ensure that we have transparency and a settled perspective for the fishing fleets in Kilkeel, Portavogie in my constituency, Ardglass and across the whole of Northern Ireland.

French fishermen and the French Government complain about the UK not issuing enough fishing licences to fish in waters off the south coast of England. The sentiment in Northern Ireland is that we wish we had half of France’s problems when it comes to fishing opportunities and the ability to catch fish whenever we can. Following the 2016 referendum, a wagon train—or, to use a pun, a boatload—of officials from London visited County Down to gain an understanding of the fishing fleets’ operations and the path to market for seafood landed at the ports. The interdependence of fishing operations was recorded multiple times. The routes to the markets in GB, the EU and further afield were clearly explained. What was the result of that? We are still wondering.

The first part was the Ireland/Northern Ireland protocol. Senior fisheries officials from the Department for Environment, Food and Rural Affairs visited Northern Ireland in early January 2020 to proclaim the benefits of the protocol for the fishing industry. We do not see those benefits. The “best of both worlds” was proclaimed on the tin and we heard that the proof of the pudding would be in the eating—we heard all the wee puns that we all use every day—but, as we often find, the devil is in the detail.

I thank the right hon. Gentleman for a very useful, honest and helpful intervention. Many of us think that the standards set are too high to be achieved. That is an issue that comes up whenever I do my constituency surgeries in Portavogie.

The Government have told us that we should wait until we see the impact on the labour market from the covid pandemic. Last week the Prime Minister confirmed that more people are in employment in the UK than ever before. The right hon. Gentleman is right to suggest that we need standards that are achievable, so that we can let people in and fill the vacant spaces in the fishing sector.

Labour shortages have put the processing side of the industry under increased pressure, too. A Scottish seafood processing business that supplies fish for the Queen said last month that it is having to turn away business as a result and desperately needs Government support. Does the hon. Member agree that this part of the industry must not be overlooked or forgotten when it comes to Government support packages?

The hon. Lady is absolutely right. In my constituency, it is not just about catching fish offshore; it is also about the processing that we have on land. Everyone who speaks will refer to that. The right hon. Member for Scarborough and Whitby referred to it in his intervention, and it is really important that we focus on the sector as a whole.

As I draw my speech to a close, I do not want to set the scene of Northern Ireland’s fishing sector as one of gloom and doom. However, those involved in the sector find it ironic that at this time of the year, the focus of intervention has not been on the annual round of total allowable catch negotiations, which are ongoing between the UK, EU and other coastal states. Fishing opportunities for nephrops, cod, haddock and herring in the Irish sea remain critical, and a solution to the abundance of spurdog is a priority for the management of the Irish sea’s ecosystem. As always, our fishermen face serious challenges every day.

Being a fisherman is probably the most dangerous job that anyone can do in the United Kingdom. There is a high level of fatalities, and fishermen go out in all weather. When I go to the harbour and visit fishermen, I can never really get my head around how people can sleep in the foetal position in about 3 feet of space while their boat is being tossed about in the water. That is the job that fishermen do. They acknowledge that there are more challenges on the horizon, driven by climate change targets and the increasingly shared nature of the marine environment. The marine protected areas, the promotion of offshore wind energy, and blue carbon are among the new issues on which our industry, through the Northern Ireland Fishermen’s Federation and the good offices of Alan McCulla and Harry Wick, is seeking to be proactive.

There is a future for the sector in Northern Ireland. Let us be positive, and let us have the glass half full as we look forward. It can be done; we just need the will to do it. This is clearly spelled out in the DAERA report on the fisheries and seafood development programme, published earlier this year by my colleague Edwin Poots, the Northern Ireland Minister with responsibility for fisheries.

The UK has become an independent coastal state. Let us be proud of our fishing industry, rather than create a sense that it is expendable. It is not expendable, and it must never be expendable. It creates jobs and is a massive earner for my constituency of Strangford, as the Minister knows. It is an incredible earner for Ardglass, Kilkeel and Northern Ireland as a whole. As I said earlier, our products go all over the UK, the EU and the world, so we are keen and anxious to find out where we are in relation to the fishing sector in the United Kingdom of Great Britain and Northern Ireland—particularly in Northern Ireland, from my perspective.

Actions speak louder than words. With that being the case, I look forward to the Minister’s response. I hope her words turn into actions, and then we will all benefit.

I do not think that there is a connection between the approach taken on non-quota stocks, for which there was specific provision in the trade and co-operation agreement, and the specific issue about certain vessels that do not qualify for access to our waters. On my hon. Friend’s other point, we will be discussing that again with the European Commission at the next annual UK-EU bilateral negotiations. It remains our position that some limits must be set on non-quota stock species. We will seek to progress that next year.

The chairman of the Regional Maritime Fisheries Committee in northern France has indicated that his members could block UK products being exported through the Calais port and channel tunnel. We have seen how strained our supply chains are already, so what discussions has the Secretary of State had with his Cabinet colleagues about the potential impact of that move? What steps will be taken to mitigate that?

That situation arose yesterday but has been brewing probably for the last fortnight. I have had regular discussions with some of my Cabinet colleagues on the matter, notably Lord Frost because of his position in the wider negotiations. I point out, however, as I said earlier, that 736 French vessels have been licensed to fish in our waters. We have behaved very reasonably on the issue throughout.

I congratulate the hon. Gentleman on securing this important debate. Does he agree that the health risk presented by the fur trade needs to be better publicised so that consumers may make more informed decisions? The intensive breeding conditions in these fur farms lead to poor hygiene, stress and low genetic diversity, creating a perfect breeding ground for disease.

I completely agree with the hon. Lady. The fact that we have to advertise where our food is coming from but not where our clothes are coming from is wrong on so many levels.

We must now be strong enough to eradicate our involvement—I hope any involvement—in the perpetuation of these animals suffering for such a completely unnecessary, frivolous purpose as to be turned into a pompom on a hat or a trim on a collar. If we can legislate to say that the practice is too cruel in our country, we must take the next step and legislate to say that it is too cruel for us, in effect, to underwrite it in other countries as well.

I am delighted to speak in the debate, and I congratulate the hon. Member for Bury South (Christian Wakeford) on securing it. I recall participating in a debate on this very issue on 4 June 2018—that date is important because it was the same day that Scotland became the first country in the United Kingdom to enact legislation banning the use of wild animals in circuses. The same week, a similar ban was imposed in Slovakia, and yet the UK Government insisted that we could not impose such a ban unilaterally as a member of the EU. Another day, another EU membership myth busted.

The fact is that the farming of animals for fur is not permitted in the UK. As we have heard, the next logical step is to ban the sale of animal fur products. Anything else is sheer hypocrisy—outsourcing our poor fashion choices. The contradiction suggests that although our law recognises the cruelty and barbarism of farming animals for their fur, as long as these animals are not farmed here, we are content for their fur to be imported into the UK. That position is illogical and hypocritical, and we must take the next step of banning the importation of animal fur products. It is quite a simple choice.

The demand for fur products in the UK has been in steady decline for decades, as consumers increasingly find them unethical and unacceptable. The inboxes of the people in this room are testament that our constituents continue to be concerned about this matter. Where consumers lead, businesses will follow.

Many large retailers such as Marks & Spencer and John Lewis are already proactively moving away from fur sales and, as the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) said, public opinion is overwhelmingly in support of a ban on the importation and sale of fur. Would the hon. Member for North Ayrshire and Arran (Patricia Gibson) agree that there is no need for a regulated industry and that, instead, an outright ban is the only viable way forward?

The hon. Lady makes an excellent point. It is true that shops such as Marks & Spencer, Adidas and H&M have now rejected the fur industry, and designers such as Stella McCartney and Vivienne Westwood have supported calls for Britain to become the first European nation to ban fur sales. Of course, businesses are in the business of making money, and they are following where customers are taking them. It is about time that instead of continually playing catch-up, the UK Government responded to consumers and constituents in the UK. Israel is leading on the issue, and its ban on the sale of fur will come into force by the end of this year. For the UK to do the same would be a very logical next step given that the sale of cat, dog and seal fur is already banned. What are we waiting for?

I hope that the Minister is listening, and that we do not have to come back in another couple of years to repeat the same calls for something so humane, which has both widespread public support and firm cross-party support. Let us just get on and do it. There is no reason to hang about and not get it done.

Recently, Jimmy Buchan, the chief executive of the Scottish Seafood Association, mooted the idea of an independent clearing house for Europe in Scotland, which would allow Scottish fish producers to receive written clearance for export before their goods had to leave Scotland. What consultations has the UK Government had with the Scottish Seafood Association on the viability of that idea?

We are working very closely with the industry on all these matters. In the short term, we have to sort out issues arising with import agents and declarations on TRACES and so forth. However, if in the medium term we can come to further arrangements with the European Union, we can look at that. With the hub at Larkhall, DFDS is trying to consolidate loads and do export health certificates in one place.

My hon. Friend will be aware that we launched our litter strategy recently. We know that a great deal of the litter that ends up in the marine environment comes from the land, and we must proceed with our work on that, because marine conservation is particularly important to us. We have continued to extend our blue belt, not only around the this country’s coastline but in overseas territories. As my hon. Friend pointed out, a general election will take place in the middle of the oceans conference, but I can assure him that the interests of the United Kingdom in providing global leadership will be well represented.

While the great repeal Bill may bring short-term stability and a working statute book when the United Kingdom leaves the European Union, it remains to be seen whether this Government, or indeed future Governments, will take any action to erode the UK’s existing environmental policies. What assurances can the Minister give the constituents who have written to me expressing deep concern about environmental protections post-Brexit?

I can only continue to try to assure the House, and the hon. Lady’s constituents, that we made it very clear in the manifesto on which we stood in 2015 that we wanted to be the first Government to leave the environment in a better state than the one in which we found it, and that is what we will do.

My hon. Friend makes an important point. At Easter, people really want to buy high-quality west country, Welsh and Scottish lamb, and indeed lamb from every part of the United Kingdom. We faced an issue this year, in that prices were actually very good during the winter, which meant that a number of sheep producers decided to sell their lamb early and so there has been less British lamb available at this time of year.

I congratulate the hon. Member for Newport West (Paul Flynn) on opening this debate with an excellent speech. We last debated badger culling on 7 September 2016, in a debate that I led in this Chamber. Today, we are debating e-petition 165672, which calls for an end to badger culling, rather than an extension of culls to new areas.

Ending the badger culls is an eminently sensible and empirically sound proposition supported by almost 110,000 members of the public. I welcome the public support for the issue, and Mr King’s leading role in initiating the petition. The e-petition notes that experts in both disease control and animal welfare agree that badger culls have proven to be ineffective and inhumane. I add that the culls are also ruinously expensive, wasting taxpayer money at the rate of more than £6,000 per badger inhumanely slaughtered.

In September, I noted that bovine tuberculosis, or BTB, affects beef and dairy cattle herds in England, and that although Scotland has been officially free from the disease since 2009 and Wales is increasingly demonstrating how to bring it under control, the incidence of infection in England is rising, particularly along the edge areas, which threatens further herd outbreaks and the perpetuation of absolute misery for England’s farmers.

I join my hon. Friend in commending the work done in Scotland to ensure that we have been certified free of the disease for the last eight years. Does he share my concerns about the repercussions for TB control, particularly among cattle, of the UK’s withdrawal from the EU?

I absolutely agree, particularly in relation to the evident risks of the spread of infection if appropriate cattle movement control and biosecurity measures are not implemented. That is why the Scottish National party is participating in this debate, even though it relates primarily to England and to the impact of bovine TB on England’s farmers.

We should be in no doubt that bovine TB is a very serious problem, and that killing badgers on an industrial scale is probably making the situation worse. Badger culling is nothing less than a costly distraction from the implementation of an effective solution, which requires a focus on sound animal husbandry and biosecurity, including vaccination, increased cattle movement control measures, and improved infection testing.

We know that bovine tuberculosis is caused by mycobacterium bovis, which is excreted by infected cattle on to the land they graze, where it survives in the soil and is then passed to other cattle and other species. Nevertheless, the predominant mode of transmission in cattle is nose-to-nose, and such transmission is encouraged by trading and moving cattle between herds. Indeed, evidence suggests that the number of new herd breakdowns appears to double approximately every nine years.

In the last decade alone, the UK Government have slaughtered 314,000 otherwise healthy cattle in an attempt to control infection. In 2013, more than 6 million bovine TB tests were performed in England in an ineffective attempt to identify the disease, leading to the slaughter of more than 26,000 cattle. Such skin tests are only 20% to 50% effective. The Minister will be interested to know that a new study, published just last week, shows that, as I argued in September, the tuberculin skin test fails to identify up to 50% of reactive cases. The skin test has always been a herd test, not an individual test. Its efficacy is hindered by the ability of the disease to hide in animals whose immune response is suppressed. In cattle, this could be due to a range of factors, including age, history of exposure, pregnancy and fluke parasite burden.

The ineffectiveness of the test means that in the last decade, the rising incidence of the disease has cost the UK taxpayer more than £500 million. Today, 20% of all new herd breakdowns are detected only in the slaughterhouse, such is the ineffectiveness of the overall testing programme. The inability to bring the disease under control resulted in a cost to the UK taxpayer of almost £100 million in 2014 alone, and the additional cost to farmers is estimated to run into tens of millions of pounds annually. The financial costs are staggering. The rise in the incidence of the disease in England is giving rise not only to an increase in the number of beef and dairy herds affected, but to increased geographical spread and consequently a spiralling cost to the UK taxpayer—more than £1 billion in the next decade alone, by the estimate of the Department for Environment, Food and Rural Affairs.

The crisis that England’s cattle farmers, and their families and communities, face cannot be overstated. If the disease continues to increase unchecked in England, it will also begin to threaten herds in other nations that are currently free of the disease, such as Scotland, and that are successfully combating it, such as Wales. I am certain that we all want to avoid that. In that context, it is frankly inexplicable that the rising incidence of bovine tuberculosis in England is being attributed to badgers, because research shows that, even in remote areas of England where bovine TB is rampant, 86% of badgers are clear of it.

The Government must stop allowing farmers to believe that the level of infectious TB in badgers is much higher than it is, and that culling might make a difference when we know that it will not. Despite the huge amounts being spent, no substantial or respectable body of scientific work has ever been produced that contradicts the conclusions of the study by the independent scientific group on cattle TB, which initiated the randomised badger culling trial in 1998. That study, as we have heard, found that reactive badger culling resulted in significant increases in cattle TB incidence, to the extent that culling was abandoned early in the trial. The study concluded, first, that

“badger culling cannot meaningfully contribute to the future control of cattle TB”;

secondly, that

“weaknesses in cattle testing regimes mean that cattle themselves contribute significantly to the persistence and spread of disease in all areas where TB occurs”—

that is, cattle themselves are the disease reservoir; thirdly, that

“cattle-to-cattle transmission…is the main cause of disease spread to new areas”;

fourthly, that

“substantial reductions in cattle TB incidence could be achieved by improving cattle-based control measures”;

and, finally, that

“agricultural and veterinary leaders continue to believe, in spite of overwhelming scientific evidence to the contrary, that the main approach to cattle TB control must involve some form of badger population control.”

In short, the scientific evidence does not identify a causal relationship between the presence of badgers and a rising incidence of bovine tuberculosis in cattle. The current approach means that the people of England can have as much bovine tuberculosis as the UK Government are prepared to pay for.

History shows us that bovine tuberculosis is an ugly opponent, and that dealing with it requires scientific precision in testing, movement controls and selective removal. In the 1960s, bovine tuberculosis infection was reduced by around 80% in under four years. That reduction involved short-term actions in return for long-term benefit. The intelligent and evidence-led approach is to deploy interferon gamma and apply the emerging late-stage tests for hidden bovine tuberculosis, such as RPA 7, alongside biosecurity measures and cattle movement restrictions. Resources must be directed towards testing and control, and plans for expensive and divisive badger-culling pilots in England must be put on hold. There is already more than enough evidence to show that the controversial free-shooting method does not work. The strategy must now be to seek to deploy gamma testing in the pilot areas, and plans should be initiated to invest heavily in supporting livestock controls, with unequivocal backing from the UK Government.

Further attempts to disguise the failure of the badger cull programme are futile. Compelling recent evidence from Wales and Ireland shows that there is no value in addressing the hypothetical contribution from badger culling, especially while the overwhelmingly critical cattle-to-cattle transfer remains uncontrolled. No other country is seriously considering such a pitifully crude, wasteful and ineffective solution to bovine tuberculosis as badger culling.

In September’s debate, the Minister noted the policies that he is overseeing:

“We have annual testing in the high-risk area and four-yearly testing in the low-risk area. We have annual testing in the edge area and six-monthly testing in hotspots in the edge area, and we continue to consider rolling that out. We have contiguous testing in the high-risk area where there is a breakdown, and we have radial testing in the low-risk area, going out to 3 km, where we have a breakdown. We are now consulting on greater use of the gamma interferon test so that we can pick up the disease faster. We are also looking at what more can be done in other species. We are constantly trying to refine and improve our cattle movement controls”.—[Official Report, 7 September 2016; Vol. 614, c. 219WH.]

There is scope for further work on those points. What progress has the Minister made on controlling slurry spreading, on managing deer populations, on limiting hunting with hounds, on restricting cattle movements and, above all, on challenging weak biosecurity measures, including feeding infected cattle to hounds? I say “weak”, because it has recently been brought to my attention that Natural England has rolled back on farmers’ risk assessments; indeed, I understand that in five of the seven new cull areas, only 5% of participants’ farms had received biosecurity visits from Natural England by mid-September 2016. It is unsurprising, then, that Natural England failed to release information from its biosecurity monitoring forms for all the new cull areas and has abandoned the assessment ratings of good, fair and poor that were used up to 2014. Why is that, Minister?

By 2015, the percentage of participants’ farms with cattle that had not—I emphasise not—been visited by Natural England monitoring staff was 55% in west Gloucestershire, 63% in west Somerset, and 68% in Dorset. I repeat that those are the percentages of participants’ farms that were not visited. That is not science-led or evidence-led practice, Minister. Why was a small team of between just seven and 10 people monitoring biosecurity visits from 2012 to 2015? Has the team been expanded to an appropriate level? I also note that the UK Government no longer collect data on the humaneness of culling badgers. Again, why, Minister?

There is also further evidence of a failure to assess the wider ecological impacts of culling. A report by the Food and Environment Research Agency in 2011 identified a range of outcomes from the culling of badgers that could result in disruption to ecosystems. The report identified the potential impact of the resulting change in the abundance of other species on a wide range of habitats, and it indicated that screening exercises and appropriate assessments should be carried out where badger culling was proposed. However, with a total of 10 licences having been issued to date, the UK Government have failed to conduct appropriate assessments to determine whether badger culling is creating wider ecological impacts that affect species and habitats protected under the Bern convention. That is yet another reason why badger culling should be suspended.

The historical and contemporary evidence increasingly demonstrates that the true engine driving the ongoing spread of bovine TB is, and always has been, the so-called problem herds with recurrent and/or persistent chronic TB. The proposition that the inhumane persecution of badgers will miraculously control TB infections is ridiculous, which is exactly why the Welsh Government have abandoned badger culling and why the European Union has never agreed with the UK’s policy in this area. This is a disease more likely to be carried on the boots of human beings than by badgers.

The UK Government should abandon the tuberculosis skin test as the primary means of identifying infection and new herd outbreaks, and should instead adopt modern methods and technologies to address this disease. Specifically, they should adopt gamma interferon tests and robust systems of biosecurity. Combined with a co-ordinated badger vaccination policy in high-risk areas for bovine TB in England, and restricted movement of cattle, this course of action would represent a more progressive and intelligent approach, and it would realise results within months. It would also be more humane and better support England’s farmers.

Just as I did in September, I again ask the Minister to please look to Northern Ireland, Scotland and Wales; to recognise the important contribution of rigorous blood testing regimes and effective movement controls to reduce the risks of cattle-to-cattle transmission; to introduce a centrally co-ordinated and comprehensive badger vaccination policy in high-risk infection areas in England, focusing on reducing the incidence of this dreadful disease in cattle; and to please stop the regressive and medieval practice of badger culling, which the public abhor, and which diminishes our collective humanity.

As my hon. Friend is aware, the Government have a manifesto commitment to place a stronger recognition of animal welfare issues in the design of future agriculture policy and to promote higher standards of animal welfare in international trade deals. We intend to implement those manifesto commitments.

Yesterday during a session of the Scottish Affairs Committee, we heard evidence from Gary Mitchell of National Farmers Union Scotland, and two things were made very clear: access to migrant labour for seasonal work is essential for our agriculture sector and the Government are yet to the respond to the representations made by NFU Scotland over these concerns. Will the Minister commit to looking into this and providing an urgent clarification to the agriculture industry on where they stand on migrant labour?
