With the relegation of Labour to third place in last week’s Scottish elections, does the Minister agree that now is exactly the right time to introduce an opt-in system for union members who wish to contribute to political funds rather than it being the default position?
My hon. Friend makes a very good point. I pay handsome tribute to the outstanding Ruth Davidson. Like the Prime Minister, she is a moderate, sensible, one nation Conservative. She has turned the skies of Scotland blue with, if I may say, a rather pleasing tinge of pink at the edges.

Commons ChamberI will say, as I have previously said when the House has discussed the issues of welfare reform and welfare changes, that we have the Bill going through the other place right now and the changes we are making are to bring fairness and stability to the welfare bill in this country. We know, and we have made it clear, that despite the figures that the hon. Gentleman and the Labour party leverage constantly, people will not be affected and the right kind of transitional support will be put in place.
5. What steps the Government plan to take to increase the level of employment in Scotland.
The employment rate in Scotland has never been higher, and it now stands at 74.9%. Our employment support offer will build on that, recognising the changing labour market environment, while delivering value for money to the taxpayer.
Erewash has many great examples of businesses whose commercial operations north of the border help to sustain jobs locally, including Rayden Engineering and West Transport. Does the Minister agree that Scotland not only supports jobs for its own population, but creates a great deal of employment across the rest of the United Kingdom?
My hon. Friend is absolutely right to say that record levels of employment in Scotland have clearly benefited her constituency, as there is a crossover in employment opportunities between her constituency and Scotland. With our growing economy, and the strength of our economy, those levels will continue to grow and grow.

Commons ChamberThe hon. Gentleman makes an important point and I thank him for that contribution. I will make some progress, because I am conscious that many Members want to speak.
Not only should charities have the right to campaign, but they are often best placed to provide important insights that can inform and improve policy making. They are often the ones on the frontline who see the gaps in provision, the duplication of services and the inefficiency and waste, and who spot the best ways of solving or, better still, preventing problems. Many charities can make a bigger impact with their limited resources through campaigning than through service delivery alone.
Campaigning often saves taxpayers money in the long term, as issues can be addressed at their roots, rather than in the aftermath, which can be costly. For example, as I just mentioned, many charities provide fantastic care for patients with long-term conditions such as cancer, but is it not better for them to push for more effective treatment, more awareness of the symptoms and more support for diagnosis through campaigning? So much of that happens as a result of good policy making by politicians. That is why charities must seek to shape it.
I fear that under new clause 3, the hard-earned money that people donate to charities would be spent on political campaigning, rather than the initial cause to which they donate, such as true medical research. That is why the new clause is flawed.
I am surprised that the hon. Lady presumes to know what people want to happen when they donate money. Many people who donate money to large charities such as Crisis and Shelter are very aware of the high-profile public campaigning that they do and of the pressure that they put on all of us in this House. That is to be commended. Many people support the powerful voice that such charities have in the community.
I oppose new clause 3, because it seeks to alter fundamentally the way in which charities have historically operated in this country. I believe that, in creating a formalised political role for charities in our society, we risk undermining their ability to work independently for the common good, and diminishing their standing in the eyes of the public. I have serious doubts about the need for the new clause, on both a moral and a practical basis. In my view, the status quo already allows charities to lobby Governments in a constructive way, while remaining politically impartial.
Serious concerns have been raised about the additional cost of political campaigning, and the potential impact that the new remit may have on a charity’s abilities to raise funds. We ourselves are acutely aware of the fact that even a very localised campaign can be extremely costly. Extending the scope of charities to allow them to campaign for or against a law, policy or decision at any level of government would inevitably incur a significant amount of additional cost, and I think that the money would be better spent on fulfilling the charities’ original aims and objectives.
Does the hon. Lady not agree that the way in which a charity collects and spends its money in order to deliver its charitable mission on behalf of its service users is the preserve of its trustees, and that it is not for us to decide such operational or, indeed, moral matters in the House of Commons? It is certainly not for us, as individual Members of Parliament, to dictate to charities how they should spend their money and deliver their charitable aims; that is up to the trustees.
I understand where the hon. Gentleman is coming from, but I believe that new clause 3 will encourage charities to go down that route and, perhaps, stray from their original intentions, however well-meaning they may be, thus inadvertently—not intentionally, I admit—misleading the public. I fear that the inclusion of the new clause could conceivably allow us to reach a point at which a large cancer charity, for instance, spent more on lobbying national and local government than on investment in research on and development of new cancer drugs. I think that that is what the hon. Gentleman was alluding to, but I disagree with him. For me, this raises a number of major issues.
The first issue is the impact on donations. Charities rely heavily on public donations to fight for their specific cause or issue. The Charities Aid Foundation estimated recently that in 2014 alone, £10.6 billion was donated by the British public to a vast array of good causes. By politicising charities, we risk donors turning away from charities whose cause they support because they do not necessarily share the charity’s political agenda or party alignment.
Secondly, the new clause would serve to allow larger national charities, which already dedicate significant resources to lobbying Members in this place, to strengthen their influence over Government policy and decision making. That would be to the detriment of smaller, often local, charities, of which we all have many examples, which would be further marginalised from the decision-making process because they simply could not afford to compete for airtime.
There is also a third point. Like many others, I would be deeply concerned if those charities that are very much a cornerstone of our society—the Royal British Legion, Macmillan, Age UK and the NSPCC, to name but a few—suddenly became vulnerable to infiltration from those who wanted to push a specific political agenda or to use the charity to criticise or support the Government of the day, rather than running it as a force for good.
I am sure hon. Members will agree that we do not really need any more politicians. Yes, it is only right and proper that charities should play their role in shaping our society by seeking to influence Government, nationally and locally, but they also have much more to offer society without widening their scope into out-and-out political campaigning—or, as some might call it, the dark arts. That is why I will be voting against the new clause this afternoon.
It is a great pleasure to speak in today’s debate. We often have wonderful debates in this place about what Britishness is about and what our culture is about. I actually think that the voluntary sector in this country represents the best of British—that is, the best of English, Welsh, Scottish and Northern Irish. As politicians, we do not always say thank you, but our starting point today as we consider the Bill should be to say a very big thank you to our hard-working and diverse voluntary sector in this country.
We should also remember that most charities in this country are relatively small. They operate in communities, and it is not our job in this place to be a pain in the neck for the 900,000-plus trustees of charities around the country who give their time voluntarily to make management and governance decisions, or for the charities’ many volunteers. The motivation of those people is undoubtedly to do good in our society and in our country.
We cannot, of course, forget the exceptions—the horror stories—including the dreadful death of Olive Cooke, who appears to have been hounded by 90 charities sending her 460 letters asking for donations in the course of one year. Nor can we forget the undercover Daily Mail report on what appeared to be severe malpractice in the call centre from hell. And nor should we forget the case of Kids Company and all the abuses that went on there. Incidentally, those abuses could and should have been dealt with by the Government and by the Charity Commission under its existing powers. We see those cases as exceptions, but they are nevertheless important and it is right that we are having this discussion today in Parliament.
Members on both sides of the House will see elements of voluntary activity in their own political traditions, and we can certainly develop some sort of empathy with different parts of the voluntary sector. We on this side of the Chamber can look to the labour movement, the co-operative movement, the working men’s and women’s organisations and a whole range of other bodies, but I know that the Minister for Civil Society, the hon. Member for Reading East (Mr Wilson), will also be moved by Edmund Burke’s notion of the little platoons. What I ask today is that he does not overburden those well-behaved little platoons in our country with red tape when it is not needed. Most of us would agree that where regulation is needed, the sector itself generally does that job best. I, for one, would give a warm welcome to the fundraising preference service, which will deal with some of the totally unacceptable abuses of practice in fundraising.
I am delighted to speak today on the Third Reading of this very important Bill. The Bill will protect and strengthen the governance of our charities. As a new Member, it has been very important for me to take part in all stages of the Bill in this place. I was delighted to be a part of the Public Bill Committee. The process was a really good learning curve.
Our charities play an important role across our nation and I believe we are stronger for the extensive work they carry out. We would be much poorer as a nation if we did not have our amazing charities, and their hard-working trustees, volunteers and staff. Literally millions of generous volunteers really make a difference. Some 41% of people have reported taking part in volunteering in the past year—a massive 21 million people. We are the home of some of the world’s greatest charitable fundraisers, such as Children in Need, Comic Relief, Sport Relief and not forgetting, of course, Live Aid.
Closer to home in my constituency, I have some amazing local charities. The Canaan Trust raises money and supports the homeless. On 1 April, I will take part in its “sleep out” for the third year running. I hope we do not have snow that day to make me a complete April fool. Treetops Hospice provides care at home, rather than in hospital beds, for those at the end of their lives. Home-Start Erewash supports many local families. Community Concern Erewash provides a luncheon club and services, such as laundry and decorating, for those no longer able to do those things for themselves. Ilkeston Community Hospital League of Friends raises money for those added extras that really help patients to enjoy their stay in hospital far more than they would otherwise. The Duchess Theatre is also a charity. I have been in the audience to witness some amazing productions. They are just a few of the charities that make a huge difference to the lives of so many people across my constituency. I would like to put on record just how much their efforts and untiring work are appreciated. Their contribution is so valuable to our society.
Towards the end of last year, I started a volunteering day, which I will make an annual event. Each member of my staff took a day’s holiday and went to work with a chosen charity to find out more about it and what it contributes to the local environment. They all found it to be a fascinating experience. The charities gained from that and my staff did, too. I think some residents will also be taking part in future years. For my staff, it was not just about what they could give, but what they received. Anybody who has taken part in any sort of charitable action will know that we give a little bit, but receive so much back.
The same can be said for trustees, who play a very important role. In the past, I have been a trustee for quite a number of charities. Before being appointed a trustee, I went through a rigorous selection and scrutiny process. That is only right, as a trustee has a very responsible position.
Sadly, we have heard bad news stories recently of trustees not being as scrupulous as they should have been. This should not happen, as it reflects badly, and undeservedly so, on charities across the board, even those that are not involved. Although such occurrences are rare, we must do whatever we can to stop them happening. That is why I support the Bill and its aims to strengthen governance and give more powers to the Charity Commission to remove inappropriate trustees.
I also support the measures to protect the public from the unscrupulous and persistent fundraisers who have plagued the elderly and most vulnerable in our society. As they got older, my parents changed how they donated to charity, having been bombarded by phone calls after giving out their contact details. They managed to stop the phone calls, but it changed how they supported charities: they no longer gave out their personal details, and instead donated in cash and kind. That should not have to be the case. Such bad practice tars all charities with the same brush, so I welcome the introduction of the fundraising preference service.
I will be supporting the Bill on its Third Reading because it is good for the public, volunteers, donors, charity trustees and staff, and charities as a whole, which, whether small or large, play such an important role in our society.

Public Bill CommitteesThe new clauses assume that every independent school has the resources that large and well known independent schools have. That is not always the case. In fact, quite a lot of independent schools share facilities or have to use other facilities. The amendments take a one-size-fits-all approach that I do not think would be acceptable to some of the small independent schools; they seem to have been missed out of the new clauses.
I thank the hon. Lady for her intervention. The point is not how much the schools have, but the fact that the money they receive from the public purse is over and above what other schools receive.
It is a pleasure to serve under your chairmanship, Mr Hamilton.
I read new clauses 3, 4, 5 and 6 with a degree of sadness and, because of my age, no small feeling of déjà vu. How many times have I heard the justification that to be fair we must regulate? Regulation and quotas, however, do not always work as we might want—the Labour party might know that from current experience. What saddens me about the new clauses is the lack of understanding of independent schools and the benefits that they bring to the table, including how they already contribute to the public good. The proposals would apply red tape to something that is already working.
Independent schools are inspected by the Independent Schools Inspectorate or by Ofsted, and their contribution to public benefit is already commented on in those bodies’ assessments. The whole point of the Bill, it seems to me, is to give the Charity Commission the right to hold to account those who act in the name of charity. If an organisation has been granted the status of a charity, it is right and proper for it to be held to account for its behaviours and that of its trustees—we discussed that on Tuesday—and for its outcomes. That is as true for an educational charity as it is for any other.
Is there a little bit of mischief-making in the tabling of the new clauses? Yes, there is the cost of £700 million, but the taxpayer is also saved a cost in that the education of 500,000 children is paid for by individual parents, so the additional money is engaged in the system.
It is well documented that schools at the apogee, such as Eton and Wellington College, rightly sponsor local state schools and do all manner of things as part of their outreach. They teach older people computer skills, work with local primary schools, and cascade and absorb good practice—from the independent sector to the state sector and back into the independent sector from the state sector. It should be remembered, however, that 55% of all independent schools have fewer than 350 pupils, which means that it is not commercially viable for them to outreach all their systems to fill those gaps.
Incidentally, my children were educated nowhere near a private school. If we accept the new clauses, for those who are not fortunate enough to live near a well equipped private school we have created nothing but another two-tier system. Also, 28.7% of pupils educated in the independent system are from minority ethnic backgrounds, which is a higher proportion than in the state system.
A local example in my constituency is South Lee school. A new sports facility was required, and without prescription or any of the new clauses, the school set up a community interest company, working with my borough council, a charity called Sporting 87 and Bury St Edmunds cricket club. A community use agreement with the council kept rates for use affordable. The school uses the facilities during the day in term time and allows other schools to use them if possible. Everyone in the community is involved and at the weekends, evenings and in the holidays, it is fully used by tennis clubs, archery clubs, cricket and so on. Everybody gains.
Does my hon. Friend agree that the new clauses would undo a lot of the hard work that has been done to create partnerships between independent schools and the state sector? Forcing specific types of partnerships might undo all the good that is being done and would be detrimental.
I could not agree more—it is not always necessary to tell people how to behave well.
The school has forged great community links and the council and people in my constituency got another sports ground for very little investment. It helps social cohesion and health outcomes, among other things, as the hon. Member for Redcar alluded to.
My underlying belief is that people should be allowed to choose what is right for themselves and their family. The clauses would legislate choice and good behaviour out of the system to a degree, and that is regressive. Indeed, if my memory serves me correctly, the hon. Member for Hackney North and Stoke Newington (Ms Abbott) chose to send her son to a private school. As a mother, I can understand her need to make that choice about what is best for her child. Should we deprive others of that choice? I do not think so, but the new clauses could begin to do that.
The worry is that the clauses will not allow small schools that offer specialisms in areas that the hon. Member for Redcar discussed to continue to do so across the board, particularly for gifted music scholars, those who are talented at sports and budding linguists. All have benefited from education in the independent sector. Many of these schools offer bursaries and 100% scholarships to youngsters whose parents would not normally be able to afford the fees. Similarly, and of the utmost importance, some of the best education for our children with dyslexia or autism occurs in the independent sector, easing the burden on state schools to provide special needs support.

Commons ChamberI absolutely agree that the impression created again today by SNP Members is that they are entirely driven by process arguments, and not by getting on and getting an agreement on the fiscal framework, getting the new powers in place and then doing something positive for the people of Scotland with those powers.
Will my right hon. Friend confirm that, once the fiscal framework has been agreed, the devolution of tax powers to the Scottish Parliament can begin quickly?
I am absolutely committed to delivering the powers set out in the Scotland Bill when it becomes an Act as quickly as possible. We want that Act on the statute book ahead of the Scottish Parliament elections so that it can shape those elections, and so that the parties can set out what they intend to do with the powers. I would like the tax powers in place by April 2017.
That sounds like an excellent proposal. We should not try to constrain Shakespeare to Stratford, but make sure that this is a national—indeed, international—celebration, so I shall look carefully at the right hon. Gentleman’s proposal.
In Derbyshire, the county council has announced plans to cut four care homes, including Hillcrest in my constituency, as well as to axe sheltered housing wardens from March. This is clearly an attack on the elderly and vulnerable of Derbyshire by an authority with a proven track record of wasting taxpayers’ money. Will my right hon. Friend look into this dismal situation to ensure that all Derbyshire residents have access to good levels of care?
I am very happy to look at the problem my hon. Friend raises. Obviously, it is a Labour-controlled council taking these decisions. I urge it to consider our proposals in the spending review and the fact that councils can now use a surcharge on council tax to fund additional social care, and then recognise that its job, instead of playing politics, should be to serve local people?

Public Bill CommitteesBefore I call Maggie Throup, I have to say that the last two speeches, although I am sure they were very valuable contributions, were about clause 1 more widely than about amendment 2, so we will not have a separate stand part debate on clause 1. If other Members would like to contribute to the wider discussion of clause 1, I suggest they catch my eye now.
I am delighted to be able to speak in support of clause 1 of this very important Bill, which strengthens and protects our charities, which play a very important role across our nation. We are stronger for the work that our charities carry out. We would be much poorer as a nation if we did not have our amazing charities and, indeed, I can cite many examples in my own constituency. Millions of people every day rely on charities, and millions of people every day willingly give up their time to volunteer. It is the hundreds of thousands of generous volunteers who really make a difference, and 41% of people reported that they took part in volunteering last year. That is a massive 21 million people across the UK. Trustees play an important role in charities, and in the past I have been a trustee for two different charities. Before being appointed, on both occasions I went through a rigorous selection process that put me under a lot of scrutiny. This is only right, as trustees play an important role. Sadly, we have recently heard some bad news stories about instances in which trustees were not quite as scrupulous as they should have been. That should not happen, as it reflects badly across the whole charitable sector.
The Charity Commission has a wide range of powers, but they need to be strengthened. It is only right that the regulator has the powers that charity users and volunteers expect. Those powers are there to protect the charity, but ultimately they protect charity users, who are likely to be the most vulnerable people in our society. I do not believe that the powers included in the Bill are draconian; they fill a crucial gap. Clause 1 provides an effective way of handling low-level breaches of statutory provisions of the Charities Act 2011. It fills the gap between the existing situation in which the Charity Commission can give advice and guidance and the nuclear option of statutory inquiry. I am sure that every charity will welcome this gap being filled. In effect, it will put a charity on notice, and will help to prevent it from reaching a position where that nuclear option is required without an interim warning.
Clause 1 lays out very clearly the steps that the Charity Commission will have to take if it needs to issue an official warning to a charity or charity trustee. Such clear steps are important for the Commission, for charities and for trustees. I do not believe that amendment 2 is necessary, because the notice period it contains could work against what the Charity Commission is trying to do and what the Bill is trying to do. A lot of evidence could be destroyed in that notice period. As has been indicated, it would not allow time-sensitive issue or breaches to be handled in an effective way.
The hon. Lady has suggested that if notice of a warning was given, evidence would be destroyed. Are there any examples of that happening?
I think not only in the charity sector but across the board, evidence can be destroyed or changes made very rapidly, so the provision would begin to undermine the purpose of the Bill, which tries to help charities rather than be too draconian. That is the measure we want to take with this clause.
Does my hon. Friend acknowledge that most regulators in other spheres have the power to issue warnings without notice? For example, the Financial Conduct Authority has those powers for precisely the reasons that she has just given.
I completely agree with my hon. Friend. That is probably why the measure is in the Bill. It mimics what is happening across the board with other regulators.
I am extremely grateful to the hon. Lady for giving way. If a charity has reached the point where its trustees are destroying evidence, does she not agree that it has probably reached the point where a warning notice is not sufficient in the first place?
The problem is that if the evidence has been destroyed, no one knows whether it was there. That is the case I want to make. We want to make sure that correct action can be taken in a timely fashion.
The hon. Lady said that the measure could make the powers of the Charity Commission similar to those of other regulators. However, while many other regulators have the power to issue warning notices, they are often exercisable only in the case of a breach of a statutory requirement. This proposed power goes much further than that. A warning can be given on the strength of
“a breach of trust or duty or other misconduct or mismanagement”.
The hon. Lady will agree that that gives the Bill a fairly broad scope. The adverse publicity and possibility of more severe regulatory action that could flow from that would not match what had actually been breached at that stage.
I have to disagree with the hon. Lady. Regulatory abuse in charities is of course rare, but it is vital that measures are in place to ensure that the public and, indeed, the many charity volunteers do not lose confidence when it happens.
Clause 1 provides a suitable means of protecting our many charities, small and large, from unscrupulous behaviour. It will maintain the confidence of the public, the many donors and the amazing volunteers, as well as those employed by charities. I am delighted to have been able to speak in support of the clause, which I commend to the Committee.
It is a pleasure to serve under your chairmanship, Mrs Main. Like many hon. Members who have spoken, I have experience in the voluntary sector. I have been the chief executive of a small national charity, a senior manager in a medium-sized national charity and a trustee of local and national charities. I continue to be a patron of a number of local charities, although I will spare the Committee a list of all of them. I do not think that, as a patron, I will come under the scope of the Bill, but as a trustee I certainly have cause for concern.
As has been said, it is important that the public have confidence in the vibrant voluntary sector throughout the UK. It is worth stating that, considering the professionalism of the work that takes place in the sector as a whole, the public should have that confidence. In a week where there has been some unhelpful and, I would argue, misleading coverage about the quality of charities and the way in which donors’ money is spent, it is worth repeating that case, because there is a lot of mischief-making going on. It is important to have in place the right regulatory framework to give the public confidence, but whenever we pass legislation in this place we should ask ourselves what problem we are trying to solve; whether the approach we are considering would be effective; and, most importantly, whether the legislation is proportionate. The measures in clause 1 fail many of those tests.

Commons ChamberI am delighted to be able to speak today on this very important Bill, which I believe will protect and strengthen the governance of our charities. Our charities play an extremely important role across our nation, and I believe we are stronger for the extensive work that they carry out. We would be so much poorer as a nation if we did not have our amazing charities. It is the hundreds of thousands of generous volunteers who really make a difference, and 41% of people have reported taking part in volunteering in the last year. That is a massive 21 million people across the UK.
Only three weeks ago, every member of my staff took a day’s holiday and spent it volunteering across the constituency as part of my inaugural Erewash volunteering day. One of my staff volunteered at the homelessness charity, the Canaan Trust—which I will talk more about later—and then went on to help with street collections for Children in Need. Another volunteered at a church food bank, then helped to serve a two-course lunch at the Pavilion luncheon club organised by Community Concern Erewash. She also helped to wash up afterwards, which I thought was very noble of her! A third member of my staff helped at the local hospice and joined the Treetops garden club. The club is very proud that one of its team has just been awarded Hospice UK’s volunteer gardener of the year award.
My senior caseworker spent the day at Direct Help and Advice, based in Ilkeston, which has just been awarded Big Lottery funding. And of course I did some volunteering too. I visited a local church to find out more about its outreach community projects. One of these involved chair-based exercises, which are a lot more energetic than they sound. But that project offered more than just exercise; it offered a chat over a cup of tea at the end of the session, and therefore provided social inclusion as well. My whole team really enjoyed the day, and we have decided to make it an annual event. We are already looking forward to next year’s Erewash volunteering day and to working with even more local charities.
Does my hon. Friend agree that volunteering and charitable giving are not just about giving, because when we volunteer and give we also gain a great deal from it, often from the experience of getting to know different people?
My hon. Friend is completely right, and we both experienced that in our time volunteering in Rwanda as part of the social action there. We thought we were going there to give, but we learned and benefited a great deal from that experience. Whether overseas or in my own constituency, I feel very humble every time I go to see a charity.
During our day spent volunteering, my staff and I met all the charity volunteers, the staff and the trustees. Trustees play a very important role in a charity—in the past, I have been a trustee of two charities. Before being appointed as a trustee, on both occasions I went through a selection process and was put under scrutiny. This is only right, as trustees hold very responsible roles. Sadly, we have heard some bad news stories recently of instances when trustees may not have been quite as scrupulous as they should have been. This should not happen, as it reflects very badly, and undeservedly, on every charity across the board, even those not involved. That is why I support this Bill and its aim to strengthen governance and give more powers to the Charity Commission to remove inappropriate trustees. As my hon. Friend the Member for Congleton (Fiona Bruce) pointed out, regulatory abuse in charities is rare, but it is vital that measures are in place to ensure that the public, and indeed the many charity volunteers, do not lose confidence when such incidents happen.
Another aspect of the Bill is to protect members of the public from unscrupulous and unrelenting fundraisers. Once again, there have been some very disturbing stories in the media recently, which simply end up reflecting badly on every charity, even though so many are not involved in such procedures.
Does my hon. Friend agree that “chugging”, as it is called, also puts people off donating, particularly when they hear about the sorts of fees these people receive for the donations they collect from the public?
I completely agree. When we see these people on the streets, we tend to avoid them. I think it affects the local shopkeepers as well, as people get a bit fearful of what they are going to find on their high streets.
It has another effect, too. In their later years, my parents stopped donating to charities when the donations were in any way traceable. This was because after making one donation, they got phone call after phone call trying to persuade them to set up a direct debit. My parents were subjected to just a fraction of the pressure that Olive Cooke suffered, which ended in such a tragedy. With 44% of adults reportedly giving money to charitable causes every month, it is very important that donors feel they can make their donations freely and know that their donations are being spent wisely. This Bill ensures both things.
Of course, our small local charities do not employ third-party professional fundraisers, but have to use their ingenuity to raise their funds. Members will have heard me talk before about the fundraising events organised by my local hospice, Treetops, which provides amazing care in the community. I have awarded prizes at its dog show, which raised money, and taken part in its sponsored bike ride taking in all its charity shops across Derbyshire—and I did that on a tandem. There is always something happening somewhere in Erewash; there is always a charity event going on somewhere.
Only last Saturday I popped along to the Christmas fair organised by the League of Friends of Ilkeston Community Hospital. When I got there I was delighted not just to see Father Christmas but to find that Ilkeston Rotary had a stall there, as I knew from last Christmas that it would be selling locally made Christmas cakes which are very tasty, and which have saved me trying to find the time, rather belatedly, to make one. At the Long Eaton Christmas lights switch-on last Thursday, I was able to win on the Scout’s tombola—every ticket was a winner—and buy some handmade Christmas tree decorations from the Women’s Institute stall. All these make fantastic contributions to my local area, and it is much richer as a result.
I said earlier that I would come back to the Canaan Trust, a Long Eaton-based charity providing much more than just a bed for homeless young men. The social investment part of this Bill will provide the ideal vehicle for this charity, should it wish to provide low-rent accommodation for those young men once they get their lives back on track, and help them move on even further with their lives. As my right hon. Friend the Minister said, social investment is the way of the future, and I am delighted that it forms part of this Bill.
I believe this Bill provides a suitable means of protecting our many charities from unscrupulous behaviour, so maintaining the confidence of the public, the confidence of the many donors, and the confidence of the amazing volunteers as well as those who are employed by the charities. I will want to ensure in Committee that our small local charities will not be penalised in any way as a result of these changes, but I do like the way the Bill provides a mechanism to enable charities to develop social investments that can be of great benefit to those they serve.
I am delighted to have been able to speak in support of this Bill, with my reservation about its potential impact on small charities such as those I have talked about today, and to outline its benefits to the constituents of Erewash.
It is a pleasure and a privilege to take part in this debate. Charities do fantastic work, both nationally and locally, across the breadth of the country. We have heard some fantastic and inspirational examples from my hon. Friends the Members for Erewash (Maggie Throup) and for Congleton (Fiona Bruce), who is no longer in her place, of the work that goes on up and down the country.
In the days when I used to run half-marathons, such as the great north run, rather than just run from my office to this Chamber or to the voting Lobby, I was always particularly impressed by the number of charities represented by runners and the generosity and support of the general public. I was often a little disheartened when somebody wearing fancy dress ran passed me at a much quicker speed, but you can’t have it all ways.
The local charities in my constituency include Rosie’s Helping Hands, which was set up by a couple to help them handle the grief of losing a beloved daughter and to deal with it in a very positive way for our local community. They hold numerous events, including a charitable walk, and the money raised goes into helping children and young people in our local community.
We also have many local branches of some of the big national charities. Our local branch of the Royal British Legion does so much, like every other branch in the country, to raise awareness and funds for an incredibly important charity that supports armed forces veterans. In the village of Pelsall it encourages the whole of the local community to knit poppies in advance of Remembrance Sunday. The red poppies were placed over the clock tower, and the way in which the charity brought the community together and raised funds is another example of why the charitable community is so important.
Does my hon. Friend agree that this is partly about fundraising and partly about the feel-good factor created in communities?
I could not agree more. Even I got out the knitting needles and learned how to knit again. It was a case of knit one, purl one and then drop several, but I did my bit, as did everybody else. The community came together, worked together and had a bit of fun for an incredibly worthwhile cause.
Small charities often play a huge part in our local communities. They provide something over and above, or in addition to, what the Government or the public sector provide. Those small things often make a big difference to the lives of individuals and their families.
Through my involvement with social action projects over the years, I have been extremely fortunate to get to know many charities, both in the UK and overseas. I have also spent time with other Members on projects working with charities in Rwanda.
As some Members will be aware, a private Member’s Bill of mine is going through this place, to help Great Ormond Street Hospital Children’s Charity. I had the great pleasure of visiting the hospital and seeing some of the fantastic work it does in supporting patients. It is involved in building projects and has a chapel, and it does a huge amount of paediatric research. None of that would be possible without the work of the charity and all the people involved in it.
Sadly, the results of high-profile charity crises can damage trust in charities. It is really important that we do all we can to maintain and strengthen that trust, and the Bill demonstrates the importance of having an effective charity regulator.
I support the Bill because it will provide stronger protection for charities in England and Wales. It will also equip the Charity Commission with new and stronger powers to tackle charity abuse more effectively and efficiently.

Commons ChamberThe hon. Gentleman has asked a question that we could spend a whole day debating. What I will say is that the military action is only one part of a strategy to deal with the enormous problem of radicalised extremist Islam and the violence that it brings. We can do a certain amount with military action, but we need our counter-terrorism powers, we need our Prevent strategy, we need terrorism prevention and investigation measures, and we need strategies to deal with returning Syrian fighters. We need to do all those things, and—as I put it—it will be a generational struggle to get it right.
Will my right hon. Friend assure the House—and, indeed, my constituents—that if a decision is made to extend airstrikes into Syria, every effort will be made to keep people safe on the streets of Britain, especially during the Christmas period, when our towns and cities are especially busy?
My hon. Friend has asked a very important question. This is part of the strategy to help keep us safe. We cannot deny the fact that there is a danger to our country now—the level of threat is set at severe, which means that an attack is highly likely—but we are already at that level, and the view of our intelligence and security services is that in terms of a threat from ISIL, we are already very high up on its target list.

Commons ChamberThe hon. Gentleman raises a serious question about student registration. As he will know, we now have a system of individual registration, which people can do in about three minutes on an iPhone. We are going to make that even easier, and we will work with the NUS and others to try to encourage students to do exactly as he suggests.
T7. With the help of my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke), on St George’s day this year I launched a petition calling for English votes for English laws. I am therefore delighted to see a firm commitment by the Government to right this historic inequality once and for all. Will my right hon. Friend update the House on when we can expect the Government to introduce that important constitutional change?
