I do not discern a dramatic difference from the approach taken by countries with which we could reasonably be compared—that is to say, the countries that we have habitually speak to in this matter. I think there is a commonality of understanding that we need to ensure that those who are most vulnerable are prioritised. That is what we are doing. My right hon. Friend refers to a process being under way. I can assure him that the UK process is under way, and it seems to be in parallel with most countries.
I trust the Minister’s integrity and honesty, and while he has been vague about the actions that are being taken, I accept his assurance that action is being taken. But the House still requires an assurance not only that the orphans who have been identified will be repatriated, but that we will look at the children who are with their mothers, because they cannot fail to have been traumatised. I suggest that the Minister look at the work of the Parliamentary Assembly of the Mediterranean, which has been asked by the UN and Washington to put together a system for bringing foreign fighters to justice.
I am grateful for the hon. Lady’s comments. Her tone, as ever, is spot on. I agree with her; we need to apply compassion to all in this situation. We also, of course, need to bring justice to those who must be brought before the courts. I am interested in the work that she cited and will certainly take a close look at it.

For the benefit of those observing our proceedings, let me explain that I now call the president of the NATO Parliamentary Assembly, otherwise known as President Moon.
I thank the Minister for his statement, which has been very clear. He said that the issue has now moved into diplomatic discussions; this weekend, and over the next few days, it will also be moving into parliamentary discussions, as the NATO Parliament will be meeting here in London. I assure the House that parliamentarians from across NATO—the alliance is not involved in Syria but allies within it are—will be discussing this issue and talking to the Turkish representatives and the American representatives who will be at the conference. Across Parliaments throughout the alliance, discussions such as this one are taking place, and they are so important to the sending of clear, concise messages to the Governments who will be making decisions that will impact on all our countries and on the Turkish and Kurdish communities within them.
I thank the hon. Lady for her comments. She serves with great distinction as chairman of the NATO Parliamentary Assembly. No doubt conversations will be had over the next few days and will particularly note Turkey’s status in NATO.

Commons ChamberWith such a glittering array of parliamentary celebrities on both sides, it is difficult to know whom to choose, but I think that I must call not just a Member, I say for the benefit of observers, but a president—the president of the NATO Parliamentary Assembly, Madeleine Moon.
Thank you, Mr Speaker. This week, Iran has announced its intention of carrying out exercises in the Gulf, along with China and Russia. How is this a decrease in an escalation of tension and what risks does the Secretary of State see arising from this announcement?
The hon. Lady has highlighted precisely why we need the broadest international support for delivering the clearest messages to Iran. We talked to the Russians and the Chinese—both permanent members of the UN Security Council—about their responsibilities for maintaining the principles of the UN charter and the base tenets of international human rights law. This only goes to show why we need the broadest possible range of allies and partners in getting that message across and draining Iran from any of the otherwise alternative sources and bases of support that it would have.

Commons ChamberWe rightly heard earlier today several tributes recognising your role, Mr Speaker, in protecting Parliament and parliamentarians and making Parliament relevant and accessible to ordinary people, and I associate myself with those comments.
When my constituents ask me about what might happen down here tonight, they are recognising our role in making our laws. They are recognising that it is Parliament’s job to seek solutions. They are acknowledging that this where we argue, debate and pass laws, but people up and down the country have been shocked to discover the Prime Minister putting so much effort into a no-deal Brexit at the expense of seeking a solution, not least because that was never what he told us was his intention back in 2016. People do not understand how the leader of the Brexit campaign, who is now the Prime Minister, is closing down Parliament, pursuing no deal with such vigour, and encouraging media briefings to confirm that he will not abide by the latest Act of Parliament.
I associate myself with my hon. Friend’s comments in relation to Mr Speaker because, to be quite honest, people across Europe are tuning into this House and watching how both the Speaker and this Parliament have fought back against the overweening power of an Executive that have tried to close down debate and to stop the people’s voices being heard. That is a true democracy, which is why we are fighting here tonight.
I certainly agree with my hon. Friend. I fear the attempts to silence and close down this House. Can any of us really talk about the rule of law and expect our constituents to respect it when those at the top of our democratic institutions are showing such disrespect for Parliament and the law on such a crucial issue?
The Prime Minister’s behaviour is simply wrong. He is treating Parliament—the people’s Parliament—with utter contempt. The Prime Minister and those around him are using language that we normally associate with repressive, dictatorial, anti-democratic regimes around the globe. In trashing the reputation of Parliament and parliamentarians and threatening to disobey the law, the Prime Minister is calling into question his fitness for office. This man led the Brexit campaign, and he was Foreign Secretary when the negotiations commenced. He is now the Prime Minister, and he should be using every waking hour to conclude the deal on which he sold his Brexit plans. He should not be closing down Parliament and running away from his responsibilities.

My right hon. Friend serves on the Intelligence and Security Committee, and so is familiar with the organisations that I think he is suggesting should be deployed. The Cabinet Office will use all its means to delve into this matter and try to find the culprit. I wholly agree with him that if we succeed in tracing who did this, they should regret that moment for the rest of their life.
Sir Kim Darroch has always given honest and frank reports, no matter which party he has represented. Whenever delegations go to the US, it is vital that the briefings they receive are honest and impartial, and they always have been. A positive thing happened this morning during my journey to the station: so many people I spoke to who had tuned into Radio 4 turned off the minute Nigel Farage was brought on to comment, because they felt his opinion on Sir Kim was so appalling.
I would rather like to echo everything the hon. Lady has said. I also heard him on the radio, and after throwing something at it, I switched it off. The Washington embassy is a remarkable institution. The number of people who go through it every year is enormous, yet the staff and the diplomatic team cope marvellously—with style, dignity and a warm welcome—and make everybody feel they have been paid proper attention to. I commend them for everything they do; long may it continue.

I agree. I think we have all looked at the results of the Ukrainian elections with a degree of caution as to what the attitude of the new President will be, but this is not a time to back down from the demands being made for the restoration of Crimea and for an end to the fighting in the Donbass. This is a time for allies to keep making and pushing that point strongly.
Since 2014, Russia has increased the number of troops in occupied Crimea by three times. Armoured vehicles have been increased by five times; artillery by 10 times; jets by five times; and multiple launch rocket systems by 10 times. Most recently, Russia has deployed four battalions of S-400 Triumf missile systems in Crimea, which allows it to cover all of the Black sea, the Azov sea area and most of Ukraine. The Russian Black sea fleet can now fire in a single shot 86 Kalibr, known as “Sizzler”, nuclear-capable missiles, able to reach not only Kiev but other EU capitals.
The hon. Gentleman is giving an amazing speech - a real grounding in the problems faced across the region since the annexation of Crimea. This is not just a problem for Ukraine; as he said earlier, it is a problem for the whole of Europe. He is right about the weapons increase, but the real live-fire risk, towards Europe in particular and against Ukraine on a regular basis, is cyber-attacks.
The NotPetya attack cost the world economy $10 billion. Unless we also pay attention to sandboxing, the cyber-weapons that have been targeted on Ukraine, its infra- structure, airports, utilities and banks, will turn on Europe. They have been demonstrated to be lethal and will start attacking us, particularly as European elections loom.
Thank you very much, Mr Davies. I warmly commend the hon. Member for Henley (John Howell) for introducing the debate, which is both timely and important. I gather that a joke is going round in Moscow these days: President Putin is asking General Secretary Stalin for advice on what he should do politically, and Stalin says, “You should execute all members of the Government and paint the Kremlin blue.” Putin replies, “Why blue?” and Stalin says, “I thought that was the only part you would query.” Perhaps there is some exaggeration in the joke, but perhaps there is some truth as well.
The point that the hon. Member for Henley, and others who have been on the delegation with him, made very clearly, and which I am sure the right hon. Member for Maldon (Mr Whittingdale), who is a known expert on the subject of Ukraine, will make as well, is that the annexation was illegal, full stop—end of story, in a sense. That is, of course, contested by the Russian Federation, but under any judgment of international law, it is clear that the annexation of Crimea was illegal.
As the hon. Member for Henley said, it followed on from other annexations, attempted annexations or invasions that were also illegal. I warmly commended David Cameron for going to Georgia, as one of his first acts as Conservative leader, to stand with the Georgian people and say that the invasions of Abkhazia and South Ossetia were illegal acts. Unfortunately, the agreement that was subsequently signed with President Sarkozy has still not been implemented. There are still Russian troops in Georgia and, as has been laid out today, the problems in relation to Crimea grow day by day.
The truth of the matter is that the annexation would not have happened had the Russian Federation not signed up to the Budapest memorandum, because Ukraine would have had nuclear weapons. In that accord, the Russian Federation guaranteed the territorial integrity of Ukraine, including Crimea as part of Ukraine, so there is understandable cynicism and scepticism. I do not know what the highest level of cynicism and scepticism that one can have is, but that is what the international community shares regarding any international treaties signed by the Russian Federation under President Putin.
Many have drawn comparisons with the situation in the 1930s. Such comparisons are important to bear in mind, though it would be wrong to make a direct comparison between Putin and Hitler, because their ideologies were fundamentally different. However, their nationalism and deliberate attempts to use violence to secure their aims probably amounted to the same.
In 1938, the German Chancellor was determined to persuade the international community that he would seize only the Sudetenland—the part of Czechoslovakia that, in his words, was dominated by German-speaking German nationals. In fact, by seizing the Sudetenland he undermined the whole of the rest of Czechoslovakia and made it impossible for it to survive as a nation state. I think that is exactly the intention of the Russian Federation in relation to Ukraine. In the 1930s, British politicians did not really care; they thought that Hitler sort of had a point. Politicians in the UK have also said that President Putin sort of has a point about Crimea, because a lot of the people in Crimea are Russian and identify as Russian speakers. However, that is wholly to miss the point that there has been a deliberate process of political destabilisation in Ukraine that went on for a considerable number of years. As the hon. Member for Henley said, it included a fake referendum that was deliberately engineered. The results were falsely counted, and an incorrect version of them was given out.
One of the most important things that we must focus on is the softening-up period before invasion takes place. There is a deliberate disinformation campaign targeted at the Russian-speaking populations, not just in Georgia and Ukraine but on a daily basis in the Baltic states. Such disinformation prepares an expectation among the Russian-speaking population that change is coming, and that they should support it. Is that something to which we should also pay attention?
I commend my hon. Friend. She is right, and that is one of the reasons why I am particularly anxious that we, as a political class in this country, have seemingly decided that we are not all that interested in Russian interference in our elections and electoral processes. I think that we will rue the day in the end. We need to be extremely careful, because we have seen what the Russian Federation has managed to do through cyber-warfare in other countries around the world, and continues to do in Ukraine, because it wants to soften up the rest of the country.
The process of misinformation continues. The latest version of that is the Russian Federation maintaining that Crimea lost 1.5 trillion roubles during the 25 years that it was part of Ukraine. Many would argue that the loss to Crimea is from being taken out of Ukraine. Russian spokespeople do not half have a cheek sometimes.
There is another clear aspect to the annexation. In 1938, Hitler wanted to seize the Skoda factory, which was one of the most productive factories in Europe, and turn it into an arms manufacturer; it was soon making Panzers for the Wehrmacht. Just so, Putin has had his eye for a considerable period on not only the natural resources in Crimea but the ports, which are vital to any future military intentions that he may have. It is all part of a pattern; President Putin always has a tendency to resort to violent options when they are available to him.
Putin was, of course, in political trouble in his own country when the annexation commenced, and it was extremely popular, re-enhancing that nationalist sense in Russian politics. In large measure, one can see the reinvention of Putin as a nationalist hero, in Russian terms, on the back of the annexation of Crimea. There is a sense of political doldrums in the Russian Federation, because Putin clearly has no idea who his successor should be or where the future should lie. He is kind of bored with governing Russia, which potentially makes for a very dangerous time for the international community.
The Government need to be careful about key issues of UK policy. We have referred already to sanctions policy. As I have said to the Minister many times, I fear that the Government are still dragging their heels—he will say that they are not—on implementing a full set of secure sanctions in relation to individuals who have committed human rights abuses in the Russian Federation and Crimea. I think that the Russians have noticed that that has not yet happened, and that other countries have moved faster. It is time that we proceeded faster. I am sure that the Minister will say that the Government are doing their best, and that it will all happen in the fullness of time, but I am not convinced.
Secondly, there was a time when the UK led within the European Union on trying to bind Ukraine into the international community, and on standing up for it in international affairs. That will be more difficult in the future when/if we are no longer a member of the European Union. I wish to know how we will achieve that in the future. I hope that the UK has made strong representations to the United States of America that one cannot oppose annexation in Crimea and support it in the Golan Heights. Annexation is annexation. One cannot simply turn a blind eye because it involves a big ally on one side of the Atlantic, rather than a country that one wants to criticise on the other.
Finally, we of course wish Mr Zelensky, who has been elected, well. It is difficult to see exactly how things will play out. I very much hope that the UK will want to extend a warm hand, to ensure that he ends up on the right side of the argument.

I call the president of the NATO Parliamentary Assembly, Mrs Madeleine Moon.
Is it in fact time to look at events in Libya as a wake-up call in relation to Russia’s increasing involvement in Africa? It is looking for bases for its troops and access to Libyan ports. It already has naval logistics centres in Eritrea and Sudan, military co-operation agreements with Burkina Faso, Burundi, Mali and Madagascar, and contracts for its mercenaries in the Central African Republic, Sudan, Niger, Chad and Mauritania, all of whom, coincidentally, give it support at the United Nations. Is it not time to look at the bigger picture?
I thank the hon. Lady for her question. I like to think that we do try to look at the bigger picture, but she is right. Increasingly, for economic and other reasons, including diplomatic reasons, as she rightly says—having support at the United Nations is important to both Russia and China, for example—we do need to look at the bigger picture. The opportunities that are there because of the rising population of Africa mean that it will receive more and more attention, which is sometimes paid, I am afraid, in a rather nefarious way, as she pointed out.

My hon. Friend is absolutely right. She tempts me to skip to that point in my remarks, but I will get there in due course. Her point is well made, and it has been made several times around the Chamber.
This barbaric, inhumane practice must end. As my hon. Friend said, the international community, including the UK—I hope that the UK will lead the international community on this, but I will settle for the UK being included—must leave China in no doubt about how repugnant this practice is to any country that has any sense of decency or places any value on the dignity of human life. There can be no equivocation, no excuses and no turning of blind eyes.
As the hon. Member for Strangford has pointed out, people are being treated like cattle. He gave us a comprehensive account of how utterly unspeakable the practice is. We find ourselves in a bizarre situation in which the World Health Organisation has declared organ transplants in China to be ethical, claiming that there is no cause for suspicion. I urge the Minister, as other hon. Members have done, to query and pursue that as a matter of urgency, since it seems to fly in the face of a considerable amount of evidence from the China tribunal, Geoffrey Nice QC and others. A number of hon. Members have expressed alarm at the World Health Organisation’s assessment, and I think that such a ruling undermines the organisation.
As we heard from the hon. Member for Congleton, Italy, Spain, Israel and Taiwan have introduced laws banning their citizens from participating in organ tourism, with Canada working towards adopting similar legislation. Perhaps the Minister can tell us what plans are in place to introduce similar legislation in the UK. Given that the UK has signed the Council of Europe convention against trafficking in human organs, forbidding the intentional removal of human organs from living or deceased donors, it is quite a small leap for the UK to forbid its citizens from engaging in organ tourism. Perhaps the Minister can explain what the Government are doing to take that small but extremely important leap. As the hon. Member for Congleton informed us, the UK Government and the UN must do more about the vast industrial scale of this horror and what can only be categorised as crimes against humanity.
The fact that Falun Gong practitioners are targeted in this way in China goes to the heart of the matter, as the hon. Member for Strangford has articulated, because an attack on freedom of religion is an attack on all freedoms. The right of all people to worship their God in peace, however they perceive their God, is a fundamental right. The threatening of that right endangers the very basis of freedom, in the widest sense, as the hon. Member for Manchester, Gorton pointed out.
In June last year, the all-party parliamentary group for international freedom of religion or belief produced a report, which found a signal lack of understanding and misperception of religion and belief among decision makers working within the UK asylum system. We need to understand religious persecution better and deal with it in an appropriately sensitive way. Decision makers in the UK asylum system need to have the appropriate training to ensure that they make the correct decisions, which are literally a matter of life and death to applicants seeking asylum.
There is no doubt that China exerts absolute and cruel control over its citizens, and that is something about which the international community is, and ought to be, exercised. The targeting of multiple faiths and ethnic groups has been characterised by some as the hallmark of genocidal intent, as the hon. Member for Burton (Andrew Griffiths), who is no longer in his place, indicated. There are loud echoes of the evils of history.
The UK Government need to step up to their international and moral responsibilities, as does the international community. No one could fail to be moved and horrified by the evidence and the stories of forced live organ extraction. It is an outrage, and we must not be afraid to say so. International institutions and Governments around the globe must bring to bear as much pressure as possible on China. That is our duty, and it is what decency demands of us.
If any nation treats any of its people in such a cruel and despicable way, we need to stand with other free and democratic states and condemn it using the harshest and most unequivocal language that we can articulate. I look forward to the Minister telling us what influence and pressure his Government have exerted, and will continue to exert, on China in the light of this debate. I also ask the Minister what the UK Government will do to encourage greater action from the international community on this barbarism.
There is no doubt that China is an important and influential international player, but no state should be allowed to engage in such horrific human rights abuses simply because it is influential. We have an international duty to uphold human rights and values however we can. We can do more to effect change. It is time for the international community to do so, and the UK must play its part.
Before I call the Minister, I should acknowledge that I had prior advice from the hon. Member for Bishop Auckland (Helen Goodman), who has just arrived, of a domestic emergency that prevented her attendance earlier. She has had a member of staff making notes throughout and I am sure that if she has notes for the Minister or for those who have called the debate she will deal with that afterwards. I call the Minister.
I suggest, Mrs Moon, that if the hon. Member for Bishop Auckland (Helen Goodman) wanted to speak I would be very happy to hear her and then I will sum up on that basis. As she has just rushed into the Chamber she may not feel it is appropriate to do so.

Friend is right; our first intention is that they should be tried in Iraq if it is possible to get justice for them in Iraq, and there is no reason why it should not be, with the new Government in Iraq. Of course, there are cases in which it is not possible for people to get justice in the country where the atrocity happened. That is when the ICC has a role, and that is why we support the ICC. It has a very important role to play internationally, despite a number of challenges that it currently faces.
The Secretary of State is right; the defeat on the battlefield is to be welcomed, but the ideology continues to grow. The fact that they have been defeated on the battlefield does not mean that they are not planning and are not capable of carrying out further attacks. Can he say a bit about what we are doing to track the money that is laundered to fund such attacks? The crucial thing that we need to do is cut off access to the money.
Absolutely. We have taken a number of measures to try to find out what is happening with that money and cut off access to it, including the Sanctions and Anti-Money Laundering Act 2018, the Criminal Finances Act 2017 and the Proceeds of Crime Act, which I think became law in 2010; I cannot remember which party was responsible for it. We can always go further, and for that we need to work with not only UK-based banks but Crown dependencies.
