Commons ChamberNo, I will not give way to the hon. Gentleman. He has been chuntering away for the past two hours, and that’s enough for anybody. Labour Members could contribute to this. They could turn around and say, “This is the wrong time; this is not the right time”. Instead, because they are so petrified of their paymasters, they have to condone it.
I will give way to the hon. Lady. She is a good friend of mine.
I know, and I am very fond of the right hon. Gentleman. His constituency is not completely dissimilar to mine. We both know that we have additional people using food banks, and that those people are in work. There is a huge amount of fear—reasonable fear—within our communities about people not being able to afford to put food on the table and pay their rent. Does he agree that the Government have a responsibility to get round the table, protect livelihoods, and show some respect and concern for those who are suffering from the cost of living crisis?
That is why it was so appalling for a trade union leader to turn around and say that he will never deal with a Tory Government. The right hon. Member for Hayes and Harlington (John McDonnell) could come up with a letter on the day of this debate, when there is almost nobody on the Opposition Benches, even though the unions pay for them, almost completely—[Interruption.] I said the Benches; I did not direct that at the hon. Member for West Ham (Ms Brown). What can my constituents say when figures come out that a train driver earns 50-odd-thousand pounds a year? On my council estates people dream of that sort of money every day of the week. [Interruption.] Yes, they do get paid less than me, but people can put their name on the ballot paper and have a go as well, which is why I beat a Labour MP for my seat. Those sedentary comments from the Back Benches are not useful.
We do not need to have strikes or the cancellation of train services for my commuters all the time. Southern rail, which we spoke about earlier, caused chaos in my constituency. Week in, week out I listened to the local radio, and trains were cancelled because they did not have the staff. The jobs are there. What is going on? Let’s stop the strike now, and then discussions can take place. This is not a nationalised railway; these are employers and that is a completely different situation. We are not in the days of the miners’ strikes; we are not in the days when the Government ran the mines. Railways today are different, and I passionately believe that they are going to try to punish my constituents, and particularly those in the northern seats, because the British public dared to vote Tory—dared to vote Tory!—and the union barons hate it and so does the Labour party.

I am very grateful to serve under your chairship for the first time, Ms Nokes, and I look forward to doing so again in future.
I am grateful for the opportunity to talk about the green transformation that our transport system needs. More than anything else, we need affordable and accessible public transport, with electric buses and zero-carbon trains, right across the country. We need to make good green investments now, and to stop making dirty investments.
City residents already emit far less carbon from travel. Londoners’ transport emissions are less than half the UK average. That is because we have a decent bus, tube and train system—we have to invest those systems to create the benefits in our cities and towns—but we still have to make London’s transport greener.
We must stop making dirty investments. The dirty investment closest to my constituency is City airport in Newham, from which I am sure that many hon. Members have flown. It is a lovely little airport, I will admit, but I have constantly opposed its expansion. As a young woman, I even went to the public inquiry to advocate against it being built. I heard all the rubbish that residents and my friends and neighbours were told about how the airport would be contained, would not grow and would not impact on their lives. When I visited my mum and dad in the block of flats where I grew up, however, the back of my throat was coated with fuel—I could taste it. Dad has had throat cancer and mum has had breast cancer, although I am sure that none of that is related.
It is not just about airports. I want to focus on another big local decision: the Silvertown tunnel. In east London, we have a problem with public transport connections across the river. Some might say, “Who wants to go to the south side?”, but some people do and the lack of connections is a major problem. The lack of decent public transport links means that people drive—they see no other option. The Blackwall tunnel and all the roads around it are hugely congested; the queues go on for absolutely miles, pumping out carbon and deadly pollution all the while. The new tunnel is not the solution.
I am told that building Silvertown will cost an estimated £1 billion, using a private finance initiative, so local residents will have to pay for the construction of the new tunnel through tolls. To ensure that the tolls pay, we will also toll the Blackwall tunnel and probably the Rotherhithe tunnel, while the crossing down at Thurrock is also tolled. So, the people of east London, where child poverty is massive and poverty in general is undeniably high, will pay for the joy of going south of the river, while the people of west London can pop across a number of bridges. There are also good transport links in west London—but not in the east. That, however, is not the only reason I am against Silvertown. I am against the tunnel because its construction alone will cause massive carbon emissions: more than 153,000 tonnes of carbon dioxide, the same as the total emissions of more than 28,000 UK residents last year.
If everything that the tunnel’s big business backers say about the construction of the tunnel were true, at least there might be some benefits from having it once it is built. I am afraid I do not believe that, and I am sure that many Members in the Chamber would not believe it either. We know that when a road is put in, people use it. They see it as an even better opportunity to get into their car and to drive and, before long, that road too is congested. I am not the only one who does not believe in those benefits, because on the record are my hon. Friend the Member for Greenwich and Woolwich (Matthew Pennycook) and Newham, Hackney and Lewisham Councils. We all oppose the tunnel, as do more and more of my residents as they find out what is happening on their doorstep.
The truth is that the roads leading up to the tunnel are already massively congested, and no one is planning to widen them, so the congestion is likely to continue. In a best-case scenario, the queues will possibly die down in the immediate lead-up to the tunnel—to begin with. Even if that happens, however, I fear that all the extra traffic will simply be diverted to a bottleneck further down the road towards Barking and out to the east, or on to our already choked local roads, as people attempt to divert around the problems. Congestion might therefore not fall at all, despite the new tolls on all the crossings in the east—I think I mentioned that, but it is a bit of a bugbear.
Why is big business so in favour of a tunnel at Silvertown? It will be taller than the Blackwall tunnel, which was built almost 150 years ago, I think, and massive lorries will therefore be able to go through it from south to north. Also, those heavy goods vehicles, unlike bicycles, have been promised a special lane of their own—they will share the bus lane. HGVs, the big nasty polluters on our roads, will get special concessions to get through the new tunnel. We know why they are so keen to see HGVs going through the Silvertown tunnel: conveniently, a three-storey, 24-hour warehouse and lorry park is planned for not far away from it. That will be at least 2,500 extra lorries a day from that distribution centre alone.
The stakes are high in such decisions—we all accept that. In Newham, 16,000 children attend schools close to the feeder roads in Silvertown, with a similar number in Greenwich. We already have high air pollution at illegal levels. Newham, where Silvertown is—in case anyone was in any doubt—has the worst toxic air quality in the country. The British Heart Foundation estimates that breathing the air is as bad for health as smoking 159 cigarettes annually, stunting child development and leading to 96 premature deaths every year.
The impacts are not just local. This is not only about Silvertown but about the type of decisions that we are making. We need to make the right decisions now in order to prevent a climate disaster. We need to protect our children from these outrageous decisions that will significantly impact on their health. I plead to anyone who will listen: please, think again: stop expanding Heathrow or City airports, stop the Silvertown tunnel and do not build that lorry park. Let us invest in green transport links instead.

Returning to the measures in the Bill, the Local Government Association is fully on board with my proposals, but we must ensure that local councils have the necessary tools at their disposal, so that they can properly administer the training scheme and ensure that the measures are being adhered to. Out of 297 visually impaired respondents to a Guide Dogs survey, 68% reported that they had not informed the authorities when an individual had refused them service. The most common reason they gave was that they did not believe anything would come of it. A freedom of information request and parliamentary questions that I have asked have made it clear that, since the practice of refusal became illegal in 2010, there were no convictions in 2011, there was one in 2012, one in 2013 and one in 2014. Yet we know that 42% of assistance dog users in any one year are refused a taxi service. There is a big problem here, and ignorance of the law is no justification. That is why training is absolutely crucial.
Let me be clear: those taxi and minicab drivers who are refusing to serve visually impaired and wheelchair passengers are breaking the law. The only exception for refusing someone with an assistance dog is on medical grounds, and for that they have to have a certified medical certificate permanently on display in the taxi. They cannot just turn up at a kerbside and decide that they will not take a dog because of some spurious allergy that they have just decided they have.
I had not intended to speak on the Bill given the time, but I heard the Minister and I want to give my hon. Friend’s Bill good wind. Does he agree that training, which is covered by his Bill, is absolutely essential? Even when people want to assist and they know what their duties are under the law, they can still fall foul of it. For instance, there was a report of a dog that had to travel in the sealed boot of a car. That cannot be right; training is necessary.
I am grateful to the Minister, who, once again, has been clear about the direction of travel he wants on this issue. This is a short Bill. I have studied it in detail, and it has raised a few questions in my mind. I am sure that if it were to go into Committee or be part of any consultation process the Government were looking to undertake, these particular questions would be addressed.
May I say something gently to the hon. Gentleman? Is he aware that if he sits down quickly and the Minister then gets up and does the same, we can get this Bill through today? We now have nine minutes left and I just want to bring that to the House’s attention. If we support the Bill, our contributions need to be short.
I am grateful to the hon. Lady for that intervention. I am very conscious of what she says, but it is important that when we have votes in this House we have had proper scrutiny of the measures put before us, and I wish to draw out some important points before sitting down.
I note what has been said about consultation, and it is important that that is done correctly. I would be interested to know what consultation there has been, not only with local authorities but with taxi operators and the professional bodies that represent them. I would also be keen to understand a little more about who would be expected to deliver this training. Does sufficient capacity already exist?

Commons ChamberI am saying that if the hybrid Bill Committee proposed changes that the Government agreed to, there would be a further opportunity for people who are directly affected by those changes to petition. The Bill cannot be changed in a way that affects people without their getting a second bite of the cherry, because they may not have considered petitioning in the first place.
The hon. Gentleman is getting himself back on to my Christmas card list, from which he was rejected last night. Are the Government completely closed to the idea of a different, better HS1-HS2 link than the one we rightly rejected last night?
Any link between HS1 and HS2 is not part of the Bill that was before us last night or the provisions we are considering today, and we as a Government are certainly not planning to look at it in the near future. This project will be in operation for many centuries, we hope, and who knows what might happen in future? At the moment, the Government’s position is absolutely clear: we have abandoned the link—we voted on that in the House last night—and we do not wish to revisit it. We will be looking into making it easier to get across from Euston to St Pancras. Although it is not a long walk and there is an underground train service, there may be better ways of dealing with the situation, and HS2 is looking into that.
I welcome that reassurance.
I am particularly concerned, too, about the statutory and non-statutory provisions for compensation. Outside London, some people whose homes will not be demolished but whose property and general lifestyle will be adversely affected by a railway perhaps 50 yards away will be compensated, which I think is right. The situation in my constituency, however, is that people whose homes are 5 yards away from the line or 5 yards away from 10 years of engineering works will get no compensation. I hope that the Minister, the Department and HS2 Ltd are aware that the immediately preceding Director of Public Prosecutions, Sir Keir Starmer, has given us an opinion that the procedure followed in respect of my constituency is actually in breach of the law. I therefore hope that at least the House will have an opportunity to review it, even if the Committee cannot. I view it as strange that we are talking about a Committee supposedly looking at mitigation and compensation that is apparently not allowed to look at compensation. That needs to be revised.
My last but one point is that I very much support the amendment tabled by my hon. Friend the Member for Stoke-on-Trent North (Joan Walley), the Chair of the Environmental Audit Committee. I hope that the Government, as well as our Front-Bench team, will go along at least with the spirit of it.
My final point is about the amendment tabled by my hon. Friend the Member for Birmingham, Edgbaston. I believe that if we are to have a High Speed 2, it is ludicrous for it not to be connected to High Speed 1. That does not mean that it makes any sense whatever to have the HS2-HS1 link that was originally proposed, which was crackers in practically every aspect and certainly does not go to the right place. I agree with those who believe that there needs to be a connection—and the best place to receive that connection, if that is the right word for it, is Stratford.
I hear my hon. Friend the Member for West Ham (Lyn Brown). It has just occurred to me that if HS2 did that and it went to Stratford, the most famous Englishman of all time might have ended up in a different Stratford from the one in which he was born and brought up. I think that would be a welcome move. I would ask anyone who thinks that we are going to see successful use of a travelator between Euston and St Pancras quite where this “covered way” is to be constructed. The proposal has been suggested about 25 times in the past and it has always been rejected as absolutely loopy.
Going back to the original proposition for the channel tunnel to come into King’s Cross, I remember moving an amendment to the effect that provision should be made to go from King’s Cross to the west midlands, but it was duly voted down. I have always been in favour of having proper connections. When the preposterous idea of placing a travelator along Euston road was proposed, it was received with mockery and derision then and it is still being received with mockery and derision now. The only way to avoid using Euston road would be to demolish even more houses in my constituency or to drill a hole through the British Library or through the Francis Crick Institute that is currently being constructed. I find it most extraordinary that some people think that a satisfactory link can be constructed.
I have noticed that the great hero of the hour is Sir David Higgins, so we are told that because he suggested the proposal, it must be a good idea. He suggested that the delay would be no more than that we experience when we have to go from one terminal building at Heathrow to another one. They are not quite the same. Not much rain falls on people when they travel from terminal 4 to terminal 1 at Heathrow, but Euston road really can get pretty wet. I thus very much support the spirit of the amendment proposed by my hon. Friend the Member for Birmingham, Edgbaston, but I could not bear to support it in full because it still includes the possibility of facilitating
“the provision at a later date of the spur”,
which has rightly been abandoned.
On all these issues, I urge the new Minister to bear in mind that every time local people—and me in trying to represent them—criticised the link and every time we criticised the design for Euston, we were treated, frankly, with contempt. Now the contemptibles have turned out to be right, yet the people who treated us with contempt are being asked to come up with alternatives to meet the requirements that everyone thinks are needed. The Minister needs to keep an eye on them: if they are the same people, the chances of them getting it right now are no better than the chances of them getting it right before.
My final point is this. The original proposal for Euston was to cost £1.2 billion. Eight months later, before anybody had done a trial bore or anything, the project came up with a revised costing of £2 billion. That is why the Minister needs to be very careful in entrusting the future of this project to people who can get a costing for a station £0.8 billion wrong and have to correct themselves within eight months. I offer friendly advice to a fellow Yorkshireman: “Have a good look at ’em, mate; have a good look at ’em.”
I will not speak for long and I apologise for not being here at the very beginning of the debate. I was a member of the Crossrail Committee for two years and, contrary to what some have speculated, the Whips put me and some of my colleagues on it as a punishment. We had voted against some civil liberties legislation and one of my colleagues, who is no longer in the House, remonstrated with our Whips and was told, “You’re staying on—get on with it.” It was definitely seen as a punishment. However, the Whips did not appreciate that I am a railway enthusiast. I know a lot about railways. I do not want to seem immodest, but I also know a lot about the engineering of railways, and I receive advice from a series of friends, colleagues and acquaintances who are skilled in engineering and running railways. I therefore had something to offer that Select Committee and I enjoyed my two years on it. It was quite onerous—two solid days a week and so on—but it was a nice experience, and I like to think that I made some positive contributions.
That brings me to the important point about skills. It is important for Committee members to have engineering advice at their disposal so that they know what they are talking about and what other people are talking about. Barristers will appear before the Committee, and other people will give evidence, but it is important to develop the expertise of Committee members. They are fine Members, but as there are six of them, they will have a hard job for quite a long time. If they are not interested in railways and do not receive skilled advice, they will find it even harder. I hope that that point will be taken care of.
I think that the House has become more democratic in the way in which it appoints people to Select Committees. My hon. Friend the Member for Stoke-on-Trent North (Joan Walley) talked about the modernisation of the House and the Wright Committee. I served on the Select Committee on Public Administration under the chairmanship of Tony Wright for several years. I still serve on that Committee—it is an interesting Committee, now chaired by the hon. Member for Harwich and North Essex (Mr Jenkin), and I really enjoy that work. We are constantly looking at the way in which government operates and the way in which the House interrelates with government, and we try to raise the status and effect of the House in holding the Government to account. That is what we are about.
Previous Governments, both Tory and Labour, have not paid sufficient heed to the House of Commons, and have adopted a rather high-handed manner. I was kept off Select Committees for a long time, perhaps because I was regarded as a radical person of the left. For five years, I tried to serve on every Select Committee, but the Whips would not hear of it. Now, the process is much more open, and anyone with any particular view in the House can become a member of a Select Committee, provided that there is a vacancy. That is a great advance. Two Members made that advance: Tony Wright and, before him, Robin Cook, who should be praised for his work in trying to improve Parliament’s control over the Executive. I want that process to continue and become more significant.
A number of points have been made about the project by hon. Members, particularly my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson). My view is that the Euston terminus is complete nonsense. It would be horrendously expensive, and it is in the wrong place. If the railway stopped at Paddington or even Old Oak Common, and linked directly to Crossrail, people would use Crossrail to go straight through to the City and Canary Wharf. There is a lot of talk about business links between the centre of Birmingham, our second city, and the City of London, and being able to make an easy trip from Birmingham to the City, particularly Canary Wharf, is a sensible way forward. Going to Euston would be expensive, and it would require at least two tube journeys to get to Canary Wharf. All the time that might be saved by a slightly faster train to Euston would be lost, given the time taken for those journeys from Euston to Canary Wharf.
The Euston terminus is nonsense, and it is my belief—and people have said this to me—that it is really about property development and making money out of such a development at Euston. It is not really about transport needs. I have criticisms and reservations about the whole project, as my vote indicated last night. Unfortunately, I was unable to speak in the debate yesterday; otherwise I would have made some serious points. If Old Oak Common or Paddington were the terminus, that would save billions and would immediately—
It is an absolute pleasure to follow the right hon. Member for Meriden (Mrs Spelman); I agree with much of what she says. I hope that she has more purchase with her own Front Benchers than I might, and that they have listened very carefully to her speech and to those of others who have talked about the HS1-HS2 link. I rise in support of the amendment tabled by my hon. Friend the Member for Birmingham, Edgbaston (Ms Stuart).
I want to reflect on the link between the existing route for High Speed 1 from St Pancras to the channel tunnel and the proposed High Speed 2 link. I am a supporter of HS2, but the proposed link, as my hon. Friend the Member for Nottingham South (Lilian Greenwood) rightly stated, would not have provided an adequate service. I was therefore happy to support its deletion from the Bill yesterday. It was to be a single track shared between international, freight and domestic passenger services, with limited potential to maximise the growth and regeneration benefits that high-speed rail could bring to the UK. It was not adequate to address anticipated demand. It would have allowed for just a small number of international services and created a conflict between those, freight and London orbital services, with limited potential for further inter-regional and intra-regional ones.
Recognising the shortcomings of that link route and removing it and its safeguarding from the Bill does not, of course, remove the strong arguments in favour of a good-quality link between the UK’s two high-speed lines and between the UK and the European high-speed rail network. Indeed, as I said yesterday, Richard Threlfall, head of infrastructure at KPMG, is quoted in the engineering press as saying that it is a “great tragedy” to scrap the link and “complete nonsense” not to have the two lines connected. I absolutely concur with his judgment. Clearly, at some time in the future we are going to need a much-enhanced capacity such as a dedicated twin-track line capable of working as a dual-purpose line for international and domestic services. We therefore need to look at the physical alternatives to the proposed and now rejected link, including the possibility of tunnelling to provide a connection with the west coast main line and HS2. We need to start that discussion and evaluation now.
I really urge the Minister to reconsider his position, because such a link also opens up the possibility of inter-regional and intra-regional services, as well as international links. We know there is demand for direct rail services from the midlands, the north-west and Yorkshire to east London, Essex and Kent without having to go through central London.
I reiterate the tribute I paid yesterday to colleagues across the political spectrum from Kent and Essex county councils who have collaborated with my own borough of Newham to demonstrate that demand through research published in the 2013 report, “Travel market demand and the HS1-HS2 link”. It concluded that potential increases in domestic demand enabled by an HS2-HS1 link of adequate capacity would bring significant benefits and, therefore, strengthen the business case for HS2 overall. Consultants commissioned by Greengauge 21 research highlighted an historic lack of long-distance, cross-London connectivity, only some of which will be addressed by the additions from Thameslink and Crossrail. The net effect is that many journeys end up being made by car, making use of the busy M25 simply to avoid the difficulty of cross-London transfers. I have to admit that I am guilty of making such journeys.
The report discerned in particular seven inter-regional domestic service markets that would benefit from a transfer to rail from other modes—especially car journeys on the M25—if there were an HS2-HS1 link. It concluded:
“The increase in rail share is between 7% and 23%, which is a remarkably high transfer”,
such that a
“new geography would get direct benefit from HS2 services: Essex, East/South East London, Kent, parts of Suffolk and East Sussex”.
Five of the seven inter-regional services include a focus on Stratford and enable connections to the west midlands and the north-west, the west of England and south Wales, the east midlands, Yorkshire and Humberside, and north-west London and Milton Keynes. The report aggregates that increase in domestic inter-regional demand as equating to 45% of demand emanating from central London, or 25% of the whole demand from Greater London. Along with increases in international demand from the link, those benefits will justify investment in the HS2-HS1 link and add significantly to the core business case for HS2. It will be seen that Stratford would play a key role in such substantial service development.
It strikes me as a great pity that there has not yet been any work to give a financial value to the opportunities to run those inter-regional services, even though the demand is clearly there. The Government must surely take note of that: the interconnectivity cannot be denied and the common sense of the link is obvious. The time to act is now and I seek an assurance today from the Government that they will commission a further examination of the demand, assess the economic benefit and put that into the mix when reviewing the potential for a future link between HS1 and HS2.
Although I am conscious of and totally support the need to contain the costs of HS2, I am also conscious of the old maxim, “penny wise, pound foolish”. We must take care not to take decisions now—indeed, we should avoid them—that would create obstacles down the line to securing maximum growth in the economy, particularly in regions to the north of London and in the midlands, as well as in east London.
The current approach also fails to recognise the environmental advantages, including reducing car travel on crucial networks such as the M25 and relieving pressure on central London interchanges and termini. We know that connectivity and capacity are far and away the most important issues for travellers—more important even than speed. Stratford International has both in spades, and I make no apology for reminding the House of that fact yet again.
We are discussing investment for a high-speed railway network designed to last until the next century. We must be strategic in our approach, squeeze value from every pound of spending and not overlook the opportunity to strengthen the business case for the entire network. Dragging our suitcases along streets in London, however desirable those streets may be, is not a 21st-century solution to the issue of connectivity.
Does my hon. Friend accept that the proposed walk is along Euston road, which has the worst air pollution in London, and for which the Government are being prosecuted under European air quality legislation?
I am very grateful to my right hon. Friend for supporting my case in his speech and in that intervention. Frankly, the Stratford option would help us enormously with the difficulties in his own area, which he has raised.
Above all, we need to consider how we can, in the not-too-distant future, secure an improved, fully integrated, robust link between HS1 and HS2. The link should be available for international and domestic services routed through Stratford at the heart of the growing east London economy, and benefiting economies in the midlands, in the north and indeed across the whole country.
The hon. Lady’s amendment was about the link. I made the point that it would be possible to petition to ensure that a link was not obviated, but the link itself, whichever route it might take, was not covered. Therefore, in the same way that we have provision for the Heathrow spur in phase 1, it would be possible to petition to ensure that the construction of phase 1 would not rule out any future link. I thought that was one of the very first points I made—if the hon. Lady was paying attention then.
I have paid great attention to everything the Minister has said, both today and yesterday, and I cannot remember hearing the word “Stratford” come from him at the Dispatch Box. Given that I have listened to every word he has said, I am hoping I will be able to add him to my Christmas card list, as he now gives Stratford some confidence.
I am certainly happy to mention Stratford, but Stratford is not within the scope of the Bill at this stage. I made it clear in my opening remarks that this is about constructing a railway from Euston to Birmingham, with the intervening stations and other works, and not, at this stage, about including Stratford. In fact, the Bill does not include Stratford, so perhaps she should get to work on her policy people in the Labour party. I am sure they will be beavering away, busy writing their manifesto, and she might be able to be slightly more persuasive.
It is interesting, because people in Sheffield were keen to make the point to me that they wanted phase 2, which is not within the scope of this Bill, to go into Sheffield city centre, because a station was needed there. I am now being told that stations are needed way out. The idea that we could be served by Stratford and Old Oak Common, without the need for a city centre station, is the exact opposite of what I heard in Sheffield.
Is the hon. Gentleman aware that the Olympic games were held in Stratford in 2012? The idea that Stratford is “way out” shows that he is himself a little distanced from the reality of what London is. Stratford offers interconnectivity through the rail networks in the east of England and to the north. It also offers economic opportunity. The idea that we will be wandering down roads with our suitcases in the rain shows the limit of his imagination. I would ask him gently—because I like him very much—whether he would reconsider his position.
The hon. Lady makes some very good points, I am sure. I would merely make the point that the distance from Meadowhall station, outside Sheffield, to the centre of Sheffield is less than the distance between Stratford and the centre of London. It is interesting that when we talk to cities such as Nottingham, Sheffield and others that are served by parkway stations rather than city centre stations, they see the importance of having a station in the city centre. However, I understand the point she makes about Stratford.
Should the House approve the motions, the matter will move to the Select Committee to start hearing the petitions of those affected by the scheme. This is a crucial moment in the process and one that many have waited many years for. I therefore believe that the House has an obligation to ensure that we swiftly progress to that point. I believe that the motions as drafted provide a fair and reasonable framework for both petitioners and the Committee. As I have said, I do not believe that the proposed amendments would add to the Committee’s ability to hear petitioners or progress its work effectively. Indeed, in some cases the amendments seem to work against the interests of the petitioners and should be rejected. Indeed, as I read them, many of the amendments gave me the impression that they were designed to frustrate the Committee’s work, rather than facilitate it, but maybe that was one of the objectives.

Commons ChamberI support the Bill and believe that High Speed 2 will be vital in improving connections between the north and south, easing overcrowding and acting as a vehicle for economic growth and development across the country.
Like other hon. Members, I want to discuss a constituency matter. I have spoken previously in this place about the economic and transport opportunities provided by Stratford in east London, including the area’s potential for jobs, growth and regeneration. I want to reflect on the relationship between the existing High Speed 1 route from London St Pancras to the channel tunnel and the proposed High Speed 2 project.
Our principal concern must be to deliver HS2 on time and within the financial envelope of £50 billion. I support that and understand that it is the reasoning behind dropping the proposed link between HS1 and HS2. However, I refer the Secretary of State to the comments of KPMG’s head of infrastructure, who said that
“it’s a great tragedy to scrap the link and complete nonsense to not have the two lines connected”.
There can be little doubt that the centre of gravity of London’s economy is moving east. Over the next 25 years, London’s growth will be concentrated in that area, while the regions to the east and the south-east are among the fastest-growing areas in the country. Stratford is already the sixth busiest rail hub in the UK—it is busier than Euston and Paddington stations—with unprecedented connectivity to the wider transport network through 10 lines, including Crossrail, direct services to more than 150 stations and access to almost all stations in London with one interchange. Stratford needs to be integral to the nation’s high-speed network.
Within a 5 km radius of Stratford, an investment of about £19 billion is planned, the population is forecast to grow to more than 2 million and there will be about 90,000 further new homes. Linking to that growth and development can only serve to enhance the business case for HS2.
Newham is one of the most deprived areas of the country, so how could I not support the Government’s commitment to closing the social and economic gap between east London and the rest of the capital within 20 years? It is unclear, however, how HS2 will deliver an economic benefit to east London without a physical track link to HS1 through Stratford.
I pay tribute to colleagues across the political spectrum from Kent and Essex county councils who, with my London borough of Newham colleagues, have commissioned research that demonstrates substantial demand for domestic high-speed services from the region to the midlands and the north, avoiding central London. The economic benefit of such connections significantly supports the business case for HS2, and it is a shame that that has not been taken account of thus far.
It is appropriate to mention, as I have before in this place, that the investment has already been made—about £1 billion, so no small amount—in Stratford International station. It is Stratford International in name, but it is yet to be Stratford International in nature, as no international services stop there. The station infrastructure includes space for customs and immigration clearance, so the future cost of installing such facilities will be less significant than building them from scratch; they are already there.
I am pleased to say that Deutsche Bahn has signified its intention to run a service from St Pancras to Amsterdam and Frankfurt in the future. I hope that that will be the prompt that is needed for international services to stop at Stratford. I believe that that will be the case, given the high level of business and commercial interest in such a service.
I believe that we need active consideration of how we can, in the not-too-distant future, secure an improved, fully integrated, robust link between HS1 and HS2. The link should be available for international and domestic services, routed through Stratford at the heart of the growing east London economy, and benefiting economies in the midlands, in the north and indeed across the country.

Commons ChamberThe hon. Lady seems to have missed my response to her question, in which I said that we announced yesterday that we were giving the Mayor almost an extra £9 billion of capital. It is for the Mayor to make decisions about how he deploys that capital.
Yesterday, when summing up the debate on HS2, the Minister of State, Department for Transport, failed to give comfort or even mention the Stratford solution to the congestion at Euston. Will the Government give a commitment to take seriously the cost-effective proposals for HS2 at Stratford to help the east of London, the City, Essex and Kent?
My right hon. Friend obviously did not have quite enough time to mention Stratford in his closing remarks, but I assure the hon. Lady that the Government look at all these things seriously and will continue to do so.

Commons ChamberI am delighted to be at this debate and supporting this Bill, providing, as it will, the ability for the Government to spend money preparing the way for a second high-speed rail service serving London and the regions. My constituency has running through it the route of High Speed 1 and, in talking about spending and finance, I would like to draw the House’s attention to the need to ensure that spending on the new route is planned in a way that capitalises on investment already made, so that we get more bang for the taxpayers’ bucks.
How we will do that is by providing for a substantial link between HS1 and HS2. This new spending should provide this link, with the most obvious and effective way being to utilise the connection to Stratford in my constituency of West Ham. I am arguing that the link between HS1 and HS2 should be substantial and robust enough to enable Stratford to play a major role in the wider high-speed network. That would include it being the London stop for those international services that originate in the regions, thus adding to the viability and the financial business case of those services and, indeed, of HS2 itself. I am not aware of any costings yet undertaken on the funding needed for a robust link, so I ask the Minister to enlighten me in his summing up as to whether any are so far available.
If Stratford becomes a major support station in east London catering for HS2, inter-city and inter-regional services, that would significantly reduce the numbers needing to use the Euston terminus, and Euston could be smaller as a result. The planned Old Oak interchange on its own will not enable enough HS2 travellers to avoid the Euston terminus; we need an enhanced role for Stratford in the east to cater for a similar proportion and then we can have a much slimmed-down Euston terminus.
I hate to disagree with my hon. Friend, particularly as she is my Whip, but I think she will see that the overwhelming consensus of opinion is in favour of the Old Oak interchange. Although I understand that she is standing up for her constituents, I think she is whistling in the wind rather here.
Old Oak—where? All I would say to my hon. Friend is that Stratford has an international station, called the Stratford International station—the message is in the title. I suggest that he needs to look further and wider than his local concerns in order to understand the case. And if he ever wants to be slipped again, I suggest he stays seated.
As I was saying, we need an enhanced role for Stratford in the east to cater for a similar proportion and then we can have a much more slimmed-down Euston terminus. With a twin-track link to Stratford from Camden town, and with the proposals for Old Oak, the number of platforms at Euston would reduce from 12 to six or fewer. Recent research shows that there would be almost as much demand for trips to east London, docklands, Essex, East Anglia and Kent from HS2 travellers as for trips to central London. Using Stratford helps to cater for those needs. Perhaps the Minister would like to talk to the leader of his local county council, who, along with others, funded this research. His constituents will also, I am sure, be interested in the better travel options that will be available to them if this money is spent wisely. The interconnectivity of Stratford is already good, unlike—where was it? The two stations at Stratford serve 100 million passengers a year and it is the UK’s rail hub with the sixth highest use. It has two tube lines, regional rail services to Kent, Essex and East Anglia, and the docklands light railway, and it is strategically positioned for Canary Wharf, London City airport, and the Excel exhibition centre. Of course, it will have Crossrail.
The expenditure we are talking about today must include a robust and substantial link to Stratford between HS1 and HS2. About £1 billion of taxpayers’ money has already been invested in Newham’s international station, so it should get the international services for which it was built. To do otherwise would be crazy.
The business case for spend on HS2 will be greatly strengthened by a link that enables Stratford International to play a full role in the new network and the spending we are talking about today will be more effective as a result. I urge the Minister to try to ensure that that link is delivered.

Commons Chamber6. What steps he plans to take to address the effects of High Speed 2 on London; and whether he has assessed the case for Crossrail 2.
HS2 Ltd is carrying out an environmental impact assessment on the London-west midlands phase of HS2 to look at the potential impacts and proposed mitigation measures. The aim is to consult on a draft environmental statement shortly.
The Government have made no decision on Crossrail 2, and it is currently unfunded. Under devolution, the Mayor and Transport for London are responsible for transport in London, including the route options for Crossrail 2.
I thank the Minister for that answer. Following about £1 billion-worth of investment, Stratford has an international train station but, sadly, it currently has no stopping international trains. Given that investment, Stratford should surely be a transport hub, fully interconnecting HS1, HS2, Crossrail 1 and Crossrail 2 with domestic and underground services. That would not only provide superb interconnectivity, but relieve stress on central London terminals. Will the Minister provide leadership?
I always try to provide leadership, Mr Speaker. I fully understand the valid point that the hon. Lady makes, but there are consideration problems with her proposition. HS2 Ltd did consider whether Stratford should be the primary terminus for HS2 services and others. Its advice was that locating the principal HS2 terminus outside central London would not meet the needs of the majority of the passengers who will use the service or make best use of the wider London transport network. There would also be physical problems with the need to build an additional 10 platforms, given the geographic size of the site at Stratford.

Our first priority is to encourage consumers to switch suppliers, which could save households up to £200 per year. I am surprised that the right hon. Member for Don Valley was so negative about switching. The problem is that, despite rising prices, only one in six consumers switched their supplier in 2010. She was right that the number of people switching has been falling. There are several reasons for that, one of which, as she will know, is the plethora of energy tariffs. There are currently about 120 tariffs. We want fewer tariffs and much clearer pricing, so that customers can find a better deal more easily. That is the right approach. We support much of Ofgem’s work as part of its retail market review and will work with it to bring more transparency to the energy market.
Last month, my right hon. Friend the Deputy Prime Minister announced the deal that we secured working with the six big energy companies to give customers a guaranteed offer of the best tariff. From the autumn, suppliers will contact consumers annually to tell them which is the best tariff for their household, and if consumers call energy companies, they will have to offer them the best tariff. That is real progress—progress that Labour failed to make but which I have made in my first few months as Secretary of State.
May I tell the right hon. Gentleman about a constituent of mine living in a two-bedroom flat with her daughter and grandson? She works as a teaching assistant in a local primary school and earns just £1,025 a month, of which she pays £201 on utility bills—nearly 20% off her income is spent on utility bills. She is already on the lowest tariff, and she is in massive debt and worried. What can the Secretary of State offer her from the Queen’s Speech?
Actually, the hon. Lady’s constituent will be a big beneficiary of the coalition’s policy to increase the personal income tax allowance. She will benefit from that big income tax cut—bigger than anything that Labour did. In fact, I remember Labour taking the 10p rate away from people such as her constituent, costing them £236 a year. So I am afraid she has shot herself in the foot.

Commons Chamber1. What recent assessment she has made of aviation capacity in the south-east; and if she will make a statement.
The Department for Transport’s latest estimates of airport capacity are included in “UK Aviation Forecasts 2011”. These assume that no new runways are built in the UK but, where there is no explicit planning prohibition, airports develop as necessary to utilise their current potential runway capacity. Details of the capacity assumptions used are in table 2.6 of the published report, which is available on the Department’s website.
In November the Chancellor published his national infrastructure plan, committing the Government to exploring
“all the options for maintaining the UK’s aviation hub status, with the exception of a third runway at Heathrow.”
Just a month later, the Minister of State, who has responsibility for aviation, said that the Government would refuse permission for additional runways at Gatwick and Stansted, and in January the Under-Secretary of State for Transport, the hon. Member for Lewes (Norman Baker), described suggestions of a new airport in the London area as “irresponsible environmentally” and made clear his opposition. Was the Chancellor wrong to say that all the options other than the third runway will be considered? Which alternative solutions are Ministers genuinely willing to consider?
To be clear, the commitment in the coalition agreement still stands, but we recognise that maintaining a competitive international hub airport is incredibly important, which is why we have agreed to publish a call for evidence alongside the new aviation policy framework in March.
