Commons ChamberIt is six months. In the fourth and fifth turns of the handle, we would expect reserves to make up as much as 30% of the deployed force.
My right hon. Friend has come to the House with hard news for many regiments, which are extended families whose soldiers at all ranks will feel these announcements very strongly indeed, as do we all. Will he confirm that the reserve forces will have a new contract of employment, will be properly equipped for the tasks that they have to undertake and will be fully integrated into the regular Army? Finally, may I assure him, as I am sure he already knows, that the Army will make this work?

Commons ChamberI am not sure whether the right hon. Gentleman was here last Thursday when I made a statement, which I hope he would regard as good news on carrier strike. I announced that the first carrier will be delivered in 2017 and that the first aircraft will fly off it in 2018. We are embarked on the process of patching up the hole that the previous Administration left us.
I warmly congratulate my right hon. Friend, together with his colleagues in the Ministry of Defence—civilian, political and military—on a remarkable achievement. Will he tell us whether, in the light of the decks having been cleared, it is his intention to start work now on the preparatory work for the next strategic defence review, which comes along much quicker than one thinks?
I can tell my right hon. Friend that work is in hand. A body within the Department is already sitting and considering issues that need to be brought to the fore and thought through for the next strategic defence review. The five-yearly cycle will allow us to look at the strategic changes during it, while making tactical decisions within the five-year period to manage the budget and the programme.

Commons ChamberYes, there will be an estimated cost of about £3 million in total, to provide appropriate accommodation and emergency air supplies, so that should any female submariner be found to be pregnant while on board, she will be able to breathe from a discrete air supply until she can be medically evacuated.
Have any trials been conducted for this project? I generally welcome the principle entirely, particularly given the great success of women on board all other ships, but does my right hon. Friend not think that it might be worth while conducting a lengthy trial in simulated conditions before the plan goes ahead?
I would say two things to my right hon. Friend. First, the only reason why women were not eligible for the submarine service was that until recently the best medical evidence suggested that there could be a risk to foetal health. It is now clear that that risk does not exist. I would also say that the United States navy has made the change already, and has found the arrangements to be perfectly satisfactory.

Commons ChamberThe Loya Jirga will take place in Kabul, and of course ISAF has considerable resources deployed there in support of the Afghan security forces. Also, many ISAF contributing nations have special forces operating in Afghanistan, working in collaboration with the Afghan special forces and special police. All those arrangements will help to ensure the security of the Loya Jirga.
Will my right hon. Friend pay an especially warm tribute to the soldiers of the British Army, and those in other parts of the services, who are contributing so much to the training of Afghan forces? Has he decided in which particular areas we will specialise in training Afghans after 2015?
I am happy to join my right hon. Friend in paying tribute to British servicemen and women for their work in training and mentoring Afghan national security forces on the job. Looking forward, the Prime Minister has made a commitment that Britain will take the lead role in the Afghan national officer training academy, which will be established just outside Kabul and will train the bulk of officer recruits to the Afghan national security forces.

Commons ChamberThat was one of the poorest attacks on a Government that I have ever heard. It is pretty rich for the Opposition, after calling for the statement for so long, to complain when we make it. They also seem to be utterly incapable of understanding, even now, the appalling financial state in which they left not only defence but the United Kingdom in general. Does the right hon. Gentleman really think that had we been given a choice—had we not faced a national economic emergency—we would be making spending reductions across the board? We are having to do that because of the mess that the Opposition left behind.
When it comes to numbers, yet again the Opposition seem not to have learned any lessons. They talk about total numbers all the time, but they do not talk about deployability. Yet again they have failed to learn the lessons of the mistakes that they made during their time in office. I want to see British forces that can be deployed better, and I want to see them better trained and properly equipped. When they talk about how much they value the TA, the Opposition would do well to remember that it was they who were cutting the reserves during their last months in office. It was they who were cutting reservists’ training and allowances to save small amounts of money. We do not need any lessons from them in that regard.
We are trying to augment the “one Army” concept by ensuring better interoperability between our reserves and our regular forces. We want our reserves, like those in other countries, to be properly used in a way that gives good value for the investment made in them, and gives them a greater say and more respect within the military family.
Investment had already been made in Leuchars, and I fully accept that some of that investment will be lost. However, we felt that—in the broader scheme of things, and if we were to achieve a better rationalisation of the estate—Lossiemouth was the better choice, given that we had an alternative for Leuchars in the form of investment in the Army in the south of Scotland.
The right hon. Gentleman asked about the footprint in Scotland. I should be happy to look at our footprint across the United Kingdom. What we have done is return to Scotland a footprint that is much more akin to what was there when we left office than to what was there when we returned to it.
I warmly congratulate my right hon. Friend the Secretary of State on his important and impressive announcement. Contrary to what the right hon. Member for East Renfrewshire (Mr Murphy) said, the Army will discover that the RAF bases into which it moves are very much better found than it is used to. Does the Secretary of State agree that the transformation and whole reform of the defence structure needs to proceed at a great pace, otherwise the rats at the Ministry of Defence will get at it?
I would like to say that I am rat-proof, but that would probably be tempting fate. We have set out a path that we will clearly follow, from the defence reform set out by Lord Levene, through the basing review, which we have set out today, and through the reserves review and the extra investment that goes with that. It is correct that some of that will have to proceed quickly, but it is also correct that some of it can occur only if other steps are met. For example, the assumptions we make about Future Force 2020 and the size of the regular reserve ratio will depend on two things: that we ensure that the training and equipping of the reserves goes to the plan I have set out, and that we withdraw from Afghanistan in the time scale the Prime Minister has set out.

Commons ChamberI fully understand all the hon. Gentleman’s arguments. As I have always said, we regard the military elements as having paramount importance, but we understand the other elements. Having taken a number of the key decisions over the weekend, I hope that we will make progress very shortly.
I warmly commend my right hon. Friend for the determination he is bringing to bear to push through the Levene reforms. Does he agree that one of the most important issues affecting the three services is the need for “purple” command and control and for decisions to be taken on a tri-service basis, and that that should be pushed through?
That is the natural way in which defence is developing in this country, as in others. We wanted to set up the joint force command to carry that process forward in a constructive and transparent way. It will also, as I said in my statement to the House, allow career progression right up to four-star level for those who might not get preferment through the traditional single-service structure. It is therefore not only good for defence but a thoroughly meritocratic reform.

The right hon. Gentleman quotes the French Minister, and my understanding is that the French have indeed taken a decision to deploy their attack helicopters in Libya. I state again for the avoidance of all doubt that no such decision has been taken by the United Kingdom. It is an option that we are considering, but no decision has been taken, and there is absolutely no sense in which it is true to say that we have kept Parliament in the dark about a decision that we have taken.
I do not accept that if we were to take the decision to use attack helicopters at some point in the future, that would be an “escalation” of what we are doing in Libya. The targets would remain the same; it would simply be a tactical shift in what assets we used to try to hit those targets. The right hon. Gentleman asks why we would consider doing this, and what would be the military logic of contemplating using attack helicopters. The principal advantage it would give us over the air assets we are currently deploying is the ability to strike moving targets with greater precision.
The right hon. Gentleman asked about the costs. I do not recognise the figure he gives. It is not possible to compute in real time a figure, but I say to him again that the Chancellor of the Exchequer has made it clear that the cost of this operation will be met by the reserve.
The right hon. Gentleman asked about maintaining the momentum. We keep our stocks under regular review, including specifically of Brimstone. We are content that we can keep going for the foreseeable future, but we will have to make adjustments as time goes on and calculate whether it will be necessary to increase our stocks.
On the operational allowance, the arrangements will remain as they are, but we are looking into the possibility of extending special consideration for those who would not meet the normal criteria.
The Government have been doing their utmost to ensure that the House is kept informed about what is going on. There have been debates and questions, and we have given several briefings, and if the right hon. Gentleman feels at any stage that he needs more information, he needs only to ask and we will do everything we can to afford him that information. We are involved in a military operation, however. We have to consider from time to time the tactics we are using, and you will understand, Mr Speaker, why we would not do so in advance on the Floor of the House. Apart from anything else, telling the enemy exactly what we are up to would be a very unusual strategy. As soon as decisions are taken, however, we will ensure that Parliament is informed.
I thank my hon. Friend for his statement. If the Apache helicopter were to be deployed, that would be entirely appropriate, particularly given the Gaddafi forces’ change in tactics, and the requirement to have a highly effective machine that can lurk and deal with the hard-to-find targets. What steps would need to be taken to marinise the Apache if it were to be operating off-carrier?
I agree with my hon. Friend that we are right to consider this in pursuance, as I said, of UNSCR 1973. Gaddafi and his regime remain a real threat to the civilian population in Libya and if we were to take a decision to use an attack helicopter, it would be in pursuit of that resolution. Such helicopters give us a greater ability to pinpoint targets, we are able to operate them from HMS Ocean or other maritime assets, and there is no need for any specific adaptation in order to do that.

Commons ChamberI think that the hon. Gentleman is being slightly churlish. I was extraordinarily impressed by the speed with which NATO responded. After all, there was a United Nations resolution and no mechanism by which it was going to be implemented. It is hugely to NATO’s credit, and particularly to the credit of its Secretary-General, that he and it made those structures available to enable support for the Libyan people to be provided not only by NATO but by many other countries. I am sure there will be a review about how successful everything has been in due course.
Does my right hon. Friend agree that despite the programme of modernisation, which is very welcome, and NATO’s extremely effective and speedy response over Libya, the question of NATO’s transformation is proceeding not nearly fast enough? Does he agree that it would be a pity if the Ministers’ meeting at NATO did not come up with a really substantial reform in that department?
As ever, my hon. Friend puts his finger on the point. He is absolutely right and we are absolutely determined. My right hon. Friend the Secretary of State will be pressing ahead with transformation. We have led the way on this and we are determined not to let the issue lapse because if NATO is not efficient, lean and modern, it will not be able to deliver what we all seek.
