I would like to take the opportunity to put on the record a precious piece of history from my constituency, in the sincere hope that it will add to our appreciation of the value of Black History Month to a wide range of people in Wales and beyond. During last Thursday’s business statement, I was proud to mention the launch of the John Ystumllyn rose. The hon. Member for Wycombe (Mr Baker) said that it would have been nice to have more Conservatives attend the debate, but I must give credit to the Leader of the House, who welcomed the initiative with great enthusiasm.
John Ystumllyn is the first—there will be a number of firsts in my speech—definitively recorded black person in north Wales, and he worked as a gardener near Criccieth in Dwyfor in the 18th century. The John Ystumllyn rose is therefore a particularly poignant way to remember his life and times, but it is also a powerful symbol in and of itself. It has been created by Harkness Roses of Hitchin, which has worked with Zehra Zaidi’s We Too Built Britain campaign to make available what is believed to be the first ever rose named after a minority ethnic person in the United Kingdom.
Who was John Ystumllyn? Not surprisingly, there is quite a lot of uncertainty, and there also late records, which have their own pattern of recording. We believe he was born in west Africa around 1740. He was abducted by slavers as a young boy, with a late 19th-century account by Alltud Eifion, who was from Porthmadog in north Wales, saying that John’s last memory of his mother was how she protested as he was taken away. We do not know the name by which his family knew him, but we do know that he never saw them again.
By whatever route he arrived, we know that the boy was sent to live with the landowning Wynn family, who owned, and whose descendants still own, extensive estates in north Wales and north-west England. He learned Welsh and English, and he was baptised as John Ystumllyn. He became a well-known and talented gardener who was especially known for his skills in growing flowers. It is recorded that he was a handsome young man and much admired by the young women of the neighbourhood, and we are fortunate to have a portrait of him from 1754. He eloped with a maid who worked at Ystumllyn, Margaret Gruffydd of Hendre Mur, Trawsfynydd, and the pair were married at Dolgellau in 1768. Because they eloped from their jobs, they both lost their jobs, but John shortly found new employment in the area and was then offered his former post again. He must have been a good gardener—too good to lose.
The couple had seven children and many descendants, some of whom are believed to still be in the area. John died in 1786 and his grave can still be seen at Ynyscynhaearn churchyard, although it does give an incorrect date of death. His story conveys romance and a strong sense of how our roots are all intertwined. I have deliberately included some of the relevant place names because they resonate strongly not only with historians, but with people whose history and sense of belonging is closely tied to a sense of place. We cherish the memory of John Ystumllyn locally and it is very important to us, as he is so associated with those place names, which resonate with the history of north-west Wales.
We should also remember that while John was growing up and settling in Ystumllyn, the ships being built at Pwllheli, 10 miles away, included vessels that were designed to service the slave trade. A traveller’s diary from 1801 describes a ship—probably the Mary—as a “large Guineaman”, which is a byword for a ship involved in human trafficking from the Guinea coast of west Africa. It was fitted for 600 slaves. In Wales, there is a long history of the profits of slavery contributing to local economies—from the well-known triangular trade of copper, slaves and sugar, to what was known as Welsh plains: coarse wool made by small-scale weavers in Maldwyn and Meirionnydd, whose goods were sold to plantation owners to clothe slaves in the 18th century.
These stories all need to be told, and I am proud that the Welsh school curriculum—there has been some talk about school curriculums—will now include guidance on the history of black, Asian and ethnic minority people that is to be taught to all children who attend state schools in Wales. I mentioned earlier the delight locally—schoolchildren learn about John Ystumllyn, and that is a great source of pleasure and making connections.
I am also very proud that the first statue of a named, non-fictional woman in an outdoor public space in Wales was unveiled a month ago in Cardiff to celebrate the life and work of Betty Campbell. Betty Campbell was a first. She was the first black woman to be appointed as a headteacher in Wales, at Mount Stuart Primary, Butetown. I mentioned the proximity between Criccieth and John Ystumllyn and Pwllheli and the slave galleys. Butetown is very close to Her Majesty’s prison Cardiff. While we celebrate these histories, we have to remember the proportion of black people imprisoned in Wales. In 2017 this stood at 72 people per 10,000, while the proportion of white people is 15 per 10,000. The proportion in all the prisons in England and Wales is desperately high and wrong, but in Wales it is staggeringly wrong.
While we celebrate these firsts and successes, we must remember this great and most shocking indication of inequality. There are many, I freely grant, but in the 21st century disproportionality in imprisonment is something that we must seek to use as a marker of what we do not tolerate. It is evident that history can be both fragrant and thorny. Perhaps it is best to close with the rose of John Ystumllyn and remember that gardens have always been places that bring people together. Commons ChamberIt is an honour to follow the hon. Member for Motherwell and Wishaw (Marion Fellows). I congratulate the hon. Member for Birmingham, Yardley (Jess Phillips) on securing this important debate, and I thank the Backbench Business Committee for granting it.
I, too, would like to address the need for an ambitious change in attitudes and culture, as well as for legislation to protect the victims of rape and sexual violence. There were 35,798 complaints of rape in this country between 2015 and 2016, but just 2,689—7.5%—resulted in convictions. Some 90% of rape victims are female, and 10% are male.
Last week, I was very fortunate to visit Argentina with the Westminster Foundation for Democracy. I spoke with Diputada Victoria Donda about the huge protests in the streets last October, following the drugging, rape and brutal murder of 16-year-old Lucía Pérez. According to the popular movement Ni Una Menos, which means not one woman or one girl less, one woman is killed every 30 hours in Argentina, and there are still protests on the streets outside the Congresso today. That is despite the fact that a law was passed in 2012 against so-called femicide.
However, legislation without enforcement, and without cultural change, is not worth the paper it is written on. As today’s motto reminds us, we must be bold—bold enough to engender change on all levels, from the attitudes of the police, to the process of the justice system, to, most importantly, outcomes and the experiences of victims. I attended the police parliamentary scheme last summer, and it was interesting to see the work being done with the police to address attitudes. We must not be satisfied that legislation alone will make a difference; we must address the culture in all stages of the criminal justice system, be that the police or the courts.
Following my private Member’s Bill last month, the Government have—I am proud to have, I hope, contributed to this—announced a review of section 41 of the Youth Justice and Criminal Evidence Act 1999. That is a move I wholeheartedly welcome. The Act sought to prevent rape complainants from being questioned about their previous sexual history with a third party in all but exceptional circumstances. The Act came into effect in 1999, but that is not what rape complainants experience when they go into court. Some 36% of rape trials overseen by the Northumbria court observers panel last year included questioning about the prior sexual conduct of the complainant with a third party. The number of harrowing individual cases I have heard indicates that that draconian tactic is still employed by many defence lawyers across the country.
The brutal cross-examination of rape victims re-traumatises the vulnerable at a time when the system should be protecting them. It is not a matter of proving whether a rape complainant is lying; it is a cynical strategy to discredit complainants’ characters by portraying the complainant as promiscuous, in a way that makes them less credible to the jury. Irreparable harm is done to victims under the noses of judges in our courts. The procedures that are supposed to be followed under the 1999 Act are, in many cases, disregarded. This victim-blaming attitude needs to be stamped out in not only the justice process but our society as a whole.
On this, our International Women’s Day, we are being reminded to “Be Bold for Change”. At home and abroad, we have an obligation to change not just legislation but perceptions of rape and sexual violence to ensure that all victims, regardless of their gender, have the confidence to come forward and report these serious crimes. I hope all Members in the House will join me as we continue to battle to change not only the laws but the attitudes that fail victims in this society and abroad.

Commons ChamberMy view is that the Chancellor should have allowed the Green Investment Bank time to establish itself and certainly not have considered virtually privatising it as soon as it was established. The hon. Lady will know that we are now in a tussle to see whether we can preserve the focus of the bank on sustainable development and a low-carbon economy. That is where the battle has been raging in the other place as the Bill went through its stages there.
Even more extraordinarily, under the Bill as introduced in the Lords, there was a real risk that the bank’s focus on green investment would be completely destroyed. Fortunately my Labour colleagues in the Lords were able to come up with a formula that safeguards its green focus even if it is sold, but we have heard today from the Secretary of State that their amendment is going to be removed. I promise him that in Committee we will look very closely at what he intends to replace it with and whether it actually does the job of safeguarding the bank’s green focus. We will also focus, in a non-green way, on ensuring that the proposals that the Government come up with are fit for purpose.
Clauses 33 and 34, also in part 7, deal with pubs reform. In January, when it was clear that there was a majority in the Lords for ensuring a fairer deal for the landlords of tied pubs, Ministers forestalled a vote that they would have certainly lost by promising to legislate for a fair market rent only option. Their promise was taken in good faith, but they then abandoned their previous commitment, causing uproar in the other place. If it is possible to believe that the other place is capable of uproar, this particular event caused it. Yet another U-turn was inevitable, and it was duly announced, much to the relief of us all. The Government must stick to the promises they made to pub tenants and stop dragging their feet. They should legislate on the promises they have made. It is clear that a rent assessment and a market rent only option at rent renewal are the bare minimum that would be required to make good on those promises. This would create a fairer system for pub tenants and pub companies, and it has widespread support from businesses and beer drinkers alike. Again, we will take a close look at what the Government come forward with in Committee.
Clause 35, in part 8, deals with public sector exit payments. Labour Members are concerned that this measure will have unintended consequences.
I think we would all agree that nuclear decommissioning is both essential and highly specialist, yet this Bill will undermine workforce confidence and human resource planning at Magnox sites. Does the hon. Lady agree that the unique skill sets of this workforce should be safeguarded from the effects of the Bill?
That is another example of where something being sold as an attack on what the Secretary of State somewhat insultingly called “public sector fat cats” has a direct effect on private sector workers doing some of the most difficult and dangerous work, which we need to ensure can be carried out properly.

Commons ChamberMy hon. Friend makes an excellent point. If we speak to anybody overseeing some of the big infrastructure projects under way at the moment, they will say their biggest problem is bridging the skills gap they face in delivering those infrastructure projects, so this is a very serious issue.
If the Conservative party, from the Prime Minister down, truly believes in the principle that education is a public good, it is baffling why provision for 16 to 19-year-olds is wholly unprotected and facing further massive reductions.
Let us look now in more detail at what is really happening on the ground and the potential impact of the forthcoming comprehensive spending review.
Will the hon. Lady join me in condemning the Labour Welsh Government’s 6% cuts in this year’s 2015-16 Welsh FE budgets— I speak as a former director of an FE college—and the likely loss of 1,000 jobs, which is leading to industrial action this week in Wales? This is no way to run a whelk stall, let alone a country.
Well, there are going to be devastating things coming further down the track, as the Barnett formula will have impacts for Wales, and for Scotland as well.
Let us look at the context. First, with the budget for provision for 16 to 19-year-olds down by 14% in real terms over the last Parliament, post-16 education is at breaking point. Principals are desperate to maintain provision and parents are worried about the narrowing opportunities for their children, and this is filtering down to our young people who feel this Government do not value their education. This is not scaremongering. As has already been said, 139 chairs of FE institutions wrote to the Chancellor recently warning that further Government cuts threaten the viability of their colleges.
Already we are hearing that sixth-form colleges and FE colleges are dropping courses and reducing classes and teaching hours, and it is not beauty courses or fashion courses that are going first, as many Conservative Members want to think; it is the expensive A-level courses such as science, maths and modern foreign languages. Let us repeat that for Conservative Members: we have a Government who are overseeing the loss of A-level courses in science and modern foreign languages. What modern-day Government have ever done that?
Secondly, the raising of the participation age to 18, which we legislated for and continue to support, comes with extra pressure on institutions, with an increase in student numbers. New requirements on compulsory resits and a new A-level curriculum also further increase expectations on sixth-forms and FE colleges. During a period of such significant change, we would expect the Government to support teachers in the transition to a new system. In New South Wales and Ontario, where the minimum school leaving age was increased recently, additional resources were provided to deal effectively with the extra numbers; instead, changes in our country are taking place in the context of significant reductions, with more severe cuts on the way. That will lead to poorer outcomes through fewer teaching hours and less support.
A recent report has found that, from next year, A-level students face the prospect of being taught for 15 hours a week—just three hours a day—because of the fall in funding since 2011. And that is before we have heard the announcements in next week’s comprehensive spending review. In Shanghai, Singapore and other high-performing education systems that the Secretary of State likes to talk about, sixth-formers are taught for more than 30 hours a week. This Government are downgrading our education system to part time, leaving our young people behind their counterparts abroad in the global economic race. I think I get brownie points for mentioning the global economic race, too.
The Government’s area reviews also threaten the viability of some high-performing institutions in a sector that the Education Secretary herself has described as fragile. Yes, there are opportunities for joint working and efficiencies, but it is impossible for the area reviews not to be seen in the context of cuts to the sector, which further undermines the viability of those institutions. What is more, it is simply ridiculous to look at only half the provision and to ignore the many institutions that are in the greatest peril. Studio schools, school sixth forms, new free school sixth forms and university technical colleges are not included in the area reviews. They are the institutions that are most likely to be in danger of losing their viability, yet they are out of the mix. At the same time, the Government are content to put many high-performing and excellent colleges at risk. Our sixth-form colleges are outstanding providers of 16-to-19 education. They offer fantastic value for money by delivering strong outcomes for young people at a lower cost to the public purse than school and academy sixth forms.

Discussions move ahead on the UK’s first space port. Does the Minister agree that safety, especially that of the general public, is of primary importance in considering the location of such a space port? Do not a coastal location and extensive airspace unhampered by commercial flying, such as are available at Llanbedr in my constituency, make a crucial contribution to any safety assessment?
The hon. Lady is absolutely right to say that safety is paramount in that sector. We have consulted on a location and we will be talking to our colleagues in the Department for Transport on the outcome.

Commons ChamberRydw i yn ddiolchgar i’r Dirprwy Lefarydd. It is a pleasure to follow the hon. Member for Hazel Grove (William Wragg) and the many other Members who have made excellent maiden speeches.
It is indubitably an honour, without precedent in my family, to address the House today. I am deeply humbled that the people of Dwyfor Meirionnydd have invested their faith in me as their representative. I will strive to be worthy of that trust.
I am very aware that I follow in the footsteps of many illustrious Members. The regions that form the constituency of Dwyfor Meirionnydd have sent exceptional Welshmen to London, in their midst Tom Ellis and David Lloyd George, and two giants of the Welsh national movement, Dafydd Elis Thomas and Dafydd Wigley.
My immediate predecessor, Elfyn Llwyd, was elected in 1992 and contributed greatly to Plaid Cymru’s parliamentary reputation for punching above our weight. From my first day here, it has been evident that Members and Officers of the House alike held him in the highest regard. Elfyn contributed extensively to improving legislation for victims of domestic violence and stalking. He was an advocate of the rights of veteran soldiers. He will be remembered as a foremost critic of the Iraq war, who called for the impeachment of Tony Blair. That role continued in his scrutiny of the Chilcot inquiry, which, disgracefully, we still await.
The pinnacle of the constituency is the greatest mountain of Wales and England, Yr Wyddfa. Hill forts and castles stand as bastions of our heritage, but first and foremost it is a landscape whose history is treasured in the names of farms and fields.
Welsh is often referred to as the oldest language of Britain. That is quite true, but we should be wary of the implications of romantic archaism and redundancy. Where I live, Welsh is not an optional extra; the majority of people speak and use the language in every aspect of their lives. Someone who speaks both Welsh and English inherits two cultures and two societies, and is the wealthier for it. Welsh is not my first language, but it is my home language.
Cheek by jowl with its natural beauty, Dwyfor Meirionnydd bears the scars of its industrial past. The slate and granite quarries, a number of which are still in production, were major employers. The narrow gauge railways that linked them to the coast now carry a freight of visitors. In the hands of dedicated amateurs, attractions such as the Ffestiniog railway provide valuable training opportunities for young people. Tourism is our major industry: from classic bucket-and-spade, blue-remembered beach holidays to high-adrenaline mountain-bike routes, surfing, zip-wires and underground trampolines.
Although a region must play to its strengths, we should be alert to the disturbing truth that, while official unemployment is relatively low at 1.7%, more than 50% of employed people earn less than the living wage. Well-paid employment prospects remain greatly dependent on the public sector. Regardless of whether that is sufficiently “aspirational”, in the popular vernacular of Westminster, the prediction of ongoing job losses as all publicly funded bodies see their budgets slashed will stifle economic growth across the constituency.
The region has been the home of major developments in energy production. Maentwrog and Ffestiniog power stations were the first of their kind in capacity and innovation. Trawsfynydd nuclear power station ceased production in 1991. The Snowdonia enterprise zone seeks to create employment to replace jobs as decommissioning winds down in the next few years. Recently, Llanbedr airfield was placed on a shortlist of six possible sites to be the home of Britain’s first domestic space hub. Landowners are alert to the income potential of renewable energy schemes, regardless of what we heard this morning, although the National Grid needs to be improved to permit additional generation. The same can be said of high-speed broadband, which is yet to reach a number of rural communities and farms.
Agriculture is, of course, the backbone of many of our communities, in the sense that it supports social activities and maintains year-round spending in the local economy. The upland family farms of Eryri are integral in maintaining the landscape’s fragile ecological balance. Of equal if not greater importance is the fact that the quality of the lamb and beef that they produce is excellent.
Education gives our young people a ticket to hope and a career, but the lack of decent salaries and affordable housing closes the door on their return. Work and the means to buy a home are essential. Rural hinterlands are at risk of becoming a low-income combination of conservation museum and adventure playground, to be serviced by the locals on the minimum wage and enjoyed by those who have made their money elsewhere.
I would like to say a few words about the Bill. For the past 22 years, I have been involved in education as a teacher, college director and local authority education leader. The House will, of course, be aware that in Wales, education is a devolved matter. As a result of Labour’s handling of teaching and learning since the advent of devolution, standards of education have gone from a respectable level to a situation where Wales has slid down the PISA rankings to the worst in the UK and 40th out of the 68 member countries.
Plaid Cymru is committed to public services for all. The reason we will oppose the Bill if there is a vote, even though education is a devolved matter, is that the growing privatisation by stealth of education in England through the increased number of academies has implications for the funding of Wales via the Barnett formula.
I am one of three Plaid Cymru Members, the first woman to represent my party in Westminster and the first woman to represent the communities of Dwyfor Meirionnydd. The Welsh national movement has its roots in my constituency. Plaid Cymru was established in the town of Pwllheli in 1925. The village of Capel Celyn in Meirionnydd was drowned by Liverpool Corporation 50 years ago. That sparked an awareness that our communities were expendable and that what we valued was of little significance to the great and the powerful. The flooding was inflammatory and caused a national awakening in Wales. We are here now, as we were then, with the best interests of Wales at the heart of all our endeavours.
