My hon. Friend asks when his constituents would have a replacement. I would say that the affected tumble dryer should be modified, but any action must be taken swiftly. The particular circumstance, the age of the model and the brand of the model would dictate which action Whirlpool takes.

I thank the Minister for her comments, but I am still extremely concerned that 500,000 machines are at large. As the chair of the all-party group on disability, I am particularly concerned about whether notifications have gone out in accessible formats, because if people have disabilities they might not see a fire so quickly or be able to leave their homes so quickly should one start. Will the Minister speak to Whirlpool and make sure that the notifications are in formats that are accessible for all?

It is a pleasure to serve under your chairmanship, Mr Robertson. Like others, I congratulate my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) on securing this important debate. He made the case against HELMS excellently—the mis-selling of loans, the outright fraud, the fact that it was deemed to be a Government-backed scheme, the targeting of the vulnerable, the transfer of feed-in tariffs, and the personal finance arrangements that effectively forced people to commission other works. Some people took out loans for works that the Scottish Government would have paid for directly because they invest in energy efficiency measures.

My hon. Friend mentioned that building warrants were not applied for and people were not told that they needed them; now, statutory fees are added if people apply for a building warrant retrospectively. We heard about incorrect metering, and the fact that HELMS was able to go into liquidation and walk away, paying just £10,000 out of a record £200,000 fine for cold calling. We heard about the Government’s total inaction and inadequate governance, and about the Government’s attitude, which when combined with the actions of HELMS, has created fuel-poor households rather than helping people with their fuel bills.

My hon. Friend’s comments were echoed by other speakers. The hon. Member for Glasgow North East (Mr Sweeney) spoke about people being imprisoned or trapped in their homes, which is a travesty. He said that he asked Glasgow City Council to waive the statutory late fees for building warrants, and I put the same request to my local authority. The problem is that these are statutory fees—in law, they cannot be waived. That puts the ball firmly in the corner of the UK Government, who should pay those fees.

It is a disgrace that people are being locked in to these deals. Older adults and vulnerable individuals were, I believe, deliberately mis-sold these products. In some cases in my constituency, which thankfully have now been dealt with, it meant that elderly individuals could not move from their homes to sheltered accommodation or nursing homes when they needed care.

It is a shocking indictment and really disgraceful that people are trapped and cannot get into houses that are fit for purpose.

My hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) correctly highlighted the need for compensation, the issue of people who are unable to sell their homes, and the March 2016 feed-in tariff deadline that means that people are missing out on the tariffs they expected. It was good to hear a concession from the Minister about reviewing consumer regulation, and it will be interesting to see how that progresses. My hon. Friend issued a further challenge to the Government, and we all want to see action and intervention on this.

My hon. Friend the Member for Paisley and Renfrewshire North highlighted issues that are familiar to SNP Members but that the UK Government have so far chosen to ignore, despite numerous written parliamentary questions and letters from MSPs and MPs, including me. Surely today the Minister will confirm that the UK Government will take action and listen to our calls for a compensation fund for those affected.

Let me give some headline statistics: 162 households in my constituency have green deal finance with HELMS, and of those 142 have photovoltaic installations. Some 3,054 households in Scotland have HELMS green deal finance for PVs, and there are more than 4,000 across the UK. Other Members have mentioned the duration of loans: 93% of those loans in Scotland, including for 97% of my affected constituents, are in the range of 20 to 25 years. Think of that: a supposedly spend-to-save measure is being paid back over 20 or 25 years. No private company would take out such a loan to make projected minor annual savings because the risk is too great. We already know about the dodgy installations and wiring, but there is no way that those PV cells have a lifespan of 20 to 25 years. The additional ongoing maintenance required will offset any projected savings that people were led to believe they would get. Imagine having an asset that will not last for the life of the loan—it is criminal. Anyone aged 40 or over who has taken out a loan will still be paying it back when they reach state retirement age and beyond. That would be bad enough under normal loan ethics, but as we have heard, many people who took out those loans were duped by salesmen who said that savings would pay for a Government-backed scheme. What does the Minister say to the people who have been cruelly conned and left with long-term loans?

I welcome the chance to address the House on this matter. I pay tribute to the hon. Lady for her chairmanship of the all-party group on textile and fashion, and I commiserate with her on the fact that one of the stores that will be closing is in her constituency.

Who among us is not touched by the hand of M&S? I counted up this morning, and I am in fact wearing three items of M&S clothing—I will not declare what they are. Indeed, my breakfast this morning entirely comprised items bought at the Gatwick M&S after a late-night flight. By the way, I defy anyone in the House not to say that they have at least one item of clothing in their wardrobe from that fine retailer. This is, however, a worrying time.

As the hon. Lady said, Marks & Spencer made an announcement on Tuesday about 14 of its UK stores. This is part of a well-advertised plan to reshape its estates and, essentially, to reshape its stores to compete, given the very big challenges of many online retailers in the country. Five of the stores will close this year or early next year, and all colleagues at those locations will be offered redeployment to other stores. Nine other stores have been proposed for closure, and Marks & Spencer has entered a period of consultation on the redeployment of staff in those stores. All of us will of course recognise that this is a worrying time for the over 600 staff members currently going through that process. I know that there will be concern among Members on both sides of the House about this issue. The Government—the Department for Work and Pensions and Jobcentre Plus—will of course stand by, should support be required, to work with the company.

There have been a number of announcements in the retail sector recently—negative and also positive in terms of job creation. We should all recognise the incredible contribution of this sector to the UK economy—it was almost £95 billion in 2016—and this Government’s ongoing support for the sector. We have announced measures worth more than £2 billion over the next five years to cut business rates, with a positive change to the indexation of business rates.

Only this March, the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Burton (Andrew Griffiths), set up the Retail Sector Council, which is determined to drive up this sector’s productivity and ensure that it is fit to face future challenges. Sitting on the sector council are retailers—large and small; online and offline; in town and out of town—and the unions are of course very much a part of that process. The object of the council is for the Government and industry to work together to drive up productivity, and also to secure our fantastic retail sector’s future health and direction. We are working together on the requirements to make sure that productivity and economic growth in this sector can continue for many years to come.

I must just say—I probably do not have to, but I will do so anyway—that I share the Minister’s enthusiasm for Marks & Spencer, which is a most admirable institution. What she said about almost every Member having an item or more from Marks is incontrovertible.

Over the past few years, there has been a cascade of commercial announcements from well-known companies saying that iconic retail high street stores need to close if they are to cut costs: British Home Stores, Mothercare, Toys R Us, the Royal Bank of Scotland and now Marks & Spencer. As chair of the all-party group on textile and fashion, I know that the market is changing, but retail companies need to strike a balance between remaining competitive and understanding the wider implications of closing landmark stores. Marks & Spencer’s proposed store closures—14 imminently, and more than 100 in the next few years—will not only result in thousands of potential job losses, but could devastate our local town centres. It is well known that when anchor stores close, the surrounding subsidiary stores feel the impact of reduced footfall, meaning that many close as well.

Are our high streets to become ghost towns? My constituency has already felt the effects of BHS closures, and we expect to lose 67 jobs if the Marks & Spencer closes. Has the Department made any assessment of the impact of the proposed closures on local economies in Scotland and across the UK? What is the impact on disabled people who find it difficult to travel to outskirt retail parks to shop? Since the report by Mary Portas on saving the high street that the Government commissioned in 2011, how many of its recommendations have been implemented? Finally, will the Minister agree to meet jointly with the all-party group, MPs affected and representatives from Marks & Spencer to facilitate further consultation on these proposals, and to consider desperately needed plans to save our high streets?

The hon. Lady raises some valid points—there is an M&S food shop in my Devizes constituency—and is right that attractive stores bring in footfall from which subsidiary stores benefit. Of course, the Government have taken forward many plans to support the high street, which is part of the reason for the rate changes. Local councils, which might be responsible for setting parking policy, rely on parking receipts to fund other transport services, but if those rates are remitted straight back to Westminster, their desire to create a more attractive parking and retail culture might be diminished, which is why it is important that our rate localisation policy proceeds. I hope that the Scottish National party will support it.

The hon. Lady asked whether an assessment had been made. There are ongoing assessments. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Burton, who sends his apologies for not being present, would be the person to take that meeting. I would not like to speak on behalf of his diary, but I shall make sure that the hon. Lady’s representations are put to him. He is working tirelessly on this issue across Government even while our retail sector continues to thrive and grow. As she will know from her work on the all-party group, there have been several important announcements in the last few weeks: Amazon has announced the creation of 400 jobs; Lidl has announced the creation of 40 new stores; and ASOS, an amazing online store employing thousands of people in call centre and support capacities, has seen its sales grow by 30% this year—it is becoming a truly global brand.

There is definitely a rotation in the way in which we all shop. I am sure that we all now buy many more of our unmentionable items online—sometimes we even buy them in stores—but the hon. Lady makes some valid points. We should all think hard about what we can do as individuals, particularly to support our local authorities, which are often responsible for planning, decision making, rates setting and parking decisions, all of which can have a material impact on the high street experience.

I will take away the hon. Lady’s request and make sure that my hon. Friend the Under-Secretary responds to her. I assure her that the reason for setting up the Retail Sector Council—it includes all sorts of retailers, from farm shops to large online companies, and of course the vital Union of Shop, Distributive and Allied Workers, which is providing so much support to workers in the industry—is to make sure that these conversations can be had on a cross-Government basis, and that policy making can be joined-up.

The Department is determined not only to understand the issues facing small businesses in our country, such as those my hon. Friend raises, but to ensure that legislation is fit for purpose.

The all-party group on disability, which I chair, has published an inquiry report highlighting the fantastic contribution of entrepreneurs with disabilities, but they still face many challenges, such as in accessing finance. Will the Secretary of State meet the all-party group to discuss this issue and ensure a truly inclusive economy?

I absolutely recognise that encouraging people with disabilities to start their own businesses and contribute in this way is good not only for the British economy but for them. I would like to thank every single hon. Member for their contribution today. In particular, I thank the hon. Member for Weston-super-Mare (John Penrose) for bringing the issue of energy prices and the treatment of consumers to the House, via the Backbench Business Committee.

The big six have a lot to answer for. Rewarding long-term and loyal customers with the highest tariffs is simply appalling. Many of these individuals are elderly, vulnerable or disabled, have learning disabilities or mental health problems and can least afford them. When my own grandmother was transferred to hospital in her 90s, we examined the tariff she was paying for. It was about two times higher than what we were paying. Pensioners have a tight budget and may be frail and very elderly. They rely on heating to prevent pneumonia. How can these companies sleep at night?

There has been a great deal of talk about switching, and why we do not do it more. I hope I am not the only person who has been bamboozled by energy tariffs. I have a doctorate, but I find the system absolutely incomprehensible and the tariffs incomparable. I have tried on a number of occasions to compare day rates, night rates and standard daily charges, but without a PhD in mathematics, it is all but impossible. On two occasions I switched rates to save money, and then found that my bill had increased. I cannot help thinking that the system has been made over-complex for people on purpose.

The hon. Member for Weston-super-Mare has suggested a relative energy cap to help those who are currently being mercilessly ripped off. That proposal is apparently supported by a number of competitor brands, and I urge the Minister to consider it. It may be an interim solution, as has been said, but it will save customers—our constituents—money. Our focus should, indeed must, be on them. The hon. Member for Hartlepool (Mr Wright) mentioned the exorbitant price differential if consumers make the wrong decision, pointing out that the big six often do not act in the interests of customers.

Over the years the House has had many debates about the big six, but is it not time for a proper inquiry into how they actually operate? It seems to me that they are a cartel that fixes prices most of the time, and at the end of the day the hon. Lady’s constituents and mine suffer as a result.

That is an important point. It has been made clear repeatedly today that many Members feel that there is a monopoly, and that consumers must be put at the heart of energy pricing. The hon. Member for Hartlepool described the difficulties that people have experienced in switching suppliers, and pointed out that, while energy costs have fallen, prices have been hiked. That in itself is an absolute disgrace.

Mention has been made of smart meters, which, although they help individuals to monitor energy usage, appear to place responsibility on consumers, as though they were using too much, when in fact they are paying too much. Smart meters are not the sole answer, and companies must step up and take responsibility.

My hon. Friend the Member for Na h-Eileanan an Iar (Mr MacNeil) has asked me to point out that fuel poverty rates in the Western Isles are higher than those in any other local authority area in Scotland. The announcement from SSE that it will increase energy prices by 14.9% is a huge blow to his constituents. What measures will the Government take to address the issues that are being faced exponentially by those in island and rural communities?

The hon. Member for Brent Central (Dawn Butler) said that “just about managing” families were being most affected, and that the Government were not standing up for their rights. She also rightly drew attention to the impact of fuel poverty. In an excellent speech, the right hon. Member for Don Valley (Caroline Flint) discussed the levels of dissatisfaction among customers throughout the United Kingdom, which she said should ring alarm bells for the Government. She emphasised that those who were struggling to pay were paying the most, and that, meanwhile, company profits were increasing. The hon. Member for Bristol East (Kerry McCarthy) spoke of Bristol Energy’s contribution to fair pricing locally, and the level of local fuel poverty. She was right to highlight her constituency concerns.

My hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) described the situation in Scotland, particularly in rural and northern areas. She said that it could take 21 days to change supplier, which in itself was putting people off—the process is inflated. She called for an extension of the safeguard tariff, and said that the Government should consider the need for reductions in the percentage of consumers on the standard tariff within a set time frame. There are rural areas in my constituency that are still off the grid. Much more needs to be done to support rural communities that have little choice when it comes to costs and types of energy. I urge the Minister to address that, because those communities are among the worst affected by price changes. The hon. Member for Bradford South (Judith Cummins) spoke of soaring energy prices, and said that the poorest suffered disproportionately.

As for Scottish Government policy, a draft Scottish energy strategy is now open for consultation, and I encourage those who are interested to give their opinions. The Scottish Government remain committed to putting consumers at the heart of their policy, and to their renewables targets. I urge the Minister to act, because we do not need a postcode lottery. Everything that we have heard today makes clear that the energy sector needs reform and needs it now, and that that reform must be made to serve customers rather than itself.

It is a pleasure to serve under your chairmanship, Mr Chope. I thank the hon. Member for Washington and Sunderland West (Mrs Hodgson) for securing this important debate and thank all hon. Members for their excellent speeches.

Maternity discrimination is an extremely complex issue: it is not just about having a job to go back to after having a baby. I would like to speak briefly about my own experience. People who know me will be aware that I have two children, so I have some experience.

During one of my pregnancies, at around seven months I experienced anaemia and the GP said I could not work full days at that point. I gave that advice to my manager, but unfortunately she said, “Oh, well—you are going to have to take hours off your annual leave at the end of the day, or you are going to have to go off on your maternity leave early.” People who have been through the process of having a baby while at work will know that going off early or using annual leave means that that leave cannot be used at the other end of the maternity period, with the baby, so it puts a woman at a disadvantage straightaway. Given that my manager was a woman, I had expected a bit more empathy, and given that I worked in the NHS, I had expected that the GP’s advice would be taken on board. I was quite appalled by the situation and how it was handled.

I do not think that taking annual leave or starting maternity leave at an earlier stage is a “reasonable adjustment”, when other things could be done—my job description, for instance, meant that I could do research at home, or, as I worked as a union rep a day a week, I could have used some of the hours to do union work. So there was absolutely no necessity for me to do either of those things. Unfortunately, given the uncompromising nature of the management system that I was in, I went off on maternity leave early—I felt forced to do that—and so lost time with my baby at the other end. It would be helpful to clarify, for both women and employers, the term “reasonable adjustments”. All too often, I feel that employers use it as a way of engaging in surreptitious discrimination and getting round their obligations.

The next issue I experienced was when I was off on maternity leave. There were job and training opportunities afforded to colleagues that I was never informed about. As many employees do, I had “keeping in touch” days—it is certainly something that the NHS advocates—so there was no reason why I should not have been able to come in and take up training opportunities alongside colleagues, using those days—but I was absolutely never contacted about the opportunities.

The rationale given by the manager when I challenged that on my return was that, because we had had a conversation during my pregnancy about my wanting to spend quality time with my baby, she did not think I would want to do any of those things. I felt that was a decision I should have been able to make. Someone should not just assume, because a woman has had a baby, that they know best and do not need to contact her and give her any opportunity to inform with her own views. Again, I found that extremely unacceptable.

Will the Minister give some clarification on the three-month period? Obviously, when someone is off on maternity leave—they might be off for a whole year—some of those things can happen when they are off. Does the three-month period when a woman is able to raise a concern with the tribunal occur from when the incident that she might not have known about happened or from when she becomes aware of it? That is really important. A lot of things could happen, and until a woman returns and speaks with colleagues or finds out that people have moved to other jobs, she can have no knowledge of what opportunities there were.

What does the hon. Lady think about access to justice? Will the Minister consider abolishing some of the up-front fees, which are so high that many women who are pregnant or have just had children are put off bringing forward discrimination cases?

I thank the hon. Lady for those words. That is an extremely important issue, and I will come to it. I was lucky: because I was a union rep, I had my union’s support and I could afford the tribunal fees. Although my case never went to a tribunal, I have absolutely no doubt that if I had not gone down that road and had not had that support, the issue would have been swept under the carpet and not dealt with.

I have real concerns that women without such support—perhaps they are in workplaces that are not unionised—do not have adequate representation and cannot afford tribunal fees, given that a baby is expensive enough. Women are not going to prioritise tribunal fees over their baby or their family’s needs.

I had been working as a consultant in the NHS for many years, so I was not in a junior position, but when I came back to work a male colleague was given management responsibility for a new member of staff who had joined the department. They were originally to work under both of us—50% with each manager—but the management opportunity was taken away from me, although I had been a consultant for far longer than my colleague.

I did not know about the decision until the new member of staff arrived and said, “You’re not my manager. The other individual is my manager. Did no one tell you about it?” I said, “No one told me about it. I didn’t even know you were arriving today.” When women go back to work and are juggling everything, people often do not give them any choice or any information. They are not even given the courtesy of being updated about what was happening.

I felt that my managerial duties were being removed. When I challenged that decision, I was told that the rationale was that I was part-time, and that it had been decided during my maternity leave that I might not be able to deal with the managerial responsibilities. Once again, because I had come back from maternity leave and was trying to manage my family time and my job—the number of hours had been agreed—my role was demeaned, which meant that I was subservient to my male colleague. That is certainly what I felt. I was aggrieved about not being consulted about a decision that affected my job.

Shortly after I returned to work, it became apparent that very little of my patient workload had been undertaken in the year I had been off. That really concerned me, given that I had a number of patients in a forensic setting who required updated risk assessments annually. No one raised that issue with me on my return, but approximately 70% of the patients whose risk assessments I had been involved in doing prior to going on maternity leave had not had any updates during that time. I had to contact my professional body and take advice about clinical risk, and then I had to raise that issue with management. That is difficult, particularly for individuals who work in the NHS, because whistleblowing is not easy. People do not want to find themselves in that situation, particularly if they have come back from maternity leave. However, we have to take our professional and clinical duties extremely seriously, and that is the situation I found myself in.

I raise these issues not for sympathy or because I want people to say, “That’s terrible. It shouldn’t have happened to you,” but because I feel that my story is only one among the thousands that happen in this country every year. The impact and extent of maternity discrimination is not always obvious. It is not always about having a job to return to; it is about all the issues surrounding that. We have to address those issues. The NHS has quite robust policies in place, but lots of organisations do not, so other women find themselves in much more difficult situations.

I had support from my union, Unite, which I would like to thank. I applied to the tribunal and paid the fee, but many women cannot afford that and do not have support. That issue has to be addressed. In the Scottish Parliament, the plan is to scrap tribunal fees. The Minister should look at doing the same, or at least ensuring that the fees are based on the ability to pay or are smaller. Tribunal fees put so many people off. Given the stages I went through with my grievance, I have no doubt that, had I not had the potential to go to a tribunal at the end of the process, my concerns and the issues I raised would have been disregarded. A “reasonable adjustment” would have been made or an explanation would have been given, and they would not have been taken seriously.

Women should not be discriminated against for something that is so natural—having a family—particularly when they are pregnant or have just had a baby, because that is when they are most vulnerable. It is our duty to take these issues forward and give women as much protection as we can. There are already statutory obligations, but they need to be strengthened because there are far too many ways around them.

Women do not experience equality in the workplace and are unlikely to unless we take action and make employers’ obligations very clear. I would like the protections to be extended and clarified; it should be made obvious to employers that they apply during the period of pregnancy and the maternity leave period, and also for a period on return, because those are all periods in which women are vulnerable.

We need to make it explicit that women have the right to training opportunities, job opportunities and management opportunities. They must not come back to a workload that has not been done while they were off. The advice of their GP or medical practitioner should be taken on board. At the very least, those things should be happening. This is a huge problem for many, so let us acknowledge it and ensure that the Government work across the United Kingdom for women and equality.

It is a pleasure to serve under your chairmanship, Mr Chope. I congratulate the hon. Member for Washington and Sunderland West (Mrs Hodgson) on securing this debate in such a timely manner—as she pointed out, we are between International Women’s Day and mothering Sunday, which is apt.

I thank all Members for their excellent and thought-provoking contributions. We heard from my right hon. Friend the Member for Basingstoke (Mrs Miller), the hon. Member for Glasgow Central (Alison Thewliss) and the hon. Member for Batley and Spen (Tracy Brabin), whom I heard speak for the first time and who gave an excellent speech. We also heard from the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron)—I hope I pronounced that right—the hon. Member for Lanark and Hamilton East (Angela Crawley) and the shadow Minister, the hon. Member for Rotherham (Sarah Champion), who reminded us all of the unacceptable extent of pregnancy discrimination, which was unearthed by the EHRC’s good work.

This is the first time we have considered maternity discrimination since the Government responded to the Women and Equalities Committee’s recommendations, and I very much welcome the opportunity to discuss what we are doing. I have made careful note of some of the things that were raised that point to the need for further action.

I shall begin by making it clear that pregnancy and maternity-related discrimination has absolutely no place in today’s workplace or a progressive society. It is illegal, and the Government are committed to tackling it. Women make up 47% of the labour force, and more than 15 million women are active in the labour force at any time. Female talent and experience make a huge contribution to the productivity of individual businesses and the economy generally. I have spent more of my career in business than in politics, and I add that mothers bring a huge amount of experience from their responsibilities in that role. I very much agree with hon. Members who made the important point that pregnancy is not visible enough. There was a time when women almost had to hide the fact that they had children to progress in their careers. We have moved on from those days, but not enough.

In her excellent speech, the hon. Member for Washington and Sunderland West talked about the effect of pregnancy discrimination on the wider economy in lost tax revenues and increased benefit costs, to say nothing of the personal financial loss to the women concerned and their families. We are committed to building an economy that works for everyone, and supporting all women, including mothers, so that they can participate in the labour market to their full potential if they choose to do so is an important part of that work.

I am grateful to the Women and Equalities Committee for its thorough review of this issue, and I echo the many complimentary remarks that hon. Members made about the excellent chairing of that Committee by my right hon. Friend the Member for Basingstoke. We responded to each of the recommendations in the Committee’s report, setting out additional steps to protect pregnant women and new mothers, but as I said, I accept from what I have heard this morning that we still have more to do.

We have committed to review redundancy protection. Our thinking is at an early stage, but it is clear that new and expectant mothers need to be supported and treated fairly by their employers, and that does not always happen. The hon. Member for Washington and Sunderland West asked me to update the House on where we are with the review. It would be bit premature for me to do so, but I will be able to shortly. I will write to her when I am in a position to update her properly.

The findings of the research into pregnancy and maternity-related discrimination and disadvantage that was commissioned jointly by my Department and the EHRC paint a picture of some workplaces that is quite at odds with expectations in today’s society. We have a legal framework that gives pregnant women and new mothers rights and protections, and women have a means of legal redress if they are discriminated against because they are pregnant or take time away from work to care for their baby.

We have heard from several Members about the practical challenge for new mothers of bringing cases to tribunal, where that is necessary, within the statutory three-month limit. As we set out in our response to the Committee, tribunals have discretion to allow claims after more than three months have elapsed, where that is just and equitable, but I accept that that is in the gift of the tribunal and is not the same as people having the right to a longer period. We will consider what further guidance could better clarify the position.

There is another issue I wanted to raise. When I originally contacted ACAS regarding the situation I found myself in, rather than informing me that there was a critical three-month window in which to apply for a tribunal, I was told to go through a grievance procedure in the NHS, which takes much longer than three months. Does the Minister agree that it is important that women are given advice as to the timing of the tribunal and the need for an application to be in place before using the grievance procedure?

I thank the hon. Lady for her intervention. I hope the situation has improved since she used the service but, in case it has not, I will write to the chairman of ACAS to convey her concerns.

The hon. Lady also asked about the time limit and how it is interpreted. The three-month time limit applies from the date the discrimination happened but, when there is a series of events, the time limit runs from the end of that series. There are flexibilities, and time limits can be extended where it is equitable to do so, such as if it is not reasonable to expect a woman on maternity leave to have been aware of events while she was away.

We are keen to help mothers return to jobs that make full use of their qualifications and experience, and to enable them to progress. Part of that is about removing specific barriers. We know that from the EHRC research, and we have brought in the working forward campaign, which intends to improve advice and share best practice, calling on employers to make workplaces the best they can be for pregnant women and new mothers. We have some way to go on that.

However, more than 100 employers, representing 1.2 million employees across the UK, have signed up to the initiative, which is an important milestone. Many of the employers pledging action such as Barclays, Nationwide, Royal Mail and Ford are putting in place returners programmes and means of staying in touch with pregnant women and new mothers on maternity leave, which is another point that was made.[Official Report, 23 March 2017, Vol. 623, c. 11-12MC.] I am pleased to say that the Department for Business, Energy and Industrial Strategy has joined the campaign and I hope that more employers will be inspired to sign up.

I said I would return to the ways in which we are helping to address the barriers. Couples can take advantage of shared parental leave and pay, and the extension of the right to request flexible working to all employees with 26 weeks’ service can help mothers among others to combine work with caring responsibilities. I accept that people sometimes feel inhibited about requesting flexible working arrangements, but as that becomes more commonplace and as we put more behind campaigns to raise awareness of how easy it can be and how it can improve productivity and make companies more competitive, I hope that people will feel less inhibited and the situation will improve.

We are now introducing the entitlement to 30 hours’ free childcare for working parents of three and four-year-olds as well as tax-free childcare, enabling more children than ever to benefit from Government-funded childcare. To help monitor progress, we require large organisations to publish their gender pay gap and bonus pay gap data. We are committed to supporting mothers and fathers to balance work with family life in a way that works for them and their circumstances. I echo the remarks made by the shadow Minister that it is disappointing that the only man who has participated in the debate—from a sedentary position—is indeed the Chairman. We need to get male colleagues involved in these debates and discussions, because mothers’ issues are not just the preserve of mothers.

Several hon. Members raised the issues for self-employed women. In fact, the hon. Member for Hampstead and Kilburn (Tulip Siddiq) talked about her position as an MP, which brought that home to me. Of course, she is not alone. The reason she found herself in that unacceptable position when she was pregnant last year was because MPs are not employees. We are workers, and in this area we have fewer rights than we would if we were employees.

That brings me to Matthew Taylor’s review—several hon. Members asked for an update. The review is fully under way and one of the issues on its agenda is to consider the different employment rights afforded to workers and employees. That very much includes rights to maternity benefits—and indeed paternity benefits. The review is consulting around the country. There will be a series of town hall meetings—I will attend one in Glasgow next month—and he will report back to the Government in July.

There are many factors to consider when it comes to enhancing rights funded by the public purse. Having carefully considered the issue, we have concluded that it is right to look at the case for having greater parity in parental benefits between the employed and self-employed. The Chancellor announced last week that we will consult on that specifically, independently of the Matthew Taylor review, during the summer.

A number of other questions were asked, and I am sorry if I cannot do justice to all of them in the time remaining. At the beginning of the debate, we heard a recommendation for employers to be required to undertake an individual health and safety risk assessment for pregnant women. Employers must already safeguard the health of women who are pregnant, so I was disturbed to hear about instances where that was patently not the case. Legally, employers should safeguard the health of women who are pregnant. The Health and Safety Executive has at least updated and strengthened its guidance in that respect. We dealt with the redundancy matter, at least as it stands at the moment.

The hon. Member for Glasgow Central talked about incentivising employers to take on part-time workers and consider flexible working. That is an extremely important issue, which I have dealt with, as I have dealt with existing flexibilities for maternity. I will turn to the issue—

As chair of the all-party group on disability, I have been hearing from disabled entrepreneurs that they still have to face far too many barriers, including with regard to access to affordable loans, peer mentoring and information, even through the Government Gateway. What specific measures are the Government taking to support disabled entrepreneurs and what more can be done to address these very important issues?

In East Kilbride, we are also fighting to save the Crown post office in our town centre, which is crucial to the local community. If it is sold off, it will not have the specialist staff, the same service or the inclusivity for the most vulnerable. Does my hon. Friend agree that the Post Office must be accountable and that we must retain these valuable assets for our communities?

I could not agree more. An hon. Member who is no longer in her place—I cannot remember her constituency—highlighted the issue perfectly when she said that in reality we are going to lose people with special skills acquired over 20 or 30 years, who will be replaced by WHSmith staff on the minimum wage who have not had adequate training necessarily.

At the public meeting that I mentioned, the Post Office admitted that it had not considered the economic impact of the post office’s closure. Most concerning are the wider impacts for my constituents. As Members may be aware, quite a few refugees and asylum seekers have been located to Paisley. The post office in the Piazza was the only place where they could realistically have access to the Home Office’s digital application services. Now that it is losing that service, those people will be expected to travel to West Nile Street, nine miles away in Glasgow, with no money or means of travel.

The worst thing about the closure is how little sense it makes. The plan was to move this first-class post office into the wholly inadequate WHSmith—right to the back. There is no clear route from the shop’s front door to the back, which immediately restricts people with mobility problems. It is now situated on a hill, which may not seem like a big deal, but for someone aged 80 it is a considerable challenge. It is located in a pedestrian zone, so you cannot even drop someone off at the door.

At the public meeting, I blessed the folk from the Post Office who had to come along to argue for the change because they were eaten alive. Their figures were wrong and they could not tell us basic facts for ridiculous reasons. They could not tell us whether the post office was making a profit or a loss, or how big the loss was. They could not tell us what the footfall was. It was embarrassing, if I am honest.

We were told that there would be a consultation. Consultations can be a good thing—I am doing one now for my private Member’s Bill—but to be good they have to be genuine. This one seemed to be total lip service. At the end of it, despite the fact that I have genuinely yet to meet anyone in favour of the proposed change, as with so many others we have heard about, the Post Office said that the change would happen anyway.

I know that many healthy suggestions were made—I know because I made many of them—such as that the post office currently has three units in the Piazza, so why not close one or two if they were costing money. The CWU rightly pointed out that, if the Post Office is seeking a franchise partner, the most obvious candidate is surely Royal Mail. It was almost as though it did not matter a jot what suggestions were made because the move was happening. Lo and behold, I then discovered that WHSmith was advertising jobs for the new post office two weeks before the consultation finished. The whole thing was a sham.

I tried repeatedly to have a meeting with the Post Office’s chief exec, but that was refused point blank. My request went backwards and forwards. Eventually, I said, “I will go anywhere at any time for a five-minute meeting. Just tell me when.” There was no reply. The lack of accountability during the process was incredible. The whole thing was a done deal from the start.

In the Chamber a couple of months ago, I asked the Minister how much money had been spent on refurbishing the post office in Paisley since 2010. He said that nearly £500,000 of public funds had been spent doing it up, only for it to be sold off to WHSmith. The reality is that this is privatisation through the back door.

What does WHSmith know about postal services? It is falling behind in terms of quality of service and the different things it sells in its shops. If it is already struggling, what is its motivation for taking on a post office that is apparently haemorrhaging money left, right and centre? Why would it want that post office if it is losing so much money? If the sale of Royal Mail did not result in the expected profit, how will the franchising of post offices be any different?

In June 2015, the Government sold the remaining 30% stake in Royal Mail. The fact is that taxpayers have been short-changed yet again. The Government sold the shares for far less than they were worth. The whole thing stinks and it is off the backs of my constituents and those of every Member here. We must not tolerate it. It is clear that the whole separation has been a massive mistake. The Government must bring both Royal Mail and the Post Office back into the public sector.

I thank the right hon. Member for Birkenhead (Frank Field) for introducing this important debate and pay tribute to the cross-party Members involved in the Committee reports, including my hon. Friend the Member for Edinburgh West (Michelle Thomson).

In July of this year, the British Home Stores shop in my constituency closed. The long-standing store was the third largest retail unit in our East Kilbride Plaza mall. The store did avoid the first round of closures, but staff were left with huge uncertainty about what would happen in the interim, and it was eventually closed. That was a very sad day for staff and constituents. I have frequented the store since childhood and walking by the empty unit is still strange and a stark reminder to our community of the injustice that unfolded and the loss of jobs and pensions.

While our local staff oversaw the closure of our BHS, former owner Sir Philip Green reportedly continued his Mediterranean holiday aboard his £100 million superyacht. I understand that he owned BHS for 15 years before selling it to Dominic Chappell for £1 in 2015. Sir Philip Green has rightly come under fire for taking a massive more-than-£400 million in dividends from the department store chain and selling it in such a manner to a man without retail experience. A damning report from the Business, Innovation and Skills and the Work and Pensions Committees found that BHS was subject to systematic plunder by Green and Chappell and labelled Green the “unacceptable face of capitalism”.

These constituents of mine lost their jobs and pensions. The ordinary people are the losers. They gave their service and good faith both locally and to the company. So real questions must be answered by this House on multinational corporate governance structures and pension regulation. The UK Government must take action and not allow such situations to be repeated in the future.

We in this House must tackle asset stripping. The current situation does not protect working people—those who have families to look after, those who have people to care for and those who have done the right thing and have contributed to pensions and to society only to be taken advantage of and be failed. SNP MPs will work to strengthen the powers of the regulator, to ensure that the Philip Greens of the world are dealt with effectively when they seek to avoid pensions responsibilities.

There is a real need to address inequality and to work with businesses and industry to provide appropriate regulation. Many of my affected constituents have contacted me to ask that Sir Philip Green be stripped of his knighthood; his keeping the title adds salt to their wounds and the injustice of this situation.

Does my hon. Friend agree that, although Sir Philip deserves to be stripped of his knighthood, we also need to address the very real issue that exists: that of all the Philip Greens of the world being able to treat workers in this manner? They need to be made an example of by the Government.

I agree. Workplace regulations should be addressed.

A further matter to be addressed in terms of Sir Philip Green’s knighthood is whether his actions were honourable. Both I and my constituents say no.

I conclude by requesting that the House support the amendment and take appropriate action. We should demonstrate to the constituents of East Kilbride, Strathaven and Lesmahagow who have been so badly affected that we hear and heed their voices and fully support them at this devastating time.
