Commons ChamberThe shadow Secretary of State makes a strong point about the sanctity of zero-rating VAT for education. I am concerned that children’s clothes, which are currently exempt from VAT, may be the next target. Notwithstanding the impact that the change to VAT will have on individual families, does he agree that private and prep schools—my constituency has five—are enormous employers of people involved in building maintenance, such as electricians and plumbers, and that the impact on the wider economy could well be profound?

Commons ChamberOrder. Can I just say to the right hon. Member: calling somebody “she”—does he really want to use that type of language? For all our benefit, I would say to everybody: let us show a bit more respect to each other than we seem to be at the moment. I understand there might be a bit of anger, but respect does no harm. I would like to see a bit more and this will be a great example—Kit Malthouse.
Can I offer my congratulations to the Minister, the team at the Home Office, the National Police Chiefs’ Council and everybody involved in what has been a massive effort over the last three years to recruit the extra 20,000? Remembering that the gross recruitment to backfill retirements is about 45,000, it has been an enormous job and they have done a fantastic job, not least given that they were doing so in the teeth of a pandemic, which required some ingenuity.
As the Minister says, however, this is only half the battle. Maintaining the number where it currently stands will be the next stage. Can he confirm that funding will be provided to police and crime commissioners on the basis that they are incentivised to maintain police officer numbers in their forces, not least because, as we have seen over the last decade, in areas controlled by Labour or independent police and crime commissioners, they have failed to prioritise police numbers, which is why, proportionally, they may now be below the numbers in areas that are controlled by Conservatives?
First, let me just thank my right hon. Friend, whose work over a number of years did more than just lay the foundations for this programme: it really got it under way and on the road to success, so I thank him personally for his work on this. He is absolutely right about the importance of maintaining officer numbers. We have created financial incentives to ensure that happens, and I know police and crime commissioners and chief constables are very keen to make sure those numbers are maintained.
On individual police and crime commissioners, my right hon. Friend is right. In some parts of the country, in the years when we were repairing the financial damage of the last Labour Government, some PCCs did not protect frontline numbers, meaning they were coming up from a much lower base. When the former Prime Minister, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), was Mayor of London and my right hon. Friend was Deputy Mayor for Policing in London, they protected police numbers, which is why London, in common with 27 other police forces, has record numbers.

Commons ChamberI know that the rate of interest on student loans is a matter of great interest to my right hon. Friend and his constituents. The switch from maintenance grants to loans that are effectively contingent upon income has been a success, in that we have seen during this period a significant increase in the likelihood of 18-year-olds from disadvantaged backgrounds going into higher education, but of course we constantly keep these things under review.
I have been speaking to a lot of students in recent weeks and they are obviously anxious about the cost of living. While student maintenance loans have increased by just 2.3% on average, inflation has rocketed to more than 10%, accommodation costs are up 5%, food costs are up 14.5% and transport costs are up by 10.6%, hitting commuter students particularly hard. The result is that students are facing an average funding gap of £439 per month and dropping out, while the Government are facing a credibility gap in this sector. Can the Secretary of State tell us what students are supposed to do?
As I outlined previously, £261 million is available in this academic year to support disadvantaged students who need additional help. We have been working closely with the Office for Students to make sure that universities support those who are in hardship. It is worth pointing out that students will also benefit from reductions to their energy costs if they are buying from a domestic supplier, through the energy cost support package that we are putting in place. We have, as the hon. Gentleman said, continued to increase support for living costs over the last few years. He will know, however, that we keep these things under review constantly and an announcement on the uplift for this year will be forthcoming shortly.
I am pleased to say that the right hon. Lady is right and a number of minority groups now outperform the average, not least the largest group of the black community, those who would identify themselves as black African, who outperform the average in a number of ways. She is right, however, that there is underperformance by a number of black Caribbean pupils, mainly boys, and I certainly undertake to her to try to investigate why. However, I am sure she would agree that although external factors such as disadvantage can influence educational outcomes, the standard of the school and of the teaching that those pupils receive can often overcome many of those barriers. If she has not already done so, I urge her to visit the Michaela Community School in Wembley, which I visited two weeks ago and which is seeing extraordinary results from a very mixed and diverse community, in a very challenged part of London.
One key reason for underachievement—of all pupils, including pupils from different ethnic minorities—is the absence of children from school. At the start of term this September, there was just 93.5% attendance in all schools, which means that children lost up to an estimated 17.6 million hours of learning. At the start of school term, we would expect to see higher rates of attendance, of about 98%. I know that the Department has appointed 13 attendance advisers, but we have 1.7 million absent children and 100,000-plus so-called “ghost children”. What is my right hon. Friend doing to get those children back into school, so that the 1.7 million persistently absent children are safely returned to the classroom?
The Chairman of the Select Committee is absolutely right to push hard on this issue because it is vital to the future of not only those children, but their families. He is right that following the pandemic we have seen a reduction in attendance. One silver lining coming out of the pandemic was the fact that we now have real-time attendance data for a majority of schools—we are working to complete that for all—which allows us to focus in our efforts on driving attendance in those schools. Given my previous job at the Home Office, I am particularly keen that police, schools and local education authorities should work closely together to make sure that those children who are not at school and are not findable at home are found somewhere out in the community and brought back.
You are meant to work through the Chair, Secretary of State. If you could do so, it would be very helpful, because at least then I could hear you as well.

Commons ChamberI would like to make a statement on this week’s heatwave. Coningsby in Lincolnshire broke records yesterday when it registered a provisional reading of 40.3°C. According to the Met Office, no fewer than 34 locations around the United Kingdom exceeded the country’s previous highest temperature of 37.8°C, which was set in 2019.
We have seen a collective national endeavour to prepare for and manage the effects of the heat, from town hall to Whitehall and across various industries, to keep people safe and infrastructure functioning. From water companies and rail engineers to public servants across the land, everyone has pulled together, with members of the public responding in a responsible way that took the pressure off vital public services.
Our national resolve has been exemplified by our fire and rescue services, for many of which yesterday was the busiest day since world war two. They were undoubtedly stretched, but coped magnificently. The systems in place to make sure that the fire services can operate nationally as well as locally worked well. In tinderbox conditions, they have dealt with dozens of wildfires around the country over the past 24 hours. Fifteen fire and rescue services declared major incidents and handled emergency calls the length and breadth of the country.
Sadly, at least 41 properties have been destroyed in London, 14 in Norfolk, five in Lincolnshire and smaller numbers elsewhere. On behalf of the Prime Minister, the Cabinet and, I am sure, the whole House, I would like to pass on our sincere condolences to those who have lost their homes or business premises. I know that my right hon. Friend the Secretary of State for Levelling Up, Housing and Communities is working closely with local authorities to provide support to them.
Throughout recent days, the Prime Minister has monitored our work and has been specifically briefed on a number of occasions; we briefed him again this morning. The Prime Minister was briefed during the wildfires by Mark Hardingham—the chair of the National Fire Chiefs Council—and the civil contingencies secretariat. He has passed on his thanks to all the brave firefighters who have sought to control the flames in such debilitating conditions. I would also like to pay my tribute to the fire control staff, officers and support teams for their essential work and to the other agencies that have made such tremendous efforts in recent days: the NHS, our emergency call handlers, the police and the Maritime and Coastguard Agency, among many others.
Hon. Members will be relieved to know that some pressure on these services will now ease as the fiercest heat has subsided. Many incidents are now being scaled back. Thunderstorms are likely this afternoon, but for much of the country, more clement, dry conditions are the pattern for the coming days. The Met Office, however, stresses that the summer is likely to bring further hot weather and wildfire risk remains elevated. That is why we are treating this heatwave as an exacting test of our national resilience and contingency planning. As always, there is no room for complacency.
We have seen over the past few days what we can achieve when we prepare properly and then work closely together. Owing to the technical expertise of the weather forecasters who predicted with admirable precision the peak of the heatwave and how high the temperatures would be, the Government were able to launch an advance campaign of comprehensive public advice. Our early data shows how, well before the heatwave arrived, people were taking on board that advice from the UK Health Security Agency, the NHS, the chief and deputy chief medical officer, emergency services and key agencies on the ground.
Because of our established local networks and colleagues in the devolved Administrations, we had people spread across the UK ready to step in when it mattered. I am particularly grateful for the co-operation and support that we received from the Scottish Government, the Welsh Government and the Northern Ireland Executive. We all need to manage these events together.
I would like to give some examples of how people taking the right action helped to mitigate the effects of the extreme weather, starting with the heeding of advice. Fully five times as many people accessed NHS England internet pages on how to manage the symptoms of heat exhaustion in the critical week beginning 11 July. We had feared that our vital 999 call services would come under untold pressure, yet as the mercury climbed inexorably on 18 July, fewer 999 calls but more 111 calls were made than the week before. That suggests that the public had heeded the advice to avoid 999 except in emergencies.
With travel, once again people were playing for the team. The public stayed at home to avoid the heat, not venturing far. The data bears that out: on Monday, footfall at major London stations was at approximately 35% of normal post-pandemic levels. Network Rail reports that passenger train numbers yesterday were approximately 40% down on the previous week. We did not forget those who cannot easily leave their homes; we asked people to look out for the elderly and for vulnerable family members and neighbours.
Tragically, 13 people are believed to have lost their lives after getting into difficulty in rivers, reservoirs and lakes while swimming in recent days; seven of them, sadly, were teenage boys. I would like to pass on our sincere condolences and those of the whole House to the families of the victims for their terrible loss.
Of course, we have still to work through the longer-term consequences of the heatwave. The true picture will not come until all incidents are analysed, all emergency teams are debriefed and all incident logs and data are reconciled. A great deal of data has yet to come in from colleagues in the devolved Administrations and from local authorities and agencies around the country. We recognise that we are likely to experience more of these incidents, and that we should not underestimate their speed, scope and severity. Britain may be unaccustomed to such high temperatures, but the UK, along with our European neighbours, must learn to live with extreme events such as these.
The Government have been at the forefront of international efforts to reach net zero, but the impacts of climate change are with us now. That is why we have a national adaptation programme under the leadership of the Department for Environment, Food and Rural Affairs. As we have seen in recent days, we will continue to face acute events driven by climate change. It is the responsibility of Cabinet Office Ministers to co-ordinate work across Government when those events take place.
The Government will continue to build our collective resilience. To that end, the national resilience strategy, about which I was asked on Monday, will be launched at the earliest possible opportunity by the incoming Administration. In the meantime, I will continue to co-ordinate the work of teams across Government in building resilience to make sure that the country is ready to meet the challenges of the autumn, the winter and beyond. In that spirit, I commend this statement to the House.
My hon. Friend is right: Norfolk Fire and Rescue Service was severely tested yesterday. As I said earlier, it received mutual aid—from, I believe, as far afield as Merseyside—to help it in that battle, and I understand that those services will remain in situ to ensure that Norfolk Fire and Rescue Service can get back on its feet and deal with any event that may arise over the next few days. My hon. Friend is also right to suggest that, while we are very focused on the continuing elevated risk of wildfires, the long-term work enabling us not only to make our own contribution to the battle against climate change but to lead the world and challenge some of its biggest polluters to change their habits and their uses of fuel is critical, and I know that in Parliaments to come he will be at the forefront of that fight.

The Father of the House raises an extremely important point about the ability of our emergency services to cope and their resilience. Each of those organisations and their leaders will have to take that into account over the months to come. I have said to the team internally that we must learn exactly such practical lessons during this brief but nevertheless severe period of weather. I am sure we will see impacts on the transport network and elsewhere in the next 36 hours, some of which we can mitigate, but it is probably the case that not all effects will be mitigated; we should learn those lessons. My hon. Friend raises an important point for the future.
My hon. Friend raises an important point. In all our public messaging, we have tried to be balanced and moderate in our view, and to point to the particular vulnerability of certain smaller groups. Indeed, I have asked Secretaries of State to identify those vulnerable groups and possibly to target them with more urgent communication—particularly the elderly, who often live alone, and who we know from elsewhere in Europe are vulnerable in this kind of weather. My hon. Friend raises an interesting point about our adaptation to climate change. As we see more extreme weather events, we must bear in mind that we need to protect ourselves from the heat, but at the same time we need to be able to adapt to cope with the cold as well. That often creates a challenge.
My hon. Friend makes an extremely important point and I am more than happy to reinforce his message. As he may know, we have issued a red alert for wildfires. We are very concerned and all fire and rescue services are stood up to deal with them as fast as they possibly can.
It might be worth having a helicopter capable of actually reaching the moors with the equipment to put the fires out, which they did not have last time.

Commons ChamberThe hon. Gentleman raises an important point about access to ambient and fresh food for all of us. I know that the Home Secretary is in constant discussion with colleagues in the Department for Environment, Food and Rural Affairs and the industry about the provision and balance of labour that we encourage to come to the country to help us with summer harvesting, for example. We also need to work hard to ensure that the bulk of our imported fresh food gets here quickly and can enter the supply chain extremely quickly. My right hon. and learned Friend the Minister for the Cabinet Office and I will work closely over the summer to ensure that our short, straight supply lines are maintained as efficiently as possible.
I have a small domestic tip for the hon. Gentleman that I learned from a friend who works in the industry. It is extremely important that the chill chain is maintained. If he can get chilled food as quickly as possible into his fridge, it will last a lot longer than if he leaves it hanging around and then chills it again. That is particularly true of dairy products.
The right hon. Lady has her very own brand of toxic, which she attempts to pump into everything that the Government do. [Interruption.] No, no, we cannot conduct debate in this House on the, “When did you stop beating your wife?” questions. This inquiry will be independently chaired and thoroughly conducted. It will have statutory powers to summon evidence and witnesses, in the way that others have done. We are determined to learn the lessons of the covid pandemic, notwithstanding some of the enormous, difficult but nevertheless globally important decisions that the Prime Minister had to take, not least acquiring vaccines and researching vaccines before anybody else. Nobody thinks that everything that happened during the pandemic was perfect, but to start her contemplation of this issue by maligning the motives of those Ministers who put their shoulders to the wheel at a time of national emergency is, frankly, disgraceful.

Commons ChamberAlthough, obviously, people do leave the probation service from time to time, I hope the hon. Gentleman recognises the very vigorous recruitment campaign over the past three years. We have taken on: 1,007 new recruits in 2020-21; 1,518 in 2021-22; and 1,500 more this year. However, he is right that we need to work hard to make sure that we retain staff as well. There is a variety of strategies that we can put in place to make sure that that is the case, not least looking at the workload, which is often a cause of stress and strain. I am pleased to say that the latest numbers tell me that only 4% of probation officers have a workload above the recommended maximum, and there are obviously reasons why that may be the case. Having said that, there is, obviously, much more that we can do, and one of those things is to agree a productive and helpful pay settlement. We are in conversation with the unions and, indeed, with colleagues in the Treasury about reaching a conclusion on those discussions soon.

Commons ChamberI agree with the hon. Gentleman that the provision of a home—of accommodation—for those leaving the secure estate is critical. We believe that there are three pillars to success: a job, a house and a friend to put people on to the straight and narrow. I do not have to publish a report to underline that, because there has been plenty of research to prove that it is the case. The hon. Gentleman will be pleased to know that we do have an action plan, with some challenging targets, to ensure that all those leaving the secure estate can access the accommodation they need to get them back on to the straight and narrow.
My county colleague can always be relied on to emerge from the forest and ask the most challenging questions. He is correct that independent working projects, while not ideal, were introduced during the pandemic to allow offenders to discharge their sentence with robust and rigorous projects done at home, such as manufacturing personal protective equipment or, more recently, clothing items for Ukrainian refugees. It is our intention to reduce the proportion of sentences that can be done under home working, although for those who cannot handle a brush and a shovel there may well still be a place for it in the future—

Commons ChamberThe revulsion is not confined to women. There are many men, including me, who obviously find it a distressing incident to contemplate. I very often find it helpful in these circumstances to put one of my own relatives in a similar situation to bring home the impact. I am not at all denying the fact that it was distressing and appalling and that it should not have happened, as the Metropolitan police have said themselves.
The hon. Member for Streatham (Bell Ribeiro-Addy) referred to a number of incidents that have prompted concerns about the culture in the Met, and she, I hope, will be pleased to know that I had a meeting last week with Dame Louise Casey who has obviously been detailed by the Metropolitan Police Commissioner to look at the culture across the whole of the Metropolitan police. Her work will dovetail neatly with the work of the Angiolini review, which is looking, in its first stage, at the circumstances surrounding the employment of Wayne Couzens. Following that, stage 2 will look more widely at culture and policing. There is no doubt that there is work to be done here, and we are determined to do that work.

Commons ChamberI completely agree with my hon. Friend. Although it is possible for us to hold inquiries, make structural changes and urge the organisations to examine their internal cultures, in the end, it is a matter of leadership and the signal that is sent by senior police officers about how junior officers should comport themselves and the confidence that officers should have internally to call out bad behaviour, whether that is homophobia, racism, sexism, misogyny or whatever it might be.
The inquiries that are under way, the work that the National Police Chiefs’ Council is doing, and the inquiries within the Metropolitan police, will put us in a better place to face those unpleasant phenomena within the organisations. My hon. Friend is right to point out that every day, up and down the land, thousands of police officers do remarkable things and we should never forget that.
I understand the hon. Gentleman’s frustration, but I am sure he will understand that it is extremely important that the IOPC relies on the “I” and that it is the Independent Office for Police Conduct. It therefore cannot be ordered by Ministers or anyone else to investigate or not investigate. I am given to understand that in this case, in the light of the evidence that has come through, it is considering whether to reopen the investigation. It would not be proper for me to influence its decision either way, in the same way that it is not for me to order the police to investigate any individual or otherwise. We should wait and see what the IOPC has to say and wait for the other inquiries commissioned by City Hall and by the Met, and see what the picture looks like after that.
Just to finish, Mr Speaker, the Government take this incident extremely seriously and we want to do everything we can to make sure that it does not happen again.

I understand my right hon. Friend’s sentiments. As he will know, particularly with regard to the threat level, a written ministerial statement was issued yesterday. We understand the need to keep the House informed and to provide reassurance, but the issue with statements to the House is that they have to be timed at such a stage where we believe that the balance is right between the information that we can give and the likelihood of further speculation about a case emanating from a statement, and that is sometimes difficult. But I take his point about the implications and will certainly think more carefully about the timing in future.
Just from my point of view, a written ministerial statement to the House is not good enough. It should be a statement to Members. They expect it, so please let us not hide behind that in terms of what we think is right or wrong. We all know what is right and wrong.
I understand that my right hon. Friend is not necessarily associating this particular case with the strand of work that he is looking at, but he is quite right that there have been a number of reports over the past few years that have looked into the very difficult job of combating radicalism, not least in an internet age. I know that he is impatient for change. My right hon. Friends the Home Secretary and the Minister for Security and Borders are applying themselves with some enthusiasm to that area of business, because although we can do a lot on prevention from an organisational and a policing point of view, in the end it is critical that we get to the root cause: the radicalisation, often self-radicalisation, of individuals, which often happens online.

Commons ChamberI understand the hon. Member’s distress at that case. As he knows, we are busy about the job of increasing police capacity. We are over halfway to the 20,000 extra police officers—we have 11,053—and a significant number of those are heading towards the west midlands.

Commons ChamberIt is typical of my hon. Friend that he would gather his constituents together to give voice to their concern in this area. The message I would give them is that we recognise their distress and concern. As dog and cat owners ourselves, it is inconceivable to us that our pets might be stolen; the damage and trauma that would be caused to my family if that awful event were to happen is keenly in our minds. The policy development work on this offence has begun. As I said earlier, we hope to bring legislation forward as quickly as possible, so that he and the many other Members who are very interested in this subject and recognise the distress that has been caused in communities up and down the land by this crime can exercise their free democratic will and put the offence on the statute book.

Commons ChamberThe hon. Gentleman has a long association with the trade union movement, which I know he has found rewarding in every sense of the word. As I said, we are not, as a Government, involved in pay bargaining for the fire service. There is a national joint council, where the Fire Brigades Union is represented 50:50 with employers. As I am sure he will know, the FBU has accepted a pay offer for the coming year that will be payable from the 1st of this month. There will be a White Paper looking at reform in the future and we will see what comes out of that consultative process.
I do not think it is on good terms for the Minister to be sneaky in the way that he approached the answer. The underhand in there was a bit leading and I hope that we have a better relationship on all sides of this House.

Commons ChamberObviously, I am very alarmed to hear about that incident. I hope that the hon. Lady will advise her constituent, if she is unhappy, to pursue a complaint about her treatment through the provisions available to her, both through the Metropolitan police and through the Independent Office for Police Conduct. As part of our work over the next few months towards a new violence against women and girls strategy, we will be engaging the police to ensure that, as the hon. Lady says, every victim who comes forward to the police and makes allegations of such a serious nature is taken into account.
I have to say that, while I am sorry to hear about that experience, I have witnessed some very good and important work by the police, not least the Metropolitan Police Service. I recently visited its predatory offenders unit, which specifically targets those who commit domestic violence and abuse where the victim is too afraid to pursue a prosecution, and looks for other ways to apprehend the perpetrator and put them behind bars.

Commons ChamberThe hon. Lady is quite right that legislation is only half the fight. The implementation of that legislation, and what we actually do physically on the ground for the victims of domestic abuse, are key to ensuring that we reduce the number of victims and increase the number of perpetrators who receive punishment.
When I was Housing Minister, I was pleased to work closely with the supported housing sector, particularly in the area of refuge, to ensure that refuges stayed within the housing benefit regime, rather than moving towards universal credit. One key plank of the argument that we made to Treasury colleagues was that that would enable greater investment by the sector in this area, as it could then be confident on the income stream that will arise from people who are within that kind of accommodation. I have just taken over the brief on victims, so I will shortly be talking with colleagues in MHCLG about what more we can do on supported housing—not just for people in that particular situation, but more widely for those who are seeking either to build a better life post incarceration or to escape victimisation.

Commons ChamberIn my nearly six years in the House, I have watched with admiration as my hon. Friend, terrier-like, holds the Government to their commitments; he is doing exactly the same today, and I do not blame him for it. He is quite right that we have seen a big increase in police officer numbers, but there is much more to come. We have done 6,620, which means that there are 13,000-odd yet to go. The Government’s commitment to the number of 20,000 is about as solid as it gets. It is the same as if the ravens were to leave the tower: if we fail to fulfil this promise, there will be fundamental problems and consequences for Government, not least, I am sure, from my hon. Friend.

Commons ChamberMy hon. Friend raises a very pertinent point. Of course, we were trying in this process to do what the law tells us to do, which is to respect people’s privacy and to delete data that we are supposed to delete. It is possibly true that some Members on the Opposition Benches—not, I have to say, the hon. Member for Torfaen (Nick Thomas-Symonds), but others on those Benches—have an interesting relationship with the notion of the police using and interpreting data. This is an issue of technical complexity, which software engineering experts in the Home Office are grappling with day by day. We will bring more information as we have it, but safe to say—I know that my hon. Friend takes a strong interest in policing and the policing family—we are doing our best to ensure that the police are in as good a position as they can be to continue to fight crime.

My hon. Friend raises an extremely important point. I understand his consternation on behalf of his constituent and his wish that that case in particular be dealt with speedily. No doubt the commission will have paid attention to his concern. We have recently invested significantly in the commission, with hundreds of thousands of pounds in capital funding to ensure that its IT is up to scratch. It is within a whisker of reaching its target of 36 weeks as the average time taken to deal with a case, and of 85% of cases being dealt with in under 12 months. It is very important for the integrity of the judicial system not only that we convict the guilty, but that we make sure that innocent people who are erroneously convicted have their sentences corrected.

Commons ChamberI am pleased that our pledge to recruit 20,000 extra police officers is so popular, particularly in Lancashire. The hon. Lady will be pleased to know that 100 of the 153 that were allocated to Lancashire out of the first 6,000 had already been recruited by 30 September. They join the 5,834 that we have recruited towards our 6,000 target, which was due by next March; as Members can work out from the maths, we are well ahead of target. As for where those officers are based, that is a matter for the chief constable, who makes that operationally independent decision, in collaboration with the police and crime commissioner in the county.

Commons ChamberI am aware that my hon. Friend has made a huge impact in his constituency since he was elected recently and that this is a result of something that he has campaigned on for some time. I applaud Katy Bourne—who is one of our leading police and crime commissioners and is always innovating—on the establishment of this unit, and I hope that it will make a big difference.
I am reminded with rural crime of that interesting philosophical question: if a tree falls in a forest and no one is there to hear it, does it make a sound? If a crime happens and no one reports it, do the police see it? I urge my hon. Friend to encourage his constituents, particularly in rural areas—we have had a number of questions on rural crime today—to report every single crime, because modern policing is driven by data, and if a crime is not reported, as far as the police are concerned, it probably never happened.

Commons ChamberOn a point of order, Mr Speaker. I want to bring the House’s attention to the fact that a police officer was sadly shot and killed overnight in Croydon. The details are still emerging, but the Home Secretary has spoken to the Commissioner of the Metropolitan police and offered the help and support of the Home Office as the force comforts family, friends and colleagues and investigates this crime. We ask our police officers to do an extraordinary job. The fact that one of them has fallen in the line of duty is a tragedy for the entire nation. I know that the entire House will offer their condolences to his family, friends and colleagues. May he rest in peace, and may justice follow this heinous crime.
I thank the Minister for that point of order. It is shocking news. This should never happen to the people who protect us to make us safe. All our thoughts and prayers are with the family and friends and the police community.

Commons ChamberI think my hon. Friend has missed his calling: his forensic examination of these documents is to be admired. During the course of the debate I will seek an answer to the question that he raises; I do not have it at the moment. In response to an earlier point that he raised, it is not just the police who are the users of forensic services; very often defence will use them. Having a consistent regulatory environment that is observed by all means that we will get greater consistency in courts, and therefore there will presumably be less time lost—and a saving—in trials that are broken, cracked or have to be delayed because of differences in forensic evidence.
Unfortunately, the reality of Britain’s forensic services is far removed from the glamour of “NCIS”. Britain’s Sherlockian sleuths and Clouseauian crime detectives do exist in our police forces, and they do a sterling job, but they have been hampered and held back for years—for at least seven years, as my hon. Friend the Member for Bristol North West said. There are three reasons for that.
First, cuts in police and research budgets have adversely affected spending on private forensics. The hon. Member for Bolton West (Chris Green) attempted valiantly in the previous Parliament to raise that issue. Sadly, the election, which not all of us wanted, put paid to that. Whatever happened to the Fixed-term Parliaments Act 2011? I think it is going soon. Anyway, as he pointed out, expenditure on private forensics has come down from £120 million in 2008 to £50 million at the moment. The House of Lords Science and Technology Committee uncovered those figures last year.
Secondly, there is a lack of competitiveness. Even for fans of the free market, this is not a good way of running the system. The forensics marketplace is in a fragile state, because it is not purely one thing or the other. Thirdly, there is the laxity of the regulatory regime, despite the fact that there is a Forensic Science Regulator. The Bill seeks to address that by calling for a new Forensic Science Regulator, so that our justice system is better equipped to deal with modern crime.
When the regulator itself states that innocent people are repeatedly wrongly convicted and criminals are escaping the long arm of the law due to the failure of the forensic science system to meet basic standards, something has obviously gone very wrong. It is no exaggeration to say that it is positively criminal that the watchdog—currently incarnated as Dr Gillian Tully, who acknowledges this herself—is so toothless, so lacking in cojones, that it is purely advisory. It does not have legal powers to require private providers to meet standards, or to impose fines if they do not meet them.
How did we get here in the first place? It was actually under David Cameron, another PM who swiftly left the crime scene. Paul Roberts, a Nottingham University professor of jurisprudence who specialises in this field said in 2015:
“in a moment of penny-pinching madness that future governments may regard with incomprehension, the UK coalition government closed down the world-famous Forensic Science Service, arguing—quite improbably—that the private sector would fill the gap…this move to free-market forensics is not meeting the justice system’s need for high-quality scientific support and has put in jeopardy long-term forensic research, development and training.”
He laments the closure as part of what he calls a “landscape of ‘austerity justice’”.
Although the hon. Lady is right that the Forensic Science Service was closed, and that part of the argument for its closure was the cost, because it was losing significant amounts of public money at the time, there had also been a series of forensic science failures resulting in high-profile abandoned trials, which meant that reform was felt necessary. It was not purely ideological; it was as much a practical and results-driven decision as anything.
Just for the record, the FSS provided a very good service. The labs at Chorley were fantastic.

Commons ChamberOrder. We need interventions to be short, because I am worried that the hon. Gentleman will not have enough time to respond to the debate in his own speech.
I do accept the “golden thread” argument, but what I am trying to illustrate is that in February and March of every single year of my tenure that argument was waved in front of me, and it never came true.
I have some observations to offer on some of the arguments we have heard today. First, on the connection between police numbers and crime, I can say from experience that there is absolutely no direct connection between the two. The best illustration of that I can give is the apprehension of Delroy Grant, a night stalker in south-east London. That man terrorised and raped elderly people over a period of 17 years. The operation to catch him was the largest and most complex the Met had ever mounted and it cost millions and millions of pounds. They did not catch him for 17 years because they were trying to catch a rapist. They appointed a new investigating officer who realised that they were trying to catch a burglar, and then they caught him within two weeks. Millions of pounds was spent on the wrong investigative method. If they had adopted the right method earlier, they might have prevented a lot more crime. Homicide in London fell from 211 in 2005 to 101 in 2012—happily at the end of my tenure. Is anyone saying that we should have the same number of police officers investigating murder as we had back in 2005? Of course not. There is no direct connection between the two.
Those Members who are complaining about a rise in crime types in their constituencies would do better to ask serious questions of their police forces about performance, technology, targeting and skill. Let us look at two similar police forces, Warwickshire and Cleveland. Cleveland currently attracts a lot more funding than Warwickshire, despite the fact that they have similar populations. Warwickshire’s performance, however, is excellent. Cleveland has just been criticised for not handling antisocial behaviour correctly. Performance—skill, leadership and focus—has much more of an impact on crime types in any particular area than money does. I recommend that Members go and ask some of those testing questions. Most of the time, police officers know where, when and by whom crimes will be committed, and using intelligence better will be much more effective.
My hon. Friend is making his point in a typically powerful way. Does he agree—this might be a cynical point—that there are some who will say that we should not be playing ball as we have been doing in trying to reduce our budgets, in order to make political capital? That might make good political press releases; it does not make good policing.
Order. When I say I want short interventions, I do not mean, “Then carry on and make long interventions.” [Interruption.] No, I decide whether it is short. I am sure, Mr Hoare, you can find something else to do rather than challenging the Chair. I am sure that is not your intention. I want to get everybody else in, and the only way I am going to do that is to have fewer interventions. I want to allow the right amount of time for the closing speeches.
My hon. Friend is right. I sat in the chamber at City Hall for year after year while Labour members waved the shroud for the public and tried to engender a sense of alarm, and of course crime dropped year after year, particularly very serious crime.
There is more to come out of police budgets—cars, buildings, reoffending rates, possibly a merger with the probation service. There is a huge amount that can be done. Many police forces still have not got a handle on procurement in the way that local authorities have, and many of them are saddled with scalping PFI deals that were brought in under the Labour Government. All of us bear the scars of that.
Much has been made of the supposed rise in crime as a result of online crime and cybercrime, but the truth is that no single force can tackle this. The idea that giving Lancashire more to deal with cybercrime will do anything for us is ridiculous. Often the perpetrator is not within the force area and may well be overseas. We would be much better off having a focused, efficient, combined central force to deal with cybercrime, which is exactly what is proposed.
Finally, I want to say something about the police formula. For many years it has been an unspoken secret—something that senior police officers sniggered about behind their hands—that the formula that was put in place 10 years ago was so manifestly unfair, but nevertheless politically sensitive, that politicians would never have the courage to meddle with it. During the four years that I was deputy Mayor for policing, there were constant complaints about the police formula and nobody really had the cojones, if that is parliamentary language, to get a grip on it. So I congratulate the Minister on finally dealing with it.
As my hon. Friend and neighbour the Member for North East Hampshire (Mr Jayawardena) mentioned, the biggest injustice in the formula has been damping. Most of the Opposition Members who have been complaining about cuts have forces that were beneficiaries of damping. Merseyside and Sussex did well out of damping. Hampshire has been significantly penalised over the past 10 years by damping, and its removal will be welcomed not only by those forces that have been penalised thus far and which will therefore benefit, but by anybody who is interested in fair play in police finance.
Some of the forces that have benefited from damping thus far, such as Lancashire, were wise and knew that they were living on borrowed time, so they took action and built up their reserves. Lancashire, as we have heard already in the debate, has £65 million in reserve. Much of that is money that has been accumulated by taking money away from Hampshire. Now that we are getting to a fairer formula and a level playing field for all counties, it is time for Lancashire to use Hampshire’s money to plug the gap that it may now experience.
