Commons ChamberOn a similar theme, levelling up is undoubtedly a noble ambition, and the Arts Council funding has been too London-centric for too long¸ partly due to the subsidies to the Royal Opera House, which, if the Minister ever visits there, he will see is a bit like the Starship Enterprise, in terms of facilities. In correcting the imbalance, however, does he agree that the Arts Council needs to be careful about not potentially wrecking established institutions such as English National Opera, which was given very little notice of funding cuts? As a result, it is threatening legal action. A soft landing is needed. Does he agree that he needs to speak to the Arts Council to ensure that, when it makes such decisions in future, it has a plan in place to ensure that those institutions are at least protected and have a way in which to cope with the decision?
I reiterate that the Arts Council is an arm’s length organisation. We have had several meetings to hear about the long processes that it has undertaken to consider each of the awards that it has made. We pushed it to increase the transition period of funding, recognising the difficulty that that may present to other people. We hope that both Arts Council England and English National Opera will work together—we certainly encourage them to—on the possibilities for the future of the organisation.

Commons ChamberDoes the Minister recognise the very real concerns about the potential loss of local distinctiveness through the proposed cuts? Should the BBC really be once again aping the commercial sector by coalescing around theme rather than genuine distinctiveness? That is where we are going with these plans. Does the Minister recognise that the cuts make reforms to radio prominence absolutely crucial? Will she quash growing rumours that the main potential vehicle for such reforms—the media Bill—is to be shelved or delayed?
I thank my hon. Friend the Chair of the Select Committee. I am particularly grateful to him and the Committee for their very important work and investigations into local journalism, and for the opportunity to present to the Committee a couple of weeks ago. One of the issues the proposals raise is whether the BBC investing more online has an impact on local news providers, which compete for that online space. On the media Bill, we in DCMS are keen to introduce it as soon as possible and we hope to be able to provide further details.

Commons ChamberLet me first welcome the Secretary of State to her place, and welcome, too, the refreshing degree of engagement with the Select Committee that is now under way. I also welcome her assurance that she will be strengthening the Online Safety Bill’s protections for children, but there has been speculation, following previous comments, that she will be reviewing the duties of care for adults relating to so-called “legal but harmful content”. Can she clarify what changes she is minded to make in relation to such content?
We will be coming back to the House with this in due course, and the Bill will be coming back imminently. This is my key priority—I cannot stress that enough. Protecting children should be the fundamental responsibility of this House, and we will strengthen the provisions for children. I have given that assurance directly to Ian Russell, and I give it again now in the House. We are, however, rebalancing elements for adults’ freedom of speech, while also holding social media companies to account so that they cannot treat different races and religions differently, contrary to their own terms and conditions. Fundamentally, the Bill must be about ensuring that we are protecting children, and we will be bringing it back to the House as soon as possible.

Commons ChamberI was originally going to ask about the Commonwealth games, which is obviously a fantastic event for the west midlands, but I wish to focus on something else that is very good news in my locality. Will the Secretary of State join me in congratulating Solihull council, Solihull Community Housing and CityFibre on striking a deal to ensure that 4,000 community housing tenants are given the very latest full-fibre network? Does she agree that whatever our roll-out programme in towns, cities and villages across the country, we must make sure everyone is covered in those localities so that we leave no one behind as we strive to finally join the first rank of connected nations?

I have been told by several credible sources that DCMS is briefing that the Secretary of State still wants to introduce a new Joint Committee, by a motion of this House, to monitor the regulation of online harms—even the name of its Chair and for how long it will sit have been briefed. Given there is no collective agreement and that paragraph 104 of the Government’s response to the Select Committee’s report expressly rules out such a new Joint Committee to scrutinise digital regulation, what is the Secretary of State’s actual position on this?
On a point of order, Mr Speaker. I need some guidance from you about the answer I have just been given. Paragraph 104 of the report we have just published today and laid before the House states that
“we see real risks of duplication in creating a Joint Committee focused on digital regulation more broadly. Such a committee would cut across the work of existing parliamentary committees that are already well placed to scrutinise digital regulation and for this reason we do not support the recommendations on this from the Joint Committee on the Draft Online Safety Bill”.
Should such commitments given in writing to a Select Committee be adhered to, perhaps not forever, but for more than 24 hours? What is your view on those who are briefing at the same time as a Committee Chair receives certain commitments in writing? Will you make it clear to the House that the establishment of such a Committee would need Opposition parties to agree to fill it?
I do not want to carry on the debate. The hon. Gentleman asks how Ministers can clarify their policy on establishing a Joint Committee on digital regulation. It is open to the Minister to make a written or oral statement to the House on the matter. Alternatively, the hon. Gentleman can table further questions to the Department. He may wish to contact the Table Office for advice. Also, as Chair of the Digital, Culture, Media and Sport Committee he has a lot more powers than other people in this House, and a decision on establishing a Joint Committee of both Houses would be a matter for both Houses. So he may pursue this in other ways, but I certainly do not want to extend the debate any further.

Commons ChamberThank you, Mr Speaker. The Select Committee system is the jewel in the crown of Parliament and well capable of providing the right scrutiny. Those are not my words but those of the Prime Minister and the Leader of the House. With that in mind, in the upcoming Online Safety Bill will the Secretary of State proceed with utmost caution over the proposed permanent standing Joint Committee, which would curtail her own powers and those of Ministers across Government, and if the precedent were followed to its logical conclusion, it could lead to the dilution of the Select Committee system? If it ain’t broke, don’t fix it.

I wish to thank the hon. Member for Stockport (Navendu Mishra) for bringing this urgent question to the House. I refer Members to my entry in the Register of Members’ Financial Interests. Like many cricket lovers in this country, I feel a fool. I thought my sport was more colour-blind than most, but it most certainly is not. At Yorkshire, it is clearly institutionally racist, and Lord Patel has the mother of all jobs in turning that once venerable club around. I would like to chide the club about the report, because, despite publicly promising to issue it to myself and to the Government, it has not yet done so. That report needs to be in our hands today.
Does my hon. Friend agree that this is more than a Yorkshire problem, and that it is a national problem within cricket? Although I agree that the likes of the ECB must now have a permanent place on the board at Yorkshire to ensure that it is guided to a better place, I think that we also need substantially better whistleblowing procedures in the sport. We also need the likes of Ebony Rainford-Brent and Michael Holding, who are an inspiration not just to cricket but to wider sports and to our society, to be front and centre in cricket’s battle against racism. It is going to be a tough fight, but I truly believe that the whole House will agree that it is one that must be won, out in the open so that we can all see exactly what is going on.
I say gently to the Minister that I totally agree that if information is being withheld from a Select Committee that is carrying out its duty, that is a major matter. I hope it will be resolved today on behalf of the Committee.

Many of the event organisers who took part in the pilots did so at a financial loss, purely to help their industry and the country more widely, so the delay in getting the vital data into the public domain is a huge let-down and is undoubtedly leading to cancellations, with Kendal Calling festival being the latest example just yesterday.
Will my hon. Friend commit to releasing all available data as a matter of urgency and writing to the Select Committee with what we know to date? Does he recognise that the clear failure to do so adds to a growing impression that some decision makers are being swayed by unaccountable scientists without the proper and relevant data being put before them? After all, we are a democracy, not some sort of scientocracy.

That is how one youngster of my acquaintance had his dreams crushed by a Premier League club when being released as a player. With the fan-led review into football, chaired by my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch), under way, does the Minister agree that it needs to be more than about the architecture of our national game and that it needs to incorporate a review of how clubs treat the 98% of young people who do not make it, how they equip them for life beyond football, and how they safeguard them and their mental health?

It has been two long years since the Digital, Culture, Media and Sport Committee report on fake news, and it is welcome that, at long last, the Government have moved to appoint a regulator, to impose a duty of care and to put in place a substantial fines regime. However, there are still areas of concern. Can the Secretary of State outline his thinking on these? Does he accept that the number of priority categories defined as online harm needs to be broadened from what is currently envisaged to include things such as misinformation? The Secretary of State rightly focused on children, but this is about more than children; it is about the very status of our society and about looking after adults.
The Secretary of State also mentioned transparency reports. How can we ensure that these transparency reports do not become another exercise in public relations for the tech firms? Will there be independent outside academic oversight? When it comes to news publishing exemptions, will that also apply to video sharing?
Finally, does the Secretary of State also recognise that a system of dynamic, ongoing enforcement through a financial services style compliance regime in tier 1 social media companies provides a good belt and braces for retrospective enforcement action on what prelegislative scrutiny is planned?

I welcome this announcement; it is right that our United Kingdom recognises Her Majesty’s lifetime of service in this special and unique way. Does the Secretary of State agree that this bank holiday could also provide an opportunity for a reset for UK tourism, and will he commit to carrying out the Digital, Culture, Media and Sport Committee’s recommendations for the tourism sector: a national campaign to restore consumer confidence in tourism, a tourism data hub and the implementation of a full review with the Treasury on long-term support for the tourism sector?
My hon. Friend is absolutely right to highlight the challenges faced by the tourism sector. Tourism is about bringing people together; doors have been slammed shut and planes grounded, and it has been a very difficult time. I very much hope that 2022 will be a moment when the sector can really take off and we can showcase the very best of our United Kingdom around the world. We will be taking advantage of this opportunity to boost tourism, and I am of course carefully examining all the proposals that my hon. Friend has outlined.

Commons ChamberThank you, Mr Speaker. Today, the Digital, Culture, Media and Sport Committee has called before it the English Football League, the Premier League and the Football Association. We want to hear what they are doing in terms of community sport and, crucially, to see whether they can sort out the situation for 10, 12 or 15-year EFL football clubs that are potentially going under and ripping the heart out of our communities, as happened in Bury last year. Will the Minister join me in urging the football bodies to follow the example of other sports and finally put the squabbling aside and come to a proper deal for the good of the game?

Obviously, the progress of this virus is a body blow to sectors facing what is in no small terms a potential extinction event. Does he agree with my Committee in its letter to the Secretary of State early today that lessons can be learned from this aborted attempt to reopen sport and live entertainment, such as the issuing of a “no earlier than” date with three months’ notice, better, wider testing and funds specifically targeted at allowing adaptations to be made for safer reopening?

Commons ChamberI have to say, Mr Deputy Speaker, that I do not have any Proust. Instead, I will regale you with west midlands crime figures.
It is a great pleasure to follow my right hon. Friend the Member for the rather evocative-sounding South Holland and The Deepings (Mr Hayes). I thought that his speech was superb in its evocation and exploration of the rise in crime over such a long timescale. It was very informative indeed.
I agree with my right hon. Friend him about the glorification of knife culture in social media, which was also mentioned by my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton). We need to get a grip on social media companies, because they have a wide responsibility. They are not above and beyond society; they are part of society. We should not treat them in a way that makes them publishers, as it were, but they must be reminded of their responsibility to invest the necessary resources to ensure that such things are kept off their platforms, as quickly as possible.
This Bill represents a much-needed update in the law governing offensive weapons. It is an unfortunate fact that criminals are wont to adapt to new conditions when the law changes, so it is important for the Government to move swiftly to close loopholes when they arise.
I wanted to speak in the debate because of the almost silent gun and knife epidemic in the west midlands. It may surprise Members to know that the level of gun crime is higher there than it is in London: over 25 gun crimes per 100,000 people. In fact, the region is the only part of the country in which that level is reached. We also unfortunately have the third highest rate of knife crime of all areas of the country; only the Metropolitan police area and West Yorkshire are above us. To give a bit of context, Warwickshire abuts Birmingham and the West Midlands Police area, and knife crime in that area is about half the level that it is in the west midlands.
I see evidence of this on a regular basis in Solihull. We do not experience incidences of shootings and stabbings, thank goodness, at this time, and I hope this Bill will help to prevent any such incidences, but we are seeing a growth in aggravated acquisitive crime involving knives, particularly terror-inducing knives such as death star and zombie knives. I think of death stars as planet-killing weapons from “Star Wars”. Death star knives are absolutely shocking and there is no need for that knife to be in production at all, and there is no need for any individual to purchase such a knife. As acquisitive crime, particularly car crime, has increased, I have heard reports that criminals have sometimes brandished those knives. At present, because London gets a lot of focus there is not sufficient focus to ensure that we crack down as hard as possible. That is one of the reasons why I support the Bill; it will help indirectly to keep my residents safe.
The response of the police and crime commissioner has not helped the situation at all. Despite a massive rise in acquisitive crime—over 29% over the past year in Solihull borough—he has chosen to close, without any proper consultation, Solihull police station, effectively leaving 209,000 people without a police station. We have been promised that at some unspecified date in future there will be a new front desk effectively; that could be in a shopping centre or in Chelmsley Wood in the north of the borough. As a resident of the south of the borough, I can say that it is easier for me to get to Warwick than to get to Chelmsley Wood in the north of the borough. What message does that send out to the public when we are seeing an increase in violent acquisitive crime? Residents are saying, “We are paying our council taxes; Solihull residents are paying for an increase in precept, yet the police station is being closed.”
That will lead to longer response times. The police station is located at the centre of the constituency and of Solihull borough. If it is located at some unspecified date in the future in the north, there will be longer response times, or officers might have to come out of area from Coventry or parts of Birmingham. My residents are extremely concerned about that.
Turning to the mechanics of the Bill, the main policy concern is about balancing the Government’s aims against the rights and liberties of individual citizens. I take on board the point that many hon. Friends have mentioned about .50 calibre rifles, and I am glad that those concerns are being listened to by the Government and there is active engagement. I, too, have been approached by the law-abiding shooting community, which is very cognisant of the need for gun control and very supportive of it. It has said to me that there is always a possibility that people could end up not being able to pursue their sport because of this change. I am pleased that we are at least looking at that and addressing it.
More generally, criminalising the possession of these articles will make it much easier for the police to intervene before they are used against the public—my constituents. The Bill introduces sensible requirements for online vendors to ensure that they are not selling restricted articles to under-age buyers; this is another example of how technology and evolving consumer habits can leave the law behind.
While these specific measures will no doubt help to reduce the presence of dangerous weapons in our public spaces, I am glad that the Government recognise that the problem of violent crime cannot be tackled in isolation. In the foreword to the “Serious Violence Strategy” published in April the then Home Secretary made it clear that she intended to wage a comprehensive campaign that included not only law enforcement but charities, communities and the private sector, as well as health and education partners. That is commendable, and I hope that the Government will maintain that commitment, tackling not only violent crime but the driving forces behind it. That is something that has been reflected by the societal issues that have been raised in the debate today.
It is the first duty of the Government to protect the public, and it is right that the recent spate of vicious acid attacks has drawn a prompt legislative response. I have no doubt that the Bill will help to protect the public. This is the vilest crime that I can imagine. The horror of an individual splashing acid on to someone’s face would keep many of us awake at night. These crimes follow people throughout their lives, and we have seen instances in which people have taken their lives as a result of such acid attacks.
In conclusion, I support the Bill. In almost every respect, it is a fit and good Bill, and I look forward to supporting it. More generally, I want to send a loud and clear message to the West Midlands police and crime commissioner that the Government are doing their job and that he now needs to do his by ensuring that my community is properly protected and that we have a working police station in a town of 209,000 people.

I asked my local hospital how many carers already use its car parking spaces, which very much is our concern today. It replied:
“The Foundation Trust is currently unable to determine how many carers use the designated hospital car parks. It would therefore be difficult to assess the potential impact on car parking revenue”.
That goes some way towards answering the question my hon. Friend the Member for Christchurch asked. The honest answer is that we do not know what the impact will be on any particular hospital. My local hospital certainly does not know.
My hon. Friend is making the important point that his foundation trust does not know how many carers park at the hospital. I have asked similar questions and have not received any answers. That shows that we do not know how much the Bill would cost the country if it were put in statute.
In fairness, we have had an hour of explaining that we do not know the cost. I am sure that we do not want to rerun that.
My hon. Friend is providing a forensic discussion of the Bill and all its parts. Does he agree that we could end up with hospital trusts seeing staff members taken off the front line in order to administer these schemes, or even with administration staff, who would be better deployed in the hospital, being brought in to ensure that the right people get the free hospital parking?
Order. I think we have heard this question before. Mr Davies was asked whether staff would be taken from the front line. We are going over ground that has already been covered. This is about a Bill, about car parking, and about the benefit of carers. What I do not want to do is become involved in speculation. We are not here to speculate about the future.

My answer to the hon. Member for Bootle (Peter Dowd) is that we will find out a lot more about the future direction of tax credits and other welfare measures from the Chancellor’s Budget statement tomorrow, so we should wait on that announcement.
I am running out of time, so let me say that I completely understand why tax credits were invented. They have done a lot of good in our society. There have, however, been unintended consequences. Worst of all, they are making millions of healthy, working-age adults reliant on cash from the state. We must preserve elements of the system for those trying to get into work, but we should augment it by active programmes of raising personal allowances and enhancing childcare provision.
