Commons ChamberAngus is proud of its long-standing ties to the armed forces, and it is vital for both the country’s defences and the Angus economy that the armed forces are properly funded. While I am pleased that this Government are committed to meeting the NATO target of spending 2% of GDP on defence and that the UK has been one of only three NATO members to consistently meet that target since 2010, we should be careful not to rest on our laurels. I completely agree that we should look at 2% as an absolute minimum on which we should build. It is a start, not an end point.
The world is constantly changing, both politically and technologically. It is crucial that our military capabilities are funded sufficiently to ensure that they can keep up with those changes and secure our country in any and all circumstances. At the same time, funding alone is not enough. We must ensure that the money the Ministry of Defence does receive is spent as wisely as possible, and this Government have worked hard to make defence spending more efficient. The Government took the right decision to conduct a new defence review this year, and I look forward to its completion. I hope it will lay the groundwork for a well-funded, well-equipped military that is fit for the challenges the future may hold.
I firmly believe that the RM Condor base in Angus must be part of that future. RM Condor and the Royal Marines of 45 Commando who serve there are a valued part of Angus’s community and economy. Moreover, through their skills and professionalism, they help to keep this entire country safe. I am glad therefore to have been assured on many occasions that RM Condor will remain an integral part of our defence capability.
RM Condor quite simply is good value for money, and I am pleased that this Government recognise that. Cynical scaremongering about the future of the base by some in the Scottish National party does nobody any good and serves only to cause unnecessary anxiety for service personnel and their families. It is important that 45 Commando continues to have the necessary facilities at RM Condor, and while there are ongoing discussions about the future of the base’s airfield, the review must be conducted in such a way that it does not detrimentally affect work at RM Condor. Currently the airfield offers training facilities for the in-house rifle range and an incredibly impressive indoor facility for urban combat drills that they built themselves inside one of the old aircraft carrier hangars on the airfield. It would be foolish to divest so much of the airfield that 45 Commando was unable to utilise those resources and had to travel to alternative ranges for training.
This question can and must be resolved in a way that works for RM Condor and Angus as a whole. I look forward to these upcoming developments in defence spending. I hope and expect that they will deliver for Angus and the United Kingdom as a whole and demonstrate that we can trust only a Conservative Government with the armed forces.

Commons ChamberThank you, Madam Deputy Speaker, and I thank all Members who have already contributed to this important debate.
Those of us who are fortunate enough to have armed forces personnel stationed in our constituencies will know of the tremendous effort, both physical and emotional, that those men and women put into their work every day, and will also know of the impact that the Bill will have on people who, whether in times of conflict or in peacetime, are determined to provide us with the greatest protection possible.
In my constituency, the distinguished servicemen of RM Condor are a constant reminder to residents that they can rest safe in the knowledge that world-class professionals are nearby. Although most of those who serve in 45 Commando come from hundreds of miles away, the Royal Marines are rooted in the community. Locals are incredibly proud of the base, which is, quite simply, an integral part of the fabric of Angus.
Given the sacrifices that armed forces personnel are prepared to make, not only in risking their own safety but during the difficult extended periods away from their friends and families, it is morally right for us to do everything in our power to help them in their chosen career. I am therefore delighted that the Bill has received support from Members on both sides of the House. As has been said before, it is a Bill for families. Long periods previously separated parents from children and partners from each other, and personnel were unable to be with ill relatives. That need not continue, because the Bill offers balance.
The changes will benefit those who currently serve, and will also support recruitment in the future. Like other Members, I am particularly hopeful that more female personnel will be attracted to such roles—or, perhaps, attracted back to them, if they have previously left. We have said that we want to recruit the best, but that means that we must offer the best, and the working practices proposed in the Bill are more in line with structures that are commonplace throughout the private and civilian public sector in the United Kingdom.
The Bill is a small but significant step. It deals with an issue that has been much considered and debated, with the needs of our troops measured against the necessity of maintaining our country’s security and national defence at all times. Much has been said in the other place about the term “part-time”, which has been granted a note of derision and scorn that it does not deserve. The Bill relates to hours of work, distance from families and the question whether increased flexibility will help soldiers and their loved ones to lead better, more balanced lives. Its benefits are part of the commitment that the Government have made to transforming the armed forces into the modern, diverse and more effective organisation to which the Secretary of State again outlined his commitment in the House last week: a military in which personal circumstance or background is not important—unlike commitment to professionalism, skill, and making the people of the United Kingdom so incredibly proud and undoubtedly safe.
The hon. Gentleman is absolutely correct. We have previously had a debate on pay. I accept that it is not the dominant issue for members of the armed forces, but we would be kidding ourselves on if we did not accept that it was a major factor in recruitment and retention, as the pay review body’s own evidence suggests.
Does the hon. Gentleman not agree that it is regrettable that the Scottish Government increased the income tax for servicemen and women?
I am amazed that it took the hon. Lady so long to make that point. As she knows, because she attends these debates—sometimes—the changes in taxation have actually brought in a tax cut for the vast majority of serving personnel in Scotland, including some in her own constituency. They are among the lowest-paid members not only of the armed forces but of the public sector across the UK. By contrast, the pay freeze for someone on, say, £21,000 represents a cut of £400. I am willing to engage in a debate on pay, and I am happy to defend my Government’s record, but would she accept that it is time for the pay cut imposed by her Government to go? Nothing?

Commons ChamberThat was something that came out very clearly when the RAF base closed. There were also concerns at the time that RAF Lossiemouth might close, which would have made it a double blow. I took part in a march in Lossiemouth back in 2010 to ensure that the base stayed open. Thousands of people from across Moray, who would not normally gather at a single event, all joined together to show their support for the Ministry of Defence in Moray. That was a very significant event that is still remembered very clearly a number of years later. RAF Lossiemouth is now going from strength to strength, and the numbers there are increasing significantly. It is a northern quick reaction alert facility, protecting our United Kingdom airspace from unidentified aircraft. The Typhoons have overseas deployments with Operation Shader, and are also based in Cyprus for operations over Iraq and Syria. Later this year we will see deployments in Romania and Oman.
We are waiting with bated breath for the arrival of the P-8 Poseidon aircraft. Everyone is celebrating this huge investment, which includes £400 million of investment at RAF Lossiemouth and 400 additional personnel coming to our area. I have informed the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) that I will mention him in my speech. Unfortunately, he took no interventions, despite our having a bit of flexibility. I would not be so churlish should he choose to stand up and intervene on me. He has unfortunately taken the approach that he will not celebrate or welcome this huge investment, which is welcomed by everyone in Moray. He would rather raise scare stories. When I was successful in defeating the Scottish National party incumbent in Moray, I thought that we had ended the time when SNP politicians would raise scare stories about the MOD presence in Moray.
I will come back to my hon. Friend in a minute.
I thought that we had got rid of that situation, but no. Just this week, we saw this in the media:
“An SNP MP is demanding reassurance from the UK Government that they will proceed with the… maritime patrol aircraft”.
Let me quote what the hon. Gentleman said in that article:
“I would like to hear them restate their commitment to purchasing all nine of the promised Poseidon P-8 aircraft.”
That was agreed when the contract was signed with the UK Government and the US Government to provide those nine Poseidon P-8 aircraft. Why did the hon. Gentleman feel that it was necessary to put out a press release to say that that might be in doubt, when all along the UK Government have had that contract signed with the US Government? We should be focusing on the benefit coming to Moray, rather than launching scare stories. I note that the hon. Gentleman has remained in his seat. He has not tried to intervene to say that I have said something wrong.
If there is a circular argument within the Labour, it shows that it is not united behind an independent nuclear deterrent. Perhaps we should ask some of those who were backstage at Glastonbury last year whether the leader of the Labour party supports an independent nuclear deterrent.
With our record, as well as our unparalleled investment in the defence estate to bring accommodation up to a level suitable for 21st-century life, which is needed, the commitment of the Conservative party and the Government to the forces of the Crown should be unquestioned. In the past seven months, however, it has depressed me to read stories and debates in this place and hear at first hand from those still serving that all is not as rosy on the ground as we would like, and that perhaps we are not doing or spending enough to maintain our dedicated armed forces at the necessary level for them to do the jobs we ask them to do. We cannot underestimate the effect that continual media speculation has on morale in the ranks, especially in my neighbouring constituency at RM Condor, for example, which seems perpetually to have the sword of Damocles hanging over its future.
Does my hon. Friend agree that it is the reckless scaremongering of opponents, such as the Scottish Government Minister who wrongly suggested that RM Condor was up for closure only a few months ago, that is putting our brave personnel and their families under undue threat, and that we should not play political games with our defence capabilities?
Yes, I could not agree more with my hon. Friend. As I have said, we cannot underestimate the effect on the morale of people serving on bases such as Condor when every so often—every other month, it seems—we read in newspapers of ill-judged speculation about the future of bases by, in this case, Scottish Government Ministers. We cannot underestimate the effect that has on them, their families and the communities those bases serve.

Commons ChamberI now realise something I had never previously known: that charm is the middle name of the right hon. Gentleman.
RM Condor in my constituency of Angus has been home to the elite 45 Commando unit since 1971. Over the last 46 years it has been the lynchpin of the local community, and the base is one of Angus’s major employers. Will the Minister confirm that there are no plans to close RM Condor and that 45 Commando’s place in Angus is secure? Does he agree with me about the extremely reckless behaviour of nationalist politicians in scaremongering on this serious matter?
As I touched on earlier, there is a large area of Britain owned by the MOD. It is important that we rationalise this real estate, and that means looking at a number of locations. Ninety-one across the country have already been earmarked. If memory serves, I think it is just the airfield in this case that needs to be looked at—the remainder is staying in place—but I will be happy to sit down and discuss it with my hon. Friend.

As Members on both sides of the Chamber will agree, those who serve, or who have served in the armed forces of our United Kingdom, some of whom now sit on the Benches in this House and who have made full contributions to this debate using their experience and knowledge, should be continually supported throughout their career. An individual who chooses to risk their life for their country will always have the backing and support of this Government.
The package of reforms in our armed forces people programme demonstrates our commitment to service personnel and this Bill ensures that, like those in other industries, they have greater flexibility around how they balance both work and life. Although discretionary flexibility in working has been in place since 2005, there is no ability for regulars to work part-time or have a guarantee that they will not be liable for extended overseas deployment. This Bill ensures that those practices will indeed be formalised. The arrangement works well in other countries. Although the UK leads the way in many areas, we must continually seek to learn from other countries that have successfully implemented policies that we too could benefit from adopting.
We must never forget that, like each one of us, armed forces personnel bear personal responsibilities—whether that be a family, elderly relatives or ill health in the family. As with other careers, we must ensure that we make a role in our armed forces as accessible as possible and open to the widest possible pool of talent.
I had the great pleasure of visiting RM Condor, in my constituency of Angus, and was struck by the high proportion of marines who came from hundreds of miles away to serve in Arbroath. It is right and proper that we in this House give those marines the flexibility they need to deal with the challenges in their home lives—often many miles away from their base.
As other Members have mentioned, further flexibility will encourage more recruits in their late 20s and early 30s and may well move us closer towards the model adopted in the Netherlands, which the hon. Member for Glasgow North West (Carol Monaghan) mentioned. Obviously, I feel passionately that we need to encourage more females and seek to reach that target of 15% by 2020. No career should be skewed towards one gender, and it should not be easier for a male or a female to carry out any role.
One of the most important factors that will drive personnel to take advantage of the flexible working hours is supporting a family. A role in the armed forces and being a visible parent will no longer be mutually exclusive. Although the jobs market in the United Kingdom is increasingly competitive, careers in the public service must also adjust and modernise. As Members have suggested, there have been societal changes to which we must adapt, although operational capability must be at the forefront of the MOD’s decisions on any applications.
I cannot overestimate the positive outcomes of this Bill. It outlines this Government’s commitment to modernising our working practices, making careers in the armed forces more accessible and workable in modern life, supporting diversity within the workforce, and alleviating strain and external pressures for personnel. Each and every one of these attributes will positively influence the working environment, morale and readiness of our armed forces.
We must never forget these service personnel, who sacrifice much more in their service than you and I, who deserve to be able to live a family life as far as possible just like you and me and to feel their selfless commitment is appreciated just as you and I would ask. That is exactly what the Bill achieves. I am delighted to welcome it for the benefit of the Royal Marines in my constituency of Angus, and for all those who so nobly serve in the armed forces across our United Kingdom.
