I was delighted to hear that Seagreen wind farm off the coast of Angus was successful in its bid in the UK Government contract for difference auction. It will be the most powerful wind farm throughout the United Kingdom and will have the ability to power up to 40% of Scottish homes. Would the Minister like to come to Angus and see the impact it is already having on our local economy? The local port has already secured the contract for the operations and maintenance base.

Yesterday, the Prime Minister chaired a roundtable with automotive companies to discuss how the Government can best continue to support the industry through this period of unprecedented change. The Prime Minister announced a £500 million loan guarantee to support Jaguar Land Rover’s design, manufacture and export of the next generation of electric vehicles, with similar support also available to others in the sector. Through our industrial strategy and landmark automotive sector deal, we remain committed to keeping the UK at the forefront of new technological development.

I thank the Minister for that answer and declare that I am vice-chair of the all-party group for fair fuel.

The automotive industry is moving apace to ensure that it can help reach the Government’s ambitious targets for electric vehicles, but of course we need to have the infrastructure in place to supplement that as well. Will the Minister outline what his Department has done to help rural communities such as Angus with that?

Our UK-wide grant scheme and the £400 million public-private charging infrastructure investment fund will see thousands more public charge points installed across the UK, including in rural areas. Yesterday, the Prime Minister committed that all new rapid and higher-powered charge points will provide pay-as-you-go debit or credit card payment options by spring 2020 to enable access for all in the community. We will continue to monitor whether any significant gaps in infrastructure provision emerge in the medium term and will consider whether further support is required.

I am happy to take away that specific issue. I want to make sure that the curry industry in Glasgow continues and that local businesses continue to thrive. I am happy to take away the issue and look at it in further detail. We work closely with the regulator, Ofgem, to make sure that suppliers and individuals continue to benefit from a flexible energy economy.

T9. The oil and gas industry has a vital role to play in achieving net zero carbon emissions by 2050. One way of doing so is by providing a commercial incentive for carbon capture and storage. Will the Minister outline what steps the Department is taking to see whether that could become commercially viable?

We recently announced £26 million for, I think, 11 carbon capture, utilisation and storage projects across the UK, including Project Acorn in Scotland. I visited Tata Chemicals in Cheshire, which is the largest project in the UK; it is 100 times larger than other projects. The Committee on Climate Change report is absolutely clear that 50% of our carbon emission reductions will come from CCUS. We must continue to invest in that more and then take those innovations across the globe.

Last year, renewable generation provided a third of our electricity and, as I have stated, over the Easter weekend we went 90 hours without any coal generation. Both were new records. Our next contracts for difference allocation round will open next month. We are driving down the cost of clean technologies and investing £2.5 billion in low-carbon innovation.

Absolutely. We need to deliver ambitious reductions in emissions, considering our long-term targets in the light of the latest science. That is why we have asked the Committee on Climate Change for advice on our long-term targets, including that net zero target. The committee’s advice will be published this Thursday, and we will consider it carefully.

Of course we have a record to be proud of when it comes to renewable energy, but we should always continue to be as ambitious as we have been. How significant has the UK’s contribution been to ensuring that Scotland meets its renewable targets?

The Government are firmly committed to the renewables industry, and Scotland has benefited proportionately more than the rest of the United Kingdom under existing policies. It will continue to benefit from future investment. Fifteen Scottish projects have been awarded contracts for difference with a total capacity of 2.57 GW, and the Government and numerous other public sector organisations have provided £15 million to fund the European Marine Energy Centre in Orkney, which is one of the world’s leading wave and tidal demonstration centres.

The UK is leading the world in decarbonising our energy supplies while driving down the cost of clean power. The proportion of our electricity coming from renewables has increased fourfold since 2010, and the cost of clean power is falling fast. The price of offshore wind has fallen by 50% in the last couple of years.

I think the hon. Lady should recognise the huge progress that has been made, which is beyond what anyone would have expected 10 years ago when the Climate Change Act 2008 was passed. I commend her constituents for their contribution in respect of renewable power. However, as my right hon. Friend the Minister for Energy and Clean Growth has said, the right mechanism must be applied to the right technology. It is better to finance technologies in the early stages of development through innovation funding than to pretend that they can make a significant contribution to the grid.

A renewables mix is hugely important in securing our long-term energy supply, so will the Secretary of State meet me to discuss some of the contradictory barriers in place for solar power, for example, because there are limited technologies that are able to bid for support through the contracts for difference scheme?

We recently heard the disappointing news of the closure of the Michelin factory in Dundee, with the company citing cheaper imports as the reason. It will cause the loss of 845 jobs, many of which will be in my constituency. Will my hon. Friend assure me that the industrial strategy will look into ways to support traditional industries as well as new technologies?

It is a pleasure to serve under your chairmanship, Mr Bone, and I thank the hon. Member for Warwick and Leamington (Matt Western) for securing this worthy debate on an issue that I know is important to his constituents. I declare an interest as chair of the all-party group for fair fuel for UK motorists and UK hauliers.

The British automotive industry has been the cornerstone of our economy and engineering sector for decades, yet it has known hardship in previous years. In 2000, the amount added to the economy by the motoring industry stood at £9.2 billion, but following the global economic recession, production slowed to £5.9 billion. Despite that, I am delighted to note that last year £15.2 billion was added to the economy by car manufacturing, and the number of those employed in that sector has also seen sustained growth.

Since 2010, employment has risen by nearly 30%, from 126,000 to 162,000 jobs. To put that in perspective, those involved in automotive construction account for approximately 8.1% of all manufacturing jobs in the UK, and according to recent research by Lloyds bank, there is potential for that figure to rise even further. The UK Government are keen to see similar progress on the environment and engagement with alternative fuels, which is one of the most pressing topics facing car manufacturers. As set out in our manifesto, we want a ban on the sale of new petrol and diesel cars by 2040, with the majority of cars and vans on the road in 2050 producing zero emissions. Although that is a considerable step, that commitment does not mean that we are turning our back on existing firms or on what has been achieved in the past. Instead, we wish to work with those organisations and guide them towards new and emerging technological avenues. I am sure all Members will agree on the vital need for such a change for the sake of the environment, but it would be wrong to present it as instantaneous.

My right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy made the point recently:

“There’s a place for diesel vehicles and will be for some time to come.”

I hope the Minister will clarify that that means we can do more to improve environmental standards with respect to diesel and electric cars and that we will produce new systems that will have a starkly different impact on the environment but will still be familiar and accommodate the specific wishes of the user. The need for clarity on the issue is paramount. We have already seen the detrimental impact of the demonisation of certain sectors in favour of others. What follows is a loss of confidence, a decline in production and the loss of jobs. As we move forward, it must be clear that different fuels are supported equally in the UK. Only by promoting a nuanced manufacturing industry that prioritises development over exclusion will it be possible to encourage further foreign investment and allow the industry to thrive.

I can report that I have experienced the hospitality in the Swan with Two Necks, and I recommend it to the House.

As my hon. Friend will know, the Migration Advisory Committee is looking at exactly the issue that he has raised, but he is absolutely right: EU migrants play a massive role in our hospitality industry, and the hospitality industry is one of the reasons people visit this country.

Friend agree that Brexit provides a welcome opportunity for us to attract talent to our shores from all countries, not just those in the EU, and can he assure me that the Government remain committed to ensuring that all businesses have the access to the workforce from overseas that they need?

Absolutely. We have a competitive workforce here. The economy is thriving, partly because of the contribution made by the people to whom my hon. Friend has referred. I particularly commend her for the work that she has done in relation to the soft fruit seasonal workers scheme.

I am delighted to participate in this debate and build on the excellent work carried out by one of my former colleagues, Mike Weir, the former MP for Angus; former MSP, Rob Gibson—no relation—of the Scottish Parliament; and Kenneth Gibson—relation—in the Scottish Parliament.

As an MP who represents two islands, it is very important that I speak in this debate, as some of my constituents on the island of Arran are expected to pay a postcode lottery of 50% more on some occasions than the rest of the UK, based purely on where they live. We know that the cross-party Scottish Parliament group on postal services, of which Kenneth Gibson was chair, has been relentlessly lobbying the UK Government for five years to no avail. This issue truly has been going round for a long time and it is time that it was properly addressed.

Regarding the point that if ferry journeys are needed to deliver parcels that will increase the price, the fact is that because the Scottish Government have fully funded the road-equivalent tariff going on a ferry should not incur any additional delivery costs. That is clearly a con and it has to be addressed.

It really is time that the UK Government addressed this issue and stopped the discrimination against my island constituents and all those constituents who live in rural areas.

I cannot give way because of the discourtesy that has been shown to Members by speakers taking far longer than was advised.

It is essential that a set of standards are adopted for deliveries to every single corner of the UK, just as we have for the universal service obligation. I am keen that the Minister should tell us today that this will somehow be addressed by the UK Government, because it has been going on for too long and my constituents, and constituents living in rural communities across the UK, deserve better.

I congratulate the hon. Member for Moray (Douglas Ross) on securing this debate. Across my vast and very remote constituency—the remotest on the UK mainland, although it is part of the United Kingdom—my constituents face iniquitous delivery charges. It is a scandal. Rebecca from John O’Groats is quite right to establish that petition, and I support her all the way.

As has been said, the cost of delivery charges has a knock-on effect on every other cost in my constituency because it is passed on to other services. Surely the mark of a civilised society is that it looks after everyone on the same level terms, independent of where they actually live. It is completely and utterly wrong that somebody is disadvantaged simply because they happen to live in a very remote part of the United Kingdom.

Does the hon. Gentleman agree that constituents who live in rural areas are being left behind, not just with regard to delivery charges, as some areas of my constituency are, but with slow broadband speeds? Time and time again, residents in rural areas are penalised for choosing to live where they do.

I wholeheartedly endorse the hon. Lady’s comments. The argument for the interest of the remotest and most rural parts of Scotland is one on which we can unite, regardless of party political divisions. I look forward to working with her on this issue.

I have only a short time left, so I will be brief. Governments on either side of the border have looked at this issue—even, in my own case, once upon a time when I was part of the Government in the Scottish Parliament. We did not deliver on either side of the border. We have to work together to sort this problem out once and for all.

We must remember why the penny post was put in place. Rowland Hill was moved to found it because he saw a young lady who was too poor to pay the charge for a letter from her fiancé—at the time, people had to pay money when they got a letter. That was how sad it was, and that is why we have a universal charge for Royal Mail deliveries, which is something that we should be rightly proud of in this country. It is absolutely essential that we try to deliver on this. I will repeat myself and say that it is wrong for anyone to be disadvantaged because of where they live.

I will just try to get through this point and then I will be happy to take an intervention.

I have every intention and every expectation of bringing forward an attractive sector deal. We have held many meetings, and when the deal is in a good enough place and we have commitments on both sides to drive the transformation, we will do that. The deals are not, “Give us some money”, they are, “What can we do together, Government and industry, unions, apprenticeships, education institutions and our brilliant academic institutions, to create the industry of the future, to capture those opportunities and drive them forward?”

What the Minister is detailing about the sector deals is incredibly positive. Can she confirm how the UK Government will work with the Scottish Government on the deals?

We are working very closely with the devolved Administrations. In fact, the Administrations of Scotland and Wales have signed up to the industrial strategy and we are working cross-border with them because the industry is a vital national one.

To conclude, it is time to reject some of the tired political arguments we have had on the issue. There are hon. Members on both sides of the House who represent steel-producing areas and many more who represent areas where the steel supply chain is absolutely vital. We will continue to work on the sector deal. We understand the ask of the industry and the strategic challenges it faces. If I could have one Christmas wish, it would be for an end to the outdated party politics around this vital foundation industry for the UK, that we build a cross-party partnership and that we work with the industry, which is being transformed, to protect and grow it, not for the next 12 months or two years but for the generations to come.

Thank you for allowing me to speak, Mr Gapes. I am grateful to the hon. Member for Dulwich and West Norwood (Helen Hayes) for bringing the debate to Westminster Hall. Mike Weir, my predecessor for Angus, worked hard on the issue of closures of local post offices and it seems entirely fitting that I speak with that in mind. We are fortunate in this country to have the Royal Mail operating as the UK’s designated universal service provider, making sure that six days per week we still get our post, no matter how rural our homes. Being from Angus myself, I know full well how remote some of those households can be.

Without a doubt, the delivery sector faces increased pressures, as demand drops and competitors such as TNT, DPD, Yodel and, of course, Amazon seek to break into the market. In addition, as alternative, faster and cheaper forms of communication become more established and, indeed, essential to more people and organisations, it will not be easy for the Royal Mail to continue with business as usual.

While I am not aware of a specific number of closures planned in my constituency, I will monitor the situation closely to ensure that each major town—Forfar, Kirriemuir, Brechin, Montrose and Arbroath—is looked out for. Each of those delivery offices provides a source of employment, which is vital in my constituency with its higher than average unemployment level. It is also an important local service, which no one with Angus’s interests in mind wants to see weakened or reduced.

However, I am encouraged by a recent example from just over the county’s border in Carnoustie. While it was disappointing that the Carnoustie office closed in June 2016, the positive to take from that closure is that services were transferred to the nearby Dundee east office and no job losses were incurred. I absolutely appreciate the concern that even when jobs are protected there is still a risk to the local economy, as staff may move away and take businesses with them. Furthermore, as previous hon. Members have mentioned, we must never forget how dependent the public in a rural area such as Angus are on those offices. People who rely on public transport or who are disabled could well face tougher journeys to reach larger, more centralised delivery offices. My promise to my constituents is that I will always seek to protect their interests in these matters and make sure that Angus residents get the best services possible.
