Commons ChamberThe regulator will have significant powers in relation to individual clubs and, when triggered by either the Premier League or the EFL, to the leagues themselves. It will have backstop powers in order to look at the pyramid as a whole.
I am always delighted to hear conversations about football taking place here or anywhere else. The Secretary of State talks about clubs getting their house in order. Does she agree that an important part of that would involve clubs looking at who their shirt sponsors are? Does she agree that shirt sponsorship by disposable vape companies is wholly unacceptable, has no part in modern football, and sets a really bad example to all our children? We want them to love the game that matters so much to all of us.
I am sure that over the course of this debate many Members will raise issues of concern to them and their constituents. I emphasise that the Bill is about financial regulation, although I am very pleased that the Premier League has taken action on gambling advertising on the front of shirts, which is something we looked at very closely, and that the Government are taking action on vaping and smoking more broadly. The Bill is tightly defined and addresses financial regulation, and I am very pleased that we have introduced this legislation.

Commons ChamberMy hon. Friend is right to raise this incredibly important issue, and I want to record my thanks to Chris Sutton and all those involved in this important work. We welcome the practical support that those involved in sports give former players in these circumstances. The PFA and Premier League’s brain health fund has an initial amount of £1 million in financial support for former players and their families, to improve their quality of life. The fund will remain in place until the PFA and the Premier League establish a charity that will involve a great many football stakeholders so we can provide a much longer-term support vehicle. I can reassure him that I take this area of work incredibly seriously and will continue to put pressure on those involved.
I am grateful to the Minister for that answer and hope we will hear more in that regard.
The number of children who are vaping continues to rise at an alarming rate. Statistics from 2022 show that current use—within the last 30 days—among 15-year-olds was 25%, but the percentage will obviously be significantly higher now. We know about some of the harms to which vaping leads, which should cause us grave concern, but we certainly do not know about all of them. In that context, does the Minister think it is a good thing that the strips of football clubs such as Blackburn Rovers are sponsored by vaping companies? If not, will he join me in seeking to change that?
I know that there have been many discussions about sponsorship within various sporting bodies. It is for the individual clubs and the football authorities themselves to set guidelines of that kind, but the hon. Lady has raised an interesting point and, if she will allow me, I will give it further consideration.
The committee has had recent discussions with the Electoral Commission on the matters raised. The commission recognises the risks posed to the integrity of elections by disinformation and misinformation. It runs campaigns raising awareness of the voting process, so voters have accurate information on which to rely. The legal regime that the commission regulates is focused on ensuring that political finance is transparent and that campaigner materials include an imprint showing voters who have produced the material. It does not have a role in regulating the content of election campaign material, but encourages all campaigners to undertake their role responsibly and transparently.
I am grateful for the hon. Lady’s answer. Recently, we have seen a decrease in the effectiveness of search engines such as Google, with material generated by AI, which is designed to produce only things that sound like information, poisoning the well, so to speak, with a marked impact on search results. With this automation of fake news and fake oracles, what plans does the Electoral Commission have to put out guidance on AI-produced materials?
The commission encourages all campaigners to undertake their role of influencing voters responsibly and transparently, and indeed encourages voters to think critically about the campaign materials that they see. It expects anyone using AI-generated campaign material to use it in a way that benefits open and transparent political debate, and to label it clearly so that voters know how it has been created. Campaign material must also carry an imprint telling voters who has published and paid for it. The commission’s role is to ensure that the financing of campaigns is transparent. It does not have a role in regulating the content of election campaign material, such as preventing the use of deepfakes.

Commons ChamberThe volunteers that my hon. Friend mentions are absolutely the lifeblood of community sport and it is vital that they have those facilities, as I mentioned earlier. Again, we are investing more than £320 million, and any team can have discussions with the local authority and the Football Foundation. I am happy to meet him privately to discuss that and perhaps give him some pointers.
Performers in the UK are having their images, voices or likenesses reproduced by others using AI technology, without their consent. The Copyright, Designs and Patents Act 1988, which regulates performers’ intellectual property, does not account for AI. When will this Government act to protect the rights of artists, performers and other creatives in the UK, or are they content to see this continued exploitation and violation of people’s intellectual property rights?
The hon. Member will know that in the UK we have world-leading protections for copyright and intellectual property. We want to make sure that, as we move into a new technological age with generative AI, we continue to protect creative work. I assure her that we are working closely with the industry and the Intellectual Property Office to ensure that we get the best protections we can, and I know that an update on the IPO’s work will be published shortly.

Commons ChamberThe Commission has continued to do research to identify key groups who are likely to need additional support to navigate the ID requirements, including the over-85s. Ahead of the May elections, the Commission worked with civil society organisations and local authorities to produce tailored resources to reach each group. However, the matter that the hon. Lady raised is for Government policymaking rather than the Commission, which supports electoral administrators.
A former Cabinet Minister has said:
“Parties that try and gerrymander end up finding their clever schemes come back to bite them, as…we found when insisting on voter ID”.
That claim appears accurate, as a snapshot of voting in the English council elections in the east of England found that thousands of people were turned away for not having the correct ID, resulting in them not voting. What steps are being taken to ensure that voters are not disenfranchised by the Tory party’s gerrymandering?
On the comments to which the hon. Lady refers, the introduction of the voter ID requirement was debated and passed by Parliament. Policy decisions are rightly a matter for Parliament and not the Electoral Commission. It is for the Government to comment on the intentions of their policy.

Commons ChamberThank you, Mr Speaker. I do not think I said happy new year to you at the beginning of questions. Happy new year to everyone here today.
I know it has been a tough few weeks for our world-class arts and culture sector, which has found itself grappling with omicron and covid rather than the festive rush. We have supported the sector throughout the pandemic and in December we doubled the emergency funding available, to £60 million, to overcome this latest challenge.
In the meantime, UK tech enjoyed another record-breaking year in 2021—I think this country had three times the tech investment of any other EU country. As we head into 2022, it promises to be a historic year for the future of the UK. We continue to make fantastic progress on our three showstopper events—Birmingham Commonwealth games, Unboxed and Her Majesty’s platinum jubilee, all of which will bring the whole country together in a year of celebration and renewal.
The online safety Bill will be before the House very shortly. I do not think I can answer the hon. Lady’s particular question, because that is not a policy of the Department—it is not our policy area—but the online safety Bill will be here shortly and we can discuss it further.

Commons ChamberYes, I will and then I will come on to how Walter began his managerial career with a remarkable conversation with Jim McLean.
Walter had what one would call a respectable career as a footballer, but I think it would be fair to say that his time at Dundee United provided little clue as to what lay ahead. The arrival of Jim McLean as manager of Dundee United in 1971 was to have a profound effect on his career—initially for the worse—as the new manager decided that he was surplus to requirements and sold him to Dumbarton. Possibly with an eye to the future, Jim McLean brought Walter back to Tannadice two years later, but a bad injury severely limited his United appearances. Walter spent more time working and playing with the reserve team than with the first team. It was his work with the reserve team that caught the attention of Jim McLean and indeed the SFA, which, in 1978, asked Walter to assist in the running of the Scotland under-18 team, which went on to win the European Youth Championship in 1982.
Walter also caught the eye of another young Scottish manager, Alex Ferguson, who on being appointed boss at Aberdeen, phoned Jim McLean to see whether he could approach Walter to be his assistant at Pittodrie. His request was somewhat robustly refused—anyone who knows Jim McLean will understand that. Perhaps it was that realisation that Walter was gaining a reputation that finally persuaded Jim McLean to have that life-changing conversation in 1980—a conversation that Walter often recalled. He described Wee Jim pulling him aside, saying, as only Wee Jim could, “Walter, at some stage in your career, you’ve got to face up to the fact of how good you are, and let’s face it, Walter, you are shite, but I think you’ve got a real talent as a coach, so would you be my coach?” As Walter said himself,
“It was hardly a marriage proposal”,
but it was one that he accepted anyway. It was an offer that took a journeyman footballer on an expedition that would lead to the very top of the managerial profession.
My hon. Friend has probably already said it for me, but generations of Dundee United fans like myself see the double act of Jim McLean and Walter Smith, and what they were able to achieve working together, and applaud those two great men, who we have lost in such short succession.
My hon. Friend is right. It is no coincidence that Walter Smith’s elevation to assistant manager at Tannadice coincided with the most successful period in the history of Dundee United,
Young players who Walter Smith coached through the ranks, including Richard Gough, Maurice Malpas, Ralph Milne, Paul Sturrock and so many more, helped to secure Dundee United back-to-back Scottish league cups, and in 1983 the Scottish premier league title for the first and only time—thus far—in the club’s history. Of course, the following season Dundee United made it all the way to the semi-final of the European cup. Had it not been for a £50,000 bribe given to a French referee by Italian giants Roma, they may well have progressed further.

It is a pleasure to serve under your chairship, Mr Paisley. I was not planning to speak in this debate. It has been my preference not to speak about the online abuse that I face, because frankly I have never really wanted to give these people credence by even acknowledging it. That is my choice, which suits me. Others, as we have heard very eloquently, have chosen differently, and I say good for them. We should all deal with this nonsense in whatever way we feel is best.
I decided to speak today because I had agreed to speak in an event later this week organised by Women 5050. I felt that were I to stand up and tell them that it was all fantastic being a public representative and not mention the cesspit that is online commentary, I would be a bit dishonest and a bit of hypocrite. Just to be clear: I love my job. Let us also be clear that we know, as politicians, that we have chosen to be in public life. That brings with it an acceptance of public criticism, but that should not be an acceptance of threats or abuse.
Although it is the biggest privilege of my life to represent people in my local area and to be part of a party and movement that I believe in so strongly, and I would obviously encourage others to take that step too, it is not all sweetness and light. Maybe calling it out, at least sometimes, makes the road for the next woman coming along a little smoother.
I will dwell a little on Women 5050, whose website makes stark reading. It says:
“Today, despite making up 52% of the population, in Scotland women only make up 42% of public board members, 25% of public board chairs, 35% of MSPs”.
That is not good enough, and I am delighted by the steps that the Scottish National party has taken and is taking, whether that be on our gender-balanced Cabinet; Nicola Sturgeon, who works so hard to push on equality; the central focus on women in our Holyrood manifesto; or our gender balance in candidate selection.
Of course, the Westminster Parliament has so much further to go to achieve equality, but whether it is in Holyrood, Westminster or council chambers, or in political discussion anywhere, statistics show us that this is a real issue across the world. We have a problem with online abuse, harassment and worse. If we do not tackle it, we are going to lose out. We need to take steps now and to make our Parliaments look much more like our countries.
When Women 5050 approached me, it mentioned that my colleague Fatima Joji had been involved in its work. That settled it for me in terms of participating in its events and in the debate today. As well as being an excellent candidate in the Holyrood election—she would make an outstanding MSP—as a young black women in politics, Fatima has been subjected to even more nastiness, bile and abuse than other women in the public eye, but she persists and we are all the better for her participation and that of all the other women we have heard about today.
We have heard clearly today that our female black and minority ethnic representatives in particular experience such a lot of disgraceful abuse—it is not on. Politics is not for the fainthearted, nor should it be for robots devoid of human feelings. It is not just in Parliaments that women are disproportionately impacted by this online bile. Our council chambers and political movements are full of women who are subjected to nastiness, name-calling, lies and threats. It needs to stop. I discussed this yesterday with a woman friend who is a local councillor and the sad thing is that we spoke about it as if it was completely normal. Of course, it is normal in our experience, but it really should not be.
One of the things that can be so difficult is the nameless, faceless nature of a lot of this. Apart from the fact that abusers are clearly complete cowards hiding behind their wee avatars, it is obviously much more difficult to deal with when we have no idea who it is who feels so emboldened by their anonymity to post things that they would certainly never have the balls to say in real life to their wife or with their mum listening in or to their friendly local police officer. As we have heard, it sometimes spills off social media to other corners of the internet, or off the internet completely, which can be very concerning.
I have been actively involved in politics since 2014 and there is no doubt that there is more and worse abuse now than there was then. Rather than the terrible murder of Jo Cox being the catalyst it should have been for a reset, which was surely the only appropriate response to such an awful event, we see now that it has actually been amplified with a good dose of fake news stirred in, because plain abuse on its own is not good enough.
We sometimes know the people online who feed on hate or feel brave enough to send stuff our way would struggle with if it came back in the same direction. Sometimes, there is not a law against it, because it skirts pretty close, but it is unedifying none the less. Facebook is pretty rubbish, frankly, at dealing with it. It is not really interested in that any more than it is in dealing with the fake news. Twitter is only marginally better.
It was telling at the recent International Women’s Day debate, which was a very sombre affair in the shadow of Sarah Everard’s murder, there was a palpable scunner—I do not know how better to express that—at the online crap that every single woman in the Chamber that day, no matter our variety of political opinions, knew all about. That day it felt like we were collectively worn down.
We need to do something. I say again, I am fortunate to do the job I do. I know others say they might not have pursued their career again if they had known. I understand that, but I am delighted to be here today. I am delighted to speak, because, although it is against my better judgement in some ways, we have to stand up and say that we will not allow this to prevent women from getting into politics and making a difference. I am also delighted with the work the SNP Scottish Government are doing to try to improve fairness and political representation. It makes a difference and is very powerful.
We support the ambitions of the online harms Bill, especially when it comes to the issues that affect vulnerable people and children. We urge the UK Government to take it further and be stronger. Do not let big tech shirk away from its responsibilities. The points about the ways in which we can clean up the internet—giving people the opportunity to verify their identity and making it easier to block unverified users—are well made, although they do not come without their own challenges. Whatever the solution, not only for elected representatives but for other vulnerable people in danger of harm online, the real danger is that if we do not stand up and take steps, it will only get significantly worse.

Commons ChamberAs my hon. Friend is aware, there are strong feelings about the current criminal enforcement of the licence fee. The Government recognise that, which is why we are holding a consultation. We hope to say more about that soon.
The TV has been a vital lifeline to pensioners during the pandemic, but because of some very cynical Conservative party buck-passing, more than 5,200 households in East Renfrewshire—more than 80% of homes in which someone is over 75—face paying the licence fee. Those pensioners rely on their televisions. The Government clearly have an influence, so will the Minister use it and work with the BBC to reverse this unfortunate and very damaging decision?
There were a number of options available to the BBC, as I said, and it chose to proceed with the complete removal of the concession for over-75s. That is a matter of regret, and of course we will continue to talk to it. As Parliament made clear, the responsibility lies with the BBC.
