Commons ChamberMy hon. Friend raises an important point. Clearly, DFID’s funding is very much focused on education; but it is also focused on humanitarian assistance and support for refugees. I undertake to talk to my colleagues in both the Department for Digital, Culture, Media and Sport and the Foreign Office to see what more we can do to support culture and heritage for the Tibetan people.
I am very glad that the Secretary of State is taking an interest in Tibet, but can I urge her, reflecting on an earlier question, to look at the impact of climate change on what is often dubbed the third pole—on the melting of the Himalayan glaciers? It is having a huge impact on the Tibetan area but is overlooked when we talk about climate change.
It is absolutely right that the hon. Lady should raise that point. Of the areas where Britain can contribute most to the 17 global goals, I personally think that some really stand out: the key three being healthcare, climate change and partnerships. The hon. Lady knows that the Prime Minister, who is the UN Secretary-General’s climate resilience champion, will be doing much more on this in the coming months.
I am very happy to join my hon. Friend in commending the work of the trust. My hon. Friend the Minister for Africa has told me about that meeting, and the Department will be in touch shortly to talk to him and the trust about how we can support its ongoing work.
The hon. Lady is right to raise this issue, but I think we can be very proud of the work that the UK team in Mozambique is doing to deal not only with Cyclone Idai but, now, with Cyclone Kenneth. The team has been at the forefront in providing practical and financial assistance. My right hon. Friend the Secretary of State held a meeting at the World Bank the week before last to look into attracting other donors to make longer-term reconstruction investments in Mozambique.

Commons ChamberWhat I can add, which I hope will be of some reassurance to the hon. Member for Ogmore (Chris Elmore), is that the House of Commons is indeed an accredited living wage employer and has been for some time. I hope that that warms the cockles of the hon. Gentleman’s heart.
The Government will work closely with the police and electoral administrators to tackle any reports or allegations of intimidation, as we do in the run-up to all elections.
I am very glad that the Minister is taking this seriously. There will be so many of us in this House who have seen an escalation of threats and abuse in the current political climate, and there is a real fear—when we have the likes of Nigel Farage saying that the European elections are an opportunity to put the “fear of God” into politicians—that such people run the risk of stoking up that kind of intimidation and aggressive behaviour. What can the Minister do to try to ensure that everyone conducts the European elections in a moderate, temperate, professional way?
I think there is a responsibility on politicians of all political parties—left, right and centre—to try to conduct elections in a spirit, yes, of democratic argument and debate, but also in a spirit of mutual respect for the fact that, in a pluralist democracy, we are entitled to disagree and to express our disagreement; and then to accept the election result however that turns out and to get on with people of other parties, who have an equal democratic mandate to our own.

Commons ChamberI would dissent from that. The Government made it very clear in the White Paper published last summer what their objectives in that negotiation would be. The political declaration shows the extent to which there are shared objectives for that deep and special partnership. As the political declaration says, there is a spectrum, and this House and the Government have to choose the degree of alignment that we prefer. There will be opportunities in the withdrawal implementation Bill and subsequent legislation for Parliament to express its views. Of course, if, as I hope, we agree on a new partnership treaty with the European Union 27, it would be an international treaty that would have to go through ratification processes, including consideration by this House in the normal way.
It is ridiculous that we are here at this time of night trying to work out what on earth is going on, based on Twitter rumours and bits of paper that are being passed to the deputy Prime Minister and read out in dribs and drabs. Can we focus on what will actually happen if the deal is voted down tomorrow; all the indications are that it will be? When will we get a chance to decide on ruling out no deal? When will we get a chance to decide whether we need to extend article 50, to try to sort out the mess we are in?
The straight answer to the hon. Lady is as set out in the resolution of the House last week about what, under such contingencies, would take place on Wednesday and Thursday of this week. I would say to her that I think she and many in the House would have complained had I or another Minister not come forward with any kind of statement this evening. I did acknowledge at the start of my remarks that I would have preferred to have given a complete and thoroughly prepared statement. I have done my best to update the House, as I thought was right and as the House would expect, on the basis of the state of negotiations as they stood when I came into this Chamber.

Commons ChamberThe immigration Bill, I believe, is in Committee today, so work is being done on the immigration Bill. [Interruption.] The right hon. Gentleman says it is in Committee: it is the normal procedure of the House of Commons that, having had a Second Reading, a Bill goes into Committee.
I also say to the right hon. Gentleman that next week there will indeed be many statutory instruments that relate to Brexit and that are important preparations for this House to make. He talks about bringing forward a withdrawal agreement Bill: we cannot have a withdrawal agreement Bill until we have a withdrawal agreement. If he wants the Bill, I assume that he is going to support the withdrawal agreement.
We were told that we would see the final report on anti-dumping duties on aluminium foil by Christmas; entirely predictably, we have not seen anything at all. The issue is very niche, but for a company in my constituency it is extremely important. It is one example of where businesses have been left in a state of hopeless uncertainty because of the Government’s failure to prepare for Brexit. Is it not time that, rather than letting businesses continue in this state, the Prime Minister announced that she will extend article 50?
As I have just indicated, there are businesses saying to me that article 50 extension does not solve the problem for them. What they want to see is a deal agreed by this Parliament and then a deal that has been negotiated with the EU and agreed by this Parliament being put into place.

Commons ChamberLast year, I passed the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018, which creates a limited period in which an Executive can be formed at any time. I am actively encouraging the parties to use that opportunity to come together to make progress on restoring the Executive.
As Secretary of State, I clearly have a role in helping to facilitate those talks, but I cannot impose a solution on the parties in Northern Ireland. That must be something that they want to do for the good of the people in Northern Ireland. I am working to find that.
Environmental campaigners in Northern Ireland have raised concerns with me about the fact that the push towards ever-more intensive industrialised farming is continuing unchecked because of the power vacuum. The Department for Environment, Food and Rural Affairs does not seem to be interested. May I urge the Northern Ireland Office to take an interest in the environmental damage that is being caused by that trend?
The hon. Lady will know that DEFRA does not have jurisdiction over environmental policies in Northern Ireland; that is for the Department of Agriculture, Environment and Rural Affairs in Northern Ireland. I am sure the permanent secretary has heard her comments.

Commons ChamberI know that the thoughts of the whole House will be with all those caught up in the horrific incident in Strasbourg last night, and we stand ready to give whatever support the French authorities may need.
Today, I will have meetings—possibly many meetings—with ministerial colleagues and others.
Just a normal day in the office then, Prime Minister. I also want to give my condolences for the tragic events in the beautiful city of Strasbourg.
Last year, the Prime Minister told us that there was not going to be a general election, and then there was. This week, she told us that she was not going to pull the meaningful vote, and then she did. Can I ask her now if she is going to rule out having a general election and a people’s vote?
Can I say to the hon. Lady, first of all, that I think that a general election at this point in time, in the middle of our negotiations, would not be in the national interest? Secondly, as she will have heard me say before in this House, I think we should respect the result of the referendum that took place in 2016.

Commons ChamberOne of the important elements of the deal that we have negotiated is being able to give EU citizens confidence about their rights, even should there be no deal. What is important for certainty for the future, and what will deliver all these things, is this House agreeing a deal.
I have had hundreds of constituents emailing me to express their unhappiness with the Prime Minister’s deal, and they are not troubled by the backstop; they are worried about their jobs, the economy, whether they will be able to get their hands on life-saving medicines and whether food prices will go through the roof. It is self-indulgent in the extreme for us to put off this decision day after day, while the Prime Minister tries to save her own skin. She will not be able to come back with a deal which satisfies me that my constituents will not be worse off. Can she just get on with it?
That is what I am doing. I am getting on with finding a way through—[Interruption.] I am listening to Members of this House and then going back to negotiate on that basis. The deal has been negotiated with the European Union. If the hon. Lady wants to avoid no deal, she has to accept a deal. This is the deal that is on the table.

Commons ChamberMay I start by paying tribute to Lord Melchett who, when he was in the House of Commons, was Peter Melchett? He did outstanding service to the nation when he was here. Indeed, he was a Minister of State in the Northern Ireland Office in 1976.
May I also say, Mr Speaker, that in the past 36 hours or so in Northern Ireland there have been three car crashes, which have taken the lives of four people? I am sure the whole House sends our sympathies and condolences to the loved ones of all those who have died.
The UK Government are determined to deliver the best deal for the whole of our United Kingdom, including Northern Ireland. We are committed to avoiding a hard border, including any physical infrastructure or related checks and controls, while maintaining the constitutional and economic integrity of the United Kingdom. We have proposed a comprehensive future partnership between the UK and the EU that would meet these commitments.
I thank the Minister for that response and for his tribute to Peter Melchett who, as well as serving in the Northern Ireland Office, was a good friend of mine, a lovely man and a passionate environmentalist.
Is it not the case that the backstop proposal is now just dead in the water? The Government are not going to get anywhere with it. A poll this week said that people in Northern Ireland would vote for a united Ireland if a hard border was put in place. Are not the Government sacrificing the Union on this altar? Would not the best solution be to move forward with plans to stay in the single market, stay in the customs union, avoid a hard border, and protect the people of Northern Ireland from Brexit?

Commons ChamberThis week has seen the start of the Grenfell Tower inquiry. This was an unimaginable tragedy and justice must be done for the victims, survivors, bereaved and the wider community. It is right that we learn everything we can about what happened and take the necessary steps to make sure nothing like it ever happens again.
Yesterday also allowed the nation to come together, one year on, to remember all the victims of the Manchester terrorist attack. That night saw the worst of humanity, but it also saw the best. The kindness, compassion and fortitude we witnessed that night triumphed, and the great spirit of Manchester continues to inspire us.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I echo the condolences expressed by the Prime Minister to the victims, friends and families of both Grenfell and the Manchester bombing.
On a happier note, I send congratulations from the Opposition side of the House to the royal couple. Even the fully paid-up cynics among us found it quite charming, and I am very much one of them.
A not so welcome American import is the fact that Britain now has a higher proportion of children classed as obese at the age of 11 than America. Yesterday’s Public Health England report shows the dismal failure of the first-year target on cutting sugar, at only 2%, compared with the 11% drop in sugar following the tax on sugary drinks. Will the Prime Minister admit that the voluntary approach is simply not working, and will not work, and that what we want to see in chapter 2 of the childhood obesity plan are mandatory targets and a ban on junk food discounts?
I welcome the hon. Lady’s good wishes for the royal couple. We expressed our good wishes in the House last week, and indeed it was a perfect day and a perfect wedding. Windsor did the couple proud.
We know that childhood obesity is one of the greatest health challenges we face, and we are determined to tackle it. That is why nowhere in the world is setting more stringent sugar reduction targets than the Government have set. We are, as the hon. Lady says, taxing sugary drinks, and we are doing more. It is not just about sugar in food and drink; it is about helping children to exercise more. It is also about the funding we are putting into research on junk food advertising, and it is about cutting sugar and calories in food. We have made good progress on the sugar reduction target. Sugar in drinks has been reduced by 11% and the average calories have been reduced by 6% in response to the soft drinks industry levy. More needs to be done, which is why an updated plan is currently being worked up, and we will be in a position to say more on that shortly.

Commons ChamberIt is very important that local businesses can get local contracts. The first thing that the Cabinet Office is doing is ensuring that as we re-let contracts, we split them into small amounts so that they are easier for small businesses to bid for, and we have extensive engagement before we let the contract to ensure that as wide a range of businesses as possible can access it.
In Brazil, 30% of food for school meals has to be sourced from local or family farms. France has just introduced a similar law on local, organic provision in public procurement. Why can we not do it here?
I know the hon. Lady’s commitment to this cause. As a result of the changes made under this Government, we allow contracts to take into account factors such as the local sourcing of food, as long as it is provided to all businesses.
The inquiry launched a consultation on its terms of reference on 2 March. Details are on its website. The deadline for responses is 26 April. Sir Brian Langstaff wants to hear from as many of those who were affected as possible. As with any such inquiry, it is for the inquiry to decide the level of financial support, including for legal representation for the inquiry proceedings. I am very happy to talk to my hon. Friend and other interested colleagues, or for the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Norwich North (Chloe Smith), to do so, about how the terms of reference are being handled. Sir Brian wants this process to be as user-friendly as possible.
As the hon. Lady will be aware, we have invested in the balanced scorecard approach. Of course, we will look at extending it to whatever procurements are possible.
