7. What steps the Church is taking to support Palestinians living in Gaza and the west bank.

Despite the horrific and truly devastating situation in Palestine, Christian communities continue to be steadfast and resilient in the face of war and destruction. Last month, the Bishops of Chelmsford, Gloucester and Norwich made a joint visit, which highlighted the severe pressures facing Christian communities across the region. Sadly, attacks and intimidation continue, including the destruction of farms and olive groves, and the Israel Defence Forces and settler militias shamefully attempted to obstruct pastoral visits by the Archbishop of York to Christian families on the west bank during his last visit. We know that despite all these atrocities, it is so important that we continue long-term engagement and supportive visits to the region.

The Israeli Government’s new vetting rules have halted much humanitarian work in Gaza. The Palestinian Church committee has urgently appealed to Churches worldwide to intervene so that aid can continue. With local churches and faith-based agencies stepping up their support, can the hon. Member update us on how the Church is strengthening that appeal and helping to ensure that Gaza is not left without vital assistance?

I commend my hon. Friend for being such a strong voice on this issue. The Church shares the concerns about the hostile new vetting restrictions and how they have disrupted humanitarian operations in Gaza—they are adversely affecting both church-based agencies and international aid programmes. The Church continues to work closely with the diocese of Jerusalem and partner agencies to ensure that aid reaches those who most need it. The Anglican presence in Gaza centres on the al-Ahli hospital, which despite significant damage remains one of the only functioning health facilities in north Gaza.

7. What support the Church is providing to the diocese of Jerusalem, in the context of the situation in the Occupied Palestinian Territories.

The situation in Gaza and the west bank is devastating, and the Church continues to support the diocese of Jerusalem through prayer, financial assistance and advocacy. The archbishop’s appeal for the diocese continues to provide much-needed support for Church organisations and bodies, whether that is in Gaza or the west bank.

On the west bank and in Jerusalem, the security situation and the economic conditions are worsening, with increasing violence and a decline in the number of pilgrims visiting. That has led to a rising level of emigration, as many Christians leave the Holy Land, where generations before them had lived. Will my hon. Friend outline the work the Church is doing to assist the diocese in supporting its dwindling congregations in these difficult times?

There is no safe place on the west bank, including in East Jerusalem, for Palestinians. The attacks on the Christian community there are focused on seizing land and property, and have been increasing in recent months, with Armenian churches bearing the brunt. The Christian community faces a co-ordinated and aggressive move to drive these living stones of our faith to leave the region. Bishops have frequently visited the region over the past 16 months; they have regularly met the Archbishop of Jerusalem to discuss how best they can help the diocese to respond to the many appalling attacks. It is important that we hold up the people of Palestine in prayer for their safety and security. Violence is not the answer to any of this.

That is why I am so delighted that at the spending review the Government allocated a full £400 million to boost efforts in the fight against crime—money that goes to the National Economic Crime Centre, the National Crime Agency and the police—together with 20,000 additional police officers. Those fraudsters need to understand that there is nowhere for them to hide.

10. What steps she is taking to increase the effectiveness and efficiency of the (a) Serious Fraud Office and (b) Crown Prosecution Service in tackling fraud and economic crime.

Economic crime is highly complex. In the year ending September 2021, the CPS prosecuted 7,609 defendants where fraud and forgery were the principal offence, with a conviction rate of 84.9%. As for the SFO, it performed strongly last year: in 2021, it secured three deferred prosecution agreements, including one with Amec Foster Wheeler Energy Limited involving a financial settlement of £103 million. Furthermore, it successfully prosecuted GPT Special Project Management and Petrofac, resulting in just over £100 million in financial penalties.

Between 2013 and 2019, the Serious Fraud Office secured convictions against five corporations out of 43 investigations. We can literally count the number of successful prosecutions on one hand. Does the Attorney General regard that as an acceptable recent track record for the Serious Fraud Office? If not, how does she plan to change it?

The hon. Lady makes an interesting point. Just yesterday I met the director of the Serious Fraud Office; I am glad that this year looks like a very active year. The SFO is taking seven trials involving 20 defendants to court in 2022, and will be pursuing those convicted to ensure that funds from criminal conduct are confiscated and victims are rightly compensated. The estimated value of fraud across all seven trials this year is more than £540 million in a number of jurisdictions. That is a great amount of work, and something we should all be getting behind.
