We have 408 billion reasons to get this next bit right. The Labour party can talk about scrapping business rates, but it has not made any suggestion of what to replace them with. Fine words, but we will act.

Achieving the UK’s ambitious net zero target to prevent global warming and climate emergency beyond 1.5° and protect consumers from global price volatility will require significant extra investment in renewable electricity generation. We have seen the cost of renewable technologies, most notably offshore wind, reduce fast and as more renewables are added to the system, household electricity bills will be less affected by fluctuations in volatile global gas prices.

An effective way for household energy bills in Lincoln and across the UK to be cut by 25% right now is through the removal of the renewables surcharge on everyone’s bills, even temporarily. Have the Minister and his colleagues put that simple idea to their Treasury colleagues?

I can assure my hon. Friend that lots of ideas have been put to Treasury colleagues. The truth is that the falling cost of UK renewables, with offshore wind now down 60% through the contract for difference, is the best protection against global supply chain volatility. This country has led the way. In the past 30 years, we have grown the economy by 78% and reduced emissions by 44%. The Government focused on helping consumers, households and businesses with direct support and that is why the Chancellor announced £9 billion of relief in his February package, £5 billion last week, contrary to the claim from the Opposition that nothing was done, and extra funding for the warm home scheme and winter fuel levy.

This Government continue to be the Government and the party for businesses, and that includes the hard-pressed hospitality sector, which is such a crucial part of the ecosystem of our high streets, our cities, and our coastal and rural areas. The Secretary of State and I spoke to hospitality sector representatives of all kinds within hours of the announcement of the move to plan B ahead of Christmas, and we will continue to support them as best we can.

3. What steps he is taking to harness science and innovation for the purposes of the Government’s levelling-up agenda.

UK leadership in science, technology and innovation is already driving huge investment in new sectors, companies and clusters throughout the UK, from the Newquay spaceport to the Shetlands, and from Northern Ireland to Teesside, Aberdeen and other life science clusters around the country. However, we intend to go further, and following our innovation nation strategy, we are committed to supporting those clusters. I am engaged in talks with my right hon. Friend the Secretary of State for Levelling Up, Housing and Communities, and details will be provided in the forthcoming levelling up White Paper.

My hon. Friend may know that a leading example of science and innovation as a key tool in achieving levelling up is the Lincoln Science and Innovation Park in my city constituency of Lincoln, which has been headed by the excellent Tom Blount for a number of years. The aptly named Boole Technology Centre, of calculus infamy, has been a great success to date and continues to expand even further, recently attracting notable international tenants and job providers. What financial support can our Government offer, so that organisations such as the Lincoln Science and Innovation Park can continue to grow and nurture companies such as KryptoKloud, and similar new ones can be created?

The hon. Gentleman makes a point about Bulb. It was a very large company, which is precisely why the supplier of last resort was not felt to be an appropriate mechanism in this instance. [Interruption.] Hon. Members chunter from a sedentary position. The solution is the special administrative regime, which I outlined—I hope, clearly—in my initial statement.

My right hon. Friend the Secretary of State has made various references to nuclear power and it is great to hear that there is a mix and a commitment to nuclear power. How long is it since the latest round of commissioning of nuclear power stations that the last nuclear power station was commissioned and how many more are planned in the future?

Being a close student of the energy White Paper, as I am sure he is, my hon. Friend will know that we have had a commitment to invest in one more large-scale nuclear project before the end of the Parliament. He will also know that we have committed to small modular reactors. I was very pleased to go to Sheffield to make that announcement only last week. Nuclear is clearly a big part of our energy mix and will help us in the future.

Green recovery is an absolute priority for my Department. We have brought forward funding to restart innovation, support business and deliver our decarbonisation ambitions. This includes £10 million through the Advanced Propulsion Centre and £12 million from the Office for Low Emission Vehicles.

I thank my hon. Friend for his earlier answer. Vehicle regulations regarding electric vehicles, I am told, now come under the auspices of the electricity at work regulations. Not many garages realise that and as electric cars have the equivalent to domestic three-phase electricity amounts of stored energy that can kill very easily, what is he doing to ensure that we do not lead the world in deaths in this sector?

There are 182,000 vehicle technicians in the UK, of which 21,000 are EV qualified. Last year, we endorsed the Institute of the Motor Industry’s TechSafe professional standards, which will help to ensure that staff are properly trained and qualified to work on electric vehicles.

The Government have made it very clear that we are open for business and are absolutely determined to make a success of leaving the EU, and that includes seizing the opportunity to negotiate our own trade agreements and to be a powerful and positive force for free trade.

I assure my hon. Friend that we want to make sure that the new relationship with the EU works for British businesses. His constituent Mr Otty raises an important point about the need to seek clarity on the ongoing recognition of the compliance certification that UK notified bodies grant. That is an important issue, and we are well aware of it. If his constituent would welcome a call or a meeting to discuss it, I am sure we could arrange that.

Does my hon. Friend welcome, as I do, the latest trade figures, which showed that despite the predictions of the crystal-ball-gazing doom merchants such as the remainiac TUC, our exports grew by more than £800 million in July after the positive EU referendum result? Can he confirm the number of businesses that he and his ministerial colleagues have spoken to that are positive about our economic future outside the EU?

I welcome any good news for the British economy, and although I voted remain, I agree 100% that we should be talking up our prospects and not talking them down. On the conversations that we have had, I simply say that the chairmen I have spoken to have expressed some desire for more certainty but are fundamentally optimistic about local prospects and keen to get on with it.
