We work right across the Government, and we have included powers in the Immigration Act 2014 to ensure that help is available to local authorities, particularly those that take in unaccompanied asylum-seeking children. Kent has taken many of those children, but they have also gone right across the country. Financial help is available through the budget of the Department for International Development, and we have committed £129 million to assist with local authority costs over years two to five of the resettlement scheme. There is additional help for children with special educational needs, and additional funding—including through the pupil premium—for those who have English as an additional language. It is, of course, right to highlight the problems, but the question from the right hon. Member for Leicester East (Keith Vaz), and my knowledge of the local area, show that those who come to this country can have huge success and make an enormous contribution to it. We must never forget that.

We are delivering on our commitment to provide working parents of three and four-year-olds with 30 hours of free childcare. To ensure providers can deliver high quality childcare, we will increase funding for childcare by more than £1 billion by 2019. The Childcare Bill has cleared its parliamentary stages. Twenty five local authorities will be piloting the programme in the summer, ahead of full delivery in the summer of 2017.

My hon. Friend is absolutely right. Families in deprived parts of Redditch will see £5,000 a year as a result of the 30 hours of free childcare. If they need further support, they can get it through the child tax credit system. The 30 hours of free childcare will help families with the cost of living, enable them to work more hours and give children the best start in life.

The Careers and Enterprise Company has made significant progress since its incorporation last February. It has set up a national network of enterprise advisers to improve the employer-school link, it has launched a £5-million fund to help in areas where careers provision is particularly poor, and it is developing an enterprise passport for all young children in school.

First, I congratulate Redditch on its excellent work to create apprenticeships. That is at the heart of the work this Government are doing. Pupils should be given every opportunity to fulfil their potential. As my hon. Friend knows, the Government will create 3 million apprenticeships. The Careers and Enterprise Company will help young people find the right route to continue their development.

It is a pleasure to serve under your chairmanship, Mr Walker, in a debate that is, at least on the Conservative side of the House, a complete sell-out. As has been noted, there have been several debates on this issue over the years. I have held one, but I do congratulate my hon. Friend the Member for Beverley and Holderness (Graham Stuart), not least because the timing of his debate today, in the run-up to the autumn statement, is particularly apposite. His hard work is much appreciated by us all.

It is also worth noting that there are no fewer than four Gloucestershire MPs here today. That shows both our keen interest in the issue and an interesting characteristic of the debate, which is the pride in being towards the bottom of the league table. That is the reverse of the normal situation when it comes to supporting a football or rugby club. Much has been said already, and I do not intend to try to compete with my right hon. Friend the Member for Arundel and South Downs (Nick Herbert) on being at the bottom of the league, but I do want to highlight the challenges that my hon. Friend the Minister faces and to ask him about particular areas where he might be able to help us today.

The situation in Gloucestershire is not unlike that in other places. The average spend per pupil, at £4,365, is considerably less than the national average, but it is worth pointing out that that gap has narrowed as a result of the changes made this year. They narrow the gap in terms of underfunding against the national average from 7.7% to 5.5%. More telling is the difference between one school in my constituency, the newly formed Gloucester academy, and a school in Tower Hamlets. Both those schools have very similar, mixed, multicultural pupils. In the case of Gloucester academy, they speak as many as 25 different languages, but the Gloucester academy pupil, on average, receives £5,443, whereas a pupil in the school in Tower Hamlets receives £8,256. The difference amounts to £2.1 million a year, and given that 80% of schools’ costs are in teaching, teachers and people, that puts significant pressure on the most important element of any school’s success—the teaching staff.

Does my hon. Friend agree that all children in this country, wherever they live, deserve the best education that we can give them? It is just not fair that children in Redditch, 5 miles away from Birmingham, receive £1,000 less each per year.

My hon. Friend is absolutely right, but there is another aspect to this, which we must be aware of. I understand that the new Bishop of Gloucester, Bishop Rachel Treweek, the first female diocesan bishop in the land, will intervene in the House of Lords to help the F40 campaign, but she will be aware that fair funding for children across her diocese in the county of Gloucestershire will mean redistribution, which will probably arouse claims of unfairness in her previous patch in Tower Hamlets. This is a balancing act in terms of what is fair for all of us, and the Minister will have to juggle with that.

In the statement on 16 July, the Minister committed himself to making schools and early education fairer and said that he would put forward proposals in due course. I know that he will do so and that he will see the manifesto commitment simply to “make schools funding fairer” come true, but today I should like him to focus on the when, the what and the how. The when, in a sense, is the easiest bit, because the autumn statement is coming and we also have the commitment from my right hon. Friend the Secretary of State in her letter to the Chairman of the Education Committee, my constituency neighbour and hon. Friend the Member for Stroud (Neil Carmichael), which may inhibit a little what the Minister can say today.

The what will be all about the rebalancing—the winners and losers. As my hon. Friend the Member for Redditch (Karen Lumley) pointed out, one person’s fairness may be another person’s slight unfairness, but there is an absolute as well as a relative aim to go for. In addition to the what question, we have to look at the how, which is the process. It is easy for us to highlight the anomalies, but the Minister and his Department must find a solution, a process and a timeline.

The Library briefing paper contains a telling chart—exhibit A, which I am holding up, Mr Walker. In this flow diagram, there are simply too many elements. There is the guaranteed unit of funding, which was based on planned local authority spend some years ago, with three variables plus

“some subsequent additional funding for ministerial priorities.”

Then there is the dedicated schools grant, which was based on assessed levels of need plus locked-in historical decisions on spending, which I suggest led to the gap widening during the five years of the previous, coalition Government. Then there are four other grants, plus the local funding formula, in which there are 14 allowable factors, and local authorities can choose which values are actually used for each factor. That is too complicated, and I hope that the Minister today will confirm that whatever new process is introduced, it will be simpler, easier to understand and much fairer for everyone.

I would gently make two points. First, let us look back at some of what has been said by the teacher unions about the Government’s response. The National Association of Head Teachers said that it believes that

“the proposals for better planning and greater notice of changes are a step in the right direction. They could do a great deal to improve the quality of education”.

Secondly, I do not think the Labour party is in any position to give any lectures about Government communications with teachers. After all, the hon. Gentleman’s boss, the shadow Secretary of State, was recently contacted by one parent teacher group to ask about Labour policy and he replied with eight words:

“Stop moaning. Read the speeches. Do some work.”

That was the Labour party’s response—hardly constructive engagement.

Record numbers of students are taking mathematics and the sciences at A-level—15% more students took physics in 2014 than in 2010. Maths is now the single most popular A-level, with an increase of 13% since 2010, but more needs to be done. We need even more young people to take these subjects at A-level. That is why we are supporting the Your Life campaign headed by Edwina Dunn of Dunnhumby, which aims to increase the numbers taking maths and physics A-level by 50% over the next three years.

When I visit engineering companies in Redditch, I find that one of their main issues is attracting apprenticeships or graduates, especially women. Does my hon. Friend agree that along with the take-up of STEM subjects, we need to encourage students to see that careers in engineering are a great choice for all?

Indeed. We want all young people to have the right careers advice so that they take informed decisions about their future and so that they are aware of all the options available—including, as my hon. Friend said, apprenticeships—and of the advantages that studying maths and the sciences to A-level can bring.

Women are central to our plans to create economic growth. We have introduced new measures to support those who want to start up or grow their business, for example through StartUp loans or the new enterprise allowance, both of which are seeing very good take-up by women. We have also appointed the hon. Member for Solihull (Lorely Burt) as the Government’s women’s enterprise champion to advise on what more can be done to support women entrepreneurs.

I join my hon. Friend in congratulating Emma Sutor on the success of her company, and the many women following suit and setting up their own businesses. As well as running companies, women such as Emma have an important part to play as inspirational role models for tomorrow’s entrepreneurs. I encourage other women to consider accessing our Government schemes. It is also right to point out that we are on track to meet the Prime Minister’s pledge to be the first Government in modern history to reduce the overall cost of domestic regulation on business, rather than increase it.

I thank my hon. Friend for securing this debate. It is important that we have outstanding leaders. Will he join me in congratulating Guy Shears, who turned around RSA academy Arrow Vale in Redditch? Could such outstanding head teachers be used as mentors for other head teachers?

I thank my hon. Friend for her intervention and add my congratulations to Guy on all his work. Yes, head teachers with such skills should be used more widely in our education system so that we maximise the potential benefit to the wider teaching community. Karen Kerridge did that, too. She came in from another school to try to help Woodlands, and it is remarkable that in less than a year she has turned the school around so that, rather than being inadequate, it now only requires improvement. That may not sound fantastic, but it is one of the fastest turnarounds of a school, and I am confident that under her leadership it may not be long before we once again have a good school, which would be entirely down to the fortitude and dedication of Karen and all her staff.

The hon. Gentleman is being very talkative, but what practical steps has he taken? How many skills and apprenticeship fairs, such as the one I held in Redditch on Friday, have he and his Front-Bench team held in their constituencies?

I pay tribute to the hon. Lady for the work she has done to promote skills in Redditch. I have seen some great schools there that are combining vocational and academic work, such as the RSA academy, and I know how important that is.

Sadly, this Government have undermined careers advice. Thanks to their reforms, prisoners now have more access to careers advice than school pupils. In 2013 the Education Committee raised its concerns about

“the consistency, quality, independence and impartiality of careers guidance now being offered to young people.”

Similarly, Ofsted has found that only one in six schools offer individual careers guidance from a qualified external adviser. For the Labour party, this is a matter of both social justice and economic efficiency. For those young people without the networks and internships, decent careers guidance is essential. Similarly, the complexity of navigating a vocational technical course, mixing an apprenticeship with further education provision, demands decent advice and information. All the colleges I have visited, from Dudley to Chichester, Manchester to Tamworth and Lambeth to Stoke-on-Trent, complain that they are not being properly promoted to potential students.

It is a pleasure to serve under your chairmanship, Sir Roger. This is an important debate about improving skills and training facilities in small cities and towns, and the subject is close to my heart. In my maiden speech four years ago I said that

“here in the UK, it is possible to help a child out of poverty and improve their chances in life if they receive a good education. However, we are not doing enough; we are not lifting enough people out of poverty. In my constituency, like in so many others across the UK, there are children who have tried so hard in school. There is a cadre of dedicated and professional staff who have helped them along the way and invested so much of themselves in helping those children try to improve their life chances, but the system does not seem to work. Those children are being forced through an education system that pushes them out the other end with little chance of getting a job, as they do not have the skills that local employers want.

We need to encourage employers to work with local schools and colleges, to get fully involved in education, to highlight the skills that are missing and even perhaps to take preventive action, possibly by designing some of the more vocational courses. Perhaps the prize at the end of the course should be a job or an apprenticeship with the employer. We need to be innovative and flexible, so that courses can reflect the skills gap locally and more local people can get local jobs.” —[Official Report, 1 July 2010; Vol. 512, c. 1063.]

When I said that four years ago I set myself a target—to help 1,000 young people into apprenticeships.

Does my hon. Friend agree that Members of Parliament can help by holding apprenticeship fairs, such as the one that I will be holding on Friday in my constituency? Companies such as Jaguar Land Rover will be taking part.

I could not agree more. Apprenticeship fairs are powerful tools. I held a jobs fair recently in my constituency at which a large number of people—employers, people from educational institutions and young people—came together. That led to a number of people getting apprenticeships.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I am delighted to have the opportunity to speak in this debate, the subject of which will make a considerable difference to the futures of young people in my constituency. I start by paying tribute to my hon. Friend the Member for Worcester (Mr Walker) for securing the debate but particularly for his tireless work on the subject, not only in our county but nationally. His constituents, like mine, have suffered from unfair funding in education for far too long. It has been a priority for many of us since we were elected to see the mess of education funding sorted out. I am pleased that now we are starting to see real progress on the matter following the previous Government’s failure to act.

My own passion for the subject predates my time as an MP and goes back to my own experiences of education funding when my children were at school, which was many years ago, I have to say. When my family moved to Worcestershire in 2000, I was shocked to find that my children’s education in Redditch did not seem to carry with it the same monetary value as it did in our former home of Wrexham. My awareness of that grew further when I became a governor at Vaynor First school in Redditch and saw that the situation was worse than I had anticipated. As has already been said, Worcestershire is one of the lowest-funded local education authorities in England. It is in the bottom 10. Despite my constituency being just 5 miles outside Birmingham, there is a difference of around £700 between what pupils get towards their education in both areas. I hope that the Minister will be able to address that point and explain to the parents in Redditch why their children are worth less than children 5 miles up the road.

In 2009 Redditch was red flagged for unsatisfactory educational attainment by the Audit Commission, as the borough was falling way behind the rest of the county. However, in the years that have followed, thanks to both the hard work of teachers and the reforms made by this Government, schools in Redditch have gone from strength to strength. Redditch now boasts some of the best-performing schools in the county—a remarkable turnaround for the borough’s schools, where almost 70% of pupils now achieve the five A* to C GCSE standard compared with only 37% in 2007. Imagine what would happen if we got fairer funding in Redditch. This will be the first time in a decade that funding has been allocated to Redditch, Worcestershire and other local areas on the basis of the actual characteristics of pupils and schools, rather than simply on the basis of historical levels of spending. Under the minimum funding levels proposed, young people in Redditch stand to receive a 1.7% or £4.9 million rise in funding which will rise from £4,231 to £4,302 per pupil.

Having studied the figures across the different local authorities, however, I am concerned that Worcestershire is still not getting as good a deal as others, particularly given that some better-funded authorities stand to gain more from the proposals. There is real concern that without more funding they will still continue to meet their responsibilities. I look to the Minister for comment, and hope that after the consultation period some of the figures will be adjusted accordingly. The commitment we have made is an important step forward, and it is worth remembering how far we have come in such a short time.

The campaign has been about securing a fair deal for our constituents and righting an obvious wrong. Of course, money is not all that is required to give our young people a good start in life but it certainly goes a long way towards doing so. Our Government must continue to work to show children and their parents that no matter where they come from or what their background is, we are committed to improving the education they receive.

UK Trade & Investment has an extensive programme of awareness-raising activity that is directed at small and medium-sized businesses. That includes a national marketing campaign, “Exporting is GREAT”. More than 10 million people are expected to see the campaign and it should lead to about 3,000 additional businesses working with UKTI.

Will my right hon. Friend join me in congratulating Clifford Springs in Redditch, which has a great record in exporting springs, for which Redditch is renowned? Will he tell Clifford Springs and other companies what more they can expect from UKTI?

I, too, congratulate Clifford Springs on its export success, particularly to the United States. UKTI has a team of 39 international trade advisers based in the west midlands. They have supported more than 1,400 companies across the region, including many companies in my hon. Friend’s constituency. They also support more experienced companies and companies of all sizes with advice, information and practical support to build their exports.
