Commons ChamberI thank my hon. Friend for what he said. He is absolutely right: we must stand resolutely with Israel and also with our allies, such as the US, to demonstrate that Hamas’s terrorism will not prevail. We will ensure not only that Israel can defend itself, but that we work with partners to bring peace and stability to the region that everyone living there deserves.
The barbarism unleashed last weekend is unparalleled in the history of the state of Israel. Israel unequivocally has the right to defend itself, and yet it remains the case that half the population of Gaza are children under the age of 18, of whom around 500 are believed to have died already. I welcome very much the additional aid provided, but with the United Nations Relief and Works Agency warning that its ability to provide relief is running out today, can the Prime Minister use every channel to drive home the message that humanitarian aid delayed risks being aid too late?
I can assure the hon. Lady that we are working very hard with partners across the region to bring humanitarian aid to the people who need it as soon as practically possible.

Commons ChamberI thank my hon. Friend, including for the work he undertook as a Minister in the Department of Health and Social Care. I am conscious of the importance of that care and would be very happy to meet him, along with my right hon. Friend who contacted me today about that issue, in order to make sure that we provide not just emergency services but, as my hon. Friend rightly points out, some of the clinical care where an extended intervention is needed, to make sure that we get proper care overall.
For some years now, and at any given time, my local hospital has had the equivalent of around one ward of patients who cannot be discharged because of a lack of social care for them. London has the largest shortfall of care workers of any region in the country. It is September—we are on the edge of winter. How will the Secretary of State’s plan ensure that local authorities are able to meet pay and conditions expectations in order to fill that shortfall of care workers and enable our hospitals to concentrate on new patients, as they should?

Commons ChamberThere is a functioning Government and a functioning civil service, which will continue to do its duty in supporting the operation and functionality of the state as it always has.
The Government are telling us not to worry about whether a Government elected with a majority of 80 two years ago can carry on functioning because we have the civil service, but levelling up is a Government priority. The Levelling-up and Regeneration Bill is before the House of Commons at the moment. If the Government are functioning, can the Minister tell us whether the Committee is going ahead in 26 minutes’ time?
There is a business of the House statement in the usual way, and the hon. Member will be able to ask that question of the Leader of the House of Commons.

Commons ChamberI pay tribute to the huge amount of work that my right hon. and learned Friend did, which I was fortunate to inherit, before we came forward with our proposals. I agree with much of what he has said and done in this area. He is right to talk about the environment and the climate within which we talk about lawyers, because it was of course under the last Labour Government that they named and shamed lawyers for earning too much in fees. [Interruption.] The hon. Member for Hammersmith (Andy Slaughter) is chuntering from a sedentary position, but he is guilty of doing exactly that under the last Labour Government. We have not done that; we have engaged in a sober and sensible way because we understand the value of the legal profession, both barristers and solicitors.
I understand my right hon. and learned Friend’s call for a slightly shorter consultation period but, given the legal risk that I have been advised on, shortening it from 12 weeks to eight weeks does not seem the right thing to do. The consultation period is there not just as a legal matter but to ensure that we can tease out all the detail of the reforms, such as the implications of the fees and of the wider systemic reforms that we are introducing. It is right to take that time and I cannot see how a difference of four weeks can justify strike action in this case.
The Government cannot swerve responsibility for having made the largest cuts that have ever been made to the legal aid budget, which have brought civil and criminal providers to their knees. The whole service is held together by good will. As chair of the all-party parliamentary group on legal aid, I welcome every single penny that comes back into the service, but the fact remains that there is a crisis of capacity. Our inquiry report a few months ago showed just how many providers are closing and have been closing every month over recent years. I ask the Secretary of State exactly what steps he will now take to deal with the crisis in the provision of civil legal aid—he did not answer that in response to my hon. Friend the Member for Manchester, Gorton (Afzal Khan)—not least to accommodate the additional demand for service that will now flow into it as an admittedly welcome consequence of adjustments to the means test.
I think the hon. Lady was also around at the time when the Labour Government were planning their cuts. [Interruption.] She does not like it, but I remind her that it was Tony Blair who said that the Labour Government would
“derail the gravy train of legal aid”,
so I am afraid that she cannot come to the House with those crocodile tears. On her substantive point, however, the consultation on expanding the Public Defender Service and the 15% raise in legal fees will deal with the scarcity of legal aid practitioners in certain areas. As I have already said in relation to the means test review, millions of extra people will become eligible for civil legal aid, which she should welcome.

Commons ChamberHuman rights reform will no more be a silver bullet for all the ills of the world than any other reform, but it will deal with a whole range of serious and significant issues that the people of this country, my right hon. Friend’s constituents and mine, want dealing with. The reason I give in the consultation paper—I wrote about it in The Times today—is that article 8 is an example of a qualified right that allows us to stretch, or to press, the margin of appreciation. Some 70% of the successful human rights challenges to deportation orders by foreign national offenders come from people claiming under article 8 on the right to a family life. That is a very good example of what we can address.
Leading human rights lawyer and expert, and former adviser to the Joint Committee on Human Rights, Adam Wagner, said of these proposals this morning that this Government may be the first in the history of liberal democracies to enact a Bill of Rights that has the effect of reducing rather than increasing rights and protections. Are a Government who have traditionally provided themselves on the defence of the individual against the state proud of that description?
I do not accept it, but I know that a number of people, including the shadow Justice Secretary, have commented on the proposals before having read them. Freedom of speech, and trial by jury and the recognition that we can give to it, are just two examples of the way we can strengthen human rights, but also strengthen the credibility of human rights so that they are not dirty words in the minds of many of the public.

Commons ChamberThe hon. Gentleman makes an excellent point. The next Egyptian presidency of COP will focus on adaptation measures and what we all need to do to support them.
The Glasgow climate pact included a request that countries return next year with stronger targets for 2030, yet within hours the Australian Government had issued a statement saying that they were not intending to strengthen their target. What will the Government do over the remainder of the COP presidency to ensure that countries such as Australia that do not meet their NDC commitments are encouraged to raise their standards and ensure that they deliver for the world?
Australia did make a commitment to net zero. Electorates and consumers around the world are now going to hold Governments to account for the promises that they have made.

Commons ChamberTwo and a half years ago, practitioners were promised that the criminal legal aid review would be published in summer 2020. We are still waiting. The all-party parliamentary group on legal aid conducted an inquiry into the sustainability of legal aid, and the report was published last month. We heard compelling evidence from practitioners about the impact of inadequate legal aid rates. The consequent crisis in recruitment and retention is feeding directly into the courts backlog. Does the Minister agree that there is no route through tackling the courts backlog that does not also deal with the crisis of inadequate legal aid rates?
I pay tribute to the hon. Lady in her role as chair of the APPG. It is precisely because I see the importance of legal aid that I went to the meeting at which she launched the report. I very much enjoyed it; colleagues from both sides of the House were there. Key to this is the criminal legal aid independent review under Sir Christopher Bellamy QC. Of course, we are still waiting for him to publish that, but we look forward to seeing it as soon as possible.

Commons ChamberAs I announced earlier this year in my former role, the Government will be introducing a climate compatibility checkpoint for any new licences issued, in order to assess whether any future licensing rounds remain in keeping with our climate goals. The checkpoint, which we have committed to launch by the end of this year, will be used to assess the climate compatibility of any future licensing rounds.
Supporting vulnerable communities around the world to adapt to climate impacts is a top priority for COP26. We are encouraging improved adaptation planning, integration of climate risk into decision making, and increased and more accessible adaptation of finance to deliver effective, inclusive adaptation, and loss and damage action on the ground.
The most climate-vulnerable states need and demand more assistance from the developed world for climate transition and adaptation. This has the potential to derail COP26, so can the Minister tell us: what are the Government’s aims for increasing the level of support at Glasgow to help transition and adaptation in the poorest countries, and particularly whether it is the Government’s intention to lobby for that aid to be in the form of grants, rather than loans?
Travelling the world this year in the role that I have the great honour to hold—UK International Champion on Adaptation and Resilience—has, if nothing else, made it clear that the challenges for so many countries are often ones of access to finance. The COP unit and the Foreign, Commonwealth and Development Office have worked tirelessly all year to find better ways to ensure that access to finance, and to ensure that the $100 billion is committed by developed countries so that they have the finance they need to make those sorts of adaptive changes.
There is no festival better than a climate action festival. I congratulate Harrogate District Climate Change Coalition, which has brilliantly demonstrated that tackling climate change is an all-of-society endeavour bringing together business, civil society and government.
That is part of the discussion that needs to take place, but it is also vital that we reach agreement on the transparency framework at COP26 so that we know that the commitments being made are actually delivered on.

Commons ChamberIs the hon. Member saying that 2% of his electorate should not have access to democracy? That appears to be what he is saying. Yes, 98% of people might well have valid ID, but 2% of the entire UK electorate is a very large number of people. In fact, to use the Government’s statistics, 3.5 million people do not have access to valid photo ID. It seems that one arm of the Government does not quite know what the other arm of the Government is doing. The Cabinet Office is saying that it is fine and everyone has access to ID, but the DCMS is saying that we cannot have ID requirements for access to social media sites because not everybody has ID. It seems they say one thing from one Department and another thing from another Department.
The reality is that requirements for ID discriminate against some groups more than others. Concerns have been raised from across the House and from charities and campaigning organisations that disabled people, older people, younger people and people without the spare cash to buy that passport or driving licence are going to be disenfranchised.
Does my hon. Friend agree that there is no such thing as a free service? If local councils are indeed going to be providing voter ID, it will be at public expense. The £120 million that is due to be spent on that could be better spent on voter registration and boosting turnout rather than a disproportionate attempt to control the voting of a minority of people.
My hon. Friend is exactly right. In fact, the Bill contains no details about how local authorities are going to roll out this so-called voter ID, which, as she points out, is not free: it will cost the taxpayer money. This is an expensive waste of taxpayers’ money trying to look for a problem to solve.
We know fine well that voter ID will be an additional barrier for voters. It will be an additional barrier even for the voters that have the relevant ID, because they have to remember to take it with them. We are all Members of Parliament—we all go out and campaign—and we know fine well that sometimes on a wet and rainy Thursday it is awfully difficult to get voters down to the polling station. We should be making sure that our elections take place on public holidays. We should be exploring the idea of weekend voting. We should be looking at ways of modernising our democracy for the 21st century. This Elections Bill does nothing to modernise and everything to put barriers up to participation. The 160 pages of this Bill were written during a global pandemic. At a time when our doctors and nurses were in our hospitals wearing bin bags because of a lack of personal protection equipment, this Government were drawing up legislation to put barriers up to democracy, wasting taxpayers’ money on expensive policies designed to benefit the Conservative party.

Commons ChamberCharities and non-governmental organisations are crucial partners for DFID and play a critical role in ensuring UK aid reaches the most vulnerable. We have used schemes such as our rapid response facility to send £45 million of special funding to them. We want them to deliver some of the rest of the UK’s £764 million coronavirus response. Where our charity partners are struggling, we have introduced a special procedure to make sure they remain our partners for the long term.
Increasing the deployment of clean energy is a key part of helping countries build back greener after the covid-19 crisis. DFID’s transforming energy access programme, in which Durham University has played a valuable role, is supporting technology and business model innovations, accelerating access to affordable clean energy. It has already improved energy access for more than 5 million people in sub-Saharan Africa and south Asia. This is the sort of ambition we hope to be able to scale up from April 2021 under the Ayrton fund.

UK-based international charities are under unprecedented pressure at a time when their services are most needed, with the latest research indicating that more than half have cut back on their overseas programmes and nearly half, particularly small organisations, are at risk of not surviving for another six months. Will the Minister ensure that the review of their work begins by the Government dealing with those with the lowest transparency scores and tackling programmes that do not put poverty reduction at the heart of their work?
