I thank the right hon. Lady for those comments, and for the work that she undertook as the Secretary of State to support this legislation. Given that we wish to speed the progress of this legislation, I hope that colleagues will not be prone to making long speeches on this issue—indeed, possibly not even medium or short speeches. Subject to Madam Deputy Speaker, I intend to be very generous with my taking of interventions, because right hon. and hon. Members want to ensure that the strong feelings of their constituents—which are made very clear every time this issue comes up—are expressed in this House, so that those constituents know that Parliament is listening and undertaking a course of action.

I will just finish my comments to the right hon. Member for Suffolk Coastal (Dr Coffey) before I take an intervention from my hon. Friend from Bebington.

The right hon. Member for Suffolk Coastal is absolutely right; in the last Parliament, there were concessions and discussions in Committee and a consensus was brought about, which was expressed very solidly. That is why I stressed that this was the overwhelming view and message from this House to the other House, and it is regrettable that the Lords chose to ignore that. I understand that the other House has a role in revising legislation, particularly when there are deep divisions in this House, but that is not the case with this provision. It is absolutely clear that the overwhelming majority, including the overwhelming majority of our constituents—the figure is 86% or so, but I will come back to that—are in support of the Bill. The hon. Member for Crawley skilfully put it together, which shows the bipartisan nature of the legislation. That is why it should go through today, and why it should be speeded through its passage in both Houses of Parliament.

The Bebington element of the Ellesmere Port constituency left about 40 years ago, but I know my right hon. Friend has been here a long time, so it probably was correct when he first entered this place.

I wanted to make the point that he has just made—namely, that there is overwhelming public support for this measure. A number of constituents have contacted me to express their support; as he said, time and again surveys show huge public demand for this. Does he agree that it is important that we get the Bill through as swiftly as possible, so that those in the other place are able to do as much as they can as quickly as they can?

I make no apologies for being regularly re-elected to this place over a number of decades. I am sure that my hon. Friend speaks effectively for his constituents in Ellesmere Port, and I suspect residents in Bebington probably hold similar views. That is important. Sometimes issues come before the House that reflect views from certain parts of the country—there are often arguments that reflect the views of those in the metropolis, or the inner metropolis and the metropolitan elite—but this issue runs across parties, across classes and across regions. This is a universal view across the country. People want this country to have no part in this vile trade.

We have had many discussions with the Canal & River Trust over the past three years on the review of its funding, and we are providing it with more than £400 million of additional funding between 2027 and 2037. When the trust was created in 2012, the Department for Environment, Food and Rural Affairs and the trust signed a memorandum of understanding agreeing that the trust would have to move increasingly towards alternative sources of funding.

In Ellesmere Port, we are proud that the Canal & River Trust has made its headquarters there, but we are concerned about the implications of the funding decisions, which amount to a £300 million cut in real terms over the next decade. Clearly that will cause the trust real problems, so I urge the Minister to think again about these decisions and to engage with the trust about how that gap can be bridged.

We all recognise the important work and benefits that the Canal & River Trust brings, but the £300 million cut in funding asserted by the trust is not correct, because that includes adjustments for inflation. Government funding does not provide for that. We should also remember that an investment portfolio of over £1 billion was transferred to the trust, and it gets the benefits of the investments and the funding that accrues from them.

I will definitely withdraw that, Mr Speaker, but we do have to be careful about what we say to the public, and I have pointed out that the so-called plan the Labour party has put forward is thoroughly unworkable in the cost it would put on the public, the time it would take and the amount of pipes that would be required. It would involve digging up the entire nation, whereas we have a completely costed plan: it is very clear, and we have set targets on when these storm overflow monitors have to be in place—by the end of this year—and all the work on the storm overflow plans must be delivered to the Secretary of State and me forthwith. So we are definitely on top of this like never before.

I am pleased to say that today, alongside the launch of our net zero strategy, we are launching the nature markets framework. We need a healthy and thriving natural environment to meet our net zero goals and build our resilience to climate change. The announcement today on the investment we are seeking, alongside the £4 million we will use to boost that private finance, sends a signal that the opportunities for investing in our farmland, forestry, peatlands and marine areas are great and can offer long-term rewards for both people and nature.

We are very proud that the Canal & River Trust has its headquarters in Ellesmere Port, but like everyone else it has been struggling with increasing costs relating to covid and energy. It is waiting for an answer from the Government about what will happen with its grant funding, so will the Secretary of State give us a date by which a decision will be made and guarantee there will be no cuts to its grant funding?

It is a pleasure to see you in the Chair this afternoon, Mr Hollobone. I thank the hon. Member for Carshalton and Wallington (Elliot Colburn) for a pretty comprehensive introduction to this debate. I am sure that many of his points will be repeated by other Members, because they are important points that get to the heart of the petition. As we know, animal welfare is important to many of our constituents. I have received many emails, as I am sure many other Members have, from constituents and organisations that are concerned about the status of the Bill, which has seemingly, during its passage through Parliament, been left adrift by the Government.

It is pleasing that, through the direct intervention of the public and the Petitions Committee, the Government will now be held to account for the Bill’s status. As has been mentioned, we are talking about a manifesto commitment from 2019. We can see the Petition Committee’s power; it has called this debate, and the Minister must now give us concrete answers on the Bill’s status. There are important positives here on how to hold the Government to account through the system. This e-petition has been an opportunity for approximately 108,000 people so far to ask important questions of Government.

There have been a few personnel changes in Government this year, and that may provide some of the reason for the delay. However, the reason why so many people find the delay frustrating is that the Bill concerns so many matters on which there is cross-party support; it should not really matter who is sitting behind the ministerial desk on any given day. My hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard) said on an earlier occasion that the Government seemed to have taken inspiration from Labour’s animal welfare manifesto. While that was obviously a tongue-in-cheek remark, it shows that there is an overlap in our broad positions. That should, in theory, make this an easier Bill to get through Parliament. Politics is often criticised for being adversarial, and while there are measures in the Bill that deserve greater debate and scrutiny—I will come on to that—the fact that its broad thrust is supported ought to mean that it is passed sooner rather than later.

My hon. Friend is making an excellent opening to his speech. Does he agree that the Animal Welfare (Kept Animals) Bill will be world-leading in the protection it provides against cruelty to animals? I represent one of the leading organisations in the field, Battersea Dogs and Cats Home, which is doing fantastic work on this. That included writing a cross-party letter, which we led on to get the Government to take action. He mentioned cross-party support; does he agree that it is important to note how much support the Bill has, and that any continued delay by this Government is not acceptable? He surely agrees that the Government must today set out a timeline showing when the Bill will come back to complete its remaining stages.

I am sure the Minister has noted my hon. Friend’s request; we look forward to hearing what he says on that. My hon. Friend’s point about Battersea Dogs and Cats Home is important, because it is coming up to Christmas, and there will unfortunately be people buying pets from abroad; that may not have happened if the Bill had already been passed.

My hon. Friend mentioned cross-party support; there is lots of it. However, does he accept that under the Trade (Australia and New Zealand) Bill, cattle in Australia can be moved for 48 hours without rest, and there is mulesing of sheep? Also, lots of pregnant dogs now come across from Ireland, are given a caesarean, and are then sent back; they keep going back and forth. There are all sorts of problems, particularly with border control, under the existing regime that give rise to animal cruelty. That should be sorted out. So it is not all a matter of cross-party support.

I note what my hon. Friend says, and refer him to what the Dogs Trust and Cats Protection say: they note rampant abuse of the pets travel scheme by illegal traders; we need action on that. Laws that had the good intention of allowing families to take pets abroad are being abused to allow very young and pregnant animals to come to Britain for sale. I think everyone would agree, despite what my hon. Friend says, that those rules in particular need tightening up. No-one wants the UK market for pets to be flooded with unscrupulous sellers, commercially importing animals through the back door.

My hon. Friend is making an excellent speech and is a champion for animal welfare. Does he agree that the measures in the Animal Welfare (Kept Animals) Bill to reduce puppy smuggling would also have a positive effect on online puppy sales, which are the subject of the campaign otherwise known as Reggie’s law?

My hon. Friend is absolutely right. The Bill places a limit on the number of cats, ferrets and dogs that can be transported, which is an issue that we need to look at closely, and it includes provisions on mutilation, minimum age and pregnancy. It builds on work from over the past decade. Before we stray too far down that path, there are other matters I wish to talk about, particularly the concerns raised by Chester zoo.

Hon. Members may not be aware that Chester zoo forms part of my constituency—obviously, not the main part, because that is in Chester, but parts of its land are in Ellesmere Port and Neston. Lots of my constituents work there, and it does a lot of great work with schools in my constituency. Chester zoo is a world leader in conservation work. It works with over 100 partners in more than 20 countries to recover threatened wildlife and restore its habitats. It is developing a master plan to halt or reverse the decline of around 200 highly threatened plant and animal populations, and has a target of improving 250,000 hectares of landscape for wildlife in at least six locations around the world. Chester zoo continues to be England’s most popular paid-for visitor attraction outside London, and much of that success can be attributed to its visitors wanting to be a part of that conservation mission. Of course, those visitors help fund that conservation.

Chester zoo welcomes the Government’s ambition to further enhance conservation standards across the sector. Zoos across the globe contribute more than $350 million annually to species conservation programmes in the wild, making them the third largest contributor to species conservation in the world. UK zoos alone make up 10% of that total—that is impressive and something we should be proud of in this country. Most of that amount comes from the large charitable zoos, which receive no direct public subsidy and generate their funds by being popular tourist attractions; Chester zoo is a good example.

UK zoos support over 800 projects in 105 countries, providing direct conservation action for 488 animal and plant species. It is vital that their commitment to conservation is not hampered because a Secretary of State has greater powers and flexibility, but does not use them in a way that would help their efforts. The Bill will enable the Secretary of State to specify different standards depending on the type of collection. A larger zoo, for example, will have a different type of collection from an aquarium. Ellesmere Port and Neston also has an aquarium: the Blue Planet at Cheshire Oaks. It is important that the power and flexibility that the Secretary of State seeks to have in the Bill are used in a way that enhances the conservation efforts of zoos.

I understand that the Bill will undergo a number of amendments, which will set standards for a broad range of conservation activities, and that zoos will be incentivised to maximise the impact of those activities, which is something that we all want to see. Does the Minister acknowledge that the amendments will raise the issue of how we ensure that conservation work is maximised? Could he give any assurances of what the final outcome will be? It is essential that the Government’s zoo standards reflect a broad and expansive definition of conservation that recognises the length and breadth of work carried out by places such as Chester zoo. Much of that work takes place in the zoo. It includes the world-class care given by the keepers, feeding, bedding, veterinary attention, the facilities, scientific development and the carefully planned and co-ordinated breeding programmes, which are an essential component of a holistic, planned approach to species recovery. I visited Chester zoo over the summer with Mr Speaker, and we saw some of the new species being brought back into circulation. I could not actually see them, because they were very small, but I was assured that they were there somewhere. We need to ensure that there is a broader understanding of zoo conservation in the revised standards.

Chester zoo has been working with the Ignite Teaching School Alliance to enable schools to build their curriculum around conservation. It is working with around 80 schools so far. I recently had the pleasure of listening to pupils from St Bernard’s Roman Catholic Primary School in my constituency about the work they have been doing with the zoo on conservation. I have no doubt that it is valuable work—it helps children to increase their understanding of the world around them—and I hope that that very important contribution to the next generation’s understanding of conservation will be supported.

Our primary concern is that if we remove the conservation requirements from primary legislation and give the Secretary of State greater powers and flexibility, there will not be the same parliamentary scrutiny that we have enjoyed to date. While the Government have consulted on the reviewed standards of modern zoo practice, there will be no statutory requirement for Ministers to consult on any further updates. We believe that there should be a requirement for consultations on any future changes. Hopefully the Minister can answer this: if there are changes in future, what will Parliament’s role be in scrutinising the standards, and ensuring that they are maintained?

Finally, the Bill puts no statutory requirement on future Ministers to involve the Zoo Experts Committee in any review of the standards, or indeed to formally respond to any of its guidance. The Zoo Experts Committee and Ministers should be made more publicly accountable for their advice and decisions, so that there is greater transparency, just as there is for the Animal Sentience Committee; it publishes independent advice, to which Ministers are obliged to respond.

In conclusion, the Bill will lead to the most significant changes for zoos and aquariums in decades. There is concern that removing conservation requirements from primary legislation, and powers consequently being handed to the Secretary of State, will make it harder to ensure the appropriate scrutiny and transparency of future changes. It is not, I think, an unreasonable proposition that different types of zoos should have different conservation requirements, but how that will work in practice is clearly of significant concern. The debate has shown so far that there is a great deal of support for the Bill. I hope that when the Minister responds, we get a clear timetable that shows when we will see it again.

I thank the hon. Gentleman for his question; I, too, thought I had escaped him. He will be surprised to know that there is another method available to us, which the SNP does not understand. We do not have to pick a fight with everybody; we can actually talk to people and negotiate, and that is what we are doing with the EU. We are trying to build relationships rather than pick a fight with the whole world.

Fertilisers make up around 9% of input costs into food production. Cost increases may be absorbed at various points within the supply chain, but of course we should recognise that there has been a huge spike because global energy prices are going up. The Government recognise that input costs have increased and are challenging cash flow. That is why we brought forward the direct payments to try to help people with their cash flow, and we will continue to monitor that as we move forward.

Last month my constituents at CF Fertilisers were made redundant. Within days of that happening, the company announced that it was halting CO2 production at its plant in Billingham. I know that the Minister is new in place, but I warned his predecessors again and again that we could not afford to be in such a vulnerable position and that we should have got the company sold to the many people who are interested in purchasing it. I am so disappointed that we have got to this point, because it was completely avoidable. Will he, on behalf of his Department, apologise to my constituents who have lost their jobs unnecessarily and to everyone in the country who will be paying more for their food as a result of this very short-sighted decision?

I thank the hon. Gentleman for his question. Of course, we do not want the company to be able to exploit the monopoly position it holds within the marketplace. It has ceased the production of ammonia at the plant, but it will continue to produce ammonium nitrate and nitric acid. The Government continue to engage with the plant to make sure we can secure supplies of fertiliser and other products.

It is a pleasure to see you in the Chair, Mr Hollobone. I thank the hon. Member for Rutland and Melton (Alicia Kearns) for her excellent introduction and for raising a comprehensive range of issues. I will focus on just one of the issues she mentioned, which is fertiliser production, as I have a significant constituency interest in the matter.

As we know, fertiliser is critical to food production. An increase in its cost has an impact on yields. We are in a cost of living crisis and I am afraid that this could make matters significantly worse. We should want to encourage as much UK-based fertiliser production as possible. Indeed, maximising self-sufficiency is one of the aims of the food strategy. If the past few months have shown us anything, it is that the risk associated with food security leaves us exposed to global shocks. We are hearing how the recent increase in energy costs, as well as the increase in fertiliser costs, has had an impact on our farmers, but I am sorry to say that that could be just a taster of the trouble we will face if action is not taken now.

I want to make it crystal clear that I am extremely worried that we may be sleepwalking into a desperate situation of too much pressure on fertiliser costs and consequentially on food prices, because of the situation at CF Fertilisers in my constituency. As the Minister knows, CF Fertilisers is a longstanding plant in Ince, near Ellesmere Port, which employs over 300 people and has been a historical and significant source of fertiliser for the UK agricultural community. Last month, its American owners announced their intention to close the plant and begin consultation on the consequent redundancies with the trade union.

I am grateful to the Minister for her offer to have further discussions on the matter and to the Secretary of State, who met with me last month to discuss the situation. At that point, there was still some hope that a commercial solution could be found. After all, the site has been profitable for many years and has a highly skilled and committed workforce, which we want to retain in those valuable jobs. Unfortunately, various newspaper reports over the past few days have indicated that a sale agreement is unlikely to go ahead. That is extremely worrying. The concern I have, which has been conveyed to me by a significant number of the workforce, is that it is not in the parent company’s interest to sell the site as an ongoing concern.

If the site closes, CF will have no domestic competition for fertiliser sales. It plans to retain its site in Billingham in the north-east—for now, at least—but like every other site, that site can be closed at short notice for technical reasons or, as we saw last year, financial ones. It also requires shutdowns for several months at a time every three years or so. Given what we know, it is not a prudent strategy for the nation to put all its eggs in one basket, particularly when that basket is owned by an overseas company that has shown it is ruthlessly guided by the bottom line.

The fear articulated to me by many people is that CF do not want to sell the site to a potential competitor. It would rather see the machinery and plant equipment sold for scrap than lose its monopoly position in the UK market. Look at its financial performance: it makes an awful lot of money. Its earnings before interest, taxes, depreciation and amortisation in the first quarter alone was $1.68 billion. It increased its dividend by 33% in the first quarter of the year. CF could give the site away for nothing and it would not materially affect its bottom line, but it does not want to do that because it would deny them the opportunity of seizing every last penny from UK farmers. How is it in the national interest to let that happen? How is it sensible to allow a situation in which we know this course of action will put even more pressure on food prices? How is it levelling up to allow 300 highly paid, well-skilled jobs in the north-west go, when we know that there is a viable business there? If there is a way forward, it should be allowed to continue.

I cannot overstate to the Minister just how concerned local people are about the parent company’s true intentions. It is clear from talking to them just how little trust they have in CF now and how they believe the consultation process to be, frankly, a sham. The process ends in just a few weeks and, unless there is a dramatic change of approach, we will lose all those jobs and be in a hugely exposed food-security position in future. This cannot wait for a new Prime Minister. I urge the Government to intervene and for members of the Cabinet, for a minute, to stop jostling about their own jobs and to think about my constituents’ jobs, because those will be gone in a few weeks, with knock-on effects on jobs in the agricultural sector generally.

Please, will the Minister do everything in her power to keep the plant open? I want to be clear: if it is allowed to close, the ramifications of that decision could be felt for years to come. People will rightly ask, “What did the Government do to stop it?”

On CF Fertilisers, may I thank the Secretary of State for the time he took yesterday to discuss the future of the site? I am pleased to see that there is interest in purchasing the plant. Does he agree that despite the ongoing challenges that the industry faces, with a parent company that increased its dividends by 33% in the first quarter, there is no reason why the plant cannot be sold as a going concern?

I entirely agree with the hon. Gentleman; although CF Fertilisers has chosen to consolidate its UK operations into Billingham, the Ince plant remains viable and the best commercial exit from that plant for CF Fertilisers would be to progress an offer based on selling it as a going concern. There are many skilled people in his constituency who have been working at that plant, and the best outcome for all concerned would be for it to be sold as a going concern.

In advance of the debate, I was contacted by a number of constituents who expressed their disappointment that there was nothing in the Queen’s Speech about the sort of animal welfare reforms that will be the main part of our discussion today. They told me that, as we have heard, DEFRA’s action plan for animal welfare, published over a year ago, said that the Government are committed to issuing a consultation. We have heard that that will be on its way shortly, but the action plan also stated that

“we will introduce other reforms to improve farm welfare, including examining the use of cages for laying hens and farrowing crates for pigs.”

A year on, we are still waiting for that action.

Every year that passes without action means that millions more animals are kept in unnatural and often distressing conditions that we ought to be shamed into doing something about. I hope we will hear today about substantial progress, because some of the conditions are awful. I have heard about cages that are so small that pregnant mothers are unable to turn around and move for four or five weeks once a litter is born. Even DEFRA recognises that these conditions can restrict a sow’s normal behaviour, including nesting behaviour.

We know that the European Commission plans to ban cages for all farmed animals, hopefully by 2027. Significantly for us, it will also look to prohibit the import of food from caged systems. We no longer have to automatically follow what the EU is doing, but we ought to be using our new-found freedoms to go further and faster than the EU so that we can genuinely say that we are the world leader in animal welfare. Let us do that rather than go the other way.

Further to that point about our new-found freedom, many of my constituents voted to leave the European Union in order to enhance our animal welfare standards. Does the hon. Gentleman agree that when we introduce new animal welfare legislation, we must ensure that we do not repeat the mistake, which my right hon. Friend the Member for North Thanet (Sir Roger Gale) mentioned, of looking only at the domestic position and outsourcing poor practice to other countries? If we introduce a ban, we must ensure that we do not enable poor practice via imports.

The hon. Member makes an important point. That should be said not just for animal welfare standards but for environmental standards and employment protections, all of which we used to have on a clear level from the EU.

Three out of four UK adults back a ban on the use of cages for breeding game birds, and a large coalition of animal welfare charities also backs a ban on cages. As I mentioned, the EU is the largest export market for UK farmers, so I hope we all agree that there is an economic case here as well as a moral one. If we are truly to call ourselves a progressive nation of animal lovers, we must phase out this outdated and cruel practice. The lack of action over the last year paints a very different picture from the commitment to keeping these reforms on the go.

The use of cages for breeding game birds should be also banned. Wider action against cages in farming should include the breeding of game birds to end cruelty and provide consistency across species. Figures from the Game and Wildlife Conservation Trust show that more than 60 million non-native pheasants and partridges are released every year in the UK to be shot for sport. Many of these birds are bred in the UK using factory-style farming and raised laying cages.

Breeding birds are often kept in small wire cages for much of their breeding lives. As we have heard, those cages are incredibly small. They provide approximately 0.0011% of the space that a pheasant would typically enjoy in the wild, and 0.00004% of the space that a partridge would enjoy. We would not tolerate that for a dog or a cat, so why should we tolerate it for game birds?

Given the semi-wild nature of pheasants and partridges, the cramped conditions of the cages cause stress and injury, including painful open foot sores, exposure to extreme temperatures and injury caused by escape attempts. Aggression is also a common sign of stress in these birds, which can result in self-injury or injury to other birds. Given the conditions they are kept in, that is hardly surprising. It is also hardly surprising that most people, when told about these conditions, agree that as a nation of animal lovers we should not allow those kinds of things to happen.

I hope that we get agreement and acceptance from the Minister that this kind of treatment of any animal should be consigned to history, and that there is a clear road map and timetable for that to happen as soon as possible.

My hon. Friend does indeed represent an important part of our country for horticulture—in fact, I spent a summer working on an apple orchard at Bransford in her constituency. On her question about the evidence that we have, we work closely with the operators running the seasonal agricultural workers scheme. As I said, we are approaching 28,000 visas issued or people already here. The judgment is that for the top fruit season, which is predominantly what they will be recruiting for later this year, a further 10,000 will be sufficient. The truth is that the total number of people who do seasonal agricultural work in the UK is estimated to be between 60,000 and 70,000. We think it is still the case that close to half of that number are coming as settled EU citizens or are people who are here, with the other half being carried by the scheme. That will change over the years, but for the current year, we think that 40,000 is sufficient.

As has been referenced already, last week, CF Fertilisers in my constituency announced that it would begin consultation on closing the plant, which puts 300 jobs at risk. It also exposes us far more to the international fertiliser market, which is the opposite of what I understood this strategy was meant to achieve. Ministers have had nine months’ notice that there was a problem at the plant and, from what I can see, they have done absolutely nothing to help it survive. The Secretary of State said that he was monitoring the situation but, frankly, we need far more urgent action than that. What is being done to look at potential purchasers of the site or to keep production going there? Are my constituents’ jobs not worth more than just a monitoring exercise?

We are monitoring the situation, but the hon. Gentleman will be aware that there are some commercially sensitive issues around that. He talks about the potential sale of the site to alternative operators, which I know that the company is investigating. If he would like, I will offer to meet him to update him on some of those issues.

It is a pleasure to see you in the Chair, Sir George. I thank my hon. Friend the Member for Neath (Christina Rees) for her comprehensive introduction.

My constituency has contributed the second highest number of signatures to this petition, which shows that my constituents have a great interest in animal welfare matters. In a nutshell, they believe that the breed-specific legislation is flawed, outdated and ineffective, and means that dogs are euthanised simply because of the way they look. No other option is available, and no assessment is made of whether the dog is actually a danger. It is argued that there is no specific research demonstrating that the dogs in question pose more of a risk than other types of dog.

I am a dog owner, and I regularly take our Labrador Mellie on walks through Rivacre valley in our constituency, where we meet lots of constituents, of course, and lots of other dogs. They all have different personalities, and it is very apparent that a dog cannot be judged by what it looks like or its breed. Focusing on four breeds only is ineffective; that is shown by the fact that the breed-specific legislation has not improved public safety as intended.

My hon. Friend gave a number of statistics, and I want to refer to a couple. In the past 20 years, dog bites have increased by 154%, but only 8% of dangerously out-of-control dog cases involved banned breeds. What is happening with the other 92% of out-of-control dog cases? Why have all the legislative eggs been put in one basket, which accounts for only 8% of the problem?

As we know, hospital admissions due to dog bites continue to rise year on year, so it is clear that the law has significantly failed to do what was intended. It has not reduced dog bites, and it means that innocent dogs continue to be put to sleep. Tragic fatalities as a result of dog attacks continue, so it is clear that the law needs re-examining. Public safety must be paramount, and we absolutely cannot have dangerous dogs coming into contact with the public, but if that is what the legislation is meant to prevent, it is failing.

As my hon. Friend said, recent research from Middlesex University London was instructive. It found that data about dog bite incidents is lacking, and record keeping across the country is inconsistent. The university’s report said:

“Participants almost unanimously cast doubt on the idea that breed was a cause of dog attacks noting either that dogs are not inherently dangerous if properly socialised and engaged with using appropriate behaviours, or that all dogs could be dangerous if placed in the wrong situations and handled inappropriately.”

It noted studies that indicated that dog bite incidents should not by themselves be taken as an indication of dog aggression that requires a regulatory response. Statistical data on the extent of dog attacks therefore needs careful interpretation, and there should be an examination of all the other factors in play.

A dog’s behaviour can very much be influenced by its owner, as well as by other environmental factors. All dogs can be dangerous in the wrong hands, and action to tackle canine aggression should focus on the animal’s training. That would be better than the current crude and ineffective focus on what the dog looks like.

According to the latest data from the Battersea Dogs and Cats Home, about 200 leading behaviour experts found that socialisation is the most critical factor: 86% said that the way a dog is brought up by its owner is the most important reason why some are more aggressive towards people than others, and 73% said that the dog’s upbringing by the breeder before they are sold determines behaviour. It is clear that that is where the focus ought to be.

I understand that a steering group has been set up to look at the recommendations from the Middlesex University London report, but it will not look at the legislation, despite there being serious questions about whether it does what was intended. As we have heard, the Royal Society for the Prevention of Cruelty to Animals, Dogs Trust, Battersea Dogs and Cats Home, Blue Cross, the British Veterinary Association and the Kennel Club all want the introduction of what they call breed-neutral legislation that better protects public safety and dog welfare. We need to look at what the evidence and the science are telling us and what the experts say. I would like the Government to commit to a review of the legislation as soon as possible, and to engage with local authorities, the police and experts from other countries. As we heard from my hon. Friend, we can learn from experiences abroad and use them to develop a deeper understanding of what works in this area, because we have seen that the legislation does not stop dog bites and is bad for animal welfare. It is obvious that we need a more rounded approach to dog control that focuses on prevention through responsible ownership and education.

Finally, I want to talk about how breed-specific legislation plays into the wider legislative framework around dogs. A number of constituents have contacted me with their concerns about the increasing number of artificial insemination clinics; unqualified people are able to call these places clinics. Some people will think that their dogs are being dealt with by a professional when the person may have no qualifications at all. There are real concerns about whether these clinics are safe. We certainly cannot be sure that breeding is not going on there, and that needs much closer examination. That is another example of how our legislation is well behind the curve on developments in animal welfare. We need to regulate these clinics and ensure professional standards; that is in the interests of the public and animal welfare.

In conclusion, we want to be a world leader in animal welfare, so we need to keep legislation up to date, follow what the science and expert advice tells us, and base our approach on that.
