Commons ChamberMy hon. Friend is right: it is important that the money is used for the benefit of Londoners. We have provided very significant support, as I have set out, but it has not stopped the Mayor of London from putting up taxes on the poorest motorists, with the extension of his ultra low emission zone scheme to outer London. Rather than my having a meeting with him, the best way to hold the Mayor of London to account is for voters in London to vote for Susan Hall and kick him out.
Because of the Prime Minister’s decision, Network North will see £19.8 billion of extra transport investment in the north of England, including a brand new £2.5 billion fund to transform local transport in 14 rural counties, smaller cities and towns in every part of the north outside the big city regions. This is in addition to what has already been committed through the integrated rail plan and the £11 billion TransPennine route upgrade.
I thank the Minister for visiting my constituency back in January. Following that visit, he became aware of the important economic impact of the A64 on York and North Yorkshire. May I stress to him again how important the upgrade is to safety on the road? A few days following his visit, the road was again closed due to a serious accident. Sadly, that followed another fatal accident on the road in December. This is becoming an ever more frequent occurrence, so when he looks at the upgrade of the A64, will he ensure that the safety impact plays an important role?
It was a pleasure to visit my hon. Friend’s constituency and meet him and other parliamentary colleagues who were so passionately concerned about the improvement of the A64 and its safety issues. I take the point he raises on board. I know that National Highways is developing options to address the concerns that he, local people and businesses have identified with the road. We will look at them very closely. I welcome the fact that he continues to champion this important matter.

It is an honour to serve under your chairmanship, Sir Charles. I congratulate the hon. Member for York Central (Rachael Maskell) on securing the debate.
This debate is about the future of rail, but understandably the question on everyone’s mind at the moment is which of our towns or cities will be given the huge honour of hosting the public body tasked with delivering that future. Right hon. and hon. Members will not be surprised to hear that I very much support what the hon. Member for York Central has set out, and what my hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones) and for Thirsk and Malton (Kevin Hollinrake) have set out. There is also support from other north Yorkshire MPs.
Members have previously heard me set out at length why I think York is the best site for Great British Railways, but in the short time available I will briefly reiterate what I consider to be the main points in support of York’s strong case. First, there are York’s existing Network Rail facilities, strong connectivity and rail heritage, as well as the availability of a range of convenient city-centre sites. That last point has already been touched on, but the York central site stands out proud in terms of what it can deliver. It is also shovel-ready—it is ready to go—and that must add huge weight to York’s bid.
Secondly, York has a skilled workforce, which accounts for over 10% of the national rail industry’s workforce, and it is also situated at the centre of the north-east Yorkshire rail cluster, which is the largest in the UK.
Thirdly, York has leading status in training and innovation, which has been driven by local businesses, colleges and universities. I could add so much more to this point, but I cannot do so in the brief time available, although I know that other Members have already touched on it.
Fourthly, York’s position at the heart of the UK rail network makes it an ideal national administrative base. Moreover, York would potentially contribute to the Government’s goals of strengthening the Union and levelling up in the north of England, based on York’s strong links to Scotland, the north-east, Manchester and all parts of Yorkshire.
Yorkshire and, in particular, York have not only a proud rail history but a vital role to play in the future, by leading the way in developing new technologies and providing new skills that will revolutionise rail travel in York. For me, the case for York’s bid is absolutely overwhelming, and I am proud to be supporting it here today. I am also proud to support Members from across our region in supporting York’s case, and I very much look forward to learning how the Government will take this matter forward.

That this House has considered the matter of York’s bid to host the headquarters of Great British Railways.
It is a pleasure to serve under your chairmanship, Mr Efford. I thank the City of York Council for its time and effort in preparing York’s case and for providing me with the updated details in advance of the debate.
Earlier this year, following the Williams-Shapps rail review, the Government announced their intention to create the new public body, Great British Railways. Billed as a modern-day successor to British Rail, Great British Railways will take on the responsibilities covered by Network Rail, as well as further responsibilities from the Department for Transport and the Rail Delivery Group. The new body will bring the ownership and management of the railways under one structure, with the organisation responsible for collecting revenue, running and planning the network and setting most fares and timetables.
On 4 October, the Transport Secretary announced that he was looking for a town or city to host the new headquarters of Great British Railways and, in doing so, become the home of the railways. In the next 10 minutes, I hope to persuade you, Mr Efford, and the Minister that York has always been and should remain the home of the railways, a fact that should be recognised by locating the new headquarters of Great British Railways in our great city.
York was first connected to the railway network more than 180 years ago and quickly became one of the best-connected cities in the UK, having direct rail access to more than 150 towns, cities and villages, representing a third of the UK’s population. To accommodate that, at the time of its completion in 1877, York station was the largest in the world; to date, it remains one of the most impressive.
I am most grateful to my hon. Friend for giving way and I congratulate him on securing the debate. He has my full support. Does he agree that, with the National Railway Museum based in York, the city is already at the centre of our railway heritage, and that it therefore makes sense to make York the home of our railway future, as well as our past?
I thank my right hon. Friend for that intervention, based on which I consider that he might have had sight of my speech, because I will come on to that point. He is absolutely right: we have to link the past with the future. York has an amazing rail heritage and the railway museum is at the heart of that. I will touch on that further. York has an amazing opportunity going forward and I want to touch on some of the sites—the York central site—that really can deliver for York, but also for our future rail centre.
I am grateful to the hon. Member for giving way and for securing the debate. Does he agree that it is about not just the past, but the future? Indeed, York has the engineers, the operators and the skillset needed for advancing digital rail in the future—the very skills that are needed by Great British Railways.
I thank the hon. Member—I was going to call her my hon. Friend—and neighbour. I think she might have seen my speech as well, because I was going to touch on skills. She is absolutely right that the skills in York have been developed not only through the Network Rail centre, but through our colleges and universities, which are at the forefront of the future. That is why York, for me, is undoubtedly the first choice for the location of the headquarters of Great British Railways.
York has always been an important staging post for those travelling between London and Scotland, which is reflected in its prominence on the east coast mainline. It also has another role as the interchange between the east coast mainline and the trans-Pennine line, connecting northern industrial heartlands, such as Merseyside, Greater Manchester and West Yorkshire with the east coast, the east of England and the north-east of England. If, as I believe to be the case, the Government are truly committed to levelling up and spreading prosperity to areas outside London and south-east, then they should look no further than York.
Does my hon. Friend agree that the headquarters of the Great British Railways needs to be at the centre of the country in order to be able to service the whole country? Does he agree that Derby is almost at the centre of the United Kingdom? It has 200 rail-related companies and the largest train manufacturer in the country. I have been campaigning, even before this competition starts, for Derby to be the centre for the Great British Railways headquarters.
It will come as no surprise to my hon. Friend that I am not going to agree with that, but I understand that she is putting her case forward, as she always does extremely well. I will continue to argue that York is at the centre of the country when we talk about the United Kingdom. If we are talking about connecting and keeping the United Kingdom together, then York plays a key role in delivering that and stands out as the perfect choice.
We are talking about the centre of the railway network in the north. If, as I believe, the Government are serious about strengthening the Union, through the creation of a Great British-wide body, then York, near to the geographic centre of Great Britain, is the perfect choice.
It is not just York’s rail connectivity that sets it apart, but its central role in the nation’s wider rail industry. In 1975, this was recognised by the opening of the National Railway Museum, as has been mentioned, at a site adjacent to York station. It is home to such iconic locomotives as the Mallard and the Flying Scotsman. The museum attracts over 700,000 visitors per year from around the world, with plans for further expansion in the coming years.
There is much more. York’s skills base in rail and connected industries is unrivalled. The industry employs 5,500 people in the city, some 10% of the national total and two thirds of all rail jobs in the Yorkshire and Humber region. It also lies at the centre of the UK’s largest rail cluster, being ideally located between Doncaster and Sheffield to the south, Leeds and Huddersfield to west and Durham and the Tees Valley to the north. Over 100 relevant companies, with 9,500 employees, are based within one hour of York.
My hon. Friend is making a very powerful case for York to host the Great British Railways headquarters and I strongly support his arguments. He is commenting on skills. For me, the reason why York is such a strong contender is the breadth of its skills base, whether it is in rolling stock, engineering, planning or, particularly, the digital future. That expertise will enable the Great British Railways to hit the ground running and be more effective as a result.
I could not have put it better myself. I completely agree with my hon. Friend: it is about the skill base and the digital future. We have that wider skill base, which I will elaborate on further, but it strengthens York’s case and makes it, for me, the only choice.
The region boasts no less than 13 leading rail education providers, including Selby College, which has partnered with Siemens to deliver apprenticeships for level 3 rail engineering technicians. York College is the home of the Yorkshire and Humber Institute of Technology, which delivers high-quality technical education with a focus on science, technology, engineering and mathematics subjects.
York is also home to Network Rail’s training centre, which provides professional development for existing employees as well as training the engineers of the future, as was touched on by my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones). Indeed, Network Rail already employs more than 1,000 people in York across every discipline. In 2014, it opened the country’s biggest rail control centre in the city, and I suggest that the same vote of confidence in York should be made by its successor organisation.
The home of the railways should have an eye to their future. That is where York stands out. The city and the wider region are home to a dynamic mix of businesses and academic institutions, working together on the latest innovations in rail. The University of York is a pioneer in the field of rail auto—I cannot say it.
Automation, yes. I thank my hon. Friend for putting me right on that. The University of Leeds is currently developing the new state-of-the-art Institute for High Speed Rail and Systems Integration. That work was enabled by collaboration between key sectors in the fields of railway engineering, signalling and software development, many of which are based in York or have major offices there. I hope I have persuaded you, Mr Efford, of York’s credentials as a railway city and perhaps the UK’s pre-eminent railway city.
There is another reason that York would be a sensible, if not the best, choice for locating a major public body in the form of the Great British Railways. As the Minister will know, York is currently home to one of the country’s largest brownfield sites, which is also a regeneration project. It covers some 45 hectares of disused track and railway depots, adjacent to York station and right in the heart of the city. York Central promises to be of a similar scale and ambition to the highly successful redevelopment of King’s Cross. The project promises to provide more than 2,500 new homes and, crucially, 112,000 square metres of high-quality commercial office space. Work has already started on clearing the site, following a successful bid for £77 million of Government funding for the enabling infrastructure.
As the Prime Minister would say, this is an oven-ready proposition for Great British Railways, providing a unique chance to build the new headquarters on a city-centre brownfield site in which Network Rail is a major partner and landowner. Surely there is a certain appeal about this: the new Great British Railways being based on a regenerated railway site. That the site happens to be located next to the National Railway Museum, one of the north’s major and main interchange stations, and the offices of several major players in the national rail industry makes it an option that is impossible for the Government to ignore.
The hon. Member makes a very powerful case for York. The location of Great British Railways would also be next to the rail operating centre, which is the flagship of digital signalling and contains advanced skills. Is that not why this particular location is so important for the future of our railways?
Absolutely. The location is perfect, with the brownfield regeneration site that interlinks with the Network Rail headquarters and all the skills around there, as we have touched on. Those new skills are so important to the future of our railways. That is what we, as well as the region, can deliver in York. The location is ideal, but this is also about the skills that the whole region can deliver. That is so important and it is what makes the case for York so strong.
I congratulate my hon. Friend on securing this important debate. Is there not another reason to consider York? In addition to its proud history, its strategic location and the concentration of the rail industry within the city, is not York simply a fantastic place to live for those who will relocate to wherever the headquarters of Great British Railways ends up?
I am bound to agree with that, as someone who lives and works on the edge of York, as many people in this debate do. We all know what a fantastic place York is to live and to work in, which is surely a huge attraction when we need to attract the right skills to this new headquarters. York provides that attraction; there is absolutely no doubt about that.
As we have touched on, there are also universities, including the University of York. The number of people who initially study at the University of York but ultimately stay to live and work in the city or just around the city tells its own story. Great British Railways will need to attract people with skills, and York has that attraction, without a shadow of a doubt.
My hon. Friend is indeed making a very strong case for York. Is there not also a precedent for moving a national headquarters to York? Was it not Edward I who, in 1298, moved the Treasury to York?
I bow to my right hon. Friend’s knowledge of history, but yes, absolutely—the precedent is there. This issue is also about the future, as we have said. Nevertheless, I entirely agree with him.
Despite York Central being an important and distinguishing feature of York’s bid, that bid is not dependent on an individual site. City of York Council has put forward several other existing city centre office buildings that it regards as viable options. Such is the compact nature of the city centre in York that Great British Railways can expect similar levels of connectivity and business engagement wherever it is ultimately located in our great city.
To sum up, York is most definitely the right choice for Great British Railways for four main reasons. First, there are the existing Network Rail facilities, the strong connectivity, the rail heritage and the availability of a range of convenient city centre sites. Secondly, it has a skilled workforce, accounting for over 10% of the workforce of the national rail industry, as it is located at the centre of the north-east Yorkshire rail cluster, which is the largest in the UK. Thirdly, it has a leading status in training and innovation, driven by local businesses, colleges and universities. Fourthly, York’s position at the heart of the UK rail network makes it an ideal national administrative base. However, even more than those reasons, there is York’s potential contribution to the Government’s goals of strengthening the Union and levelling up in the north of England, especially given its strong links to Scotland, the north-east of England, Manchester and all parts of Yorkshire.
I understand that this process will be a competitive one, and that other rail towns and cities are being quick to make clear their interests, and I will admit that I am probably biased, as many Members are about their constituencies. Nevertheless, I think that York’s case is extremely strong, and I know that it would be a source of great pride for our city, which has been so prominent in English and British history, if its next chapter could include the status that comes with being officially recognised as the home of the railways and of Great British Railways.

Commons ChamberIt is of course true that there is a third wave, given the delta variant. We in the United Kingdom are in the fortunate position of having our exceptional vaccination programme, which will allow us to open up on 19 July—provided that is confirmed on Monday. I have described from the Dispatch Box today how we will allow people who have been vaccinated through the UK vaccination programme to travel to amber list countries and to return, treating those countries as if they were on the green list. On the other side of that, we will work on a second phase to enable people to travel here. I am working closely with the Secretary of State for Digital, Culture, Media and Sport to ensure that that can restart as soon as possible. We need to be able to trust other vaccination programmes and verify that those travelling here have had a particular type of test, of course. That is the best way to help travel firms in the hon. Lady’s constituency. I must point out that £7 billion is not a drop in the ocean. A lot of money has been spent supporting the travel sector, and we are proud to have done that, but the best thing will be to get the sector open again.
This announcement is a big step in the right direction and will provide a much-needed boost for the travel sector, so I welcome what the Secretary of State has said. It also provides a meaningful choice of holiday destinations for families looking to go abroad this summer. However, the Secretary of State will be aware—the Chair of the Transport Committee touched on this—that testing requirements remain costly and burdensome, especially for families. He mentioned 31 July, but will he also commit to keeping the testing under regular review, and can he look not only at the cost but at the bureaucracy that goes with it, because that also has an impact on families going on holiday?
I certainly welcome my hon. Friend’s welcome of the policy. On the cost of testing, the narrative tends to run a little behind what is happening in the real world, so I jumped on the gov.uk website this morning to take a look, and there are some very inexpensive tests available. The cheapest I saw was £4.95, although that was quite specific because it referred to an individual test centre, which might be nowhere near. Let us assume that the costs are higher than that, but recognise that they are no longer the hundreds of pounds quoted in the spring. I want to see the costs continue to be driven down. I give him an assurance that we will carry on working with the scientists and looking at the data. We will not be testing people for a moment longer than is required, but our primary responsibility is to protect people in the UK. We do not want a variant to come in that we simply fail to pick up.

Yes, I can provide a bit more detail. The group is chaired at Cabinet Office level and the equivalent in the United States. It was, as the hon. Lady will know, set up by the President and the Prime Minister at the G7. There has not been a specific date provided for publishing the group’s work, but it meets on a weekly basis. I urge her and others to discount what they read in the newspapers. I did not recognise the output that I saw in the stories this morning other than that it is true that there are issues that I have mentioned at the Dispatch Box about recognition in both directions. These are very real problems. There are 50 states in America and they all use different systems for showing whether people are fully vaccinated—to throw another one into the pot. However, we are working very closely together and the desire is there between the US and the UK to normalise travel again.
The Government’s intention to scrap quarantine restrictions for fully vaccinated people arriving from amber list countries is very welcome, but can I stress to my right hon. Friend how important it is to have clarity over the timings now instead of later in the summer? Ideally we need this in place at the start of the school holidays to give families the confidence to book and to ensure that it has the maximum impact in helping the travel sector to recover. I do not have to tell him that if it is delayed for too long, the summer for the travel sector will be lost, and that will have huge financial implications for the sector.
I do recognise the desire to see the system clarified. I went to some lengths in my opening remarks to explain that we have some issues that we need to resolve, including what the JCVI is going to recommend when it finishes opining over whether children should be vaccinated, and, without knowing the answer to that, what alternative system would be in place. As Members have mentioned, we have already seen Malta, for example, putting in place its own restrictions on children at the particular age of 12. There are complexities to deal with. However, I hear what my hon. Friend and others have said about the desire for clarity. I will return to this House once we have made progress and make sure that he is here to hear it first.

Commons ChamberThe global travel taskforce report clearly sets out how, when the time is right, we will be able to restart international travel, without putting our hard-won progress against the virus at risk. We will confirm by early May whether non-essential international travel can resume from 17 May.
I should remind the hon. Gentleman and the House that people should not be travelling right now. In fact, they cannot travel right now without a very exceptional reason indeed, because people have to stay at home—stay domestically. However, it is the case that Border Force is checking every single person who enters the country to make sure that they have completed the pre-departure test and the locator form to say where they will be. I am afraid that, at the moment, that inevitably creates some queues. As we move towards the unlocking of international travel, we will be addressing this issue not least through beginning to automate the e-gates with the pre-departure form.
My right hon. Friend will be aware that Leeds-based Jet2 has recently announced the cancellation of all flights until 23 June, citing continued uncertainty about Government restrictions. With the wider travel industry braced for many European holiday destinations being off limits for some time, will the Secretary of State commit to publishing detailed assessments of the categorisation of specific countries in the traffic light system so that the industry bodies can see whether there is an immediate prospect of improvements? Furthermore, will he take into account the economic value of certain European destinations to the UK travel industry?
I can confirm to my hon. Friend that we will be having the Joint Biosecurity Centre look at four principal factors: the level of coronavirus in any given country; the number of vaccines that has been dispensed in that country; the concern over any particular variants; and the quality of the data. Those are the facts and figures that it will be looking at. None the less, I do share his concerns about when a country jumps from one category to another, and we saw that last year. We are taking a couple of different steps to try to help with that. One is to have a green watch list where we are able to flag up, perhaps a couple of weeks in advance, to say that we are looking at a variation of interest, which could turn into a variation of concern, in order to help provide a bit more forward guidance this year.

Commons ChamberOf course we will be responding to the report shortly, but if the hon. Gentleman looks across the country he will see that the place where bus mileage has been falling fastest is in Labour-controlled Wales. Actually, there has been a small increase in the number of routes during my time as Secretary of State. The Government are committed to supporting new, innovative ways to expand bus utilisation, which is why we support the demand-responsive services that are emerging across the country and are committed to ensuring that we provide the best possible choice for passengers.
The hon. Gentleman referred to the powers under the 2017 Act, and in my time as Secretary of State, I have not received a single proposal or request to introduce bus franchising under that Act. Notwithstanding that fact, I would be happy to do so if I saw evidence that it would improve passenger services.
A comment was made earlier about investment in the north, and the Azuma trains, which will shortly be running to the north-east and Scotland and are already running in Leeds, are a huge investment in transport connections to the north. They will reduce journey times, and alongside that the substantial multi-hundred million pound investment that we are putting into the east coast main line will improve journey times, too. That is another sign of this Government’s commitment to providing better transport links in and for the north.
I welcome that answer. The Secretary of State is right that the introduction of the new Azuma trains is an exciting development for the city of York, given the importance of the east coast main line to our great city, but can he assure me that we will have no further delays in their introduction? There have been signalling problems north of York, and the Azuma trains will be arriving in York on 1 August.
My understanding is that those trains are on track to start running as targeted at the start of August and will be going to Scotland later this year. They will deliver a transformative experience—more seats and faster, better journeys for people travelling from Scotland in the north to London and within the north, between places such as York and Newcastle. This is a really important investment.
I understand the point the hon. Lady is making because I have had similar issues in my own constituency. A principle that has been adopted both by her party when it was in government and by us is that, when assessing a person’s medical condition, it is not right or fair to go to their own GP because of the specific relationship that exists between an individual and their GP—whether that be an assessment for welfare entitlements or an assessment for a driving licence. We will always, as a ministerial team, work with Members across the House, if there are examples of individuals who have been hard done by as a result of a decision that is wrong, to see whether we can get the situation at least reviewed.
May I have an update on City of York Council’s bid through the major road network fund for dualling the York northern ring road? Will the new roads Minister meet me to discuss this matter and the levels of congestion that are causing huge concern to my constituents?

Commons ChamberFirst, there is no legal basis for taking that step. Secondly, it is interesting that the Labour Members always demand that we stop international companies getting franchises in the UK. They seem to want to drive out of the industry a company that has made a huge mistake and paid a big price for it, but which none the less has been a successful transport operator in the UK for a long time. We should take sensible decisions in the interests of the country and of passengers. That is what I am doing.
It is clear that there are unique infrastructure challenges on the east coast main line, many of which affect my constituents. What steps will the Secretary of State take to resolve those challenges, and can he assure me that the creation of the new partnership will solve them?
That is very much my aim. I will ask the new joined-up board to consider how we can bring digital technology to the signalling on the line. There are not enough train paths, and the way to sort that for the future is by moving to a digital railway. This is an area in which we can supplement public investment—we are putting in a record amount over the next five years—with private investment so that, for example, we unlock the potential of digital technology to create even more capacity on our railways.

It is always a pleasure to serve under your chairmanship, Mrs Gillan. I congratulate the hon. Member for Bexhill and Battle (Huw Merriman) on securing this important debate. We heard about the need for improvements to the A21 and the A259. Given that the road investment strategy is reaching a critical phase, this is a timely discussion.
Improving road infrastructure is a priority for many of our constituents. I was proud to be part of a cross-party campaign to secure the widening of the A453—the main trunk route between Nottingham and the west midlands. The project has improved the lives of thousands of my constituents.
I want to focus on two of the immediate issues confronting the Department for Transport: the delivery of the road investment strategy and the condition of local roads. The investment strategy was launched to significant fanfare. More than £15 billion was promised for investment in motorways and major A roads. Unfortunately, two years on, the progress report is decidedly mixed. Highways England is failing to meet its target for maintaining road conditions, as the Office of Rail and Road warned in February. The pledge to resurface 80% of the strategic road network, which was so widely trumpeted, is also set to be missed. I hope the Minister will update hon. Members on what the actual figure is likely to be.
Most seriously, the delivery of new capital investment schemes worth £11 billion is also in doubt. Many hon. Members might be familiar with Network Rail’s current problems. Major projects were committed to at an early stage in their development when there was a limited understanding of their costs and deliverability. I am concerned that a similar story looks to be playing out on our roads. In the ORR’s February update on capital planning, the regulator warned that there are significant differences between the initial cost forecasts and the latest estimates, and that the investment strategy
“is not fully demonstrated to be affordable”.
There is currently an £800 million gap in Highways England’s capital works budget, on top of the £140 million of extra funding that the Department granted last year. Those overruns are at least partly due to headline-grabbing claims taking precedence over realistic pledges. I therefore suggest that those who are dusting down their bids for a bypass do not start to celebrate just yet.
Internal Highways England minutes that I obtained through the Freedom of Information Act blamed the cost increase on a
“lack of focus on affordability in an environment where an emphasis has been placed on the imperative to deliver as quickly as possible”.
Given that 60 projects—more than half the total—are due to begin construction in the final year of the road investment period, there will be an exceptional strain on Highways England and external contractors. The regulator said that there is “limited evidence” that the construction timetable is “deliverable or efficient”. That could have a knock-on effect on investment in the roads investment strategy, too, so we need to look at which projects are priorities within the strategy.
Prioritisation is very important, but, moving away from Highways England, does the hon. Lady agree that local authorities find it difficult to allocate funds to produce feasibility studies and business cases to move projects forward? There has been a problem in my constituency with moving forward the York outer northern ring road, which is regularly congested—many constituents call it a car park. Does the hon. Lady agree that if the bypass fund is properly targeted, it might allow local authorities to move some of those long-term projects forward?

I will say a bit about those zones later, but I think all local authorities will have to consider them. I hope the Minister will have some guidance on that later.
Even in Taunton Deane, which people might consider a beautiful rural area with a few urban centres, there are two pollution hotspots. One is on East Street, which is a busy road going right into the centre of Taunton. The other is on the famous A358—I have spoken about getting an upgrade for that road ever since I arrived in this place—where there is a pollution hotspot in a village called Henlade. We need to tackle that and, although I believe local authorities have the powers to tackle such issues—I have questioned Department for Environment, Food and Rural Affairs Ministers about that—they do not have the know-how on how to put measures in place. More particularly, they do not have the funds to tackle the issue even if they would like to.
I welcome the fact that the Government will produce their consultation on air quality fairly soon, and we look forward to seeing what is in it. I urge the Government—this is particularly a point for DEFRA—to adopt World Health Organisation rules on air quality, as they are far more stringent than the European rules that we have nevertheless shockingly contravened.
I come on to the real reason for today’s debate, which is encouraging the use of electric cars to help tackle air quality. As we have heard, the electric car market is growing substantially. There are many models available on the market now. Some are extremely well designed and are built to last. Many could be built not exactly as kit cars but on a much more local basis. Perhaps that might spawn new industries in our constituencies that could manufacture those cars. I would welcome the Minister’s views on whether we should have some sort of incentive to kick-start those industries.
There are already some world leaders in the industry. Formula 1, which is largely based in this country, has already been driving electric racing cars—there is a new league called Formula E, where they are raced at venues around the world. If we increased productivity and innovation in an industry that we already invest in, we could become world leaders. There would be spin-offs for our industrial strategy, and for technology and innovation, as we leave the EU, and it would work to improve our environment and help to build an environment that works for everyone—a point that the Government have to address. There will be spin-offs all round.
My hon. Friend is making a powerful argument. I entirely agree that we have to improve air quality. The 9% target—I think it was provided by the Select Committee on Energy and Climate Change—is one that we really need to aim for. Is one of the biggest barriers to the growth of low emissions vehicles not the high depreciation costs that are incurred at the moment? Does my hon. Friend have any ideas about how the Government could help overcome that?
I will leave the Minister to come up with some answers on that.
I have been having discussions with a company called EV Hub Global, which has a 21st century idea: a hub —a filling station—for electric cars, run on a membership basis. We cannot increase our use of electric cars by the numbers that have been predicted unless we have the right infrastructure in place to refuel them. At the moment, there are 1,000 rapid chargers available in the UK and approximately 100,000 electric vehicles, and 50,000 taxis have got to be off the road by 2020. If they are all going to go electric, and if we are all going to buy electric cars, we have to have a framework in place to recharge them. Those hubs can help.
People I have talked to in the industry suggest that we should focus on fleet vehicles first—buses, taxis, vans and lorries—and then the domestic car market will follow. I appreciate that we have to be very careful not to create economic difficulties for businesses that use vans; it is a very fine line.
Networks are important, and ideas for incentivising fleet businesses to convert to electric vehicles are crucial. Our electric charging facilities have to get faster. People do not want to spend an hour charging up—they want to spend 30 minutes or less—so we need innovation to help that. Equally, we need storage for the charging facilities so that they do not have an adverse impact on or disrupt the grid. Charging hubs or extra facilities need to be where we most need them, so we should focus on cities and airports first. There will be a new runway at Heathrow, so it will be important to focus on that. We must plan how we will work these ideas into towns such as Taunton, which has just been given green town status, to reduce high-emission cars. There are some big opportunities here.
I again thank my hon. Friend the Member for South West Bedfordshire for bringing this subject to our attention and for giving us the opportunity to speak. There are huge opportunities, so we should be positive about the world of hybrid and electric cars, but the framework has to be in place. I very much welcome the Minister’s view on how he will enable that. Over and above everything else, we have to tackle this dreadful air pollution.
