On that point, targeted missiles of the kind we have seen launched at tanks at short range are an answer, but the argument in favour of moving to NATO calibre 155 is that, all things considered—of course shells come in different specifications—it offers slightly longer range. By using longer range, the Ukrainians can stay out of Russian 152 range and target them with their 155s, potentially forcing a change in Russian tactics. There is benefit in moving to NATO calibre as well as in directed missiles.

I do not dispute that at all, but we must remember that Russian artillery has Ukrainian cities to aim at, whereas Ukrainian artillery would only be aiming, presumably, at Russian artillery. That may be the best answer there can be, but I would have thought that some of the more modern, smarter systems such as suicide drones might be a more effective response.

That leads to my final point. When people say, “What does victory look like?”, it is not so much a question of victory over Putin as of showing Putin that, unless he desists from this, he will end up much worse off than if he gives up. What has happened so far is that his troops have paid a price that has not shown commensurate gains—his aircraft similarly, his tanks similarly and his ships similarly—so all he has left is this method of artillery. We want the Russians to think that every time they fire an artillery round, their artillery piece is going to be destroyed. We have a very capable Defence Minister doing the wind-up—I am delighted to see him nodding—and that is my one point that I wish to see addressed, because if we can show Goliath that all his weapons are useless and that we can supply the slingshots, perhaps Goliath will decide that it is better to stay away from the battlefield.

It is a pleasure to follow my hon. Friend the Member for Wantage (David Johnston). I noticed that he was speaking without notes, which was very impressive. Sadly, I still rely on mine. I thank the Minister for bringing forward the Bill, and I thank the ministerial team for talking to us and engaging with so many colleagues. It would be great if other Departments could do that. What can I say? Hint, hint!

When the Henry Jackson Society and I produced our “Defending our Data” document back in May 2019, many Members had yet to form an opinion on Huawei. I am therefore grateful to the 60-odd members of the Huawei interest group who took an interest in this subject, and to the 36 people who voted to show their concern to the Government back in early March on the Telecommunications Infrastructure (Leasehold Property) Bill. I am aware that that Bill was not necessarily the right place to express those concerns, but with hindsight I think it sent an important message to the Government from those 36 Members—plus two tellers, of whom I was one. The United States moving its position in subsequent months was also important. I think the change would have happened anyway, regardless of whether there was a Republican or a Democrat Administration. A combination of Back-Bench concern, quite rightly, and the United States’ understanding of the geopolitics being perhaps a little ahead of that of the United Kingdom and on a par with that of Australia helped to shape Ministers’ understanding of the problems.

I am slightly concerned that the situation came to this in the first place, because there were so many warning lights about Huawei’s deepening relationship with BT. My hon. Friend the Member for Totnes (Anthony Mangnall) spoke about Nortel. We must remember that Huawei had a supply contract with Nortel, during which time it hacked its way into Nortel’s systems and stole everything, like a parasite within a body. Nortel was one of the great, spectacular Canadian bankruptcies of the early 21st century. Why? Because it went into partnership with a business that deliberately collapsed it after stealing its IP. If that is not a lesson for us, it is difficult to know what is. Huawei never was and never will be a private firm. It is 99% owned by the Chinese state via trade unions. When I heard Ministers—not this Minister, but others—using the line about Huawei being a private company, I felt that it was a deeply naive thing for the Department to say.

I am so grateful to the hon. Lady, and delighted that I gave way to her, because she has put that far better than I could.

What we are trying to come to here is a reasonable conclusion that would mean that, should compelling new evidence emerge—something that was overlooked and has now come to the fore, and that puts a completely different complexion on an allegation of a serious crime—indeed that would still be pursued, but where matters had been looked at previously, and where there was no compelling new evidence, a line should be drawn.

There is one more element that comes into this, which is the question whether such a qualified statute of limitations would conform to international law.

I am most grateful to my right hon. Friend for giving way, and I congratulate him and others on tabling the amendment. There are two issues here for me. First, on the point of fairness and equality, does he agree that it is deeply unfair that the state seems to be actively looking not to bring former terrorists to justice while actively looking to bring soldiers, who were there legally doing their job under the law, and protected by the law, to justice. Secondly—I talk to ex-service friends about this often—is he aware of the appalling signal it sends that the soldiers who were doing their job are not being protected by the law, either recently in Iraq or 20 or 30 years ago in Northern Ireland?

I thank my hon. Friend, who is an expert in these matters, for that perceptive observation. Certainly, on the differentiation between people who were lawfully armed, trying to preserve the peace and the good order of society, and those who went out unlawfully to try to disrupt that, I believe that my right hon. Friend the Member for Sevenoaks will address that very point in some depth, because it goes to the heart of his amendment.

In the light of what you have said, Madam Deputy Speaker, I will not take any interventions.

I wish to ask whether any hon. Member in the Chamber—other than perhaps the hon. Member for Ilford South (Mike Gapes) and the right hon. Member for Warley (John Spellar)—feels a flicker of recognition when they hear the names of the following organisations: the World Federation of Trade Unions, the International Union of Students, the World Federation of Scientific Workers, the World Federation of Democratic Youth, and —above all—the World Peace Council. Those were part of a magnificent array of Soviet international propaganda front organisations that plied their disreputable trade through half a century from the end of the 1940s right up until the downfall of the Soviet Union. They were well funded, very active and almost wholly—at least as far as the United Kingdom was concerned—ineffective, because they were clunky and did not really understand the way that British people and parliamentarians think and operate.

I have heard something in every speech and intervention made today with which I agreed. We are all on the same page. We all understand that Russia is not a modern constitutional democracy and that it will do everything within its power to promote its messages and undermine the messages of those whom it perceives to be its adversaries. I always hesitate to cite one of the most evil men who ever walked the face of the earth—Dr Joseph Goebbels—but he knew a thing or two about propaganda, and one of his central tenets was that the purpose of propaganda is not to change people’s minds; it is to find out what they already believe, and reinforce it.

There is a very good reason for that. Except when dealing with young minds that have not had a chance to form their value systems and opinions—that is a big and important exception—I have come to the conclusion, through working in this field for a long time before I first entered the House, that people are much more resistant to the effect of propaganda than they are given credit for when it comes to changing their minds. The effect of barrages of propaganda might be to dishearten them, but it will not generally convert them unless they are impressionable, and most people are not.

Let me follow up the argument that was developed by the hon. Member for Ilford South when he spoke about different stages in society. I think that, apart from failed states, there are three main types of society: totalitarian extremism, ruthless authoritarianism, and constitutional democracy. Sometimes, we have the choice between only the first and the second, because the third takes time to evolve.

The reason why the Russia of today, although dangerous, is not nearly as dangerous as the Soviet Union of yesterday is that it has moved largely from totalitarian extremism to ruthless kleptocratic authoritarianism.

The reason why totalitarian extremism is more dangerous is that it has an ideology that finds resonance in the target societies—for example, the ideology of the workers’ paradise. There are no fifth columnists of young British people who are bowled over by the masculinity, alleged or real, of Vladimir Putin, but there were plenty who were fooled by the concept of a workers’ paradise.

So by all means be careful and by all means recognise that Twitter can affect young impressionable minds, but remember one thing: to defend ourselves properly we need to defend ourselves in the field of cyber against cyber-attack on our infrastructure, rather than worrying too much about ineffective propaganda measures.
