I beg to move,

That this House has considered bus services in England.

It is a pleasure to serve with you in the Chair, Ms Vaz. Connecting communities through better public transport has been one of my top priorities since I was elected in December 2019 by the fine people of Stoke-on-Trent North, Kidsgrove and Talke. I am therefore delighted to have secured funding—with my hon. Friends the Members for Stoke-on-Trent South (Jack Brereton) and for Stoke-on-Trent Central (Jo Gideon)—for the return of the Stoke-Leek line, millions more to fix the potholes that drive us potty in the Potteries, and upgrades to Stoke-on-Trent railway station and Station Road. However, like other Members from across the House, I know that buses remain the most important and valued form of public transport.

Stoke-on-Trent’s road network harks back to the Victorian era. The city is made up of six towns in an unconventional layout, and fewer residents than the national average own or have access to a motor vehicle. Other major cities benefit from underground networks, and in some cases trams, but our city relies solely on its good-quality bus network. Buses are vital in connecting our communities across Stoke-on-Trent North, Kidsgrove and Talke. They enable people to shop, eat and drink, see loved ones, get to school or college, attend a local GP appointment or enjoy one of the many great tourist attractions our city has to offer, such as the Spitfire gallery in the Potteries Museum and Art Gallery.

Despite the large number of people who require or would like to use the bus, the local bus network across Britain shrunk by an estimated 14% between 2016-17 and 2021-22. The BBC reported in early 2023 that about 13% of bus services across England are supported by councils. That places heavier pressure on local authority budgets, which are more stretched than ever since covid and the cost of living pressures that resulted in large part from the post-covid global recovery and Putin’s illegal and immoral war in Ukraine, which spiked energy costs and fuelled inflation.

Bus demand plummeted during the global covid-19 pandemic, and is still recovering; reports show that passenger numbers across Britain, excluding London, remain about 20% below pre-pandemic levels. In Stoke-on-Trent, we have felt that more than most other areas. Across the city, bus services shrank by an estimated 50% between 2013-14 and 2021-22. However, it is important to caveat that: to a large extent, the reductions came not from the closure of entire routes, but from repeated timetable changes that, by sleight of hand, reduced how frequently buses arrive or how late into the evening they run.

In summer 2022, I hosted two well-attended meetings in Chell Heath and Smallthorne, at which local residents and I held First Potteries and D&G to account. We were determined to ensure that the operators stop slashing routes, which is making it harder for local people to get around. Residents told me that they need better and more straightforward routes to places such as Leek—passengers are currently required to change buses—and a direct link to Wolstanton retail park to do their shopping. Elderly passengers told me that the lack of routes made them isolated. Parents told me that their children could not get to their college or apprenticeship easily. Businesses told me that the lack of routes was a challenge for recruitment and retention, as many employers still work on shift patterns that do not work within existing timetables. Shops on our high streets felt that the poor quality of service meant that people were shopping outside Stoke-on-Trent.

That argument was reinforced by a survey I conducted of more than 1,000 local residents across Stoke-on-Trent North, Kidsgrove and Talke. Some 76% said they would use the bus to go shopping, and 57% said they would undertake more leisure activities, if better bus services were available. In addition, 64% said bus services could be improved by having better routes to get them to different parts of the city so that they can get out and about. Residents also expressed their desire for better services in the evening, with 49.6% saying bus services could be improved if they ran later. That is especially the case for women and girls, who might be concerned about getting home safely.

I have outlined the challenges we face nationally and in Stoke-on-Trent, but it would be unfair not to mention the unprecedented support and subsidy that bus operators have received since I was elected in 2019, particularly during the pandemic, when passenger numbers plummeted because people were staying at home to protect loved ones. Since 2020 the Government have announced more than £4.5 billion of funding for buses in England, outside of London. Between March 2020 and June 2023, over £2 billion of taxpayers’ hard-earned money was used in emergency and recovery funding to mitigate the impact of the covid pandemic on the bus sector. The Department for Transport also makes up to £259 million available every year for bus operators and local authorities to help operators keep fares down and run services that might otherwise be unprofitable and could be cancelled. Without that support, we would simply have seen services cease entirely, and bus operators go out of business. I therefore pass on my thanks to the Government for intervening. I also thank the many bus drivers who kept going into work, particularly in the early stages of the pandemic, when we had no vaccine. Simply by turning up to work, they were putting themselves in harm’s way.

In addition to the covid recovery grant, Councillors Abi Brown and Daniel Jellyman, my hon. Friend the Member for Stoke-on-Trent South and I successfully campaigned for and received over £31 million for Stoke-on-Trent to improve our bus services through the bus service improvement plan, enabling us to start busing back better. We bid for new bus routes across the city, based on concerns we had heard from residents and businesses across Stoke-on-Trent. Our goal was to help thousands more people get around the city, while reducing congestion on our road network. We also campaigned for better bus stops and shelters across the city. I was recently on Chell Heath Road, where we can see investment to improve boarding kerbs, which will be particularly helpful for elderly and disabled residents. We want to improve the quality of bus shelters to encourage people on to the buses in bad weather and to have electronic boards to ensure that people can keep on track of the new and improved services.

To improve existing routes in Stoke-on-Trent North, Kidsgrove and Talke, the 8 and 36/36A services have been extended. The improved 36/36A service means the bus routes start earlier and finish much later, better connecting the three towns in Stoke-on-Trent North—Kidsgrove, Tunstall and Burslem. That means people can enjoy a day out at Stoke-on-Trent and Staffordshire’s award-winning indoor market in Tunstall, enjoy a pint or two at the Bull’s Head in Burslem, see the mighty Port Vale on match day at Vale Park, and visit the mother town of Stoke-on-Trent—Burslem—to enjoy the historic Middleport Pottery and a tour around Titanic Brewery.

The extension of the No. 8 route means that the people of Ball Green, Norton and Smallthorne will benefit from a weekend service, enabling them to get to and from the city centre, which needs to see increased footfall. It will also enable elderly relatives to see their family and friends more easily. For too long communities, particularly in wards such as Baddeley, Milton and Norton, have felt disconnected from the city and all it has to offer. Councillors Dave Evans and Carl Edwards have lobbied relentlessly with me to improve connectivity. There is still more to be done on the location of bus stops in the ward, but this is a good first step to better connecting communities.

It is not just Stoke-on-Trent that is reaping the benefits of bus funding. Bus funding for Staffordshire County Council has been used to introduce, for the first time in years, a bus service that connects Mow Cop and Harriseahead with the rest of Newchapel, Kidsgrove, Whitehill, Talke and Butt Lane. The brand-new 95 route enables residents to get down to Clough Hall Park or Kidsgrove Sports Centre to keep fit and active, or to enjoy a coffee or some shopping at the Affinity shopping centre. The conversations I have had on doorsteps indicate that the route, run by D&G, has been warmly received by local residents. I have been a passenger myself, and by hopping on at one of our nearest bus stops—the Butt Lane Co-op on Cedar Avenue—my family and I can enjoy a day out, such as seeing Jodrell Bank from Mow Cop castle.

This landmark investment also creates fairer fares for passengers. We have been able to cut bus fares by a third with a new £3.50-a-day flat fare, which has massively helped to drive up footfall and consumer confidence in our local bus service. On a recent visit to the First Potteries depot in Stoke-on-Trent, I spoke with staff about the impact of the Government’s £31.7 million investment in Stoke-on-Trent’s bus services. Staff told me that there has been an improvement since the funding came in, and that is backed up by research from Transport Focus, which reveals that Stoke-on-Trent is now ranked fourth for most satisfied bus users and second for value for money. Believe me, those are figures I did not think I would see when I was first elected.

I was also told of the positive impact of the £3.50-a-day fare cap and the £2 fare on single journeys, which supports over 5,000 routes across England, including those in Stoke-on-Trent, Kidsgrove and Talke. Transport Focus’s research has revealed that 11% of respondents are using the bus more thanks to the capped fare, with 80% agreeing that the £2 ticket has helped with the cost of living. That research is supported by Department for Transport statistics, which show that, following the introduction of the cap, bus fares in England, outside of London, dropped by 6.2% between December 2022 and December 2023, and by over 11% in rural and non-metropolitan areas. However, in Scotland, Wales and London—where buses are devolved—fares increased by 9.8%, 8.1% and 6% respectively.

In addition to the landmark £31 million to bus back better, communities across England such as Stoke-on-Trent and Staffordshire are benefiting from the Prime Minister’s bold new vision for the midlands and north, with a huge uplift in funding as a result of the cancellation of the northern leg of High Speed 2. The reallocation of £36 billion from HS2 will mean that Stoke-on-Trent and Staffordshire cumulatively benefit from over £200 million in additional funding for our roads and pavements, while Stoke-on-Trent will receive £19 million a year over the next seven years for transport from the local government transport fund. That unprecedented investment will help us compete with London and the south-east, which typically have better roads and transport links, in part because they generate more revenue from council tax and parking fees in comparison to northern towns and cities such as Stoke-on-Trent.

I am campaigning to support elderly and disabled residents to use their concessionary bus passes before 9.30 am. Research from the House of Commons Library shows that in 2020 almost a quarter of older persons across the country and just over a third of disabled people were allowed to use their bus passes before 9.30 am by local authorities. Not every concessionary bus pass user will need to travel early every day, but it gives vulnerable people security to know that, when they do, they will not be charged. We cannot put a price on giving those who need support the confidence to travel around Stoke-on-Trent and the surrounding area.

At Prime Minister’s questions on 29 November 2023, I was delighted that the Prime Minister supported my campaign to scrap the cap, saying that he “wholeheartedly” backed it. However, Labour-led Stoke-on-Trent City Council has so far failed to back it. In misleading comments given to the BBC, cabinet member Councillor Chris Robinson said Stoke-on-Trent City Council was not responsible for setting the timings for concessionary fares. I have therefore written to Councillor Robinson to make it clear that Department for Transport guidance states that free travel is at the discretion of local authorities, with the guidance stating:

“The national bus concession in England is available at any time on a Saturday, Sunday or bank holiday, and from 9.30 am to 11 pm on any other day.”

It goes on to say that travel concession authorities

“are able to offer concessionary travel outside these hours on a discretionary basis.”

Despite having written over 100 days ago, I am yet to hear back from any of the Labour councillors in the cabinet of Stoke-on-Trent City Council. However, with the backing of over 1,600 local people via my “Scrap the Cap” petition, I am determined to keep going and ensure that no excuse is used, particularly now that there has been such a substantial increase in Stoke-on-Trent City Council’s transport budget.

Lots of residents have written to me to say why they back the campaign. Pamela from Tunstall says:

“Many pensioners can’t afford to own a car and need buses to get to appointments. The older we become the more important it is to have access to the bus.”

Roland from Talke Pits asks:

“What is the point in having a free bus travel pass when it restricts people at a time when it is most needed not only for convenience, but to save money which in most cases these people can ill afford to lose.”

Roderick from Milton says:

“Being able to use the buses before 9.30 would mean that it would be a lot easier to make connections to other buses and to be able to get to Stoke Station to catch earlier trains.”

It is therefore vital that Stoke-on-Trent Labour listens and delivers for residents by backing my campaign. I hope the Minister will use today to join myself and the Prime Minister in calling on Stoke-on-Trent City Council to scrap the cap.

When visiting the First Potteries depot a few weeks ago, I spoke to Zoe Hands from First Bus about the exciting opportunity for a new electric bus fleet to come to Stoke-on-Trent. First Bus is ready and willing to invest £37 million in a brand-new electric bus fleet for our great city, but this ambition must be met with an around £11 million investment from Stoke-on-Trent City Council. These brand-new buses would not only encourage travel because they would be more modern and exciting but make a huge difference to improving air quality in Stoke-on-Trent. The fleet we currently have roaming around our city is old, and a more reliable, modern fleet would reduce the number of costly repairs, keeping buses on our roads and out of workshops.

I am therefore working with First Potteries and my hon. Friend the Member for Stoke-on-Trent South to make sure Stoke-on-Trent City Council plays its part in facilitating this exciting plan and invests that £11 million to support a new, sustainable bus fleet. First Bus has made it clear that if the council can deliver the necessary investment and infrastructure, these new buses could begin carrying passengers in early 2025. The Government have already shown their ambition by allocating over £460 million in dedicated funding for zero-emission buses in this Parliament, of which Staffordshire County Council has already been a recipient. I have now written to Stoke-on-Trent City Council about these exciting plans, and I hope the council will deliver for people in Stoke-on-Trent and make this sensible investment to enhance the city’s bus network.

In conclusion, as I have laid out, good local bus services are so important for local communities. They help to drive people on to our high streets, to encourage growth and investment and to liberate the elderly and disabled, giving them more freedom to get out and about. They provide health benefits by reducing congestion and improving air quality, and they help people get to work or college, which they would otherwise have been unable to do. In short, buses are pivotal to achieving levelling up, which matters hugely. If we really want to transform communities such as Stoke-on-Trent, we must ensure that the infrastructure exists to empower and embolden their people and businesses. To do that, there has to be a reliable public transport network to help people get around. Buses are the most popular form of transport and serve as great liberators for millions of people. It is vital that we get them right.

I thank all hon. Members for taking part in today’s debate, and both the Minister and the shadow Minister, the hon. Member for Sefton Central (Bill Esterson), for their responses.

I extol once again the £30 million-plus for improving our local bus services in Stoke-on-Trent, as well as the £30 million-plus from the transforming cities fund. We are also getting over £100 million to improve transport, as well as an extra £200 million-plus across Stoke-on-Trent and Staffordshire to fix our broken roads and pavements. That is on top of what was done by the last Conservative-led administration in Stoke-on-Trent City Council, which put a record £39 million into fixing over 30,000 potholes and resurfacing over 1,200 roads and pavements. There is also the bus service improvement plan, and specifically the £3.50-a-day flat fare. An awful lot of work has gone on.

I thank the shadow Minister for his kind words about where we do indeed have views in common. He is right that I said to Goldenhill Community Centre that First Bus Potteries was on notice. I was sick to the back teeth of time and again seeing services cut, even after Ministers had arrived to hear about our bus service improvement funding. That led to more and more people feeling despondent, despite the funding having been secured. I am delighted to say that new services are now coming in, and we are therefore seeing improvements. Independent surveys are saying that Stoke is second best in the country for value for money and fourth for passenger satisfaction. First is still on notice—I gave it until the end of 2024—but the direction of travel is right.

The shadow Minister was kind to point out, to the Whip’s annoyance, that I have not always been a party boy. I am willing to say what I think, be outspoken and push the envelope more than I should. He has made it clear to the voters of Stoke-on-Trent North, Kidsgrove and Talke that if they want a true community champion—someone who will stand up for their beliefs and values, who is not willing always to take the party line and who is therefore independent of thought, unlike many of the Opposition opponents I will face in the general election—they should vote for Jonathan Gullis and vote Conservative in the next general election.

It is a pleasure to serve under your chairmanship, Ms Nokes. I congratulate my hon. Friend the Member for North Devon (Selaine Saxby) on securing this important debate.

I concur with a lot of what my hon. Friend the Member for North West Norfolk (James Wild) said about sentencing guidelines in relation to the case he mentioned. He and I have exchanged messages on that issue, due to tragic cases that have occurred in both our constituencies. That is why I would like to focus specifically on the case of Sharlotte-Sky Naglis, which has now been dealt with, and the individual involved has been sentenced.

The case relates specifically to section 7A of the Road Traffic Act 1988. John Owen had put himself behind the wheel of a vehicle, having been drinking and taking class A drugs all day, and was using his mobile phone when he hit and killed six-year-old Sharlotte-Sky Naglis, who was walking along the pavement in Norton Green to buy some sweets from a local shop with her father. The impact that that had on the local community still scars me to this day. The hon. Member for Strangford (Jim Shannon) was at my Adjournment debate on this issue, and he kindly intervened to allow me to gather myself, because Claire—Sharlotte’s mother—was in the Public Gallery listening to what was being said.

Claire had to spend weeks—actually, months—not knowing what had caused the death of her six-year-old daughter. That was because John Owen was in a coma, and even though his blood had been taken without his consent, as is allowed under the provisions in legislation, the blood itself could not be tested unless he awoke from his coma and gave his consent. What seems bizarre is that we can forcibly take blood from someone, which is the most intrusive thing we can do, but we cannot then immediately allow it to be tested to give answers as quickly as possible to the police and, more importantly, to the victims of the offence.

For me, this is also a perversion in the law. If someone chooses to withhold their blood sample to stop it being tested, they may receive a maximum of two years added on to their sentence. But if it came out that they had taken class A drugs, their fear would be that they would receive an even greater sentence. So where is the incentive for them to be honest and to admit to what they have done, when they know that two years is far better than the four, five, six or whatever it is that they will receive because drug abuse, particularly involving class A drugs, is such an aggravating factor?

I have been campaigning with Claire since that awful event in 2021 to get Sharlotte’s law introduced. I am looking to secure a ten-minute rule Bill opportunity to bring this issue to the Floor of the House so that we can tidy up this area of law and say that, when blood has been taken, it will be tested, regardless of whether consent has been given, so that victims get answers to their questions. Why should we allow the police to store blood when, God forbid—by accident, I am sure—it could be contaminated and that evidence could be lost, or when it might not be stored correctly, meaning that that sample would no longer be fit for use? Why even risk allowing the perpetrator of a crime the opportunity to escape the justice he should face?

Sadly, in John Owen’s case, because the incident took place before the Police, Crime, Sentencing and Courts Act 2022, he was sentenced under the old guidance. He received only a pathetic six years of prison, and within two years he has already had the opportunity to be considered for transfer to an open prison. I would like to put on record my thanks to the Lord Chancellor and Secretary of State for Justice, who has intervened to ensure that John Owen remains in a full custodial prison—I believe it is a category B—to make sure that, at the very least, he understands, albeit very briefly, the consequences of his heinous crimes.

The campaign I mentioned has the backing of 5,500 petitioners, many of whom are Claire’s colleagues, and I thank them and her boss for sharing it with other employees and with clients to get them to sign up. I have also secured the backing of charities such as Brake, SCARD and the Campaign Against Drink Driving and of Stoke-on-Trent City Council, which in September 2023 voted unanimously across the political divide to fully endorse and support the campaign. When this issue comes to the Floor of the House, I hope the Government can, as they have with other legislation I have worked on, put their full weight behind it and ensure that we get it on to the statute book, so that we can tidy up this perversion in the law and ensure that victims get answers to questions and people get sentenced for the crimes they commit.

The good news is that, to everyone’s relief—including yours, Madam Deputy Speaker—I do not intend to use the full time technically available to me to filibuster on this important matter, although I do hope to make an important contribution.

Potholes drive us potty in the Potteries, which is why one of my top priorities is to fix our broken roads and pavements. The great city of Stoke-on-Trent has suffered from decades of under-investment in our roads. Previous Labour-run administrations failed to invest into our road network. It was not until 2019 when Councillor Abi Brown, the former leader of Stoke-on-Trent City Council, and her deputy, Councillor Daniel Jellyman, made the right decision to invest a record £39 million to resurface more than 1,200 roads and pavements and fix more than 30,000 potholes. This was helped by being the first local authority to have the Staffordshire technological advancement, the JCB Pothole Pro, which fixes potholes twice as fast and at half the cost of other machinery. It is excellent that we now have one of those revolutionary machines for Staffordshire County Council, which will serve the people of Kidsgrove, Whitehill, Talke, Butt Lane, Newchapel, Mow Cop and Harriseahead.

The Prime Minister’s recent Network North announcement unlocks transformational funding for our road infrastructure, demonstrating that it is a priority for this Government. More than £8.3 billion has been set aside for councils to bring roads and pavements up to scratch. The Local Government Association argues that this will significantly improve councils’ ability to improve our road infrastructure.

Despite that investment, the funding that comes to us via the National Highways funding formula is simply not good enough, and it puts pressure on a local authority with the second poorest council tax base in the country to take money from other services in order to ensure that our roads are fit for purpose. Given the pressure on local authority budgets, it is essential that smaller cities such as Stoke-on-Trent are not put at a disadvantage.

Comprised of six towns, Stoke-on-Trent is geographically unique. Realistically, my constituents need to drive or take the bus from Burslem, Tunstall, Smallthorne or Kidsgrove—to name a few—if they to go out and about, shopping, visiting loved ones, attending a GP appointment or simply enjoy a pint down the pub. People in Stoke-on-Trent North, Kidsgrove and Talke rely on their cars more than people elsewhere, because we do not have a tram network like in Manchester or an underground network like in London. That is why it is essential that our city has a reliable road network to better connect our communities.

I commend the hon. Gentleman on bringing forward this issue. We all know that he is an assiduous and eager MP for his constituency. Does he agree that the scope of the formula ensures that rural towns and villages providing transport routes to all major towns will be fighting for the table scraps? Recognition needs to be given to the roads in small towns and rural areas on the way to the big cities. When they are closed, that means no deliveries and no commutes. The formula should treat the feeder areas as a priority as well.

I am grateful to the hon. Gentleman for his intervention, which is a rite of passage in Adjournment debates. On rural communities, the Minister helpfully reminded me—believe me, I do know—that lambasting on behalf of Stoke-on-Trent will probably not go down as well with my Staffordshire-based county council, which benefits from the funding formula. Later, I will explain why the formula could be looked at or there should be a top-up element for smaller regional local authorities such as Stoke-on-Trent. They need investment, while hopefully not unfairly disadvantaging rural constituencies, such as the one the hon. Gentleman represents with great dignity and pride. Ultimately, it is as important that their roads are resurfaced and repaired as it is for the places of Stoke-on-Trent. I appreciate that I am walking a tightrope with the very people I serve, but hopefully I will fall on the right side of it, if I fall at all.

Out and about in Stoke-on-Trent North, Kidsgrove and Talke, and when dealing with casework in the office, the state of roads and pavements comes up frequently. That is evidenced by my regular pothole patrol, where my team and I go out at least twice a week across the constituency looking for roads and pavements that need repairing, reporting back to the local authority. Let me use this opportunity to put on record my thanks to Nathan, Conna, Jess and Mya, who all work in my office in Tunstall, for going out in all weathers to assist me and the community by reporting potholes to our local authority.

One of the reasons for Stoke-on-Trent’s broken roads and pavements is the unfair road funding formulas. The formulas put busy cities like Stoke-on-Trent at a disadvantage, and I have been campaigning to change them since 2020. The current highways funding formula used by the Department for Transport is calculated on road length, rather than road usage. Therefore, a busy road in the centre of a city will get less funding than a long winding D road in the countryside that is used less intensively and with fewer vehicle types such as heavy goods vehicles. Research conducted by the Department for Transport in 2018 suggests that A roads under local authority control made up only 10% of road length across the country, but that that 10% carries 31% of the nation’s traffic. Minor roads made up 88% of road length, but the proportion of traffic they carry, 34%, was only slightly greater than that on A roads. The remaining 35% of traffic is carried on the 3% of roads that are motorways or trunk A roads.

Clearly, the current road funding formula is putting smaller cities like Stoke-on-Trent at a disadvantage. I want to see new considerations introduced to the formula that would top up cities like Stoke-on-Trent, which lack the mileage of minor roads but show due regard for road type, with principal A roads attracting a premium in some way related to their reported condition. The high concentration of warehouses in Stoke-on-Trent means that our roads are used by heavy goods vehicles more regularly. Again, that puts the city at a disadvantage because bigger vehicles carrying heavier loads do more damage to road surfaces. There would need to be safeguarding against false reporting of road conditions, and it would be useful to include a match-funding element for cities, such as Stoke-on-Trent, that put precious resources into roads despite having a low council tax base.

It is not something we like to brag about in Stoke-on-Trent, but there is an old folks’ tale that the word “pothole” originated in our fine city after Josiah Wedgwood decided to dig up all the clay available in the road to make his fine pottery, and to put the pottery that was not up to scratch back into the roads to make sure we had a surface. It is not something we like to brag about, but it is certainly something we want to deal with to ensure we have a pothole-free community. When I start seeing constituents floating ducks or planting flowers in their roads—once or twice I have even thought about a bit of pitch and putt in some of the streets, because of their poor condition—it is vital that they feel they are getting their rightful investment.

Westminster City Council spends around £70 million a year on road maintenance thanks to its parking revenue. That is in stark contrast with Stoke-on-Trent, which spends on average between £700,000 and £800,000, or around 1% of Westminster’s figure. It is extremely difficult for Stoke-on-Trent to match Westminster’s parking revenues, which means more support needs to be directed to areas that struggle to generate as much revenue as the likes of Westminster. For example, I have been campaigning to resurface Gloucester Road and Newchapel Road in Kidsgrove, a key arterial road linking the parish together. Four schools, a day nursery, Maple Tree Court care home and the pump track at Newchapel Rec, which I secured from the Kidsgrove town deal funding, are all located off this road, so it is critical that it is safe for both pedestrians and motorists. Over 300 local residents today have backed my petition to Staffordshire County Council, and I hope the Minister will use this opportunity to add his weight to my campaign.

I also hope that, in trying to get the funding formula changed, the campaign will be a roaring success with motorists in the constituency, just like the victory we secured when over 1,100 residents backed my petition to call on Stoke-on-Trent City Council to rule out Sadiq Khan’s disastrous Marxist ultra low emission zone policies from coming to our great city. I commend Stoke-on-Trent Labour for its bravery in standing up against its national party policy, when Labour’s deputy leader, the right hon. Member for Ashton-under-Lyne (Angela Rayner)—I informed her ahead of the debate—said she wanted to see ULEZ

“in towns and cities across the whole of the UK”.

Cabinet member Councillor Wazir remained silent for over 100 days before finally coming out against ULEZ-loving national Labour to rule out these anti-motorist policies. It is a relief to residents across Stoke-on-Trent and wider north Staffordshire, who will be able to use our improved roads without facing farcical attempts to punish them for getting from A to B.

The Government’s Network North announcement presents a new deal for the north and the midlands, helping the region to compete with London and the south-east. Along with the improvements to our bus and rail networks—such as the reopening of the Stoke to Leek line, closed since the Beeching cuts of 1969, following my petition which received the backing of over 1,000 local residents and a campaign alongside my north Staffordshire colleagues—Stoke-on-Trent and Staffordshire’s road network will also benefit significantly. As I said earlier, over £8.3 billion has been set aside for councils to bring roads and pavements up to scratch. Money from that £8.3 billion will be used to upgrade junction 15 of the M6, a main access route to the Potteries from the south, which will reduce delays coming off the motorway.

We are also going to see upgrades to the A50-A500 corridor from Stoke to Derby, which could save drivers over 30 minutes every weekday. These enhancements could create over 12,000 new jobs and generate millions for the west midlands economy. Following a report called “Levelling-up Stoke, Staffordshire, Derby & Derbyshire: The Road to Success”, a series of recommendations were put forward for long-awaited upgrades badly needed to alleviate bottlenecks along the 90 km-long A50-A500 corridor, which links Derby, Nottingham and Leicester to Stoke-on-Trent, Staffordshire and the north-west. The road is one of the UK’s key arteries and large manufacturers such as JCB, Rolls-Royce and Toyota rely on this key east-west route to keep supply chains moving and provide links to international markets.

Currently, traffic congestion on the A50-A500 threatens to stand in the way of business growth. The route sees between 60,000 and 90,000 vehicles passing along it every single day and needs urgent support. The project has the backing of MPs, local authorities and businesses, and is key to unlocking growth in the west midlands, where cities such as Stoke-on-Trent will benefit significantly if those businesses flourish. I am pleased that the money from Network North is being set aside to help deliver this key route.

Finally, while I have the Minister here, I want quickly to mention another beneficiary of the Prime Minister’s Network North announcement: Kidsgrove railway station. Having spent months negotiating who is responsible for remediation works to mitigate the risk from former mining activity at the site, I am dismayed that Network Rail has still yet to take full responsibility. Plans include a new car park to increase capacity and drive more footfall into Kidsgrove town centre, which will supplement the landmark town deal funding. That is in addition to other upgrades at the station, including new shelters on the platforms and a café. There is also the shared services hub, which is another significant beneficiary of the town deal. I am calling for Lord Hendy, chairman of Network Rail, to hold James Dean, the west coast main line’s route services director, to account for repeated failures to act in the interests of the people he is supposed to serve.

I am incredibly proud of the work we have done as a local community to secure investment in Stoke-on-Trent and Staffordshire since 2019, but there is more to be done both in Stoke-on-Trent and nationally. The overriding mission of levelling up is to allow places such as Stoke-on-Trent North, Kidsgrove and Talke, which have not seen the benefits of an economic consensus driven by Whitehall, to compete with other parts of the UK. The road funding formula is symbolic of that and changing it would be of huge benefit to our city. It is a litmus test for the Government’s levelling-up agenda.

I know that the right hon. Gentleman likes to hear from me, so I will answer this question. He can then think of a way of insulting whatever I say in response. The point that my right hon. Friend was making is that any proposal for a third runway at Heathrow will be a private sector proposal from that airport and, as last time, we would expect it to be funded by the airport. He knows that, if it brings forward such a proposal, the Government would have to take a quasi-judicial planning decision, which is why it is important that I do not take a pre-judged position so I can take that quasi-judicial decision appropriately. At the moment, however, we have not seen such a proposal from Heathrow. If it has one in due course, we will respond accordingly.

Despite billions being invested in buses across the country and £31.7 million going specifically into Stoke-on-Trent, First Bus continues to cut routes, harming 21-year-old carers such as Charlie Preston in Chell who may now have to quit her job. This Government have done their bit—is it not time that First Bus does its bit?

I thank my hon. Friend for his question. I was delighted to visit Stoke with him and my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) to see what is going on. I urge the council to use that flexibility to work with First Bus to deliver a solution for all his constituents. We have put that flexibility in there and I hope that it uses it to protect his constituents.

I thank my hon. Friend for his question. Again, it was a delight for me to visit his constituency. In fact, I visit it quite regularly on the way up to my constituency. He is quite right. I spoke to the Mayor of Tees Valley Combined Authority today. He was delighted with the £1.53 million extra that will be coming this year as part of the new BSOG allocation for Tees Valley, and he wants to work with local operators to see where it can be best used to support local bus services. On top of that, Arriva North East will be getting a funding settlement. I look forward to working with my hon. Friend and other colleagues to ensure that that cash supports not just current bus services but potential new ones in the right places.

Bus services in Stoke-on-Trent have halved since 2009-10, in large part due to covid, as has been reported by Richard Price, the local democracy reporter for The Sentinel. Of course, another challenge we face is that First Bus in particular has been doing a bad job of delivering good routes and reliability, which has meant that passenger confidence has plummeted across Stoke-on-Trent. We are grateful for the £31.5 million that has come in through the bus service improvement plan. What we now need is for the Minister to come to Stoke-on-Trent—he seems to have toured everywhere else across the United Kingdom—to put pressure on Stoke-on-Trent City Council to deliver on the plans the Government have funded and hold a summit to talk about creating a north Staffordshire transport authority to better connect places like Kidsgrove and Talke to the great city of Stoke-on-Trent.

I thank my hon. Friend for welcoming the cash that is there and ready to go in Stoke-on-Trent for bus service improvement. I would be delighted to visit him and to speak with the council. On my recent visit to Stoke-on-Trent, I visited Stoke-on-Trent Central rather than Stoke-on-Trent North, but I will remedy that at the earliest possible opportunity.

It is a pleasure to serve under your chairmanship, Mrs Cummins. I congratulate my hon. Friend the Member for Torbay (Kevin Foster) on securing this very important debate.

We have been very lucky in Stoke-on-Trent. We have managed to secure up to £40 million from the transforming cities fund, which will do remarkable work, and £31.7 million to improve local bus services, create new routes to better serve the community, and most importantly reduce the flat day fare by a third to £3.50. In addition, my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) has been successful in getting the old railway restored at Meir station. But of course, Stoke-on-Trent always wants and deserves more. I am sure the Minister is aware of that.

My right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley), my hon. Friends the Members for Stoke-on-Trent South and for Stoke-on-Trent Central (Jo Gideon) and I were delighted to secure £50,000 for the feasibility study for the Stoke to Leek line service, which we want to come back to life. I have had the pleasure of walking the line near Milton and Baddeley Green with Councillor Dave Evans and Councillor James Smith. There is an opportunity in our great city to better serve an area of deprivation that has sadly high obesity levels. There has been a jobs boom, but that area has poor connectivity to the Ceramic Valley enterprise zone sites. We can improve employability and create better opportunities to sell the employment sites in our great city.

We have in our city the fantastic City of Stoke-on-Trent Sixth Form College and Stoke-on-Trent College, which serve students from north Staffordshire, as well as Staffordshire University and Keele University. The line would serve as a huge hub, improving access to education, which is particularly important given that we need more people to take levels 3 and 4 qualifications. Sadly, we lag 8% behind the national average when it comes to the take-up of level 3.

Since 2015, 9,000 jobs have been created under the leadership of Councillor Abi Brown and her fantastic team at Stoke-on-Trent City Council. The railway line could also help to decongest our roads and improve our air quality. Stoke-on-Trent City Council and Newcastle-under-Lyme Borough Council—I also represent that area—have been tasked with solving that issue.

If we bring that train line back to life, it will save people getting around our city an average of 25 minutes at peak times. That is a huge benefit. More than a third of residents of the city do not have access to a motor vehicle and are heavily reliant on taxi services, because sadly the bus service is in need of improvement. It is important to make that case for local people, particularly those who live on the outskirts of our city. In Milton, Baddeley Green and Stockton Brook, people have to get off First Bus Potteries and get on to another bus near Endon and Brown Edge to get to Leek. I believe Leek, which has about 25,000 residents, is the largest town in the country not to be served by a railway station.

Nearby is the glorious Alton Towers. The Stoke to Leek line has the potential to go through it and connect to one of this country’s great tourist attractions. That would help build our long-term tourism strategy, which is to have more than just one-day visits. We are delighted to have these visitors; we had about 6 million before the covid pandemic, but sadly only 200,000 turned into overnight stays. This railway line, which would offer connectivity to Alton Towers and other tourist attractions around north Staffordshire, would incentivise people to stay overnight. That would build on the success of the Hilton building in Stoke-on-Trent city centre, and the Goods Yard site, which is under development thanks to the levelling up funding and will bring more hotel space.

We have the fantastic World of Wedgwood in the constituency of my hon. Friend the Member for Stoke-on-Trent South, but even better, of course, is Middleport Pottery, which has been proud to be the home of “The Great British Pottery Throw Down” in the past. Of course, we also have the Potteries Museum and Art Gallery and the Gladstone Pottery Museum. That is why it is so important that we have the ability to boost our tourism, our education opportunities and our employability in our city, and to better connect our city to residents who do not have access to motor vehicles in the way that people in a more privileged position may traditionally have outside our great city. The line will also help to improve the air quality in our great city. That is so important, especially when a lot of the people who live in Stoke-on-Trent used to work in the pots and the pits and suffer with long-term health ailments because of the type of industry in which they worked for so many years.

I hope that the Government remain absolutely, fully committed to the restoring your railway fund. I hope to hear from the Chancellor in the spring statement—I will allow him to go to the autumn statement this year at the very latest—that he will commit to Stoke-on-Trent and Leek getting the Stoke to Leek line back once again.

Through the £500 million Restoring Your Railway fund we have already reopened the Dartmoor line, and we are supporting more than 45 other promising schemes. This month we announced £15 million to further develop nine schemes to level up areas and grow the economy.

I am happy to give the clarity that my hon. Friend is seeking. I know he takes a keen interest in and is a passionate supporter of the Maid Marian line. Although the bid to reopen the Maid Marian line to passenger services was unsuccessful as part of the Restoring Your Railways programme, I want to be absolutely clear that the case will now be considered under the remit of the Toton study. This is the best opportunity to get the line reopened, and I am happy to meet him to discuss it further.

My hon. Friend will know that it was not just Beeching who cut stations serving Stoke-on-Trent; it was also the last Labour Government. Will she confirm that this Government are determined to deliver rail improvements to Stoke-on-Trent North, Kidsgrove and Talke, and that reopening the line from Stoke to Leek via Milton, with services running on from Stoke to Longport and Kidsgrove, is a serious option for relieving transport deprivation and chronic road congestion for all?

My hon. Friend rightly highlights the importance and the benefits of good rail connections to levelling up. He will know that the Stoke-Leek line has successfully secured initial development funding of up to £50,000, and we will be working with the scheme’s promoters to develop a full business case so that a decision can be made later this year.

No, no and no. For clarity, I will write to the hon. Gentleman and put a copy of the letter in the Library, explaining how a notice to airmen, as it used to be called—it is now called a notice to aviation—operates. As soon as it is issued, it is the job of the aviation organisation or pilot to obey it. There are no ifs and buts—a NOTAM is a NOTAM. It does not matter what anybody else says—that is what has to be followed. I will illustrate that in a letter to the hon. Gentleman, and I hope we can put this issue to bed.

The No. 7 bus, which connects Smallthorne, Chell, Packmoor and Kidsgrove, is sadly at risk, so could my right hon. Friend ask the Bus Minister to hold an urgent meeting with me, Stoke-on-Trent City Council and First Potteries, to make sure that this vital service is not lost?

The people of Stoke-on-Trent were delighted to receive £31.7 million from this Conservative Government to bus back better, but sadly, First Bus still thinks it appropriate to cut some services despite this much-welcomed investment. Will the Minister meet me to talk about First Bus’s shameful local record? If that company cannot handle it, maybe there should be franchising in the city of Stoke-on-Trent.

Well, we are doing that at the moment. There is £1.2 billion of new funding, delivering improvements in bus services, fares and infrastructure in England outside London, and that is just part of over £3 billion of new spend on buses in the course of this Parliament.

I was delighted to see in the levelling-up White Paper yesterday that, thanks to this Conservative Government working with Conservative-led Stoke-on-Trent City Council and three Conservative Stoke-on-Trent Members of Parliament, we are going to receive a multimillion-pound settlement for bussing back better in our great city to make sure that we are better connected. Part of the bid does contain some funding for roads, particularly for widening the Waterloo Road, which does suffer from congestion, so will the Minister meet me and Stoke-on-Trent MPs to discuss why it is vital that this is funded?

There can be no better place to Bus Back Better than the great city of Stoke-on-Trent, because, sadly, in a survey of 230 residents from across Stoke-on-Trent North, Kidsgrove and Talke, people said to me that fares are not fair, reliability is non-existent and there is not good connectivity for places such as Brindley Ford and the great village of Milton. The Secretary of State joked with me recently that I must have broken WhatsApp, because I kept bombarding him with demands and messages. He should save himself a load of hassle, give Stoke-on-Trent the £90 million it wants for the Bus Back Better strategy, and ensure that we level up in the great city of Stoke-on-Trent.
