Commons ChamberI share my hon. Friend’s concerns. By denying consular access to four Britons, Eritrea is in gross breach of a Vienna convention. I have summoned the Eritrean ambassador on two occasions and our ambassador in Asmara has made repeated representations to the Foreign Ministry and the Office of the President. So far, there has been no response to our efforts. The Foreign Secretary has instructed all posts worldwide to raise the issue as a matter of priority. We will continue to press for consular access to the men at the highest level.
I am sure the Minister recognises that stability in Eritrea and across the horn of Africa is vital in the battle against piracy, but there is an immediate crisis. Since the previous Foreign Office questions, a tanker carrying £100 million of oil has been captured by pirates, several seafarers have been murdered, and mother ships are sailing far into the Indian ocean. Last month, The Times reported that the terrorist organisation al-Shabaab has cut a deal with the pirates for a 20% share of future ransoms. What is the Minister going to do about it?
The shadow Minister makes an important point. This is a growing challenge and threat, as is suggested by the facts that he outlines. It is essential that we have tough action at sea, and the UK is leading the international response. We also need a renewed effort to secure detention and prison facilities in neighbouring countries. I therefore urge all countries in the region to play their part in combating this evil.

Commons ChamberI am glad that the Minister recognises that piracy is a growing threat to life, especially off the horn of Africa, and a big business worth more than £100 million a year, funding crime and, increasingly, terrorism. Does he accept that we are now close to a tipping point on that vital trade route? Will he work with international partners to boost the anti-piracy forces that he has mentioned, and will he consider revising their rules of engagement?
I am grateful to the shadow Minister for his questions. I would not say that we were at a tipping point, but the problem has got worse. The pirates now have greater capability, as they can deploy much further out into the ocean through their use of mother ships. The Royal Navy is keeping the rules of engagement under review at all times, and, as I have said, we have a ministerial working party that is looking at every single option for the future.

For the record, my Whip did not ask me to take part in the debate; he simply asked me whether I intended to rebel—I think he had some interest in that matter. As my hon. Friend probably realises, when we discuss in/out referendums, one is slightly off-piste in the context of the general approach of both major parties. Nevertheless, the House should have time to discuss the matter at greater length. [Interruption.] I will ignore the sedentary chuntering that tempts me to digress from being in order. I recognise that the clock is ticking and I do not want to eat further into the time for debate.
On a point of order, Mr Deputy Speaker. Several Members on the Government Benches have referred to proceedings in another place. Page 435 of “Erskine May” clearly states:
“Members are restrained by the Speaker from commenting upon the proceedings of the House of Lords.”
For the guidance, particularly of newer Members on the other side of the House, could you give a ruling on that point?
There should be no criticism of the other House. We can all learn from that.

Commons ChamberWill the hon. Gentleman remind us which party has given the country a referendum on the European Union?
I give credit to the Labour Government of some 35 years ago for giving us that one and only referendum.
I am most grateful to be speaking under your chairmanship, Mr Brady. I will endeavour to be briefer than some hon. Members have been this afternoon.
We are discussing the trigger for a referendum in the Bill. It is worth pointing out the undercurrent in this debate: some people are speaking because they do not think that there have been enough referendums and others are speaking because they do not want referendums. The official Opposition have got into a bit of trouble with their amendment. My right hon. Friend the Member for Charnwood (Mr Dorrell) had some fun at their expense, because they tried to present a set of amendments as pro-referendum when their record on referendums is rather lamentable—perhaps as lamentable as ours when we have been in government.
I will not give way, because my point was not designed to provoke the Opposition and I want to press on. The Opposition’s inability to answer the question of how the proposals would help to get a referendum meant that they fell into the trap that was set for them by my right hon. Friend the Member for Charnwood.

Commons ChamberI will revert to that later. The great danger of the European constitution was that it was explicitly and legally autochthonous. It derived its authority from itself and its own roots. At least the Lisbon treaty reverted to the principle that authority comes from the member states, but it contains the important and dangerous declaration about not only the primacy of EU law, but the EU’s constitutional supremacy over the constitutions of member states. That means our Parliament. I therefore fail to understand how anyone can say that there is no threat from the EU to the sovereignty of this House. That lot over there signed a treaty, without a referendum, that created such a threat. That has given rise to a demand for clarification about the sovereignty of Parliament in some form.
Many of my colleagues—I have talked to them in the Lobbies as well as hearing one or two speaking today—think that clause 18 is not the fight to have. If I may paraphrase my hon. Friend the Member for Daventry (Chris Heaton-Harris), he said that other clauses were much more important. It is not an either/or. It is suggested that somehow a referendum would be a panacea. People seem to think that as soon as we have a referendum—preferably an in or out referendum—we will be able to settle the issue.
The truth is that we may one day quite soon have a referendum on the European Union. It might be on the question of an additional treaty or power, and it might turn into a referendum on in or out. But the actual fact of a referendum will not solve anything. Instead, it will throw into flux the question of our membership of the EU, and the Government of the day will have to decide how to use that referendum to negotiate a new relationship with the EU. We will not stop the trains running through the tunnels and cancel all the flights and the trading. We will still have to have a relationship with the European Union.
Suppose that we wanted to take back control over our trade and to exit the customs union. We would need to have a renegotiation, sector by sector, of every part of the British economy’s trading relationship with the EU. The point about a customs union is that there are no barriers—it is a single trading area. If we were to elect to have a separate trading area—to leave the single market—but we wanted to continue to trade with that market, we would need a trade agreement, so we would need to negotiate one. Immediately, we would need renegotiation.
We constantly hear it said, “Oh, if you Eurosceptics want to leave the European Union, why not be completely honest about it?” The pro-Euros—the people who are dedicated to the annihilation of the sovereignty and independence of this country—always put the issue as a binary question and, to an extent, they are right. It would be a self-fulfilling prophecy—a referendum would become a matter of leave or stay. If we are not sovereign in this Parliament while this country is a member of the EU, the only option is to jettison all the treaties and Acts, so we have very little flexibility.
What we as a Parliament need, in those circumstances, is the ability to negotiate partially, to pick and choose from a menu of options. But that would require Ministers to be able to legislate to suspend this EU instrument or that EU instrument. For example, they would need to be able to suspend EU City regulation so that we can get our competitiveness back. The Prime Minister’s remarks on Monday, about his pro-jobs agenda and a flexible labour market, are another example. The coalition also says that it wants to renegotiate the working time directive to recreate the competitiveness of the British labour market. So Ministers would need the option of passing an Act of Parliament to suspend the application of certain EU instruments, but the question is whether that option will be available to them.
A little earlier, the beef ban was mentioned. I was a humble Parliamentary Private Secretary in the Scottish Office at the time, and we had a lot of discussion about how it could possibly be legal for the EU not just to ban the import of beef into other member states, but to ban the export of British beef from the UK to third-party countries. We were banned from exporting to anywhere, and there was some discussion about whether we could suspend the effect of that legal instrument to stop the EU preventing us from exporting our beef to other countries. The advice was, “Oh no, Minister. You can’t do that because it would put us in breach of the European treaties, infraction proceedings will be taken against us in the European Court of Justice and we will be found to have broken the law. Minister, I must advise you not to break the law, as otherwise you will be personally liable.” Do Members get the point? Ministers have to obey the law and accept legal advice. Unless we sort out the sovereignty of Parliament and make it explicit that Parliament can suspend European Community law in selected circumstances, Ministers will not be in a position to exercise the freedom that Parliament has given them.
Did the hon. Gentleman seek alternative legal advice, which is often the sensible thing when getting that sort of advice in government, as I know from experience?
We sought alternative legal advice and were assured that, in all probability, the domestic British courts would uphold Parliament’s sovereignty and ability to suspend those legal enactments. But that is the point. We might have it now, but will we have it in the future?

Commons ChamberThere are many conflicting reports, as my hon. Friend will be more aware than most. It is argued by some that the references by the President to a draw-down beginning in July 2011 gave some in Afghanistan the impression that there would be a complete withdrawal of forces in 2011. Anybody who is expecting that is in for a shock, because the combination of the surge of NATO forces we have seen recently and the now fairly rapid build-up of the Afghan national security forces means that more forces are deployed against the Taliban than ever before. Clearly, that build-up will continue, with the huge increases projected for the Afghan forces up to 2014. What we say about 2015 is in no way in conflict with that.
May I associate the Opposition with the tributes to Richard Holbrooke, a tireless worker for peaceful solutions to conflicts around the world, most recently in Afghanistan? There, in a couple of weeks, our troops will be celebrating Christmas far from their families, and we send them our thanks and best wishes, and look forward to welcoming them home.
Can the Foreign Secretary fully reassure the House, in the light of previous questions, that any draw-down will be determined by conditions on the ground and not by the calendar? What conditions will be needed for combat troops to be pulled back from Afghanistan, especially when we approach 2014-15?
I want to pay tribute to Ambassador Holbrooke in a moment, at the beginning of topical questions. I join the right hon. Gentleman in his comments about our forces in Afghanistan. Throughout the Christmas period they will, I hope, be in the minds of all of us in the House. The conditions on the ground that are necessary for any draw-down or any change in the deployment of forces to begin over the next few years are successful transition of districts and provinces. We made it clear at the NATO summit that we want that to begin early in 2011, but that does not always mean that forces that then become available are withdrawn. Many of them can be redirected into training. In recent months we have moved 300 additional forces into training. Although Canada is withdrawing its combat forces, it announced at the NATO summit that almost 1,000 trainers would be made available for Afghanistan. It is in this form that transition takes place and, as a result, there will be adjustments from time to time in the deployment of the forces of the 48 nations involved.

Commons ChamberI am grateful to the hon. Gentleman for raising this issue. Attending Linda Norgrove’s funeral on the Isle of Lewis was one of the most moving and important things I have done as a Minister. I think we have all been struck by her family’s remarkable ability to respond to the situation without bitterness or rancour, but with deep appreciation of what that young woman achieved. It would be in the interests of the Foreign Office and all of us to support the aims and objectives of the foundation in memory of her and others who work so hard to bring development to the women and children of Afghanistan.
In June the Prime Minister indicated that he was planning troop withdrawals from July 2011, which is reinforced in the business plan. Will the Minister outline his current thinking on troop levels for the next 12 months?
The Prime Minister made it clear that that was only a possibility, and of course it depends on circumstances. The major commitment made is to ensure that troop withdrawals are completed by 2015, and in that time, as I indicated earlier, the objective is to ensure that Afghans themselves have the opportunity to ensure that their country is secure, through the Afghanisation of the police and the Afghan national army. That work and training are going ahead. Last week Governor Mangal said that the province was becoming more secure, and that the training was on track. I am sure that the timetable that the Prime Minister has laid out will be adhered to.

It is a pleasure to address Westminster Hall for the first time from the Front Bench as a deputy member of the Labour party’s Foreign and Commonwealth Office team. It is also a pleasure to face the Minister, who strikes the right balance between being properly partisan—I heard him shouting and bawling from the Back Benches when he was in opposition—and always being seen as competent and, even more significantly, fair-minded. Perhaps I can compromise him further with his Whips Office by saying that there is a compromising picture of him and me opening Paula Radcliffe way in his constituency. I can assure him, however, that normal service will resume in later exchanges on the Floor of the House.
It is also a pleasure to respond to my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh), who once again showed her qualities as a tenacious campaigner. She has turned a marginal seat, which was previously not held by the Labour party, into a safe seat, and that is based on the enormous service that she has given her constituents. She has demonstrated again today her engagement with them and the battles that she has fought on their behalf.
My hon. Friend has not only raised an important issue, but paid proper tribute to members of the Ahmadi faith, their contribution to community life in her constituency and their success in founding businesses and being part of economic life in her constituency and the country. My hon. Friend is right to be proud of that success, but as I often tell groups and individuals in my constituency, we can also be proud of the fact that we live in a country where such success is possible. There are a whole number of reasons for that, and we must fight to defend our values and customs so that such things remain possible and groups can succeed.
People of different faiths, beliefs and races can live peacefully side by side in this country. I was very much taken by the contribution of my hon. Friend the Member for Scunthorpe (Nic Dakin), who spoke of a group that had led a campaign against a mosque. Its members recognised that they had been wrong, but more importantly, they felt that it was right to convey that to the Ahmadi community. I am not sure how many other countries that would happen in. It is particularly telling that even those who have sometimes had prejudices and strong views can recognise when they have made a mistake. That is not true of everyone by any means, and there will always be a minority in society who are bigoted and driven by hatred, but the great majority of people in all communities want to live peacefully. We must work to ensure that we maintain such values and maintain that sort of country. At the same time, it strongly behoves us as individuals, political parties and state authorities to react vigorously against those, from whichever community, who would disrupt society and seek to divide it.
My hon. Friend the Member for Hayes and Harlington (John McDonnell) rightly said that there are two aspects to the debate. One clearly involves the situation and relations in this country, and I will return to that in a minute. The other is the situation in Pakistan. There is also the issue of how we handle the relationship between the two.
Obviously, it was disturbing to hear the contributions from my hon. Friend the Member for Mitcham and Morden and other colleagues, who told us how certain groups are trying to disrupt peaceful relations, stir up hatred, damage people’s businesses and even move towards physical violence. From the examples that we have been given, that seems to be a problem mainly in the Metropolitan police area, and I certainly hope that the Metropolitan police will take it up fairly urgently. As my hon. Friend the Member for Hayes and Harlington said, it is important to nip these things in the bud—to deal with things at an early stage, to establish norms and isolate those who are trying to cause the difficulty.
I remind the hon. Member for Carshalton and Wallington (Tom Brake) that, leaving aside newer legislation, the concept of actions liable to cause a breach of the peace is long established in legal principle. In that respect, the proprietors of a shopping centre, who may have rights within it, can work in collaboration with the Metropolitan police and/or the local council’s antisocial behaviour unit. There is an excellent case for joint action to send the message, “This is not the sort of behaviour that we will tolerate in the public space in our borough or in London.” We should have a strong attitude of zero tolerance towards those who would seek to stir up sectarian strife.
The second aspect that has been raised is the situation in Pakistan. I associate my party’s Front-Bench team with the comments that the Minister has made in answer to questions over the past few months, and specifically in response to the horrific attacks on 28 May and 3 September. They were very much echoed in comments made by the previous Foreign Secretary, my right hon. Friend the Member for South Shields (David Miliband), when he was shadow Foreign Secretary. In a quote that has been previously raised, he rightly said:
“Pakistan’s security is paramount to stability in the region. It is when the international community has taken its eye off the ball in Pakistan that instability has increased.
The European Union needs to increase its support for Pakistan. It currently spends just half a euro per person compared to five to ten times as much in other parts of the world that are not only more developed, but less crucial to global security.
The Pakistani Government’s efforts to stabilise its western provinces has seen its military stretched.
That Friday’s attacks on the Ahmadi mosques originated in North Waziristan, and were carried out by suspected Pakistani Taliban militants, are areas of particular ongoing concern.
Internally, Pakistan has a duty to protect minority groups and needs the support of its allies to do so. This is the worst attack on the Ahmadis in Pakistan’s history, and it is deeply saddening that 93 innocent people have lost their lives.”
That clearly reflected the previous Government’s ongoing policy in March 2009, when the previous Member for Harlow, who was a Foreign and Commonwealth Office Minister, clearly laid out the then Government’s position, which the subsequent coalition Government have followed very well. He said that his ministerial colleague had raised
“concerns about the difficulties faced by religious minorities in Pakistan, including the Christian and Ahmadi communities and the mis-use of blasphemy legislation…With EU partners we have also made a series of demarches”—
he was referring to contacts and notes—
“to the government of Pakistan on protecting religious minorities.”
He said that the UK had pressed
“the government of Pakistan to promote tolerance, and take measures to protect freedom of religion or belief”
and
“called for the reform of discriminatory legislation”,
which has been mentioned in the debate. He said that the UK had
“urged the Minister for Minority Affairs to raise awareness about abuses against minorities and to increase their political representation at all levels.”
He added that in July 2008—this was not just a response to immediate events, but part of an understanding of the ongoing problems—the UK and its EU partners had called
“on the government of Pakistan to specifically protect religious freedoms and human rights of the Ahmadis.”—[Official Report, 24 March 2009; Vol. 490, c. 192W.]
I want to press the Minister a little with regard to the specific event, and the occasion in May when he described the attack on the mosques in Lahore as
“a tragic example of the discrimination faced by the Ahmadiyya community”
and added:
“Our high commissioner in Islamabad has raised the attacks and the discrimination suffered by the Ahmadiyya community in Pakistan with the Chief Minister of Punjab along with his EU colleagues, and the issue has also been raised by our high commission with the Pakistani Ministries of Interior and Minorities.”—[Official Report, 14 June 2010; Vol. 511, c. 301W.]
It is not just a matter of getting agreement at national level in Pakistan; it is also a matter of recognising the significant role of provincial and local governments in protecting minorities in Pakistan. Therefore, national agreement and understanding is important, but things must go deeper, through the structures of the Pakistan Government.
The most disappointing aspect of the attack this year was the fact that according to the Human Rights Watch report, the Ahmadi community and others in Pakistan had approached the Chief Minister of Punjab in advance to seek enhanced security for Ahmadi mosques. That was not provided and the mosques were vulnerable as a result, with the attack resulting in so many deaths. I concur with my right hon. Friend in trying to ensure that the message should be given not just to the Pakistani Government, but should be implemented at provincial level.
My hon. Friend ably reinforces my point. I am sure that the Minister will take that on board. I hope that the steps that have been suggested will be taken, so that the message will get across at different levels in Pakistan.
The debate rightly touches on relations with Pakistan, a country with which we have long and deep links, which is a major player in an important region and a partner in responding to terrorism. Furthermore, as has been obvious during the debate, many of our citizens take a deep and informed interest in its affairs. That is shown by the huge response in the UK—not just from the community that originates in Pakistan—to the floods in Pakistan. As far as I am aware, the UK has been the second biggest donor, both in the response of individuals and in the Government response to the distress caused by the floods. That has been so throughout the country.
I was at an event a few weeks ago in my constituency and there were some major figures there from the Pakistani community—as well as from the other communities: Hindu, Sikh, Christian and probably a considerable number of non-believers in any faith. They made major donations to assist those whose lives have been so disrupted. It is clear that the bonds between our countries are strong, but I stress that is not to do with recreating a position based on a colonial past. Even so, we should not be averse to raising human rights issues. Nor should we make the perhaps slightly lazy assumption that in a vibrant, dynamic country such as Pakistan there is monolithic uniformity of opinion. It is undoubtedly far more nuanced and sophisticated.
It is interesting to note that an independent survey showed that about 90% of Pakistanis believe that religious extremism is the greatest single threat to the country. It seems a shame that, as someone commented, the extremist 3% seem to be holding the other 97% to ransom. It is important, therefore, that Pakistan should not be isolated from the mainstream of international community, and very important that ordinary Pakistanis should remain in contact with the outside world, and should understand that we do not believe they all follow the views of a rabid, vociferous minority.
My hon. Friend the Member for Mitcham and Morden rightly stressed the efforts of the Taliban to destabilise Pakistan by inciting hatred and violence towards minorities, and the Ahmadi minority in particular. However, we should recognise that the Taliban are not very concerned, either, about their fellow Sunni Muslims. In fact, they probably hold them in greater disregard than they do other groups. They are an extremist group and are prepared to use extreme violence to impose a backward view. They are a threat to the stability of the country as well as to minorities, with the present case being the worst example of that at the moment. We should remember in this and other contexts that intolerance of others’ beliefs and sectarian violence rarely stay within the bounds of a country; they spread across frontiers. That is what is happening and that is why we need to respond in Britain.
The Minister has a number of questions to respond to from hon. Members who have taken part in the debate, but I ask him also to outline what steps are being taken by the Foreign and Commonwealth Office to convey our strong concern to the authorities in Pakistan at national, provincial and local level. I assure him of our support in getting that message across.
It is a pleasure to serve under your chairmanship, Mrs Brooke. I thank you for presiding over the debate, and I thank colleagues who have taken part. I begin, of course, by thanking the hon. Member for Mitcham and Morden (Siobhain McDonagh) for her contribution and for raising this important subject. As the right hon. Member for Warley (Mr Spellar) said, her commitment to her community—both the section of it to which the debate relates, and all others—is noted in the House, and brings her recognition wherever she goes. It is another part of her work that she does commendably in the House, and we thank her for bringing it to the House’s attention.
I am grateful to the right hon. Member for Warley for his kind remarks. We do indeed go way back. We are both members of the Whips’ brotherhood, albeit on opposing sides of the House. We have both been around for a while. I appreciated the right hon. Gentleman’s work in Government. He was a good Minister and easy to talk to. Coming to open a road in my constituency of course marks him out as a special colleague, and I thank him for that. If I remember rightly, I think that I ran the 10 km race on that occasion—
I was going to say that ministerial engagements prevented him from running; but it was a good occasion and I thank the right hon. Gentleman for his comments, which I reciprocate. Although properly partisan we are able, we hope, to put such things to one side when we need to. This is one of those occasions.
In foreign policy there are many areas in which a change in Government makes little difference to what are conceived to be British interests. As to human rights and related matters I think the House can be assured that the view of the House, the Government and the country is reflected in Government. There may be nuances from time to time, but the things that we hold valuable are shared between us. The House will find the Minister and the Opposition speaking together in our condemnation of the attacks that are the subject of the debate and in our concerns about what can be done in the future.
Human rights and the treatment of minorities are obviously of major concern to the hon. Member for Mitcham and Morden in seeking the debate, and they are important to us all. She made a powerful and at times distressing case when she discussed circumstances affecting her constituents, and events in Pakistan. Her concerns for her constituents were echoed by the hon. Members for Hayes and Harlington (John McDonnell) and for Scunthorpe (Nic Dakin) and by other hon. Members who spoke.
The United Kingdom Government are concerned about the ongoing discrimination against the Ahmadi Muslim community in Pakistan and around the world. I am grateful for the opportunity to talk to hon. Members about it. We welcome the news about the all-party group and will keep in touch with that. The hon. Lady and her fellow officers will know that they need only make contact with us and we shall respond. She recognises, through the establishment of the group, the importance of the community to many hon. Members in the House of Commons who have relevant constituency interests. I will certainly draw the Home Secretary’s attention to the remarks have been made today concerning events that take place in the UK. I will move on to the matters affecting home affairs later, but there is no doubt that the matter has resonance both for our foreign relations responsibilities and for what happens in the UK.
I would like to put our relationship with Pakistan in perspective before dealing with the hon. Lady’s specific points, because it is important, and the right hon. Member for Warley referred to that, too. The Government are committed to a long-term, productive and friendly partnership with Pakistan. Our two countries share many strong ties: our history, the deep familial roots in our 1 million-strong British Pakistani diaspora, extensive business links and close cultural connections.
As we have heard, Pakistan is currently dealing with major domestic challenges. The recent devastating floods have caused an immense amount of damage and misery for more than 20 million people—misery on a scale that is difficult to contemplate in the UK, as the area affected is the size of our country. It is one of the worst disasters the world has ever seen. The UK has been at the forefront of the international response to the crisis, committing £134 million for urgent humanitarian relief and to help people rebuild their lives.

Commons ChamberI am sure that my hon. Friends will come to learn that the contributions—not sedentary, but standing—of the hon. Member for Stone (Mr Cash) are an important feature of these debates. The consistency of his remarks is at least one model for us all to follow, even if that cannot always be said of their content.
Indeed, as my right hon. Friend also says from a sedentary position.
We look to the new Prime Minister to continue to show the level of engagement seen in the past on European economic issues. Of the many hard lessons that Europe has learned, the most significant is the importance of collaboration in the global economy. The “Europe 2020” growth strategy will be formally adopted at the Council. It was the previous Government who led on the development of those proposals, during the financial crisis that Europe faced last year, and who pushed for many of the positive solutions. We support a strong external dimension, to ensure that the EU is promoted on the global scene, notably through engagement with the so-called BRIC economies—those of Brazil, Russia, India and China.
We also support the expansion of research and development, increasing the share of renewables in final energy consumption to 20% and moving towards a 20% increase in energy efficiency. We also look to the Prime Minister to make the case for longer-term reform in the European Union, particularly in areas such as energy liberalisation and the completion of the single market in areas relatively untouched, such as e-commerce.
There was one country that the Foreign Secretary did not mention, but which it is appropriate to do so. He rightly talked of the importance of the rising powers, but he did not mention Russia. The EU is by far Russia’s largest trading partner, with three quarters of all Russia’s direct foreign investment coming from EU member states. The EU-Russia summit—the first since Lisbon came into force—took place on Tuesday, I think. I look forward to hearing further from the Foreign Secretary about how he sees Europe’s relationship with Russia. He will know—he referred to this in the debate on the Gracious Speech—that Britain’s relations with Russia over the past three years have been extremely testing.
The then Opposition supported the Government in the measures that we took in respect of Russia. However, when it comes to helping the modernisation of Russia, the European Union should be our best instrument. That is why we agreed to the opening of the so-called partnership and co-operation agreement negotiations—I think against the advice of the then Opposition. I hope that the Foreign Secretary will seek to use those discussions to help the process of engagement with Russia. We have a lot to gain, not least on issues to do with energy supply, on which the whole of the EU is a significant partner for Russia.
The European Union also has an important human rights dimension to its work in Russia. Indeed, it is appropriate that the Secretary of State for International Development should be in the Chamber now—he missed the Foreign Secretary’s speech, but I am glad that he has come in at this moment. He made great play during the election campaign of what he called the absurdity of the Department for International Development funding work in China or Russia. Let us leave China to one side. The work that the Department for International Development was funding in Russia was vital human rights work in Chechnya and Ingushetia, parts of Russia that are extremely poor and extremely riven with human rights abuses.
I hope that the Foreign Secretary will talk to his right hon. Friend the Secretary of State for International Development, because the important work that was being done with DFID money—relatively small amounts of money, compared with the multi-billion pound DFID budget—was supporting human rights issues that the Foreign Secretary said in his speech in the Loyal Address will be a vital part of his Department’s work. We have heard a lot of words about joined-up government from the new Administration, and this is one area where the price of a campaign commitment to an across-the-board cut in the work done in Russia will be borne by people trying to do brave and important work, in an important country in an important part of the world.
