Commons ChamberI rise to speak in support of amendment 117, which is in my name. In Committee, I brought to Members’ attention the Government’s own science and innovation strategy, which talks very clearly about openness. It says:
“Technology allows openness and public scrutiny of research that was not possible until now –going far beyond the ability to share a published paper through open access; the data and the information behind the paper can be made available to all.”
That substantive document, which was produced by the Treasury and the Department for Business, Innovation and Skills, sets out the case for openness. There are two areas of this debate where openness has not occurred. The first relates to the redacted documents from the Department for Environment, Food and Rural Affairs, which is hardly consistent with the Government’s stated position. The second relates to the point made in amendment 117, which is that baseline monitoring data should be published
“in a form that enables it to be subject to scientific peer review.”
It can be done.
The Minister of State, Department for Transport, the right hon. Member for South Holland and The Deepings (Mr Hayes) referred to a letter—I thank him for giving me a copy of it because I had not seen it—but it does not address the substantive point of the amendment, which is that data should be published in a form that enables them to be available for scientific peer review. I am not talking about any old published charts and data. The data should be published in a way that the scientific community can use. There are established standards that are well understood by the Departments of the Minister and the Under-Secretary of State for Energy and Climate Change, the hon. Member for Hastings and Rye (Amber Rudd). I also ask the Minister to consider that matter with some care as the Bill progresses through the Lords.
I am extremely grateful to the Minister, and ask him to clarify that matter in the Bill.
I thank my hon. Friend the Member for Birmingham, Northfield (Richard Burden) for his kind remarks. Unless I commit a sin that means the Whips require me to do something else in the next few weeks, this will be the last Bill I serve on in Committee. I did so voluntarily, because I take a great interest in a number of its clauses, not least the one referred to by the hon. Member for Cities of London and Westminster (Mark Field). I followed his remarks carefully and agreed with virtually every word he uttered. I am sure he would agree that the draft presented to the Committee last week was grossly inadequate for its purpose. He described the issues in thriving urban areas that need to move quickly to accommodate the needs of developers and the economy, as well as the changing technologies in the telecoms space. Different issues arise when it comes to rural access. Access arrangements have been far from satisfactory, but the clause—drafted in haste—has resulted in this step backwards. That is regrettable because—as was said in Committee—this is long overdue.
I will get the Minister into trouble with the Whips if I go on too much, but he is a man of such integrity that in the last general election he even invited his Labour opposite number, who was at one time my agent, to go for a coffee to discuss how their business should be conducted. That is an example of how collegiate he is. I thought that he would get into trouble with the Whips again when he praised the Secretary of State. I thought that the Minister was going to say that the Secretary of State was adding his weight to the matter, but as I am of similar girth I can get away with that remark.
The Bill has some extraordinarily important aspects. As my hon. Friend the Member for Birmingham, Northfield said, it covers an enormous area. The House will have to come back to the telecoms code and in the interests of all parties—including those mentioned by the hon. Member for Cities of London and Westminster—that will need to be done sooner rather than later, but with careful engagement with all the players.
I was especially interested in the clauses relating to hydraulic fracturing. In the dim and distant past when I worked in geology, I taught students how drilling technology works. I made the point in Committee that had we been using the technology today that we were using 40 years ago I would be against hydraulic fracking, but the technologies have developed to an extraordinary degree. We do not know enough about the UK’s general environment subsurface, so a huge amount of work is needed. In Committee and in the other place, amendments were tabled on baseline monitoring, and I am pleased that the Government have started to move in the right direction. It is possible to come up with a regulatory structure that works for the communities we seek to represent and in terms of the economics of the industry. To achieve that goal, the Government will need to think carefully about some of the issues and the underlying science.
The amendment that I tabled in Committee, about peer reviewing baseline monitoring data, is acceptable to the industry. It is in the interests of the Government and the country to reach cross-party agreement so that the data that go into the public domain are fully understood and we can argue from an evidence base, which we cannot do at present. When the first pilot well was drilled in my constituency, I got only five letters about it: three were technical questions and two were letters of objection. The second one, which was handled differently by the developer, resulted in a massive number of objections and a protest camp that is very firmly in place.
It is important that this House, the industry and the regulators engage with the public, so that there is a better scientific understanding of what can be achieved with the regulatory machinery we put in place. I have no doubt that that is an achievable goal. I hope those on the Government Front Bench recognise that when they seek to develop the Bill further in the other place.
Serving on the Bill with my hon. Friends on the Labour Front Bench and the rest of the Labour team has been a pleasure, as has been working on this topic with the right hon. Member for South Holland and The Deepings and the Under-Secretary of State for Energy and Climate Change, the hon. Member for Hastings and Rye (Amber Rudd). These are hugely important issues and Parliament must get them right.
Finally, there is a message to consider. Reflecting on the way the Bill has been conducted, it is important that the next Parliament looks carefully at the process we have gone through. There are better ways to legislate and perhaps the next Parliament can learn from that. I wish the Bill well in the Lords. I want to see the robust amendments retained so that the regulatory issues raised by those on the Opposition Front Bench can be protected and enshrined in the Bill. That will enable this important industry to develop in this country with the support of the public we seek to represent.

Lady is, of course, right to defend the interests of her constituents and to say that, when such innovations occur, it is vital that the communities affected understand what is going to happen and are involved in the decision-making process. When as Energy Minister I set up the office for unconventional gas and oil, part of my intention was for it to ensure that good information was provided, that some of the misinformation that prevails be put aside, and that local communities could be as engaged as much as possible in the process. I understand the hon. Lady’s championing of her community and she can be assured that this Government take exactly that kind of open-minded, generous, communitarian approach.
The right hon. Gentleman knows that I am on the same side as him when it comes to the potential development of unconventional oil and gas. With that in mind, and given his answer to my hon. Friend the Member for Warrington North (Helen Jones), will he explain why the Government rejected Labour amendments in the other place that the industry are quite relaxed about?
The hon. Gentleman will have the chance to make that case as the Bill makes its passage through the House. I am not in the other place and it is not really for me to anticipate the amendments that he or other Members might table. Of course, we will listen—this is a Government who listen and learn, as I shall describe in a moment. Given the hon. Gentleman’s record in this House, I know that he would be the last person to turn his back on innovation and stand in the way of progress. Indeed, he has been one of this House’s greatest advocates of innovation and scientific progress.

Commons ChamberI shall come on to the issue of transition. The hon. Gentleman, like his hon. Friend the Member for Ellesmere Port and Neston, is right to raise the issue of how we deal with the transition from the existing arrangements to the all-age service. We will begin the all-age service, as has been said already, in 2012, but I want as much as possible to be in place by the end of this year. I shall come back to the transition, but let me say that this proposal is not just in the interests of the recipients of advice. It is also about re-professionalising careers advice for the people who give it. When I became the shadow Minister in the long-distant past, I met many people who worked for Connexions. Some were lifetime careers advisers who were desperate to have careers advice re-professionalised. They were asked during the Connexions regime to be advisers on all kinds of things—on careers, but also on sexual health, lifestyle choices and drug misuse. That was a very tall order. There is a place for that kind of advice, but I am not sure that it is best provided in a one-stop shop such as Connexions. It is much better to have a careers advice service that is just that. It is demanding enough for careers advisers to be up to speed and up to date with all the options for training, learning and jobs, let alone being asked to do much more. I say to careers professionals that this is not a threat but a serious opportunity, as our commitment to that service and their profession is unrivalled.
I have more time than Ministers usually have in Adjournment debates, and I cannot resist saying a word, with your indulgence, Mr Deputy Speaker, about apprenticeships. I do not want to get into a sterile debate about the history of this issue and the previous Government—a tragedy perhaps tinged with comedy—but I will say that I intend to build more apprenticeships in this country than we have ever had. We have already put an extra £250 million into the apprenticeships budget to secure that ambition. We have set an initial target of 50,000 more apprenticeships and I believe we can meet that target and exceed it in the lifetime of this Parliament—indeed, in this comprehensive spending review period. I want more apprenticeships at levels 2 and 3—and more too at levels 4 and 5—to fill the gap in intermediate and higher level skills that, as the hon. Member for Ellesmere Port and Neston is well aware, will inhibit growth, particularly in those high-tech, high-skilled industries that we need to foster.
Schools will continue to play an important part in ensuring that all pupils benefit from good advice. Teachers are so important. As this is becoming something of a wide-ranging debate, let me say, with your indulgence, Mr Deputy Speaker, that it is time for us as a Government and as a House to elevate the role of educators. Into the hands of teachers we place our future—our children. Every great civilisation from the past—Greece, Rome, Egypt, Persia and China—understood that educators and teachers are vital. Socrates himself was a teacher. However, we ask too much of our teachers when we expect them, in addition to inspiring young people with a thirst for learning, to be careers professionals. It is true that individual schools have the best knowledge of their pupils’ needs, and it must be their responsibility to ensure that those pupils can access the best possible advice, but it is not always best for those schools to provide the advice. Some do it very well, but others less so.
In the forthcoming education Bill we intend to introduce a duty for schools to secure independent, impartial guidance for their pupils, but they will be free to decide how that guidance is secured—through the all-age service or through another provider, all of whom will be expected to meet exacting quality standards. That will safeguard the partnership model in which schools draw on their knowledge of pupils’ needs and work closely with external independent advisers with expert knowledge and skills. It is crucial to place that at the heart of our new arrangements, because with all that is expected of schools, it is too much to ask them to provide careers advice and to keep up to date with the latest developments in careers and the labour market.
My ambition is to have guidance for both young people and adults that is widely respected and valued. C. S. Lewis said:
“You are never too old to set another goal or to dream a new dream.”
The important thing about the all-age service is that it will assist people who need to change direction or to upskill. One feature of an advanced economy is that as skills needs advance they become more dynamic. Businesses change more quickly to shape themselves around economic changes and skills needs change accordingly, so we need to help people to get the advice they need to get jobs, to keep them and to progress in them.
Information, advice and guidance will be available online. In those terms, we will build on the work of the last Government, who invented the Next Step service, which we were able to implement this summer and will provide a basis for a high-quality online product as it metamorphoses into the core of the technology offer that the all-age service will provide. Young people in particular tend to access information online, and as hon. Members will know, that will enable us to ensure that information is updated effectively, but face-to-face guidance matters, too. I am determined to use the limited resources that we have available—we live in tough times and the Government are determined to deal with the deficit, so there is no money sloshing about—to maximise the amount of face-to-face contact that people can enjoy, because it is needed to supplement what they can gain online.
To form a new professional basis to the service that will be crucial to its success, the Government are responding positively to the recommendations of the Careers Profession Task Force aimed at increasing the quality and status of the profession. That was led by Dame Ruth Silver, who has done an excellent job with her team. Members who were fortunate enough to read the report that emanated from that work will recognise that it was very much about building the kind of professional pride and purpose that I described when responding a few moments ago to the hon. Member for Liverpool, Walton.
Let me say something about transition. To be frank, I was concerned about that, too. Determined though we are to put in place the all-age service, it is vital that transitional arrangements are handled properly. During the transition period, we will support local authorities to work through any changes in local service provision that may be necessary as a result of the establishment of the all-age service, involving, where appropriate, Connexions service providers.
In 2011-12, the early intervention grant will support transitional arrangements to ensure that young people have access to impartial guidance in advance of the all-age careers service being fully operational. For those who want to check the figures—diligent Members will do so immediately after the debate—they were announced on 13 December in the local authority grant settlement. Transitional arrangements, by their nature, are never perfect, but we will use every endeavour to ensure the continuity of the advice offered and that the conditions in which it is offered are as appropriate as possible. Certainly, we want to support careers professionals, because they will form the core of the new service.
Given that the Connexions company locally has effectively been told to wind itself up, it will, by necessity, have to put people on notice of possible dismissal. What advice is the hon. Gentleman giving to the Connexions service and local authorities to give comfort to those people who have put a lot of time and hard work into the service that their jobs will be protected where the service has been of the standard that he quite rightly expects?
Local authorities will retain a duty to provide the service and the new all-age service will begin to kick in from this autumn, so any hiatus of the kind that the hon. Gentleman suggests is present should not be significant. I hope that local authorities would put in place arrangements to ensure that those people involved could move from one service to the other reasonably seamlessly. If he takes that message to his local authority with my endorsement, it may yield more fruit.
If the Minister were to write to local authorities and be kind enough to place such correspondence in the Library, that might give some comfort to hon. Members.
I am always informed by the contributions of hon. Members of this House, and I will certainly take what the hon. Gentleman says away and give it appropriate consideration. As I am a responsive, listening Minister, as you know, Mr Deputy Speaker, I will ask my officials to look at that matter closely, see what measures we have already put in place, and see whether we need to do anything more. That would be an appropriate way to deal with the hon. Gentleman’s query, as I think he would acknowledge.
The arrangements for the all-age service will, of course, include an emphasis—widely welcomed in this debate—on apprenticeships. My hon. Friend the Member for Wirral West spoke about vocational learning, as have others. She also spoke about the need to be open-minded about all the opportunities available to young people. As many have already said, that certainly includes learning at local college, learning in the workplace, and learning provided by independent training providers, as well as the academic route. I want to create a pathway on the vocational side that is as navigable, progressive and seductive as the academic route that many of us travelled. To that end, it is important that the House understands the new commitment that the Government have to apprenticeships, as a pivot of our skills policy. I want more apprenticeship frameworks, more higher level apprenticeships, and more apprenticeships permeating companies that have not had them in the past.
My officials are working closely on ideas for improving the status and aesthetics of apprenticeships, including proposals to introduce a more formal graduation process to give apprentices a proper sense of achievement; proposals to ensure that the frameworks are progressive; and proposals to develop more level 4 frameworks, in particular. I am also keen to ensure that we see apprenticeships as a route to higher learning. Many apprentices already go into higher learning through college or university, but I want to grow that over time. In our skills strategy, which I know sits by the bed of all hon. Members present, we committed to working with the National Apprenticeship Service to do many of the things that I have just described, but I have already spoken of the unprecedented financial commitment that we are making to apprenticeships, and I do not want to repeat myself.

Commons ChamberThat is a bit rich, coming from the hon. Gentleman. He really is rewriting history. He must acknowledge how slow his party has been to wake up to the calls from people like me who were demanding a move towards nuclear power. I find it ironic that the amendment to our motion starts with the words “leave out from ‘power’”. I just wonder how much of a row there was in the coalition about that, given the fact that the two words before “power” are “civil nuclear”. I am pleased to see that the Government’s amendment would allow those words to stay in the motion, but I bet there is going to be trouble in the coalition when it comes to agreeing on some of the decisions that the hon. Gentleman is quite right to suggest are mission critical to the success of the UK economy.
This Government’s delays in decision making have also had a dramatic impact on the supply chain and, as a consequence, on many of the apprenticeships in the supply chain. We have heard all the stories about the creation of 50,000 new apprenticeships, but, goodness me, those delays have slowed down the creation of apprenticeships in my constituency and in the travel-to-work area around it. That includes the constituency of my hon. Friend the Member for Wrexham (Ian Lucas) and others, all of which are affected by the decisions at Vauxhall and the other big manufacturing operations around us.
I could not intervene on a less experienced or distinguished hon. Gentleman than the one who is speaking. On apprenticeships, he will understand that recessions do make things difficult, but will he not celebrate and welcome the commitment of this Government to creating more apprenticeships, particularly in small and medium-sized enterprises, in constituencies such as his?
I am counting every one of them, and if I have to come back and agree with the hon. Gentleman in a year’s time, I will do so. I just hope that he is not double-counting the commitments already made by those on the Labour Front Bench before the election. As long as he is not double-counting the number of apprenticeships, I will celebrate them with him. I look forward to seeing them.
We have also heard mention of FE colleges this afternoon. One thing I am immensely proud of—photographs of it feature on my website if anyone would like to look at it—is the new FE college that was built with funding provided by the Labour Government. It was chosen to be part of the network of colleges that would be built because of the importance of manufacturing to constituencies like mine. Apprentices from Vauxhall and the petrochemical sector, as well as from the retail and leisure sectors, study in that college, which is going to be a centre of excellence in the middle of Ellesmere Port, where manufacturing genuinely matters. I welcome that investment.
I move on to the second issue that is particularly important for the future of manufacturing. I welcome the fact that the Minister for Universities and Science has taken over the science portfolio, and I look forward to working with him in my new position as Chair of the Science and Technology Select Committee. We have already had some exchanges. I also put on record my thanks to my hon. Friend the Member for Blackley and Broughton (Graham Stringer) for the civilised way in which the election between him and me was conducted.

He and I have talked about information technology issues in the past. I will press the Minister for Universities and Science in particular to ensure that he protects our science base, without which our future will genuinely be bleak.
To return to what I said at the beginning of my remarks, the impact of technological change on manufacturing and the globalisation of manufacturing mean that if we are to have a place in the manufacturing of tomorrow, part of it is going to have to be science-led and driven by the highest levels of research. It is mission critical—I hope this commands support from all corners of the House—that we maintain our investment in the science base. In areas of scientific endeavour that are close to market, we cannot afford—because of the pace of change—to take our eye off the big picture either. When it comes to our commitment to CERN or the European Space Agency, we need to realise that these blue-sky areas are incredibly important for our children and their children in turn. They are crucial if we are to maintain our position in this incredibly competitive field.
Another important issue for my new responsibility is ensuring that we work together—I hope in a collegiate way—across parties to improve public understanding of some of the complex scientific challenges that face society today. On that note, despite our odd disagreements on manufacturing issues, I hope that there will be common ground between the parties. Some aspects will divide the parties and other aspects might divide people within the parties, but I hope that serious progress can be made during this new Parliament. Nothing can be more important to our children than making sure that we are at the leading edge. If we do not stay there and if we do not invest in science and technology, we will start slipping down the ladder.
In seeing you join us, Mr Deputy Speaker, I note that this is the first time I have had the pleasure of speaking with you, another Lancastrian, in the Chair. I will conclude my remarks. I know how dearly you, Mr Deputy Speaker, hold manufacturing to your heart and how importantly you view it as the cornerstone for our future. It has to be manufacturing that is led by investment in science and technology; we need to deliver that at all levels in every aspect of our endeavours.

Commons ChamberMy hon. Friend is right. The apprenticeships system needs to be built from the bottom up, which is why the Government are determined, as the Secretary of State said earlier, that small and medium enterprises should be supported in securing apprenticeships. We intend to introduce an apprenticeship bonus, which will help those small businesses to participate. We want to look at supply-side barriers and at root training organisations that will help small businesses to take on more apprenticeships. We are committed to apprenticeships in a way that has not been seen for years, perhaps not ever.
That is breathtaking. How can businesses in the supply chain in my area be expected to take on apprenticeships while there is so much uncertainty surrounding the reviews being undertaken on Vauxhall Motors and Airbus?
