The UK’s arts and cultural heritage are not just beloved in the UK, but are the envy of the rest of the world. Our theatres, live music venues, museums and galleries are incredibly valuable to our economy, bringing in £32.3 billion in 2018 and employing approximately 680,000 people. However, they are much more than that: they are the lynchpins of their local communities, entertaining, enlightening and educating us, and bringing us together through shared experiences.

The coronavirus pandemic dealt those sectors a body blow, forcing thousands of institutions to close their doors. The Government have already provided substantial financial assistance to see them through the crisis, including loans, business rate holidays and the self-employed and furloughing schemes. Together, those schemes have provided hundreds of millions of pounds of support, saving livelihoods, beloved organisations and institutions. Of course, we have been working extremely closely with the sector and medical experts to try to get things back up and running as soon as it is safe to do so.

Our battle against coronavirus is not over. With social distancing still in place and crowded venues not possible for the foreseeable future, it was clear that the cultural sector desperately needed help to weather the ongoing storm. The Government have provided it this week, with an unprecedented £1.57 billion rescue package for museums, galleries, theatres, independent cinemas, heritage sites and music venues across the country in the form of emergency grants and loans. It is the single largest one-off investment in UK culture and proof of our commitment to protecting the sectors that do so much to enrich all our lives. It has widely been recognised as exceeding expectations and DDCMS Ministers would like to put on record our thanks to the many people who have worked so incredibly hard on this behind the scenes over the weeks.

The funding will support the country’s long-standing and rightly famous cultural institutions such as the Royal Shakespeare Company, the Ironbridge Gorge Museum, the Mary Rose Trust, which I visited yesterday, and the National Theatre, but it will also support lesser known but equally cherished cultural and heritage institutions and organisations in regions up and down the country—places that have been cultural anchors for their communities for years. That will include theatres, live music venues and museums, but it will not just be about cultural spaces, as it will include dance companies, orchestras and touring arts groups that do not have their own venues but that still play a key role in our cultural life and, of course, still need support. By protecting these organisations as well, the funding will help to support those working across the cultural sector.

The package will also see £120 million invested in rebuilding, upgrading and starting new construction work across our cultural infrastructure as part of our wider effort to build, build, build after coronavirus. This will help to revitalise historic buildings across the country, creating jobs and protecting livelihoods all across our regions. Another £100 million will be allocated to arm’s length bodies such as the British Library, the British Museum and the British Film Institute. An extra £188 million will be given to the devolved Administrations in Northern Ireland, Scotland and Wales, as the Government support our whole Union; our cultural strength is stronger as a family of four.

The broader package comes on top of the announcement made last week by the Arts Council to reopen its project grants competition and make an additional £39 million of funding available to support creativity—in particular from freelancers, creative practitioners and independent organisations.

We all want to see full audiences back in our venues and institutions, enjoying the very best of British culture as soon as possible. We will keep our foot very firmly on the pedal, and are finalising guidance for a phased return of the performing arts sectors as we speak. This package allows us to protect some of our precious cultural assets during an uncertain time ahead. It will help thousands of organisations to make it through this crisis and out the other side for future generations to enjoy. I ask the House to join the arts sector in welcoming this massive rescue package. It is a lifeline to help the sector weather this storm and bounce back even stronger.

I am grateful for the granting of this urgent question.

We welcome this much-needed injection of cash for the arts and culture sector, but I have to ask: what took the Government so long? We have already seen venues going under and mounting job losses, and warnings from the Opposition and across the sector were ignored for weeks on end. Urgently getting the money to where it is needed now is critical, but according to the Department’s own briefing, funds will not arrive until the autumn. Less than half the £160 million announced in March is with the organisations that need it, and we are now four months on.

It is vital that this money does not just get hoovered up by the biggest venues with the loudest voices. As well as protecting the jewels in the crown, every town and city lucky enough to have a theatre that is a precious part of the local economy must keep it. We were disappointed that yesterday there was yet again no mention of freelancers, who make up 70% of the workforce in theatre alone. These are highly specialist, creative people—musicians, performers and other professionals—who have been excluded from the Treasury schemes since the start of this crisis. I am concerned that the Department does not understand the nature of the work in this sector, which is why we have continually warned against a one-size-fits-all approach.

As has been the case with the Government throughout this crisis, within hours of the announcement yesterday, the package—which was described as “world-leading”—was already starting to unravel.

I have some specific questions for the Secretary of State, therefore, that I hope his Minister can answer.

Is there provision in this package to reverse job cuts, such as those announced at the Royal Exchange in Manchester, and theatre closures, such as the Nuffield Southampton? Yesterday, the Secretary of State refused to confirm that live performance venues would reopen by Christmas. Can the Minister confirm what date the Government are working towards that has allowed them to calculate that this package will secure the future of these industries, as they have said it will do? If venues cannot open for at least six months, has the Secretary of State secured agreement from the Chancellor that the Treasury schemes will be extended for this sector until the Government give the go-ahead for it to reopen?

Will the Minister commit to publishing the health and scientific evidence that says the public can sit in an aeroplane for hours on end but not in a theatre for two hours? Lastly, I want the Government to focus on the people who have made this sector admired around the world and the specialist and highly skilled jobs they do, because once those are lost, they will be almost impossible to recover.

I thank my hon. Friend for his question. He is absolutely right to highlight the huge role played by volunteers and, indeed, the wider third and voluntary sector, and I join him in marking Volunteers’ Week. One of the big things we have done is provide £750 million to support charities and, indeed, just a couple of weeks ago I announced the start of the coronavirus community support fund, which provides £200 million for small and medium-sized charities. That went live on 22 May.

Our valuable cultural sector is starting to collapse. It will be one of the last to reopen, and its desperate pleas for Government support have been ignored. Tens of thousands of workers excluded from the job retention scheme and the self-employed scheme have been completely ignored, but we then had a tiny glimmer of hope just over two weeks ago, when the commission for cultural recovery and renewal was announced, but since that date there has been silence. There is no information about participants in the working groups, no terms of reference, nothing on what has been or is being discussed and considered to help the sector, no timescales—nothing. This is yet another example of poor communication adding to the plummeting levels of trust and confidence in the Government. So, I ask the Secretary of State: why the complete lack of transparency?

I do not really recognise the hon. Lady’s characterisation. First, we have announced the members of the overall cultural renewal taskforce, but the important thing is the groups that sit underneath it, which provide the specific guidance. I am happy to run through all those groups and write to the hon. Lady subsequently, but just to give her a flavour, they include one on recreation and leisure, one on tourism, one on sport and one on library services. The point of each of those is to provide the guidance to help us open as rapidly as possible, consistent with the public health guidance. That is why I was delighted that at the beginning of this week, we announced that high-end film and TV could resume. The hon. Lady is absolutely right to highlight the need to support the cultural sector. I have engaged extensively with people from across the cultural sector and we are working to see what we can do to support them.

Charities provide so much compassion and care to the most vulnerable in our country, and that role has never been more important than it is right now. In order to ensure that charities can continue their vital work in our national effort to fight the coronavirus, we announced a package of grants worth £750 million, alongside all the measures that my right hon. Friend the Chancellor has already announced to support charities. That recognises the unique role of the sector in helping us through this crisis and bouncing back on the other side.

I thank the Secretary of State for his very kind welcome. He will know that, after 10 years of the hollowing out of public services through austerity, it is many charities that are providing frontline public services to the most vulnerable people at the greatest risk during the national response to covid. Although I welcome the support that he has announced, he also knows, because the charities sector has told him, that it is nowhere near enough, representing just 20% of their usual income during a 12-week period. They, and we, want to hear an explicit commitment from him that further funding will be announced before it is too late and charities go to the wall. Vulnerable people are relying on them for support and the Government must not let them down. Can he guarantee that?

I thank the hon. Lady for her question. We will, of course, do everything that we can to support charities. It is worth noting that we have ensured, through the Department for Culture, Media and Sport in discussions with the Treasury, that charities can access all the existing schemes. For example, they can benefit from VAT deferral, they can use the remaining business rate relief—they already get 80% relief; they can now get 100%—and they can furlough staff.

In addition, the measures have been designed to help the frontline. However, it is not just the £750 million that the Government have provided. There is huge work across philanthropic institutions—for example, £100 million from Barclays—not to mention what great charitable fundraising efforts, such as those of Captain Tom, have provided for the nation.

I congratulate my hon. Friend the Member for St Helens North (Conor McGinn) on securing this debate and on making such a great speech.

I am very grateful for the opportunity today to speak about music, particularly live music venues, which I always take the opportunity to champion because they are very precious and, as we have heard today, constantly under threat. I represent a city centre constituency, in a city known not just across the UK but around the world for its songs, its singers and its musicians.

We have a very rich cultural history in Cardiff, and I am determined that we will have a rich cultural future too. To ensure that that happens, we need to ensure that our school music teachers have the resources and time to inspire pupils from the earliest age to participate in music and to understand the joy and wellbeing, which have been discussed today, and the opportunities that singing or playing an instrument can bring.

We know, though, that the past 10 years of Government austerity and the savage cuts to the Welsh budget have made the provision of music much more difficult. I think that is the pattern across the UK. I pay tribute to the music teachers up and down the country who do such a great job—actually, for them it is not a job but a vocation—in such difficult circumstances. But it is not only the teachers; it is the talented volunteers who conduct our orchestras, who transport children and their instruments to eisteddfods and who fight for venue space and practice venues every day of the week.

In the centre of my constituency we have independent live music venues of all types and sizes, catering for every possible taste. I promise hon. Members that if they come to Cardiff Central, on every night of the week they will be able to listen to great live music of some type or another, from the Royal Welsh College of Music and Drama, the incredible auditorium that we have at Saint David’s Hall and the noise bowl of the Principality Stadium, where I saw the Rolling Stones, to Fuel Rock Club, Clwb Ifor Bach and the Globe.

However, since I was elected in 2015, it feels as though colleagues and I have been continuously fighting to save live music venues across the constituency, from the Womanby Street campaign to saving Guildford Crescent and Gwdihŵ and, just this week, another live music venue, 10 Feet Tall, a small but long-standing venue under threat of closure. We have built a grassroots movement in Cardiff, with Daniel Minty from Minty’s Gig Guide, the Music Venue Trust, the Musicians Union and UK Music, to value and support venues and to try to save as many as possible.

Our Labour council in Cardiff has set up a music board to champion our music scene locally, nationally and internationally, and to protect and promote music at grassroots and all levels. I am proud that our Welsh Labour Government was the first Government in the UK to introduce the agent of change principle into planning guidance and to help to protect live music venues. Along with colleagues here, I co-sponsored the Bill by my right hon. Friend the Member for Warley (John Spellar) to do the same in England, and I worked with a Labour colleague to do that in Scotland too.

I will briefly mention our Digital, Culture, Media and Sport Committee report on our live music inquiry, which took detailed and comprehensive evidence from across the sector and made a series of recommendations to the Government to protect and enhance the contribution of live music to our economy and society. We know what the problems are, and we have heard about them today. They include business rates, planning development pressures, the need to extend creative industries tax reliefs and parity of funding for grassroots venues through bodies such as the Arts Council. Talking of arts councils, yes, we need to continue to support high arts and culture, but I also want those kids who are setting up their first band in their mum’s garage to have parity of support.

On the subject of the Select Committee report on supporting community music venues, does the hon. Lady agree with me that it is also important that local towns have a robust plan for their own areas to support venues? Folkestone in my constituency has launched a music town initiative. It is important that local authorities work with venues to support them both in terms of business rates and how they sit with the local planning regulations as well.

I could not agree more with the hon. Gentleman, who, as Chair of the Select Committee in the previous Parliament, did such a fantastic job of leading our Committee on the inquiry. I want to see music boards in every town and every city so that every child has the opportunity to fulfil their talent.

Lots of questions have been asked of the Minister, but may I add two more to his list? The Government’s response to our report was very thin. I appreciate that it was right at the end of July, but will there be a statutory consultative body to promote the protection of music venues so that they can provide advice to local authorities on the implementation of the agent of change principle and see how it works in practice? We are still waiting—it was not responded to in the report—for a full post-legislative memorandum for the Live Music Act 2012. Will the Minister address that in his comments?

My hon. Friend is right. Nothing is off the table in the review. I can tell the House that this morning the FA confirmed that from next year, 2021, it will show those particular games on its website, so that they are not available exclusively via gambling sites. That is progress, but we have asked the FA to consider all the options for restricting the deal sooner.

I begin by paying tribute to the great work that my right hon. and learned Friend did in overseeing the birth of the online harms White Paper. He is completely right: we should be proud in this House that it is an open, liberal democracy such as the United Kingdom that seeks to lead the way in an immensely difficult area. He is right to say that we should move quickly, but we should also move at a pace that allows us to get this vital issue correct.

I welcome the Secretary of State to her position, and I look forward to her appearing before us at the Digital, Culture, Media and Sport Committee on 16 October. She knows that we undertook a large inquiry into fake news and disinformation, for which the Prime Minister’s chief adviser refused to attend the Committee, and is therefore in contempt of Parliament. Would she like to bring Mr Dominic Cummings with her on 16 October?

The Prime Minister is making a statement later this morning, and the Government are more than conscious—acutely conscious—of the need for all Members of this House to scrutinise any deal that may be agreed.

Eight days ago, the Attorney General told the House, in response to a question from the hon. and learned Member for Edinburgh South West (Joanna Cherry), that he would consider disclosure of his legal advice on the unlawful Prorogation of Parliament. Can he now confirm that he will do the right thing and release his advice before Parliament is prorogued next week?

My mum was a big fan of doing the pools, an opportunity many people took. We have rightly taken decisive action. From the start of this month, the FOBT stake has been cut. We have been absolutely clear that harm around gambling is not confined to one product. We will always look at where there is harm and act where we see it. We want responsible business. I will of course meet my right hon. Friend to discuss his concerns.

How does that square with the arrest of two members of the National Union of Journalists, Trevor Birney and Barry McCaffrey, for their role in making the award-winning documentary “No Stone Unturned” which exposes the truth about the police’s protection of the killers involved in the Loughinisland massacre towards the end of the troubles in Northern Ireland?

I can give my hon. Friend that assurance. As he knows from the inquiries that he and his colleagues have been pursuing, there is considerable overlap between the two. We all need to turn our attention to the opportunities to engage in activity that looks very much like gambling within a gaming context.

I welcome much of what is in the White Paper, but it does not address the serious concerns that our Select Committee raised about the need for transparency in relation to political advertising and campaigning, which has been the source of much disinformation on social media. It is vital that electoral law is brought up to date as soon as possible, and the possibility of an early general election or a confirmatory referendum makes that even more urgent. Will the Secretary of State be a bit more specific and tell us when the Cabinet Office will publish its proposals?

I cannot give the hon. Lady a date today, but it is imminent. When she sees that document, she will see that it complements what the Online Harms White Paper is designed to do. There is a huge amount to be discussed in relation to the challenges that the online world brings us. If I tried to put all of them in one document, it would have become pretty unwieldly. This White Paper is designed to deal with the harms that are set out within it, and the Cabinet Office documents will, I hope, deal with many of the points that she is concerned about.

The Human Rights Act 1998 is one of Labour’s proudest achievements in government, and we will fight to protect the rights and protections that it affords. I noticed that the Attorney General did not mention that in his answer to the hon. Member for Edinburgh North and Leith (Deidre Brock). Will he join us in making a commitment to preserving the Human Rights Act?

It would be unwise for me to think that any Act of Parliament could not benefit from review and subsequent improvement as time goes on, but I can assure the hon. Lady that this Government—and, I am sure, successive Governments—will be wedded to both the rule of law and human rights in this country.

It is a pleasure to serve under your chairmanship, Mr Robertson. I should start by declaring an interest as an officer of the all-party parliamentary group for football supporters, as the Football Supporters Federation has been the driving force behind the campaign to allow standing safely at premiership and championship grounds in England and Wales.

I have canvassed the views of football supporters in my constituency of Cardiff Central—it will not be a surprise that many are supporters of Cardiff City, newly promoted to the premiership—through face-to-face discussions and through social media with the different stakeholder groups, such as the supporters club and trust, but also through discussions with Cardiff City directors and senior management. I am delighted that Cardiff City’s operations manager, Wayne Nash, and supporter liaison officer, Adam Gilliatt, are here listening to the debate.

Much of the debate will rightly concentrate on safe standing through rail seating. For those clubs with grounds that can accommodate rail seating, it is an obvious choice to make, but my club, Cardiff City, has taken and will continue to take a different approach to standing safely. Cardiff openly allows standing in designated areas and has published a sixth update to its 2013 report, “Management of Persistent Standing at the Cardiff City Stadium”—I recommend it to colleagues—saying why it believes that the current law does not preclude it from offering standing areas.

Cardiff City has been on what it describes as an incredible journey since the wake-up call that it received in 2001. From a near-bankrupt club, in an antiquated stadium, with management constraints, cultural apathy and infamous supporters, it has been transformed into an award-winning, supporter-friendly business, and our fans have a vastly improved reputation. The club’s success is demonstrated in season ticket sales and other revenues, awards won and record low arrest figures.

We have two famous stands at the City ground: the Canton and the Ninian. The majority of fans in the Canton stand want to stand to watch a match, and the majority in the Ninian want to sit. Since 2013, the club has enabled both things to take place safely by ensuring that any security and service risks are actively and properly managed. The club takes reasonable and proportionate action through stewarding against the tiny minority of fans in the Ninian stand who continue to stand despite it being a seating area. If someone is standing persistently and will not respond to advice from stewards, their seat number is sent to the control room. The identity of the spectator is verified using CCTV and the club’s season ticket database, and they are sent a text message to warn them of the implications of persistent standing.

I have chosen today to focus on Cardiff’s approach to emphasise one specific aspect of the campaign for safe standing. This must be about choice. All clubs want to deliver the best possible experience for supporters and visitors, and to do that by offering a choice.
