Commons ChamberIt is an honour to follow my hon. Friend the Member for Birmingham, Edgbaston (Preet Kaur Gill). To give everyone the opportunity to succeed, we need to tackle the injustices that hold people back. Poverty and inequality hold far too many people back in my constituency and are the No. 1 issue that they face. Our current system exposes the systematic imbalances and inequalities across society and the country. It dictates the life chances of people, often based purely on their postcode or their parents’ experiences, and it entrenches a sense that, regardless of someone’s aspiration and through no fault of their own, their talents can be limited. Ultimately, if someone’s destiny in life is predetermined, if their ambition and hard work do not pay off and if the town that they call home is not providing them with the first rung on the ladder to success, surely they will conclude that this is not a country, society or economy working for them. Far too many people in Leigh are now being brought up believing exactly that.
I am hugely privileged to represent such a proud town and constituency. The resilience that the people demonstrate astounds me, but there is only so much that people can take. What is so heartbreaking is that Leigh was once the heart of the industrial revolution and the soul of the country. The mills provided not only employment, but community. Our economy and industry were at the foundation of our society and represented the glue that held the fabric of our society together. The success of our towns was everyone’s success. The closure of our mills, factories, pits and rail connectivity was therefore felt not just economically but socially. As the promise of a community that worked for everybody died, the glue that once held our community closely together began to dissolve.
Thatcher’s Britain sowed the seeds of social fragmentation, but it was not until the austerity of the Tory-Lib Dem Government that the fertile ground was provided for the issues that we face today. Austerity pitted community against community and town against town, all scrapping for a drip of investment while the Government mercilessly cut the funding and investment tap. Although Leigh is not unique in facing these challenges, last year the statistics confirmed what many of us locally already knew: as a constituency, we are at a particular disadvantage. Thanks to the Library, we know that Leigh ranks in the lowest 7% of English constituencies for social mobility. We in Leigh also know that this is not because of any lack of ambition, determination or effort, but because our proud town has been given a sore deal. We have been let down.
We are without not only the core industrial or economic base, but the means to rebuild our economy, reskill our workforce or renew our community. Because of underinvestment by the Government, their austerity agenda and their inability to invest in place-based schemes that provide communities with the resources to build within their areas, the people of Leigh are left believing that their proud hometown will no longer provide the opportunities that they deserve.
As we have seen, however, tackling social mobility alone is no longer going to cut it. We know that children’s life chances are determined at birth. Children from low-income families are more likely to fall behind in education, have poorer health and leave school with few or no qualifications. Without tackling the issue of poverty, we will never be able to provide opportunity for all. Social justice provides not only the means, but the opportunity. This is not about a select number of children being given a chance, but about access and justice for all. Social justice and social mobility must go hand in hand.
In this time of incredible division for our country, only a radical plan to reshape our country will heal those divisions and bring people back together. We must build Britain inclusively—sharing prosperity and opportunity across the country, and utilising the incredible assets of our post-industrial northern towns as the natural home for the economics of the future to flourish in. We know there are no quick, simple answers and that is why the Opposition have the detailed, costed plans to tackle our social mobility crisis by rebuilding Britain and restoring faith in a society that should be working for every town across the country.

I congratulate my hon. Friend the Member for High Peak (Ruth George) on securing this debate. Leigh has been a pilot area for universal credit since 2013, so as a representative of a northern town with extensive experience of universal credit, I can say with certainty and after countless surgeries that it is driving people into poverty, into food banks, and into debt.
We know that universal credit is not working because a recent report by the Association of Retained Council Housing found that in the north of England, 75% of universal credit households were in arrears, compared with 39% of non-universal credit households. In our local authority, universal credit tenants have £1.9 million of rent arrears, which is a shocking £534 per tenant on average. Those are not isolated cases; that is caused by the failing system. With a 97% likelihood of local universal credit claimants falling into arrears, only a total and fundamental overhaul of our welfare system will suffice.
The hard reality facing those going on to universal credit is a choice between a lengthy delay for the first payment or an unaffordable loan that only kicks the can of financial hardship further down the road. Since universal credit was introduced in Leigh, my mailbox has been full of individuals desperate to receive assistance because, through no fault of their own, they have found themselves let down by a system that is so complicated that they struggle to navigate it. How do the Government respond? The Minister can take one of two paths: either he will listen to the facts, stories and experts, or he will follow the Chancellor’s example and claim there is no crisis. For the sake of my constituents who are tackling mounting debt, I sincerely hope he will choose the former path.

Lady is right about kinship care and to ask how we can support kinship carers and those children, which is why I was pleased to be able to say that through tax credits we would be maintaining our vital support for kinship carers. I am more than happy to speak to other Ministers to ensure we give those children and families the best support we can.
Universal credit continues to support victims of domestic violence to claim benefits through a range of measures. These include special provisions for temporary accommodation and same-day advances. Work coaches will also signpost domestic violence victims to expert third-party support.
I am grateful for the Minister’s response, but the Government have still not committed to assessing the operation of split payments or collecting data. Will they commit to looking at specific areas of new universal credit roll-out, such as Leigh, which has also been highlighted as a hotspot by the local police, to ensure that we are adequately safeguarding victims?
Obviously we take domestic violence enormously seriously at the Department, and we certainly believe that we should play our part in detecting and seeking to combat it. We will keep the position under review. As we have said, we remain open-minded on the issue of split payments. If the Scottish Government proceed with their wish to introduce them, we will note what progress is made, and will review the issue in due course

I will do my best, Sir David. I thank you for calling me, and I congratulate the hon. Member for Redditch (Rachel Maclean) on securing this debate. It is a particular honour to speak on this important subject in the year of the 100th anniversary of women gaining the right to vote. While we celebrate the advancement of women in society, politics, and the workplace, we must also reflect on progress that still needs to be made, because especially in the workplace, women do not have parity with their male counterparts. There are many reasons why women have not secured the great progress that we deserve in recent years. I will try to address as many of those reasons as possible, and set out why I believe the Government have a duty to take action.
The first and most obvious disparity is pay. The Office for National Statistics found that men earn, on average, nearly 20% more than women, and 48 years after Labour passed the Equal Pay Act 1970, men are still paid substantially more than their female counterparts. Those figures are simply unacceptable. The gender pay gap exposes the multitude of barriers and other daily challenges that women face in the workplace. Women are unlikely to progress up the career ladder at the same speed as men. Employers may discriminate against women when recruiting due to the maternity leave they may take in future, and research published today by the Equality and Human Rights Commission states that six in 10 employers—59%—agree that a woman should disclose whether she is pregnant during the recruitment process. That is unacceptable; that is not what we are fighting for.
As a single mother I have experienced at first hand the enormous challenge of juggling parenthood with a sustainable career. With two young children at primary school, the only work available to me was in retail, and I met many single mothers in that position who were struggling on low pay. Many also had poor working conditions, which is something we need to combat, especially for single women. I am pleased that an all-party group for single or lone parents will soon be launched.
We cannot begin to achieve gender equality or improve social mobility across society when half the population face a different set of social rules from the other half. We have a duty as parliamentarians to do all we can to level the playing field and support women in the workplace, and we know that Government intervention in that area works. I therefore hope that when responding to the debate, the Minister will set out in detailed terms the measures to be taken to address the inequalities that women face in the workplace. We cannot strive to move forward as a country when half of employees are held back. Time is up on unequal conditions and treatment; we need action now for a fair workplace.

I am making progress. There are 20-odd people down to speak; it would be disrespectful to them not to do so.
The initial claimant form is often daunting and time-consuming. People have to rely on stretched services and support agencies to complete the form. At the same time, the questions are very restrictive and do not fit the description of everyone’s illness. Following that, claimants are invited to a medical assessment by an outsourcing company—Atos Healthcare or Capita Business Services, depending on their location in the United Kingdom. The accessibility of venues is often cited as a problem: claimants are invited to assessments miles away from their homes and in inaccessible rooms. Some say that that is a test from the outset. There have also been reports of assessments taking place in expensive gyms and spas in my area, which makes claimants feel on edge. Some people are sure that they were filmed upon entering the assessment, and I believe them.
I thank my hon. Friend for securing this debate. I have lost several members of my family to motor neurone disease, a progressive disease for which there is no cure—people do not get better. Does she agree that people with terminal illnesses such as MND should not be up for reassessment?
There are hundreds of stories of people with conditions that will not change being reassessed. That is terrible.
There are extensive concerns about the suitability of PIP assessors—that was a clear theme throughout the correspondence—who often do not have the medical expertise to assess claimants with particular medical conditions. A midwife, for example, may assess a claimant with mental health problems, but they will not know every sign and symptom of every mental health condition, as they are not qualified. That calls into question the accuracy of the assessment.
Constituents have told me how brutal and gruelling the medical assessments are, as they lay bare the claimant’s disability and how they cope with it, but they are based on a medical model of disability rather than a social one. One person put it brilliantly: they said the assessment was like a functionality test, and that it did not capture or consider how someone can live their life each day. The fact that assessors do not take notice of professional medical assessments from doctors or psychiatrists, and that that information is considered only at tribunal stage, is not even questioned. Assembling that information at assessment stage is such a waste of energy for people, especially since doctors charge for medical assessment letters. In my view, that cost should be met by the state, not by the person making the claim.

The Government’s shambolic handling of this situation is the rightful source of much frustration and anger from women born in the 1950s. As we have heard from Members on both sides of the House, the lack of communication from previous Governments meant that a large proportion of women born in the 1950s received letters stating that their pension age had increased by six years only when they were 59, and therefore within a year of their expected retirement age of 60. From the stories I have heard, they were the lucky women, as some received no communication at all. If these women had been adequately informed, sufficient measures could have been put in place. I will be speaking on behalf of those women today.
I have heard at first hand from a woman in my constituency who has a disabled husband and therefore has been the breadwinner, despite being in a low-paid, physically demanding job. At 63, she still has to work every single weekend despite being in very poor health herself. She works weekends instead of resting, and then during the week, like most people of her age, she helps to care for her grandchildren, who live quite a distance away, to help her son and daughter-in-law with the cost of childcare. This woman never rests and is terrified of going off sick in case she loses her job.
Such stories are common throughout the country, particularly in places like Leigh where low-paid work is, unfortunately, commonplace. Had these women been able to plan for a late retirement, or received adequate support during their time of crisis, they might have been able to retain their independence.
The Government have been treating these women with total disregard. They have failed to show any sympathy to those who planned their entire lives around their state pension age only for the Government to start moving the goalposts. The total communication failure has resulted in understandable stress and anxiety, and this has already begun to have an effect on their livelihoods, families and health.
Fortunately in Leigh, our women born in the 1950s have become a support group for other women affected. The group is constituted and has become a support organisation. The women can talk with others in the same situation, help one another and plan for their futures, so I give particular credit the Leigh Pension Group. I know its members are watching this debate with great interest. They are an inspirational group to be around and I am sure the whole House will join me in thanking them for providing such fantastic support to the women affected.
On 19 January, Manchester will follow Leigh’s example by lighting up the town hall in purple in support of our WASPI women. While that is only a small gesture, it is important that our communities show solidarity with the campaign and send the clear message to those affected: “We stand with you, and you will not be alone.”

Commons ChamberAbsolutely. My hon. Friend makes such a pertinent point. I was going on to say that demand for emergency food parcels in areas where UC has been rolled out is up 30%. Disabled people, single parents and families with children have been particularly affected. Initially, the Government’s impact assessments said that UC would reduce child poverty by 350,000, but then it was to be by 150,000. Now, the Child Poverty Action Group has estimated that by 2022 an additional 1 million children will have been pushed into poverty by as a direct result of cuts to UC. We have identified three drivers for these widespread problems: policy design issues; implementation flaws; and funding cuts.
As I have mentioned, at the recent Budget the Chancellor was forced to respond to Labour’s concerns about UC, as well as concerns from across the House—I acknowledge everybody’s work on this. As I said in my response to the Secretary of State’s statement on this, the measures in the Budget are welcome, not least in finally acknowledging that UC was not fit for purpose. But they are not nearly urgent enough, as they do not come into effect until next year; they do not address key issues, such as the assessment and payment periods or the single household payment; and fundamentally they do not redress the cuts and restore work incentives. Only £1 in every £10 that has been cut has been restored. Though he refused to pause the programme, as we had demanded, the roll-out of UC has been slowed considerably, meaning that the roll-out to all jobcentres will now not be completed until December 2018.
That brings us to the project assessment review reports and today’s motion. Five reviews on UC were carried out by the then Major Projects Authority between 2012 and 2015. As Members know, such reviews are independent ones that provide assurance to major projects. They contain in-depth analysis of the implementation of the project, including detailed assessment of the risks faced and the progress that has been achieved against the Government’s objective: to deliver their flagship social security programme, universal credit. Although these review reports have never been made public, the National Audit Office’s report on UC in 2013 stated that
“the Major Projects Authority’s project assessment review expressed serious concerns about the Department having no detailed ‘blueprint’ and transition plan for Universal Credit. In response to these concerns, the head of the Major Projects Authority was asked to conduct a 13-week ‘reset’ between February and May 2013”
In other words, it was clear that all was not well even then. The announcement of a “reset” was buried in the MPA annual report of that year, accompanied by a single sentence of explanation. This is how UC has limped on ever since.
To try to uncover the extent of the issues, freedom of information requests were submitted to the Government to access these project assessment reviews; but they were refused. The doughty campaigners appealed to the Information Commissioner, and on 30 August this year, the Information Commissioner’s Office ruled that this information must be disclosed by the Department in full, with the exception of the names of the civil servants named in the reports. The ICO’s judgment is important and worth reflecting on here.
My local authority, Wigan Council, was part of the pilot for UC, which subsequently caused rent arrears, payment delays and increasing financial pressures on the local authority. Does my hon. Friend agree that if these project assessment reviews had been released when the Information Commissioner ruled, the Government could have paused the flawed UC system, thus preventing undue hardship for my constituents?
Absolutely. My hon. Friend makes such as a good point. This is what we have been calling for all along. We need to have an in-depth understanding of what the real issues are. We have outlined a number of those, but it is clear that the programme contains deep flaws. If we are serious about resolving these problems—I believe the Secretary of State is genuine in his offer to do so—we must understand exactly what the extent of the problems are.

Commons ChamberThank you, Mr Speaker, for allowing me to speak in this important debate. First, may I welcome the Government’s U-turn, which the Prime Minister announced earlier today? Although we await further details, I am pleased the Government have finally listened to the multiple charities, housing providers and two Select Committees, which told them in no uncertain terms that there is no correlation between supported housing costs and LHA. The Government’s proposal would have left constituencies such as mine deeply disadvantaged, with care provision based on a postcode lottery.
Although we have heard that the Government do not now propose to use LHA as a measure for supported housing, we are still none the wiser as to how they will fund it. As a Member of Parliament for a constituency in the north-west, I ask the Government to provide assurances to my constituents that our region will not be underfunded, as the previous proposal would have meant. Supported housing schemes locally have been a successful way of transforming services, while enhancing the lives of our most vulnerable through independent living arrangements, all with an individual story of success. Unless the Government now have a comprehensive offer to replace their previous policy, local charities have warned that this could risk the recovery of those residents with mental health conditions, increase the demand on the already strained NHS, and lead to a spike in evictions and homelessness.
We are talking about the most vulnerable in our society: victims of domestic abuse; those made homeless; individuals who suffer from physical and learning disabilities; and the elderly who are otherwise unable to care for themselves. First, the Government left them with the uncertainty and anxiety of a cap which does not meet their care costs, and they are now being left with the anxiety of what will replace the Government’s policy, which is simply a dereliction of duty by the Government. I hope they will act urgently to bridge that uncertainty.
Now that the Government are considering their new proposal, I ask them to consider two points, the first of which is that local authority budgets must be protected and supported. The previous proposal would have placed an enormous strain on local authorities to process top-up payments, which were only ring-fenced by the Government for the first year of implementation. Therefore, whenever the Government come forward with an alternative funding system I urge them to consider the impact it will have on local authorities, which deserve to receive the funding and support they require to assist the residents of supported housing. Secondly, the funding model must be a fair system which provides equal assistance across the country. The previous proposal would have underfunded regions such as the north-west, left tenants relying on local authority top-up funds, and put tenants at risk of eviction and homelessness. Any future proposal must distribute supported housing support fairly and meet the care needs of every tenant.
The previous arbitrary cap has already caused immense stress and anxiety to thousands of people who were unsure whether their supported housing payments would meet their costs. Today, these residents are even more uncertain about their situation moving forward. These include residents with mental health challenges and learning difficulties, who simply should not be subjected to this undue stress. I therefore call on the Government to take this opportunity to apologise to these tenants of supported housing for the uncertainty and anxiety this has caused, and to adopt the Select Committee’s recommendations. The Government should also provide assurances to the residents of supported housing, as well as to local authorities, and to the incredible charities and housing groups providing these vital services, that the Government are committed.

Commons ChamberUniversal credit was introduced to Leigh in 2013 as part of the local authority pilot, and there are currently 1,800 recipients in the area. I was, therefore, shocked to hear the Prime Minister claim at the Dispatch Box last week that the flaws in the universal credit roll-out were just teething problems and that the Government have been taking their time to address them.
I can say with certainty that those problems are not teething issues, but fundamental flaws in the universal credit system. During the four years of the pilot, people have been left without payments and there have been issues with IT and information sharing. Those problems have left families with huge rent arrears as result of having money unfairly withheld. In the borough, 80% of universal credit recipients are in rent arrears, compared with 36% of those who are not in receipt of universal credit.
That is not scaremongering, and it cannot be ignored. The system is evidently flawed. Where does that leave constituents? They can turn either to the local authority, which is also facing relentless, crippling budget cuts, or to food banks. The Trussell Trust has found that the number of emergency food parcels provided has risen by 16% in areas of universal credit roll-out.
The situation has also pushed people towards reliance on their bank or credit union for loans. My local credit union has told me of the spike in refusals of loans, because of the roll-out and the financial difficulties that residents now face. When people without long-term financial stability have reached out to the credit union after falling into rent arrears, it has accredited one in 10 refusals. That is all down to this complex and unworkable system. On behalf of my constituents who have dealt with the effects of the roll-out, I urge the Government to pause.

I have yet to meet anyone who does not agree that the WASPI women are in a terrible position, and that the failings are the Government’s, not theirs. It is hard to dispute the idea that not enough energy or resources were put into informing the women of the changes early enough for them to prepare psychologically and comprehend what the rest of their working life and their retirement plans would be.
Approximately 5,000 of the affected women live in North West Durham, and I have not met many who have been able to save. They now live in hardship. What an indignity that is, after they have served their communities through their labour for so many years—to end their lives in poverty. I do not think that it is disputed that adequate notification was not given. The DWP’s own research said that six out of 10 women expected to reach state pension age earlier than they will do.
My hon. Friend is right on that point. There are 4,000 WASPI women in Leigh and they have had to set up their own group to support other women who are affected by the changes. From the time they found out what they had not initially been made aware of, the issues have been ongoing.
My hon. Friend is right to point out that when the state fails people will organise.
I have witnessed what is happening at first hand. My mam only found out about her pension changes because of the WASPI campaign and I saw her disappointment, worry and anger that after working from the age of 13 she had to work more and more, and was robbed of nearly £40,000. For those women, who have not had enough time to prepare, who have had inadequate correspondence from the DWP and who through no fault of their own have ended up in poverty, the right thing to do is to compensate those who have already reached state pension age and provide a bridging pension for those who have not, in humble recognition that, as other hon. Members have said, it is not a benefit—it is rightfully theirs.
As other hon. Members have recognised, in the past couple of weeks we have seen that, when the political will is there, money can be found quickly to remedy a problem. I urge the Government to apply the same urgency to the present situation. There are many lessons to be learned from what is happening, but there is no justification for not putting it right. I want pension justice for those women now.
