Commons ChamberI am always interested when the hon. Gentleman cites various reports, many of which I have of course read and studied closely, but I like to return to the facts. I checked beforehand, because I thought he might raise this. He is right that food price inflation is a real concern, and yesterday’s inflation data showed that food prices are still rising even though overall inflation is falling, which will cause difficulties for many countries across this country. However, the premise of his question is not quite right: in the UK, the most recent data available shows that food and non-alcoholic beverage prices rose by 16.4%, whereas in the EU27, for the same period, they rose by more—17.3%.
In this House I have been a champion for promoting the availability of affordable, healthy and nutritious food to those from all regions of the UK and all backgrounds. Families are feeling the cost of living pressures, as evidenced by research from the British Retail Consortium, which recorded a record high 12.5% inflation in UK food prices in November. What assurances can my right hon. Friend give me that he is doing everything in his power through his trade negotiations to mitigate the effect of food price inflation on ordinary working families?
I thank my hon. Friend for her question. She is right to raise, as I did just a moment ago, the importance of this issue to families up and down the country, including in Stoke-on-Trent. The Government have comprehensive measures in place to support families through this winter, including council tax discounts, and energy and further help. On food and trade policy, ensuring that we remain committed to free trade, and that we have diverse sources of supply, is essential. We must ensure that Britain remains open for food exporters to come to the UK and help to keep prices down, as well as recognising the vital job done by our own domestic agriculture and food production sectors.

That this House has considered dormant assets funding and community wealth funds.
It is a pleasure to serve under your chairmanship, Ms Harris. I begin by saying that I am pleased to see the proposal for a community wealth fund explicitly considered in the consultation on the next portion of dormant assets funding. As the Member of Parliament for Stoke-on-Trent Central, I welcome the Dormant Assets Act 2022 and the future unlocking of new investment in good causes. Dormant assets have been a significant source of funding for youth and social investment and it is important to ensure that the next tranche has a similarly transformative effect by backing plans for the community wealth fund.
Historically, underfunded neighbourhoods have seen essential social infrastructure deteriorate, decay and disappear, resulting in depleted levels of the social capital that is so important for underpinning healthy, prosperous and resilient communities. When combined with the absence of places to meet, the lack of an engaged community and poor connectivity, these neighbourhoods experience significantly worse outcomes across a range of indicators, from health and wellbeing to education and employment.
The 225 areas the Local Trust has identified and named as left behind have considerably fewer jobs, with only 52 available locally per 100 people. Many children face poverty and live in out-of-work households and participation in higher education is markedly lower. Despite being at greater risk, these areas have historically missed out on funding. Research by the Local Trust shows that in the past two decades, left-behind communities and neighbourhoods, including those in Stoke-on-Trent Central, have received an average of £7.77 per head in national charitable funding. That is less than half the amount received in other equally deprived areas, and is well below the national average. Understandably, this makes it harder for these communities to take action to improve local outcomes and work with partners to tackle what are often deep-rooted and multigenerational challenges.
We saw these areas fare disproportionately badly during covid. Now, they are again the most vulnerable to the cost of living challenges, as they have fewer resources to draw upon and often lack the ability and skills to apply for funding. The community wealth fund would provide a crucial opportunity to correct this by creating a long-term endowment for deprived communities that have not benefited from economic prosperity, helping to resolve some of the disparities at the heart of the levelling-up agenda.
These communities are typically located in post-industrial areas in the midlands and the north of England, and are particularly prevalent in red wall constituencies like mine. In fact, seven of England’s 225 most left-behind communities can be found in Stoke-on-Trent, two of which—Abbey Hulton and Townsend, and Bentilee and Ubberley—are in my constituency of Stoke-on-Trent Central. These areas must be a priority when it comes to levelling up and fostering economic growth. Deep-seated disparities in social capital must be addressed by enabling communities to be the drivers of local social change. In particular, a community wealth fund would allow for a range of solutions that could be decided by communities based on what they know is most needed in their area.
The hon. Lady is making a fantastic speech that I wholeheartedly agree with. While talent is everywhere, does she agree that opportunity, sadly, is not? The places and spaces where people from all backgrounds can come together and build meaningful relationships are crucial to our social wellbeing, but access to them is not evenly spread throughout the country. Local people know what is best for their neighbourhoods. It is vital that the community wealth funds be available as widely as possible across the country. That involves a radical new approach to make sure that responsibility is as close as possible to the people whose lives these funds are designed to benefit.
I absolutely agree. By utilising the area-specific knowledge of local residents, priorities and desired outcomes can be determined at neighbourhood level. Polling by Survation found that the residents of left-behind neighbourhoods held a strong belief in the power of community action. A clear majority said that they would prefer a greater say over how money is spent locally. Research by the all-party parliamentary group for ‘left behind’ neighbourhoods has found that social infrastructure is what our neighbourhoods most lack. That has an impact on how people feel about their area. Clearly, we need to build community confidence and capacity.
An in-depth analysis of local area initiatives over the last 40 years by the University of Cambridge identifies characteristics that have improved participants’ chances of better social and economic outcomes. It found that the programmes that focused investment on a small geographical area of between 3,000 and 10,000 residents, which had control of decisions, design and resources to local people and adapted bespoke approaches rooted in each area’s particular characteristics, and areas that guaranteed a long-term, consistent commitment over 10 to 15 years, were found to be more likely to deliver benefits for communities.
When we talk about the politics of devolution and devolving power, too often we focus on local authority and regional level. Actually, what people really want is to get involved in their own local neighbourhoods. That is where they can make a difference. Does my hon. Friend agree that that is what the community wealth fund could potentially enable them to do?
My hon. Friend makes a good point.
As a result, it is important to get the structure of a community wealth fund right, reflecting the knowledge and skills of the local community, the aspirations for that community and the necessary governance to ensure the appropriate use of funds.
The community wealth fund is a place-based initiative aimed at natural communities in left-behind areas, typically with a population of around 10,000 people, which is much smaller than the typical local authority serving such areas. For that reason and others I have mentioned, a local authority is unlikely to be a suitable body to lead the community wealth fund process.
By involving communities in the process, whether planting street trees, investing in community pantries or creating a group of community callers, we will move away from doing things for people, or even with them, to giving them as much ownership as possible. The more local people are involved, the more transformative outcomes are. Partnerships work.
For decades, we have had a system that has treated citizens as consumers of services, rather than members of empowered communities, so a fundamental shift in our national thinking will be required to enable this new social model approach. However, it is an approach that the Government can embrace because it is a fundamental principle of Conservatism to believe in small Government and local, community-led solutions. We must challenge the narrative that suggests the solution to all inequalities lies in growing ever-larger, top-down-controlled public services. That undermines the power of communities to support their health and wellbeing, and stifles a philanthropic approach, which has been a lifeline during the last year.
During covid, we woke up to the power of communities. During the first lockdown, I conducted an online survey to gauge residents’ feelings, including the impact of volunteering on their mental health. The findings featured in the “Connecting Communities” report, which I co-authored for One Nation Conservatives. Of Stoke respondents, 39% stated that covid-19 changed their view of the local community. One resident from Stoke-on-Trent Central said about lockdown:
“I think it] highlights the untapped—undervalued—potential of people and neighbourhoods across the Country…Local community is essential in times like COVID. At first people were much more helpful and considerate but sadly the effect of this is fading fast. I feel that good will could have been harnessed and directed better locally and nationally.”
With the community wealth fund, we have the opportunity to harness this.
The indicator that shifts most when communities are part of levelling up is civic pride. When we see improvements for community outcomes, we also see improvements in other areas. Many success stories of locally empowered communities have shown that we can expect investment into projects that enhance environmental sustainability and stewardship of local resources, such as ethical food production and better green spaces. I was delighted to welcome several such local initiatives to the local food summit I hosted in Stoke-on-Trent. Standing Tall 2gether is based in Bentilee and improves the lives of local residents through food activities, training and bespoke volunteering, and has a household essentials refill hub. Birches Head Get Growing is another local initiative that encourages people to offer their time and skills to support unmet needs in the local community, moving from a gift model of support to an energetic exchange. In2 Health and Wellbeing is a social enterprise committed to improving the health and wellbeing of disadvantaged young people in Stoke-on-Trent. It uses sport, physical activity and education to engage local people across the community.
I am convinced that not only would the community wealth fund help to meet Government goals, but we should also expect knock-on benefits for the economy. Replenishing stocks of social capital is vital for seeding economic activity, but also through the direct supply of local employment, opportunities for training and skills development, and building and rejuvenating community assets.
Indeed, there is strong evidence for the impact of a community wealth fund. Modelling by Frontier Economics estimated that a £1 million investment in social infrastructure in a left-behind area could generate approximately £3.2 million in fiscal and economic benefits over 10 years, actually helping generate savings. Combined with the fact that in areas with locally led solutions there is a faster decline in crime rates, the community wealth fund is an exciting opportunity to significantly boost the Government’s levelling-up agenda without placing pressure on public finances.
Community wealth funds can also play an important role in supporting early-stage social entrepreneurs in marginalised constituencies by connecting them to wider support to maximise their growth. The proposals would provide extra initial start-up support, among other things, in the most underserved parts of England. Harnessing the full potential of communities will require targeted interventions to create jobs, stimulate inward investment and grow social enterprise and trading charities.
Members of the APPG for ‘left behind’ neighbourhoods have expressed support for the community wealth fund in the past, and the Government listened when earlier this year we made the case for including the fund as a potential new beneficiary of the next wave of dormant assets. The dormant assets scheme has created a unique opportunity to repair the social fabric of disadvantaged neighbourhoods. Now that the consultation has finished, I am grateful for the opportunity to restate my support and to recommend that the Government capitalise on the potential of investment through a community wealth fund.
Backed by a growing alliance of over 600 public, private and community sector organisations, the fund would provide long-term investment to rebuild essential social infrastructure in the left-behind neighbourhoods that many of us represent in Parliament. It would empower communities to play a much more prominent role in local decision making and inspire civic pride, as has already been demonstrated. I am incredibly grateful to my colleagues who have supported our cause so far, and I urge them to keep up the momentum so that we can deliver real and meaningful long-term change for communities like those in my constituency of Stoke-on-Trent Central and across the country.

I was interested to hear from the hon. Member for Strangford (Jim Shannon) about what might be achieved in Northern Ireland, and from the hon. Member for Motherwell and Wishaw (Marion Fellows) the interesting example of how Scotland has used the money from these assets.
Now that the dormant assets consultation has closed, it remains for me to urge the Minister to consider the community wealth fund as a new beneficiary of dormant assets. If we can make that change, we can make levelling up a reality in the neighbourhoods in our constituencies that are the most left behind.

This year’s research by Social Enterprise UK has found that social enterprises are overtaking the rest of the private sector in the proportion of firms that are exporting overseas. Does my hon. Friend agree that that shows the value of greater diversity in business?
My hon. Friend is absolutely right. With my other hat on as Minister for Equalities, I can say that with the full support of the Secretary of State, we are working to ensure that the exporters and their supply chains are fully representative of all sections of society.

It is an honour to serve under your chairmanship, Mr Robertson. I congratulate the hon. Member for Midlothian (Owen Thompson) on securing this timely debate on the UK’s opportunity for geothermal energy extraction.
This topic is really important to me as the Member of Parliament for Stoke-on-Trent Central. We are a pioneer city, at the forefront of exploring the geothermal option. I am delighted that this debate places a spotlight on geothermal, which is more environmentally friendly than conventional fuel sources, provides a more reliable clean energy source than other renewable options and offers an operational lifespan of more than 100 years. In addition, geothermal supports the transferability of skills and jobs from the oil and gas sector and provides development opportunities in regions such as the midlands, bringing new jobs and investment to areas that do not currently benefit from renewables such as wind power.
Crucially, the technology supports our transition to net zero. As we look to reduce our carbon footprint through a circular economy based on the principles of reducing, reusing and recycling, it is fitting that Stoke-on-Trent is at the forefront of this movement. The Potteries, home of pots and pits, retains a huge underground maze of former mine tunnels. The coal from those mines fired the kilns and the steelworks, and blackened the skies across the city at the height of its heavy industrial past. We are now powering our city up again, but this time as part of a new green industrial revolution, reducing pollution by investing in improved public transport, growing our nature recovery network, reusing the infrastructure of a former polluting industry to deliver new, clean energy, and recycling the hot water within the mine tunnels through our district heat networks.
Several factors make Stoke-on-Trent an ideal location for the development of this technology. First, the area has ideal geological conditions. Its geothermal gradient, which shows how much the temperature increases as we dig deeper, is greater than expected due to an ancient volcano deep beneath the surface providing untapped potential. We are leading the way with the Stoke-on-Trent district heat network. I thank the Government for providing £20 million for this pilot project. The district heat network features 18 km of piping and has led to affordable and clean energy for a community in the city and the first dedicated skills academy.
The project led by GT Energy to develop a deep geothermal heat plant in Etruria Valley in the city already has planning permission. The development would be the first of its type in the UK and would comprise the initial drilling of two deep exploration boreholes to a depth of approximately 4,000 metres. I believe it will be the first in the world to feed into a district heat network. The proposed development has the potential to bring a host of benefits to the local area, including creating green economy skills and jobs, reducing carbon emissions by 11,000 tonnes per year and generating heat equal to the energy needs of around 4,000 homes.
The exciting project is shovel ready and could be weeks away from starting with the proper Government support. I am grateful to the Department for Business, Energy and Industrial Strategy for enabling Stoke-on-Trent City Council to create a procurement framework to engage with local suppliers of district heat networks. This provides the council with a crucial link to local companies that can complete the required work and enables best practice to be shared more widely as the market grows.
Fundamental to the development of the geothermal market is, as we have heard repeatedly, early Government support. Government support for this early stage technology will unlock private investment, support the industry’s development and reduce cost to consumers over time. Early Government support has been shown to work in other countries in developing geothermal markets by providing confidence to geothermal developers and their investors. With increasing project delivery, market confidence grows and projects become more cost effective and sustainable, requiring less Government intervention as the market matures.
We have heard that this has been the case in other countries such as France, which now has a more mature geothermal market that is cost effective without the need for ongoing Government support. I welcome the Government’s support for the sector through initiatives such as the heat investment network project. Can the Minister confirm that geothermal energy, as a low-carbon technology, will be within the scope of the new £270 million green heat network fund running from 2022 to 2025?
As we approach COP26 and call on our global partners to step up their commitments towards achieving net zero, it is right that we should consider how we can harness the UK’s potential. Does the Minister agree that shovel-ready projects, such as the geothermal project in Stoke-on-Trent, are vital in developing this key energy source ahead of other countries, further demonstrating our commitment to carbon reduction?

Commons ChamberIs it a pleasure to follow my hon. Friend the Member for Wakefield (Imran Ahmad Khan), who is always most eloquent. I am delighted to have the opportunity to speak in this debate at a historic moment for the UK as an independent trading nation, and I congratulate the Minister and the International Trade Secretary on doing this brilliant deal. It demonstrates that we are ready to start trading independently from the European Union with our allies across the world.
I have a particular interest in our relationship with Japan. Some years ago, I ran a small business importing handmade paper from around the world, and Japan provided products and the source of inspiration. I visited a number of times, once as part of a trade mission.
The deal is historic, not least because it is the first we have struck since constituencies such as mine voted overwhelmingly to leave the European Union. It will create new and exciting opportunities for businesses in Stoke-on-Trent Central. For many UK businesses, Japan has traditionally been a challenging market to penetrate with multiple barriers to entry, but thanks to the agreement, many of those barriers have been eliminated. The cutting of red tape and removal of barriers between the two countries means that the agreement is a huge win for the more than 8,000 small and medium-sized enterprises in the UK that already export goods to Japan, more than 700 of which are based in the west midlands.
With the free trade agreement in place, many more businesses stand to prosper. I want to encourage more local businesses to explore the opportunities that trading with Japan can offer. For example, an advanced ceramics research and testing company in my constituency, Lucideon, has told me that the UK-Japan comprehensive economic partnership agreement will support more than £1 million of commercial growth for it in the next 12 months. The agreement makes it easier for such companies to export and sell the knowledge and skills of their world-leading experts to the highly competitive and highly lucrative Japanese market. It also makes it easier for business people and skilled workers to travel between our two countries and gives British and Japanese workers more flexibility to move between them.
I thank my hon. Friend for her outstanding representation of Stoke-on-Trent. In Stoke-on-Trent North, Kidsgrove and Talke, I have the amazing Burleigh Pottery based in Middleport, which saw exports to Japan grow by 60% last year, worth £250,000. Does she agree that this is a fine deal not just for advanced ceramics, but for our traditional tableware ceramics as well?
I absolutely agree with my hon. Friend that this is a great deal for Stoke-on-Trent and all the Potteries.
I am delighted that the first deal that the UK has struck as an independent trading nation is with our long-standing ally and friend Japan. From having previously done business in Japan, and from my personal connections, I know that the Japanese, just like the British, have a huge love and respect for quality brands, the highest standards and excellence in manufacturing. After all, it is the country that has introduced the concept of kaizen to the world, improving productivity across the globe. For household names in the UK, such as Emma Bridgewater, Portmeirion and Wade, all of which manufacture in Stoke-on-Trent Central, the deal presents a fantastic opportunity to sell more goods and achieve even more brand recognition.
The deal shows us that, now we have left the European Union, there is not a race to the bottom in standards, as some naysayers would claim—quite the opposite. The Government have placed, and will continue to place, our shared common values and commitment to high standards at the heart of the UK’s trading policy.
In conclusion, the deal is a great step forward for an independent and global Britain. It moves us ever closer to joining CPTPP, which will give businesses in my constituency and across the UK tariff-free access to some of the world’s fastest-growing economies. I am extremely enthusiastic about the deal, which is only the tip of the iceberg of what the Government can achieve for our country as we leave the constraints of the European Union and become a truly independent trading nation.

I would point the hon. Member to the agreements that we have signed in recent weeks with Ukraine, with Côte d’Ivoire and with Japan, with Kenya agreed in principle. We are looking forward to further agreements in the coming weeks that I hope she will welcome and support.
Could I congratulate my right hon. Friend again on the Japan free trade deal his Department has just concluded, which has created new opportunities, such as for Lucideon in my constituency of Stoke-on-Trent Central? Does he share my enthusiasm about the deal as an important pathway to the comprehensive and progressive agreement for trans-Pacific partnership?

Commons ChamberI have a sense of déjà vu, because it is just under 18 months ago that we had a debate in this Chamber on future trade agreements—there were a lot fewer of us in here then. We discussed the very issues that we are talking about today, and it seems that the Government have not listened substantially to the concerns that were raised then. In the time I have available, I want to talk briefly about a number of those concerns, because hundreds of my constituents have written to me about them over the last few days, and they have written to me about them time and again.
The first is the NHS and the need to ensure that it is protected from international competition. I will be supporting new clause 17, because it is essential that our NHS remains our NHS and we are able to protect it from competition. We already have some competition, and we need to make sure that the NHS is not open to the highest bidder. People actually want that written into the Trade Bill to ensure that that cannot happen.
The same goes for environmental and food safety standards. We have talked about chlorine chicken and we have heard something about the environment, but there are a whole range of issues. Animal welfare issues are at the heart of these concerns. It is not just about chlorine-washed chicken or more detail; people are concerned also about the impact of trade deals on the environment. This Bill is a lost opportunity. We could be using this Bill to be creative, and to ensure that we safeguard our environment. For example—an issue I have raised in other places sometimes—there is the issue of deforestation and ensuring that we can protect the forests through our trade deals. The hon. Member for Winchester (Steve Brine), who is not in his place, said earlier, “Aren’t the public ahead of us on this?” Indeed, the public are ahead of us on consumer protection, and they are saying to us that these safeguards need to be written into the Bill.
Finally, we have talked a bit during the debate about labour standards, and I am particularly concerned that in this Bill the Government should be protecting the trade and agreements we have with less developed countries and ensuring that fair trade and other trading agreements with them are safeguarded as an important part of their development.
On scrutiny, a great deal has been said. I certainly will be supporting new clause 4. There is huge concern—and people should not underestimate this—that deals will be signed off behind closed doors. Frankly, statutory instruments—and we have all been in loads of those Committees in recent days—are not the answer. We need proper debate and scrutiny. These are the concerns that Members have raised, and this is a missed opportunity.
I am excited by the possibilities for our future as an independent trading nation, and I support the Bill and our listening Government in taking us forward. The Bill is about necessary data gathering for future improvements, cheerleading, safeguarding and the effective communication of helpful information. It is not about protectionism or feather-bedding. The balance is to enable British exports that can compete against the world marketplace for goods and services to do so on a level playing field.
I believe that the Bill helps to get the balance right. For example, it is quite right that the Government intend to join the Agreement on Government Procurement as an independent party on substantially the same terms as we had under EU membership. The GPA provides UK businesses with access to public procurement opportunities worth some £1.3 trillion per year—opportunities for which they are willing and able to compete fairly. Of course, GPA partner access to UK public contracts will ensure taxpayers and consumers get the best value for money on major contracts, which in turn maintains the imperative for UK firms to stay innovative and competitive.
An important part of the balance is to ensure opportunities for small and medium-sized enterprises, not just the mega companies. The UK rightly pursues an active SME participation procurement policy, and as an independent party in the GPA we will have the opportunity to engage others on sustainable procurement, social value and workforce considerations.
When exporters do everything right, and when they produce great goods and services at the right price and in accordance with all the relevant rules, the last thing they want to face is competition that has circumvented the rules and is artificially supported, so another part of getting the balance right is to ensure that remedies are available when needed. I welcome the Trade Remedies Authority, which will have important work to do in ensuring continuity of remedial action, not least for Stoke-on-Trent’s ceramics.
I applaud the Department’s determination to secure an ever-increasing number of continuity agreements. It is important for business confidence that we make as seamless a transition into becoming an independent trading nation as possible, while signposting that the door is open to better trade agreements with various partners in the years to come. The Bill provides both continuity for agreements and remedies inherited from our membership of the EU and for the future independent free-trading policy that we wish to strike. The Bill protects our national standards for our workforce, animal welfare, the environment, our NHS and our SMEs. It is a solid first step into the world for global Britain. I will be pleased to support it tonight.
When I spoke in an earlier debate on global Britain, I was accused of
“supping from the cup of pessimism”—[Official Report, 30 January 2020; Vol. 670, c. 1035.]
when I spoke about Britain’s future outside the European Union. Yet what Members from both sides of the House want is what is best for our country, our economy, our environment, and the safety and wellbeing of everyone living and working here. Many of my constituents have written to me about those concerns, but they also expect me, as their elected representative, to be in the Parliament that has a say, with full accountability—not merely to receive a report once a deal is done. As the Lords EU Committee has warned,
“mere accountability after the fact”
does not make for meaningful parliamentary scrutiny. There is parliamentary scrutiny in the US, Germany, Australia and New Zealand, and we will have less control than we had as members of the EU.
Oversight is not merely a lofty concept; it has real-world implications. Others have mentioned threats to the NHS, food safety, environmental standards and so on, and I share those concerns, but I will give another example: car safety standards. A major reason that the US has triple the number of road deaths per million compared with the UK is because as EU members our cars are safer than those sold in the US. Our cars have front and side impact T-bone protection, which gives protection for car occupants. We also have requirements for much safer car fronts. Remember bull bars? We are not allowed to have them anymore. They are still prevalent in the US, killing and maiming children, pedestrians, cyclists and so on. New cars sold in the EU will have collision avoidance systems, to further protect pedestrians and cyclists. This Trade Bill risks cars imported from outside the EU presenting serious risks to the safety of UK road users. Can the Minister guarantee that no vehicles will be imported into the UK after these trade deals are done unless it meets recently agreed EU vehicle safety standards?
Investor-state dispute settlements have been used by corporations to get rid of plain packaging on cigarettes, scrap bans on fracking, overturn bans on certain medications and stop compensation payments after oil spills. Without transparency, those with the deepest pockets win, we lose our consumer, environmental and social rights and our planet is further threatened. Will the Minister confirm that there will be no ISDS clauses in any trade deal signed by the UK?

Commons ChamberThis is an important Bill for global Britain, and important too for our local manufacturers, not least in Stoke-on-Trent. As a passionate supporter of free trade, I am grateful for the opportunity to speak in this debate, not only as the Member of Parliament for Stoke-on-Trent Central—an urban constituency with many excellent exporting businesses—but as a former small business owner who traded with many nations and sold products internationally for UK markets.
Covid-19 is having a profound effect on world trade. We will not know the full impact for some time, but we do know that free and fair trade—the global movement of goods and materials—has been key to fighting this terrible virus. We all expect a vaccine, regardless of where it is first successfully developed, to be shared with the global community. Crucially, flexibility, wherever possible, is being demonstrated in the most extraordinarily creative ways by our domestic producers. After the pandemic, we will be able to embrace in full the exciting opportunity of free and fair trade.
Fair trade means rules-based trade. I welcome and am encouraged by the willingness of the Department to retain trade remedies against the outrageous practice of dumping, particularly of ceramic wares and especially by China. It is precisely because our manufacturers are not competing on a level, rules-based playing field that we need to keep tariffs on many ceramic goods. Our producers do not expect special favours, but they do expect safeguards against special favours being granted elsewhere.
Free trade can lead to fierce competition, but this should not necessarily be regarded as negative. Under normal circumstances, world-class firms like Portmeirion, Wade Ceramics and Emma Bridgewater in my constituency are more than up to the challenge of producing the very best products in the global market, leading consumer trends, creating sales opportunities, and attracting investment. Indeed, in much of the quality ceramics markets globally, we are the fierce competition. The prospect of a trade deal with America that feeds the huge US demand for British ceramics is a real and positive one. I know that both my right hon. Friend the Secretary of State and the US ambassador are particularly keen to seize the opportunity of feeding the US appetite for British ceramics.
But we are not currently in normal circumstances. The return to work is slow, and the new practices will take time to adjust to. The Trade Remedies Authority needs to be alert to the problems of rule-breaking and watch rogue actors, as we will be in Stoke-on-Trent. We hope that the Government take the lead by ensuring that “Made in Stoke-on-Trent” is emblazoned as a back-stamp on every piece of tableware they procure and that Potteries pottery is in use in our embassies and high commissions across the globe. Indeed, I hope that the Department will seriously look at housing a trade adviser in Stoke-on-Trent, hopefully at a purpose-built ceramics park and centre for international research into advanced ceramics manufacture. We are determined to keep Stoke-on-Trent as the world capital of ceramics, at the cutting edge of advanced manufacturing and traditional table and ornamental ware.
I welcome the clarity on the global tariff and support this Bill as a key step in realising the opportunities for global Britain.

Commons ChamberWe are pushing our full complement of resources into these negotiations, and so is the United States. I am not going to set a deadline on the negotiations but I certainly hope that the prevailing political wind will help us to conclude as early as we can.
I really welcome the visits by my right hon. Friend and by the Minister of State, my hon. Friend the Member for Bournemouth West (Conor Burns) to Stoke-on-Trent. I think that my right hon. Friend is very well aware of the particular issues facing the ceramics industry. Within this ambitious trade deal, we certainly want punitive tariffs removed from the ceramics industry, and I hope that that will be part of any negotiations.
That certainly will be part of our trade negotiations. There are many industries across the UK that face high tariffs and high barriers. We want those removed so that we can see every part of the UK thrive.
