Commons ChamberI am pleased to speak in support of the regulations and guidance, although I want to register some concerns. I thank Dan Boucher from Christian Action Research and Education—CARE—who gave us some information about the subject.
It is two years since the Digital Economy Bill left our House, yet the age-verification provisions have still not been implemented. Will the Minister assure us that there will be no further slippage in the timetable? I want to put on record my thanks to the Minister and her Parliamentary Private Secretary, who usually sits behind her, but not tonight—it is a different person—for their courtesy and good manners in helping us to look at the issues, and giving us an assurance, which I am holding on to, that the White Paper will make the necessary changes.
As things stand, neither part 3 of the Digital Economy Act 2017 nor the regulations engage with social media. That point was made in another place last month with real concern. It was pointed out that a staggering 500,000 pornographic images are posted on Twitter every day. I gently remind the Minister that the recent Women and Equalities Committee report on sexual harassment recommended:
“The definition of ‘commercial pornography services’ for the Government’s policy on age verification of pornography websites should be amended to include social media”.
We should be mindful of that recommendation. I hope that the Minister will reassure the House that she is considering the Act’s position on social media as part of her reflections on the White Paper. We need action. Parents are no less troubled by the prospect of their children seeing online pornography because it is on Twitter rather than a website, and neither should we be.
I also gently remind the Minister that the Conservative party manifesto said that
“we will stop children’s exposure to harmful sexualised content online, by requiring age verification for access to all sites containing pornographic material.”
My only worry is about the caveat that states that, if pornography makes up only a third of the content on the site, it does not count. Again, I seek reassurance about that. I also ask the Minister how the Government can justify protecting children from pornographic material online only in certain circumstances, when their manifesto commitment contained no hint of any qualification or limitation on their age-verification checks strategy.
When the Digital Economy Bill left the Commons, the regulator was empowered to block all non-photographic child sex images, regardless of age verification. That made complete sense because section 62 of the Coroners and Justice Act 2009 makes it absolutely clear that it is a criminal offence for anyone of any age, including anyone over 18, to possess such material. However, in the other place, amendments were introduced to accommodate the wishes of adults. I am ever mindful that some 71% of MPs—parliamentarians in this House—want stronger protection, and I know that the Minister wants that, too. I suggest that this must urgently be rectified.
Similarly, when the Bill left the Commons, the regulator had the power to block, regardless of age verification, all violent pornography that it would be a criminal offence to supply to anyone of any age, including those aged 18 and above, under the Video Recordings Act 1984. That is no longer the case. The Digital Economy Act cannot send out the message that the normalisation of sexual violence against women is worth accommodating. Of course I understand that, under section 29, there will be scope for these issues to be reviewed between 12 and 18 months after implementation.
The Digital Economy Act 2017 (Amendment) (Definition of Extreme Pornography) Bill was tabled in the other place—by Baroness Howe—and, during last week’s debate on these regulations a number of peers pressed the Government to give the Bill time. It is notable that, rather than saying no, the Minister, Lord Ashton, undertook to speak to the Chief Whip, and I very much hope that the Minister in this House will do the same. I congratulate her on tabling the motions, and I look forward to our working together to make this stronger, because that is what we all want.

Commons ChamberSome years ago, the addresses of my staff in this House were released due to a data breach. The danger to safety posed by these breaches demands that we address this issue, so will the Minister do so in the strongest terms? Will she also outline the funding that has been allocated to cyber-security and to the personal safety and security of people in this House?
The hon. Gentleman will be reassured to know that had that breach occurred since the Data Protection Act was put into law, the Information Commissioner’s Office would have had substantially increased additional powers to take measures to address it. The Government are investing almost £2 billion in cyber-security, and the National Cyber Security Centre is there to help individuals, Members of Parliament and businesses.
The request of the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) was for the final and full advice. As I understand it—I read what he said in Hansard—he requested all the final advice. In other words, he requested that it should not be summarised, and it was not. The House had all the final advice given to the Cabinet.
Will the Attorney General further outline when the legal opinion on changes to the withdrawal agreement sought by the Prime Minister will be released, to clarify any change in his legal advice?

I think we must be concerned with all similar transactions in this space, because that is important for the reasons that we have given. The hon. Gentleman will understand why—as I have already said—I will not comment specifically on the way in which this transaction has been conducted.
There are Johnston Press publications in my constituency. My hon. Friend the Member for Belfast East (Gavin Robinson) referred to the Belfast News Letter, which is a provincial paper. The unions have expressed concern about the defined-benefit pension scheme, and have also warned that any changes in future payments in line with Pension Protection Fund payment rules would be a terrible blow to affected staff. Will the Secretary of State keep the feet of JPI Media to the fire to ensure that pensions are protected?
Yes, I will certainly seek to do that. As I have said, I am grateful to the Pensions Minister, the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman), who has been present throughout this urgent question. Many of the points that have been raised relate to matters surrounding the pension scheme, and my hon. Friend has been listening attentively to them. I know that he will wish to pick up on some of the points that have been made.

Commons ChamberI hope that the Government will take the opportunity today to send a signal to the industry to get its house in order. Stirling’s broadband infrastructure is sub-optimal. It is inadequate and is not future-proof. It needs investment, and it needs intervention. While there is much in the way that BT has invested that is commendable, I cannot help but remain concerned that its investment plans remain based on commercial viability, rather than the requirements of delivering a truly national infrastructure network.
I thank the hon. Gentleman for bringing this issue to the House. Broadband is important to every one of us. If we represent a rural constituency, or a constituency with a mixture of urban and rural areas, the issue is very real. Does he agree that the 100,000 people in Northern Ireland who do not have access to superfast broadband have a right to the same service as people who live perhaps 10 miles away in the towns? More must be done to remove what he has referred to as the postcode lottery and to enable small businesses to operate to an acceptable standard in the rural communities where they are based.
I completely agree. There is a need for investment to create a truly national all-inclusive infrastructure network.
BT’s lack of investment in solutions for exchange-only connections is an example of what I am talking about. This will continue until we see a real divergence between BT Openreach and BT itself. Openreach should be charged with the delivery of this national infrastructure system to allow Britain to become a truly digital nation and an economy fit for the future.

Commons ChamberIt is a pleasure to follow the hon. Member for Torbay (Kevin Foster), whom I thank for his contribution, and to speak in this debate. Indeed, it is pleasure to follow all the incredible contributions from right hon. and hon. Members, particularly those of the Secretary of State and shadow Secretary of State.
I am proud to have served in the armed forces, in the Ulster Defence Regiment and the Territorial Army, in the Royal Artillery. I am proud to have worn that uniform and served my Queen and country. Northern Ireland has a very strong and proud service history. Newtownards, the main town in my borough, was home to the legendary Blair Mayne, who received the highest awards for bravery during the second world war and for whom we still await the posthumous recognition that so rightly belongs to him—his earned but withheld Victoria Cross.
I will take a similar theme to my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson). A total of 206,000 Irishmen served in the British forces during the first world war, and another 130,000 were volunteers recruited from Ireland for the duration of the war; of these, some 24,000 originated from the Redmondite national volunteers, and 26,000 joined from the Ulster volunteers; and 80,000 of those recruits had no experience in either of the paramilitary formations before going to war. The recruitment rate in Ulster matched that in Britain itself, and that in Leinster and Munster was about two thirds of that in Britain, while Connacht lagged behind them. Northern Catholics enlisted just as often as Protestants. The German bullet did not distinguish between Catholic and Protestant, between nationalist and Unionist—anyone who fought the German empire was fair game.
Members might wonder why I have taken so long to outline the wholeness of Ireland at that time. The answer is this: I am tired of this remembrance event being politicised and turned so that wearing a poppy becomes a declaration of allegiance. Wearing a poppy is merely being respectful and thankful to those who laid down their lives to allow us the freedom we so unthinkingly enjoy today.
I was not surprised to learn that more than 50 contracted and former Celtic football players fought in world war one. William Angus was awarded the Victoria Cross. I once read an article that stated:
“The remarks attributed to National Volunteer and poet, Francis Ledwidge, who was to die in preparation of the Third battle of Ypres in 1917, perhaps best exemplifies the changing…nationalist sentiment towards enlisting, the War, and to the Germans and British.”
Those remarks were:
“I joined the British Army because she stood between Ireland and an enemy common to our civilization, and I would not have her say that she defended us while we did nothing at home but pass resolutions”.
They fought while maintaining their nationalism, but now it seems that some refuse to remember for fear of somehow losing their nationalism. It is a very sad state of affairs. I am not swayed by the affiliation of any person who fought against the Germans. I am equally grateful to them all and honour them today.
In this the centenary of the first world war, I long for an end to the discussions of white poppies, for an end to the discussions of British imperialism, for an end to the discussions of sectarianism. Like my right hon. Friend the Member for Lagan Valley, I long to stand as we did then.
Does the hon. Gentleman also recognise the great movement in recent years in terms of being able to recognise those who fought in the first world war from both Northern Ireland and the Republic? For example, the graves at Glasnevin cemetery are now marked by the Commonwealth War Graves Commission, and the remembrance wall, which for years was at the back of the cemetery, now takes pride of place at the entrance to the cemetery.
I have given an analogy from the past, and when the hon. Gentleman intervened I was about to give an analogy for the future. I too have been privileged to visit Glasnevin cemetery, as have many other Members. I was greatly impressed when we had the opportunity to visit the graves and see what the Republic of Ireland had done to remember those who had given their lives. Some of the history that we heard about was incredible.
May I pursue that point? I understand from what I heard last night that, as support for the poppy has grown in the Republic of Ireland, there has been a surge in the number of people from the Republic who want to join the British Army again. Is that not wonderful?
It almost makes me cheer. I am very pleased to hear about it, but it comes as no surprise to me, because there has always been a tradition of service in the Republic of Ireland. As I said earlier, the fact that 130,000 people from the Republic volunteered to fight in the first world war was an indication of their wish to do so. The Irish Guards have a strong association with us, and in my town a large proportion of recruits are from the Republic. They are quite happy to swear allegiance to Her Majesty and to the British Army, and to do what they are instructed to do in their job.
I am also pleased—this is relevant to what has just been said by the right hon. Member for North Durham (Mr Jones)—that we are beginning to see a tradition of change. War memorials down south that were going to rack and ruin have been spruced up, and memorial services are now being held as we hold them in Northern Ireland, over a period of time. Great changes are coming, and indeed change has come, but some people may still be unwilling to accept the new future.
I want us to stand shoulder to shoulder, regardless of religious belief, political ideals or anything else. I long for us to stand in simple gratitude and respect for those whose blood has marked the way and allowed us our right to debate these issues in the House tonight, along with the right to abstain—if that is what people want to do—and the right to voice opposing opinions, as we often do in the House, although we are still friends at the end of it. All those rights we have for one reason only: the sacrifice that was made with us in mind.
Some Members have referred to the role for youth. In my constituency, there is an incredible turnout on Remembrance Sunday for all the parades that I go to. How proud I am—indeed, how proud we would all be—of the uniformed church groups and the Army, Air Force and naval cadets: young people who are just starting out in life, but who want to serve in uniform. We also have an opportunity to see some of our older soldiers, although every year we look around and see one or two fewer. It is the same for all of us. That is life, but a new generation is coming in, and that new generation will follow all of us, and all those who have left us. It is good to have a remembrance service of that kind in my constituency, and I suspect that the same applies to every constituency that enrols uniformed organisations and young people to make their contribution. They understand very well what is going on.
I wear my poppy, and so do my sons, who, in turn, have taught my granddaughters what it means to remember—not to idealise, not to seek to alter historical fact, and not to make any proclamation other than that, at the going down of the sun and in the morning, we will remember them. That is what today’s debate is about. I long, in this special year, for those who have determined to disrespect the meaning of the poppy, and who simply do not care enough to buy a poppy or perhaps even to attend a remembrance service, instead to stand shoulder to shoulder with those who attend annually, and to express themselves in that way.
Let us all stand and take a minute simply to say, “We remember, we are grateful, and we will seek to ensure that the lessons learned through your tremendous sacrifice will be passed on to future generations”—which I know that they will. That is not just a phrase, but my enduring promise: I will remember them.

Commons ChamberI commend the hon. Lady for her support for that conference facility. Conferences, business events and events of all types are very important to the economy of this country. We engage with the Wales Office, as indeed we do with the Scottish Government, to support business events.
It is nice to have the festival for Great Britain and Northern Ireland that is due to take place in 2022. Will the Minister commit to ensuring that Northern Ireland does not get left behind and has the same opportunities as our GB counterparts to show off our business, technology, culture, sport and arts expertise to the rest of the world?
Northern Ireland will certainly not be left behind. I was delighted to visit Belfast only a few weeks ago, when I saw its wonderful tourism offer, including the Titanic exhibition and so much else. I would recommend visiting Northern Ireland to anyone, as there are wonderful tourism opportunities—“Game of Thrones” is filmed there, and there is so much else.
I meet the Director of Public Prosecutions regularly, and counter-terrorism is one of those things upon which we focus most closely. I have also met the head of the terrorism division, Deborah Walsh. This is a well-led, well-resourced division. Its prosecution and conviction rate is of the highest in the CPS. I am confident that it has the resources, and if it needs more, we will find them. This is a national priority.
To address terrorism and paramilitarism, we have to remove the money. What is being done to remove the financial criminal empires that finance terrorism and paramilitarism?
The Crown Prosecution Service this year recovered between £80 million and £100 million of illicit assets. Organised crime and the illicit financing of terrorism is one of the Government’s priorities. It is being co-ordinated by the National Crime Agency. It is being met with a range of new tools, including unexplained wealth orders, which we will be using as hard and as impactfully as we can in future months.

I do not accept that. I do not believe that this is about semantics. My right hon. Friend is a distinguished lawyer and knows perfectly well that it is important for the Government to approach their decision making in a way that is defensible and takes all the necessary considerations into account. That is exactly what we are seeking to do.
May I express my concerns and my constituents’ fears about the delay in bringing forward the FOBTs legislation and what that will mean for those with addictions and their families? We cannot forget about the families. I simply and honestly urge the Secretary of State to introduce the legislation earlier. My constituents demand that and so do I.
I am grateful to the hon. Gentleman for his commitment to this cause. Again, he is one of those who have made the case for change consistently and should share in the credit for it happening. However, it is important, as I have said several times, that the change happens in a way that is defensible and delivers the benefits that he and I both want. It would be quite wrong to characterise this argument as one between those who want the change and those who do not. An overwhelming majority in this House want the change, and I am very much among that majority. However, it is important that it sticks, and that is what we are trying to ensure.

Commons ChamberI thank the hon. Lady for giving way; I sought her approval earlier to make an intervention. In my constituency, we have a Church-based, faith-based community organisation that has the support of Government bodies and the police. It is called Street Pastors, and it has significantly reduced antisocial misbehaviour and violence in my constituency. May I gently suggest to her that that might be another method of addressing the issue of youth violence and antisocial behaviour? I am more than happy to commend that organisation to her.
I thank the hon. Gentleman for his intervention. He is absolutely right. Faith groups play an instrumental role in reducing youth violence. I am thinking of my own organisations, and of a local pastor called Ben Lindsay and the wonderful work that he does in Lewisham. He also gives me wonderful advice on engaging with the faith community. I absolutely agree with everything the hon. Gentleman has said.
Funding challenges have made the sector super-competitive. Local charities with similar aims have little incentive to collaborate because they are all bidding for the same pots of money. Large organisations with professional bid writers are much more likely to get funding than small charities, even if those charities are doing good work on the ground. On top of this, funding is too often allocated for short periods, and core funding is especially difficult to come by. So we are left with an environment that discourages collaboration and reinforces inconsistency.
Now, imagine we have a teenager. He has grown up in a household where he witnesses domestic violence regularly. His mother self-medicates and his father is largely absent, but when he is around he is violent. At school, he is disruptive and as he gets older he is bounced between different services. No one sticks around for particularly long and the services do not communicate with one another or share data. External involvement in this young person’s life is disjointed and inconsistent, reinforcing his belief that no one really cares about what happens to him. A young person like this is crying out for just one adult who cares, and who will stick around in their life for as long as it takes to make a difference. Research from Public Health Wales backs this up, showing that access to a trusted adult in childhood could significantly reduce the negative consequences associated with ACEs—adverse childhood experiences.
That is the reason for the review of the statutory guidance. This is provided by local authorities, but we do recognise that there is a difference of service delivery across the board, which is why we are having a look at it as part of the civil society strategy.
We all recognise the Minister’s intense interest in these matters and we thank her for that. In my intervention on the hon. Member for Lewisham, Deptford (Vicky Foxcroft), I referred to faith groups. I note that the Minister has referred to them as well. Has she had any chance to speak to some of the street pastors, because these faith groups in the community do great work on a voluntary basis? I am saying not that we should take advantage of their voluntary work, but that they want to do it. Has she had an opportunity to consider that?
I meet regularly with a whole variety of faith groups on a number of different issues, not just as a Minister, but, of course, in my own constituency. I completely recognise and value the work that faith groups do, especially when they work in partnership with many other different organisations.
Let me talk a bit more about the funding that is available. At present, DCMS, together with the Big Lottery Fund, is investing £40 million in the Youth Investment Fund to directly support community youth provision across England, including in London and the west midlands, both of which are areas of concern. There is also a further £40 million investment going into the #iwill fund, which supports young people to take action on the issues that they care about. One of the key points that the hon. Member for Lewisham, Deptford made in her speech was about making sure that young people themselves are engaged in the delivery of some of those services.
The hon. Lady also mentioned the National Citizen Service, whose central aim—the social mixing of young people from all kinds of backgrounds—is absolutely key. On a recent visit to a NCS programme in another south London borough, I was able to meet many of those youngsters and hear their positive experiences of NCS.
I also believe that it is worth giving some examples of exactly how DCMS funding is having an effect. Redthread, a charity with a 20-year track record in supporting young people through health and education programmes, is a really good example. Its youth violence intervention work puts key workers in hospital emergency departments so that they can engage with young people at their most vulnerable and help them to put their lives back together when they most need it. The Government are supporting the extension of this work from its London base to Nottingham and Birmingham.
The only effective solutions are proven to be the ones that connect young people to their loved ones, their neighbourhood and the wider society. There are many other recommendations in the report and I feel that my brief response just on youth services does not do them justice. However, there was one other point that was made in the report that I really want to pick up on. In the section on increasing employment opportunities, there is a reference to the shortage of black, Asian and minority ethnic role models involved in schools and youth organisations. I think we can extend that across the board, and I say to the hon. Lady that, with my other hat on—that of Sports Minister— I really share the concern that she and the other commissioners had. I have been working with sporting organisations to see how we can change that. Many youngsters look up to sports stars, whatever the sport, and we quite often use sport as an intervention programme within youth and serious violence services. If young people do not have those role models and do not see someone they can relate to, how can they ever believe that there is something out there for them and that can they achieve further? We need more BME leaders in sport from the grassroots to the top of the elite sporting pyramid. I feel very strongly about that and was pleased to see it included in that section of the report.
We recognise that there have been recent increases in murders, gun crime and knife crime, with those increases accompanied by a shift towards younger victims and perpetrators. However, statistics do not matter for a nanosecond to those caught up in the awful consequences of violence—the victim, their family and friends, and their communities—and the impact of such crimes is devastating. That was why the Government published the serious violence strategy earlier this year. The strategy represents a step change in how we think about and respond to serious violence. In particular, the strategy stresses the importance of early intervention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from violence.
Although the causes and consequences of youth violence are often complex, effective solutions need not be. They can come from partnerships across Government, local councils, the criminal justice system, the voluntary sector and, most importantly, within communities themselves. This is the approach outlined in the interim report, and we all look forward to the commission’s final report. Until then, I shall conclude by thanking not only the hon. Lady, but the other commissioners, the advisory and academic team, the secretariat and, of course, all those who gave evidence to ensure that future policy development on this issue is considered responsibly and consistently throughout central and local government.

It is a pleasure to speak in this debate. I congratulate the hon. Member for Kingswood (Chris Skidmore) on bringing the issue to Westminster Hall. I feel strongly about the preservation of culture and history. As an Orangeman, as a member of the Royal Black Preceptory and as an Apprentice Boy of Derry, I have a sincere and real interest in our history. The Chamber will be glad to hear that I will not sing the historic song “The Sash”, but I will refer to the four important battles that took place to enable King William to overthrow the pretender James and his Jacobite army in what was then Ireland at the battle of the Boyne.
“It was worn at Derry, Aughrim, Enniskillen and the Boyne.”
I could sing that, to everyone’s pleasure—but I am not sure that is the right word, so I will not do it.
There has been European funding successfully to preserve and build on the history of these monumental battle sites at the Boyne, with an incredibly impressive museum and guided tour of the site providing lots of information for the tourist and the historian alike. There are also museums aplenty in Londonderry to mark these historic events. However, in my opinion in Enniskillen we do not do justice to what was surely a turning point in the Williamite wars. In Enniskillen, armed Williamite civilians drawn from the local Protestant population organised a formidable irregular military force. The armed civilians of Enniskillen ignored an order from Robert Lundy that they should fall back to Londonderry and instead launched guerrilla attacks against the Jacobites. Operating with Enniskillen as a base, they carried out raids against the Jacobite forces in Connacht and Ulster, plundering Trillick, burning Augher Castle and raiding Clones.
A poorly trained Jacobite army of about 3,000 men, led by Viscount Mountcashel, advanced from Dublin. McCarthy’s men were mostly recruits, but on 28 July 1689 McCarthy’s force encamped near Enniskillen and bombarded the Williamite outpost of Crom Castle—better known as Crom. Two days later, they were confronted— and vastly outnumbered—by about 2,000 Williamite Enniskilleners under Colonel Berry, Colonel William Wolseley and Gustav Hamilton. The Jacobite dragoons under Anthony Hamilton stumbled into an ambush, taking some 230 casualties. Mountcashel managed to drive off Berry’s cavalry with his main force, but unwisely McCarthy halted and drew up his men about a mile south of Newtownbutler.
Many of the Jacobite troops fled as the first shots were fired, and up to 1,500 of the 3,000 were hacked down or drowned—500 tried to swim across the lough, but only one survived. Four hundred Jacobite officers were captured and later exchanged for Williamite prisoners. The other Jacobites were killed. Mountcashel was wounded by a bullet and narrowly avoided being killed. He went on to command the Irish brigade in the French army. That victory at Newtownbutler ensured that a landing by the Duke of Schomberg in County Down in August 1689 was unopposed.
That pivotal battle in the history of the United Kingdom of Great Britain and what was then Ireland deserves a museum. The hon. Gentleman made his case for Bosworth, and I am making mine for Enniskillen. When I was first elected to this place, my parliamentary aide was particularly excited just to walk around this place. She loves history, as I do; in all honesty, it was probably the only subject at school that I excelled in and enjoyed. With two little ones at home, she does not find the time to do that now, but when she comes over here she particularly enjoys it. The history of what is now Northern Ireland is just as rich, yet it is not marketed well. We must do more to attract people to the area. Enniskillen has some of the most beautiful landscape—aside from, of course, my own Strangford constituency—and its history is rich, but when we do a Google search of the battle we find no links whatever to anything that would draw people there.
We can do better. While we must physically preserve, we must also preserve interest, and that is done by making it interesting to new generations. The Orange Order, of which I am a proud member, does its part, but I believe there must be more funding available to commemorate such important sites, and interactive learning to make them as compelling to young people now as they are to this old boy here—I was a young boy at one time. It is important to do that.
I think of the Americans, who love coming over to enjoy the history and to celebrate their short history, when they look toward Northern Ireland and the Republic of Ireland for their historical background. I think how rich we are in culture and heritage, and it excites me to think what else we can do. I look forward to the Minister’s contribution and his endorsement of all the historic battle sites across the whole of the United Kingdom of Great Britain and Northern Ireland. I put it to him and his team that they must determine the next steps not simply of preservation, but of enhancement of our history and our culture. The battles of Derry, Aughrim, Enniskillen and the Boyne were important battles. The battle of the Boyne was the one that changed history for the United Kingdom of Great Britain and Northern Ireland, but Enniskillen has never been looked after.

Commons ChamberWe are giving urgent consideration to extending the scope of the scheme, and I have said on record that I strongly advocate the scheme’s extension to that type of offence. Online abuse of children is as insidious as abuse offline, and it can be achieved in a much quicker timeframe than has been the case. I want to make sure that the public have full confidence in the system, and that is why I strongly support the extension of the scheme in that respect.
I thank the Solicitor General for his response. Will he carry out a review of sentencing on the basis of the successful applications to the unduly lenient sentence scheme? I think that it is important to have a review.
I reassure the hon. Gentleman that, happily, we are dealing with a small number of the about 80,000 cases prosecuted in the Crown court in England and Wales. Day in and day out, our judges are complying with the guidelines, where appropriate, and getting it right. This scheme is an important safety valve to ensure that we get maximum consistency and confidence, as well as guidance from the Court of Appeal on sentences for new offences.
