My right hon. Friend is absolutely right. Let me just quantify the support that we are giving on a per capita basis: it is around £1,200 extra for each man, woman and child in Scotland. He is absolutely right that Scottish business is in a good place. I have regular meetings with many companies that are putting forward very innovative schemes that we are supporting through the city and regional growth deal package to help us build back better when we emerge from this crisis.

An effective response to covid-19 does indeed need to be a co-ordinated response across the UK. On 25 September, the UK Government and the three devolved Administrations published a joint statement on our collective approach to responding to covid-19. We reaffirmed our shared commitment to suppressing the virus to the lowest possible level and keeping it there while we strive to return life to as normal as possible for as many people and businesses as possible.

I raised this matter with the Secretary of State for Health yesterday, because of local concern that people in the south of England were being asked to travel to Inverness for covid tests. That is why I am concerned about the level of co-operation between the two Governments. May I press the Minister further to give me specific examples of co-operation between the two Governments?

I thank the hon. Gentleman for his question. Like me, although on a much larger scale, he has a rural constituency—I believe it is one of the largest rural constituencies, if not the largest. Pooling resources and using the strength of the UK economy enables the UK Government to support jobs and businesses, but the decision making on public health of Ministers in those devolved Administrations has been fully respected. There are examples of UK-funded measures that have been delivered but managed locally by the devolved Governments: we have six UK-funded drive-through testing facilities; four, or five as I believe it is, walk-through testing facilities; and up to 22 mobile testing facilities, some of which have been used to effect in the hon. Gentleman’s constituency.

I will come back at the end of my remarks to what should happen, when I set out why I think the House should oppose the motion. On the point about business, the hon. Gentleman has just proved my point. Of course business—particularly big business—is in favour of having an open-door immigration system, which enables them to import labour from around the world, keep down wages and not have to pay people to reflect skills and training properly. I had this conversation with business when I was immigration Minister and subsequently. Sometimes we have to push back a bit and explain to businesses that they need to increase their salaries and training and increase their productivity in order to pay those salaries. That is a good message for the public.

I do not rise in connection with the right hon. Gentleman’s reference to my party. To take a broader view of this issue, while his points are well made about the economy and pay and conditions, does he agree that attracting people who might be useful to our economy to move here, contribute to the economy and bring their families here is about more than just working conditions and the economy? It is also about services such as health, transport, education and, in the context of my constituency, even broadband connectivity.

I do. I did not want to labour the point about all the areas in which the SNP-run Scottish Government are failing the people of Scotland—I simply focused on economic growth—but if I were pushed, I could focus on their underperformance on health and on education, as Scotland falls down—[Interruption.] I do not think that the Scottish Government missing all their targets for the performance of the health service is a laughing matter. The SNP ought to take that a little more seriously.

I have three more points to make before I conclude. The first is on enforcement. I challenged the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East on this and drew attention to the fact that, in the Scottish Government’s proposals, there is no sponsorship role for employers—that enforcement mechanism would not be there—and no salary threshold. He pushed back and said that, if a person chose to work elsewhere in the United Kingdom, that is where we would catch them out, but he is forgetting something.

Many people wish to come here from many parts of the world—I do not blame them, because the United Kingdom is a very attractive country to come to—and we stop them coming here by not issuing them with a visa. Once they are in the country, it becomes quite difficult and very costly to remove them when they have no right to be here. They often work under the radar, illegally. They are often exploited by rogue landlords, and they may make an argument that they are claiming asylum, which means that we have to go through a long and complicated process to demonstrate that they do not have entitlement to be here before having to remove them. By not having sponsorship, or that mechanism for employers with a record of proven success in employing staff from overseas, the hon. Gentleman is throwing away that significant enforcement mechanism. We would open up that risk not just in Scotland but in the whole United Kingdom, which is one reason why I do not find his proposals acceptable.

I am glad to follow the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie), because he makes some interesting points. Although we disagree on how these issues might be resolved, it is interesting to hear his views.

Of all the constituencies in Scotland, Glasgow Central has the most constituents who were not born in the UK. I have been totting up the Library’s figures from the 2011 census and, with 21,283, I have more people in my constituency who were not born in the UK than the five previous Conservative speakers put together, so I will take no lessons on the value of immigration to my constituency from people who have so little immigration and, I am sure, so few concerns raised at their surgeries.

Week in and week out, I have people in tears at my surgeries because of how this UK Government and the Home Office have treated them. They have been treated without respect, they have been treated arbitrarily and they have been treated cruelly for many years. Something has to change, and this is a small proposal from the Scottish Government to mitigate some of that damage. One of my reasons for supporting independence is that I do not want people to go through what my constituents have been through at the hands of the UK Government.

Have no doubt, the SNP believes immigration is a good thing. As the hon. Member for West Aberdeenshire and Kincardine said, we are a country that has suffered from emigration over many years, with our people leaving and going to other countries. We have no right to deny people the chance to come and make their home in Scotland, and to do us the privilege of making their lives here.

Not only is the UK Government’s policy on immigration immoral in many ways, but it makes no economic sense. As we are all aware, Scotland has an ageing population. We need to grow our population to keep our economy afloat and to help people have a decent standard of living in old age. The Tories have decimated support for families and, through policies such as the two-child limit and the rape clause, they have actively discouraged people from having more children. The only remaining option is to encourage migration, but they have not done that, either. Instead, they have imposed arbitrary targets on migration over the years, which is sheer economic illiteracy. It is completely unsustainable.

Conservative Members have talked about attractiveness, but we are fighting that battle with one hand behind our back because of the hostile environment, the “Go Home” vans and the Home Office’s policies. We can only do our best to try to mitigate that. We can only do our best to say that Scotland is a welcoming country, that we want people to come and we want them to stay.

For the right hon. Member for Forest of Dean (Mr Harper), who has 3,014 non-UK citizens, to tell me that my constituency and my country are unattractive is, frankly, insulting. Unless substantial changes are made to Scotland’s ability to encourage immigration, we are looking at a ticking demographic time bomb. Average earnings in Scotland are less than £24,000 a year, but the immigration salary threshold is £30,000. What is that a measure of? It is certainly not a measure of how much a person is valued. How precious are the workers and care nurses in hospitals to a family? How valuable are social care workers to our future? It is shameful that any arbitrary value has been put on people who choose to come to build their lives here. That arbitrary target is above what can be reasonably earned by skilled worker.

Recently, a constituent came to my surgery who worked by day as a mortgage adviser in a bank—one would imagine that is a fairly good, high-profile, skilled job—and by night as a shelf stacker in a supermarket. He was working all the hours he could get so that his wife and son could come to live in Scotland. He should not be absolutely wearing himself down to do that. He is doing a good job that is valuable. We think it is important to society, but that is not how he felt. He felt as though he was doing everything he could against a system that did not even care—that did not even value him. I get this time and time again at my surgeries.

I am listening with great interest to a well thought out speech. Members will recall that some months ago I unwittingly invited the former Prime Minister to accompany me to a hotel in the highlands and laughter overtook the Chamber. The point I was making was that the hotel and tourism businesses in the highlands depend on migrant workers. That was a problem then and I suspect it will be a problem now. I want to put that on the record, because we need to remember it.

The hon. Gentleman is correct about that. As a member of the all-party group on hospitality, I agree very much that that sector needs to have people coming in here to do those jobs and that we value them as well, because they bring not only their skills to our restaurants and catering services, but their food, which we enjoy. We should thank them, rather than making them feel unwelcome.

Let me move on to people in the care sector and the issues they face. A couple came to see me on 16 December 2015, having worked in care homes and been very much valued there. They were then at the point of working in their care home voluntarily because the Home Office had rescinded their right to work. They had a son they are putting through school. They came to see me at my surgery on 13 January to say that finally, after five years, they had been granted their status. They were looking forward to going back to work in the care home, because that care home had kept the faith that they would eventually get the chance to work and be paid for it. During that period of many years they were hosted by volunteers from Positive Action in Housing, and they were supported by the British Red Cross, their solicitors McGlashan MacKay and a range of services that provided them with food for free, with food banks and with other things. They had to come to my office to get school uniforms for their growing son. During that time they were destitute. What does that say to that family? They want to come here and work hard, they are in a valuable role, but the Home Office says, “No, actually, we don’t need you.” We know that we do. We know that we need people in the care sector, yet a couple who have dedicated their lives to caring are being told that they cannot do that. So I have no confidence in the UK Government to make the required changes that will allow constituents such as these to manage their lives, to be a success and to feel welcome in this country.

I think I am right in saying that I am the only Member of this place today whose name is actually on the claim of right. That is something I am very proud of indeed. The claim of right to which I put my name was about the Scots having control over their own destiny and over their own services, as it were. Surely, therefore, the standard of service delivery we see is what the Scottish Government will be judged against. Right now, we see—we all know: all of us and all of those in the Scottish National party know—that on the health front the Scottish Government are failing, and we know that on transport they are failing. [Hon. Members: “No!”] Oh, yes we do, and on that the Scottish Government will be judged. If indyref2 ever comes to it, they will be judged accordingly, and I say to the Scottish National party, “Be careful what you wish for.”

I am grateful to the hon. Gentleman for that intervention. It has been quite telling, sitting on the Government Front Bench, to look at the face of the leader of the Scottish National party Members, who has been very considered in his reactions during this debate compared with some of the reactions of other SNP Members. Something that the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) is very accustomed to saying in this place is that the people of Scotland are watching. I think if people back in Scotland are watching tonight, they are seeing an SNP parliamentary group who are obsessed with the constitution and simply want to speak about separation, but do not want to discuss the relevant issues for constituencies across Scotland.

I commend my hon. Friend—as I have done previously—for his work on the borderlands initiative, which demonstrates that in the south of Scotland and the north of England, so much more binds us together than drives us apart. The one thing that would be absolutely disastrous for the borderlands area is the introduction of a separate Scottish currency, and my constituents have made it very clear that they do not want Nicola Sturgeon’s chocolate money.

I have the honour to be one of those three people who were first elected to the Scottish Parliament in 1999, and I am very proud of that. As the Secretary of State will recall, during the years that I spent at Holyrood I spent a lot of time arguing for the interests of my constituency, which we often felt was being neglected by all Governments, including one of my own colour. Today my constituents still feel that they are being left behind by the Scottish Government, who seem to be interested only in the central belt. Does the Secretary of State agree that it is crucial for the interests of all parts of Scotland to be brought to the fore and acted on under devolution?

I commend the hon. Gentleman and my right hon. Friend the Member for Wyre and Preston North (Mr Wallace), the two other Members who were in that first Scottish Parliament back in 1999. I am very aware of the hon. Gentleman’s efforts to promote the highlands in those days. It is a great disappointment to me, given the range of powers that have been devolved to the Scottish Parliament, that this Scottish Government are one of the most centralist Governments in history, seeking to draw power to the centre rather than to devolve it within Scotland.

I have enjoyed the debate this evening very much indeed, particularly the scholarly dissertation given by the hon. Member for West Dunbartonshire (Martin Docherty-Hughes). The subject tonight is the claim of right for Scotland, and let me put it on record right away that I stand full square with the claim of right. I may be many things, and they say that pride is one of the seven deadly sins, but I take pride in my involvement in Scottish affairs over the years. I am one of six Members in this place who has also served in Holyrood. I had the honour to represent Caithness, Sutherland and Easter Ross for 12 years in Holyrood, and it was the making of my life. I look back on those days with pleasure and as something I can tell my children and grandchildren about in the years to come. I hate to talk about pride, but I am proud of that.

Let me give the House an example. In my garden, I have a big piece of Kemnay granite, which is one of the types of stone that the Scottish Parliament at Holyrood is built from. When the building was completed, the builders very kindly gave me one leftover piece of Kemnay granite and it now stands in my garden. I was involved in building the physical structure of the Scottish Parliament, as the Secretary of State will recall, along with Linda Fabiani, who is now Deputy Presiding Officer of the Scottish Parliament, and John Home Robertson, who once graced the Labour Benches in this place. It was not an easy task. We had the slings and arrows of outrageous fortune coming at us all the time, which made us good friends, but I take pride in the fact that the building is our Parliament in Scotland, and I think they do as well.

I also served on the Scottish Constitutional Convention, of which mention has already been made this evening. As one of the local authority reps on the convention, I represented what was then Ross and Cromarty District Council. Believe it or not when looking at this aged frame, I was the youngest member from the highlands—a callow youth—but I feel that I made my contribution nevertheless.

Against that background, I turn again to the subject before us: the claim of right. While I have enjoyed the contributions of the SNP Members on the Benches in front of me, I cannot help but wonder why the claim is being used as the peg on which to hang today’s hat, because that gives me some trouble. Earlier on, mention was made of the fact that the SNP would not sign up to the Scottish Constitutional Convention. In fairness to SNP Members, their reason was that it did not include the independence option, and I accept that argument. Nevertheless, as somebody who worked hard on the constitutional convention, which involved difficult times, and on getting the scheme for the Scottish Parliament together, I greatly regret that the SNP did not take part. I must remind Members that there were times when Alex Salmond, a former Member of this place, was not unknown to make disparaging comments about the work of the constitutional convention, and I also regret that.

The inevitable logical follow-on from all that was that the SNP did not sign the claim of right. To me, the claim of right is one of the most important documents in recent Scottish history. The Chamber will not know this, but—I have already talked about my pride—my greatest pride is in the fact that my name is on that claim of right. No other Member of this place can say that, but I can, and I am not going to give away my pride in that fact for anything. I am therefore saddened that the claim of right, a document with which I am associated and in which the people of Scotland and I take great pride, is being used for the purposes of this debate. I say with respect to the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) that it demeans him and cheapens the tone of the debate, and I wish it were not so. I will leave my contribution there.

When I visited the School of Art on 1 June, I met some of my hon. Friend’s constituents from Moray who had raised very considerable sums of money for the first restoration. Although those fundraisers will be as devastated as the rest of us, I am sure that, given the vigour and passion that I witnessed, they will stand ready in Moray and throughout Scotland to start the process again.

As we know, highland chieftains are very good at getting rich clan members and estates to help to pay for repairs to the roofs of their castles and mansion houses. There are some extremely well endowed art-supporting funds out there, in the US and the rest of the world; what efforts will be made to see whether they would help to pay for the restoration?

I am sure that every effort will be made, because the School of Art has a world-class fundraising operation. It has alumni around the world and, indeed, campuses around the world—for example, I had the pleasure to visit the campus in Singapore. We stand ready to help and support the School of Art in any of those efforts, but one thing that the experience over the past four years has demonstrated is its skill and ability in respect of fundraising.

What the hon. Gentleman has identified is that there is no defence of the rights and powers of the Scottish Parliament. What has been proven by the events of the last week is that the Sewel convention is, sadly, unworkable. We have the ridiculous situation that the Conservative Government—in the teeth of opposition from the Scottish National party, the Labour party, the Liberal Democrats and the Greens, who have said they do not support handing powers over to the Government here in London—have used the majority that they have from England to take powers back from the Scottish Parliament and from the people of Scotland. That is the reality.

The people of these islands have been dragged into the political chaos of Brexit; that is what is not normal. But that is no justification for breaking the convention that states very clearly that the UK Government should not normally legislate on devolved matters without the consent of the Scottish Parliament. What clearly is not normal is the attack on devolution by the Conservative Government; that is what is not normal. The Scottish Parliament that many fought so long and hard to establish is being emasculated by an anti-Scottish Tory Government here in London.

We used to talk of the settled will of the Scottish people, not the will of the UK Parliament to grab powers from the Scottish Parliament against the will of the Scottish Parliament. The events of last week have shaken the very stability of our devolved settlement, and then the Secretary of State informs us that in his opinion Scotland is not a partner in the UK, but is part of the UK, despite the fact that the Prime Minister had claimed that she wanted:

“a future in which Scotland, Wales, Northern Ireland and England continue to flourish side-by-side as equal partners.”—

as equal partners. In one sentence, in the mind of the Secretary of State, we have been downgraded from a nation to a region. That is not the equal partnership that the Prime Minister talked about, but a subordinate relationship that the Secretary of State for Scotland has acquiesced in. He is not so much standing up for Scotland as trampling over our parliamentary settlement.

As Members know, I am one of five former MSPs in this place. The other four are on the Conservative Benches. I served in Holyrood for 12 years, and I am very proud of that. Does the right hon. Gentleman agree that one way out of this impasse, from which we could learn for the future, would be to put in place some kind of cross-Parliament arbitration system involving Members of this place and MSPs? We have Mr Alex Neil in the Gallery today, joining us from Holyrood. Such a system would be a way of achieving harmony and working together for the good of the people of Scotland, and we should learn from it.

I thank the hon. Gentleman for that useful contribution. We have the Joint Ministerial Committee, but let us not forget that it did not meet for six months last year because the Westminster Government would not engage with it. He is quite correct to say that there must be respect for the Parliament, and I would argue that there has to be respect for all the political parties that represent our Parliament and our country.

I will not give way again to the hon. and learned Lady, because others wish to speak. She will get her opportunity to speak in this debate.

We must take the politics and the heat out of this debate. During the statement last Thursday, I asked the Secretary of State whether there was any possibility of people continuing to talk on this matter. He said that he was willing to talk, but that the Scottish Government will not move from their position. In reply to my intervention a few moments ago, the leader of the SNP said that the Scottish Government, in his view, would be willing to talk. When can we possibly get both Governments around the table to try to flesh some of this out? The nub of the problem—one of a number—is that the Joint Ministerial Committee does not meet regularly enough. As was said by Lord McConnell, who set up this particular process, it should have been scrapped a long time ago. During the passage of the Scotland Bill in 2015 in this Chamber—all the SNP Members were here—I put forward amendments from that Dispatch Box to put the JMC on a statutory footing to allow minutes and agendas to be published publicly, so we did not get into this situation of “he said, she said” and the whole matter becomes a political football.

When the Minister gets to the Dispatch Box, I urge him to give a clear commitment that every single piece of communication that has happened in the JMC with regards to the devolution amendments is published. I shall tell him why he should do that. While this whole process is secret and while people are kept in the dark about who said what and who agreed to what, all we get is: this is a power grab, or this is a powers bonanza. The people of Scotland then have to decide which one is the most appropriate. As the compromise was made, I want to know, and the people of Scotland want to know, how far apart the two sides are. Is it the case that it is two minor things on which the Scottish Government are deliberately withholding consent, because it is not in their interest to give consent? I agree with the hon. Member for Dumfries and Galloway (Mr Jack) that the Scottish Government never intended to give consent, even if they got 100% of what they wanted. It is not in their political interest to do so. Let us have a little bit of transparency about this process, so that we can see, in black and white, where the gap is and how we are able to bridge that gap.

Further to my earlier intervention on the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), may I ask the hon. Gentleman whether he agrees with my suggestion that many of us will not be on Joint Ministerial Committees, but that some sort of Back-Bench liaison, cross-party body of MPs and MSPs would be constructive for the future operation of both Parliaments?

I think that it would be constructive. If this process has shown anything, it is that the inter-governmental relationship between two Governments when they are of different colours does not work. The consequences of it not working is not that the Secretary of State cannot get what he wants, or that the First Minister cannot get what she wants, but that it is bad for the people of Scotland. We cannot have an orderly withdrawal from the EU—if that is what happens and let us not get into the issues of whether or not we will leave the EU; I have my own views—unless we have a proper structure in place where both Governments can be confident, and the people of Scotland can be confident, that both Governments can work together. It is in both Governments’ interests to fight over these particular issues, because they cannot resolve some of the major problems with regards to leaving the European Union. Therefore, a fight between flags, between the Conservatives and the Scottish National party, suits both political agendas down to the ground while every other issue ends up being on the agenda.

I confirm that the UK Government will definitely put new money into the Stirling and Clackmannanshire deal. That has always been our approach to such deals, and that is why they have such a transformative effect. I will speak to Keith Brown on the issue my hon. All the city region cash that has gone Inverness’s way is most welcomed by residents of Inverness. However, other communities in the Highlands such as Wick, Thurso and Tain struggle to see the benefit. It is supposed to be a city region deal. Will the Secretary of State look into why it is not working as it should?

I thank the hon. Gentleman for his comments; I will come on to that in my speech. We have a clear mandate: 62% of the Scottish people voted to remain. We have a different constitutional opinion from the UK: we believe in sovereignty of the people, not necessarily sovereignty of Parliament. Our people have expressed a democratic wish and I am striving to maintain that. However, if we do not manage to maintain that position, we clearly have the potential for another route and a second referendum.

As I was saying, unlike the UK view of parliamentary sovereignty, the Scottish view clearly states that sovereignty rests with the people, so it will be for the Scottish people to decide. That view is well entrenched from the claim of right and legal precedent, but I want to bring us to a more recent one, because this debate is about Scottish independence and the referendum we held. People may remember the Smith commission, which did not live up to many of our hopes, but paragraph 18 of its report states:

“It is agreed that nothing in this report prevents Scotland becoming an independent country in the future should the people of Scotland so choose.”

That was signed off by all the political parties in Scotland —a very democratic position.

If we cast our minds back to the beginning of the year and the end of last year the First Minister of Scotland went out to consult the Scottish people, to see how they felt about a second independence referendum. We heard an awful lot about that, and we read about it in The National—[Interruption.] Well, two people bought The National and I was one of them. After that, we heard nothing at all. Will the hon. Gentleman share with us what the results of the First Minister’s survey were?

I think the hon. Gentleman has probably answered his own question. It was the First Minister’s survey, not my survey, and I do not have the answers. If I did, I am sure I could have found hundreds of quotes to support the argument I am making and kept the debate going for the rest of the sitting, but I want to make progress and allow other Members to get in.

I made the point that we have the right—or we should have the right—to make the decision, established by our principle of sovereignty of the people. How best can we achieve that when the time is right? I look back to the 2014 referendum, in which I played a large part for more than two and a half years. That referendum was praised by the Electoral Commission as setting the gold standard for civic engagement and participation. The commission went on to note that

“The Scottish independence referendum was well run, with high levels of voter satisfaction in the voting process.”

It added:

“The atmosphere in polling places was reported by police, staff and observers to be good natured throughout the day.”

That was certainly my experience in the north of West Lothian, where I was campaigning on the day. While people had differing opinions, there was a good-natured democratic outpouring, and we still benefit from that today, as it is still there in civic engagement across society.

The commentator Iain Macwhirter described the 2014 referendum as being

“like the velvet revolutions in eastern Europe, Scotland’s national movement was non-sectarian, peaceful and rigorously democratic.”

That sums up my experience in Linlithgow, in the north of West Lothian, working with many people from different political parties.

It certainly does not vote SNP in the north-east, where I overturned an SNP majority of more than 9,000 to gain a Scottish Conservative majority of 4,000.

Absolutely—the hon. Gentleman makes a point that I hope to expand for the hon. Member for Argyll and Bute (Brendan O'Hara). Policing is an example of centralisation, and so are the health services. The hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) and all other non-SNP politicians are campaigning against the centralisation of health services in their remote part of Scotland. The point that I am trying to put across is that the SNP Government are obsessed with separation at the expense of the local issues that we need to focus on and concentrate on. [Interruption.]

It will come as no surprise to the hon. Members gathered here today that I have no intention of supporting the notion of a second independence referendum for Scotland. I want to share an experience I had during the referendum period. It will be no surprise to the SNP Members here that I was involved in the Better Together campaign. I was at the top of a ladder, up a lamp-post in the town of Alness in Easter Ross, putting up a “No, thank you” poster. Around me there gathered a crowd of people who were not of my persuasion. I was called a traitor and told, “Get off that ladder and go back,” and all the rest of it. At that precise moment, while I was at the top of the ladder, my mobile rang. It was my wife. That was the point when Scotland’s future hung by a thread, and my wife said, “Darling, will you be sure to remember the milk and the cat food?” That brought me back to reality.

I want to talk about what other hon. Members have already referred to: the divisions. More than anything now, we have to put everything else behind us and heal those divisions. As other hon. Members have said, it got very, very bad indeed. I do not want ever to see that again in Scotland, because it did not reflect on us as a country in any good way whatsoever.

Does the hon. Gentleman share my concern that, while the petition against a second independence referendum speaks in its preamble only of Scotland’s suffering because of the SNP leader’s obsession with independence, the petition in favour of a second independence referendum mentions that those who support one are “not bigoted” and “not racist”, thereby implying that those who do not potentially are bigots and racists?

We have to move away from that language. I appreciate the hon. Gentleman’s sentiments, and I also thank him for his comments about the problems we have experienced with the health service in my constituency. It is not for today, but there is a problem in that the SNP, or any governing party of whatever colour, must be seen to serve the outlying different areas of Scotland in ways that do not disadvantage them.

That is for another day. Let us think about the positive things around which I think all of us across this Chamber today can unite. Scotland, for many hundreds of years, has been an outward-looking nation. Why do we have these words in our Scottish dialect? Why do we talk about a hashet for the plate on which we carve a gigot of lamb? Why do we talk about a swarree? That is the French influence. Why do we have Dutch tiles in Fife? Why did Wick, in my constituency, export enormous amounts of herring to the Baltic? It was because Scotland was traditionally outward-looking and dealt with nations right across the world. That is something we should be proud of, and that is what we should concentrate on in the future. Whatever side we were on in Brexit, Scotland has a role in the world, and it is a positive one.

We can unite on that, but to do so we must put the divisions behind us. I am repeating myself, but they were bad, ugly, and they brought friend against friend and brother against brother. That is unfortunate, and I think we could agree on that. In closing, I must say well done to the hon. Member for Linlithgow and East Falkirk (Martyn Day) for taking so many interventions in such a cordial and well-mannered way.

I want to redress this imbalance. My constituents in Inverclyde voted almost 50:50; we lost by 86 votes in the referendum campaign. I do not recognise this position of “family against family” or “street against street”. We do not have that feeling. We have got on with our lives and moved on. I will not hear that the people of Scotland turned against each other.

The hon. Gentleman said himself that it was 50:50. I wish I had a TARDIS and could transport him back to the streets of Inverness in the last days of the referendum campaign so he could see how ugly it got. It was not pleasant, it did not reflect well on us as a nation and we should grow up, move away from it and never, ever do it again.

No, it does not. Hon. Members have made interventions saying, “The SNP should listen,” “Nobody wants another referendum,” “We’ll get beat,” and, “Nobody wants independence,” but what are they all afraid of? Why is there a three-line Tory Whip here?

Is it not the case that those of us who oppose another referendum are in fact doing the hon. Gentleman’s party a very great kindness, because if there was another referendum, it would be thrashed and that would be the finish of the SNP?

We will see what happens in the future, but at least I am here and the hon. Gentleman is receptive to another referendum, despite what has just happened.

Quickly moving on, since 2014 there have been a number of broken promises. Thirteen Type 26 frigates were promised, and a frigate factory was promised, but neither has been delivered.
