That is in part why the Government have put a grace period in place; that reflects many previous debates in this House that included concerns raised by the hon. Gentleman and others about whether people might miss the deadline. Almost 3 million people have applied, which is a reflection of the fact that the scheme is working very effectively.

I shall make a little progress before taking further interventions.

I turn to their lordships’ amendments 2 and 3, on the interpretation of retained European Union law. Amendment 2, tabled by Lord Beith, would remove the power to set which courts may diverge from retained Court of Justice of the European Union case law, and how. Amendment 3, tabled by Lord Mackay, would insert a mechanism whereby any court thinking that CJEU case law should be departed from may ask the Supreme Court to decide.

The other place has one of the greatest concentrations of legal talent in the world, and it is only right that the Government’s intentions on such a sensitive matter should be examined by their lordships, and that challenging alternatives should be proposed. The Bill ensures that time is built in to allow consultation of the senior judiciary in all jurisdictions. It is worth repeating what my noble Friends Lords Callanan and Keen said: we will, of course, also consult the devolved Administrations.

In proposing amendment 3, the noble and learned Lord Mackay has made an interesting proposal, but the Government cannot accept this recreation of the CJEU’s preliminary reference procedure.

My hon. Friend makes exactly the right point. Government Members should consider that the Joint Council for the Welfare of Immigrants, the3million and the Residential Landlords Association have all warned that there is a risk that landlords and employers will be reluctant, without that immediate physical proof that other Windrush citizens lacked, to let a home or offer a job to EU citizens.

The shadow Minister has referred to poor communications. As I have mentioned many times in this place, they are very bad indeed in my constituency. Broadband is at best indifferent. I suggest to the House therefore that many EU citizens are being disadvantaged when trying to get into the system at all because of where they live.

I rise in support of the Bill. The Prime Minister has decided that the UK should leave the EU on 31 October with or without a deal. He says that he is making progress in talks with a view to getting a deal, but he is not. Chancellor Merkel says no proposals have been put forward by the Government. The Deputy Prime Minister of Ireland says no proposals have been put forward by the Government. Across the EU, everybody says no proposals have been put forward by the Government. Yesterday, the Government did not deny that they have not put forward proposals in these negotiations; they just dodged questions and refused to answer honest questions about whether there is any evidence of any progress in the talks.

The Government are convincing no one, and at Prime Minister’s questions today the Prime Minister tied himself completely in knots in suggesting that he had not put forward any proposals because this Bill might pass later this week. So for the last six weeks, he has not done anything in case a Bill he had not heard of gets Royal Assent sometime soon. Ridiculous! There is no progress, and there is no workable alternative on the table to prevent a hard border in Northern Ireland. Indeed—this point has already been touched on—far from making progress on this crucial point, it was reported yesterday that the Government are seeking to backtrack, and to revisit the commitments to protect the all-Ireland economy, including the December joint report.

My wife comes from County Armagh, and I was married some two miles from the border at the height of the troubles. Is it not arguable that the present border arrangements in the island of Ireland contribute massively to the present peace process that we enjoy?

Massively. They are the manifestation of peace in Northern Ireland. As I have said many times, they are more than a question of getting goods and people across a line; they are the manifestation of peace that allows different communities to live together in peace.

Mr Speaker, it feels like déjà vu all over again. We seem to be back to where we started just before Christmas. As the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) rightly pointed out, it seems that nothing has changed, but we hope that we will have a vote, and that it will be meaningful, so that we can get on with finding solutions to the problems with which Parliament is faced.

I think the point was made earlier that part of the problem for MPs, businesses and others is that it is becoming increasingly difficult to believe anything the Government tell us will definitely happen. We have to feel for those who have had to negotiate their way through this, and for the officials who have had to negotiate on behalf of the UK Parliament. I sincerely hope that Monsieur Barnier is enjoying his birthday today; he deserves to, after two and a half years of “nebulous” arguments, as some might put it. Indeed, the Prime Minister got off very, very lightly when Jean-Claude Juncker referred to her proposals in that way. I think he was just trying to be helpful to the Government.

Those of us on the Scottish National party Benches cannot vote for a deal that will make us poorer, less secure and more isolated, and which will deliver worse public services and a worse future for young people, depriving them of the rights and opportunities that we have enjoyed and taken advantage of. It is timeous that during the biggest crisis in modern times, with a weak and unstable Government in place who are clearly the most incompetent in living memory, “The Scream” is to come soon to the United Kingdom.

We have a Government who are spending money on food and medicine shortages in peacetime, because they have lost control of the situation in this place and beyond. With every day that passes, they show us just what a disaster this is. This disaster is entirely of the Government’s making. This Brexit mess was left to them by the grossly irresponsible Brexiteers, who have had a political lifetime to prepare for this moment, but when the moment came, we found out just how ill-prepared they were. In many ways, those who proposed this in the first place do an utter disservice to cowboys and snake oil salesmen.

This situation will make us poorer. What kind of Government proactively pursue a policy that they know—because their economic analysis tells us—will make us poorer? A hard Brexit will cost £1,600 for every person in Scotland. We know that because the Scottish Government had the decency to produce independent analysis, something the UK Government have pointedly refused to do—and we know why: because they are deeply embarrassed by the situation, as they should be.

There is a tendency among those who favour Brexit to think that maybe it would be good for us to tighten our belts, and that a little reduction in income is something we can get over. However, I represent the furthest away part of mainland Britain. I have businesses that will go bust if we have a hard, no-deal Brexit. Their owners will lose their livelihood, as will all the people who work in those businesses. To take forward the hon. Gentleman’s point, surely the ultimate role of Government is to protect those people and protect those businesses? Without enterprise—the little acorns from which mighty oaks grow—this country is going nowhere.

I thank the hon. Gentleman for that point. He represents a rural area with many similarities to my constituency. He will be aware that the Bank of England warned that crashing out would be worse than the 2008 crisis. We know how devastating years of austerity have been for our public services and household incomes. The University of St Andrews found that small businesses will be particularly hard hit, so he is right to make that point. Even the Chancellor recognises that remaining in the European Union is better. We are all paying the penalty for the Tories’ folly and, frankly, extremism in this regard. The EU single market is the world’s largest economic bloc, with half a billion consumers. It is eight times bigger than the United Kingdom, and 40% of Scottish exports go there. It has become very expensive indeed to leave the EU, and the question has to be asked: is it now unaffordable to remain in the United Kingdom?

Other industries will be badly hit as well. The UK, and Scotland in particular, does well out of education and research. Since 2014—we have had no answers about what will come next—Scottish universities and other research institutions have drawn down about £500 million of EU funding, and the UK has done particularly well competitively. I represent some universities; research conducted by those such as St Andrews, Dundee and Abertay through EU funding—I see this daily, as do colleagues elsewhere in the House—will benefit each and every one of us for years to come, and that is before we even start on the financial benefits of membership.

What have the UK Government said in response to the biggest employer in my constituency? Absolutely nothing. That is an abrogation of their responsibility to people who own small businesses, and who work in research, which makes our lives better and improves our healthcare. The same goes for other industries. The Secretary of State mentioned the food and drink sector and talked about having a no-deal Brexit if the agreement was rejected. Extraordinarily, some of his colleagues have actively said that they would like a no-deal Brexit, but the National Farmers Union of Scotland has said:

“It would be nothing short of catastrophic and could have a devastating impact”.

On access to markets and much-needed labour, it said:

“It is becoming clear to NFU Scotland that there is misleading and damaging rhetoric coming from the UK Government…on where the gaps in skills and labour are.”

I hope that the Secretary of State will not mind me saying—I am sure that others will not—that the NFU is not renowned for coming out with strong words. It does so sparingly, not often, so I certainly hope that he will heed those words.

On fishing, which the Secretary of State mentioned, we have consistently argued for being taken out of the common fisheries policy. For years, Conservatives have consistently voted against that proposal in this place: they voted against the Fisheries Jurisdiction Bill, and against our proposed amendments to previous treaties. Now that we are being taken out of the EU, however, with the impact that will have on the markets to which we need access, all of a sudden they are all in favour of a hard Brexit.

The UK space industry is a global success story, leveraging our expertise and talent to deliver ground-breaking products and services, and we want a UK space industry that captures 10% of the global market by 2030, creating 100,000 new jobs—astronomical levels! Ministers from across the Government have carried out extensive engagement on EU exit, and this has included engagement with the space sector. We have been clear in our desire to continue our involvement in EU space programmes, including Galileo, provided that the UK and UK companies can continue to participate on a fair and open basis.

I thank the Minister for her answer. Whatever the future holds for us in the UK, we are going to have to play to all our strengths, intellectually and economically. She will be aware that Her Majesty’s Government are currently considering the northern part of Sutherland in my constituency as a possible space launch site. Jobs do not exactly grow on the trees in that part of the world, and I would warmly encourage the Government to go down the route of developing the site there. It would mean a great deal to me, to my constituents and to an area that needs the help.

The hon. Gentleman raises a crucial point relating to the development of our domestic space strategy, and Scotland has a strong heritage in the sector. For example, Glasgow has built more satellites in the past two years compared with other European cities, and we also have the Prestwick aerospace park, Strathclyde University and many companies breaking new frontiers. We want the UK to reach space from our own shores, and we recently passed the Space Industry Act 2018, which is the first key step towards licensing the first missions from the UK into space. Brexit will not pose a barrier to our journey into space.

Absolutely, although I would say that the UK Government have it within their gift to ensure, certainly on the issue of European citizenship, that we remain a part of that project.

It is very important to understand the feeling in Scotland, which I know is shared by many people in Wales. I would like to quote from a leader in the Sunday Herald, which I think is particularly poignant:

“Scotland has been an outward looking European nation since the late middle ages. From the 16th century, Scots merchants, academics and soldiers spread far and wide in the continent establishing communities in countries like Poland, Sweden and the Low Countries. As a poor nation on Europe’s periphery it was Scotland’s lot to export its people, and the flow continued apace during the British Empire. But intellectual and commercial trade was very much two way. It is no accident that so many European words have entered the Scottish language, such as the Swedish ‘braw’, Dutch ‘kirk’, German ‘ken’, French ‘dour’. Our very language testifies to Scotland’s European connections.”

Yes, I would indeed. It is a list to which I could, if I had the time and perhaps the patience of Mr Deputy Speaker, add many more words that highlight that connection. [Interruption.] I am being encouraged to go for it, Mr Deputy Speaker, but I will move on.

That is the kind of place Scotland is and the kind of Scotland we want to live in. Our European identity and our shared values with the EU are very much at the heart of that. It is important to reflect that, during the referendum on the EU, 62% voted to remain in the EU and there was a majority to remain in all Scottish local authority areas, yet European Scots face not only the economic and social impacts of Brexit, but losing their European identity. A colleague of mine in the European Parliament, Alyn Smith, said:

“So what does Scotland have right now? Scotland has been an integral part of the EU for almost 50 years, a status that we now face losing. We are represented at every stage of the EU’s activities. The recreation, in 1999, of the Scottish Parliament and the formation of a Scottish Government gave Scotland a far stronger voice within the EU, and has allowed the people of Scotland to find Scottish solutions for Scottish problems and design a society that reflects our needs. This has led to Scotland showing how very European it really is. We stand alongside the rest of Northern Europe by not privatising healthcare, encouraging the development of renewable energy and not charging our citizens for higher education.”

My hon. Friend makes a very good point. I know that he shares my concerns about the unrealistic, counter-productive, one-size-fits-all net migration target that overlooks the incredible value of migrant people to our isles and the different economic needs of the highlands and islands, and of Scotland as a whole.

Over the next 10 years, 90% of Scotland’s population growth is projected to come from migration. This is especially vital for the highlands. Migration has created cultural and diverse communities that have tied us together, populated by many European Scots, solidifying our European identity. Twenty-one languages are spoken by pupils, for example, at Central Primary School in Inverness, such is the diversity of families settling in the highlands. European citizenship, whether it is our own or that of European citizens who are here, is very important for the economy—tourism accounts for 20% of the economy—as well as many other sectors. I could mention food processing, renewables, life sciences and so on, but I will not pause on those.

In addition to what the hon. Gentleman says about migration to our country, Scotland, the historical emigration of Scots was a curse on the highlands for many years, but European investment in infrastructure, via schemes such as objective 1, helped halt—and indeed reverse—that, meaning that classmates of mine and younger generations stayed in the highlands, rather than seeking their fortunes outwith the beloved land they came from.

It is a pleasure to serve under your chairmanship, Mr Sharma. I congratulate the hon. Member for Eddisbury (Antoinette Sandbach) on bringing forward this hugely important debate. I want to go off at a slight tangent, Mr Sharma, but it will become apparent why as I do so. As usual, I want to use examples from my constituency and from history.

Members will have heard of the highland clearances, which depopulated vast chunks of the highlands, but the fact is that throughout the following years, the depopulation continued. The export of our youngest and best was the most dismal feature of the history of the highlands. Indeed, if we look at the populations of towns and villages in my constituency in the far north of Scotland, we see populations falling steadily during the 19th and 20th centuries. Indeed, my father said to me in the late 1960s, “Young man, when you are grown up, you will go south and you’ll work”, because that was what happened in the past.

Someone travelling to the west of my constituency today will see very large signs saying, “This stretch of road was built with the assistance of the Scottish Government and the European Union.” I cannot overemphasise how important that infrastructure investment was to my constituency and to remote parts of the highlands. Members may have heard of objective 1. It was a deliberate targeting by the Common Market or the EU—call it what you will—of the most deprived parts of Europe. Additional funds were put in. To that end, new harbours were built, town centres were completely revamped and we saw a completely new, positive approach. In the early to mid-1980s, the population decline in my constituency and neighbouring constituencies in the highlands had halted and reversed. That strikes me as being hugely important.

I will not only mention what was good about the EU, but it is against that candle that I will hold all proposals in all their complexity. What do they mean for my constituency? Where will the replacement investment come from, whether we have hard Brexit, soft Brexit, membership of one organisation or membership of another? I need to know what will happen. Let us put it this way: my constituents voted remain by a majority and they can see that change is probably upon us, but they want to know where we are going, who is taking us where, and why all these people signed that letter to the Prime Minister. It seems slightly dotty to my constituents.

As has been said, we need to find our way through this. I for one will always be watching closely to see what things mean for my constituents. Without the EU, the tragic depopulation of the highlands would have continued. It is a fact on the record for history that the EU halted that and helped turn the situation around. That has made a huge difference to my constituents. It means that young people are being brought up and educated where they come from, rather than being sent south. The final question my constituents ask is, “What are you saying down in Westminster? Can you get people in the south to understand where we are coming from? The EU was not always a bad thing—it has done us good.” I leave Members with that question. It is hugely pertinent to me, and I mean every word of it.

Yes, there is a sense that the nation should be talking about how to tackle the massive challenges that we face—questions of productivity, of opportunities for young people and of the kind of healthcare improvements we can expect in the 21st century—but they have now been put on the back burner while we try to negotiate an inferior free trade arrangement to the one that we currently have. This is a kind of salvage operation.

I am a new Member here, and most of the people around the House do not have a clue who I am, but as a new Member, I think I might bring a slightly fresher approach to the debate. Nobody in their right mind would sign a blank cheque for this amount of money, but if I tried to explain to my constituents why I am not going to be consulted about the final sum, I could not do it. It’s nuts!

At the very least, we should know what we are being asked to pay. We know that the Foreign Secretary told the European Union to “go whistle”, and perhaps that is still the Government’s official policy. We also know that only in September the Brexit Secretary was saying that a figure of £50 billion was “nonsense”. Since then, of course, we have seen completely different reports. Parliament and the people deserve to know the sum involved. The idea of a blank cheque is completely unacceptable.
