The Ormiston Forge Academy in my constituency is using its new freedoms to develop innovative relationships with business to improve the teaching of science and other technical subjects. May we have a debate about how academies are using their new freedoms to improve the educational experience of children in such subjects?

[Mr Lansley]

Yes, I agree: it has been extremely encouraging to see the considerable progress that has been made, not least with academies and free schools taking such opportunities. For example, on EBacc take-up, in 2013 the number of pupils taking triple science will have gone up by 82%. That and other increases in the number of science students are very important for the future competitiveness and success of our students.

I will ask my right hon. Friend to reply about that specific statistical point. Speaking from experience in my constituency, I know pretty much how many police there are on the streets, and in Cambridgeshire we are recruiting more police.

The Leader of the House might recall visiting Rowley Regis hospital with me before the general election. Since then, working with the local NHS trust and local commissioners, we have secured considerable new investment for a new in-patient re-ablement ward. May we have a debate on the value of local commissioning as a way of getting valuable services into community hospitals?

I am grateful to my hon. Friend. Many Members across the House will value the fact that the new clinical commissioning groups, which have been developed to bring together largish groups of GP practices, are rooted in an understanding of how services can best be provided for patients, and often that is through accessible, community-based care, which reduces the demand on hospital services so that patients are admitted to hospital only when they need to be. We understand that in some cases people have to be in hospital, but we do not want them to be there if they do not need to be.

My hon. Friend will know that London Midland has been experiencing a high level of cancellations for about two months now. London Midland is not yet technically in breach of its obligations, but if improvements are not seen in very short order, the Department for Transport will need to consider taking action against the train operator. I will talk to my colleagues and ensure that they update relevant and interested Members.

Earls high school, an excellent academy in my constituency, recently received a grant from a local company to invest in an innovative scheme to teach primary school children mathematics. May we have a debate on what more the Government can do to encourage innovative teaching methods, particularly in maths and science?

I will, of course, talk to my colleagues at the Department for Education about whether and when we might have an opportunity to do that. My right hon. Friend the Secretary of State was in Cambridge to talk to the department of mathematics there to see precisely how we can ensure improvements in mathematics teaching and I know that he, like my hon. Friend, is very exercised about improving standards in that respect. I shall seek advice about when we might be able to debate that further.

It is tremendously important, and it is the green deal, which began its implementation at the beginning of October, that will make such a difference in enabling that to happen. The green deal support, the largest such programme we have ever seen, is specifically designed to support some of the measures, such as insulation, that will make the biggest difference to energy efficiency. I hope that exactly that will happen as we get behind this programme.

Unemployment in my constituency is now at a lower level than it was at the general election. May we have a debate about how the Government can make it easier for small charities, such as Black Country Foodbank and Loaves and Fishes in my constituency, to take on jobseekers on work experience without those jobseekers fearing that they will lose their benefits?

I share with my hon. Friend the feeling of encouragement that we get from the employment figures, as they show the number of people in work and reflect the support we are giving them. I will, of course, ask my hon. Friends at the Department for Work and Pensions to address the specific point he raises.

May we have a debate on the importance of new transport infrastructure in regions such as the west midlands, focusing on the potential for investment in new airport capacity in Birmingham and on high-speed rail, to continue the important work of rebalancing the British economy?

My hon. Friend will have a good opportunity to raise that important point and related issues in the debate on the Infrastructure (Financial Assistance) Bill on Monday. The Bill will enable us to do much more to provide such important infrastructure investment by using our credibility in the international money markets and the low cost of borrowing to drive forward long-term investment in infrastructure.

Jaguar Land Rover has recently announced that it intends to create 4,500 new jobs over the next five years and is investing £500 million in a new engine plant in the Black Country enterprise zone. May we have a debate on the success of that enterprise zone in supporting a successful automotive industry in the west midlands?

My hon. Friend reinforces a request for a debate made a few moments ago, which I would very much welcome, although I cannot promise one before we rise for the recess. We need to give business in the UK all possible support, removing regulatory barriers to growth and promoting the excellent record of the motor industry—we are now a net exporter of cars, rather than a net importer. It is absolutely crucial that we stick to our fiscal consolidation targets, which have provided the right framework for this success.

It sounds as though it was a matter for the court in the first instance, when it discovered that the bail conditions had been broken, to return the offender to jail. However, I understand the concern of my hon. Friend’s constituents, and I will raise the circumstances that he mentions with my right hon. and learned Friend the Justice Secretary to see whether any action ought to be taken to ensure that bail conditions are properly enforced.

The number of new apprenticeship starts has doubled in my constituency in the past two years, and I recently launched an apprenticeship challenge specifically to encourage small local firms to take on an apprentice for the first time. May we have a debate about how we can encourage small firms to take on apprentices, so that we get the skilled and flexible work force that we need?

I welcome what my hon. Friend has done, and more MPs could do the same and remind local employers of the resources that are available if they take on an apprentice. Some £1,500 is available towards the cost of doing so, and we have just made available resources that will support up to 40,000 new apprenticeships. I would welcome such a debate, but I fear that I cannot promise one in Government time in the immediate future.

That was what might be considered a bold attempt to transfer the answer for Question 1 that the hon. Lady had prepared to Question 2. I do not think that the Wright Committee was in any way concerned with the subject to which she referred. As she has raised the issue, however, let me remind her that the present Government have, on average, made more statements than their predecessors. We made 191 in the last Session, an average of 0.7 per sitting day, which compares favourably with the last Administration’s average of 0.4 per sitting day during the 2009-10 Session. We did almost twice as well as they did.

3. What progress he has made on implementing the recommendations of the Procedure Committee on debates on e-petitions.

Following the Procedure Committee’s report, we have updated and improved the e-petitions website. We have improved, for instance, the wording of the site and the search and submission functions, making the process easier and clearer for the more than 3 million people who have signed an e-petition since August last year.

Does the Deputy Leader of the House agree that one solution to the problem of debating e-petitions would be for the Government to table a motion allowing Westminster Hall sittings on Monday afternoons during which e-petition topics could be debated?

We are very sympathetic to that view. In fact, we said in our response to the Procedure Committee’s report that we supported its proposals for a pilot. It is for the Procedure Committee to present such proposals in Back-Bench time, but we are working well with the Committee to enable the House to reach what I hope will be a swift decision.

The Secretary of State indicated, I think, that the total Army numbers would be about 120,000, of which about 80,000 would be regulars and 40,000 reserves. The exercise of configuring individual units and regiments is under way, and I know that my right hon. Friend will want to keep the House informed. There are regular debates on defence, and a set-piece debate is sometimes provided by the Backbench Business Committee, so there might be an opportunity to discuss the matter on one of those occasions.

There are 25,000 more people in work in the west midlands than there were a year ago, but one of the key problems for people getting into employment is affordable and accessible child care. May we have a debate on what the Government are doing to improve accessibility to child care so that people in families can get back into work?

This is an important issue. My hon. Friend will know that we have increased the entitlement to free education and care for three and four-year-olds to 15 hours a week and extended it to disadvantaged two-year-olds. He will also know that under universal credit—I am delighted to see my right hon. Friend the Secretary of State for Work and Pensions here—there will be greater support for child care when we remove the so-called 16-hour rule and enable those working less than 16 hours a week to access child care.

The hon. Gentleman will know that we have made a commitment to electrify the line to Cardiff, and he will welcome that decision. I cannot promise an early debate on transport matters, but I hope that there will be an opportunity, perhaps in the debate on the Queen’s Speech, to touch on transport-related issues. I hope that my right hon. Friend the Secretary of State for Transport can outline the investment that has been made in Wales to promote rail travel and follow up the specific issue that the hon. Gentleman has raised.

May I pay tribute to Councillor Angus Adams of Dudley council, who was also chairman of Centro, who has sadly died? He was a much-loved character and a passionate advocate of local rail transport in the west midlands, as well as an advocate of the benefits of high-speed rail. May we have a debate on the economic benefits of HS2 and what it will bring to the west midlands, including jobs and employment in my constituency?

I am sorry to learn of the death of my hon. Friend’s constituent. I would welcome such a debate. As he knows, we are committed to HS2, not least for the reasons that he outlined of jobs and employment in the west midlands. I understand that HS2 could support employment growth of more than 8,000 jobs in the west midlands and would help to regenerate Birmingham’s east side. The Curzon Street station would create 1,400 jobs, and the Washwood Heath rolling-stock depot would create 400 jobs in construction. That is why I believe that HS2 is a project that should be supported by Members from all parts of the House.
