I am grateful to the right hon. Lady, who has questioned me assiduously through parliamentary questions on the prevalence of county lines. In relation to the mandatory minimum sentence, 65% of offenders sentenced under the new second strike legislation receive an immediate custodial sentence. Before the legislation, the figure was 48%. It is important that, even with the mandatory minimum sentence, the courts should have the ultimate discretion, and they are obviously using it in particular cases. On her wider point about funding, Opposition Members will know that I do not like to labour this point, but we had to make some very difficult decisions in 2010 because of the economic situation that we inherited from the last Labour Government—[Interruption.] I say that as a fact, because those spending decisions are made over a long term and we had to make some very tough decisions. However, I hope that she will gain confidence and that she will help to inject a further £970 million into the police accounts when we vote on our police settlement tomorrow. We hope that, with the help of police and crime commissioners, that funding will make a real difference to policing locally.

I congratulate the Minister on bringing forward the order. What else could she have done if the police were asking for it? It is clearly not the solution to the whole problem, but it is part of the solution. Is she concerned, as I am, that some children feel that they should carry knives for their own protection rather than using them against people? What can she and the Home Office do to promote campaigns such as #knifefree, to demonstrate that children should not carry knives for defensive reasons?

I thank my hon. Friend, who absolutely sums up the situation. This is but one part of the Offensive Weapons Bill, which is but one part of our overall strategy. We have never pretended that this deeply complex and worrying crime can be solved with one tool or one approach, which is why this is just one small part of the overall picture. He is particularly right to identify those children who carry knives not because they are members of gangs but because they feel they need them for their own protection. That is why the orders are important—because gang injunctions, which are available at the moment, apply only to children whom the police can prove to be members of gangs. The orders will also help those children who are not members of gangs but who, as he says, carry knives out of a misplaced sense of security. The fact remains, however, as a visit to the Ben Kinsella Trust or any of the charities we work with will show, that if someone carries a knife, the risks of being hurt with their own knife are considerably higher.

I agree with my comrade the hon. Member for Warwick and Leamington (Matt Western) that this deal must be voted down, although I am slightly surprised that he described the 2017 general election as disastrous, given that he came into the House as a result of it.

Despite this debate, I am positive about Brexit. The process of delivering it has been an unmitigated disaster, but as a consequence of the vote, I think it will ultimately be a very positive thing. I might be opening myself up to ridicule by comparing Brexit with the year 2000 debate and all the furore surrounding the possibility of aeroplanes crashing out of the skies and the world stopping rotating. There are echoes of that—we will remember the complexity of the process, but I do not believe that we will look back and see Brexit and what occurs thereafter as a disaster.

The Prime Minister repeatedly says, “Nothing is agreed until everything is agreed.” It therefore follows that if everything has not been agreed, nothing has been agreed. The past two years have, been at best, frittered away and, at worst, a monumental waste of time—a distraction from a clean Brexit. I feel let down by Parliament, by the Government and by the Prime Minister. The roots of the problem predate the Parliaments of 2015 and 2017, dating back to the ’70s and the 1975 referendum. Parliament chose to go down the referendum route again because we collectively abdicated responsibility for making the decision. However, now that the public have made a decision, we say that we want to dabble with it. There are two conflicting mandates: that of the referendum and that of the majority of Members in this House. Parliament cannot have its cake and eat it. It cannot ask the public for a view and then ignore it. It cannot abdicate responsibility for providing leadership on a question and then question the result. It cannot fail to provide the arguments behind a referendum and then say that the referendum failed to provide the arguments and a plan.

There appears to be a settled view in this House that the Prime Minister’s plan is fundamentally flawed, but there is no single plan that this House would approve. The agreement is so fundamentally flawed that it is unamendable. The backstop must go, European Court of Justice involvement must go, we must be able to agree new trade deals, and we certainly do not want to hand over £39 billion. To be frank, I have lost trust in the Prime Minister’s ability to negotiate a good deal—one that respects the vote of the people. The default position on leaving has always been to move to WTO rules. While not my preferred option, it is a better option than what the Prime Minister has negotiated.

Colleagues will have taken soundings on Brexit, and I have been surprised at how supportive my constituents have been. Indeed, that has led me to question what other colleagues say, because few people support the plan. I carried out an online poll—indicative, not representative—and only 14% of my constituents support the Prime Minister’s plan. When I spoke to my local Conservative members, one or two supported the deal, but the clear majority did not. However, we may underestimate the situation, because some people go quiet. People with supportive views may come forward, but those with unsupportive views do not.

However, in blocking the deal by voting against it I feel that I am representing my constituents. I was heckled earlier by my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning), who said, in a menacing tone, “Your predecessor is looking down on you.” The late Sir Teddy Taylor would have wanted the result to be respected on 29 March, and we should look with great admiration at his career and those of others who have followed him. We should stand firm on what they knew they were campaigning for and on what the British public knew they were voting for. We can be an independent nation state again. Let us not get too bogged down in the short-term detail and process. The outcome can be a great one: the United Kingdom as an independent nation state.

Tacking online grooming is one of our highest priorities. We are increasing our investment in law enforcement and legislating on online harms to bear down on the threat. In November, I also co-hosted a hackathon in the United States, where tech companies developed an artificial intelligence product to detect online grooming, which will be sent out licence-free for all technology companies to use worldwide.

I was particularly impressed by the hackathon and the tools used. Will my right hon. Friend explain in more detail how what he saw in the US can be used here in the United Kingdom?

I gladly will. The hackathon event that I attended in the US involved the giant tech companies that we all know of. They worked together to develop a new artificial intelligence product that will detect online grooming; that is the intention. The technology showed the industry at its best and most creative, and it will help change people’s lives.

With respect, there is a reason why we have fewer firefighters in this country: at the last count, we had had 48% fewer fires over the past 10 years. The hon. Gentleman talks about a cash-strapped service, but he will be aware that single fire authorities such as the one in his area have had multi-year settlements and are part of a system that is sitting on £616 million of reserves—and that figure has grown by 153% since 2010.

When he looks at the budgets for fire workers and police, I urge the Minister to consider the example of Essex, where the police and crime commissioner is now responsible for both those entities and is able to drive forward efficiencies and savings, which will be better spent if that policy is rolled out elsewhere.

I thank my hon. Friend for again giving me the chance to congratulate the Essex leadership, and particularly Roger Hirst, on seizing the opportunity that this Government provided to bring together the governance of fire and police. We did that not only in the name of better accountability and transparency, but to provide the opportunity to continue to pursue savings and efficiencies on behalf of the taxpayer.

Sadly, children as young as 14 are dealing drugs in Southend. What can we do to protect those vulnerable individuals, but also to punish those who coerce vulnerable children into such pursuits?

It is a combination of enforcement and early intervention—enforcement because that sort of illegal abuse of children is wholly unacceptable and we need make sure that we stop it, but we also need to make sure that children do not fall victim to words that might be said to them that might lead them to fall into the trap of using drugs.

My hon. Friend is right. Where there is a strong business case and collaboration can improve outcomes and save money, which can then be used for the frontline, it should be encouraged. I welcome the good work that she has been doing with Matthew Ellis to deliver just that.

Roger Hirst, the Essex police and crime commissioner, has moved himself and his staff into fire HQ, saving £1.5 million, and has identified a further £23 million of potential savings in governance. What more can be done to encourage such excellent work in Essex and across the country?

Tackling knife crime is a priority and we are taking firm action, including warning young people about the dangers of carrying knives, working with retailers both online and on the high street, and legislating for tougher sentences. During October, 21 police forces took part in a week of action against knife crime. In Essex, test purchases were conducted, habitual knife carriers were stopped and searched, and 12 individuals were arrested.

I thank the Minister for reminding us of the action that Essex police are already taking. Over a four-month period, the knife amnesty got 311 knives off the streets. Will the Minister commit to continuing a knife amnesty and will she come to Southend to see the complexities and interaction between knife crime and drugs crime in Southend?

As the Minister with responsibility for the alcohol licensing regime and for measures to enable local areas to tackle alcohol-fuelled crime and disorder effectively, I have been keen to ensure that we have in place the necessary safeguards against harm. Deregulation must not be at the expense of undermining public safety or public health. That is why, although the Government looked seriously at whether it could help groups such as hairdressers and florists with this measure, it has decided that it should not, and so will not. Under the new community and ancillary sellers notice, as the schedule sets out, eligible groups or individuals will be able to sell small amounts of alcohol between 7 am and 11 pm in limited, low-risk circumstances during the period of 36 months.

I welcome this sensible deregulatory move. The Minister keeps referring to small amounts of alcohol. Will he define what that refers to?

I am happy to help my hon. Friend. We are today looking at the principle of the establishment of the scheme, and it is perfectly proper that the detail of that should be subject to consultation, with Members of the House, the Local Government Association and others, and we will not take a firm view on that until the consultation has taken place.

The Minister was not with us in Committee and so might not be aware that we had many discussions on how best to characterise the Bill. Was it a rag-bag, a hodge-podge or the Christmas tree Bill to end all Christmas tree Bills? An hon. Friend of mine asserts that although it began as a Christmas tree Bill, it has grown and grown to the point that it now bears a closer resemblance to the Blackpool illuminations. New clause 5 is one such example.

However, given the nature of new clause 5, perhaps a cocktail Bill is a better metaphor. Perhaps it is a particularly strong Cosmopolitan—one that leaves a bitter taste in the mouth. Or perhaps it is an Old Etonian, which I understand is a mix of gin, bitters and crème de noyaux—guaranteed to leave one with a crashing headache the morning after. That is because the Bill still contains nothing to tackle the cost of living crisis gripping this country, it is still focused more on removing burdens from Ministers and officials than on helping the people and businesses of this country, and it still contains grave attacks on workers’ rights and health.

I was with the hon. Lady not only in Committee but at the pre-legislative scrutiny stage, when I think a broader view was taken. If she does not think that the Bill contains the right deregulatory measures, what would the Opposition bring forward to help solve some of the real problems she is discussing?

I thank the hon. Gentleman for his intervention. As I am sure he is aware, when we heard evidence in Committee we discussed some other options for deregulation. I do not intend to set out our deregulatory programme now—I am sure that you would not consider that to be in order, Mr Deputy Speaker—but I feel that the Opposition have the right, and indeed the duty, to comment on the fact that the entire contribution the Bill will make in savings is estimated to be £10 million over 10 years. I do not think that anyone on either side of the House would consider that to be a radical benefit.

New clause 5 and new schedule 1 insert a new part in the Licensing Act 2003 to introduce a new procedure for authorising the sale of alcohol where that sale is part of a community event, as we have heard. The Opposition absolutely believe that it is right to remove unnecessary regulatory and legislative burdens from individuals, civil society, business and public sector organisations, including the Women’s Institute and other organisations to which the Minister referred.

Although we do not oppose the proposal, we have some concerns about which we are seeking assurances from the Minister. In Committee we discussed temporary event notices, the sale of chocolate liqueurs and other minor changes to licensing. Indeed, when we had a short debate on what constitutes a low level of alcohol consumption, I had a flashback to our debate on how many Mars bars’ worth of liqueurs it would take to intoxicate a child. At no stage did the Minister present at the time indicate that the Government were considering introducing what I think—I am sure the Minister will agree—is a large change to a complex licensing regime at this stage.

Introducing changes in that manner has become something of a hallmark of this Government. However, I understand that the Bill was written in draft about a year ago and that long before that Ministers were looking for proposals to put in it, so will the Minister explain why this proposal has been tabled at the last minute? The result is that interested parties have not had the opportunity to scrutinise it. Why the rush? The regime has been in place for 11 years, and although we support the aims of the amendment, we do not feel that the manner of its introduction is warranted. It is not the way to make changes to a complex licensing regime.

Will the Minister assure the House that any secondary regulations that are brought forward as a consequence of these changes will not be introduced in that way? Will he tell the House what consultation was undertaken with licensing authorities, in particular, and whether they support the change? How much time, if any, were they given to respond to it? I note that the Minister spoke of consultation following the consultation on the alcohol strategy, but the Local Government Association was certainly surprised by the inclusion of these proposals in this manner.

In Committee, my hon. Friend the Member for Chesterfield (Toby Perkins) criticised the Government’s overall approach to alcohol. The Minister thought he was criticising the Government’s alcohol strategy, but, as my hon. Friend pointed out, it is very difficult to discern an alcohol strategy to criticise. It is hard to criticise what does not exist, though it is right to criticise the fact that it does not exist. What kind of strategy introduces changes in this piecemeal manner? There is a document on the Government’s website entitled “Alcohol Strategy”, yet it is anything but a strategy. These seemingly random changes, introduced with very little notice, do not give Labour Members or stakeholders outside the House any confidence that Ministers are working hard towards any kind of specific objective or plan.

Is there any way of clarifying the names attached to the new clause to see whether there have been any additional mistakes?

I am not aware of any report that has been suppressed. If the hon. Lady wants to write to me with the details, I will look into it. I assure her that the Government is taking a firm line with the alcohol industry. It has a responsibility to society for its products and for their misuse. The cost to the taxpayer is £21 billion a year, which is shared between the costs of antisocial behaviour and the costs to the NHS. We have a strategy and we expect the industry to co-operate. We do not rule out taking further action if it does not co-operate.

In strongly welcoming the fall in violent crime, may I ask the Minister what can be done, over and above what is being done, about the particularly difficult and pernicious problem of knife crime?

I am happy to say that there has been a reduction in knife crime under this Government. That is shown not only by the crime figures, but by the NHS data, which show that about 14% fewer people were admitted to hospital due to assault with a sharp object, including knives, in the year to March 2013. Police recorded crime also showed that knife crime was down by 10%. We created a new offence in the Legal Aid, Sentencing and Punishment of Offenders Act 2012 for those who carry a knife in a public place or a school and go on to threaten and cause an immediate risk of serious physical harm to another person.

My hon. Friend makes a good point. We have been leading on that approach. We have carried weight because of our own very significant donations. He rightly draws attention to the pledging conference. As I have said, up until last week, we had pledged £500 million, most of which has already been distributed, and is providing help to the region. Last week, the Secretary of State was able to increase that by a further £100 million, demonstrating that we put our money where our mouth is.

This debate has been typified by whether we should be doing either/or. In many ways, I congratulate the Government on doing both. By that I mean accepting the 1,100 refugees and also focusing on the other 2.3 million. On reflection, it is the right thing to spend the money in the camps, but could we have a differentiated response for that 2.3 million? We should look at helping categories of individuals, such as children, and use UK expertise effectively and efficiently in-country to help the maximum number. Rather than taking out just one or two—or 500 in this case—and bringing them back to the United Kingdom, we could help far more of them in their own country.

I think my hon. Friend is right. Some of the work we are doing with UNICEF in Syria and in the region includes providing support services and child protection for 15,000 of the most vulnerable Syrian children and their carers, as well as for refugee children in neighbouring countries. That is a significant amount of help to many, many thousands of children.
