What a brilliant debate, Madam Deputy Speaker; isn’t it fantastic to have a Parliament for the north, with all of us, except you and the Government Whip, representing north-west constituencies? While we are here to talk about the Eden Project, we may as well push a few other of our pet projects in the north-west of England. As a Lancastrian, I am delighted to have the opportunity to respond to my hon. Friend the Member for Morecambe and Lunesdale (David Morris), whom I congratulate on securing this debate.

One can travel anywhere in Lancashire and find that because of the support of partners, including the local enterprise partnership, Lancashire County Council, Lancaster City Council and Morecambe itself, people are really starting to talk about this hugely exciting opportunity we have in the north-west of England and, more importantly, in Lancashire to have the Eden of the north. It is great that this project enjoys cross-party support, because wherever one goes, one finds that people are excited and passionate about driving forward Lancashire’s economy and they want to see this project delivered.

Of course, this is not the only thing that is happening in Morecambe. I am delighted that we have constructed the new link road with the M6, which is a significant driver of the economy. My hon. Friend has really campaigned on behalf of his constituents, as has the hon. Member for Lancaster and Fleetwood (Cat Smith), to transform the west coast of Lancashire, and I hope and believe that this can be the next project that drives the economy forward. Since the inception of this project, he has shown a dedication to the vision, and it is a bold vision; if someone were to approach an MP in their constituency and say, “I want to build giant mussel shells on the sand looking out to sea,” the MP could, if they were a doubter or they did not have the vision and passion of my hon. Friend, think that that person may be pulling their leg. But of course they are not, because the Eden Project has a track record of delivering these inspiring structures and inspiring the next generation about helping our environment.

Of course, more is happening in Morecambe, and I was delighted that it has recently secured the funding to go forward to the next phase of the Government’s future high streets fund. I was particularly pleased that in the last round of coastal community funding we were also able to support the Winter Gardens to have a new central heating system, which will transform it to a year-round venue. My hon. Friend is no stranger to the Winter Gardens, because he has a long history of supporting it. I believe I am correct in saying that he appeared there playing a guitar with members of Whitesnake—you may be a fan, Madam Deputy Speaker—to raise funds for the Morecambe Winter Gardens in its darker days, before we managed to support it with the coastal communities fund. He is passionate and he has a record to be proud of in his constituency, and I know he is valued by local residents from my many visits to the area.

I recognise, as do the Government, that the Eden Project North is not significant only to Lancashire—all of us Lancastrians know that it is significant to us—but is regionally and nationally significant, and can be seen as one of those big projects that can be a wider driver of our ambition for the northern powerhouse. That is why at the last Budget the Government committed £100,000 to work forward the business case, as my hon. Friend and the hon. Lady pointed out. The business case, which now sits on the Treasury desk, with a copy having been sent to me and to the Prime Minister, is exceptionally good work and draws a good plan for the future. The hon. Lady invited me to get out my cheque book this evening, but, as both she and my hon. Friend know, there is a Budget next month and decisions on funding on this scale would normally and naturally be made at a Budget. I know that both of them have been actively lobbying the Chancellor to make sure that he is as excited about this project as all of us already are. I hope that they will continue to do that, and I wish them success with their active lobbying work on behalf of their constituents and more widely on behalf of the whole of Lancashire.

It is extraordinary that the Eden Project chose Morecambe when it started to look for a site for an Eden North. Little old Morecambe is a wonderful place—anyone who has visited the Midland hotel will know what a wonderful place it is to spend time with friends and family on a holiday, or even on a day out—but it would not necessarily be the first place that came to mind for this. The project might have thought of better known resorts such as Blackpool, or of the Lake district, which is a UNESCO world heritage site. Morecambe was chosen, though, because the local authority and Members of Parliament were extremely active in engaging and lobbying the Eden Project to make sure that the opportunity came to Lancashire.

Morecambe is, of course, an extraordinary place. It has a tide that comes in faster than a horse can gallop. Anyone who has ever been on a guided tour from Morecambe over to what I think in modern parlance is referred to as Cumbria, but was always known as “Lancashire over the sands”, will have seen the extraordinary coastal beauty of the area. Anyone who has done that will, of course, want the project to come to Morecambe.

The economic case is compelling because of the potential economic benefits from bringing the Eden Project to Morecambe. The north has many areas of outstanding natural beauty, and this project could be an important part of the wider tourism offer that we can make from Lancashire and, of course, from the north-west more widely, as we leave the European Union on 31 October. Many people have spoken about the potential for visitors to the north of England—I encourage anyone to go there at any time, without waiting until we leave on 31 October. Other than Members of Parliament, who have to be here on Saturday, everyone else is free to go this weekend—but if the Eden Project was to be delivered, we would see a projected 750,000 visitors to Morecambe and Eden North in just the first few years of operation. It would create more than 6,000 jobs, and, as has been pointed out already, the economic case shows that for every pound spent—whether it be Government money, private money, local authority money or growth funding from the LEP—we will see a return of £4.20, which I can tell the House, as a good Lancastrian, is a good bit of brass for a bit of money that the Government are spending. I hope the Chancellor will be cognisant and mindful of the good economic case for the project as he looks forward to his next Budget.

The Eden Project North has the potential to be a transformational project for the north of England, and for Lancashire more widely. That is why it is very much supported by all Members of Parliament in Lancashire and all tiers of local government. In order to achieve it, I understand that the aim is to find £101 million of investment, which is what will be required to see the project through to completion. It will naturally be a cocktail of funding that comes forward to make sure this happens—I am sure there will be a requirement for some private sector funding and for some public sector funding—and we have some work ahead of us to make sure that we can blend that cocktail and see the project delivered.

As I have said, I believe the investment case for Eden is a compelling argument. There is a strong economic case for bringing the Eden Project to Morecambe. I am happy to work with Lancashire Members of Parliament from across the House on a cross-governmental basis to try to make sure that we can deliver not only the ambition of the Eden Project in the north, but the wider ambition that we all share for the county we are so passionate about. Officials in my Department are already working with the Eden Project, and local partners have today written—I was handed a copy of a letter at the start of the debate—to express the continuing support of local government partners, educational establishments and the LEP. That is an acknowledgment of the wide benefits, including the training and economic impacts, that would come out of this fantastic project.

Over the months and years ahead, I am looking forward to hearing more about the Eden Project, and to seeing the economic benefits that can be achieved. I wish all hon. Members good luck in their negotiations with the Treasury. I will happily work with them, because this is a crucial part of delivering the northern powerhouse that can transform the lives of everyone living in the north of England, and especially in Lancashire.

I end with a quote from Morecambe’s most famous son—after my hon. Friend the Member for Morecambe and Lunesdale, of course, so Morecambe’s second-most famous son, Eric Morecambe. This is the approach we need to take to the cocktail of funding that we are going to blend. He famously said:

“I’m playing all the right notes. But not necessarily in the right order.”

I hope that we will get all the right money, albeit not necessarily in the right order. Let us work together to make sure that this happens.

Show me the money.

The hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) has repeatedly referred to “EU money”. I hope he will acknowledge that it is not the EU’s money but British taxpayers’ money and that he will reflect on the fact that, in 2018, we paid £13.2 billion into the EU and they returned £4.2 billion to this country.

I will reflect on the fact that if it had not been for EU funding—that is what I am talking about: funding that is generated out of EU schemes—the highlands and islands, as others have pointed out, would have been ignored by Westminster.

It is a privilege and an honour to have the opportunity to respond to this debate, and I congratulate the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) on proposing it. It presents us with a timely opportunity to update the House on the progress we are making.

I also congratulate the hon. Members who have spoken; I will not have time to name them or respond to all the points they have raised but this shows that across the House there is real passion for the communities that each of us represents, and I share that passion for my own constituency, of course, in east Lancashire.

Many of the Members who have contributed referred to our being the recipients of EU money, and I think it is really important that the point is made for people who may be watching our proceedings today at home and following our every word about the future of EU structural funding and the UK shared prosperity fund that this is not the EU’s money. This money belongs to the British taxpayer; it is taken into the EU and is sliced, diced and taken away. It is then returned to the British people wherever they may be in our United Kingdom with a whole load of strings attached.

In 2018, the UK contributed £13.2 billion to the European Union and it sent us back £4 billion—£4.3 billion to be precise. We know in this country better how to spend UK taxpayers’ money than the European Union does; many Members on this side of the House, if not the other side of the House, will certainly agree with that.

We in Government have a history of working with the devolved Administrations, metro mayors and local authorities across our United Kingdom, and that is why we are so pleased that we were able to commit over £500 million of Government funding to the Glasgow city region deal. Specifically in the Inverness and Highland city region, we are proud to have contributed £53 million, among other things, towards the funding of the University of the Highlands, about which the proposer of the debate spoke with such passion. I know he will let no opportunity pass him by to ensure that the Scottish Government, the European Union and the UK Government are all credited for the contributions they have made to that exciting growth deal.

An issue that I and others raised with the previous Secretary of State for Scotland is that, while we welcome the Inverness and Highland city region money, there is some evidence that the money is not going to some of the furthest corners of the highlands, such as Wick and Thurso in my constituency, where it has been badly needed.

The hon. Gentleman makes an excellent point on behalf of his constituents. I know it is not the first time he has made it, and we should certainly continue to monitor that. I, like him, suspect that there may not be a completely even-handed approach to disbursing money around the highlands, but he will know more about that than I do. However, these growth deals across our United Kingdom in Wales, Scotland and Northern Ireland are an example of what we can achieve when we work together as four nations. The awesome foursome that makes up the United Kingdom is the most successful political partnership and Union that Europe has ever known, and that is why, despite what the separatists may say in today’s debate, we are stronger together.

Turning to the main points raised in this debate, I understand that recipient organisations of European funding have concerns about the certainty of the future of their funding, but it is important that we acknowledge—[Interruption.] Is the hon. Member for Aberavon (Stephen Kinnock) seeking to intervene?

Yes. I thank the Minister for giving way. He just referred to the funding as “European funding”, but I thought he said in his opening remarks that it was not European funding. Will he clarify that point?

I am so pleased that the hon. Gentleman is listening closely to my response. What I would say is that if he, like me, is concerned about protecting the British taxpayer’s pound, perhaps he will reflect on the fact that the Bill passed by Opposition parties last night in this Parliament will cost the UK taxpayer £1 billion a month for every additional month we spend in the European Union. That will cost up to £24 billion. Maybe he should be committed, as I am, to leaving on 31 October, as the British people want, if he is concerned about spending money.

I am glad the Minister is telling us how much it costs—£1 billion a week or a month or whatever it happens to be. He is very good with his numbers, so can he give us an estimate of how much a no-deal Brexit will cost the country each month?

It seems to me that the hon. Gentleman is suffering from a version of Stockholm syndrome. I happen to believe that the British people and this British Parliament are best able to determine the future for our country. The rebel alliance is going to Europe with its flag fluttering behind it—a white cross on a white background—surrendering British sovereignty, but I am proud to be part of a Government that will never support that.

This stuff about surrendering is bizarre, because this is the Government who surrendered last night to what is apparently the surrender Bill. That is the situation we are in. They should publish the Yellowhammer report and make it transparent, so that we can see how much a no-deal crashing out will cost us. Let us get the facts on the table, so that we can examine them—if they do not prorogue Parliament before then.

I am sure the hon. Gentleman would like to have blamed the passing of his surrender Bill on the House of Lords. The Members of Parliament who voted for it know that the Opposition parties have passed a law meaning that we cannot leave the European Union on 31 October, deal or no deal. If we do get to an election—if the Labour party finally has the backbone to have a general election—I will be reminding lots of those constituencies in the north of England that it was the Labour party that stopped us leaving on 31October.

I am sorry, but I must make some progress, and I would like to briefly get on to responding to the debate.

Specifically, I want to deal with the two pertinent questions, which were repeated by many others, asked by the hon. Member for Aberavon in an extremely good speech. The first was about whether the UK shared prosperity fund will respect the devolution settlement, and the answer is absolutely yes. We are clear about that, and we want to work with the devolved Administrations and metro mayors as partners. We do not want to set the UKSPF up against the devolution settlement, which we will celebrate in the country.

The second question was about when the quantum will be clear, and it will not become clear until we have completed the comprehensive spending review. I will point out, however, that the quantum from the European Union would also not be clear until 2020. People have referred to the Conference of Peripheral Maritime Regions report, but that is of course a report by a think tank. It is not a report from the European Union setting out the quantum at this stage.

Finally, turning to the guarantee provided by the Government, it is quite right that areas are worried about the future of their funding, which is why the Government have set out a guarantee—deal or no deal. This week, I was involved in discussions approving new spending in the current period of European funding, and the guarantee enables commitments to be made until 2021, and it will apply to commitments that are paid out between now and 2023, so there is certainty for projects. Projects are still being approved. With the guarantee, there will be no gap, and clarity about the quantum and the form of the UK shared prosperity fund will become clear at the comprehensive spending review, notwithstanding the fact that we are already involved in deep consultation with both the recipients of the funding—British taxpayers’ cash—and the mayors and devolved Administrations. Official level consultation is ongoing between the devolved Administrations and the UK Government. The most recent meeting took place on 2 August, and additional consultations will happen later this month.

I thank all hon. Members who took part in today’s debate and the Backbench Business Committee for the opportunity. I must correct the Minister, because the CPMR is not a think tank. It is a representative organisation of local authorities from across Europe, and I know that because I used to be its vice-president. We asked the Minister to clarify the flexibility and timetable, but we have had no answer. We asked the Minister whether funding will be matched pound for pound, but we have had no answer. We have had no answer on whether devolution will be fully respected. He said—[Interruption.] I will allow the Minister in.

That this House notes with concern that the Government is more than half a year behind its schedule to provide details of post-2020 funding through a UK Shared Prosperity Fund; supports the Joseph Rowntree Foundation’s recommendation that the Fund should at the very least match the £2.4 billion per year currently allocated through the EU structural funds; and calls on the Government to ensure that full details of the fund are published with urgency, that the devolved settlement is respected and that there is no reduction in the levels of funding to devolved governments or their role in distributing funds.

It is a pleasure to serve under your chairmanship, Sir David.

The instruments will together enhance the operation of electoral registration across Great Britain. Three of the instruments will enable piloting on the annual canvass in selected areas this year, while the fourth will enhance the operation of individual electoral registration in Scotland, to allow cost savings for electoral registration officers throughout the year. I will turn to an explanation of that separate measure after describing the pilot-related instruments.

Some Members will be aware that individual electoral registration was successfully introduced in 2014. For the first time ever, it enabled people in Great Britain to apply online to register to vote. Nearly 24 million people have applied to register under IER, 18 million of those online. It is clear that citizens want to register quickly and easily, and we are striving to build on the successes of IER and move away from an old-fashioned, paper-based bureaucratic system towards one that is modern and flexible, meeting what we all expect from electoral registration.

A key component of the electoral registration system is the annual canvass that takes place each autumn, when every household in the country receives registration forms. The fundamental objective of the annual canvass—namely, the maintenance of a complete and accurate register through regular data collection—is, and will continue to be, a Government priority. However, consultation with EROs and local authorities over an extended period has indicated that the annual canvass in its current form is not a sustainable way to achieve that aim and is time-consuming and expensive.

The process requires electoral registration officers to send an annual canvass form—the household enquiry form—to every property in their area. The HEF asks residents to set out whether there have been any changes in the composition of the household since the last year’s canvass, so that EROs can identify whether any residents should be removed from the register or invited to make an application. Response rates to the HEF are significantly lower under IER, as it is no longer a registration tool, and yet where no response is received, EROs are still required to issue up to two further forms and to carry out at least one visit to the property. Electors will therefore receive up to three letters and a visit from their local ERO team, even if they are already registered, solely for the purposes of information gathering.

The reality is that household churn across the country is only about 12% per annum, thus the majority of canvass activity is redundant. Over half of households do not even respond to the initial HEF, meaning that EROs are required to chase them, despite the fact that 88% of households will be a “no change” on the electoral register.

While the Cabinet Office currently provides direct financial assistance for registration linked to the introduction of IER, the total costs of the annual canvass are extremely high, at some £65 million per year. The process is therefore costly to EROs but also very frustrating for them. From knowing their local area or having access to local authority data, EROs may well be aware of the registration status of households in their area. The system currently in place by law, however, does not allow them to draw on their own expertise or other information held by the local authority. It does not allow citizens to tell us once of changes to their registration. It does not enable EROs to focus their resources in the most targeted and effective way.

What is needed is a more effective and efficient system that targets resources on reaching out to under-registered groups to add new names to the register, rather than confirming names that are already on the register. To ensure that ours is a democracy that truly works for everyone, the Cabinet Office is working with EROs across Great Britain to pilot alternative approaches to the current paper-based, inflexible and prescriptive annual canvass.

Three initial pilots were conducted successfully by the Cabinet Office during the 2016 annual canvass process in three areas of England: Birmingham, Ryedale and South Lakeland. The early results from the pilots last year were very promising, with provisional figures indicating that the cost of the alternative canvasses was substantially lower than that of the legislated canvass, due to the reduction in printing, paper, postage and staffing costs. For example, Ryedale estimated that the new methodology it employed resulted in an 89% saving in staff time and costs. Postage was reduced by 50,000 envelopes and simple household notification letters were issued, making the process for administrators and citizens much more straightforward.

Last year, I visited the electoral services team in Birmingham, which reduced its canvassing costs by £160,000 compared with the year before. Birmingham had already been using data to target its canvassing resource at areas of high churn—an innovative approach that is data-driven and efficient. The Cabinet Office and the Electoral Commission are analysing the full cost data for the whole process.

The pilots are making a difference and building on the successes of IER. They are moving us closer to a system that is modern and flexible, as we would expect in the 21st century. Resources will be better allocated, less paper will be used and administrative time will be saved. We have learned from the 2016 pilots and refined the processes further, potentially leading to improved savings. The three pilots last year alone led to an estimated reduction in canvassing costs of well over £200,000. That is why we are working with local authorities to trial further changes this year. We have an even greater ambition to test more approaches and alternative ways of canvassing that are just as effective as and more cost-efficient than the current process. By including Wales and Scotland, we are able to inform change to the annual canvass that works across the whole of Great Britain.

The three orders establish further pilot schemes under sections 7 and 9 of the Electoral Registration and Administration Act 2013. As some Committee members may be aware, section 9D(3) of the Representation of the People Act 1983, which was inserted by the 2013 Act, requires an annual canvass to be conducted in the manner prescribed in the Representation of the People (England and Wales) Regulations 2001 and the Representation of the People (Scotland) Regulations 2001. The orders we are discussing disapply that requirement for the 23 participating EROs in areas of England, Wales and Scotland.

The orders instead require EROs in the specified areas to attempt to make contact with a person at each residential address in the area for which they act at least once between the date the relevant order comes into force and 2 February 2018. The manner in which they do so, however, and whether they take further steps if no information is received at a particular address will be at the ERO’s discretion. That will enable EROs to test new and innovative approaches to canvassing, including using data, such as council tax data, the local land and property gazetteer and internal local authority databases, to determine whether chasing responses to ERO inquiries is necessary. Such approaches have been developed by working closely with the Electoral Commission, which is supportive of the pilots.

Will my hon. Friend say whether EROs will be directed to make extra efforts where buildings or residences have a very high turnover of residents? I am thinking in particular of houses in multiple occupation, student halls of residence and old people’s homes. Although it may be okay to send one letter to 88% of houses, a small number of houses have a disproportionately high turnover of residents. What steps will EROs be asked to take in that regard?

My hon. Friend makes a very good point, which strikes at the heart of why the reforms are needed. We are not introducing measures that prescribe in law that every household should be treated equally, even though we know that 88% of households have no change. The resources that are freed up by these reforms will allow EROs to target individuals where there is a greater difficulty with under-registered groups.

Let me give some examples of innovative activity that has been trialled. In Grampian in Scotland, electoral registration officer Ian Milton has been developing a system by working with a tenancy deposit scheme company, which notifies him when tenants have left a property. That enables him to know that the building has been left vacant and that he needs to send electoral registration materials to the property.

In Sheffield, the Cabinet Office part-funded a pilot to the tune of £10,000, which enabled a data-sharing agreement to be developed between the University of Sheffield and the Sheffield ERO. It has seen student registration rise from 13% to 76% at the University of Sheffield. EROs know their local area well and there are new ways in which they can target the people they know are removed from the register or change addresses frequently. EROs can use their resources more effectively to increase the size of our register nationally.

On the ongoing pilot schemes that we hope to take forward into 2017, the extra 23 areas in addition to Birmingham, South Lakeland and Ryedale were chosen using robust research methodology to ensure a spread of electoral register churn, population size, the pilot model chosen by EROs and region. In each area, the EROs will operate control groups and pilot groups so that the results of the approaches can be evaluated rigorously. Four models of piloting activities will run with the EROs in the 2017 pilot scheme, based on proposals from EROs themselves. Each participating ERO has chosen the model that they would like to apply in their area, based on their local knowledge and expertise.

Each innovative model reduces the number of paper communications sent to electors, utilising means such as telephone and email channels, and one model uses existing local data to determine where best to focus resources. Those ideas have all come from experts on the frontline and are designed to improve the citizen experience as well as ease administrative burdens on hard-pressed electoral teams. The elector will benefit from the local authority being able to redirect resources, as I have discussed, and target canvassing more effectively towards under-registered groups.

If successful, the pilots will demonstrate that the annual canvass process does not need to be so prescriptive and that a number of alternative methods to the annual canvass exist, which are just as effective and more cost-efficient, potentially saving at least £20 million nationally from the cost of electoral registration each year.

Although the Cabinet Office provides support for local authorities to offset the cost of the annual canvass—last year it was £26 million—the pilots will provide evidence for wide-ranging changes to free up local authority resources. It is important to note that the canvass itself is purely an information-gathering process. The pilots will not alter the requirements for the registration process and for individuals themselves to be invited to register to vote.

The Government have consulted widely, including with the Electoral Commission, on the pilot proposals. The commission has been very supportive of the plans and has been involved from the start in the early stages of the pilots’ development. The Electoral Commission has also been consulted on the orders, about which it is content, following Cabinet Office confirmation that section 13 of the Representation of the People Act 1983 remains applicable to participating local authorities during the pilot.

Consultation has also taken place with bodies such as the Association of Electoral Administrators, the Society of Local Authority Chief Executives and the Scottish Assessors Association. That is in addition to the work that the Government have been doing with interested councils directly, which has helped shape the four pilot models. The Information Commissioner’s Office was consulted during the development of the pilots and is content that the pilot orders do not raise any new or significant data protection or privacy issues. We have a privacy impact assessment also, which is set out on the Table. Equality impact assessments have been completed to ensure that under-registered groups, as well as groups protected by virtue of the Equality Act 2010, will not be negatively impacted by the pilots. Privacy impact assessments have also been completed to ensure that no new negative privacy impacts under the Data Protection Act 1998 will arise.

Although the purpose of the pilots is to give EROs the space to innovate and test alternative, more effective approaches in relation to the annual canvass, I want to underline that the integrity of the register will always and absolutely be maintained throughout the pilots. EROs have a duty under the Representation of the People Act 1983 to maintain their registers, and nothing in the orders will change that.

The draft Representation of the People (Scotland) (Amendment) Regulations 2017 will allow Scottish EROs to benefit from the same cost optimisation measures that have been available to English and Welsh EROs since last year. That will be achieved by amending the registration application forms for Scotland to allow applicants to identify that they are the only person resident at the address aged 14 or over. They also provide discretion to EROs on whether to canvass a property within 12 months of an indication of single occupancy. Allowing EROs to make that choice decreases the amount of resources spent on processing applications and increases the efficiency and speed of the registration process.

Secondly, the regulations will modernise the system of registration by enabling Scottish EROs to send invitations to register and ITR reminders by electronic means if they wish to do so, replicating what has been in place in England and Wales since 2016. That will deliver a quicker and more efficient service to electors, who expect electronic communications when registering in this age, as well as enabling cost savings.

The regulations will allow an attestor to an applicant’s identity to be registered in any local authority area in Scotland; at present, both the attestor and the applicant must be registered in the same local authority. That will assist those applicants whose identity cannot be verified using the usual matching process and who have to provide an attestation to verify their identity, and will result in more eligible applicants becoming registered to vote, as has happened in England and Wales. The provisions also aim to reduce unnecessary ERO correspondence and contact.

Preliminary estimations project that the regulations will reduce the overall cost of IER in Scotland by around £125,000 for the single-occupancy provision and around £400,000 for email ITRs per year. In addition, the regulations make a minor amendment to correct an error in the existing regulation concerning the requirement to provide fresh signatures following the rejection of a postal voting statement.

The Electoral Commission was consulted during the development of the measures and on the specifics of the regulations, and is supportive of the regulations offering the same provision to Scotland as already exists in England and Wales.

The Cabinet Office and I have worked closely with Scottish Government officials to ensure that the measures can be in place for the 2017 annual canvass and that Scottish EROs are able to participate in the aforementioned pilots. Last November, I met the Scottish Government’s Minister for Parliamentary Business, Joe FitzPatrick, and we mutually agreed for the instruments to make provision in respect of both the parliamentary and local government registers in Scotland. That will be done before the commencement of the relevant provisions of the Scotland Act 2016, which will devolve competence in relation to the local government register in Scotland. That was agreed in order to ensure that Scottish EROs take advantage of these cost-optimisation measures in respect of both parliamentary and local government registers this year, and that local authorities in Scotland are represented in the canvass pilots.

With that in mind, the Government believe that the instruments, which allow for full annual canvass piloting, are a crucial step towards improving the annual canvass and the wider registration process. I therefore commend them to the Committee. I also hope that the Committee agrees that the instrument relating to cost-optimisation measures in Scotland will help to move electors and electoral administrators forward towards an enhanced IER system for both members of the public and EROs, as part of the continued successful implementation of IER across Great Britain.

I will just make a little more progress.

I believe that our plan for Brexit delivers on the will of the British people. It is the right approach for Britain and it will deliver a more secure future for our country and a better deal for all our people. But it is clear that other parties in this House have a different view about the right future for our country, while Members of the other place have vowed to fight the Government every step of the way.

In the referendum, the people of Rossendale and Darwen gave my right hon. Friend and the Government a mandate to exercise article 50. She has done that and we are now grateful to have the opportunity to strengthen the Prime Minister’s hand so that she can go out there and get the best possible deal for people who live in Rossendale and Darwen, manufacturers in Rossendale and Darwen, and every family in Rossendale and Darwen.

We are ensuring that we are working closely with the Scottish Government, and indeed with the other devolved Administrations, as we take this matter forward. I would just remind the right hon. Gentleman of two things. First, the Supreme Court was very clear that the Scottish Parliament does not have a veto on the triggering of article 50—the European Union (Notification of Withdrawal) Bill, which is going through the House, obviously gives the power to the Government to trigger article 50. I would also remind him of this point, because he constantly refers to the interests of Scotland inside the European Union: an independent Scotland would not be in the European Union.

I am happy to agree with my hon. Friend. Our broken housing market is one of the greatest barriers to progress in Britain today, and the excellent housing White Paper brought out by my right hon. Friend the Secretary of State for Communities and Local Government sets out the steps we will take to fix it. My hon. Friend is right: it is the Conservatives in government who will support local authorities to deliver more of the right homes in the right places, to encourage faster build-out of developments—I am sure everybody recognises the problem of planning permissions that are given and then not built out—and to create the conditions for a more competitive and diverse housing market. We are calling for action and we are setting out the responsibilities of all parties in building the homes that Britain needs.

No, I am not going to give way.

We have no objection to reviewing the franchise with regard to overseas citizens, but I hope the Government will take this point seriously and will be minded not only to look at those who have lived abroad for several decades, but to look at 16 and 17-year-olds in this country—old enough to marry, old enough to work, old enough to join the Army and rightly allowed to vote in the Scottish referendum, but not able to vote in our elections. There is something perverse in a Government enfranchising thousands of people who have not lived in Britain for years when they are disfranchising hundreds of thousands of British residents through their individual voter registration plan. That is why, as part of the EU referendum campaign, many of us are spending a lot of time encouraging young people to ensure that they are registered to vote. It is their future that is at stake.

Everyone in this House understands the risks posed by terrorism. This city, London, has experienced it before, as have other cities here and around the world. We will of course support strong measures to give the police and security services the resources they need, but we will also support checks and balances to ensure that powers are used appropriately. We would welcome any proposals from the Government to reform the Prevent strategy and instead to emphasise the value of community-led work to prevent young people from being drawn into extremism in any form.

In foreign policy, we must put our promotion of human rights at the centre. We cannot continue to turn a blind eye and, worse, sell arms to those countries that abuse human rights either within or beyond their borders. I welcome the forthcoming visit of President Santos of Colombia and I look forward to meeting him to discuss human rights in what is hopefully on its way to becoming a post-conflict society.

The Government’s legislative programme spoke of “humanitarian challenges”. We are grateful to Lord Dubs for taking on the challenge of making the Government more humanitarian. Just a few weeks previously, this Prime Minister was referring to refugees fleeing persecution as “a bunch of migrants” and “a swarm”. I have to say this: those words were wrong. I hope the Prime Minister will think again about them and recognise, as everyone should, that refugees are simply human beings, just like any of us in this Chamber, who are trying to survive in a very dangerous and very cruel world. We need to solve their problems with humanity, not with that kind of language.

All parts of the House will have been heartened by the increased turnout in the elections for police and crime commissioners—particularly welcome in Cheshire, Gwent, Humberside and Leicestershire—and we welcome any moves that will give them the powers to improve accountability for their communities. Our police forces mostly do an excellent job, but the recent Hillsborough inquest and the results of it showed that they must never be above scrutiny, to ensure that they do their jobs properly.

We Opposition Members know that decent public services are necessary for a good society, but also that they depend on tax revenues. We welcome any measures designed properly to tackle tax avoidance and evasion, but this Government’s record on this subject is one of continuous failure. Just a month ago, the Prime Minister welcomed here EU proposals on country-by-country tax transparency, but on 26 April Conservative MEPs yet again voted against these same proposals. Did they not get the memo from the Prime Minister? That same Prime Minister continues to allow UK tax havens not to issue public registers of beneficial ownership and he opposes wholesale the introduction of beneficial ownership registers for offshore trusts. People expect companies that trade in this country and people who live in this country to pay their tax in this country—it funds our public services. Aggressive tax avoidance and tax evasion are an attack on our NHS, on our schools, on care for elderly and disabled people and on our social security system that prevents poverty, homelessness and destitution.

Mr Speaker, if you want to deliver a more equal society, an economy that works for everyone and a society in which there is opportunity for all, it takes an active Government, not the driverless car heading in the wrong direction that we have with the present Government. [Interruption.]

May I congratulate my right hon. Friend the Prime Minister on bringing transparency to the office of Prime Minister by publishing his own tax return? Does he have any thoughts on whether that should be extended to former Prime Ministers, many of whom still receive public money? Personally, I would be very interested to see a tax return of one Mr T. Blair.

I have no proposals to make in that regard. I am not claiming to have some perfect record, but on becoming Prime Minister I cut the Prime Minister’s pay by 5% and froze it for the Parliament, I rejected the Prime Minister’s tax allowance of £20,000 a year, and I reformed the Prime Minister’s pension so that it is now contributory for the first time. As Mr Speaker knows, the Speaker, the Lord Chancellor and the Prime Minister have all given up the great offices of state pension that used to give half their salary in perpetuity—[Interruption.] Opposition Front Benchers say that that was done by the Labour party, but it was not actually brought in until I became Prime Minister. I did it. All those steps have been taken, which I think was the right thing to do.

My right hon. Friend is aware that Lancashire constabulary is one of the UK’s leading forces in fighting radicalisation and terrorism. Will he update the House on what further steps we can take to ensure that our security services and police forces co-operate fully with each other?

My hon. Friend makes a good point. We have announced additional funding for our security forces, and I have said what I said about counter-terrorism policing. We must continue to work on the Prevent programme, and I am sure that that will be addressed by the Home Office in its spending review.

The hon. Gentleman makes a very important point. The SDSR should be about these issues, as well as the more traditional issues of protecting and defending Britain herself. We are a country where our people work, travel and live in all sorts of different countries. Making sure we work with those countries to enhance their security is an important part of what we do.

Naomi and Carol Wearing, two of my constituents from Darwen, were injured in the attacks last Friday. Naomi was reportedly injured by the use of a hand grenade during the attack. They have now returned to the UK and are being treated in Blackburn hospital. I would be grateful if my right hon. Friend assured me that Blackburn hospital and all our other NHS hospitals will receive all the support they need, including the use of extended counselling for victims.

I have been very clear: we are not paying this on 1 December; nor are we paying an amount of this nature. We are very clear about that. If, through these processes, we have to pay a little bit more or a little bit less, as we do every year, that is a different matter. I could not have been clearer about this.
